India plans Rs 10,000 cr Transshipment Port at Great Nicobar Island : Prime Minister NEW DELHI: India is considering investing Rs 10,000 crore for building a transshipment port at Great Nicobar Island in the Bay of Bengal to provide shippers an alternative to similar ports in the region, Prime Minister Narendra Modi said as he inaugurated the first undersea optical fibre project to provide high-speed internet to Andaman and Nicobar Islands. The 2,312-kilometer-long submarine optical fibre cable from Chennai to Andaman and Nicobar Islands, laid at a cost of Rs 1,224 crore, will provide “better and cheaper connectivity”, he said.

“There is a proposal to build a transshipment port at Great Nicobar at an estimated expenditure of about Rs 10,000 crore. Large ships can dock once this port is ready,” he said at the inauguration ceremony held through video link. The dedicated container transshipment terminal at the strategic port locale in the Andaman and Nicobar Islands along the Bay of Bengal coastline offers two geographical advantages — proximity to the busy east-west international shipping route that can facilitate shorter transits and greater economies of scale, and deep natural water depths that can accommodate the latest generation of mega-ships. Commerce Ministry in favour of CSP Abu Dhabi Terminal launches New Direct Services to Europe extending sops under MEIS NEW DELHI: Facing criticism from exporters and domestic industry over the decision to axe the Merchandise Export from India Scheme (MEIS) scheme, the commerce department has now told the revenue department that some broad benefits should be continued under MEIS’s proposed successor. Senior sources say the ministry has repeatedly pushed back against the decision to cap the MEIS at Rs 9,000 crore for the April-December period and the unilateral suspension of disbursal of benefits. Officials say, the commerce department has now suggested that benefits under the proposed Remission of Duties or Taxes on Export Products (RoDTEP) scheme be expanded to support exporters. Cont’d. ABU DHABI: CSP Abu Dhabi Te r m i n a l , t h e f i r s t o v e r s e a s greenfield project of COSCO SHIPPING Ports Limited (CSP), has announced the start of a direct, weekly service to several ports across Europe and the Indian Subcontinent. Operating from Abu Dhabi Ports’ flagship deep-water port, Khalifa Port, where the terminal was established as part of a 35-year agreement with CSP, and serving as a regional base for COSCO SHIPPING Ports’ global network of 37 ports, the new direct service will be served by a fleet of eight vessels on rotation, ranging in capacity between 10,000 to 13,000 TEU. CSP Abu Dhabi Terminal launches New Direct Services to Europe and Indian Subcontinent Cont’d. from Pg. 1 Direct exports from Abu Dhabi to the ports of Rotterdam, Hamburg, London, Antwerp, and Le Havre, will consist primarily of polymers while returning vessels will carry a mix of general and project cargo imports. The ports of Karachi, Nhava Sheva, and Mundra will also benefit from the new service. Naser Al Busaeedi, Deputy CEO, CSP Abu Dhabi Terminal, said: “More than a year on since CSP Abu Dhabi Terminal officially launched, we are now wellpositioned to bring our direct service offering to a global audience. “Our new services will significantly increase the movement of cargo exports and imports between Abu Dhabi, Europe and India, providing our customers with solutions to tackle their international shipment needs, as well as the opportunity to target new markets.” Mohamed Eidha Tannaf Al Menhali, Acting Director, Khalifa Port, said: “This new dedicated service marks an important strategic step in Abu Dhabi Ports’ vision to transform Khalifa Port’s end-to-end logistics capability. “The ability to connect with some of the world’s most important maritime hubs in Europe and the Northwest Indian Subcontinent will enhance Abu Dhabi’s reputation as a leading facilitator and enabler of global trade in the 21st century.

“Not only does this announcement bolster our existing partnership with COSCO SHIPPING Ports Limited (CSP), but it also ensures our other customers will be well positioned to broaden their horizons by engaging with new trading and logistics opportunities all around the world.” Since its inception, CSP Abu Dhabi Terminal has facilitated the local manufacturing, warehousing, and logistics sectors to not only flourish within the emirate of Abu Dhabi, but to also expand their reach across markets in the Middle East, Africa, and beyond. The direct ser vices are expected to lend additional support to customers across the region and clients of the Khalifa Industrial Zone Abu Dhabi (KIZAD), providing faster transit and competitive rates for their import and export activities. With expectations that the new offering will increase CSP Abu Dhabi Terminal’s weekly handling of cargo, the development is also expected to help add more feeder services from CSP Abu Dhabi Terminal. In April 2020, on the passing of the first anniversary of its soft launch, CSP Abu Dhabi Terminal’s AED 1.1 billion deepwater semi-automated container terminal marked several milestones including the handling of over 540,000 TEU.

