BCBA conducts webinar addressing the concerns of its members M U M B A I : Following the current crux of the lockdown, BCBA conducted webinar to address the members of their association on May 2nd 2020. The customs brokers and their staff have been working relentlessly on the forefront amid this imposed lock down. The BCBA President Shri Karunakar Shetty in his address expressed his heartfelt gratitude towards the entire courageous community of Custom Brokers who have shown their will and determination in Cont’d. PMO & Finance Ministry likely to approve export package soon NEW DELHI: Indian exporters struggling to survive the disruptions caused by the Covid-19 pandemic may soon get some relief once an incentive package being worked out by the Commerce Ministry gets final approval. “There are hectic meetings going on in the Commerce Ministry to work out a suitable package to bail out exporters. It is likely to comprise higher incentives on existing schemes, extension of interest subsidy, amnesty on defaults and sops for the farm goods sector,” an official aware of the development told.

The Prime Minister’s Office has asked all Ministries and Departments to suggest measures to support their respective sectors in the current economic downturn brought on by the Covid-19 lockdown in the country and world over. “The exporters’ package being put together by the Commerce Ministry will be examined by the Finance Ministry and the PMO before it is approved. As the government’s resources are constrained because of a dip in tax collections, all expenditure is being strictly monitored and approved at the highest level,” the official said. Cont’d. Pg. 13

BCBA conducts webinar addressing the concerns of its members Cont’d. from Pg. 3

The webinar “BCBA Panel Interactive Session” was organized which saw a large participation of the Custom Brokers from Mumbai and other parts of the country. The central idea of the webinar was to address the masses in regards to their concerns raised and addressing post lockdown measures to be taken. Mr Shetty addressing the participants mentioned that in these three parts of the imposed lockdown we have been through various waves of turbulence and have witnessed reforms in our routine working. He further stated “First and foremost I like to get to your notice about one of the important aspects that repeatedly we have been trying to highlight about the role of technology in the modern day trade. Repeatedly getting our selves embraced to technology was the agenda of the association on priority. Currently it is the technology that has kept our work going inspite of this lockdown. Today if we are connected it is only due to the grace of technology. With the changing times, I once again request you all that get yourself acquainted to the technology”. The questions were addressed in large number but in view of paucity of time issues were compiled understanding the nature of the issue and formulated for a better understanding. The abrupt situation of nationwide lock down with various restrictions on people’s movement, non-availability of public transportation the following issues were brought to the notice of the panel and the synopsis are here under -: 1. Entry passes – The issue was brought to the notice of higher authorities like chief commissioner of customs, Dy. Chairman of Ports, Special Secretary Logistics and Ministry of Shipping, Police Departments by the association. Subject to their intervention it was decided • At Mumbai Zone I: MBPT will issue entry passes apart from Police Passes issued by Yellow Gate Police Station. • At Mumbai Zone II: Apart from applying for online police pass, JN Port has also decided to issue the entry passes manually. They have issued passes for four wheelers also. • At Mumbai Zone III: ACC has issued PN 58/2020 dated 05th April 2020 and they started issuing Passes through mails. • A separate committee was formulated in this regard in order to address the concerns zone wise. 2. Unavailability of local transport: • We are in discussions with NMMT for local bus services to be made available for the commute of our members and employees. • With the entry passes issued by ACC customs and port authorities our members are allowed to travel in BEST buses. 3. Approach of the PGA’s: • Drug Controller: Issued a P N for sending all the documents through e mail for issuance of NOC • FSSAI / PQ / AQ: Their one representative is available for withdrawal of samples and giving NOC every day. 4. Parking Plaza: In order to check the sanitation measures and other facilities that must be implemented in the wake of this pandemic a survey visit was made along with Commissioner by us. Post this visit we found a lot of the measures are implemented. 5. Insurance: In this context a feasible plan was

