Russian Minister of Industry and Trade calls on Shipping Minister Sarbananda Sonowal NEW DELHI: Union Minister for Ports, Shipping, Water ways and Ayush Shri Sarbananda Sonowal has expressed hope that India and Russia can collaborate for benefit in the fields of civilian shipbuilding and inland waterways. He added that they also talked about training of Indian Seafarers for operations in the Arctic region.

India needs to increase Exports to strengthen business from abroad AMRITSAR: In the present situation it is necessary that India should become self-reliant in the field of exports; industries will have to prepare alternatives to achieve this. Above statement has been given by Suvidh Shah, ITS, Joint Director, Directorate General of Foreign Trade while addressing the Exporter Conclave: 2021: Export Vision Punjab, organized by PHD Chamber of Commerce and Industry in collaboration with the Government of Punjab at the 15th PITEX. He said that no license is required for any kind of export also there is no custom duty on any type of exports. Work is going-on on many schemes to make India self-reliant. PUBLICNOTICENO. 99/2021 Sub. : Procedure for re-sealing of containers with broken/absence / mismatch of seal including tampered seal to be followed at Port Terminals-reg. Attention is invited of Exporters, Importers, General Trade, Port Terminal Operators, Shipping Lines/Shipping Agents, CFSs coming under the Jurisdiction of JNCH, Nhava-Sheva, who are responsible for movement of import containers form port terminals to destination CFSs/ ICDs or Direct Port Delivery (DPD) on the above mentioned subject. 2. It has come to the notice that divergent procedures are in practice in port terminals in this regard. To streamline, following procedure will be followed in respect of re-sealing of import containers found with broken/missing/ mismatch or tampered seals at the time of unloading at port terminals:I. Containers with broken/missing or tampered seal:a. In case of DPD containers : The containers shall be re-sealed by the terminal operators. Customs Officers at Boarding section shall be immediately intimated regarding the re-sealing of containers by the terminal operators. The details of seal numbers should be brought to the notice of AC/DC (Preventive General) and AC/DC (DPD) on the same day or immediate next working day. b. In case of DPD-Container Freight Station (CFS): The containers shall be re-sealed by the terminal operators with proper intimation to officers at Boarding section, and written intimation to the AC /DC (Docks) of the destination CFS where the container is going to be examined. c. For CFS / ICD bound Containers: The containers shall be re-sealed by the terminal operators and proper intimation should be issued to the destination ICD/CFS authorities under signature of the officers of Boarding section furnishing the details of fresh seals used for re-sealing. The container at destination CFS/ICD should be subjected to examination (100 percent). II. Containers with Mismatch of Seal Numbers:- In case of any mismatch of seal(s) the terminal operators shall immediately bring the discrepancy to the notice of the Customs authorities at Boarding section under intimation to AC/DC (Docks) of respective CFSs where the container is destined for Customs clearance. In case of DPD containers, the terminal operators will intimate AC/DC (Preventive General) and AC/DC (DPD). And, the terminal operators will intimate authorities at destination ICD/CFS with respect to transshipment containers. III. The shipping lines shall immediately amend the Bill of lading and Import General Manifest (IGM) with the approval of competent authority. IV. Officers in Boarding section will maintain a record of details of all such re-sealing or seal mismatch containers on daily basis and submit weekly report to AC/DC (Preventive General) on 1st working day of every week. V. All containers with mismatch / missing / broken or tampered seal except containers meant for transshipment shall be examined (100 percent) under the supervision of AC/DC (Docks) at the CFS including DPD container. This Public Notice shall come into force with immediate effect. In case of any difficulty, the specific issue may be brought to the notice of AC/DC (Preventive General). Global supply crunch pushes long-term shipping contract costs up 400% LONDON: Shipping industry officials told a committee recently that the global supply chain crunch has pushed long-term shipping contract costs up more than 400%. Alongside this, with costs and demand rising, and supply of ships at crunch point, some vessels are now selling for 15 times what they were before the pandemic, Michelle Wiese Bockmann, markets editor at Lloyds List told the International Trade Committee. Costs are “much, much higher,” she said. The shipping industry runs on a “just in time model,” where goods are ordered to arrive when companies need

them and not before. The pandemic knocked this off-kilter. Shipping officials told the committee that the problem had come to a head in September, when ships were arriving at port both with late deliveries of garden furniture and early orders of plastic Christmas trees. The problem has eased somewhat since then, said Tim Morris, CEO of the UK Major Ports Group, but it is still very busy. He also noted that things could change “very quickly”. “You don’t need too much to change for it to dip back into the orange zone,” he said. Gavin Simmonds, policy director commercial at the UK Chamber of

