PM promises to reduce 6,000 compliance requirements, improve EoDB & Multi-Modal infrastructure to trim logistics costs NEW DELHI: The Prime Minister Narendra Modi recently said the 13 production-linked incentive (PLI) schemes rolled out in the aftermath of the Covid-19 pandemic could lead to an incremental manufacturing output of $520 billion and double the workforce in relevant sectors over the next five years. Addressing industry leaders from the beneficiary-sectors through a webinar, the Prime Minister promised to reduce the burden of India Inc drastically by doing away with as many as 6,000 compliance requirements,
further improve ease of doing business and create multi-modal infrastructure to trim logistics costs. Industry executives from sectors ranging from automobiles, electronics, telecom, phar maceuticals, white goods and textiles who attended the webinar, urged the PM and other government functionaries, to suitably empower the empowered group of secretaries which is overseeing the schemes so that a flexible approach could be adopted in cases where improvisations may be required from time to time. For instance, in telecom
equipment production, the caps on the incentives could be reviewed as production accelerates. If a midcourse correction requires a Cabinet approval, it could lead to costly delays, they pointed out. The Prime Minister highlighted the need for a giant leap in the speed and scale of manufacturing, as this would boost employment in the country. The share of manufacturing in the country’s GDP has remained stagnant at about 16-17% for decades now. The latest target is to raise it to 25% of GDP by 2025.
India Inc's business confidence highest in decade: FICCI Survey NEW DELHI: The FICCI's Overall Business Confidence Index has witnessed a decadal high of 74.2 in the current round on account of improvement in present conditions as well as expectations, the industry body said. The Index had stood at 70.9 in the previous survey and 59 a year ago, noted the survey. It revealed recovery of demand conditions, improved capacity utilisation and a promising outlook on
various operational parameters. With regard to the constraining factors for business, the demand situation has improved on back of the release of the pent-up demand build up during the lockdown. However, rising raw material costs is emerging as a bothersome factor for members of India Inc. The rise in fuel and other commodity prices is beginning to exert pressure on the input costs of companies, FICCI stated on the survey. Companies participating in the survey cited high input costs including
man power costs, weak demand conditions and lack of availability of affordable credit as their top-most concerns for the year 2021. A near-unanimity was observed as far as input costs were concerned. This along with high interest costs on loans, higher inward and outward transport and logistics costs, greater compliance burden on the back of frequently changing statutory compliances and increased manpower costs are further pushing the cost of doing business in India, FICCI stated.
J&K Govt announces rst ever Freight Terminal JAMMU: The Government of Jammu and Kashmir is building the first ever freight terminal, which will improve freight transportation and warehousing services. The initial project cost is Rs 150 crore while the State Industrial
Development Corporation (SIDCO) has allotted land for the project, the J&K Industries and Commerce Department wrote on its Twitter handle. “First ever freight terminal to be established in Jammu and Kashmir The
initial project cost is 150 Cr. & will provide enhanced freight transportation and warehousing services. SIDCO has allotted land to Associated Container Freight Terminal for establishing this project,” it said.
Exports to Myanmar may take a hit if crisis continues NEW DELHI: Indian exporters of goods to Myanmar have their fingers crossed about the future as the continuing military unrest in the neighbouring country is turning shipping lines jittery with some suspending operations and most others going slow. The situation at the moment is not “highly alarming” as transactions have not come to a stop, but there could be a big problem in the future if things don’t improve and exporters’ concerns will be
taken up with the government soon, per exporters’ body Federation of Indian Export Organisations (FIEO). “Shipping lines are taking a cautious call on Myanmar as they do not want to take a risk and get their containers stuck. Right now exporters are not facing a big challenge as transactions are happening, although slowly, but if the situation doesn’t improve, there will be trouble,” said Ajay Sahai, Director General, FIEO.
While India’s trade with Myanmar is not large with annual exports to the country at $974 million (0.37 per cent of total exports) and imports at about $548 million (0.31 per cent of total imports) in 2019-20, it is significant for importers of top items such as edible vegetables & roots, pulses and wood items as well as exporters of pharmaceuticals, iron & steel, electrical machinery & parts, vehicles & parts and sugar.