forwarded to the members of the association. Kindly go through the same and ensure the coverage to be taken for each and every employee in subject to guidelines of MHA. This can give the employees a sense of security and major morale boosting. 6. Issues with regards to container detention and ground rent demurrage charges • We are pursuing hard with all the relevant authorities in this regard and assure you resolving the issues in this concern at the earliest. 7. Future prospects for the profession • Emphasized the need to improvise the service level efficiency and aligning the business by sticking to the core values was the need of the hour. • Compulsion of visiting Websites for reference for updation of knowledge and other relevant information on daily basis (these are the things we forget. But daily updates are found here through which you can help your clients) • Other Important Measures : 1. Social distancing (3 ft or 1 meter distance) 2. Housekeeping facility for sanitation and disinfection at your premises regularly. 3. Mask and hand gloves to be provided compulsory to you employees – Also a bottle of sanitiser. 4. Promote work from home for the processes that need not be at offices like filing of documents have started from system at home, E – sanchit upload of documents can be done at home etc. 5. Meetings and gatherings should be done virtually if possible. 6. Compulsory health insurance for the employees. Mr Shetty made a special mention to the office bearers and Managing Committee members for the support that they have been in order to facilitate clearance of Export Import trade. Post the address the other office bearers Shri Kiran Rambhia – S r. Vi c e Pr e s i d e n t , S h r i D u s h y a n t M u l a n i – Vice President, Shri Paresh Thakkar – Hon. Secretary and Shri Hiren Ruparel – Hon. Treasurer placed their views and suggested few measures that are to adhered to by the members. The webinar was also graced by the addresses of Past President and Advisors Shri Mark Fernandez, Shri Om Prakash Agrawal and Shri R. Radhakrishna where they enlightened the members to act wisely and at the same time build a mechanism with the clients. The session saw the address of Shri Samir Shah and Shri S Ramakrishna who addressed the gathering with their views and suggestions, as well. It was a very well organised session moderated by Mr. Paresh Thakkar, Hon. Secretary and Mr. Nirav Thakkar, Managing Committee Member of BCBA.

Exports from India witnessed a sharp dip of 34.57 per cent to $21.41 billion in March 2020 as orders started declining due to the global pandemic. The overall decline in goods exports in 2019-20 was 4.78 per cent at $314 billion. In April-May 2020, exporters fear that the situation is likely to further deteriorate as the nation-wide lockdown from March 25 and a large-scale cancellation of global orders have paralysed exports. “Exporters from diverse sectors, be it textiles, garments, handicrafts, leather or engineering items, have been seeking relief, such as higher sops and

easier credit, to survive the crisis,” the official added. While the Commerce Ministry has already said the popular Merchandise Export Incentive Scheme (MEIS) will continue at least till December 2020 and may even be extended beyond that date, the exporters’ package could include higher incentive rates under the scheme. “The government plans to phase out the MEIS scheme as it is not compliant with WTO norms, but it is holding on to it temporarily during the ongoing crisis and a proposal to increase the incentive rates is being looked into,” the official said. Apart from examining the need to

extend the interest subsidy scheme for exporters called the ‘interest equalisation’ scheme, beyond March 31 2020, and enhancing the rates, the Commerce Ministry is also considering an amnesty scheme for non-fulfilment of export obligation. “There is big demand from exporters for an amnesty scheme as many beneficiaries of certain export promotion schemes have not been able to fulfil their export obligations due to fall in global demand,” the official said. Agriculture exports, which have witnessed a surge in demand during the pandemic, may also attract some incentives, he added.

India looks to lure more than 1,000 American companies out of China NEW DELHI: India is seeking to lure U.S. businesses, including medical devices giant Abbott Laboratories, to relocate from China as President Donald Trump’s administration steps up efforts to blame Beijing for its role in the coronavirus pandemic. The government in April reached out to more than 1,000 companies in the U.S. and through overseas missions to offer incentives for manufacturers seeking to move out of China, according to Indian officials who asked not to be identified, citing rules on speaking with the media. India is prioritizing medical equipment suppliers, food processing units, textiles, leather and auto part makers among more than 550 products

covered in the discussions, they said. Officials have told companies that India is more economical in terms of securing land and affordable skilled labor than if they moved back to the U.S. or Japan, even if overall costs are still higher than China. They have also offered an assurance that India will consider specific requests on changes to labor laws, which have proved a major stumbling block for companies, and said the government is considering a request from e-commerce companies to postpone a tax on digital transactions introduced in this year’s budget. “India is a bigger market than Vietnam or Cambodia so it should be a bigger draw for investors looking to

move operations out of China,” said Ajay Sahai, director general and chief executive officer of the Federation of Indian Exporters. “But apart from ensuring land, water and sewerage, the most important change India needs to make is to give a clear guarantee that the government will not introduce retrospective tax amendments.” Some states including Maharashtra have ensured that supply chains for foreign manufacturers remained functional through India’s national virus lockdown. Others like Tamil Nadu in the south and Uttar Pradesh in the north have offered concessions for those planning to move.

