Government saves Rs 15,000 crore by reducing pulses import NEW DELHI: The government has saved Rs 15,000 annually reducing the dependence on imports for pulses. Agriculture minister Narendra Singh Tomar said that the production of pulses has gone up from 14 million tonnes to 24 million tonnes over 5-6 years. “We are working towards achieving self sufficiency in pulses production since the Modi government took over. Now we

need to work towards meeting requirement which is likely to go up to 32 million tonnes by 2050. We have focused heavily on cultivation of pulses. This has reduced the import of pulses drastically,” Tomar said, while addressing on the occasion of world pulses day. He said that the government has promoted cultivation of pulses by purchasing pulses at minimum support price (MSP).

“We have increased MSP of pulses by 40-73% in last 6 years. The payment to pulses farmer has gone up by 40 times to Rs 10,530 crore,” he said. Tomar said that pulses are the sources of protein to people and it helps in fighting against malnutrition. The sowing of pulses in this winter season has gone up by 3% to 16.73 million hectares. The acreage in summer season was also up by 5% to 14 million hectare.

LCL is becoming more attractive to shippers : Vanguard Logistics LONG BEACH: The shortage of containers in major tradelanes is driving demand for less-than-containerload (LCL) solutions. With boxes only available at exorbitant rates, more shippers and for warders are more open to lessstraightforward alternatives to full container offerings. “Demand is up,” confirmed Graham Cousins, Chief Strategy Ofcer of Vanguard Logistics Services. “A lot is driven by shippers’ need for flexibility to find a solution to move their cargo.” And when container rates are high, many users become more sensitive to cost, which brings LCL more to the fore, he added. LCL has also been aided by the intensified push for digitisation – this has led to better quoting capabilities and pricing transparency. Exports up 10.3% during Feb 1st & 8th : Sources NEW DELHI: Continuing with the positive growth, the country's exports grew by 10.3 per cent to USD 7.3 billion during the first week of February on account of strong performance by key sectors such as engineering and chemicals, a Senior Official said. Imports too increased by a marginal 0.7 per cent to USD 9.84 billion during the week, the official added. The trade deficit narrowed to USD 2.54 billion. Engineering goods showcased the maximum growth and the outbound shipments witnessed a multifold increase to USD 1.6 billion during February 1-8. Exports of organic and inorganic chemicals stood at USD 617 million during the period. However, some sectors which recorded negative growth include meat, dairy and poultry products; oil meals; and fruits and vegetables.

Efficient and Sustainable Packaging key to Environmentally Sustainable Logistics : Pawan Agarwal, Special Secretary Logistics NEW DELHI: Packaging serves as the interface between users and logistics companies and efficient and sustainable packaging is the key to environmentally sustainable logistics. Packaging deserves greater attention from improving the overall logistical efficiency perspective. In a consultation meeting organised by the Logistics Division of the Ministry of Commerce and Industry on 9th February, Shri Pawan Agarwal, Special Secretary (Logistics) made the above observations. This consultation was organised to define the scope and the National Packaging Initiative as part of the National Logistics Policy that is currently being finalized. This policy aims to reduce logistics cost, ensure product safety and promote sustainability. This consultation was held with Confederation of Indian Industry, various user industries such as food and beverages, e-commerce, 3PLs/4PLs. They all shared their observations on what prevails currently in the Indian packaging space and what needs to be done to achieve better results. These areas include regulations, standardization/ harmonization, research and development, skilling, sustainability, etc. There was a consensus that secondary and tertiary packaging needs focus. Valuable inputs on packaging came from the 3PL/4PL participants and more such key players would be involved in the formulation of the National Packaging Initiative. TCI, TVS and APL Logistics were some of the players who represented this segment in recent virtual meet. Returnable packaging - another vital aspect from the export-import angle, was highlighted as an important area of intervention. Issue of Palletization and its role in improving operational logistical efficiency through better cubic utilization of space during transportation, was also discussed.

