Faster security clearance of bidders on cards for PPP Port projects NEW DELHI: The Ministry of Ports, Shipping and Waterways (MoPSW) is mulling a framework that would allow faster clearances of bidders for port development under the public-private partnership (PPP) mode, after losing Rs 6,000 crore on asset monetisation proceeds last fiscal due to delayed security clearances. The Ministry has written to other Ministries, including Home Affairs, Defence and External
Affairs, seeking a “positive and negative list” framework. Under this, prominent players and regular bidders in Government tenders would not need to go through repeated clearances under normal circumstances. Since ports are a subject of national security, bidders during the pre-qualification stage of Government tenders need to be cleared for security risks. Cont’d. Pg. 15
World Logistics Passport accounts DCSA begins Final Phase for 47% of Global Trade System of eBL Platform World Logis cs Pla orm (WLP), which is owned and operated by Dubai Ports, Customs and Freezone Corpora on (PCFC) DUBAI: The World Logistics Passport’s (WLP) operations have nearly doubled in the second year since its inception, according to reports. The initiative now encompasses over 40 countries, accounting for 47 percent of the global trade system. The World Logistics Platform (WLP), which is owned and operated by Dubai Ports, Customs and Freezone Corporation (PCFC), was launched in 2020 at Cont’d. Pg. 6 the World Economic Forum in Davos.

World Logistics Passport accounts for 47% of Global Trade System World Logis cs Pla orm (WLP), which is owned and operated by Dubai Ports, Customs and Freezone Corpora on (PCFC) Cont’d. from Pg. 3 It is the world’s first freight program aimed at increasing trading opportunities between developing markets and accelerating the flow of global trade. The WLP combines the strengths of national trade organizations, logistics leaders and multinationals to form “a close knit alliance focused on trade growth”, according to Sheikh Mohammed bin Rashid
Al Maktoum, Vice President and Prime Minister of the UAE and ruler of Dubai. In December 2021, WLP entered China for the first time by signing a MoU with State-owned Fujian Port Group, which joined the freight loyalty programme as a partner. The WLP now has hubs in over 15 countries, with registered partners in Brazil, South Africa, and Singapore.
DCSA begins Final Phase of eBL Platform With Support from Ocean Carriers, ExxonMobil and eBL Pla orm Providers Cont’d. from Pg. 3 ... interoperability proof of concept (PoC). The PoC will be conducted in conjunction with CargoX, edoxOnline, essDOCS and WAVE BL. The companies will implement DCSA eBL Interoperability Standards to test eBL interoperability through the full bill of lading lifecycle using data that mirrors a live shipment. Previously, DCSA has released standards for eBL data formats and interfaces. The eBL interoperability PoC leverages DCSA eBL Interoperability Standards 1.0 – Beta 1. Upon completion of the PoC, DCSA eBL Interoperability Standards 1.0 will be officially released and free to download for any platform provider to incorporate into their eBL solutions to ensure interoperability with DCSA standards-based eBLs. Phase one of the PoC, funded and supported by all DCSA carrier members, was completed in May 2022 with seven actively participating car rier members, ExxonMobil and four of six IGP&I-approved eBL solutions providers, namely CargoX, edoxOnline, essDOCS and WAVE BL. The standards and PoC design were adjusted for phase two based on phase one participant feedback. Successful completion of phase two is expected before the end of 2022 and will ensure full technological interoperability between participating eBL platforms. In addition, DCSA is working to address the legal framework needed between solution providers to enable cross-platform eBL transfer. Fully interoperable eBL will enable shippers and beneficial cargo owners (BCOs) to choose an eBL provider based on service levels and capabilities, while maintaining the ability to exchange electronic documentation with carriers, banks and other parties that may use different platforms. “ExxonMobil believes that digitization enhances both customer experience and efficiency and sees value in adopting and scaling eBL solutions in the near term,” said Georgios Diallas, Global Strategy & Improve Manager for the Marine Container Team and ExxonMobil. “For an eBL system to be effective, it has to be inter-operable across different platforms, and we applaud DCSA and its members for publishing standards t o e n a b l e i n t e r- o p e r a b i l i t y. We e n c o u r a g e a l l eBL platform providers to help fast track eBL adoption by embracing DCSA standards.” “Collaborating with DCSA and industry stakeholders to standardize paperless bills of lading and facilitate