SEZs seek customs duty waiver for domestic sale as exports decline from Finance Ministry NEW DELHI: Faced with extensive cancellation of global orders due to the spread of the Covid-19 pandemic, units in Special Economic Zones (SEZ) want the government to allow them to sell their products in the domestic market without payment of customs duties. At present, SEZs are also not able to sell their products in the domestic market, as payment of customs duty as per Section 30 of SEZ Act, 2005, is making their products uncompetitive, the Export Promotion Council for EOUs

and SEZs (EPCES) said in a letter to commerce and industry minister Piyush Goyal. Asking for a waiver of customs duties, the council said that SEZ units should be allowed to make Domestic Tariff Area (DTA) sale on payment of duty in line with EOU (export-oriented units) or equivalent to duty forgone on the raw material used in the manufacture of finished goods sold in DTA market. “This will help SEZs to survive and utilize their spare/idle manufacturing

capacity as well as to give employment with wages as well…This will help these units to sur vive in the domestic market,” it said in the letter as besides cancelled export orders, there will also be minimal export orders in the near future. As per the council, EPCES sector provides direct employment to more than 25 lakhs people with investment of more than 5.5 lakhs crore and contributes Rs 7.87 lakhs crore to India’s export basket.

India exports 33.5 lakh tonnes sugar so far in 2019-20 marketing year NEW DELHI: Sugar mills have exported 33.49 lakh tonnes of sweetener so far in the current marketing year ending September, with help from government's financial assistance, a trade association said. Mills have contracted to export 42 lakh tonnes of sugar so far as against 60 the lakh tonnes quota assigned by Food Ministry, the All India Sugar Trade

With five months still left for 2019-20 marketing year to end, the association feels the mills have the potential to fulfil their exports commitments. Sugar marketing year runs from October to September. According to AISTA, mills exported 33,49,132 tonnes of sugar from October 1, 2019 till May 4, 2020.

India exported sugar to 60 countries, but around 60 per cent of the total shipments were to Iran, Somalia, Malaysia, Sri Lanka and Afghanistan. The government has allowed export of 60 lakh tonnes of sugar under Maximum Admissible Export Quota (MAEQ) during 2019-20 marketing year to liquidate surplus sugar in global markets.

Rate hike of 2-3% possible : APSEZ CEO AHMEDABAD: Adani Ports and Special Economic Zone Ltd (APSEZ) has hiked the vessel related charges at its flagship Mundra port and the marine and cargo related charges at Krishnapatnam Port. India’s biggest private port operator reported a drop in net profit for the January-March quarter. In April, the network of nine ports and terminals run by APSEZ across India handled about 20 per cent less cargo compared to the same period last year due to the coronavirus-induced demand destruction. “We are looking at increasing the

rates in the range of anything between 2-3 per cent on a per ton basis during the course of the next 8-10 months,” Mr. Karan Adani, Chief Executive Officer, APSEZ, said during an analyst call held recently. APSEZ will raise rates “more granularly” looking at client to client, he said. “So, clients who fall under our hinterland and who have no option but to come to us, there we will be definitely targeting increase. And, in places where a customer has an option, there we will take a call based on the situation at that time. But, overall, a 2-3 per cent rate hike is doable this year,” he added. The revised vessel related charges at Mundra port comprising port dues, berth hire and pilotage, across all gross

tonnage slabs, will take effect from May 16, according to a May 4 trade notice issued to shipping agents. APSEZ has also issued a trade notice revising the marine, wharfage and rail haulage charges at Krishnapatnam port which it acquired from the CVR Group for an enterprise value of Rs. 13,500 crore in January this year. Mundra, India’s biggest commercial port, handled 139 million tonnes (mt) of cargo in FY20. The nine ports and terminals run by APSEZ handled 223 mt of cargo in FY20, registering a growth of 7 per cent over the previous year. In containers, it handled 6.25 million TEUs, clocking a growth of 8 per cent.

