Coastal Shipping will lead to better connectivity: Mansukh Mandaviya NEW DELHI: The Indo-Bangladesh Protocol on Inland Water Transit and Trade will improve trade between the two countries and promote better connectivity with other neighbouring countries, Union Minister of State for Ports and Shipping Mansukh Mandaviya said recently. The Union Minister in his message at a conclave, said that the protocol route is being operationalised. Movement of goods between the North East and Bhutan using Chittagong Port through National Waterways (NW)-2 has been tested. The Indo-Bangladesh protocol route will use NW-1 and NW-2 on the Indian side. In the coming days this waterway will connect land locked

countries like Nepal, Bhutan and Myanmar to smoothen trade, Mandaviya said. Sittwe Port in Myanmar has been developed for greater connectivity for goods and cargo movement, he added. Meanwhile, Inland Waterways of India Chairperson Amita Prasad wondered why huge trucks ply for Shri Mansukh Mandaviya Indian Oil and other refiners for carrying cargo between Haldia and Kolkata and not use waterways.

JNPT starts 2021 on a high, handles 465,084 TEUs in January 2021-Growth of 9.14% Record handling of coastal cement cargo NAVI MUMBAI: Jawaharlal Nehru Port Trust (JNPT), India’s premier container port, handled 465,084, twenty-foot equivalent units (TEUs) in January, clocking a growth of 9.14% percent over the same month last year, as the domestic economy rebounds with the start of the new year and easing of lockdown. The total traffic handled at JNPT during the month of January 2021 was 6.50 million tons a growth of 9.98% as against 5.91 million tons handled in January 2020. This month’s traffic includes 0.82 million tons of Bulk Cargo as against 0.59 million tons in the same month of last year, an increase of 38.98%. During the month, 134,713 MT of coastal cement cargo was handled at shallow water Berth, surpassing the earlier highest of 113,560 MT in the month of February 2019. Also during the month, JNPT launched Continuous Ambient Air Quality Monitoring Station (CAAQMS) at Port Operation Centre to monitor real-time Air Quality parameters. And became the First Major Port to sign Distribution Franchisee Agreement with MSEDCL.

The port has also floated tender, inviting offers for allotment of 16 plots in JNPT SEZ for Setting up Industrial Units and carrying out Authorized SEZ operations through ETender cum E-Auction. JNPT is looking forward to investors for participation and is confident of attracting leading global companies for making India a manufacturing hub as the infrastructure development underway in JNPT SEZ is as per the international benchmark. Yang Ming to take delivery of one more 11,000 TEUs Ship TAIWAN: Given the increased demand prior to Chinese New Year and THE Alliance’s service deployment, Yang Ming Marine Transport Corp. (Yang Ming) will take delivery of one more 11,000 TEU new chartered vessel ‘YM Target’ on February 5th. With the support from the ship owner, YM Target can be delivered and join Yang Ming’s global fleet nearly three months ahead of schedule. The vessel will be deployed to THE Alliance’s Trans-Pacific route PN3 and provide efficient delivery service between Asia and Pacific Northwest. To further strengthen Yang Ming’s mid- to long-term operational efficiency, the company ordered a total of fourteen 11,000 TEU newbuildings through long-term charter agreements with ship owners. YM Target is the fourth to be delivered in the series. This type of vessels has a nominal capacity of 12,690 TEU and is equipped with 1,000 plugs for reefer containers. With a length of 332.2 meters, a width of 48.2 meters, a draft of 16 meters, these vessels are designed to cruise at a speed up to 23 knots. The containerships incorporate various environmental features including scrubbers, Water Ballast Treatment Plant and Alternative Marine Power system. In addition, these vessels adopt the twin-island design to increase loading capacity and navigational visibility to ensure