Shri Pawan Agarwal pointed out that Logistical efficiency can be driven by the user industry and user ministry and not by the logistic companies. In this connection, he mentioned that an inter-ministerial meeting would be organized to take it forward. Mr. Pawan Agarwal, IAS E-Com companies such as Amazon, Flipkart, etc. were urged to invest in sustainable packaging as they are one of the biggest users of packaging material. It was pointed out that dangerous and chemical verticals would also need special attention from the packaging perspective The Special Secretary advised that research on sustainable packaging solutions implemented overseas needed greater focus. Recycling and reuse of packaging material were also discussed. On skilling, Mr. Agarwal advised the Indian Institute of Packaging to devise short term courses to equip the user industry to skill its workforce. He also requested the Logistics Sector Skill Council to prepare at least 8-10 job roles in the packaging vertical at the earliest to build the talent pool. Shri Agarwal said industry, academia and government would need to collaborate to foster research, development, and innovation and the Department of logistics would help lead that effort. During the consultation, suggestions were also made to rationalize the packaging requirements for bulk goods such as cement, fertilizer, etc; establishing mechanisms for retrieval of packaging material, and the need for a robust reverse logistic mechanism which in turn would reduce cost. The meeting will be followed up with Sector-specific consultations to ensure all requirements were taken into account.

However, not many of those platforms are fully digital, and not many cover the full life cycle of a shipment, he acknowledged, but there has been unmistakable progress. And customers’ approach to the issue has undergone some change, he added. Now there is a greater focus on their side on what an LCL provider can do to remedy the situation if a shipment is not on time. For its part, Vanguard started work two years ago on its own platform, Adesso, to manage LCL shipping, including quoting and booking functionality. It was built with technology that the company’s partners could easily integrate, Mr Cousins said. And down the road there is a role for AI in this, but to begin with, Vanguard approaches data analytics more as a tool to hone its ser vice capabilities for clients through a better understanding of their data. Broadly speaking, the advances in digitisation have raised the appeal of LCL considerably by making it an easier service, Mr Cousins said. This is important, as FCL is easy to understand, which helps its appeal to shippers.

With digitisation, LCL has become more of a management solution with improved visibility. It can help optimise cost and offer more routing solutions, he said, adding that this makes it easier to position LCL as a possible alternative not only to full container shipping but also to airfreight. One key objective for his company this year is to expand its network further, which should add more options how to route cargo. According to Mr Cousins, Vanguard has a more extensive network than most other LCL providers, but there are still areas where it could do with a better reach. One region that is on his radar is Africa. Vanguard has focused on working with forwarders. The rise of international e-commerce has brought about a growing number of online merchants looking for less-costly solutions than the express parcel carriers, but Vanguard has no intention to pursue shippers directly. “Shipping is complex,” said Mr Cousins, adding that merchants are better served by forwarders to deal with this.

