PSA India reaches record levels of Rail Utilisation Direct Rail Connec vity resumes between Hyderabad and PSA Chennai CHENNAI: After more than 3 years since the last direct link, a rake carrying 32 export containers of sunflower seeds from Ocean Network Express (“ONE”) and 2 containers of PVC board from APL recently travelled from Container Corporation of India’s ( “ C O N C O R” ) H y d e r a b a d I C D t o P S A C h e n n a i ’ s on-dock railhead. The containers were bound for export on ONE vessel “Xin Pu Dong”, on the TE1 service with a final destination of Manila. To support exporters in the Hyderabad area with empty containers for loading, a rake of 90 empty containers also belonging to ONE departed PSA Mumbai’s railyard for CONCOR’s ICD at Hyderabad on 8 May 2020. KICT shipped the 2nd consignment of Wheat for Afganistan GANDHIDHAM: On Saturday, May 9, 2020,India shipped the second consignment of wheat as a part of its developmental assistance to the country of Afghanistan from Kandla. The consignment was carried by M.V. KASHAN -IIX1193W. The said vessel berthed at Kandla International C o n t a i n e r Te r m i n a l ( K I C T ) o f Deendayal Port Trust (DPT) in the Gujarat state of India in the afternoon hours of May 8, 2020, and sailed out the next morning on May 9, 2020, carrying 435 TEUs/ 10,962 metric tonnes of wheat to be shipped to Afghanistan, the shipment was a part of the lot of 75,000 metric tonnes wheat consignment to Afghanistan. The shippers of the consignment are Ministry of External Affairs and the consignee is Banayee Construction Company, Kabul Afghanistan. Earlier the first lot of 203 TEUs / 5,541.90 metric tonnes of wheat was shipped on April 13, 2020, on M . V. N E G A R - I I X 1 1 9 2 W f r o m Deendayal Port.

India’s coal import declines 29 percent in April 2020 NEW DELHI: The country”s coal import dropped by 29.1 per cent to 18.65 million tonnes in April due to the lockdown to contain the spread of coronavirus infection. The government had recently asked power generating companies to reduce coal import for blending purpose and replace it with domestic coal. Commenting on the coal import trend in April 2020, mjunction Managing Director and CEO Vinaya Varma said, “The prolonged lockdown across the world has impacted both

demand and supply-side factors. Although spot prices have plunged to multi-year lows, tight liquidity situation has restricted volumes. “However, there was sporadic buying by traders and consumers who anticipated phased easing of restrictions and a sudden spurt in post-lockdown industrial activity.” Coal import through ports is estimated to have decreased by 6.18 per cent in April 2020 over the previous month, mjunction services said. Imports in March stood at 19.87 MT (revised). Of the total imports in April 2020, the volume of non-coking coal was at 13.05 MT against 13.16 MT in March 2020. Coking coal imports stood at 3.3 MT in April 2020, lower than 4 MT a month ago. Coal import in 2019-20 was

at 247.1 MT, about 5 per cent higher than 235.35 MT fuel imported during FY2018-19. Coal Minister Pralhad Joshi had earlier written to state chief ministers asking them not to import dry-fuel and take the domestic supply of fuel from Coal India Ltd (CIL), which has the fossil fuel in abundance. Key coal consumer power sector is grappling with weak demand due to the lockdown and plants are operating at lower capacity, bringing down the demand for the coal. To boost the coal demand hit by the lockdown, the government has announced a slew of measures like increased dry-fuel supply for linkage consumers. It has also announced several relief measures for CIL consumers, including the power sector.

Indian Railways’ Bhusaval division exports onions to Bangladesh BHUSAVAL: The Bhusaval Division of Central Railways, a renowned transport hub for onions, is now exporting the vegetable to Bangladesh. The first rake of onions departed from Lasalgaon on May 6. Ever since the COVID-19 pandemic broke out, the Railways have announced relaxation of demurrage and whar fage charges, distance restrictions for booking of mini rakes and two-point rakes, standard rake composition etc.

Intensive marketing meetings were conducted by the Commercial and Operating departments with prospective loaders through video conferencing. This resulted in starting of export traffic of onions to Bangladesh – Darsana, Benapole and Rohanpur stations. The Bhusaval Division loads onions to various stations in the Indian Railways such as Futuha, Dankuni, Changsari, Malda Town and Chitpur.

The second and third rake of onions were dispatched to Darsana in Bangladesh from Kher wadi and Niphad. Six more rakes are likely to start the journey soon from Lasalgaon to Darsana in Bangladesh. All possible assistance is being provided to the loaders by coordinating with the district administration. During loading, social distancing measures and sanitation practices as mandated by the central and state governments are being observed.

CII chalks out steps to boost aquaculture exports NEW DELHI: The Confederation of Indian Industr y has recommended measures to improve the export potential of the aquaculture sector in order to capture a major share of the global market. To achieve this, the industry body emphasised the need to maintain production through the steady supply of seed, feed and other inputs. Indian aquacult u r e i s a n e x p o r t - d r i v e n segment with 90 per cent of the production being exported. While the demand is expected to be maintained post-Covid-19, the challenge faced by farmers will be mainly in terms of meeting the demand with steady production.

