India's Logistics Trade increases with Sri Lankan crisis MUMBAI: The Sri Lankan financial and fuel crisis could prove to be a windfall for India's global trade logistics with Indian ports already starting to benefit from the disruptions in Colombo. The Port of Mundra, because of huge demand, is emerging as the costliest port containers for the first time this year. In April, it was the third most expensive port. Increase in container demand and higher traffic are the major factors contributing to the average container price at Mundra shooting up in May to US$2,489 per TEU. "Due to the Colombo crisis, more and more transshipment containers have been directed to the ports in India," said Christian Roeloffs, Founder and CEO of Container xChange, a logistics tech company that offers a container trading and leasing platform.

Po r t s i n S o u t h I n d i a h a v e gradually started expanding their capacity to handle increased cargo traffic owing to the continuing crisis in Sri Lanka, he said. Another key indication is the rise in Container Availability Index (CAx) values at Nhava Sheva from 0.73 in week 21 (last week of May) to 0.76 in week 22. In the following weeks, the CAx is expected to flit between these two numbers. CAx values of over 0.5 mean that more shipping containers are entering the Indian ports, and there is less demand for export boxes. Amid the tensions in Sri Lanka, the Indian subcontinent's dependence on the Port of Colombo is also being highlighted. Around three million TEU export-import cargo is routed from India via Colombo port every year. Thus, it handles around 50 per cent of Indian transshipment cargo.

Said CareEdge Ratings Executive Arunava Paul: "Initial estimates suggest that 50,000-70,000 TEU of export-import cargo are expected to be diverted to Indian ports during the April-June quarter of 2022. However, this is minuscule and constitutes only two per cent of the total transshipment cargo routed from India. "Intermittent operational disruptions in Colombo Port have increased the turnaround time for vessels. However, the vessels which cannot wait are only being diverted to Indian ports. The total volume diverted is not very meaningful as compared to overall transshipment cargo volume. “Overall volume at Colombo Port is not impacted much. But if the disruptions continue for long, it may benefit Southern ports and also the Mundra Port, which has deeper draft and mechanised cargo handling for faster turnaround of vessels."

Agricultural Exports touching Rs. 3.75 lakh crore a good sign – Narendra Singh Tomar NEW DELHI: The Union Agriculture and Farmers Welfare Minister Shri Narendra Singh Tomar virtually inaugurated the joint conference of the Indian Council for Research on International Economic Relations (ICRIER) and National Stock Exchange (NSE) from Gwalior. On this occasion, Shri Tomar said that as a result of the hard work of farmer brothers and sisters and farmer friendly policies of the Government, today India stands among the top two producers in the world in terms of most agricultural products. He said that India’s organic products are in demand across the world and despite the adverse conditions like corona epidemic, agricultural exports from India touching Rs. 3.75 lakh crores is a

good sign. In such a scenario, we must sustain the quality of our agricultural products and ensure it meets the global standards. “Our agriculture sector is very strong, which stands tall even in adverse conditions. Recently, even during the Covid crisis, when the whole world had almost come to a standstill, then despite the lockdown, all agricultural activities like sowing, harvesting, marketing etc. continued uninterrupted. Indian agriculture sector is vast and a majority of our population depends on agriculture, so necessary changes have been made by the Government for its progress and scholars also keep supporting the Government through their suggestions, all of which will benefit

the agriculture sector. Several initiatives have been taken under the leadership of Prime Minister Shri Narendra Modi in the last 8 years for the development and management of agriculture. One thousand mandis across the country have been linked with the National Agricultural Market (e-NAM) and the process is on to connect the remaining mandis. Efforts have been made by the Central Government to enable farmers to get remunerative prices for their produce and to adopt technology in agriculture,” he said. Shri Tomar said that the work of setting up 10,000 Farmers Producer Organizations (FPOs) has started in the country with an expenditure of Rs 6,865 crore.