China February exports post record surge from COVID-19-depressed 2020 levels BEIJING: China’s February exports grew at a record pace from a year earlier when COVID-19 battered the world’s second-biggest economy, customs data showed on Sunday, while imports rose less sharply. Exports in dollar terms skyrocketed 154.9% in February compared with a year earlier, while imports gained 17.3%, the most since October 2018. The data did not include figures for January alone. In the January-February period, exports jumped 60.6% from a year earlier, when lockdowns to contain the pandemic paralysed the country’s economic activity. That exceeded the forecast of analysts in a Reuters poll for a 38.9% surge. Strong exports, which benefited from
China’s success in largely containing the public health crisis, have helped fuel the country’s recovery from a pandemicinduced paralysis. The surge was driven by a rebound in foreign demand, customs said in a statement on its website, citing improvements in manufacturing industries in the European Union and the United States, and their increased imports of Chinese products thanks to fiscal stimulus measures. “In addition, a majority of manufacturing employees (in China) chose to stay put over the Lunar New Year holidays,” the statement said. “Our survey showed a lot of firms in export-oriented provinces stayed open, and orders that
usually only get delivered after the new year had been delivered normally.” Chinese factory activity usually goes dormant during the Lunar New Year break, which fell in the middle of February this year, as workers return to their hometowns. This year, the government appealed to workers to avoid travelling to curb the risk of a spread of the coronavirus. I n J a n u a r y - Fe b r u a r y, i m p o r t s increased 22.2% from a year earlier, above the 15% forecast, partly due to stockpiling of semiconductors and energy products, according to customs. China posted a trade surplus of $103.25 billion for the first two months. Analysts had expected the trade surplus to narrow to $60.15 billion from $78.17 billion in December.

SINGAPORE: The Straits Mr. MAHESH SIVASWAMY Orient Lines Singapore, part of Transworld Group Singapore, has taken delivery of its next Container vessel named M.V SOL PROMISE on 4th March 2021 at Singapore, the company announced recently. SOL Promise is the biggest and the youngest vessel in its eet.
This takeover is the first of its 2 vessels being acquired in the month of March, with the total combined investment of USD 15 million. The second vessel will be delivered by end March. We will continue to look for more opportunities in the future, said a company release. Cont’d. Pg. 6

Sittwe Port in Myanmar is ready for operations : Mansukh Mandaviya NEW DELHI: The deep-sea port has been built by India as part of the Kaladan Multimodal project to boost connectivity. The Sittwe deep-sea port on the West coast of Myanmar, a key part of the $484 million Kaladan Multimodal project on which India has been collaborating with Myanmar, is now ready for operations, according to Shipping Minister Mansukh Mandaviya. Originally scheduled to be completed by 2014, the project aims to reduce the cost and time for the transportation of goods and essentials from mainland India to Mizoram. Goods will be transported from Kolkata to Sittwe by sea and then up the Kaladan river by boat to Paletwa in the Chin state of Myanmar and from there to Mizoram by road. Mandaviya said, “Now, a private company needs to start operating that port. That company has been identified. In the next few days, the port will be operationalized.”

He applauded the Officers, majority of whom hailed from the Indian Hinterlands, for choosing seafaring as a career and admired their determination for daring to take on the difficult profession regardless of the hardships, proving that they were unstoppable. Recounting the incredible feats achieved by several seafaring women in the past, he stated that women in the Indian maritime sector ‘had arrived’ to take on the challenges, excel in their performance and make the nation proud. He congratulated SCI’s efforts in pioneering the women’s integration into the sector and commended each of the 14 Lady Officers for their courage and valor; and also wished them a successful voyage and many more voyages ahead. Dr. Sanjeev Ranjan, Secretary (Shipping), Shri Amitabh Kumar, DG Shipping, Shri Rajiv Jalota, Chairman, MbPT and Shri Sanjay Sethi, Chairman, JNPT, who attended the ceremony virtually commended the efforts of the women seafarers. Capt. Suneha Ghadpande and CEO, Ms. Divya Jatin Jain, were also present with Officers of the Team. The Captain and CEO of m.t. Swarna Krishna narrated the experiences of their maritime career and the requisites for sustenance and excelling in the sector. A few members of the Team Swarna Krishna also spoke virtually. A silver plaque was presented by Shri Mandaviya to the Captain of m.t. Swarna Krishna, as is customary in recognition of the Team Swarna Krishna’s valour and courage to commence upon the voyage from Mumbai to Vadinar, a ‘historic’ and ‘first ever’ sailing, commanded and managed wholly by Women Officers on board on the eve of IWD 2021. Chairman, JNPT, spoke about the paradigm shift in the perception of the sector from a ‘male dominated, to an ‘inclusive’ one which would augur well for