interoperability is an important part of the work we do,” said Stefan Kukman, CEO at CargoX. “eBL will bring countless benefits to the industry including greater sustainability and efficiency. Digitalization of trade documents will reduce the cost of doing business while increasing the efficiency and reliability of global trade.” “For the global supply chain, fully interoperable eBL is a starting point for digital trade. It will make today ’s practices more efficient, reliable and sustainable, but ultimately it will provide a foundation for further digitalisation,” commented Thomas Bagge, CEO of DCSA. “Actors in global supply chains want to be able to choose the best platform for their needs. For service providers, it will remove barriers to adoption and create an operational foundation that fosters innovation and collaboration. Shanghai Covid scare raises spectre of further lockdown disruption SHANGHAI: With mass testing again underway, there are renewed fears that Shanghai could go back into lockdown and disrupt peak season. It’s only been five weeks since the Major Port and manufacturing hub emerged from its two-month “zero-Covid” ordeal, and already several districts are undergoing mass testing again. Officials say the measures are needed to avert another citywide lockdown, but critics claim mass testing has generally been the precursor to further restrictions in China, not the prevention. Nevertheless, UBS Global We a l t h M a n a g e m e n t s a i d i t expects “rolling mini-lockdowns” for the rest of the year, which would be “less disr uptive to supply chains”. The lockdown threat is not limited to Shanghai, up to 30m people in China are currently under some form of Covid restrictions, with the current hot spots being Henan province and the South China port city of Guangzhou, which is also carrying out mass testing again. The latest Covid scare comes at time when China’s ports and supply chains are already under pressure.
Zencargo said: “Although the rise in cases has not yet impacted shipments, there is growing concern that local lockdowns in China will result in further congestion in already strained ports. “In addition to restrictions, Chinese vessels have been affected by typhoons, impacting operations in Ningbo, Shenzhen and Hong Kong, and resulting in fewer vessels berthing.” Indeed, the forwarder said the average waiting time for vessels to berth at Shanghai was up from 12 to 24 hours, and that “most terminals” have severe congestion at Ningbo, due to the bad weather. “There is potential for longer berthing times at Yantian for vessels arriving from high-risk ports due to Covid-testing requirements,” Zencargo added. “Qingdao has also been impacted by fog and bad weather resulting in an average waiting time of 48 to 96 hours.” Looking ahead, Zencargo said that, while rates have fallen due to vessel utilisation dropping for “the first time in two years”, the trend could be short-lived. “Peak season, expected in late July and August, could see
worsening congestion leading to potential delayed or blank sailings,” the company explained. “This will put pressure on capacity and therefore rates are likely to increase.” In the meantime, however, freight rates ex-China are continuing to slide downwards, according Freightos, reflecting a fundamental change in market conditions compared with this time last year. Head of research Judah Levine said: “Freightos Baltic Index data shows that the current spot rate of $7,326 per 40ft container on the AsiaUS West Coast lane is less than half the rate in the last week of April.” Rates have continued to fall through June and into July, he added, even as Shanghai reopened, therefore a “drop in underlying demand was likely also a cause of falling rates in May, and is the most likely culprit keeping rates declining since early June. “That prices are continuing to fall while, this time last year, they were beginning their meteoric 80% peak season climb over the course of July, points to the different underlying market conditions at play,” Mr Levine said.

