APM Terminals Mumbai : Terminal upgrade enables maiden call of ME2 service Cont’d from Pg. 3

The service connects India West coast ports (Mundra & JNPA) to the hub terminals of Algeciras and Port Tangiers Med in Europe via Salalah and Port Said East. The first vessel on the service, 10000TEU capacity Maersk Gautemala, berthed at GTI on 9th February 2024 where approximately 2500 moves – primarily of export cargo – were carried out. With the commissioning of larger reach cranes and the new extended bridge, GTI has upgraded its infrastructure under the fit-for -future project to accommodate larger vessels. The introduction of the ME2 service at APM Terminals Mumbai [GTI] was made possible due to these enhanced capabilities.

The IGBC rating systems acknowledge excellence in green design, construction, and operations, with the Platinum rating setting a benchmark according to international standards. NSBP has become the first FTWZ in India to achieve Platinum certification under the IGBC logistics parks and warehousing rating system. Strategically positioned near the port, NSBP is designed to facilitate global trade to explore the Indian market and vice versa. Operational since 2022, NSBP’s Platinum certification represents a significant leap forward for the Indian-Global trade ecosystem, providing sustainable supply chain solutions to its customers. Spread over 2million square feet, NSBP is designed as per global standards and Green Building Certification requirements. The project design promotes natural habitat and biodiversity on-site. The facility has realized substantial benefits through noteworthy sustainable features. Theseinclude a 1.5MW Solar PV system covering 18.6% of annual energy consumption, 100% electric material handling vehicles for business park, water-efficient fixtures achieving 38.9% of saving, rainwater harvesting, and an impressive75% reduction in construction waste as it was reused and recycled. This proximity ensures seamless multimodal connectivity and quick access to global markets, including the Middle East, Africa, Southeast Asia, East Asia, & Far West markets, unlocking the gateway to inter national trade opportunities.The facility offers six operational warehouses, ranging from 140,000 to 185,000 square feet, accommodating diverse business needs. Allcargo Logistics reports consolidated revenue of 3,212 Cr & consolidated EBITDA of 111 Cr in Q3FY24 MUMBAI: Allcargo Logistics Limited has announced its financial results for the quarter ended December 31, 2023. KEY HIGHLIGHTS : • The company expects the global trade to revive in second half of 2024. In the near term, Red Sea crisis has taken out some capacity from market leading to balance against subdued demand, which should have marginal positive impact in April to June quarter. • The company has undertaken major cost reduction initiatives that will help significantly reduce the SG&A costs. The same shall help dilute the impact of new investments and inflationary increases and help the company to contain costs and improve profitability. In the short term Q4FY24 would have one off severance cost impact. • International Supply Chain business has bottomed out and performance remained flat QoQ. Domestic express business saw a decline due to change in yield leading to overall EBITDA marginally lower QoQ. Consolidated EBITDA for the quarter ending December 2023, excluding other income and

exceptional income was marginally down at ₹111 crores, compared to ₹118 crores for the quarter ending September 2023. Company’s financial performance is impacted by significant losses incurred in select markets in US and Germany and both offices are expected to perform better during the CY24, leading to positive impact on consolidated EBIDTA. Company witnessed flat YoY with a marginal decline of 1% and FCL volumes have shown a growth of 2% YoY. There was an impact in LCL volumes in USA and APAC. The express logistics business under Gati has posted a 11% growth in volumes during Q3FY24 as compared to same period last year. The increase in volumes has come on the back of sales acceleration initiatives and improved service levels which have helped gain wallet share. However, change in product mix and yield has led to negative impact on profits. Balance sheet remains healthy with net debt of ₹214 cr as of December 2023. The company is focusing on digitalization, data security and centralisation of all its processes including its financial systems.

JBS Academy organised Session on RBI Guidelines and Facilities for Exporters TM

AHMEDABAD: Addressing the participants at the Training Session on RBI Guidelines and Facilities for Exporters organised by JBS Academy Private Limited. Shri Gaurang Vasavada, Trainer and Consultant gave a detailed overview on the Framework governing the exporters. He mentioned that Directorate of General of Foreign Trade (DGFT) was the apex regulatory body for the exporters and importers and issued the Importer and Exporter Code number the first step towards entering the Export Import Trade. DGFT prepares the Export Import Policy and decides the procedures and processes for international trade. Customs Department of the Government of India was the regulatory body for cross border trade and was responsible for valuation of goods in the given parameters, issued clearance for allowing cargo to be shipped and the managed the Export Data Processing Management System. On the other hand Foreign Exchange Dealers’ Association a conglomerate of Banks which set the applicable foreign exchange rates and crystallised the Pre-Shipment Credit in Foreign Currency norms, negotiated the bills, decided the value date for credit and also the compensation for delay.

