Adarsh Hegde appointed Managing Director of Gati-KWE Assumes new responsibilities even as he continues to lead Allcargo Logistics as Jt. Managing Director MUMBAI: Mr. Adarsh Hegde, Jt. Managing Director, Allcargo Logistics, has been appointed as the Managing Director of Gati-KWE which is a 70:30 joint venture between Gati Ltd. and Kintetsu World Express (KWE), Japan. Gati-KWE is one of the most important subsidiaries, handling the key business of Gati Ltd., which is the listed company. “I have obser ved Adarsh’s journey of being an outstanding leader who has been spearheading some of our most important business verticals at Allcargo. I have no doubt that he will continue to offer his best to help accelerate the transformation of Gati over the years”, says Shashi Kiran Shetty, Chairman, Allcargo Logistics and Gati Limited. Gati, with its diversified portfolio of businesses in logistics has the potential to further Allcargo’s intent to be among leaders in India’s logistics market. In his role as the Managing Director at Gati-KWE, Mr. Hegde will oversee the strategic and operational aspects of all the businesses and be involved in the implementation

Established in 1989, Gati is the pioneer in India’s express transportation segment and has been one of the largest in this industry.

GENEVA: The WTO now forecasts a 9.2% decline in the volume of world merchandise trade for 2020, followed by a 7.2% rise in 2021 (Chart 1-See Pg. 2). These estimates are subject to an unusually high degree of uncertainty since they depend on the evolution of the pandemic Cont’d. Pg. 2 and Government responses to it.

Export growth can be boosted by addressing policy constraints and glitches: Export-Import Bank of India Cont’d. from Pg. 1 The effects of immediate refund of GST on individual sectors are much larger with exports from the six identified sectors expected to register double-digit growth, it said. “While the Government has been working to identify policies to promote exports and build a better operational environment, there is need for greater focus on monitoring and addressing glitches which prevent the successful implementation of these policies,” said the study titled ‘Domestic Constraints for Exports in Select Sectors’. It also provides certain specific priority areas to focus for each of the identified sectors which are low-hanging fruits for improving the operational efficiency of exporters. Medium to long term interventions for improving the policy landscape for manufacturing and exports have also been recommended. The study analyses current domestic policy constraints faced by Indian exporters in select sectors — gems and jewellery, auto and auto-components, electronics with a focus on mobile phones, textiles and clothing, and pharmaceuticals. It highlights common areas of concern for exporters across various sectors, including the need for direct Government

intervention to reduce costs at ports; attractive production-oriented incentives, particularly in light of the imminent phase-out of Merchandise Exports from India Scheme (MEIS); addressing procedural delays in approvals and refunds as well as custom clearances; expediting GST refunds and duty drawback refunds to improve the manufacturing landscape. The study was released by Minister of Commerce and Industry Piyush Goyal during an interactive webinar organised by Bank on October 3. He highlighted the efforts taken by the Government for incentivising exports, boosting domestic manufacturing and enhancing the competitiveness of Indian exporters. Mr. David Rasquinha, Managing Director of India Export-Import Bank of India said while the pandemic has significantly impacted international trade, it has also brought forth opportunities for countries like India to enhance global value chain integration as major economies seek alternative suppliers to build resilient supply chains. He said the strategies recommended in the study can help encourage foreign investments for global value chain integration and build a competitive and resilient exports sector.

Trade shows signs of rebound from COVID-19, recovery still uncertain Cont’d. from Pg. 1 Current data suggests a projected decline for the current year that is less severe than the 12.9% drop foreseen under the more optimistic of two scenarios outlined in the WTO’s April trade forecast. Strong trade performance in June and July have brought some signs of optimism for overall trade growth in 2020. Trade growth in COVID19 related products was particularly strong in these months, showing trade’s ability to help Governments obtain needed supplies. Conversely, the forecast for next year is more pessimistic than the previous estimate of 21.3% growth, leaving merchandise trade well below its pre-pandemic trend in 2021 (Chart 1). The performance of trade for the year to date exceeded expectations due to a surge in June and July as lockdowns were eased and economic activity accelerated. The pace of expansion could slow sharply once pent up demand is exhausted and business inventories have been replenished. More negative outcomes are possible if there is a resurgence of COVID 19 in the fourth quarter. In contrast to trade, GDP fell more than expected in the first half of 2020, causing forecasts for the year to be downgraded. Consensus estimates now put the decline in world market-weighted GDP in 2020 at -4.8% compared to 2.5% under the more optimistic scenario outlined in the WTO’s April forecast. GDP growth is expected to pick up to 4.9% in 2021, but this is highly dependent on policy measures and on the severity of the disease (Table 1). Chart 1 – World merchandise trade volume, 2000 2021