Shipping said the “supply and demand is [still] seriously out of balance.” The committee’s comments come amid a burgeoning cost of living crisis in the UK, as inflation threatens consumers wallets with the impact on supply chain costs filtering through to retail prices. Alongside shipping delays there is also a shortage of HGV lorry driver to transport goods around the UK. The shift to ordering products online during the pandemic has exacerbated this issue. The committee said that a long-term consequence of the supply issues could result in retailers shortening their supply chains and sourcing more products locally.

Most of India's $1.1 trillion growth in next 11-year can come from yet to be invented digital businesses: Report MUMBAI: Most of India's $1.1 trillion in total economic growth in the next 11 years can come from ancillary digital asset-related businesses that are yet to be invented, according to a report released here on Monday. In 2013, the market capitalisation of the digital asset market was approximately $1.5 billion. The report, released by US India Strategic and Partnership Forum (USISPF) and Crosstower, suggests that today, the market capitalisation is at nearly $3 trillion. While the USISPF is a top Indiacentric American business advocacy group, CrossTower is one of the world's

fastest and leading crypto and digital asset exchanges. According to the report, most of India's $1.1 trillion in the total economic growth in the next 11 years can come from ancillary digital asset-related businesses that are yet to be invented. The report shows how India can leverage the digital asset opportunity by adopting Web 3.0 and why blockchain t e c h n o l o g y i s s e l f- s u f f i c i e n t f o r digitising India's financial ecosystem. "India is poised for growth to become a $5 trillion economy by 2024-25 as envisioned by Prime Minister Narendra Modi. Digital assets are expected to have tremendous potential in the next

11 years across countries, due to their rapid adoption. They are expected to help India achieve the GDP of $5 trillion economy," USISPF president Mukesh Aghi said. Supreme Court upholds RBI's guidelines prohibiting export of PPE kits NEW DELHI: In a significant verdict, the Supreme Court upheld the validity of certain Guidelines on Merchanting Trade Transactions (MTT) of RBI denying letter of credit for exporting PPE kits during COVID-19 pandemic, saying democratic interests which secure the welfare of masses cannot be "judicially aborted" to preserve "unfettered freedom" to do business of the few. A bench of Justices Chandrachud, Justice Vikram Nath, and BV Nagarathna dismissed the appeal of a director of a firm that trades in pharmaceuticals that his company was prohibited from acting as an intermediary by importing PPE kits from China to export them to the US. It was alleged that trade restrictions of RBI amounted to a violation of the

fundamental right to freedom to trade and business guaranteed under Article 19(1)(g) of the Constitution. Dismissing the plea, the verdict said, "This Court must be circumspect that the rights and freedoms guaranteed under the Constitution do not become a weapon in the arsenal of private businesses to disable regulation enacted in the public interest. "The Constituent Assembly Debates had carefully curated restrictions on rights and freedoms, in order to retain democratic control over the economy. Regulation must of course be within the bounds of the statute and in conformity with executive policy. A regulated economy is a critical facet of ensuring a balance between private business interests and the State's role in

ensuring a just polity for its citizens". Justice Chandrachud, writing the 55page judgement, said it was not the stance of the court that the power of "judicial review is stowed in cold storage" until a public health crisis tides over and this court retains its role as the constitutional watchdog to protect against state excesses. The court continues to exercise its role in determining the proportionality of a state measure, with adequate consideration of the nature and purpose of the extraordinary measures that are implemented to manage the pandemic, it said. “Democratic interests that secure the well-being of the masses cannot be judicially aborted to preserve the unfettered freedom to conduct business, of the few," the verdict said.

Indian economy shows strong signs of recovery, upswing in 19 of 22 Economic indicators NEW DELHI: Indian economy is showing strong signs of recovery from the devastation caused by the pandemic, with an upswing being reported in 19 out of the 22 economic indicators as compared to the pre-Covid levels. High-frequency indicators (HFIs) are being monitored to track the progress of economic recovery in India since the first COVID-19 case was reported in the country in January 2020. The latest information indicates that among 22 HFIs, full recovery has been achieved in respect of 19 HFIs, as their latest levels in the months of September, October and November this year are higher than their pre-pandemic levels in the corresponding months of 2019, official sources said.