Another important organisation was the International Chamber of Commerce (ICC) responsible for delivering the Guidelines for International Trade. ICC formulates Uniform Customs & Practice for Documentary Credit (UCPDC-600) along with related procedures and processes. Foreign Trade being business between two parties located in different countries comes with risk factor, which in many circumstances are difficult to be envisaged. Therefore protecting the interests of the Export Import community against unforeseen circumstances becomes important. Export Credit and Guarantee Corporation (ECGC) provides much needed cushion to the exporters by providing credit and guarantee for the exported goods. Guidance was also provided on the involvement of Reserve Bank of India with regard to currency and foreign exchange management. Shri Vasavada also dealt at length with the different risk factors involved such as country risk, overseas party risk, exchange rate risk, voyage risk, credit risk to name a few. How the Export Bill Cycle and other export related financial, documentary and non-financial aspects operated was also explained in detail by Shri Vasavada.

PM Modi visit to UAE, hold bilateral meetings with the President of the UAE NEW DELHI : Prime Minister Shri Narendra Modi embark on a two-day visit to the United Arab Emirates (UAE). It would be the Prime Minister’s seventh visit to the UAE since 2015 and the third in the last eight months. During his visit to UAE, PM Modi will hold bilateral meetings with Sheikh Mohamed bin Zayed Al Nahyan, the President ofthe UAE. The two leaders will discuss ways to further deepen, expand and strengthen the strategic partnership between the countries and exchange views on regional and international issues of mutual interest, according to a statement by the Prime Minister’s Office. PM Modi will also meet Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and

Defence Minister of UAE. At his invitation, Prime Minister will participate in the World Government Summit 2024 to be held in Dubai as Guest of Honour and deliver a special keynote address at the Summit. Modi will also be addressing the Indian community in the UAE at an event in Zayed Sports city in Abu Dhabi. India and UAE enjoy warm, close and multi-faceted relations underpinned by strong political, cultural and economic linkages, the Prime Minister’s Office said in a statement. “The two countries are among each others top trading partners with a bilateral trade of about $85 billion in 2022-23. UAE is also among the top four investors in India in terms of foreign direct investments in 2022-23, it added.

Centre starts work to acquire land for building Highway to Vadhavan Port NAVI MUMBAI : To get the project off the ground quickly, Centre issued a gazette notification last week appointing subdivisional officers and a relief and rehabilitation

officer for acquisition of land for a 32km greenfield highway connecting to the proposed Vadhavan port. For the highway, 571 hectares will be acquired. It will be connected to

Mumbai-Vadodara expressway and Mumbai-Ahmedabad highway. The port is to be built by reclaiming 1,448 hectares from the sea.

India is reworking its Merchant Shipping Act NEW DELHI : India is looking at reworking its merchant shipping laws as it replaces the existing eponymous Act of 1958. The new provisions will look to include up-todate international maritime conventions to which the country is a party; allow for easier registration of ships under Indian flag by NRIs, overseas citizens of India, corporates including limited liability partnerships; enable electronic registration of vessels and granting recognition to e-documents like logbooks, record books. Merchant shipping refers to activities that are carried out for commerce rather than for defence or warfare. Changes to the law that have been proposed are currently being deliberated with the Ministryof Ports, Shipping and Waterways being the Nodal Ministry. The proposals Proposed under the new provisions is a three-tier dispute resolution mechanism. It will look to resolve disagreements arising between ship-owners and salvors (those engaged in salvaging ships lost at sea), and also between seafarers and owners or masters or agents of ship. The resolution mechanism will