Note: Figures for 2020 and 2021 are projections. As previously noted in the forecast update of 22 June, a weak trade recovery that fails to return trade to the pre-pandemic trend was a distinct possibility. This would result in merchandise trade growth of around 5% next year, rather than 20% in the case of a rapid return to the previous trajectory. The current trade forecast of 7.2% for 2021 appears to be closer to the “weak recovery” scenario than to a “quick return to trend”. Although the trade decline during the COVID-19 pandemic is similar in magnitude to the global financial crisis of 2008-09, the economic context is very different. The contraction in GDP has been much stronger in the current recession while the fall in trade has been more moderate. As a result, the volume of world merchandise trade is only expected to decline around twice as much as world GDP at market exchange rates, rather than six times as much during the 2009 collapse. This divergent performance of trade during the COVID-19 outbreak has much to do with the nature of the pandemic and the policies used to combat it. Lockdowns and travel restrictions imposed significant supply-side constraints on national economies, drastically reducing output and employment in sectors that are usually resistant to business cycle fluctuations, particularly non-traded services. At the same time, robust monetary and fiscal policies have propped up

incomes, allowing consumption and imports to rebound once lockdowns were eased. Whether the recovery can be sustained over the medium term will depend on the strength of investment and employment. Both could be undermined if confidence is dented by new outbreaks of COVID-19, which might force governments to impose additional lockdowns. As a result, risks to the forecast are firmly on the downside. There is some limited upside potential if a vaccine or other medical treatments prove to be effective, but their impact would be less immediate. Ballooning public debt could also weigh on trade and GDP growth over the longer term. Although rich countries are unlikely to face sovereign debt crises as a result of fiscal expansion, poorer ones may find their increased debt burdens extremely onerous. Deficit spending could also influence trade balances, reducing national saving and swelling trade deficits in some countries. “The incidence of COVID-19 worldwide has fallen from its peak in the spring, but it remains stubbornly high in many areas. Trade has played a critical role in responding to the pandemic, allowing countries to secure access to vital food and medical supplies. Trade has also facilitated new ways of working during the crisis through the provision of traded IT products and services. One of the greatest risks for the global economy in the aftermath of the pandemic would be a descent into protectionism. International cooperation is essential as we move forward, and the WTO is the ideal forum to resolve any outstanding trade issues stemming from the crisis,” Deputy Director-General Yi Xiaozhun said. As Table 1 shows, all regions are expected to see big percentage increases in export and import volumes in 2021, but it should be noted that this growth will be off of a reduced base. Thus, even large percentage changes may not translate into better material conditions. For example, imports into Asia and South America are both expected to grow by 6.2% and 6.5% respectively next year, but Asia’s rise would follow on a modest 4.4% decline this year while South America’s would be on top of a steep 13.5% plunge in 2020. In this case Asia’s imports would have substantially recovered while South America’s trade would still be deeply depressed.

Container availability a challenge for Export sector currently: President FIEO NEW DELHI: Non-Availability of Containers for the Export Sector is posing a serious concern for meeting deliver y commitments of foreign buyers. This was stated by Mr Sharad Kumar Saraf, President, FIEO. He said that from the last couple of months, in spite of offering space for three to four weeks ahead, shipping lines are shutting out the containers abruptly giving reasons that the vessels are full. FIEO President further mentioned that the Sea freights have also started increasing gradually since July and all

the shipping lines have increased the freights by 20% to 40% depending on the destinations. He said that there is a need for a regulatory agency for the shipping sector and we expect that the proposed National Logistics Efficiency Advancement Predictability and Safety (NLEAPS) Act would be formulated and implemented soon to protect the Export Import sector from such sudden and abrupt changes. Mr Saraf further stated that exports have started picking up and our merchandise exports turned positive

for the first time in the last seven months registering a growth of about 5.3% in the month of September, 2020. Therefore, this important component of export logistics needs immediate attention else our exporters would not be able to capitalize on the new opportunities. FIEO Chief also advocated that the Government order to pay Terminal Handling Charges to Ports directly, may be implemented across ports as it will bring down logistics costs for the export sector and make them more competitive.

High exports can be achieved if domestic taxes don’t increase shipment cost : EEPC India KOLKATA: EEPC India has said that India can achieve a higher exports target only if domestic taxes do not get added to the costs of shipments. Lauding Commerce and Industry Minister Piyush Goyal for calling for an aspirational export target of $1 trillion, EEPC India Chairman Mahesh Desai said: “We would only need an enabling environment where domestic taxes are not exported and high costs of

transactions in the form of inadequate infrastructure are reduced.” He pointed out that exporters were only partly compensated for the domestic taxes, while they continue to incur high costs of infrastructure. Desai cited a recent study that stated that immediate refunds of the GST can itself add to exports by 7 percentage points and overall GDP by two percentage points.