Exporters' order books begin to shrink due to low demand NEW DELHI: Order books of Indian exporters have begun shrinking as inventories pile up in key export destinations on low demand. Order books have shrunk 15-20% for leather and footwear, while in yarn, volumes have witnessed a sharp 70% fall. High inflation in the US and the EU slowed take off for cotton yarn, ready-made garments, leather goods and handicrafts, impacting the pace of India's exports in June, which rose 16.8% on-year at $37.9 billion, slower than 20.5% in May. "The clients in the US are doing cautious buying as their budgets are

tight due to high interest rates. While orders had increased last two years, we expect a 15-20% decline now," said Rafeeque Ahmed, Chairman of Farida Group, one of India's largest shoe manufacturers and exporters, which is a vendor to overseas firms such as Adidas, Clarks, Marks & Spencer, Debenhams and Bally Shoes. Exports of yarn, fabric, madeups and handloom products have shrunk 22.54% in June. Slow retail sales in the US and the EU have delayed the orders for readymade garments while yarn exports have come to a standstill, exporters said.

Industry representatives said that the pressure on order books due to lower demand will also compress prices in the future. As per Rakesh Kumar, Director General, Export Promotion Council for Handicrafts, overbuying has happened in the US and the EU because of clubbing of containers at the buyers' ports earlier this year. "There are excess quantities and orders are slow but we expect them to recover in the coming quarters. Demand from Eastern Europe, Latin America and Middle East is likely and the FTAs with the UAE and Australia will benefit us," Kumar said.

MoPSW Officials proposes Coastal routes to move coal NEW DELHI: Government is evaluating alternative routes for moving coal produced in eastern India, primarily from the fields of South Eastern Coalfields Ltd (SECL) and Mahanadi Coalfields Ltd (MCL). These discussions on rationalising the coal movement have been taking place over the last 15 days. Shipping Ministr y officials said Coastal Shipping routes have been proposed to ease the congestion on railway lines and rake shortages during peak demand seasons. According to officials, the movement of coal from Paradip to other ports along the Eastern coast is

feasible considering the vacant capacity at ports in the region and proximity to power plants in Southern India. A longer route of moving coal from eastern India to Gujarat is also being considered. This route was proposed by an Asian Development Bank (ADB) study commissioned by the Centre. According to ADB’s estimates, certain thermal power plants have existing linkages with SECL, which is about 600 km from Paradip Port. Shifting the linkage from SECL to MCL will reduce the first mile distance by 200 km from mine to load port. It will also reduce the total cost of coastal shipping, which will

be lower than current rail cost from SECL. These changes can lower the cost of moving coal from east India to Gujarat Urja Vikas Nigam Ltd’s Wanakbori power plant by Rs 200 per tonne. “ S i m i l a r l y, o t h e r G u j a r a t / Maharashtra-based power plants in Gandhinagar, Ukai, Dhanau that have SECL linkages, can be evaluated for shift to MCL by adopting rail-sea-rail route,” the ADB study said. Shipping Ministry officials said domestic ports are operating at around 50% capacity, and can easily go up to 75%.

Commerce Minister reviews progress of PM GatiShakti to fast track implementation process Cont’d. from Pg. 3 Commerce and Industry Minister, Shri Piyush Goyal, chaired a review meeting of the PM GatiShakti here. The meeting deliberated the progress achieved so far and saw participation of various senior officials from M/o Railways, MoRTH, MoPSW, D/o Food & PDS, M/o Coal, M/o Steel, D / o Fe r t i l i z e r s , D o T, M / o Ru r a l Development, and BISAG-N (Bhaskaracharya National Institute for Space Applications and Geoinformatics). The meeting reviewed the status of the National Master Plan since its launch on October 13, 2021 and discussed plans for faster integration of data into the portal. With over 900 data layers updated by Central Ministries and 316 essential layers by States/UTs, the meeting took note of various Ministries/Departments using the same to share their proposed projects after having been mapped and aligned digitally. Speaking on the occasion, Shri Piyush Goyal said that under the PM GatiShakti’s transformative approach, the Government is committed to resolve user issues by