the Industry and congratulated SCI on achieving the same. Chairman, MbPT, joined in wishing SCI and Team Swarna Krishna for the feat accomplished which would set an example for others to follow. DG, Shipping, while acknowledging that an “All Women Officers’ sailing” had been an intense desire of the Indian Shipping Regulator y Authority for a long time also considering the meritorious women officers serving on the Indian fleet some of whom he was familiar with. He said it for sure was not an easy task to have been accomplished and commended the efforts of SCI and congratulated Mrs. H.K. Joshi, CMD, SCI, in particular, for executing the same. He expressed pride for SCI – an organisation which was itself being led by a woman C&MD for the first time in the 60-year-old history of the company and for her determination to put such an event together. He observed that this would be the first such event globally where a vessel of a certain Flag was being commanded and managed by an “All Women Officers” of the same nationality – trained and certified also
in the same country. India had thus achieved a feat in the global maritime map to do so, and that too well timed to commemorate the International Women’s Day. Secretary, Shipping, Ministry of Ports, Shipping & Waterways, echoed the sentiments expressed by the DG Shipping and stated that such opportunities would encourage participation of young Indian girls in the maritime sector, which in turn would help attain the vision of Atma Nirbhar Bharat and aid in doubling the number of seafarers in next 5 years, in line with Maritime India Vision target. CMD, SCI, stated that the company had an inherent culture of providing equal opportunities and had always advocated Diversity & Inclusion. This contributed in breaking down the stereotypes in the male dominated field and this concerted effort shall help the industry to move forward and support women to achieve a representation in keeping with the 21st century expectations. She thanked all stake holders for their support in making the event a success and went on to congratulate and wish the Captain, CEO and Team Swarna Krishna for a superlative performance as was expected of them and she urged the “All Woman Officers Team” who were the Brand ambassadors for the Indian maritime sector to keep the flag of the Nation flying high at all times. The event has indeed aligned to the theme for the International Women’s Day (IWD 2021) viz “Women in leadership: Achieving an equal future in a COVID-19 world” and the IMO theme 2019 viz. “Empowering women in the Maritime Community”. The Company had been honored with the Diversity & Equality Awards in the past, as also a recognition by the NUSI as the Shipping Company employing the highest number of women seafarers.

New Global ISO-Standard for Ship-Shore Data exchange : IAPH TOKYO: The culmination of well over three years’ work by NGO’s a n d k e y maritime players in both private and private sectors received a major boost this week, with a key missing piece of the puzzle – application program interface standards which are compatible and interoperable – being agreed to in principle by the main global implementors of operational and administrative maritime data exchange systems. This crucial development complements positive advances made in nautical and hydrographical data standards, and will aim to avoid ships having to exchange differently structured data sets with port communities and supply chain stakeholders around the world before, during and af ter their port call. Standardizing offers realistic aspirations for ships to optimize port calls, reducing emissions and berth waiting time. The invitation, which was sent by NGO industry leaders Jeppe Skovbakke Juhl (BIMCO), Paul Goris (DryBulkTerminalsGroup), Jonathan Williams (FONA SBA), Patrick Verhoeven (IAPH), Gregor Stevens (ICS), Paul Owen (IFSMA), Sabrina Delelis (IHMA), Richard Morton (IPCSA) and Ben van Scherpenzeel (ITPCO) puts forward the proposal to co -create a single- and neutralsupporting technical standard under I S O Te c h n i c a l C o m m i t t e e 8 f o r administrative and operational data. The aim is for this Committee is to continue the work on the alignment of ISO 28005 to the IMO Compendium, assuming responsibility for defining the infor mation exchange needs and application program interfaces (API’s) between ship and shore. The specification and standardization work will be done in an ISO working group with parallel updating of the IMO Reference Data Model. The draft standards will go through the normal ISO process with eventual approval by the member organizations to ISO TC8/SC11. All parties will be called to meet during the second quarter of 2021. At the recent IAPH-IHS Markit Webinar (recording available) on the future for ship-shore community data sharing, IMO Head of Facilitation Section of the Maritime Safety Division Julian Abril Garcia confirmed that by 2024- 2025 the 174 IMO member states will be required to use a single window system. According to the recent IAPH survey of 111 ports around the world on the existing requirement to adhere to t h e I M O FA L r e q u i r e m e n t s o n electronic data interchange (EDI), only approximately a third of the sample have operational systems, a third are developing them and a third have yet to commence. Abril Garcia cited the example of how IMO supported the implementation of an open source port community system in Antigua and Barbuda as a potential way forward to close the technological gap. “The current situation creates the danger of a digital divide between Southern Hemisphere ports lagging permanently behind Northern Hemisphere smart ports”, according to I A P H Te c h n i c a l C h a i r o n D a t a Collaboration Pascal Ollivier. Ollivier highlighted the leadership taken by governments of Peru and Panama in setting out a legal framework for multistakeholder collaboration to ensure maritime supply chain digitalization succeeds, following clear findings in the IAPH survey that this was the main barrier faced by ports together with