Likewise, the same study underscored the need for reduction of costs and streamlining of procedures at the ports, along with quicker cargo clearances by the customs authorities. Desai said in a highly competitive international markets, quality and cost competitiveness would be an important differentiators. In addition, he called for greater government support, especially during the Covid-19 pandemic.

ICRA maintains Negative outlook on domestic road transportation sector; revenues expected to contract by 18-20% in FY2021 MUMBAI: The covid-19 pandemic i n d u c e d lockdown coupled with other restrictive measures to contain the disease have adversely impacted the prospects of the Indian logistics sector, especially the road freight transportation movement. The extended nation-wide lockdown for the major part of Q1 FY2021 paralyzed economic activity and thereby the freight availability also moderated significantly. This coupled with restrictions on cross-border movement, shortage in availability of drivers and manpower due to largescale migration and lack of availability of return load, significantly impacted the road logistics sector during the first quarter. The impact was more visible on players operating on an assetheavy model, due to high fixed costs for owned assets, while asset-light players fared relatively better. This decline was also corroborated by the generation of E-way bills, which contracted by 49% during the quarter. In addition to the impact on the road

logistics sector, the macroeconomic slowdown and lockdown also had a bearing on the rail and seaways freight traffic that primarily comprises of bulk commodities like coal, cement, iron ore and crude oil with volumes contracting by 21.3% and 19.7% Y-o-Y, respectively. With the economy gradually opening up during unlock phases and industrial, manufacturing and construction activities resuming, freight activity too has also been gradually reviving. The latest E-way bill and Fastag data indicates that freight volumes have recovered sequentially and improved to 87% of pre-covid levels (for E-way bills) and 95% of pre-covid levels (for Fastag) by August 2020. This has potential to increase further going forward as the country gears up for the upcoming festive season. As per ICRA note, growth over the near term is expected to be driven by specific segments like e-commerce, as the trend in online purchases and deliveries have picked up substantially post the lockdown. Similarly, the automotive sector has also been picking up. The rural uptick has also augured well for movement of agricultural and allied produce. However, other segments like capital goods continue to remain subdued though.

While the revenues and profitability in Q2 FY2021 would have revived from the troughs witnessed in Q1 FY2021, given ongoing intermittent lockdowns in various parts of the country and continued rapid spread of the pandemic constraining the pace of recovery in industrial activity, the logistic sector (including warehousing segment) is also likely to witness a gradual roadmap to recovery. For the full year, FY2021, ICRA expects the revenue of its sample to decline by 18-20% Y-o-Y, in the backdrop of 11.0% contraction in GDP. Over the medium term, the sector is likely to witness some consolidation trends, given the rising pressure on viability of small fleet operators. A d d i t i o n a l l y, p l a y e r s o f f e r i n g multimodal services have been better placed to service their customers during this period, given their flexibility to use modes like railways and coastal, which were relatively less impacted by the lockdown. Accordingly, multimodal offerings are expected to gain increased acceptance and traction going forward as well. Given these factors, and the relatively higher financial flexibility available to large organized players vis-à-vis their smaller counterparts, there is potential for increased formalization in the sector going forward.