Among the 19 HFIs, there are some indicators whose recovery is way beyond 100 per cent, such as e-way bill by volume, merchandize exports, coal production and rail freight traffic, which suggests that not only the recovery is complete, the economic growth is now gathering momentum over the prepandemic levels of output. This is further confirmed by the estimates of GDP recently released for Q2 (July-September) of 2021-22, whose year-on-year growth in real terms at 8.4 per cent takes the output level higher than the pre-pandemic level of Q2 output in 2019-20. While Electronic Toll Collection (ETC) at Rs 108.2 crore in October was 157 per cent of the preCovid levels of 2019, UPI volumes are nearly four times at 421.9 crore.

Merchandise imports at USD 55.4 billion in October are 146 per cent of 2019 levels. E-way bill volume has more than doubled to 7.4 crore in October. Coal production has risen 131 per cent to 114.1 million tonnes in September while rail freight traffic has jumped 125 per cent. Fertiliser sales, power consumption, tractor sales, cement production, port cargo traffic, fuel consumption, air cargo, IIP, and 8-core industries are all above pre-Covid levels, they said. The only sectors that are yet to touch the pre-pandemic level are steel consumption which is 99 per cent of 2019 levels in October, domestic auto sales that are 86 per cent of pre-Covid levels and air passenger traffic which is 66 per cent of the October 2019 volume.

Dubai Customs discusses more cooperation with India DUBAI: The Dubai Customs organized a virtual meeting with an Indian business and trade delegation as part of their Ertibat Initiative, which aims at enhancing links and cooperation with diplomatic missions and trade partners. The meeting took place with the presence of H.E. Ahmed Mahboob Musabih, CEO of Ports, Customs and Free Zone Corporation, Director General of Dubai Customs and H.E. Aman Bouri, Indian Consul General to the UAE. Dr. Bouri thanked Dubai Customs for organizing these meetings, which serve the interests of both parties and facilitate trade and investment activity between India and the UAE. “Trade between the UAE and India shows signs of remarkable recovery and growth, thanks to the world’s procedures and measures taken during the last year which led to slow down the spread of the pandemic. India

and the UAE are continuing their negotiations on the comprehensive economic partnership agreement, which would further strengthen ties, expand economic and investment possibilities and usher in a new era of strategic collaboration between the two countries. Such an agreement is expected to increase mutual trade of commodities to $100 billion and services to $15 billion in the next five years. Many Indian businesspersons are moving their headquarters or branches to Dubai. EXPO2020 Dubai means a lot to us in India and we are the largest nationality in the exhibition.” On his part, H.E. Ahmed Mahboob Musabih welcomed the Indian delegation highlighting the strong historic relation between the UAE and India. “India is Dubai’s second largest trade partner, and the emirate’s trade

with India touched AED67 billion in the first half of 2021 (AED32b for imports, AED19bn for exports, and AED16bn for re-exports), growing 74% from AED39 billion in the corresponding period in 2020.” Major commodities include diamonds at AED20.8bn, gold at AED10.4bn, petroleum oils at AED4.3bn, and telecoms at AED4bn. Musabih highlighted major achievements during 2021 and the Department’s vision for the next year. “We continuously develop our work models to support our partners’ trade activities and reduce the cost of their operations. Any success we make is also a success to our partners. With this vision always in mind, we achieved 98% on the client happiness index.” In the meeting, presentations on the Authorized Economic Operator, and the Cross Border e-Commerce Platform were delivered.

Reefer Container freight rates to accelerate in 2022 : Drewry LONDON: Reefer container freight rates are forecast to accelerate through 2022, outpacing earlier estimates as well as expectations for dry container freight rates, as reefer traffic recovers from a flat 2020 and container vessel slots remain scarce amid tight supply and continuing supply chain disruption, according to Drewry’s recently published Reefer Shipping Forecaster. Drewry’s Global Reefer Container Freight Rate Index, a weighted average of rates across the top 15 reefer intensive deep-sea trade routes, rose 48% over the year to 3Q21 and by the end of 4Q21 these gains are expected to reach as much as 55% (see chart). These advances have been mirrored by spot time charter rates for specialised reefer ships, which have seen their best ‘off season’ in history with rates for smaller vessels exceeding 100 cents cft/30 days. Booming reefer freight rates are following in the wake of the dry cargo sector, as operators realign risk/revenue expectations for refrigerated cargo in line with more inflated system costs and operational challenges, such as extended dwell times at transhipment ports and