Exports extremely important for US$ 5 Trillion economy, says FIEO NEW DELHI: No country has ever achieved a GDP growth of 8% or more on sustained basis without double digit growth in exports. All those years in which India exhibited 8% plus GDP growth were the year when exports also clocked 15% or more. Therefore, vibrant exports are extremely important for us as we move towards a US$ 5 trillion economy with exports contributing to US$ 1 trillion. While demand side should be taken care by the exporters, Government plays an important role in imparting competitiveness to exports particularly addressing the supply side issues. Covid-19 has accentuated the supply side challenges with abnormal hike in freight rate, containers unavailability and frequent shutouts by the shipping companies. Government did encourage the shipping companies to bring empty containers and provided free movement of such containers from gateway port to ICDs/CFSs, the problem still continues. As global economy moves towards normalcy, we expect the situation to ease out. However, as a medium-term strategy, we should start manufacturing containers so as to manage the short supply particularly the mismatch between imports and exports as we move towards our goal of self-sufficiency. Global trade has recovered remarkably well. The decline in Q3 and Q4 compressed to 4.5% and 3% respectively as against a whopping downfall of 19.5% in Q2 of 2020. The overall contraction in global trade is expected between 7- 8% which is much better than the best forecast given by WTO at minus 13% for 2020. 1. Uncertainty over MEIS and SEIS affecting liquidity and further exports The biggest challenge in the international trade is the uncertainty. Unfortunately, the element of uncertainty has been added with delayed announcements of the schemes, rates and even backlog in rightful claims of the exporters. A large number of exporters both of goods & services are still awaiting for their claims for 2019-20 and 2020-21 (upto Dec,2020) both in respect of Merchandise Exports India Scheme (MEIS) and Services Exports India Scheme (SEIS). Their liquidity has entirely dried up. Many of them in micro & small sector are not in a position to take new orders due to rising uncertainty and lack of liquidity at their disposal. Exporters are required to pay advance taxes on such receivables and thus they have been put under severe financial strains. These kinds of blockage will have its impact on exports particularly in respect of MSME units and if the benefits are not released quickly, a fairly large number of exporters will have no other option but to close their businesses. We urge the Government to allow filing of the claim for MEIS and SEIS instantly so that exporters may file and get their dues quickly. 2. Unavailability of RoDTEP rate and limited budget The RoDTEP Scheme was announced w.e.f 1st January, 2021 yet no rates have been announced. How exporters can finalise their contracts in absence of the RoDTEP rates? This has become more acute for sectors having razor thin margins where such benefits are important component of the profitability. If the rates are not notified quickly, many of the exporters would not be able to enter into new contracts and the same will get reflected in future exports of the country. The Government should notify the RoDTEP rates for all the products for which the Committee has already submitted the

rates. The Committee may be asked to fix further rates so that rates for all products are notified by 28th February, 2021. The RoDTEP is a duty refund scheme which provides refund of all taxes and duties hitherto not refunded through any other mechanism. If it is a refund scheme, the refund should not be limited to the budget constraints. We request the Government to provide whatever budget is needed to enable the export sector to get the rightful claim based on the parameters of rates fixation. We have to bear in mind that India hardly has many options to support exports after losing special and differential treatment. RoDTEP being a WTO compatible measure should provide rightful competitiveness to exports not marred by the budget constraints. 3. Union Budget & Exports While the Union Budget is extremely positive and growth oriented for economy, certain provisions brought through the Finance Bill have serious bearing on exports. Section(ja) of Section 113 of the Customs Act: Confiscation of goods under wrongful claim of refund/remission is particularly harsh as confiscation of goods will not only hurt the exporters but will also affect the country’s exports as well as its image. Moreover, the word “wrongful claim” is subject to various interpretations and will put exporters at the mercy of field formations even if the remission rates are wrongly calculated or dispute about classification of the product under a particular rate arises. The remission rates may be 2% of the product value and for such a small benefit, the entire goods should not be confiscated. We request the Government to kindly look into the newly created Sub-Section(ja) of Section 113 of the Customs Act. 4. Withdrawal of IGST payment option for Exports The Finance Bill has amended the Section 16 of the IGST Act withdrawing the facility of exports on payment of IGST as originally envisaged in the Act. Hitherto (till the changes are notified in the Act) exporters have the option to exports either under bond/LUT or on payment of IGST. Most of the exporters were availing the IGST payment facility as the mechanism of refund was entirely seamless without any transaction cost. The IGST refund is without any application (shipping bill itself is treated as application), it can be claimed for each shipment and 100% reimbursement is available in one go. The entire process is dealt by the Customs smoothly. On the contrary, the ITC refund is beset with procedural challenges including filing of application, uploading of documents, deficiency letter, issuance of ARN, payment after considerable delay by 90%, balance 10% after the Audit with much delay. This involves huge transaction time translated into transaction cost. If the IGST system was functioning seamlessly and was preferred option for the exporters, there was not need to dispense with such option. Challenges, if any, faced by the tax authorities should be discussed so that those categories of cases can be discussed to find an amicable solution rather than dropping an excellent facility extended to the exporters while entering the GST regime. 5. Introduction of E-Wallet to address liquidity We also request the Government to immediately introduce the e- Wallet scheme which was recommended by the GST Council in October, 2017 and was supposed to be introduced w.e.f. 1st April,2018 and then