DGS ORDER 29 OF 2020 Sub. : Reduction in Approved Sea-going Service for appearing MEO Class-I grade CoC Examination - European Maritime Safety Agency Audit — Removal of ‘pro-rata' reference from rule 37 (2) (b) of Merchant Shipping (STCW) Rules, 2014. The European Maritime Safety Agency (EMSA) audits various Maritime Administrations to verify the compliance and implementation of the provisions of STCW Convention to ensure uniform standards amongst the seafarers employed on European flagged vessels. 2. Whereas the Directorate General of Shipping (DGS), to continue its policy to enhance employment opportunities for Indian seafarers, offers its system comprising Training, Assessment, Examination and Certification under STCW Convention for EMSA audit. 3. Whereas during the EMSA audit conducted in the year 2019, it was pointed out that the verbatim "pro-rata" stated in Rule 37 (2) (b) of Merchant Shipping (STCW) Rules, 2014 is not in line with Section 2.1.1.2 of Regulation III/2 of Chapter III of STCW, 1978, as amended leading to misinterpretation in implementing the requirement of STCW 2010 amendment. 4. Whereas the aforesaid "pro-rata" provision is included in MS (STCW) Rules, 2014, for the reasons that the STCW Convention is silent on pro-rata provision and no-where it states that the Administration cannot give benefit of reduction in approved sea going service to seafarers who have completed less than 12 months' sea going service as second engineer officer and also due to the fact that 6 months reduction only is allowed in approved sea going service as against the provision of 12 months reduction in STCW Convention. 5. Notwithstanding the foregoing, there is a need to address the aforesaid EMSA finding for the continued recognition of the Indian Certificate of Competency by the European countries. Unless, it is addressed, it may impact the employment opportunities of Indian chief engineer officers on European flag vessels. 6. Therefore upon reviewing the suggestions to address the observations of EMSA Audit and to ensure no difficulties are being faced by Indian seafarers on ships flagged in Maritime Nations of European Union, the Director General of Shipping in exercise of the power under section 456 of the Merchant Shipping Act 1958, as amended and read with the Rule 74 (1) of MS (STCW) Rules, 2014, has decided to delete the word "pro-rata" from Rule 37 (2) (b) of said Rules. Consequently, the word pro-rata is omitted from the rule 37 (2) (b) of MS (STCW) Rules, 2014 and also from other various Circlers viz Engineering circular no, 07/2018, Training circular No 14 of 2012 issued on 06.03.2012 & its corrigendum issued on 28.03.2012 and In TEAP manual (Chap. 111/17, 111/19, 111/50 and 111/51), etc. Henceforth, no reduction in Approved Sea Going service is to be granted to candidates intending to appear in MEO Class I grade CoC examination if they have not completed minimum 12 months of sea going service as second engineer officer while holding MEO Class II grade CoC. It has also been decided to reduce the Approved Sea Going service from 36 months to 24 months instead of 30 months to align with STCW provisions. Accordingly, the rule 37(2) (b) is to be read as — "have approved sea-going service as Engineer Officer in Charge of an Engineering Watch on ships of 750 kW or more for a period of not less than thirty six months which shall include not less than twelve months as holder of certificate of competency as provided under clause (a): Provided that the period of thirty six months shall be reduced to twenty four months, if twelve months of such seagoing service has been served as second engineer officer on a sea-going ship powered by main propulsion machinery of 3,000 kW propulsion power or more" 7. PUBLIC NOTICE NO. 128/2020 Sub. :Procedure of movement of goods under TIR Carnets-reg Attention of the Importers, Exporters, General Trade and all other stakeholders is invited to PN No. 153/2018 dt, 06.12.2018 issued by the Commissioner of Customs, JNCH read with Central Board of Indirect Taxes & Customs Circular No. 48/2018-Customs dt.03.12.2018 on the above mentioned subject. 2. The Customs Convention on International Transport of Goods under Cover of TIR Carnets, 1975 (TIR Convention or the Convention) (https://www.unece.org/tir/welcome.html) is an international transit system under the auspices of the United Nations Economic Commission for Europe (UNECE). The Convention applies to the transport of goods without intermediate reloading, in road vehicles, combinations of vehicles or in containers, across one or more borders, between a Customs office of departure of one Contracting Party and a Customs office of destination of another or of the same Contracting Party, provided that some portion of the journey between the beginning and the end of the TIR transport is made by road. 3. The TIR system significantly reduces the time and cost required for customs transit. At the same time the system minimizes the need for physical inspections in countries of transit involving significant time and cost, other than checking seals and external conditions of the load compartment or container. It also dispenses with the need to operate national guarantees and to use national declaration systems. Further details of TIR have been laid down in aforesaid mentioned PN No 153/2018 dt. 06.12.2018 and CBIC Circular No. 48/2018-Customs dt. 03.12.2018. This PN deals with the procedure/SOP for TIR Carnet processing at JNCH. 4. The TIR Carnet is a convention document which shall be considered as a separate procedure for transporting the goods from one country to another, whatever the case may be. For the import or export of goods under TIR Carnet system, the Customs formalities related to assessment/examination, filing of SB/BE etc. shall be carried out in the same manner as for regular import/export as per the rules and regulations laid down in the Customs Act, 1962 or any other law forthetime being in force. 