overcoming various departmental silos. He added that its role through the National Master Plan and the Institutional Framework is essential to lay down the stepping stones to India’s Multimodal infrastructure network. The meeting also acknowledged the progress made on State-level institutional a r r a n g e m e n t s . T h e S e c r e t a r y, Shri Anurag Jain, DPIIT informed that along with a functioning Empowered Group of Secretaries in 32 States/UTs, 29 among them have also been able to formulate their Network Planning Group and Technical Support Unit. The Special Secretary, Amrit Lal Meena, DPIIT, also highlighted the role that the National Master Plan has been playing in Inter-Ministerial planning and coordination. He shared that, with portals for Central and State Ministries now fully functional, all essential data layers have been uploaded to enable infrastructure Ministries/Departments extensively utilise the National Master Plan for all pending and future projects. He highlighted the case of the Taranga hill- Ambaji-Abu Road Broad Gauge New Railway Line which had stalled its pre-alignment for nearly 6 months due to the lack of khasra data, field survey on

forest and wildlife sanctuary and no visibility of intersection with mining areas. It was completed in just 7 days using the National Master Plan. Senior official representing the MoRTH also shared that the pre-alignment of 5 Greenfield Corridors were fast-tracked using the National Master Plan. The meeting deliberated over releasing the National Master Plan in public domain. Senior officials informed that guidelines for the release are a l r e a d y u n d e r w a y. T h e m e e t i n g particularly emphasised the role that the National Master Plan could play in decision-making for the social sector. The Special Secretary, informed that few States/UTs have already been doing the same. As an approach towards integrated planning and coordination, the meeting applauded the recently operationalized GatiShakti Sanchar portal by the DoT. Since its launch, the portal has been able to reduce pendency, thus leading to faster implementation of projects. Senior officials from the M/o Steel also shared the launch of a mobile app under the National Master Plan for geotagging infrastructure and resolving geolocation availability issues.

Faceless Customs: Importers can raise grievance online anonymously Cont’d. from Pg. 3 This is a part of the faceless assessment and will resolve the grievances in a time bound manner. The Bill of Entr y is a legal document filed by importers or Customs clearance agents on or before the ar rival of imported goods. It is submitted to the Customs authority for clearance procedure. “The delay in clearance would subsequently be escalated to the concer ned Faceless Assessment Officers,” the advisory said. It added that the facility shall also enable users to track the status of grievances submitted by them till

the eventual resolution. Registered users will have to contact the ICEGATE Helpdesk team on the toll-free number 1800-3010-1000 to avail of the functionality of Anonymised Escalation Mechanism. They can track the action on their complaint by providing their ICEGATE ID or either Bill of Entry details, including BE number, BE date, and port code or grievance number. Businesses had complained of delay in the bill of entry clearance, causing them a lot of difficulties. In another move the Goods and Services Tax (GST) Network has also

enabled the facility to withdraw the refund application on the GST Portal, in case there is a mistake in the applications while claiming the refund. Officials say the new facility will reduce the chances of rejection of refund by the GST department on the ground of clerical errors and will reduce the chance of any litigation. In case of noticing any mistakes in the application, the users can now withdraw the application simply by filing Form RFD-01W on the portal and thereafter file the corrected refund application immediately for quick processing.