Faster security clearance of bidders on cards for PPP Port projects Cont’d. from Pg. 3 These clearances are not given by MoPSW until inputs are received from the Ministries of Home Affairs, Defence and External Affairs as well as the Cabinet Secretariat and the Intelligence Bureau. The Ministry wants to have a positive list of prominent players and a negative list of irregular and new entities. “If there are 10-15 bidders for a project, it would save time and reduce delays if regular and established players are cleared de facto. The rest could be vetted in accordance with the standard guidelines. Informal deliberations are currently underway, where finer details are being taken up. However, there is a consensus that these delays are not good for the sector,” a senior official said.
Current guidelines mandate a deadline of 12 weeks for these inputs to be given by the ministries and departments but sources said this takes around 4-6 months. This delays the opening price bids. There are concerns that these delays could reduce the pace of infrastructure development of ports. According to the current guidelines, a security clearance accorded to a bidder is valid for five years. And, the validity only extends to tenders floated through the same port authority. If a different port floats a tender around the same time, that requires a fresh round of clearances. In 2012, the Centre had identified clearance bottlenecks as an issue for the sector and formed new guidelines. Under these, the concerned authorities would have to provide security
clearance for all prequalification bidders within 12 weeks on a case-bycase basis. The provisions also mandated the sitting of an interministerial committee to ascertain causes of delay and take action. At the end of the fiscal year, it had been able to monetise only 14 per cent of its Rs 7,000 crore pipeline. Many big-ticket projects such as development of the western dock at Paradip Port (Rs 3,000 crore) and container terminal at Jawaharlal Nehru Port (Rs 832 crore) only saw fruitful completion in the first quarter of 2022-23. While the Ministry had an initial monetisation target of Rs 4,680 crore for this fiscal year, it recently added 50 more PPP projects to its pipeline under the Sagarmala scheme. It also plans to expand its monetisation base.
Government formulates strategy to promote NER as Agri Export hub NEW DELHI: To give boost to the export of horticulture products grown in North-Eastern (NE) states, the overnment is now up with a robust strategy to promote locally produced agricultural products to the international markets. The NE region is geopolitically important as it shares international boundaries with China and Bhutan, Myanmar, Nepal and Bangladesh making it the potential hub for the export of agricultural produce to neighbouring countries as well as other foreign destinations. As a result, there has been a significant increase in the export of agricultural produce from NE states lik e Assa m , N a g a l a n d , M a n i p u r, Mizoram, Tripura, Arunachal Pradesh, Sikkim and Meghalaya in the last few years. The NE region witnessed an 85.34 percent growth in the export of agricultural products in the last six years as it increased from USD 2.52 million in 2016-17 to USD 17.2 million in 2021-22. The major destination
of export has been Bangladesh, Bhutan, the Middle East, the UK and Europe. To provide potential market linkages, the Agricultural and Processed Food Products Development and Authority (APEDA), under the Ministr y of Commerce and Industry, organised field visits of importers to have first-hand information about the qualitative cultivation practices being followed by farmers. Importers were mostly the Middle East, far Eastern countries, and European nations and Australia, etc. In the last three years, APEDA organised 136 capacity building programmes on export awareness across the different parts of NER. Highest, 62 capacity building programmes were held in NER in 2019-20, while 21 in 2020-21 and 53 such programmes were organised by APEDA in the year 2021-22. Apart from capacity building initiatives, APEDA facilitated 22 International Buyer-Seller Meets as well as trade fairs in NER in the last three years.
APEDA also organised organized conference on the Export Potential of Natural, Organic and Geographical Indications (GI) Agro Products in Guwahati on June 24, 2022 to tap the abundant export potential of organic agricultural products from Assam and neighbouring states of NER. APEDA aims at creating a platform in Assam for the exporters to get the products directly from the producer group and the processers. The platform will link the producers and processors of Assam and exporters from other parts of the country that would expand the base of the export pockets in the NorthEastern states, including Assam and increase the employment opportunities among the people of the state. APEDA signs MoU with Assam Agriculture University, Jorhat to conduct various training programmes on pre-har vest and post-har vest management and other research activities for the promotion of export from the region.