5. The TIR Carnet document contains the following pages: a. TIR Carnet Cover Page (Carnet Holder document) b. Yellow Non-Customs Goods Manifest (Carnet Holder document) c. 3 Pairs of white/green Vouchers with counterfoils c.1 White vouchers (voucher no. 1) for customs entry purpose c.2 Green vouchers (voucher no. 2) for customs exit purpose d. Certified Report (to be filled only in case of accidents or seal temper) e. Back Cover with tear-off slip 5.1 Each TIR operation requires the use of one pair of vouchers (1 White, 1 green). Each TIR operation means the entry of Carnet in a country and exit of Carnet from the same country. 5.2 It shall be the responsibility of the holder of the Carnet or the National-Guaranteeing Association (NGA) to fill the details on TIR Carnet Cover page on issuance and before the start of transport of goods. 5.3 Fields 02-15 in 'Yellow Non-Customs Goods Manifest' page shall be filled by the holder of the Carnet. The holder of the Carnet shall fill all such details legibly on all vouchers of the TIR Carnet, even if the vouchers may not be used. (Holder's details must also be put in field 5 of the certified report). 5.4 No erasures or over-writing shall be made on the TIR Carnet. Mistakes should be crossed-out and corrections added (which have to be endorsed by the Customs authorities). 5.5 TIR Carnet used for a combination of vehicles/containers: Content of each vehicle or container shall be indicated separately preceded by the registration number. 5.6 Dates entered in the TIR Carnet should conform to the following format (dd/mm/yyyy). 5.7 Counterfoil in each Voucher shall always remain in the TIR Carnet and shall not be removed or torn away by any member involved in the processing of TIR Carnet. 6. UB Centre, JNCH has been nominated as a nodal Section to handle the processing of the TIR Carnet in JNCH. DC/ UB Centre shall be the custodian of the login id/pwd from the IRU/FICCI authorities for initiating, processing or terminating the TIR Carnet on the physical documents as well as in the TIR EPD System after logging into https://tircustomsportal.iru.org/customs-portal/app/#/login and fill the details as per the data fields therein. 7. The DC, UB Centre shall designate the Superintendent posted in UB Centre to ensure the smooth and early processing of TIR Carnet. The Officer-in-charge shall maintain the records of all the TIR Carnet in a separate register for record keeping. The particular stamp, assigned for the purpose of TIR Carnet, shall only be used for the purpose of processing of TIR Carnet in JNCH. 8. The following standard procedure is to be followed at INCH while processing TIR Carnet by the Custom Officer: 8.1 For exports where S/B filed at JNCH & port of exit/departure is Nhava Sheva: 8.1.1 The holder of TIR or the Authorised Representative, as the case may be, shall approach the office of UB Centre and present the Original TIR Carnet and its relevant documents such as LEO, S/B and examination report etc. for the goods which are meant for transit through TIR. 8.1.2 Upon receiving the TIR Carnet, the officer-in-charge shall verify that the goods mentioned in the TIR Carnet (goods manifest) conform to the S/B, LEO and report given by the Docks officer. The officer must verify, interalia, the validity of the TIR Carnet (as indicated in Field 1 of the TIR Carnet cover page) and its approval by the issuing NGA (as indicated in Field 2-5 of the TIR Carnet cover page). 8.1.3 The Superintendent must fill the details of S/B no., seal no. (field-16), Date (dd/mm/yyyy), stamp & signature of Customs office (field-17) of every voucher in the TIR Carnet on the basis of the shipping bill and other documents presented by the Carnet Holder. 8.1.4 The relevant details as required in fields (18-23) in Voucher No. 1 shall be filled by the officer-in-charge. The same details shall also be filled in fields (18-23) in Voucher No. 2 of the same TIR. 8.1.5 The officer shall make acknowledgment in Counterfoil attached to the Voucher no. 1. This counterfoil shall not be removed or torn away and shall always remain in TIR Carnet. 8.1.6 The Voucher No. 1 filled above shall be detached and retained by the office of the UB Centre and TIR Carnet/ document shall be returned to the holder of the CARNET or its authorised representative. 8.1.7 DC/UB Centre shall make necessary entries in the TIR EPD system after logging into https://tircustomsportal.iru.org/ customs-portal/app/#/login and fill the details as per the data fields therein. After completion of the entries, printout of the TIR EPD details shall be generated from the system and provided to holder of the Carnet for their records. 8.1.8 The Officer-in-charge shall maintain the entries of the TIR Carnet in a separate register and shall keep all relevant records in a box file for future reference. 8.2 For exports where S/B is filed at other than JNCH and port of exit is Nhava Sheva: 8.2.1 For exports wherein NhavaSheva is a port of exit but the goods emanated from any ICD/other Custom Location in India, the formalities of TIR Carnet procedure in physical documents as well as TIR EPD system shall be the responsibility of the respective Custom Station. 8.2.2 The officer at the LEO granting ICD/other Custom Location, on the basis of the exit port endorsement/EGM Gateway copy, shall fill details in Field (24-28) in Voucher No. 2, details in respective acknowledgment and, accordingly, complete the TIR Carnet procedure in physical documents as well as in TIR EPD System. 8.3 For the goods which are in transit through India and port of entry is Nhava Sheva: 8.3.1 The holder of TIR or the Authorised Representative, as the case may be, shall approach the office of UB Centre and present the Original TIR Carnet. 8.3.2 The officer-in-charge in UB Centre shall follow the steps as described in para 8.1.4 to 8.1.8 above and, accordingly, fill the relevant details in the TIR Carnet on the basis of the transhipment permit endorsed by the gate officer after checking the relevant details such as container numbers and seals. 