India to save 20% Logistics cost in Container transport to CIS countries via Chabahar: Mansukh Mandaviya NEW DELHI: By developing strategic Chabahar Port in Iran, Indian will reduce logistics cost by 20 per cent in container transport to CIS countries, bypassing China or Europe, Union Minister Mansukh Lal Mandaviya has said recently. So far, CIS countries could be reached only via China or Europe, he said. Chabahar port, located in the SistanBalochistan province at energy-rich Iran’s southern coast, lies outside the Persian Gulf and is easily accessed from India’s western coast, bypassing Pakistan. “In a strategic development, loading and unloading of cargo has started at Chabahar Port. Container transport logistic cost to CIS countries will be reduced by 20 per cent through Chabahar.

So far, cargo to CIS countries from India could be sent only via China or Europe,” Shipping Minister Mandaviya said recently. CIS (Commonwealth of Independent States) countries include Armenia, Azerbaijan, Belarus, Shri Mansukh Lal Mandaviya K a z a k h s t a n , Kyrgyzstan, Russia, and Uzbekistan. Cont’d. Pg. 13

National Logistics Efficiency and Advancement Predictability and Safety Act (NLEAPS) is under consideration : Special Secretary Logistics NEW DELHI: The Commerce Ministry is considering to replace the Multi-Modal Transportation of Goods Act with a full fledged National Logistics Law with a view to promote growth of the sector, a Senior Government Official said recently. PUBLIC NOTICE NO.78/2020 Sub. : Streamlining of processes in System related to Bonds and First Check BEs – reg. Attention of the importers, exporters, Customs Brokers and all other stakeholders is invited to the above mentioned subject. 2. With the objective of further facilitating trade and streamlining procedures, particularly to overcome the scourge of Covid-19, following initiatives are being implemented in System w.e.f 6th July 2020: 1. Auto Debiting of Bond: Currently, the importer (or the Customs Broker) has to necessarily approach Customs officer in the Bonds section for the debiting of bond(s), if any, after assessment of the Bill of Entry. This interface is also required for Bills of Entry otherwise facilitated by RMS without assessment. Continuing with the endeavours to mitigate physical interface, the facility of auto debiting of Bond has now been developed in the System. With effect from 6th July 2020, an importer does not need to visit Customs officer for debiting of any bond given in the Bill of Entry. If a valid bond is declared in the Bill of Entry at the time of filing, the same will be auto-debited by the System after the assessment stage. Only in cases where either a Bond is not given during filing or the balance available in the bond is not sufficient, necessary intervention by Customs officer will be required for debiting. Trade is therefore encouraged to furnish bond details along with the Bill of Entry and to use Continuity bonds wherever possible so as to avoid the necessity to physically visit Customs Houses for registration or debiting of Bonds. 2. Streamlining of workflow in case of First Check BE: a. Currently, a first check BE has to be activated by the appraising officer after it comes back from the Shed with the first check examination report. This adds one additional step and at times, creates delays in assessment of such consignments. Sometimes, the importer has to visit the assessing officer for the activation of the Bill of Entry. This becomes all the more challenging in the case of faceless assessment where the BEs get assessed at some other port. Recently, the list of all BEs pending activation was being shown to the officer as a pop up so that necessary action can be taken suo motu. Now, the need for activating has been done away with and the Bills of Entry will automatically come to the assessing officer’s queue after being marked by the Shed officers with completed first check examination. b. Further, there was no facility earlier with the appraising officer to seek additional inputs from the examination officers in case the first check report is incomplete or not sufficient to assess BE. Now, in such cases, the AC can again mark the BE back to the examiner by entering “N” when asked to confirm whether assessment is complete. Only when “Y” is entered by the AC, the assessment will be considered as complete by System. c. First check BE when comes to SUP queue, it sometimes comes with CFS code as FAC which may create issue in making it to INS. To resolve this issue, now first check BE would be routed to SUP with CFS code indicated as ‘NOCFS’ and the SUPDT/AO can exercise the already existing option in SUP role to enter the CFS code and send it to INS. 3. The above changes will be implemented in System from 06.07.2020. 4. Difficulty, if any, faced in implementation of this Public Notice may be brought to the notice of the DC/AC, Appraising Main (Import) through email at appraisingmain.jnch@gov.in. 5. Action to be taken in terms of decisions taken in this Public Notice should be considered as standing order for the purpose of officers and staff. India to save 20% Logistics cost in Container transport to CIS countries via Chabahar: Mansukh Mandaviya Cont’d. from Pg. 3 “If we want to send containers to CIS countries we can only send via Europe or China. There was no other connectivity with CIS countries. Now, we have developed Chabahar port and there is direct connectivity to these countries via Afghanistan,” the Minister said. Transit of export consignment from Afghanistan through Chabahar commenced in February 2019 and has now started showing a healthy upward trend, he said, terming the port as a game changer. During this period, it not only handled container and Bulk cargo vessels, but also livestock and heavy cargo vessels, according to the Ministry of Shipping. The integration of Chabahar port with the Free Zone was approved by the Iranian Guardian Council in February 2020.