HMM attains ISO 45001 for Occupational Safety and Health management SEOUL: HMM announced that it has acquired ISO 45001, internationally-recognized certification in the field of safety and health management, from the Korean Register (KR). ISO 45001 is the first international standard for safety and health management systems, established in 2018 by the International Organization for Standardization (ISO). HMM has demonstrated its comprehensive efforts and organizational capabilities by preventing risk factors and industrial accidents in the workplace. HMM has formed a dedicated team since January 2022 to implement safety and health management policies and establish the related systems. It has developed safety and health management manuals and has conducted an occupational risk assessment. The ISO 45001 standard also required HMM to train corporate safety managers and perform internal audits and monitoring. “The achievement of the ISO 45001 certification is a significant milestone on the pathway to sustainable growth, while at the same time fulfilling a social responsibility",

OOCL reports record Q2 revenues despite volumes drop HONG KONG: Container line OOCL reported record revenues of $5.29bn in the second quarter of 2022 despite a drop in volumes. O O C L’ s p a r e n t c o m p a n y O r i e n t O v e r s e a s (International) Ltd (OOIL) reported that revenues for the Container Line were up 52.4% in Q2 2022 on the same period a year earlier. “This record result was achieved despite severe

congestion around the network, which drove down liftings by 5.6% and loadable capacity by 6.1%,” OOIL said. Revenue per TEU was up 61.5% in Q2 this year compared to the same quarter in 2021 while the load factor was up 0.5%. For the first half of 2022 total revenues were up 61% yearon-year, while average revenues per TEU were up 74%. The Q2 figures from OOCL underscore that container lines have been able lock in higher rates on long term contracts guaranteeing much higher earnings will continue in 2022.

Trailer operators’ strike brings container movement to a standstill at Chennai, Kamarajar and Katupalli Ports CHENNAI: Container movement has come to a standstill over the last three days due to the strike called by trailer operators, plying nearly 4,000 vehicles at the Ports of Chennai, Kamarajar at Ennore and Adani at Katupalli. This has left around 8,000 import boxes stranded at the ports, said multiple sources. The export containers are stranded at many places and missing vessels have a big impact. Cargo such as pharma, medicine and automobile spares are stuck in ports and container freight stations (CFS), said a port user. Delivery of Direct Port Delivery and CFS-bound containers have been impacted. Exports coming to the port to connect planned vessels are also impacted due to the strike, said an official at the Katupalli Port. The trailer operators are seeking a revision in transport rates for intracity movement. “We have asked for an 80 per cent increase in the rates,” said SR Raja of the Trailer Owners’ Association. The National Association of Container Freight Station (NACFS) is not agreeing to this, he added. Raja said a revision was sought using the base rate of 2014. While the price of all transport related items and diesel has gone up, the freight rate for transport of cargo / containers has remained stagnant for eight years.

Their efforts to reach out to the stakeholders – CFS, shipping lines, Customs brokers, importers, exporters and others – have failed amidst a reluctance among the stakeholders to meet and discuss their concerns. Left with no option and the spiralling cost of transport operations, supply of vehicles for cargo movement from and to the ports has been stopped. However, an NACFS official said the steep increase was not warranted as there is already an escalation in rates. The cost of moving containers in Chennai was almost double that in Nhava Sheva Port, he said. For instance, the cost of moving a 20-ft container over 20 km is Rs 2,400 in Nhava Sheva, while it is Rs 4,000 for the same distance in Chennai. Goa Chamber of Commerce and Industry (GCCI) has recommended market linkages that will enable farmers and food processing units to contribute to Goan agri-export. GCCI had organised a stakeholders’ consultation along with the Directorate General of Foreign Trade (DGFT) and State Government to see how export hubs can be created in each district.

While speaking about Goa’s AgriExport policy, Director General of GCCI, Sanjay Amonkar pointed out that the policy needs to address the allied sectors such as fisheries and animal husbandry in the policy as there is huge potential in marine exports. “The consultation suggested that the marine sector needs many infrastructural improvements as it is one of the prime exporting sector of Goa,” said GCCI in a statement. “There was also a request for state of the art lab testing facilities, phytosanitary measures to be established in Goa which will save time and cost of exports as currently testing has to be done from outside the State.”