8.4 For the goods which are in transit through India and port of exit is Nhava Sheva: 8.4.1 The holder of TIR or the Authorised Representative, as the case may be, shall approach the Port Gate Officer (Preventive Officer) and present the original TIR Carnet for the goods which are meant for transit through TIR. 8.4.2 The Gate officer shall verify that the container number and seals are intact. He/she shall verify that field 6 of counterfoil of the voucher No.1 has been stamped by the office of the Custom location in India whereby the goods in TIR Carnet have entered in India. Thereafter, the officer shall make an endorsement for the intactness of the seal on the photocopy of the TIR Carnet. 8.4.3 In case Field 6 of the counterfoil of the voucher No.1 is not stamped or if seal is not found to be intact or found to be tampered, the gate officer shall inform DC/Boarding and DC/UB Centre, JNCH and the original Carnet alongwith other documents shall be handed over to the office of the UB/Centre, JNCH. 8.4.4 The holder of TIR or the Authorised Representative, as the case may be, shall approach the Office of UB Centre, JNCH and shall present the original TIR Carnet alongwith endorsement given by the Port Gate Officer and other relevant documents. 8.4.5 The Officer-in-Charge at UB Centre shall accordingly fill the details in fields (24ÂŹ28) of the voucher No. 2 and also make an acknowledgement in the counterfoil. This counterfoil shall not be removed or torn away and shall always remain in TIR Carnet. 8.4.6 In case Field 6 of the counterfoil of the voucher No.1 is not stamped, the Carnet must not be accepted and the office of the Custom Location in India whereby the goods in TIR Carnet have entered in India shall be informed. Further, the TIR Carnet shall be returned to the TIR holder to obtain necessary stamping. 8.4.7 In case, seal is not found to be intact or found to be tampered, the officer shall re-examine the goods on the basis of documents submitted and make observations in the TIR Carnet in field 27 of the Voucher No.2. 8.4.8 The Voucher No. 2 filled above shall be detached and retained by the office of the UB Centre and TIR Carnet/ document shall be returned to the holder of the CARNET or its authorised representative. 8.4.9 The Officer-in-charge shall send the certificate of endorsement/termination (removable section with fields 18-28) to the Custom Location in India whereby the goods in TIR Carnet have entered in India. 8.4.10 DC/UB Centre shall make necessary entries in the TIR EPD system after logging into https://tircustomsportal.iru.org customs-portal/app/#/login and fill the details as per the data fields therein. The copy of TIR EDP details shall be provided to holder of the Carnet for verification and records. 8.4.11The Officer-in-charge shall maintain the records of the TIR Carnet in a separate register for record keeping. 8.5 For Imports where B/E is filed at JNCH and port of entry as well as TIR termination is Nhava Sheva 8.5.1 The holder of TIR or the Authorised Representative, as the case may be, shall approach the office of UB Centre and produce the Original TIR Carnet and its relevant documents such as B/E copy, Out of Charge copy and examination report etc. for the goods which are meant for clearance for home consumption and have been brought under TIR Carnet. 8.5.2 Upon receiving the TIR Carnet, the officer-in-charge shall verify that the goods mentioned in the TIR Carnet (goods manifest) conform to the B/E, Out of Charge and report given by the Docks officer. 8.5.3 The Officer-in-charge shall follow the steps as described in para 8.1.4 to 8.1.9 and para 8.4.5 and 8.4.8 above and accordingly fill the relevant portion of the Vouchers. 8.5.4 With this, the TIR operation shall be terminated and discharged. 8.6 For Imports where B/E is filed at other than JNCH and port of entry is Nhava Sheva For imports wherein NhavaSheva is a port of entry but the goods are destined to ICD or other port for clearance, such TIR Carnet is destined for an inland Customs Office in India. In such cases, concerned Boarding/Noting Section shall process the transhipment documents (SMTP) as per regular customs process after checking the container seal intact. The formalities of TIR closure or termination in physical documents as well as TIR EPD system shall be the responsibility of the respective Custom Station where the TIR Carnet is destined for in India. 9. In case of accident/irregularity in the course of a TIR transport noticed by the officer-in-charge at UB Centre, JNCH, the relevant fields (1-17) in 'Certified Report' page shall be filled by the officer-in-charge and the copy of the certified report shall be taken by him and records in the register be maintained. Please note that the original certified report shall remain in the TIR Carnet. 10. In case of invalid TIR Carnet, the TIR Carnet shall be retained by the officer and the same shall be brought to the notice of the higher authority. The officer-in-charge shall stamp, sign and remove the tear-off card, give it to the TIR Carnet holder or its authorised representative and retain the TIR Carnet until the closure of the Customs investigation. 11. All the relevant information such as TIR Manual, how to fill TIR Carnet, manual on TIR Customs Portal etc. is readily available at the IRU Website (www.iru.org) and shall be referred to in case of any difficulty faced. 12. In case of any difficulty, the specific issue may be brought to the notice of AC/DC incharge of UB Centre, NS-I (email address : ubc-jnch@gov.in) or AC/DC incharge of Appraising Main(Import), NS-I (email address: appraisingmain.jnch@gov.in). 13. India's rice exports could jump 42% to record highs due to drought in Thailand MUMBAI: India's rice exports in 2020 may rise by nearly 42% from a year ago to record highs because of reduced shipments from rival exporters and a depreciating rupee, industry officials said recently. Higher shipments from India, the world's biggest rice exporter, could cap global prices, reduce the country's bulging inventories and limit Indian state stockpiler purchases from farmers. India's rice exports could jump to

