Piyush Goyal meets officials to discuss measures of increasing exports and reducing import NEW DELHI: Commerce and Industry Minister Piyush Goyal held a review meeting with senior officials of the ministry and discussed measures to increase exports, reduce import reliance and boost domestic manufacturing. He also discussed the future course of action in the post-coronavirus era to make India an industrial powerhouse with the officials of the Department for P romotion of Industr y and Internal Trade (DPIIT). “Held a review meeting with officials from the Department of Commerce… discussed measures to increase and diversify exports, reduce import reliance and boost domestic manufacturing,” the minister said in a tweet.

The performance of the country’s exports is expected to be better in May and June as compared to the steep fall recorded in April, when the shipments contracted to an all-time high of 60.28 per cent, Goyal has said earlier. After steep falls, June exports llikely to show signs of improvement NEW DELHI: After steep double-digit declines for three months, India’s exports are estimated to have dropped by just 0.8% during the first week of June due to a spike in the value of shipments to several Asian countries, led by China, amid indications of a pick-up in economic activity. Although the initial signs of improvement may be on account of bunching of shipments, there are other indicators, such as a jump in the number of e-way bills for goods transported within the country, which point to more manufacturing and services activity as the economy recovers from the lockdown.

Against a daily average of 13 lakh e-way bills in March, the number rose to 14.4 lakh on Monday, 8th June which is around 70% of the February average. The government is, however, more surprised with the improvement in exports, which were estimated at $5 billion during the first week of June. During May, exports are estimated to have declined by around 36% to $19 billion, after a 60% drop in April. In the initial days of June, petroleum product exports to China and Singapore were cited as one of the reasons for the improvement with fuel shipments estimated to have jumped nearly 90% to $717 million in the first week of June. Bangladesh-India Transshipment trial run expected this month NEW DELHI: In the first trial run of the trans-shipment of Indian goods through Bangladesh will take place this month amid the Covid-19 pandemic, according to sources. After the trial, and based on its outcome, a full phased trans-shipment movement of Indian vehicles through Bangladesh’s roads will get underway soon. In the first trial, India will carry goods to Tripura and adjoining states via Akhaura and Bibirbazar land port of Bangladesh after they arrive at Chittagong port. Recently, the High Commission of India in Dhaka had written to the Shipping Ministry, requesting a date for the trans-shipment trial run. That letter, having got the nod of the Shipping Ministry, is now awaiting a green light from the National Board of Revenue (NBR) and the Roads and Highways Department, on the clearance of which the trial run will start. State Minister of Shipping Khalid Mahmud Chowdhury was quoted as saying that this trans-shipment would benefit the economies of both Bangladesh and India. “In addition, it will enhance our regional connectivity too. “The Shipping Ministry is ready to start the trans-shipment within a very short time,” he said. A source at the Indian High Commission said that the mission also expected the trans-shipment trial run to take place by the end of June. Mumbai Port repatriates Indian Crew from Cruise Ships

M U M B A I : M u m b a i Po r t i s t h e “Cruise Capital of India” as it has hosted number of International/Domestic cruise ships over the years. With such vast experience of handling large number of cruise ships, many Cruise Vessels/Agents from world over are approaching Mumbai Port Trust Authority to evacuate Indian crew employed on their cruise ships during this pandemic as International Air travel is restricted into India. Mumbai Port has repatriated 1819 Indian crew / seafarer’s (Sign Off) during the lockdown period till 9th June, 2020 from 6 cruise ships. Out of the 1819 repatriated Indian crew, Mumbai Port evacuated a record of 917 Sign-Offs and 3 Sign-On in just two days i.e 8th and 9th June, 2020 from cruise ship “Viking Orion” and “Ovation of seas”. All this has become possible because of seamless coordination of various Government authorities such as the Port Health Office (PHO), Municipal Corporation of Greater Mumbai (MCGM), CUSTOMS, IMMIGRATION, CISF, Yellow Gate Police and DCP Port Zone.

All these cruise ships have followed the SOP’s issued by various authorities and the guidelines of DGS and MHA. (Pre-Berthing and Post-Berthing). IMP: All cruise vessels have to compulsory go through 14 days quarantine after l a s t Po r t o f c a l l a s a pre-requisite to request Berth at Mumbai Port. Also, a COVID test is a MUST for all crew members. D u e t o t h i s meticulous effort by each Agency and Authority, the cruise fraternity from World over have taken note of the effort. Mumbai Port has received more requests from 13 cruise vessels to disembark 9533 Indian crew.