deferred to October, 2018. However, the Scheme has not seen the light of the day despite recommended by the GST Council more than 3 years back. The e-Wallet scheme will provide the liquidity to the exporters and their money will not be blocked in payment of the taxes while procuring inputs for exports. 6. Scheme to support R&D for Exporters India’s R&D spending is one of the lowest amongst its competitors. We spent 0.6-0.7% of the GDP on R&D while our competitors like South Korea spends 4.1%, Japan 3.38%, China 2.19%. Moreover, Government is the driving force of R&D in India unlike other countries where R&D is driven by the private sector. R&D is crucial for sustained growth in exports. We request the Government to bring a duty-free scheme for import of R&D equipment and consumables by regular exporters with minimum export turnover to encourage them to invest more in R&D. 7. Indian exports not subsidized Very often media talks about huge incentives to exporters. First of all, the total support given to Indian exports is even not 1% of India’s exports. The support to the export sector in 2021-22 is as follows:• Interest Equalization Scheme : Rs.1900 Cr • Market Access Initiative (MAI) : Rs.200 Cr • Transport Marketing Scheme (TMA) : Rs.150 Cr • Trade Infrastructure for Export Scheme (TIES) : Rs.75 Cr • RoDTEP : Rs13000 Cr Out of the above support, RoDTEP is a duty neutralization scheme and thus may not be considered as a support to export sector. Excluding RoDTEP, the entire support to export sector is only a negligible fraction of India’s exports. 8. New US President and implications for India: Mr Joe Biden has assumed the charge of US presidentship on 2oth January, 2021. He is expected to bring stability and predictability to global trade and economy which itself will push global economy and global trade growth. He does not believe that the trade is zero sum game and thus would not be unduly concerned with the trade deficit with India which US is having for over 20 years and which is now declining on year-on-year basis particularly as India is importing oil and gas from US besides aircraft and defence equipment. He may also bring back GSP to the negotiating table as GSP is a non –reciprocal gesture but Mr Trump brought element of reciprocity into it and insisted for relaxation in price control on medical devises and access to its dairy products. Relaxation in H1B Visa is likely to benefit India’s IT and ITES exports and other services particularly under Mode 4. Multilateral institution like WTO will get more support and it will benefit India as we don’t have many effective FTAs. Trans Pacific Partnership, a brain child of former President Barrack Obama, a democrat and mentor of Mr Biden, may be revived and US may ask India to join as it excludes China. The biggest beneficiary of the change is likely to be Iran. This will not only help India to start its oil imports from Iran but will help our exports as presently we are only exporting food, phar ma and medical equipment to Iran, on humanitarian grounds, under Rupee Trade Mechanism but money in the account is fast depleting. A restoration of trade ties with Iran can easily add about US$ 3 Bn of exports from India raising it to over US$ 5 Bn.

Non-basmati rice exports more than double to Rs 22,856 crore during Apr-Dec 2020 NEW DELHI: Exports of nonbasmati rice more than doubled to Rs 22,856 crore during April-December 2020-21 as against Rs 10,268 crore in the same period of the previous year, according to the commere ministry. "The exports of non-basmati witnessed a growth of 122.61 per cent in Rupee term and 111.81 per cent Dollar terms," the ministry said in a statement. India exports non-basmati rice to markets like Nepal, Benin, United Arab

Emirates, Somalia, Guinea, US and many other countries in Asia and Europe. The export of basmati rice increased to USD 2.947 billion as against USD 2.936 billion reported during the same period of the previous year. Major destinations for Indian basmati rice exports include Iran, Saudi Arabia, Iraq, United Arab Emirates, Kuwait and European countries. Wheat exports rose to Rs 1,870 crore as compared to Rs 336 crore during

April-December 2019. The key exports destination for wheat include Nepal, Bangladesh and United Arab Emirates. Similarly, exports of cereals rose to Rs 49,832 crore during April-December 2020-21 from Rs 32,591 crore reported during the same period of 2019-20. In a separate statement, the ministry said Indian engineering exports have increased by 18.69 per cent in January.