Subsequently, an MOU has been signed between Ports and Maritime Organisation (PMO) and Free Zone Authorities in June 2020 for implementation of laws and regulations of the Free Zone in Chabahar port. The inclusion of the port in the Free Zone is expected to boost the cargo, as per the Shipping Ministry. Earlier on June 28, the port also handled the fourth consignment of 300 TEUs of wheat aid from India to Afghanistan. This is part of 75,000 tonnes of India’s humanitarian aid to people of Afghanistan, the ministry said. Earlier, the shipping minsitry had said the trade was upbeat Per the announcement that Ghazanfar Bank of Afghanistan will soon open a branch in Chabahar. It is understood that the bank has

received requisite permit from Central Bank of Iran, it had said. IPGL now has a water front of over 1,200 mts (with 70 HA of back up area). India, Afghanistan and Iran had welcomed steady progress in port operations by India Ports Global Ltd company since the taking over of the operations at Shaheed Beheshti Port at Chabahar in December 2018. The Chabahar port — being jointly developed by India, Iran and Afghanistan — is considered a gateway to opportunities for trade by the three countries with central Asian nations. It is located on the Indian Ocean in the Sistan and Baluchistan province of Iran. The Chabahar port, which is easily accessible from India’s western coast, is increasingly seen as a counter to Pakistan’s Gwadar Port which is being developed with the Chinese investment.

National Logistics Efficiency and Advancement Predictability and Safety Act (NLEAPS) is under consideration : Special Secretary Logistics Cont’d. from Pg. 3 ...there is a thinking and I am just sharing that thinking that the earlier legislation multimodal transportation of goods act...We are considering to replace it with a full-fledged national logistics law." NLEAPS is under consideration, he said at a webinar organised by industry chamber PHDCCI. Multimodal transportation includes a combination of more than one mode of movement, such as rail, road or sea, for end-to-end delivery of goods. The Special Secretary sought views of the industry on the new law. He said the logistics division is also working on how to modernise and formalise the logistics services and

promoting digitisation in the sector, which is key for the smooth movement of goods. Although the digital transformation of the sector is happening but adoption of technology across the board is still "very poor" particularly in the trucking sector, he said adding work is also going on for the development of a national logistics portal. Agarwal suggested the trucking sector adopt providing electronic proof of delivery, install GPS devices to further improve the services. "We are working towards finalising a national logistics policy. We will be having consultations once the draft is finalised," he added. The move assumes significance as high logistics cost impacts the

competitiveness of domestic goods in the international market. Effective implementation of the policy would help provide an impetus to trade, enhance export competitiveness, and improve India's ranking in the Logistics Performance Index. India's logistics sector is highly fragmented and the government aims to reduce the logistics cost from the present 14 per cent of GDP (Gross Domestic Product) to less than 10 per cent. According to an earlier statement of the ministry, the sector is very complex with more than 20 government agencies, 40 partnering government agencies, 37 export promotion councils, 500 certifications, and 10,000 commodities.