Maersk vessels (300 No.) will be equipped to measure and report meteorological data to international agencies COPENHAGEN: Maersk vessels will be assisting global research efforts on weather patterns and climate change by committing 300 company-owned vessels to participate in the global Voluntary Observing Ship (VOS) program. While Maersk already has many vessels contributing to the VOS, the newly expanded commitment will see its entire fleet participating by the end of 2020. The recorded data helps meteorologists create more accurate weather and storm forecasts – and will also be used in the creation of atmosphere-ocean models that will help scientists better understand climate change. “As a global container logistics company, our vessels form a vital role in keeping supply chains moving safely and timely. Helping weather forecasting and climate science advance makes great sense to us, since both of these areas affect our operations in various ways,” said Aslak Ross, Maersk’s Head of Marine Standards. Improving data accuracy and efficiency – digitally While scientists have been collecting and sharing weather and ocean condition observations for over 150 years around the world, technological advances have significantly increased the amount of information which can be shared. A typical VOS records and transmits observations manually, with a vessel crewmember reading data from instruments onboard the ship, or in some cases through automated weather stations (AWS). The data is then sent to the various National Meteorological Services for use in weather prediction models and to monitor actual conditions at sea. To obtain more data with higher precision, the first five Maersk vessels participating in the VOS program are equipped with a more advanced type of AWS, called the European C o m m o n A u t o m a t i c We a t h e r S t a t i o n ( E U C AW S ) . The EUCAWS system automatically collects data on atmospheric pressure, air temperature and relative humidity and transmits them hourly to designated research stations. By the end of 2020, a total of 50 such stations are planned to be

operational on Maersk vessels, providing the largest fleet of AWS from a single company. “If we can help create even marginal improvements to the quality of weather routing services, these will be important levers in our constant efforts to improve the safety of our crews and assets and ensure reliable arrival times for our customers’ supply chains,” said Mr. Ross. While over 3000 ships are involved in the VOS program, overall participation has declined in recent years due to the reduction in the global commercial fleet’s financial and crew resources. New technologies such as AWS and electronic3 logbooks, however, have led to an increase in the quantity and quality of observations from each vessel. As the world’s largest container ship fleet operator, Maersk will be making a significant contribution to improving the amount and quality of data available to the study. Mr. Ross added “Climate change is one of the biggest challenges facing the global community, impacting our business as well as the societies and customers we serve and partner with in enabling trade. We have an ambitious strategy to decarbonize our fleet of vessels by 2050 and as we execute this plan, we are proud to have our vessels and crews help researchers in gaining a better understanding of this key global challenge.” In the United States, Maersk has worked actively with the VOS sponsor, the U.S. National Oceanic and Atmospheric Administration (NOAA), on a variety of environmental programs. These have included testing air quality and vessel stack emissions and whale protection programs on both coasts. “We are pleased to be able to expand our long-term work with NOAA to help gather high quality data to improve understanding of global weather and climate conditions. This complements our work here in the US with NOAA on air quality, vessel emissions and protecting endangered whales,” noted Maersk North America’s Director of Environment and Sustainability, Dr. Lee Kindberg.

UNCTAD & IMO call on Govt to work together to facilitate crew changeover and remove unnecessary regulatory obstacles GENEVA: The world’s reliance on maritime transport makes it more important than ever to keep ships moving, ports open and cross-border trade flowing, and to support ship crew changeovers, the United Nations maritime and trade bodies said in a joint statement published on 9 June. UNCTAD and the International Maritime Organization (IMO) reiterated calls for governments to promote crew well-being by allowing crew changes and ensuring seafarers and other maritime personnel have access to documentation and travel options so they can return home safely. Maritime transport depends on the 2 million seafarers who operate the world’s merchant ships, which carry more than 80% of global trade by volume, including most of the world’s food, energy, raw materials and manufactured goods. Crew changeovers are essential for the continuity of shipping in a safe and sustainable manner. It’s estimated that starting in mid-June 2020 as many as 300,000 seafarers a month will require international flights to enable ships’ crew changeover. About half will travel home by aircraft for repatriation while the other half will join ships. And approximately 70,000 cruise ship staff are waiting for their repatriation. This process is currently hampered by travel restrictions due to the COVID19 pandemic. But to comply with international safety and employment regulations – and for humanitarian