The close of April also saw the terminal achieve more than 1 million hours without lost-injury time (LTI), a feat that was realised thanks to CSP’s adoption of several global HSSE best practises including strong compliance with health and safety protocols within the working environment, and a drive to continuously improve safety performance across the entirety of the organisation. Forging ahead, CSP Abu Dhabi Terminal will continue to monitor the performance of its direct service to Europe, along with other service patterns, and based on market conditions and business requirements, adjustments to vessel deployment, port calls, and even the launch of other regional services will be considered.

Adani Ports announces Q1 FY21 Results, Reports PAT of Rs. 758 crore • Mundra Port becomaes Largest Container Port in India surpassing JNPT. • APSEZ Achieved a throughput of 41.5 MMT • Operating Revenue of Rs.2,293 cr. • Consolidated EBITDA of Rs.1,438* cr. • Port EBIDTA Margin maintained at 70% AHMEDABAD: Adani Ports and Special Economic Zone Limited (“APSEZ”), the largest integrated logistics player in India, a part of globally diversified Adani Group announced its operational and financial performance for the first quarter ended 30th June, 2020. Lockdown measures to tame the spread of COVID-19 resulted in lower Import and export, impacting cargo throughput in first quarter of FY21. There has been a steady increase in cargo throughput across Ports from July 2020. During the month of July 2020, APSEZ handled cargo volume of 18.30 MMT, a growth of 6% on year on year basis and 31% over June 2020. This trend gives us confidence that worst is behind us and going forward cargo volume in FY21 is expected to stabilize. Due to all India lockdown imposed from last week of March 2020, cargo throughput witnessed a decline of 27% resulting in 18% decline in consolidated revenue. In-spite of decline in cargo throughput, APSEZ was able to maintain Port EBIDTA margin at 70% due to its strategy of diversifying cargo mix, ability to maintain realization and reduce operating costs. Shift from road to rail and increase in services enabled Adani Logistics to achieve a revenue of Rs.200 cr. in Q1 FY21 vs Rs.181 cr. in Q1 FY20 a growth of 10% on a YoY basis. Operational performance and other important developments: • Mundra port becomes the largest container handling port in India by handling 0.97 mn TEUs in Q1 FY21 surpassing JNPT volume of 0.85 mn TEUs. • As part of its cargo diversification plan APSEZ handled 2,46,000 tonnes of LPG and 3,74,000 tonnes LNG at Mundra Port during Q1 FY21. • In Container, APSEZ handled 1.23 mn TEUs as against 3.22 mn TEUs handled at all India level. • We are progressing towards achieving east coast and west coast parity in terms of distribution of assets and hinterland reach. In Q1 FY21 in terms of volume handled, this is at 20%:80% against 17%:83% in Q1 FY20. • In Logistics, Rail volume increased by 37% from 56,060 TEUs to 76,925 TEUs. • ALL currently operates 60 rakes and continues to be the largest private rail operator in India. • APSEZ is one amongst 43 Indian companies who have signed a commitment letter to Science Based Targets initiative. The SBTi defines and promotes best practices in