Engineering exports increase by 18.69 % during January 2021 NEW YORK: Displaying a remarkable turnaround, Indian engineering exports have increased by 18.69 per cent during January 2021 with exporters expressing optimism about external demand in the remaining months of the current financial year, EEPC India Chairman Mr Mahesh Desai has said.. According to an assessment done by the EEPC India which has 60 per cent of its members from the MSME sector, '' past few months have shown a robust recovery in the external demand in the

major markets of the US and Europe besides several key Asian economies''. Buoyed by the Production Linked Incentives (PLI) scheme of the government under the Atmanirbhar Bharat programme, the engineering exporters are planning to add new value-added items in their external portfolio. '' Market diversification , helped by the PLI scheme would go a long way in scaling up the engineering exports which contribute about 25 per cent of the country's total merchandise export basket'', Mr Desai said in a

statement. Engineering exports for January, 2021 have gone up to USD 7174.43 from USD 6011.43 in the same month last fiscal , raising prospects for February and March . '' Exporters have navigated the post-Covid global market with innovative offerings to the buyers," Mr Desai said. He said the government extended a great helping hand to engineering exporters in the Union Budget for 202122 by measures aimed at reining in prices of steel, the key raw material.

GDP Growth to bounce back in FY22, but meaningful recovery not in sight until FY23, says Rating Agency Ind-Ra MUMBAI: India Ratings and Research (Ind-Ra) estimates the gross domestic product (GDP) growth will bounce back to 10.4% year on year (yoy) in FY22, primarily driven by the base effect. The estimate also shows that after recording negative growth during 9MFY21, GDP growth will finally turn positive at 0.3% yoy in 4QFY21. Although the recovery in FY22 on a yoy basis will be V-shaped, the size of the GDP will barely surpass the level attained in FY20 and will be 10.6% lower than the trend value. The impact of COVID -19 pandemic and lockdown on the economy, although subsiding, will continue to delay the normalisation of economic activities in the contact-intensive sectors till the mass vaccination/herd immunity becomes a reality. In the FY22 union budget, the government setting aside its fiscal conservatism decided to provide the much-needed support to the demand side of the economy, which had been missing in the Atmanirbhar package announced earlier. As a result, Ind-Ra expects the government final consumption expenditure to grow 10.1% yoy in FY22. Although the private final consumption expenditure was witnessing a slowdown even before the imposition of COVID-19 induced lockdown, it is expected to grow by 11.2% in FY22 (FY21: negative 13.4%), led by essentials (pharma, healthcare and telecom), followed by non-discretionary consumer goods, infrastructure (chemicals, oil & gas, IT, sugar and agricommodities), industrial goods and cyclical sectors (power, iron & steel, logistics, cement, construction, automobiles and automobile ancillaries).