more efficiency and safety. The ship hull form optimization will further increase energy saving and reduce overall emissions. Furthermore, the ships are designed with shorter length and beam, which makes them easier to maneuver during berthing or departure. The hull dimensions enable these ships to call at major ports across the world, pass through new Panama Canal with no restriction, and facilitate greater flexibility in vessel deployment. GAC to establish Contract Logistics Facility in Qatar Free Zones DOHA: GAC has signed an agreement with Qatar Free Zones Authority (QFZA) to establish a contract logistics facility and office in the Ras Bufontas Free Zone. The agreement with GAC will play an important role in expanding the logistics offerings for QFZA and Qatar, strengthening supply chains and bolstering Qatar’s position as a global hub for trade. Virtual ceremony The virtual signing ceremony was attended by H.E. Mr. Ahmad bin Mohammed Al-Sayed, the Minister of State and Chairman of QFZA. The agreement was signed by Mr. Björn Engblom, GAC Group Executive Chairman & Trustee (via video conference) and Mr. Lim Meng Hui, Chief Executive Officer of QFZA, in the presence of Mr. Abdulla Al-Misnad, Deputy CEO of QFZA. Sustainability & business The purpose-built 27,000 sqm multi-user contract logistics facility, due to be completed in the first quarter of 2022, will be built from sustainable materials, partly fueled by solar power, have several energy-saving features and use recycled water in its operations. The warehouse will serve key sectors including fast-moving consumer goods (FMCG), food & beverage (F&B), fashion, sports, energy, aerospace and healthcare. It will maintain temperatures ranging from -18°C to +22°C to support cold chain operations and will feature dedicated mezzanine levels for Value-Added Services activities such as component assembly, repacking and labelling to enhance customers’ supply chains. GAC’s marine and offshore services will be well supported by Marsa Port, the marine cluster in Qatar Free Zones. Its operations at the port will serve the energy companies active in the North Field expansion projects. Mr. Lim Meng Hui, Chief Executive Ofcer of QFZA, praised the partnership and said: “We welcome the partnership

The committee, set up under former Union Secretary GK Pillai last year to calculate duty refund rates under RoDTEP, is expected to submit the second part of its report soon which may include suggested rates on another 2,000-3,000 more tariff lines, the official added. The RoDTEP, which has been officially implemented from January 1, 2021, simultaneously with the withdrawal of the MEIS, is designed to reimburse the input taxes and duties paid by exporters – including embedded taxes, such as local levies, coal cess, mandi tax, electricity duties and fuel used for transportation – which are not exempted or refunded under any other existing scheme.

The MEIS, popular amongst exporters across sectors, had to be d i s c o n t i n u e d a s a Wo r l d Tr a d e Organisation panel, following a complaint from the US. The panel ruled that the scheme was not in accordance with multilateral trade rules. Although incentives were provided under the scheme to off-set input taxes (which is allowed at the WTO), the rates (fixed between 2 and 5 per cent) were not directly linked to the taxes paid by exporters on intermediates. Final decision “Although RoDTEP rates for several items have been proposed by the RoDTEP committee, a final decision on the rates for these items can be taken once the government is able to settle on a final outlay for the scheme. had earlier suggested ₹10,000 crore but now there are indications that the final amount would probably be around Rs. 18,000 crore. Since the initial estimates for RoDTEP was around Rs. 50,000 crore, there may be a need to put caps on the rates for certain categories to fit into the budget,” the official said. Exporters are eagerly awaiting the announcement of RoDTEP rates as they complain that it is not possible for them to price their items competitively without knowing the amount of refund they would get. The refunds would be given to exporters retrospectively from January 1, 2021, irrespective of when the rates are announced but judicious pricing of export items would be a problem till rates are known, as per the Federation of Indian Export Organisations.

India urges Sri Lanka to adhere to international commitments over ECT project NEW DELHI: India is in discussions with the Sri Lankan Government to persuade Colombo to rethink its cancellation of a three way agreement between New Delhi, Colombo and the Government of Japan to develop and operate the East Container Terminal (ECT) of Colombo Port, a foreign ministry spokesman said. The pact was signed in 2019 with India and Japan holding 49% stake in ECT. The Colombo Port is an important port for transshipment of goods coming to India. But earlier this month, Sri Lankan Prime Minister Mahinda Rajapaksa said that the operation of the east terminal would be done by Sri Lanka Ports Authority. News reports say that the Sri Lankan government’s move came in the wake of intense protests from port employees’ unions with other unions also joining the campaign demanding the cancellation of the pact with India.