Carriers’ ability to control capacity is better than ever, feels SeaIntelligence LONDON: Shipping lines have realised the benefits of consolidation during the coronavirus crisis, with the sector seeing a “new competitive landscape”. According to Lars Jensen, CEO of SeaIntelligence Consulting, carriers’ ability to control capacity is better than ever, since there are now only “seven or eight” global carriers and just three alliances on the deepsea trades. “In the three months impacted by the virus, demand has dropped, in some cases 20%-30%, and the oil price has dropped 60%-70%, yet freight rates are unchanged,” Mr Jensen said during a webinar by freight marketplace Cogoport. “This is a very clear example of what you can do when you have a much more consolidated industry,” he added. Furthermore, he said, there was a “new competitive landscape” in which the perennial era of “all savings and more” being passed on to shippers was over. Mr Jensen believes the impact of the pandemic on container shipping is at its

peak, from an export perspective, with blank sailings removing 25% capacity on the transpacific, 30% from Asia-Europe and 59% – within a single week – on “top scorer” Asia-east coast South America. The future for freight rates, therefore, looks much more stable than during previous cycles, he said. “If you look back over the last 10 years, a key problem has been a complete lack of freight rate stability, which isn’t good for anybody,” he explained, noting the industry had “destroyed value” to the tune of $100bn over the past two decades. “It is unsustainable to have a vital industry that is perennially loss-making, At some point that has to stop, and it appears we are reaching that time now. “Does that mean I think the carriers will completely control pricing for ever? No, that would be complete folly. They have demonstrated they have the capacity and the willingness to act rationally, but there could be hiccups, and you will see differences on

Enter the pandemic and nobody has the slightest clue, because all the normal flow patterns are severely disrupted. “Predicting where your empty equipment will need to be in four weeks from now, versus eight to 12 weeks on – that is pure guesswork. “This is going to be highly problematic when we get to the economic rebound, because there will be places around the world usually with plenty of equipment that have none, and vice-versa,” he predicted.

Minister of Railways and Commerce & Industry recently held a meeting to bring E-Commerce and logistics companies closer to Railways NEW DELHI: Transportation of essential items like medical supplies, medical equipment, food, etc in small parcel sizes is going to be ver y important during the lockdown in the wake of COVID19. In order to fill in this vital need, Indian Railways has made railway parcel vans available for quick mass transportation by E-Commerce entities and other customers including State governments. Railways have decided to run time-tabled Parcel Special trains on select routes, to ensure uninterrupted supply of essential items.

Zonal Railways are regularly identifying and notifying routes for these Parcel Special trains. Presently these trains are being operated on eighty-two (82) routes. These routes have been identified to include: i) Regular connectivity between major cities of the country, viz Delhi, Mumbai, Kolkata, Chennai, Bengaluru, & Hyderabad. ii) Connectivity from statecapitals/important cities to all parts of the state. iii) Ensuring connectivity to the North-eastern part of the country.

This enhanced running of parcel trains of the Railways is to be seen in the context to ramping up the freight operations in the country by making efforts to make it faster, customised and profitable for all. Minister of Railways and Commerce & Industry recently held a meeting to bring Ecommerce and logistics companies closer to Railways. The total number of trains run till 05.05.2020 is 2,067, out of which 1,988 have been time-tabled trains. 54,292 Tonnes of consignments have been loaded, and the earnings have been Rs 19.77 crores.

Food & Processing Minister emphasizes importance of Integrated Cold Chain Network in uncertain times of COVID-19 NEW DELHI: The Cold Chain Infrastructure provides backbone support by storing the perishables and ensuring the availability of fruits and vegetables throughout the year, said Union FPI Minister Smt. Harsimrat Kaur Badal. During a video conference with promoters of MoFPI supported cold chain projects, Union Minister emphasized the importance of Food processing enterprises, especially the Integrated Cold Chain Network, in the present uncertain and evolving circumstances in view of COVID pandemic. The Food Processing Industry has the potential to absorb the excess farm produce thereby benefiting the farmers and at the same time, convert the harvest into a value added