look “to make the award of the shipping master enforceable instead of enforcement by a Magistrate,” an official aware of the new draft rules told. Previously ambiguous terms like “abandoned vessels” have been defined, while the new rules call for action against “unsafe vessels” too. “The Centre has been empowered to direct port authorities and others to take measures in respect of abandoned vessels,” the official said. The Merchant Shipping Act of 1958 provided for registration of Indian ships and allows enabling provisions looking to accelerate the pace of development of the sector. The Act is divided into 24 parts, each part dealing with specific aspects of merchant shipping like registration of ships, sailing vessels and fishing vessels, National Shipping Board, manning of ships, engagement, discharge and repatriation of seamen and apprentices, safety of passenger and cargo ships, control of Indian ships and ships engaged in the coasting trade, collisions, prevention and control of pollution of the sea by oil from ships, limitation of shipowners’ liability, civil liability for oil pollution damage, among others.

New areas covered An official aware of the on-going discussions said, new provisions include a section in marine incidents and emergent response. The idea is to provide confidence to ship-owners that there are appropriate statutory measures for safety of vessels. Stringent rules, including persecution and conviction, is being mulled for prevention of pollution and containment of the same. Air pollution arising out of ships operating in the sea has also been covered with appropriate actions. According to the official, there will be reduction in compliance burden under the new rules. It will also promote ease of doing business, embrace digital tech, improve ownership criteria and also provide a statutory framework for handling maritime emergencies. Incidentally, there were previous attempts at re-working the Merchant Shipping Act in 2016. But the then Bill fell through in May 2019 with the 16th Lok Sabha being dissolved. Reworking began in February – March 2021 and between July 2022 and July 2023 the Legislative Department reviewed the draft and there was receipt of concurrence.

Container Ships number of large Boxships idled fell to zero due to longer Cape route SINGAPORE : Following the impact of the Houthi attacks on commercial shipping in general and container ships in particular the number of large boxships idled fell to zero with carriers deploying tonnage to maintain schedules on the longer Cape route. Diversions around the Cape of Good Hope began in December as the Houthi Movement fired on Israelibound, US and British connected vessels and Alphaliner reports that the rush to fulfil exports before Chinese New Year, these week long celebrations begin tomorrow. All ships larger than 12,500 TEUs are now deployed “following the reactivation of two ultra-large container ships to service over the past fortnight,” reported Alphaliner, after its latest survey completed on 29 January. Idled capacity has reached a 19month low, at 89 ships of 226,051 TEUs, and the idled figure may have fallen even further in the last week with the latest figure from Linerlytica showing just 78 non-operational ships

totalling 125,425 TEUs, 0.4% of the fleet. “Additionally, a significant amount of capacity was reactivated from drydock to further accommodate the ‘inflated’ demand for shipping capacity during this period,” added Alphaliner. In total 21 ships of 178,751 TEUs exited drydock and returned to operational service, total capacity now in drydock is at its lowest since March 2021, at 313,031 TEUs. “Carriers are starting to redesign their networks to incorporate the diversion via Africa, together with the expected skipped sailings in the slack period after Chinese New Year and the arrival of many large newbuildings, this situation of tight tonnage supply might change in the coming months,” said Alphaliner. A fact that Linerlytica can confirm with its latest report signalling a further 43 ships delivered in the last 30 days, totalling 303,601 TEUs. The combined statistics also reveal an expected surge of capacity on the Asia to Europe trades of 23.3%,

when compared to last year ’s deployment, reaching an all-time high of 6.44 million TEUs. This rush to deploy capacity is entirely a result of the diversion from the Suez to the Cape route since December 2023. “Over 700,000 TEUs of additional capacity has been added to the trade in the last two months alone. 55% of the additional capacity has been a b s o r b e d i n t h e Fa r E a s t Mediterranean trades where transit times have increased by 10 days to the West Med and 18 days to the East Med while transit times to North Europe has increased by seven days on average,” said Linerlytica’s analysis. Perhaps less expected has been the increase in demand for intraEurope capacity created by the Red Sea crisis. “Capacity has increased by 24.8% [on intra-European trades] year-onyear, with the largest increases seen on the intra-Med and North Europe-Med routes,” reported the Hong Kong-based consultancy.

He further informed of the plan for transport of coal cargo from Russia to India. Referring to the improvement of Iran’s railway capacities and capabilities in the 13th Government, Salehi said: “currently, it takes less than a day to change a bogie, and 300 freight locomotives operate on a daily basis, which can be prioritized for inter national transit. Tracking wagons are also provided for some customers and this service is in progress for others”. The International North-South Transport Corridor (INSTC) has six rail routes in Iran. Two routes are in the east, two routes in the west, and two routes in the north connected to the rail through the Caspian Sea.