14 million tonnes in 2020, up from last year's 9.9 million tonnes, the lowest in eight years, said B.V. Krishna Rao, President of the Rice Exporters Association. "Thailand's shipments are falling due to the drought. Vietnam is struggling because of lower crop. That share is naturally coming to India," Rao said. Thailand, the world's secondlargest rice exporter, suffered through a drought earlier this year

that has affected the rice crop. Shipments in 2020 could fall to 6.5 million tonnes, the lowest in 20 years. Vietnam, the third-biggest global exporter, has contended with low water levels in the Mekong River Delta, the Countr y's main rice growing region, that has limited supply. India mainly exports non-basmati rice to Bangladesh, Nepal, Benin and Senegal, and premium basmati rice to Iran, Saudi Arabia and Iraq.

Cargo volumes at dozen Major Ports down 14.2% in H1 of FY21 NEW DELHI: India’s dozen Stateowned ports dealt with a mixed 298.550 million tonnes (mt) of cargo throughout the first six months of the present fiscal — 14.27 per cent decrease than the 348.233 mt dealt with throughout the identical interval final 12 months. Iron ore, together with pellets, jumped 33.30 per cent to 33.006 mt throughout the first six months in comparison with final 12 months. Finished and uncooked fertiliser cargo witnessed a rise between April and September registering 3.12 per cent and 24.26 per cent development, respectively to 4.757 mt and 3.473 mt, respectively from 12 months earlier.

NextGen District becomes a hotspot for the circular economy in Port of Antwerp New name and market consultation for former General Motors site ANTWERP: NextGen District is the new name for the former General Motors site in the port area. Port of Antwerp plans to make the 88ha site a hotspot for the circular economy and is therefore launching a new market consultation for potential concession holders. They are searching for players within the circular processing and manufacturing industry who intend to further develop the site in order to contribute to the transition to a climate-neutral society. Hotspot for the circular economy The 88 ha former General Motors site, equivalent to 110 football pitches, is currently being transformed into a new hotspot for the circular economy: NextGen District. This is the new name for the former Churchill Industrial Zone, one of the last remaining available large sites in the port which, thanks to its favourable location close to Europe's largest chemical cluster, offers various opportunities. Port of Antwerp consciously opted to set aside this large area for the circular economy, thereby taking a further step in the transition to a sustainable and climate neutral society. It will also provide opportunities to mayor players and start-ups. NextGen District will be an industrial site where 'end-of-life products' will be given a second or third life, circular carbon solutions will be researched, and experiments will be conducted with renewable energy. The district incorporates a testing ground where startups are given the space to grow further, as well as free-standing plots of various sizes aimed at chemical and industrial players. In order to develop the site as sustainably and optimally as possible, it is currently being examined which services and facilities can be organised collectively. Wanted: innovators in the circular economy For the development of the site, NextGen District is looking for players who want to give a boost to the circular economy. Port of Antwerp is therefore launching a new international market consultation to find investors for the site. This specifically concerns candidates with core activities within the circular processing industry (primarily chemical processes) and the manufacturing industry, with an interest in the energy transition.