India’s Textile and Handicraft exports at record $44 billion in FY22 NEW DELHI: India exported textiles and handicrafts worth more than USD 44 billion — an all-time high -last financial year, Textiles Secretary U P Singh said recently. He was speaking at an industry event in Greater Noida which was inaugurated by Union Minister of State for Textiles and Railways Shri Darshana Vikram Jardosh. Jardosh, while inaugurating the 11th edition of HGH India 2022, said the country is celebrating its 75th year of Independence and it is the best time to
showcase made-in India products. Textiles Secretary Singh said the demand for textiles in the domestic and overseas markets is high. “In India, whenever we talk of textiles, we always go by the export figures. It’s a matter of satisfaction that last financial year, India exported more than USD 44 billion worth of textiles and handicrafts, which is an all-time record,” a statement quoted Singh as saying. “Especially after the pandemic, one sector under textile which has really got
a boost has been home textile. The Government has also launched 7 mega textile parks that would take care of the high logistics cost as well as the fragmented value chain which we have,” he added. Most of the major exporting destinations like the US and EU are all going for a ‘China plus one’ strategy, which will prove to be beneficial for India since the cost of labour is low as compared to the neighbouring Country, he said.

Dubai enters League of Top Maritime Hubs LONDON: The Xinhua-Baltic International Shipping Centre Development (ISCD) Index, in its latest survey, has ranked Dubai at fifth position internationally among top maritime hubs. Dubai leads the Middle East region. Singapore secured the top spot for the ninth consecutive year on the index, followed by L ondon, Shanghai, Hong Kong and Dubai. While Singapore scored 94.88 out of 100 points, London achieved 83.04 points. Shanghai gained 82.79 points followed by Hong Kong with 79.15 points. Dubai wrapped up the top five listing with 75.74 points. Other cities included among the top ten maritime hubs are Rotterdam, Hamburg, New York/New Jersey, Athens/Piraeus and NingboZhoushan (China). According to ISCD’s report, Dubai’s investments in infrastructure and the maritime sector have played a significant role in supporting the growth of emirate’s diversified mix of industries. “It has a lot to shout about with its established ports including
DP World-operated Jebel Ali and Mina Rashid, and purpose-built Dubai Maritime City – a 2.5 sq.km site developed in 2004 and situated between Mina Rashid and Dry-docks World. The latter also includes a free trade zone offering tax relief, and this, combined with a 2020 UAE decision to enable foreign ownership of certain maritime businesses, furthers its ambitions to position itself as an attractive option for international business and investment,” the report added. The report also highlighted how Dubai offers multiple free zones with easier business regulations. T h e UA E ’ s s e a p o r t s a r e international and regional hubs and an essential factor in driving economic growth and facilitating economic diversification. The country’s sea transportation sector is developing steadily in terms of ports, operating ships, maintaining and constructing dry docks in accordance with the international standards on maritime safety and protection of the marine environment. Overall, 61 per cent of cargo destined for GCC states arrives via
the UAE’s seaports. The UAE has 12 commercial trading ports, other than oil ports. It contains 310 berths, with cargo tonnage of 80 million tonnes. Some of the major seaports in the UAE include Zayed Port in Abu Dhabi, Mina Rashid and Jebel Ali Port operated by DP world in Dubai, the KhorFakkan Container Terminal in Sharjah, Mina Saqr in Ras Al Khaimah, Fujairah Port. Khalifa port is a massive new Dhs26.5bn, 420 square kilometres port that will spring industrial development in Al Taweelah area in Abu Dhabi. Abu Dhabi has also invested heavily to expand and further develop t h e i r K h a l i f a Po r t , w h i c h w a s established in 2012. The port connects to more than 40 ports worldwide, serves over 25 shipping lines and offers direct links to 70 international destinations. The port will also be the first in the UAE to be linked to the new Etihad Rail network, which is currently under construction. As for other key players in the marine transportation sector, Port Rashid and Dubai Creek are currently being reconstructed.