The two routes in the east of the Caspian Sea are already operational. The freights from the south i.e. the Persian Gulf are transported by rail from Bandar Abbas to Sarakhs and Incheh Borun. Also in the west of the Caspian Sea, Amirabad port is connected to rail and the Caspian port will be connected to rail in the near future. Referring to the necessity of rail logistics, Salehi emphasized: “It is expected that the speed of loading and unloading at ports will be increased on the rail and the necessary infrastructure will be provided in the ports. Also, customs should be flexible so that the cargo clearance time is reduced and an attractive rail-sea transit route is provided for freight transit”. Iran Railway is consistently working to eliminate inefficiencies in the railway sector. There is a need to increase the logistics capacity in the ports as upon the inauguration of the rail connection to the Caspian Port, there is a need to a ro-ro berth, he pointed out.

Delhi unveils groundbreaking city logistics policy to revolutionize freight transport NEW DELHI : Delhi, the bustling capital city of India, recently welcomed the draft of a pioneering city logistics policy aimed at transforming freight transportation, tackling congestion, and bolstering economic prosperity. Crafted by the Industries Department, the policy encompasses a wide array of recommendations covering regulatory frameworks, land-use planning, infrastructure enhancements, operational improvements, and extensive technology integration. Focusing on vital sectors such as fruits and vegetables, textiles, and construction materials, the policy targets Delhi’s crucial role in trade and distribution. With the draft policy accessible for public feedback, it acknowledges the city’s challenges stemming from high population density and rapid urbanization. The policy identifies key issues affecting businesses and proposes micro and macro changes based on exhaustive research conducted by the Delhi Integrated Multi-Modal Transit System (DIMTS). Recommendations span policy enhancements, regulatory frameworks, infrastructure i m p r o v e m e n t s , a n d

capacity-building initiatives. Key suggestions include enhancing vehicular circulation, eliminating encroachments, establishing integrated freight data platforms, promoting logistics service aggregators, and relocating logistics infrastructure. The policy envisions the creation of freight villages along major highways, microdelivery hubs, and the relocation of logistics facilities, strongly emphasizing fire safety infrastructure and amenities for drivers and support staff. Delhi’s substantial trade sector, witnessing a remarkable annual growth of 22 percent, underscores the urgent need for an efficient and sustainable logistics system. By making the policy publicly available, the Government seeks input from traders, transporters, and logistic agencies, fostering a collaborative and inclusive approach to shaping the city’s logistics future. Furthermore, the policy aims to decongest Delhi by establishing a network of freight villages and microdelivery hubs while relocating logistics infrastructure to the city’s periphery. With approximately 1.93 lakh vehicles entering and leaving Delhi on a daily basis, and an

estimated increase to about 5.13 lakh trucks by 2042, the need for such measures is evident. The draft ‘City Logistics Policy’ has been released by the Industries Department for stakeholder feedback before finalization and notification. It recommends setting up urban consolidation and logistics distribution centers (UCLDCs) or freight villages along key highways, equipped with modern facilities for handling, storage, sorting, and distribution of goods. Furthermore, the policy proposes the development of micro-delivery hubs across the city to cater to the growing e-commerce operations, aiming to enhance last-mile deliveries and streamline urban freight transportation. These hubs will offer storage, last-mile distribution, parking infrastructure, and EV charging stations, integrated into local shopping centers, community centers, district centers, and shopping malls. Delhi’s ambitious city logistics policy heralds a new era of efficiency, s u s t a i n a b i l i t y, a n d i n n o v a t i o n in freight transportation, positioning the city as a leader in supply chain and logistics network optimization.

Shantanu Thakur flags-off the 1st trial cargo vessels from Maia Inland Customs Port, West Bengal to Sultanganj Port in Bangladesh …The trial shipment of cargo marks a new beginning for improved connectivity and cooperation between India and Bangladesh.