science-based target setting and independently assesses companies’ targets. • APSEZ has also signed commitment as a supporter to the Taskforce on Climate Related Financial Disclosure (TCFD) which develops voluntary, consistent climate-related financial risk disclosures for use by companies in providing information to investors, lenders, insurers, and other stakeholders. • Mr. P.S. Jayakumar appointed as an Independent director, with this, Independent directors constitute 55.5% of the board. • We have received approval from CCI on Krishnapatnam Port acquisition and expect it to be completed in the current quarter. • Snowman deal – Both the parties mutually agreed not to peruse the deal further. A settlement agreement has been signed. ALL will continue to be a minority shareholder. Awards : • Dahej Port received “International Safety Award, 2020” from British Safety Council, London. Mr. Karan Adani, Chief Executive Officer and Whole Time Director of APSEZ said, “In first quarter of FY21, we were able to perform operationally at par with pre COVID levels. We kept supply chain running and stood by our customers to prove as a bankable service provider at all times ensuring stronger customer relationships and stickiness in cargo. During this period, we relooked at fundamentals of port operations and realigned costs, thus maintaining Port EBIDTA margin of 70%. With the worst behind us, we have emerged operationally stronger and resilient to externalities. Our focus continues on further improving efficiencies, reducing costs and closing out value accretive acquisitions namely Krishnapatnam Port and Dighi Port. We are happy to inform that we have signed up with Science Based Targets initiative (SBTi) and Task Force on climate related financial disclosure (TCFD) for reducing carbon emission with a commitment to become carbon neutral by 2025. Avashya Foundation had provided scholarships to 450 students in Mumbai for the academic year 2019-20. Out of 450 students, 26 students appeared for the HSC exam and passed the same with flying colours. Furthermore, a few students in the Secondary School Certificate Examination (SSC) scored 92% and 91%, respectively. Overall, girl students performed relatively better than the boys. Girl students - Momin Mustak and Gulshan Shaikh of Bunts Sangha Arathi ShashiKiran Shetty Junior College Kurla, scored 80% and 84.3% respectively in the HSC exams. Coming from humble economic backgrounds, both the girl students received scholarships under the Allcargo Disha project for continuing their education. The updated RoDTEP scheme had been announced earlier as an updated alternative of the MEIS, set to go live from January 1, 2021. However, benefits were reduced drastically after the finance department expressed o b j e c t i o n s . N o w, t h e c o m m e r c e department has suggested that it follow a formula that is similar to the MEIS. “While the rates for RoDTEP are being drawn up, it has been suggested that the benefits should now be broad based and cover a larger cross section of manufacturing industry,” said a senior official. However, the argument of cutting down on expenses might fall flat if the initial projected cost of Rs 50,000 crore worth of tax rebates holds true going forward. Long time coming Instead of extending the MEIS, which cost Rs 43,500 crore in 2019-20, the finance ministry and the NITI Aayog

have called for putting financial resources into new Production-Linked Incentive (PLI) schemes in select sectors with core competency and potential for global exports. Unlike MEIS, RoDTEP aims to support a few identified sectors where the Government deems India to have competitive strength and assist companies to enhance their size and scale. Goverrnment sources say public tax liability under the MEIS ballooned from Rs 20,232 crore in 2015-16 to Rs 43,500 crore in 2019-20, becoming unsustainable. However, exports were stuck at $313 billion in 2019-20, compared with $310 billion in 2014-15. The revenue department argued against continuing the scheme, calling it inefficient and wasteful. It pointed to the runaway cost of maintaining the scheme, despite exports not growing at all.

While MEIS was set to be discontinued last year, the commerce department extended it till December 31 this year, in April. However, the Directorate General of Foreign Trade asked the Department of Revenue and CBIC to stop registration of applications for scrips or incentives under MEIS for shipping bills dated April 1, 2020. Incentives of Rs 422 crore were issued to various exporters until July 20. Since July 23, the online MEIS module has been blocked. Introduced in 2015 under the Foreign Trade Policy, the MEIS was created by merging five reward schemes. Initially, exporters earned duty credits at fixed rates of 2 per cent, 3 per cent, and 5 per cent, depending on the export of certain products to three sets of countries. While it originally covered 4,914 tariff lines, it currently covers 8,059, which constitute 75 per cent of all traded products.

He was speaking while inaugurating the Virtual Workshop A Joint initiatives of Apparel Expert Promotion Council and MSME Ministry

through Video Conference, Shri Gadkari said Government is providing support through package announced recently for liquidity, stress management in the MSME sector. Shri Gadkari also touched upon the need for lab testing camp of the products and design from the part of global standards and called for having a centre for design. He further stressed upon the need to explore use of new source materials like b a m b o o i n t h e t e x t i l e i n d u s t r y.

Referring to the enormous employability and important role of MSMEs in the economy, especially in rural, tribal and backward areas, Shri Gadkari asked apparel/textile industries to set-up clusters in these areas and contribute to their development and employment generation which is a big priority. The Minister appreciated the role played by AEPC for its good work and the quality of exports which he said may be further improved.