Yet, Ind-Ra’s estimates shows that the private final consumption expenditure in FY22 will be 14.2% less than the trend level. Ind-Ra expects investments as measured by gross fixed capital formation to grow at 9.4% yoy in FY22, ably supported by government capex which is budgeted to grow at 26.2% yoy in FY22. Despite this renewed focus by government on capex, the size of gross fixed capital formation in FY22 will still be 26.3% lower than the trend level. Ind-Ra projects the agricultural gross value added to grow 3.0% yoy in FY22 (average during FY14-FY21: 3.6%). This is based on the expectation of a normal and spatially well-distributed rainfall in 2021. Although the second advanced estimate of production of food grains for FY21 is still not out, Ind-Ra expects the Rabi harvest of 2021 to be good. The area under Rabi sowing at 651.9 lakh hectare by 15 January 2021 is 1.6% yoy higher. The industrial output as captured by Index of Industrial Production continues to be volatile, and select segments of services sector such as hotels, leisure / travel / tourism, sports, entertainment are still at some distance away from seeing any visible traction. Ind-Ra believes them to still witness growth in FY22 mainly due to the base effect. Ind-Ra expects industrial and services sector to grow at 11.5% and 11.4% yoy, respectively, in FY22. On the monetary policy front, the RBI through various policy measures and liquidity injection has been quite successful in preserving the financial stability of the economy. Ind-Ra expects the retail and wholesale inflation to come in at 4.3% and 2.8%, respectively, in FY22.

As the RBI’s guidance on retail inflation is 4.6% to 5.2% in 1HFY22, Ind-Ra expects the regulator to keep its policy stance accommodative and policy rate in a pause mode at least in the near term. However, with the moratorium period and restructuring window now closed, banks may see a rise in delinquency in coming months, putting pressure on their balance sheet. Therefore, the announcement of recapitalisation of public sector banks to the tune of INR200 billion in the FY22 budget will help them in shoring up their capital base. The fiscal arithmetic of the FY22 budget is more convincing than earlier years. Ind-Ra therefore believes fiscal deficit of 6.8% of GDP in FY22 is achievable. However, like FY21, this number hinges critically on the government achieving disinvestment target of INR1.75 trillion in FY22. Current account surplus of FY21 will give way to the current account deficit (CAD) in FY22, but the evolving domestic and global demand conditions will continue to keep CAD in a comfortable zone. Ind-Ra expects CAD to come in at USD10.3 billion (0.4% of GDP) in FY22. Capital flows are estimated to decline to USD59.9 billion in FY22 from USD65.1 billion in FY21. However, Ind-Ra expects the net addition into the forex reserve to be USD50.9 billion due to the lower CAD. This may put pressure on the Indian rupee to appreciate; but, the RBI’s intervention and global dynamics are expected to act in a reverse direction, leading to the rupee weakening by 3.3% yoy in FY22. This will translate into the rupee averaging 76.69/USD in FY22 as against 74.26/USD in FY21.

Prime Minister to inaugurate Virtual 2nd MARITIME INDIA SUMMIT 2021 on 2nd March • Mari me India Summit 2021 (MIS 2021) will be held from 2nd-4th March 2021 • 24 Countries set to par cipate in the Summit Cont’d. from Pg. 3 Shri Mansukh Mandaviya and senior officials also launched a brochure and the website www.maritimeindiasummit.in for the MIS-2021 during the press conference.. Dr. Sanjiv Ranjan, Secretary of Ministry of Ports, Shipping and Water ways briefly explained the Budget 2021-22 announcements related to Ports , Shipping and Maritime sector and termed them as pathbreaking initiatives to promote Aatmirbhar Bharat. MOL LNG Carrier named GAIL BHUWAN for GAIL (India) Limited LNG Carrier to import clean LNG from USA to India under the charter contract TOKYO-Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) announced that on February 9, 2021, naming ceremony for a LNG carrier, ordered through a wholly owned subsidiary of MOL, was held online. The "GAIL BHUWAN", named by Mrs. Anu Jain, spouse of Mr. Manoj Jain, Chairman & Managing Director, GAIL (India) Limited in the presence of Mr A K Tiwari, Director (Finance) and Mr E S Ranganathan, Director (Marketing), GAIL (Corporate Office : New Delhi, India), and other senior officials, present during the online naming ceremony, is the first newly built LNG Carrier for the charter contract with GAIL. GAIL has contracts for procuring LNG volumes from USA under two long term Sales and Purchase Agreements signed with US energy majors. The vessel will ship clean LNG fuel from the US Gulf Coast to India, for meeting the country's energy requirement and also to other markets globally.