reasons – crew changes can’t be postponed indefinitely. Access to medical care for sick or injured crew and to medical prescriptions must also be provided. Designate seafarers as “key workers” In the statement, UNCTAD and IMO also reaffirmed the urgent need for “key worker” designation for seafarers, marine personnel, fishing vessel personnel, offshore energy sector personnel and service personnel at ports. Governments and relevant national and local authorities must recognize that these workers provide essential services, regardless of their nationality, and should thus exempt them from travel restrictions when in their jurisdiction. “Such designation will ensure that the trade in essential goods, including medical supplies and food, is not hampered by the pandemic and the associated containment measures,” the joint statement said. It added: “We emphasize that, for trade to continue during these critical times, there is a need to keep ships moving, ports open and cross-border trade flowing, while at the same time ensuring that border agencies can safely undertake all necessary controls. International collaboration, coordination and solidarity among all is going to be key to overcoming the unprecedented global challenge posed by the pandemic and its longer-term repercussions.”

Remove unnecessary regulatory obstacles Looking beyond the current situation, UNCTAD and IMO urged governments to pursue collaborative efforts to identify and remove any unnecessary regulatory obstacles to post-pandemic recovery and to facilitate maritime transport and trade in these difficult times. They encouraged pragmatic approaches, such as granting exemptions and waivers where necessary and appropriate. Efforts should be made to facilitate electronic means for ship-shore, administrative and commercial interactions. There should be effective sharing of prearrival information and other COVID-19-related reporting requirements for ships, as well as the provision of adequate equipment and resources to customs and border control stations in ports. The joint statement highlighted that in the longer term some of the measures to confront the coronavirus crisis may offer other important benefits, such as encouraging further investment in digitalization and advancing efforts to improve ships’ energy efficiency and reduce greenhouse gas emissions from shipping. A recent UNCTAD policy brief outlined a ten-point action plan to help the shipping industry keep trade afloat during and in the wake of the COVID-19 crisis.

BIAL said in a statement it has signed an e-agreement with Kale Logistics Solutions, an IT solution provider focused on the logistics and airports industry, to develop the ACS platform. ACS is a digital platform that brings together all cargo stakeholders including Customs, customs brokers, shippers, airlines, trucking companies, ground & cargo handlers and freight

forwarders under one roof, facilitating seamless movement of goods and data across the logistics ecosystem, it said. Owing to multiple stakeholders involved in cargo operations, each shipment, on an average, requires over 30 types of documents in multiple copies, resulting in significant duplication of documentation. It also leads to increased dwell time and supply chain disruption. “The implementation of ACS will eliminate paperwork at BLR airport (Kempegowda International Airport), enable faster processing of transactions, reducing duplication of

information and streamline processes, making information available prior to cargo reaching the airport,” the statement added. “At BIAL, our vision is to make Bangalore airport a cargo hub, equipped with state- of-the-art infrastructure and cutting-edge technology to deliver efficient operations. “A s p a r t o f o u r d i g i t a l transformation efforts, together with our cargo community, we are excited to implement a data-sharing platform,” said Satyaki Raghunath, Chief Strategy & Development Officer, BIAL.

Thermal Coal imports at Major Ports decline 36% to 12.3 mt in Apr-May: IPA NEW DELHI: Amid the coronavirus pandemic, thermal coal imports at India”s major ports saw a 35.94 per cent decline to 12.29 million tonnes (MT) in the first two months of the current financial year, according to the Indian Ports” Association (IPA).

Coking coal imports witnessed a dip of 24.05 per cent to 7.47 MT in April and May this year. The ports had handled 19.19 MT of thermal coal and 9.84 MT of coking coal, respectively, in the April-May period of the previous financial year.

The IPA, which maintains cargo data handled by these ports, in its latest report said “percentage variation from the previous year” in thermal coal handling was at 35.94 per cent and 24.05 per cent in coking coal.