“As is well known, the Governments of India, Sri Lanka and Japan had signed a Memorandum of Cooperation in May 2019 to develop and operate the East Container Terminal of Colombo Port in a trilateral framework,” Indian foreign ministry spokesman Anurag Srivastava said in New Delhi. “ We s i n c e r e l y b e l i e v e t h a t t h e development of infrastructure in Sri Lanka, in areas such as ports and energy, with foreign investment from India and Japan will be a mutually beneficial proposition,” he said. “Our High Commissioner in Colombo (Gopal Baglay) is in discussion with the Government of Sri Lanka, including on the importance of adhering to international commitments,” he added. India’s response and a similar one earlier this week from the Indian high commission in Colombo is seen as muted

as New Delhi works behind the scenes to persuade Colombo to change its decision. Indian Prime Minister Narendra Modi in a message to Colombo on the anniversary of Sri Lanka’s independence this week, referred to the cultural traditions that bound the two countries together. India views the project as important given the increasing profile of China in the island nation that New Delhi sees as traditionally lying within its sphere of influence. The development of the ECT was a subject discussed by Indian Foreign Minister S Jaishankar when he visited Colombo in January. However days after Jaishankar’s visit, President Gotabaya Rajapaksa had assured port workers that the ECT was not going to be sold or leased, and that there would be an “investment” by India’s Adani Group, news reports said. But the unions were not convinced and continued their protests.

Lowering of interest rates must have helped Exporters: EEPC India KOLKATA: Engineering exporters body EEPC India has expressed disappointment at the Monetary Policy Committee of the Reserve Bank of India (RBI) not reducing interest rates. “The RBI is absolutely correct in reading broad-based cost push pressure in industrial raw material. But, the latest monetary policy review has not supported

the manufacturing, exporters in particular, to remain competitive in the international market,” EEPC Chairman Mahesh Desai said. While the Budget has provided credible measures to rein in steel prices, the interest rates still remain high in the country as compared to those in the competing economies, he said in a statement.

A special concession on CRR front for lending to MSMEs is a welcome measure, but banks must fully transmit the lower cost of finance to the borrowers, Mr. Desai said. While the global economy is showing signs of a rebound, as evident from the April-January export figures, the COVID related restrictions in several key markets remain a challenge, he said.

Forex reserves jump $4.85 bn to record $590.18 bn MUMBAI: The country's foreign exchange reserves rose $4.85 billion to touch a record high of $590.18 billion in the week ended January 29, according to the latest data from the RBI. In the previous week ended January

22, the reserves rose by $1.09 billion to $585.33 billion. FCA increased $5.03 billion to $547.22 billion, the Reserve Bank of India's (RBI) weekly data showed. Expressed in dollar terms, the foreign currency assets include the effect of

appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. The gold reserves declined $164 million to $36.29 billion in the week ended January 29, the data showed.

India allows Kakinada Deepwater Port for rice; exports to surge amid Global shortage MUMBAI: The Andhra Pradesh will use a Deepwater port to export rice for the first time in decades amid a global shortage of the grain, according to a government order, which could raise shipments this year by a fifth. The order, allows Kakinada Deep Water Port to handle rice until more capacity is created at the adjoining Anchorage Port. Congestion at the Kakinada Anchorage Port, India's biggest ricehandling facility, had led to a waiting period of up to four weeks compared with the normal wait of about a week, raising costs for shippers and limiting e x p o r t s , s a i d B . V. K r i s h n a R a o , P resident of the Rice Exporters Association of India.

The government blamed the congestion on a surge in demand, driven by production shortfalls in other riceproducing countries. Thailand and Vietnam are the other big suppliers, but their production has fallen in recent months because of excessive rains or drought, sending their prices to multiyear highs. More shipments from the world's biggest rice exporter could cool global prices. The move means monthly exports from Andhra Pradesh alone will double to 650,000 tonnes, Rao said, adding that rice shipping would begin in the deepwater port within days. India's rice exports this year could rise to a record 16 million to 17 million tonnes

from last year's 14.2 million, Rao said. The government also thinks rice exports, excluding the premium basmati variety, could rise by 2 million to 3 million tonnes this year, said Pawan Agarwal, Special Secretary, Logistics, at Ministry of Commerce and Industry. "We are also investing to expand capacity at the old Anchorage Port," Agarwal told Reuters. The South Asian country has a massive surplus for export and prices are competitive, but some international buyers switched to Thailand and Vietnam because of the shipping delays, said a Mumbai-based dealer with a global trading firm, who declined to be identified because of the sensitivity of the matter.