At the meeting, GCCI once again pressed for a local DGFT office or support from local government in setting up a Directorate of Exports headed by an IAS officer. As the director for exports, the IAS officer should be given the authority to solve issues of exporters, developing market linkages and hand-holding aspiring exporters. Directorate of I n d u s t r i e s , Tr a d e & C o m m e r c e functional manager Himanshu Patnekar gave a detailed presentation on export initiatives by the through notified export strategy for the state developed in collaboration with Federation of Indian Export Organisations.

Government puts in place new approval framework for wheat our exports NEW DELHI: After banning wheat exports in May, the Government has decided to put in place a new approval framework for outbound shipments of wheat flour. Exporters of wheat flour would now need approval of the inter-ministerial committee for shipments of atta. The

new requirement will be applicable from July 12. "Export policy of wheat flour (atta) remains free but export shall be subject to recommendation of inter-ministerial committee on export of wheat," the Directorate General of Foreign Trade (DGFT) said in a notification.

The new approval framework will be applicable for wheat flour (atta), maida, samolina (rava/ sirgi), wholemeal atta and resultant atta. According to the notification, the necessary modalities with regard to quality of wheat flour will be notified separately.

WTO - Members mark 5th Anniversary of Trade Facilitation Agreement, share experiences on impact GENEVA: WTO Members marked the 5th anniversary of the entry into force of the Trade Facilitation A g r e e m e n t ( T FA ) , w i t h a commemorative workshop on 29 June. In her welcoming remarks to the event, Deputy Director-General Anabel González highlighted that the TFA had “added an entirely novel dimension to multilateral trade cooperation: the need to work together to alleviate frictions caused by trade procedures and processes.” With the entry into force of the TFA, trade facilitation had joined trade opening as an essential element of national, regional and global trade policy reform. DDG González also recalled the TFA's tailored approach to special and differential treatment, by allowing members to implement the agreement at their pace. During a discussion on assessing the impact of the first five years of the TFA, the WTO, the OECD, the World Bank, and the European Federation of Pharmaceutical Industries highlighted multifaceted economic benefits of implementing the agreement over the last five years. In other discussions, the beneficial impact of the TFA on the areas of digitalization, resilience, inclusiveness, and coordination were noted — along with warnings on the need for sustained robust technical assistance and capacity-building

support to ensure that developing and least developed Countr y would experience the same benefits. The critical role of National Trade Facilitation Committees in TFA implementation was underlined by speakers as providing the dynamism, momentum, and progress that facilitated WTO members' implementation of the Agreement. The final discussion of the day looked at implementation challenges, particularly for least developed countries, and opportunities associated with implementation of the TFA . For example, several commentators noted that countries that had implemented TF reforms were better able to adapt to changes in trade volumes and regulatory controls during the pandemic, thereby strengthening members' ability to respond to the next crisis. In drawing the event to a close, Ambassador Adamu Mohammed Abdulhamid of Nigeria, the recentlyappointed chair of the WTO's Committee on Trade Facilitation, welcomed members' commitment to the implementation of the Agreement and to trade facilitation reform. Subsequent to the anniversary event, a regular meeting of the Committee on Trade Facilitation took place on 30 June. During the meeting, members reviewed a number of implementation and transparency notifications received since the last

committee meeting in April 2022. One member notified the accelerated implementation dates for a number of the TFA provisions, while another member received an extension to the implementation date for a number of provisions. The committee encouraged least developed countries to submit the definitive dates for implementation of category C provisions by the 22 August 2022 deadline. Under the flexibilities of the Agreement, the Committee agreed to the request from one member to extend this deadline. Category C notifications contain TFA provisions that a developing or least developed country designates for implementation on a date after a transition period and which require assistance or support for implementation capacity building. Tw o m e m b e r s i n f o r m e d t h e committee of the implementation of some of their provisions under an agenda item on voluntary updates by members of definitive dates of implementation. In its regular update to the committee, the Secretariat indicated that at present, notifications submitted by WTO members show that they have committed to implement 75.5% of TFA obligations. Among the developing members and least-developed countr y (LDC) members, the figure stands at 68%.