The Ministry has identified 12 sectors, including auto components, textiles, industrial machinery and furniture, where focus would be

given with a view to make India a self-reliant country and a global supplier. The sectors include food processing, organic farming, iron, aluminium and

copper, agro chemicals, electronics, industrial machinery, furniture, leather and shoes, auto parts, textiles, and coveralls, masks, sanitisers and ventilators.

Export of iron ore, probably to China, soared nearly three-and-a-half times to $100 million. In value terms, it was pharmaceuticals and chemicals that were bigger with export of the two product categories estimated to have gone up around 17% to over $400 million each.

There is, however, bad news on the imports front, which are estimated to have declined by a massive 47% to $4.9 billion — leaving the country with a marginal trade surplus of around $125 million. The fall was led by crude oil, whose shipments fell 65% to $788 million and gold, down 94% to $51 million.

The spurt in exports to China along with a 30% decline in imports from across the border have meant that the trade deficit in the initial days of June has narrowed from over $1 billion to around $400 million. But with three weeks still to go, the numbers will undergo major changes.

“The Bangladesh government will get Tk30 per consignment, Tk20 trans-shipment fee on every ton, Tk100 security charge for every ton of cargo, while the scaling fee is Tk254 and

s q u a d f e e T k 5 0 p e r c o n t a i n e r, ” a top-level source at the Shipping Ministry said. Chittagong port will charge the tariff as per its tariff schedule, sources said. Initially, it had been stated that the

Roads and Highways Department would get Tk2 per kilometre, but the idea has been scrapped. Now the transshipment cargo vehicles will only pay tolls at the bridges, besides paying some other technical tolls, said the sources.

Two MOL-operated Vessels Selected as 2019 'Best Quality Ship Awards’ Japan Federation of Pilots’ Associations Honors Safe Operation Measures TOKYO-Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) today announced that the Japan Federation of Pilots' Association (JFPA) has presented its Best Quality Ship Award for fiscal year (FY) 2019 to two MOL-operated vessels: the bulk ship HAKUTAKA and the LNG carrier AL ZUBARAH. The award was founded in 2003 to raise awareness of port and ocean environmental protection through safe operation of vessels and is presented to "excellent vessels from the viewpoint of pilots," as selected by the JFPA.

For the FY2019 awards, seven vessels were selected from among those requesting pilot operations at pilotage districts throughout Japan during the months of September and October. The two MOL - operated vessels were named as "especially excellent vessels." The awards recognize overall efforts on safe operation, ranging from crewmembers' exemplary performance of their tasks and thorough training related to bridge resource management (BRM), to a high consciousness of the need to

maintain safe operation, completely maintaining the onboard chain of command centering on captains, establishing a cooperative system for pilots who guide the vessels, and proper maintenance of nautical equipment and boarding equipment. As MOL forges ahead to become the world leader in safe operation, it continually strives to contribute to marine safety and conservation of the global environment, as a synergistic, sustainable company that grows in harmony with society.

Exports inquiries rise in few sectors but labour intensive sectors concerned about rising costs NEW DELHI: Exporters have seen a 20% rise in export inquiries in the last fortnight from the US, Australia and Japan with cotton yarn being exported at a 15-20% discount especially to China, handicraft exporters getting inquiries worth Rs 150 crore in a span of four days, and the EU resuming its jewellery imports. Consider this: The first virtual fair o n I n d i a n Fa s h i o n J e w e l l e r y & Accessories show had around 1,200 overseas buyers from about 81 countries. “Serious inquiries worth Rs 150 crore were generated which are

likely to convert to actual deals,” said Rakesh Kumar, Director General, EPCH. Cancellation of orders had resulted in India’s merchandise exports contracting a sharp 60% from a year earlier to $10.36 billion in April. The government expects the contraction in exports in May to be 30-35%. Commerce and industry minister Piyush Goyal recently said that exports in June could be at par with June 2019 or 8-10% less. “Exploratory inquiries are happening and there is almost a 20% rise in them in the last few weeks

with the US, Australia and Japan contributing to most,” said Ajay Sahai, Director General, Federation of Indian Export Organisations. However, labour intensive sectors such as gems and jewellery are unsure of a sharp rise in exports as social distancing norms kick in driving up labour costs. Anti-China factor is also aiding the higher number of inquiries with exporters terming the ongoing Covid-19 crisis as an opportunity to promote India at the expense of China and benefit from the anti-China sentiment globally.