Paradip Port posts growth in volume for the first time in 10 months NEW DELHI: Paradip Port Trust, India’s second-biggest state-owned port by cargo handled, has turned a corner, to post a growth in volumes since the financial year began in April. The port located in Odisha handled 93.608 million tonnes (mt) of cargo during April and January of FY21 compared to 93.387 mt during the same period last year, posting a growth of 0.24 per cent.

India’s dozen state-owned ports handled a combined 542.136 mt of cargo during April to January, 7.44 per cent lower than the 585.732 mt handled during the same period last year. Till December, barring Mormugao Port Trust, all the other 11 port trusts were hit by volume declines triggered by the coronavirus induced demand destruction. However, the extent of volume decline year-on-year has been

reducing since July, suggesting a recovery in India’s external trade, according to the ministry of ports, shipping and waterways. Mormugao Port Trust handled 17.190 mt of cargo between April and January, 28.12 per cent more than the 13.417 mt handled during the c o r r e s p o n d i n g p e r i o d l a s t y e a r, according to the ministry of ports, shipping and waterways.

New Mangalore Port set for transformation, adopt landlord model MANGALORE: The New Mangalore Port will shift to become the ‘Landlord’ model port with private participation instead of the current ‘service’ port model. The transformation is expected to come in four years. This shift in priorities is not unique to Mangaluru. The central government has planned to change models of all the 12 major ports into the landlord model from the current service port model. Private participation will be the major shift here. This fact has also been indirectly dealt with by the central budget. In her budget address, Finance Minister Nirmala Sitharaman said that seven projects worth Rs 2,000 crore would be undertaken in mega ports. She

hinted that the ports will shift from the maintenance ser vice and become partners in the new system. The government feels that the progress is not on the expected level under the current situation where port trusts are overseeing all activities of the ports. It proposes to adopt the landlord model as in several countries, to improve the efficiency and functioning. Under this, the port ownership will be with the government but various services herein would be handed over to private persons. The private parties will look after containers, ships, terminals, godowns etc. The private people will have to establish their machines, cranes etc. In the case of New Mangalore Port,

already it has begun the process of private management by handing over berth No. 15 for coal handling to UPCL which is now with Adani Group. Berth No 16 and 14 are managed by JSW where containers, coal and cement are among the things handled. Reliable sources say that the port here has been asked to get transformed into the new model by the year 2024. All services will have to be given on contract basis and the management will be just outsourcing services and collecting the dividend. Towards changing over to the new style, the port may retain certain employees in strategic positions and ask others to opt for voluntary retirement.

53 notifications from Member States that they have designated seafarers as key workers and one from an Associate Member (download latest list here). Secretary-General Lim urged more Governments to designate seafarers as key workers. He also highlighted IMO’s World Maritime Theme for 2021, “Seafarers: at the core of shipping’s future”. The choice of theme recognizes the efforts of seafarers who have shown tremendous fortitude and perseverance in continuing to deliver global trade during the current unprecedented situation the world is facing.

Ministry of Ports, Shipping and Waterways issues nalized guidelines of Floating Structures NEW DELHI: Ministry of Ports, Shipping and Waterways has finalized and issued the guidelines for floating structures, with a vision to set up worldclass floating infrastructure all along the coastline, in the upcoming projects as per the provisions contained in the guidelines. The guidelines sets out various technical aspects for implementation of Floating Jetties / Platforms for Marinas, Minor Harbors, Fishing Harbours / Fish landing centers, Waterdromes and such other similar facilities in coastal areas, estuaries, water ways, rivers and reservoirs. These guidelines may also be suitably utilized for floating pontoons/platforms in various waterborne systems and floating wave attenuators (or breakwaters) for Minor Harbors/Fish Landing facilities. Floating structure because of its inherent advantages is an attractive solution and hence being promoted by the