Major Chinese Ports Container volume up 6.3% in June (YoY) BEIJING: Chinese container ports showed solid growth in June this year despite continued supply chain disruption with an increase of 6.3% on the same month in 2021. However, June 2021 saw the closure of much of Yantian International Container terminal due to a Covid outbreak. While container volumes were up overall cargo throughput was down 0.4% in June 2022 compared to the previous year.
In late June 2022 the rate increase slowed slightly to 5% year-on-year. Export container volume up 4.1% while domestic volume grew 7.8%. Cargo throughput at major coastal hub ports increased 2.9% while international trade cargo throughput dropped 0.6%. Crude oil shipments at major coastal ports fell 9.9% year-on-year. The port of Rizhao posted the highest rise in volume with a
growth rate of 45.4%. Metal ore shipments at major Chinese ports increased 2.9% while the port inventory grew 8.7%. In late June, cargo throughput and container volume at three major Ya n g t z e R i v e r p o r t s , N a n j i n g , Wuhan and Chongqing, increased 7 . 9 % a n d 3 3 . 3 % , r e s p e c t i v e l y. Among which, the port of Wuhan achieved a substantial growth of 117% for container throughput.
India’s Banana exports jump 8-fold in 9 yrs; Piyush Goyal says ‘Making World Go Bananas’ NEW DELHI: India’s banana exports have jumped manifold in the past nine years, confirmed Union Minister Piyush Goyal in a tweet. The Minister, in a tweet, said that the banana exports jumped 703 per cent in value terms from Rs 26 crore in April-May 2013 to Rs 213 crore in April-May 2022. “Making the world go bananas,” he said. “India’s banana exports grow 8 fold in 9 years during the April-May period. The rising exports benefit our farmers immensely while enhancing India’s agricultural exports earnings,” he said. India is the world’s leading producer of bananas with a share of
around 25 per cent in total output. Around 70 per cent of the country’s banana production takes place in Andhra Pradesh, Gujarat, Tamil Nadu, Maharashtra, Kerala, Uttar Pradesh, Bihar and Madhya Pradesh. Exporters are assisted by the Agricultural and Processed Food Products Export and Development Authority (APEDA) under various components of its scheme, including infrastructure development, quality development and market development. It also conducts international seller meets and virtual trade fairs with importing countries to promote agricultural and processed food products.
Moreover, India will export bananas and baby corn to Canada. In April, the National Plant Protection Organisations of India and Canada held negotiations, following which Canada approved the entry of fresh bananas from India with immediate effect. “This decision of the Government of Canada would immensely benefit the Indian farmers growing these crops and would also enhance India’s export earnings,” the Ministry of Agriculture & Farmers Welfare said. The ‘Jalgaon banana’ that has the Geographical Indications (GI) certification since 2016, was also exported to Dubai for the first time.

DPA : Pre-emptive strategy maintains productivity of Dry Cargo Berths despite heavy Rainfall GANDHIDHAM: Deendayal Port Authority (DPA) handles a substantial volume of Dry Cargo both in Bulk and Break-Bulk form which are weather-sensitive in nature and as such productivity of ships loading/ unloading such cargo drops drastically during monsoons and as a result capacity of dry cargo berths become underutilized. On 07-07-2022, IMD had issued a warning of heavy rainfall in the Kandla area for a period of 5 days. DPA had utilized this otherwise disadvantageous situation for increasing the berth capacity utilization by preemptive planning of ships. The ships at berth which had to stop loading/ unloading operation due to rain and inclement weather were shifted out to the anchorage for berthing the ships which can continue to work in
adverse weather condition. As a consequence of this timely action for preventing idling of the Dry Cargo berths, 8,60,710 MT cargo could be handled in the Kandla Harbour area in last 4 days, informed a recent communiqué from DPA.