Gujarat’s new Industrial Policy to make MSMEs globally competitive GANDHINAGAR: The Gujarat Chief Minister Vijay Rupani has announced the state’s Industrial Policy 2020 with a focus on promoting Micro, Small and Medium Enterprises (MSMEs). The policy focuses on promoting MSMEs with an aim to make domestic MSMEs globally competitive. Government will support MSMEs in upgradation of technologies, adopting globally accepted certifications and in marketing their products internationally. ”The New Gujarat Industrial Po l i c y 2 0 2 0 w i l l o f f e r i n t e r e s t subsidy upto 7 per cent upto INR 35 lakhs per annum for a period upto 7 years to these service sector MSMEs in the state including those

engaged in Financial Ser vices, Healthcare Services, Audio Visual ser vices, Constr uction related engineering services, Environmental services etc,” Rupani said. He also maintained that simultaneously, the state is also working on a service sector policy for large enterprises. The Government in its industrial policy also de-links incentives from state Goods and Service Tax (GST) and provides for upto 12 per cent of fixed capital investment will be given to large industries for setting up manufacturing operations in the state in the form of capital subsidy. Rupani also said that the new industrial policy is divided in 15 thrust areas in core sectors and s u n r i s e s e c t o r s . C o r e sectors

includes- the thrust areas will be Electrical machinery & equipment, Industrial Machinery & equipment, Auto & Auto Components, Ceramics, Technical Textiles, Agro & Food Processing, Pharmaceuticals & Medical devices, Gems & Jewellery and Chemicals. While Sunrise Sectors will have thrust areas like Industry 4.0 manufacturing, Electric Vehicle a n d i t s c o m p o n e n t s , Wa s t e management projects, Green Energy including Solar & Wind Equipment and Eco -friendly compostable material for substitutes to traditional plastics. It is expected that the average annual outlay for the New Gujarat Industrial Policy 2020 will be upto INR 8,000 crore.

INSTRUCTION No. 17/2020- Customs Sub.: Disposal of un-claimed/un-cleared/seized/confiscated goods - reg. Kind reference is drawn to Board's Circular No. 49/2018-Customs, dated 03.12.2018 and Disposal Manual, 2019 (https://www.cbic.gov.in/resources//htdocs-cbec/deptt_of fcr/disposal-manual-2019.pdf) with respect to procedure for expeditious disposal of un-claimed/un-cleared/seized/confiscated goods. 2. Several instances have come to notice of the Board regarding pendency in the disposal of such goods including some that are of hazardous and explosive nature. As is well known, the expeditious disposal of such goods that are ripe for disposal is required not only to safeguard revenue at the earliest but also to prevent loss of revenue due to any untoward incident such as theft or pilferage. Expeditious disposal of goods that are of hazardous or explosive nature is especially necessar y to prevent any damage to life and proper ty that may arise. Needless to state, till the un-claimed/un-cleared/seized/confiscated goods are disposed as per law, they need to be kept securely and safely in accordance with all extant instructions. 3. It is re-iterated that disposal of all such un-cleared/un-claimed cargo may be expedited as per the timelines stated in Circular No. 49/2018-Customs, dated 03.12.2018. Fur ther, in terms of section 48 of the Customs Act, 1962 hazardous un-cleared/un-claimed goods may be disposed at any time. With respect to seized/ confiscated goods, the procedure and timelines for disposal are as mentioned in Chapter 2 of the Disposal Manual, 2019. 4. Taking note of the impor tance of timely and expeditious disposal of un-claimed/uncleared/seized/confiscated goods, Board has decided to star t a Special Drive with immediate ef fect i.e. from tomorrow (11.08.2020) and ending on 15.09.2020 for complete disposal of all un-claimed/un-cleared/seized/confiscated goods due for disposal by 01.08.2020 as per prescribed guidelines. Special care would be taken to also confirm that till their disposal all such goods as well as other goods that may become ripe for disposal later, are kept safely and securely (including safe from fire) and do not present any danger to life or proper ty. It must be positively ensured that no such goods ripe for disposal are held up in any Customs station beyond the prescribed timelines. 5. Fur ther, Commissioner of Customs shall under take safety audit in co-ordination with Pollution Control Board/ Fire Safety Depar tment or any other competent authority and cause custodian to under take all the sufficient measures to ensure safe storage and handling of the hazardous and explosive materials in a Customs area. 6. In this regard Principal Chief Commissioner/Chief Commissioner of the zone must ensure that all the details of the goods referred in paras 2 and 3 are entered in the UCC module of ICES. This would help in real-time monitoring of the disposal. DG Systems shall provide a detailed Advisor y on this systems functionality. 7. All field formations may furnish a repor t on 24.08.2020 and 15.09.2020 to the Board regarding disposal of un-cleared/un-claimed and seized/confiscated goods in the format attached herewith till the completion of this Special Drive. 8.