longer container equipment cycle times. Shippers of lower value cargoes such as bananas, onions, citrus or frozen vegetables are now confronted with much higher shipping costs after enjoying years of relatively low freight rates which helped them develop markets far afield. They must now work hard to ensure these higher costs are passed on to retailers and end consumers. Cur rently souther n hemisphere BCO’s are finalising negotiations for their seasonal fresh produce export season, as are banana multinationals and retailers for their cargoes to world-wide destinations. The aim is to manage rising costs while keeping the business viable for the long term. It was previously expected that ongoing supply chain disruption would eventually self-correct by mid-2022. But Drewry now believes that this situation will continue through next year and the stress on the system will not ease till 2023, supporting higher reefer freight rates. Seaborne reefer traffic is expected to grow 3.2% in 2021 to reach 136 million tons, a little lower than previous estimates. All commodities are showing growth in 2021, except bananas. Trade in meat to Asia is slowing amid lower pork prices in China

and the banana trade is expected to decline 5% in 2021, owing to ongoing disease of the Philippines crop and low banana prices in general. Reefer container production is expected to reach a record high of 170,000 feu in 2021. But higher output has not necessarily resulted in improved equipment availability, as more carriers have deployed non-operating reefer containers to move higher paying dry cargo, which has prolonged reefer equipment cycles time and further constrained availability. Meanwhile, the specialised reefer vessel segment is fully employed, with both small and large vessels in short supply. As the southern hemisphere high season looms, operators are struggling to manage their fleet deployment to ensure commitment to long standing customers with rising space demands. At the same time more BCOs are turning to specialised vessel operators, seeking supply chain security for their short shelf life perishable products. Drewry expects tight market conditions to continue through 2022, supporting both specialised reefer vessel employment and reefer container freight rates, while challenging BCO logistics operations.

China's November export growth slows but imports accelerate BEIJING: China's exports growth lost steam in November, pressured by a strong yuan, weakening demand and higher costs, but imports accelerated and came in well above expectations as the country scrambled to restock key commodities like coal. Exports rose 22% on-the-year and imports jumped 31.7% in November, customs data showed on Tuesday. Analysts in a Reuters poll had forecast November exports would increase 19.0% after jumping 27.1% the previous month. Imports were forecast to have risen 19.8%, according to the poll, versus a 20.6% gain in October. China's coal imports in

November hit their highest level in 2021, as the world's biggest consumer of dirty fuel scrambled during the onset of winter to feed its power system, which had been experiencing shortages. The easing of the power crunch also helped increase demand for copper. Imports of the key industrial metal hit their highest levels since March. Higher imports were likely more driven by the scramble for coal and restocking of iron ore and crude oil than a broader uplift in domestic demand, said Ting Lu, Chief China Economist at Nomura. China posted a trade surplus of $71.72

billion last month, compared with the poll's forecast for a $82.75 billion surplus. China reported an $84.54 billion surplus in October. The data comes a day after China's central bank announced a cut to the amount of cash that banks must hold in reserve, its second such move this year, to bolster slowing economic growth. The country has staged an impressive rebound from the pandemic but there are signs momentum is flagging. Power shortages, regulatory crackdowns and debt troubles in the property sector are weighing on China's recovery. Analysts expect more supportive policy measures in the coming months.

DP World introduces New Weekly Service with Direct Connectivity between India and Far East Establishes direct connec vity from Nhava Sheva and Mundra Terminals

Cont’d. from Pg. 3 The new weekly service will establish direct connectivity to the Far East with the shortest transit time from DP World terminals in Nhava Sheva and Mundra. This will further boost trade between India and the Far East by providing customers with opportunities to grow their business and offer seamless connections to Malaysia and Singapore as an alternative to transhipping at Colombo Port thereby, improving lead time and reducing cost. The service commenced with the maiden call of vessel “ORNELLA” on 4th December 2021 at DP World Nhava Sheva Terminal and on 6th December 2021 at DP World Mundra Terminal. The Weekly SIS will have the shortest transit time of 8 days from Mundra to Singapore, providing great cost benefits to customers. The service port rotation is Singapore – Port Kelang – Nhava Sheva – Mundra – Singapore.