M i n i s t r y o f Po r t s , S h i p p i n g a n d Waterways. The benefits of floating jetties/structures over the conventional quay and fixed concrete structures include its cost-effectiveness, faster implementation, easily expandable and re-locatable; and having minimal environmental impacts. Ministry of Ports, Shipping and Waterways has successfully implemented few projects including setting up of passenger floating jetties in Goa, wateraerodromes at Sabarmati River & at Sardar Sarovar Dam (for the seaplane services) which are working satisfactorily. Several projects of the Ministry are under the planning stage for overall development and upliftment of the coastal community. Minister of Ports, Shipping and Wa t e r w a y s ( I / C ) S h r i M a n s u k h Mandaviya stated that Ministry hasset a benchmark and evolved standard specifications in these guidelines at par

with international standards. These platforms have several advantages over the conventional/fixed concrete structures. It is the endeavor of our Ministry to promote laying up of such world class infrastructure across the country in the upcoming projects to achieve the best results of utilization, durability, safety, low maintenance, costeffectiveness and above all with minimalecological impacts. These guidelines would be helpful for all Maritime states, State Maritime Boards, Major Ports, IWAI and Fisheries Departments of all State governments for their upcoming projects.

Good for us that part of Dedicated Freight Corridor started, says CONCOR CMD NEW DELHI: A part of the dedicated freight corridor (DFC) has started and it will bode well for the Container Corporation of India, said V Kalyana Rama, Chairman and Managing Director (CMD) of the company, often abbreviated as CONCOR. The PSU reported its third-quarter earnings beating estimates across all parameters. Profit after tax was further boosted by lower tax expense and higher

other income but a one-off employee expense dents margins. Mr. Rama said, “The good news is that the dedicated freight corridor (DFC) already started operating from Rewari to Madar Junction and that connects Pipavav and Mundra. However, full-scale operation has not started but now a regular running will start on DFC and the benefits will start coming to us from next financial year.”

On capex front, he said, “Capex we are not upping this year. There are certain issues like we do purchase a lot of containers, we are trying to develop indigenous container manufacturers under Atmanirbhar Bharat. So as of not it’s only Rs 500 crore for this year.” However, Rama said there is no possibility of giving up further terminals to Indian Railways.

Single Window Approval System for Industries : MoS Commerce NEW DELHI: The Central Government is working on setting up a Single Window System for clearances and approvals of industry in the country. Despite the presence of several IT platforms for investing in India such as in departments of the Government of India and State Single Window Clearances, investors need to visit multiple platforms to gather information and obtain clearances from different stakeholders. To address this, the creation of a centralized Investment Clearance Cell which would provide end-to-end

facilitation support, including preinvestment advisory, information related to land banks and facilitating clearances at Central and State level was proposed and the same is also a Budget Announcement 2020-21. The cell is being planned as a One-stop digital platform to obtain all requisite central and state clearances/ approvals required to start business operations in India. The Investment Clearance Cell will be a National portal that integrates the existing clearance systems of the various Ministries / Departments of Govt. of India

and of State Gover nments without disruption to the existing IT portals of Ministries and will have a single, unified application form. This will eliminate the need for investors to visit multiple platforms/ offices to gather information and obtain clearances from different stakeholders and provide time-bound approvals and real time status update to investors. This information was given by the Minister of State in the Ministry of Commerce and Industry, Shri Som Parkash, in the Rajya Sabha recently.

Govt highlights Policy to boost Agricultural Exports NEW DELHI: The Gover nment introduced a comprehensive Agriculture Export Policy with the following vision: “Harness export potential of Indian agriculture, through suitable policy instruments, to make India a global power in agriculture, and raise farmers’ income.” Inter-alia, the objectives of the Agriculture Export policy are as under: i. To diversify our export basket, destinations and boost high value and

value added agricultural exports, including focus on perishables. ii. To promote novel, indigenous, organic, ethnic, traditional and nontraditional Agri products exports. iii. To provide an institutional mechanism for pursuing market access, tackling bar riers and dealing with sanitary and phytosanitary issues. iv. To strive to double India’s share in world agri exports by integrating with global value chains.

v. To enable farmers to get benefit of export opportunities in overseas market. As part of the Agriculture Export Policy (AEP), several unique productdistrict clusters have been identified for export promotion, based on factors like existing production and export endowments, scalability of operations, size of the export market / India’s share, and the potential for increase in exports.