In order to effectively realise the sustainable ambitions for the development of NextGen District, candidates will also be assessed on the forward-looking nature of their project, i.e. its innovative value, climate impact and agility. Certain conditions will also be added to the concession agreement of the selected candidates. Transition to a climate-neutral society The NextGen District falls within the sustainable ambition of Port of Antwerp, where the energy transition and the transition to a circular economy is at the top of the list of priorities. Together with industry, efforts will be made to reduce CO2 emissions and the transition to alternative energy sources through ambitious transition projects, such as generating renewable energy, using residual heat, and importing, storing and converting hydrogen into sustainable building blocks for the chemical sector. "If the corona crisis has made one thing clear to us, it is that we only have one choice and that is to build a resilient and sustainable port," explains Jacques Vandermeiren, CEO of Port of Antwerp. "That is why Port of Antwerp wants to continue to play a pioneering role in the transition to a climate-neutral society. The energy transition and the circular economy were at the top of the agenda before the pandemic, and still are today. Port of Antwerp is home to the largest integrated cluster in Europe. We intend to strengthen, anchor and support this cluster in the transition to a carbon-neutral and circular economy. The goal is for NextGen District to become a hub for innovation and cross-fertilization in the circular economy, giving a boost to the new generation". Port alderwoman Annick De Ridder concludes: "With the NextGen District, we are aiming to create numerous new jobs that will further contribute to the sustainable growth of our port. For us, it is essential that new concession holders share and uphold our future and sustainability ambition. This will help strengthen, synergise and diversify the port platform. Moreover, this is the ideal location to accelerate the transition in the Antwerp chemical cluster. As such, we are continuing to focus on the added value of the future and therefore also on our prosperity".

LTD. and Malaysian investors to set up a joint venture depot company named Jambatan Merah Formosa Depot Sdn. Bhd at Port Klang, Malaysia. The opening ceremony was held on October 1st, 2020. The new company will provide inland empty container depot and container maintenance and repair services. Malaysia is the one of largest economies in ASEAN. According to an International Monetary Fund (IMF) report released in June, despite Malaysia’s GDP is projected to contract by 3.8% this year due to COVID-19, however, its GDP growth is expected to resume pre-COVID-19 growth levels in 2021 at 6.3%. The steady economic growth in the country will accelerate local industrial development and further stimulate local demand. The harbor business is one of the most important sectors for development in Malaysia. Port Klang, the largest port in

Malaysia, is also a main calling port of Yang Ming. In light of this, Yang Ming has set up wholly-owned subsidiaries in the country to position itself in the Malaysian transport and logistics market. The setup of Jambatan Merah Formosa Depot Sdn. Bhd, coupled with Yang Ming’s flexible service deployment and cooperative partners’ strengths, will enable the company to further integrate midstream and downstream businesses, and enjoy the advantage of cost reduction and profitability increase. In keeping with the rapid growth of Southeast Asian market and The government’s “New Southbound Policy”, Yang Ming set up a joint venture depot company named PT. FORMOSA SEJATI LOGISTICS in Surabaya, Indonesia in 2018, and continued to extend its investment territory in Southeast Asia by establishing Jambatan Merah Formosa Depot Sdn. Bhd this year. Looking into the future, Yang Ming will continue to look for cross-sector collaboration opportunities to enhance its competitiveness and service quality in the Southeast Asia market.

Transpacific Box capacity slated for ‘unprecedented’ increase in Golden Week period : Sea-Intelligence LONDON: Container shipping’s transpacific trade is seeing an “unprecedented” increase in capacity during the Golden Week period, according to analyst Sea-Intelligence. Alan Murphy, CEO of Sea-Intelligence, noted there was a “startling difference” in the offered capacity for the week 40-43 Golden Week period based on what was announced in week 37 (7 September) and in week 40 (28 September). On the Asia-North America West Coast, based on the schedules published in week 37, capacity in weeks 40-43 is slated to be up by 9.5% year-on-year, while based on the latest schedules published in week 40, capacity is slated to be up by a staggering 26.6%. This corresponds to a reduction in blanked capacity from 8.7% to 3.9%. On the Asia-North America East Coast, offered capacity is

expected to be up by 30.2% year-on-year, rising from 12.1% that was scheduled in week 37. This will reduce blanked capacity from 10.2% to 3%. Looking at the Asia-Europe trade, the difference was “relatively smaller but still significant”, Murphy noted. The offered capacity in week 40-43 on Asia-North Europe is now up from 5.8% year-on-year to 13.8% based on the week 40 schedules, and the Golden Week period capacity reduction now slated to be 18.9% instead of 23.1%. “On Asia-Mediterranean, offered capacity was slated to contract by 1.4% year-on-year based on schedules published in week 37, but is now slated to grow by 6.5%. In terms of capacity reductions, 19.6% is now slated to be removed instead of 20.8% as scheduled in week 37,” Murphy said.