processed product that can meet the domestic as well as the global demand. The promoters of 38 cold chain projects, across 5 states, participated in the Video Conference. The promoters expressed their concerns on the decision of the local Government authorities to limit the hours of operations of Mandis to avoid overcrowding. The promoters involved in export of processed food items expressed their concerns on the rising prices of (sea/air) freight which is rendering their product less competitive in the global arena. They said that the freight charges have gone up by 30 %. They requested the authorities to provide in-land as well as destination freight subsidies in order to

support domestic industries to compete globally. Citing the low domestic demand amidst the COVID Pandemic, the industry representatives from the Cold Chain sector, unanimously pitched for subsidy in the power tariffs. They urged that a Cold store needs to function 24*7 and the plant compressors cannot be shut at any point of time. They said that movement of perishables to and from cold stores has reduced in the past few days. The promoters further shared that they are experiencing a liquidity crunch due to obligation for the wages and salaries of employees and labourers, and urged for subsidy on power tariffs along with interest subvention on loans.

Adani Ports re-evaluating Snowman Logistics deal AHMEDABAD: Adani Ports and Special Economic Zone td (APSEZ) s a i d r e c e n l y, it would either scarp the deal or re-negotiate the price to buy a 40.25 per cent stake in Snowman Logistics Ltd for Rs 296 crore. “We are re-evaluating the deal looking at the current situation and we want to re-assess what is the impact on cold storage business because of COVID-19,” Karan Adani, Chief Executive Officer and Director at APSEZ, said in an analysts call.

The deal was announced in December last year after which APSEZ acquired a 26 per cent stake in the cold chain company in March through a mandatory open offer to public shareholders. Karan said that APSEZ was looking at a mix of both the options- cancellation or re-negotiation on price. “We are re-looking at the industry itself, whether the cold chain business makes sense in the current environment and if it does make sense, then we would be looking at re-negotiating on the price,” Karan stated. He added that APSEZ will not go

ahead with the deal if it didn’t make sense. A final call on the deal would be taken between October and December this year. “We have acquired a 26 per cent stake from the market as part of open offer and we have kept on hold the stake of 40.25 per cent that we have to buy from the promoters,” Karan stated. APSEZ acquired the stake from Snowman Logistics’ parent company Gateway Distriparks at ₹44 per share. The acquisition was done through APSEZ’s wholly-owned subsidiary Adani Logistics.

India's forex reserves up $1.62 million at $481.08 billion MUMBAI: India's foreign exchange reserves increased by $1.622 million to $481.078 billion in the week to May 1, due to rise in the foreign currency assets, according to RBI data. In the previous week, the reserves had declined by $113 million to $479.455 billion.

The forex reserves had touched a life-time high of $487.23 billion in the week to March 6, after it rose by $5.69 billion. During FY20, the country's foreign exchange reserves had risen by almost $62 billion. In the reporting week ended May 1,

2020, the foreign currency assets (FCA), a major component of the overall reserves, rose by $1.752 billion to $443.316 billion. The special drawing rights with the I n t e r n a t i o n a l M o n e t a r y Fu n d (IMF) increased by $5 million to $1.426 billion.

Bahri & Ministry of Human Resources and Social Development signs Cooperation Agreement to nurture CSR culture in Saudi Arabia RIYADH: The Ministry of Human Resources and Social Development of Saudi Arabia signed a Cooperation Agreement with Bahri to raise awareness of the importance of CSR, heighten the efforts in boosting partnership between the public and private sectors, and further bolster the women empowerment initiatives. The Cooperation Agreement was signed by Sulaiman AlZaben, Undersecretary of the Ministry of Human Resources and Social Development for Development, and Eng. Abdullah Aldubaikhi, CEO of Bahri, during a virtual meeting attended by a number of executives from both sides. Commenting on this, Sulaiman Al-Zaben, said: “The new Cooperation Agreement with Bahri aims to achieve the Ministry’s strategic goal of enhancing CSR in companies, thereby helping realize the objectives of Saudi Vision 2030. The agreement comes in line with the Ministry’s responsibility to create an effective dynamic partnership that would stimulate the public, private and non-profit sectors to work in an integrated manner to increase their social contribution through supporting CSR programs and initiatives. The implementation of the agreement also depends on establishing fields of cooperation and joint work to develop CSR initiatives.” Commenting on signing the MoU, Eng. Abdullah Aldubaikhi, CEO, Bahri, said: “As part of our firm commitment to contributing to Saudi Vision 2030 goals, we are pleased to sign a new partnership with the Ministry of Human Resources and Social Development to raise awareness of the importance of CSR, continue our efforts in developing areas of joint