skills development, not technology nor cost. An incisive intervention by DCSA’s COO Henning Schleyerbach explained how their container shipping “coalition of the willing” is defining by process mapping how maritime parties need to interchange data, prioritise onboard cybersecurity and take up the “missed opportunity” to optimize port calls. He also advocated the standardization of data interchange given the challenge faced by the liner container shipowner members of DCSA such as MSC and Maersk regularly calling at between 300 -400 of the world’s ports. Lead Transport Economist of the World Bank Martin Humphreys also vouched for his organization’s support towards client countries to develop their digitalization path by means of harmonized maritime-related data and common agreed standards in cooperation with the IMO compendium, ISO, IAPH and other public-private partnerships. He also alluded to the possibility of pilot projects based on open source systems, combined with capacity building and potential grants to facilitate upstream support and potential financial support for implementation. The recently published joint World Bank – IAPH paper “Accelerating Digitalization – critical actions to strengthen the resilience of the maritime sector ” outlines a clear roadmap for ports at the beginning of the jour ney in ter ms of immediately addressing urgent COVID19 healthrelated data exchange processes between ship and shore, through FAL requirement adoption of EDI right through to a fully-functioning maritime single window and a cyber-secure, inclusive port community system with the potential for becoming a smart port of the future. IAPH Managing Director Patrick Verhoeven concluded : the progress made on digitalization in the last nine months has been significant. Since our industry call to action last June to accelerate the pace of digitalization to c o p e w i t h a p o s t - C OV I D 1 9 “ n e w normal”, key players have responded from industry associations, public and private sectors alike as well as ports and shipowners. We have gained momentum and will not stop here.”

MOL enhances function of AR Navigation System to support Vessel Navigation Enhancement Helps Navigators Avoid Dangerous Shallow Areas TOKYO-Mitsui O.S.K. Lines, Ltd. (MOL; P resident & CEO: Junichiro Ikeda) has announced an upgrade to the AR navigation system, jointly developed with Furuno Electric C o . , L t d . ( P r e s i d e n t : Yu k i o Fu r u n o ; Headquarters: Nishinomiya-shi, Hyogo P refecture), that enables the system to automatically display borders between deep-sea areas where vessels can navigate safely and shallower areas that may pose risks. The previous system required manual setting to display shallow areas, but this upgrade allows for automatic full-time display of the Safety Contour in red, yellow, or orange (users can set the arbitrary color that they can easily scent the risk), supporting the navigators’ situation awareness visually. The AR navigation system has already been installed on 24 MOL-operated very large crude carriers (VLCCs) (Note 2). MOL plans to expand the installation of the system to more vessels in the future, and is proceeding with trials on ships in
its energy transport fleet including LNG carriers, as well as dry bulkers. MOL continually positions safety as a top priority, and takes a proactive stance in development and improvement of products, including this AR navigation system, which contributes to the safety of marine traffic, with the aim of earning customers’ continued trust and becoming their first choice for shipping and logistics services.
NYK takes delivery of New Wood-chip Carrier for Hokuetsu Corporation New Eco-ship Contributes to Stable Wood-chip Supply TOKYO: A new wood-chip carrier for the Hokuetsu Corporation was delivered on March 2 at Oshima Shipbuilding Co., Ltd. in Saikai city, Nagasaki, Japan. NYK and Hokuetsu have a long-term contract for this vessel. The ship has been named "Southern Ace" because the vessel will transport wood chips made from logs that have been confirmed to have been legally obtained through sustainable plantations in the Southern Hemisphere and the ship will continue serve the company in the tradition of wood-chip car rier HOKUETSU ACE II. This new carrier is an eco -ship that uses approximately 15 percent less fuel compared to conventional wood-chip carriers. These advancements have been made through improvements to the hull form while maintaining transportation capacity and the use of a larger propeller that improves propulsion. The carrier is also equipped with ladder fins that improve water flow generated at the aft-end of the vessel.