KOLKATA : The first trial movement of vessels carrying stone aggregates from Maia Port in India to on the Sultanganj Port in Bangladesh Maia-Aricha route successfully took place recently. The Bangladesh flag vessel M V Desh Bangla carrying stone aggregates was flagged-off by Minister of State for Ports, Shipping and Waterways Shri Shantanu Thakur from Maia Inland Customs Port in West Bengal. This marks a new chapter of bilateral cooperation between the two neighbouring countries which is in line with Prime Minister Shri Narendra Modi’s Act East Policy. Addressing the gathering today, Minister of State for Ports, Shipping and Waterways Shri Shantanu Thakur said, “Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi and able direction of Hon’ble Union Minister of Ports, Shipping and Waterways Shri Sarbananda Sonowal, India has embarked on a transformative journey focusing on a comprehensive multi-pronged plan to harness the power of its inland waterways sector.” Shri Thakur added that, “The trial movement from Maia to Sultanganj through IBP route no. 5 & 6 will add new dimensions to the waterways based transportation between India and Bangladesh as it is the shortest waterway route between the two countries.” Organized by the Inland Waterways Authority of India, the flagging-off event was attended by first secretary, B’desh High Commission in Kolkata, Additional Commissioner Customs, Kolkata, owneroperator of the Maia riverine port along with senior officials of the authority and other dignitaries. Underlining the advancement made in the IWT sector in the last ten years, the Chairman of Inland Waterways Authority of India Shri Vijay Kumar noted that “the consistent flow of goods from the Maia terminal will invigorate trade not only with India’s neighboring countries but also with the North Eastern States, ushering in new opportunities for economic growth and regional development.” The Ministry of Ports, Shipping and Waterways (MoPSW)has taken up several infrastructure projects on National Waterways 1, Indo-Bangladesh Protocol Route and NW2 through the Inland Waterways Authority of India (IWAI) with the objective of improving connectivity with Bangladesh and the North Eastern Region through waterways. The operation-alisation of Maia Terminal is expected to be a game-changer as it would shift 2.6 million tonnes per annum of Bangladesh bound export cargo from road to waterways.

The Maia-Aricha route (Protocol Route 5 & 6) will reduce the distance from NW1 to Bangladesh and North Eastern Region by 930 kilometres. In order to improve bilateral trade between the two nations, the Government of Bangladesh has agreed to carry out five trial runs of vessel movement between Maia and Sultanganj. The trial shipment of cargo on the said route not only demonstrates the expanding potential of waterways but also marks a new beginning for improved connectivity and cooperation between India and Bangladesh. Over the last 9 years West Bengal has seen massive development in maritime and inland waterways sector. In West Bengal, The Sagarmala Programme of MoPSW oversees 62 projects valued at Rs. 16,300 Crore, with 19 completed projects worth approximately Rs. 1,100 Crore and 43 projects at various stages of implementation totaling around Rs. 15 thousand Crore. Additionally, 11 projects, partially funded by MoPSW, amounting to around Rs. 650 Crore, have seen 6 projects completed (worth Rs. 400 Crore) and 5 projects (worth Rs. 250 Crore) under development. Among the achievements, projects like Road Connectivity Improvement (worth Rs. 100 Crore) have led to traffic decongestion and improved port connectivity, while the Upgradation of tracks at EJC yard of Kolkata Port (Rs. 47 Crore) has enhanced operational efficiency and reduced incidents of derailment. Inland Water Transport (IWT) is a highly costeffective mode of transportation, particularly for bulk cargo like coal, iron ore, cement, food grains, and fertilizer. Despite its advantages, its current share in India's modal mix is only 2%. The government aims to increase this share to 5% by 2030 under the Maritime India Vision (MIV)-2030. To achieve this goal, the Inland Waterways Authority of India (IWAI) has identified 25 new National Waterways (NWs) through feasibility studies to make them navigable for transportation. To enhance the modal share of coastal shipping and inland water transport, 46 initiatives have been identified in Amrit Kaal Vision 2047. Key initiatives include the creation of port-based agglomeration centers, coastal berths near production/ demand centers, and projects to improve road, rail, and inland waterway connectivity. Additionally, reducing port dues and terminal charges, providing fiscal incentives such as input tax credit on bunker fuel and spares, and lowering GST for multimodal transportation are proposed measures. The plan also aims to operationalize 50 waterways by 2047 and introduce low-draft vessel designs with possible tugbarge combinations to enhance efficiency and accessibility.