T h e l i o n’ s s h a r e o f I n d i a n aquaculture comprises shrimp, for which both broodstocks and larval feeds are imported. With the global lockdown situation, the supply of these has been stalled, which will have a significant impact on production, CII said in its report. To reduce the lag time in the supply of broodstock, CII has recommended re-establishing import of broodstock by expediting air transportation from the US by arranging special cargo flights. In case steady supply of broodstock and larval feed is not ensured, the report said that the supply of shrimp will be heavily impacted. This will hike up prices in both the global and domestic markets.

Looking at the challenges being faced by the aquaculture segment vis-à-vis Covid-19 crisis, CII has also proposed immediate, mid-term, and long term measures. India is the world’s second-largest fish producer with a total production of 13.7 million tonnes in 2018-19 of which 65 per cent was from inland fishing. Almost 50 per cent of inland fish production is from culture fisheries, which constitutes 6.5 per cent of global fish production. Shrimp accounts for a majority share of India’s aquaculture, which is growing at a CAGR of 17.4 per cent over the past three years. As a long-term measure, CII suggested developing an R&D for a nuclear breeding centre for shrimp in India.

Non-basmati exports may rebound as India attracts new customers NEW DELHI: After almost a 40 per cent decline in shipments during last financial year, India’s non-basmati rice exports are set for a rebound this year on demand from new buyers such as Malaysia and the Philippines, exporters said. Firming prices, coupled with a decline in rupee, is seen aiding the shipments of the cereal. “The demand from new buyers such as Malaysia and the Philippines should help the recovery in exports this year,” said BV Krishna Rao, President of the Rice Exporters Association. Official export figures for 2019-20

are yet to be released by the Agriculture and Processed Foods E x p o r t s D e v e l o p m e n t Au t h o r i t y (APEDA), which monitors the nonbasmati rice shipments. As per the latest data from APEDA, non-basmati rice exports for April-January 2019-20 period stood at 4.01 million tonnes, about 36 per cent lower than the corresponding period previous year. In value terms, non-basmati rice shipments were down 35 per cent at $1.63 billion ($2.50 billion in same period last year). India has been the largest exporter of rice, after the exports of non-

basmati rice were allowed from 2011. India, the second largest producer and top exporter of rice, competes with countries such as Thailand and Vietnam in the markets of Africa and Asia. Shipments resume Rao said the rice shipments, which were disrupted by the Covid pandemic, have resumed on a sluggish pace. India’s rice production for 2019-20 is estimated at an all-time high of 117 million tonnes, as per the second advance estimates. Rice stocks with the Food Corporation of India stood at 27.66 million tonnes as on May 4.

To enhance efficiency of Indian ports, reforms are needed NEW DELHI: COVID -19 has brought life to a standstill. To contain the virus transmission, countries announced lockdowns and border closures. Though it is not clear for how long these measures will be required, it is certain these restrictions would cause a huge blow to the global economy. The International Monetary Fund (IMF) has remarked that the ‘Great Lockdown’ will dramatically shrink global growth and contract global output by 3 percent in 2020. This would invariably have adverse consequences on global trade, and hence the shipping sector as ports cater to 90 percent of global trade. The United Nations Conference on Trade and Development (UNCTAD) reports suggest that growth in international seaborne trade slowed down after the 2009 financial crisis and stood at a meagre 2.7 percent in 2018. Moreover, the lockdown in China, which is the leading global manufacturer, disrupted global supply chains. Again s t t h i s b a c k g r o u n d , t h e pandemic can push the ports and shipping sector into unchartered turbulent waters. India plays a key role in global maritime trade due to its strategic location, and accounts for over 2.1 percent of global trade. There are 12 major ports and over 205 non-major ports along the Indian coastline. Their importance in sustaining supply chains can be gauged by the fact that ports handle over 95 percent of India’s international trade by volume and 70 percent by value. With India’s export-import destinations being impacted by COVID-19, cargo movement has nearly

stopped. The reduction in economic activity has led to a decrease in demand for crude oil and container traffic across the world. This may mean that the already low capacity utilisation — which stands at about 47 percent — of major Indian ports may fall further. These are also witnessing a huge accumulation of cargo and empty containers as shipping lines cut down sailings to avoid losses. The Directorate General of Shipping issued guidelines to all Indian ports to screen incoming vessels and quarantine suspected ones. This, however, added to delays in evacuation already caused due to port congestion and resulted in an increase in turnaround time by almost six times. After the pandemic, it is expected that economies would not like to put all their eggs in one basket and would reduce import dependencies on China. This could be an opportunity for India to launch farsighted, multi-pronged reforms to overhaul its ports to attract more cargo traffic. The Major Port Authorities Bill, 2020, requires to be expeditiously passed to provide the much-needed autonomy to major ports. An effective implementation of the Sagarmala programme, aimed at creating coastal economic zones and enhancing hinterland connectivity, can prove to be a game-changer in linking ports with India’s export-import industry. Planned development of hub ports with deeper drafts at ideal locations can prove beneficial for invigorating coastal economic activity and providing employment opportunities. The ongoing pandemic would see government expenditure switching towards social sectors in the short run. However, port efficiency enhancement