New milestone in sustainable methanol production in the Port of Antwerp ANTWERP: The Port of Antwerp is taking another important step forward in the transition to alternative energy sources and a sustainable, low-carbon circular port. ENGIE, Fluxys, Indaver, INOVYN, Oiltanking, Port of Antwerp and the PMV – investment company of the Flemish Government – have established a consortium for the sustainable production of methanol, an essential raw material used by industry in the Port. Construction of a demonstration plant at the INOVYN site in Antwerp is scheduled to start by 2022, with the aim of producing 8000 tonnes of sustainable methanol annually, thus avoiding at least an equivalent volume of CO2 emissions. Scoop for Belgium: production of sustainable methanol Methanol is an essential multi-purpose raw material for the chemical industry, with many applications in wider industry as well. This key raw material is indispensable to the daily operation of the port of Antwerp as the largest European integrated energy and chemical cluster in the region. Currently, methanol is produced using fossil raw materials. The ‘power-to-methanol’ project aims to replace this with sustainably produced methanol, a first for Belgium. This methanol will be produced from captured CO2 and sustainably generated hydrogen. The carbon dioxide is captured by means of Carbon Capture and Utilisation (CCU), through which CO2 emissions are partially recovered and then combined with hydrogen generated on the basis of green energy produced from renewable electricity. Strong consortium with international players and the Flemish Government This week, a formal consortium called ‘Power-to-Methanol Antwerp BV’ was set up. In this important next phase of the project, the consortium will be working on all the necessary steps to prepare for the expected construction of the demonstration plant. Each partner brings its own expertise to the project. For example, ENGIE has its knowledge of the electricity market; Oiltanking provides advice on the logistical aspects of methanol production and storage; and Indaver provides expertise on CO2 capture. Fluxys brings infrastructure experience and specific expertise with regard to the certification of green gases. The Flemish Environmental Holding Company (Vlaamse Milieu Holding) will provide part of the financing, while Port of Antwerp bridges the gap between private companies and the Belgian Government. As well as providing a site for the demonstration plant, INOVYN (subsidiary of INEOS) contributes to the project

with the supply of hydrogen along with its chemical and electrolysis expertise. Demonstration plant, good for 8000 tonnes less CO2 emissions In the subsequent phase, due to start in 2022, a demonstration plant will be built on the INOVYN site at Lillo. The plant is expected to be operational in the same year. The demonstration plant could produce up to 8000 tonnes of sustainable methanol. Future development could see increased volumes made available for wider industry use, including as a sustainable fuel for water and road transport. For every tonne of produced methanol at least an equivalent volume of CO2 emissions can be avoided. Port alderman Annick De Ridder declared: “Our future prosperity will be sustainable, or there will be no prosperity. Innovation is key to tackling climate change. In Flanders we have a tradition of innovative entrepreneurship and as Port of Antwerp we play a pioneering role in serving as a testbed for technological and sustainable innovation. We combine this innovation with our strengths as a multi-industry port platform to promote promising applications such as CCU and hydrogen. In the meantime it gives a strong signal that Port of Antwerp is keeping to its transition agenda and working hard towards it, even during the Covid-19 crisis.” Hilde Crevits, Flemish Minister for the Economy, Innovation, Employment, Social Economy and Agriculture: “Innovation is essential for the transition to a sustainable, circular economy. But collaboration is also crucial. The consortium demonstrates that by combining the know-how and expertise of different partners we can get a whole lot moving. As the Flemish minister for Innovation I can only be proud of this achievement. In this way we are putting Flanders on the map as a region that is going ahead fully with alternative sources of energy. I am glad to support this initiative through the Flemish Environmental Holding Company.” A spokesperson for the industrial partners commented: “The formal continuation of the ‘power-to-methanol’ project in the Port of Antwerp confirms the conviction of this group of crossindustrial players to pursue our cooperation. The project shows in a very practical and innovative way the importance of industrial symbiosis as part of the energy transition pathway. The different partners have the ambition to advance the energy transition and to strengthen their presence in the Port of Antwerp not only for the business of today but also for that of tomorrow.”