can be a vital cost-effective measure to revamp the ports. Currently, the average turnaround time at Indian ports is over 59 hours — the global average is 24 hours. India can utilise the opportunity hidden behind this crisis to its advantage only if it has the capabilities to handle freight efficiently. Under the ‘Make in India’ campaign, physical documentation has already been done away with at ports. However, there still exist implementation problems, which must be resolved, to reduce detention and demurrage. This calls for standardisation of procedures across ports, 24X7 operation of principal governance agencies providing clearances, and complete digitisation of container freight stations. The Port Community System, used for coordination among port operators, suffers from frequent breakdown errors. The efforts of the Ministry of Shipping to move to a National Maritime Portal for all Export Import stakeholders need to be paced up. Technological advancements, such as exploring the use of artificial intelligence (AI) for autonomous or robotic operations at terminals or container freight stations, can be a key catalyst. This will not only improve efficiency in processes, but also build resilience to shocks, such as this pandemic. There is a long road ahead, but India has the potential to traverse it by undertaking a planned implementation of these structural reforms. Warehousing demand in 8 major cities drops 29% in Jan-March, new supply down 14%: Report MUMBAI: Warehousing space leasing fell 29 per cent to 5.9 million sq ft and new supply declined 14 per cent to 9 million sq ft in the first quarter of this calendar year across eight major cities in the countr y amid coronavir us outbreak, according to JLL India. The absorption and new supply of warehousing space stood at 8.3 million sq ft and 10.5 million sq ft, respectively, across eight cities -- Ahmedabad, Bengalur u, Chennai, Hyderabad, Kolkata, Mumbai, Delhi-NCR and Pune. Property consultant JLL India expects limited leasing activities during the second quarter of 2020 calendar year. New supply will also get deferred because of the lockdown to control the spread of COVID-19.

However, it said that "there can be gradual revival in the demand post lockdown as leases and active requests for proposals (RFPs) that were in various stages of closure may be executed." Increased enquiries from e-commerce and third party logistics players are expected, the report said, adding that the grade-A properties will be preferred due to adherence to additional safety norms. "The pent up demand and project closures might be pushed by two quarters and Q4 will be an interesting quarter to watch out for. The fundamentals remain strong and there is opportunity for India to capture the pie of manufacturing

demand in case companies re-plan their global supply chains from business continuity plan point of view," the report said. As COVID -19 has significantly impacted businesses and the economy worldwide, consumers have shifted consumption activity to online transactions, the consultant said. "In the short run, while few sectors like auto, heavy machinery and chemicals might renegotiate existing rentals, sectors such as FMCG, e-commerce, pharmaceuticals, cold storage will see increased growth and demand for additional warehouse spaces, as well as stringent health norms are facilities," the report said.

PSA India reaches record levels of Rail Utilisation Direct Rail Connec vity resumes between Hyderabad and PSA Chennai Cont’d. from Pg. 1

PSA Chennai and PSA Mumbai have seen an increase in rail shipments from Hyderabad after a 2019 trade meet held by PSA India in the city. In April 2020, PSA Chennai, PSA Kolkata and PSA Mumbai all hit record highs in terms of the percentage of cargoes arriving or departing via rail at 23.2%, 10.8% and 21.5% respectively. Mr V. Kalyana Rama, Chairman and Managing Director of CONCOR, said, “All CONCOR Terminals functioned without any interruption during the lockdown period which not only helped Export Import trade but also movement of essential commodities across India. Extension gates at Chennai and Mumbai, a new concept, which started during this period with the support of Customs, Ports and Railways, not only kept ports fluid but also increased rail share. I congratulate and thank Customs authorities, JNPT and Chennai port authorities and Railways for all their support for making this new concept successful. Prevents long waits at border crossings China and the Southeast Asian region are facing flight suspensions and reductions, space limits and operational restrictions in addition to long waits at border crossings due to the COVID-19 pandemic. CEVA Logistics introduced TRT as a practical and innovative multi-modal transport solution to remedy these issues. Several CEVA technology customers have already taken advantage of it to keep their cargo moving over the last month. Export documentation requirements for the TRT service are the same as an all-trucked service and Customs clearance can be achieved within three hours. Saves four days on current transit times The China-Vietnam road border crossing point between Pingxiang and Lang Son currently suffers from backlogs of

2-4 days. To avoid this, shipments are picked up by CEVA across South and East China and loaded into 45’ hi-cube (HQ) containers. They are taken by truck to the cross-border train - which operates three times a day - and into Vietnam, where they are then unloaded onto trucks and delivered to final destination. Shipments bound for Thailand which were taking up to 8 days are now arriving in 3-4 days. The new service is also being used by CEVA customers in Vietnam, Malaysia and Singapore.