The impasse on the Indo-Bangladesh border trade through Petrapole-Benapole has finally resolved NEW DELHI: The impasse on the Indo-Bangladesh border trade through Petrapole-Benapole has finally been resolved with the first tr uck from Bangladesh entering India on Sunday, 5th July, since March restoring two-way bilateral trade following the Central government's franctic efforts led by MEA. It is learnt that this has been made possible following herculean efforts by MEA, MHA and Commerce as well as Indian High Commission in Dhaka. The West Bengal government had refused entry of trucks following fears of the spread of Covid. India-Bangladesh trade has remained disrupted since March 23 due to restrictions at Integrated Check Post (ICP) Petrapole- Benapole imposed by the Govt of West Bengal. The trade resumed at ICP Petrapole on April 29 but was soon halted on May 2, owing to some local protests at Petrapole. Trade at the ICP again resumed on the ICP Petrapole –Benapole on June 7 and gradually the truck movement increased from 24 trucks/day to

around 250 trucks per day. H o w e v e r, We s t B e n g a l G o v t permitted only one way trade from India (Petrapole) to Bangladesh (Benapole). No exports from Bangladesh to India have been allowed by the West Bengal Govt since March 2020, while Bangladesh has allowed Indian trucks to move into Bangladesh from all border points in West Bengal. "There has been some discontent brewing in Bangladesh on the decision of the government of West Bengal to not allow the Bangladeshi trucks to come on the Indian side. This has led to some protests at the ICP on July 1 and blocking of Indian trucks moving towards Bangladesh.Some partial trade resumed in the evening 106 trucks crossed from Indian side. But it was again disrupted," a person familiar with the issue said recently. The Home Ministry had in April taken up the issue of cessation of permission by the government of West Bengal for trucks and goods vehicles along India’s border with Nepal, Bhutan and Bangladesh.

The Home Ministry on the advice of MEA had mentioned that closure of trading points particularly for the landlocked neighbors was an international issue and called into question India’s implementation of legally binding international agreements. It had also stated that the act of the West Bengal government was in clear violation of orders issued by MHA under the Disaster Management Act 2005 as well as well as Articles 253, 256 and 257 of the constitution. Some 70 percent of India Bangladesh land trade takes place through the ICP Petropole-Benaople. The disruption of trade through this ICP and the inflexibility of the state government to allow trucks from Bangladesh has had a negative impact on bilateral trade. The bilateral trade for the period Apr il- May 2 0 2 0 was $ 4 2 4 millio n. In contrast, in April-June 2019 bilateral trade was nearly $ 2bn. Meanwhile, Bangladesh exports to Tripura have more or less remained uninterr upted during the lockdown period.

AP Govt initiates measures to build 3 Ports, 7 Shipping Harbours HYDERABAD: Chief Minister YS Jagan Mohan Reddy who had earlier taken the decision for setting up of three major ports and seven shipping harbours in the state, has now ordered for taking all steps for the development, said State IT and Industr y Minister Mek apati Goutham Reddy on Saturday, July 4. The State government released funds for the construction of Ramayapatnam port in Prakasam district, the minister said. Goutham Reddy along with irrigation minister P Anil Kumar Yadav visited Prakasam district’s Gudluru and Ulavapadu mandals on Saturday and

reviewed the land requirement for the construction of the port. The Ministers along with Prakasam district collector C Bhaskar examined the lands and the maps of lands in the villages of Ravuru and Chevuru in the district. Speaking on the occasion, Goutham Reddy said: • The State decided to acquire a total of 5,200 acres of land, out of which 3,200 acres will be used for port construction and rest 2,000 acres for industrial establishment. • Several companies from Japan and the Netherlands have come forward to build the Ramayapatnam port.

• The companies assured that they will develop the area at the level of Mumbai and Delhi if some land is allocated in addition to port construction land. • Detailed Project Reports (DPRs) will be prepared soon and tenders will be called by August 15. • Kandukur MLA Manugantu Mahidhar Reddy advised the Minister to issue a notification for the acquisition of 5,200 acres of land at one time. • Goutham Reddy asked the collector to prepare a plan for one-time acquisition of 5,200 acres of land.

Tamil Nadu Govt. opens exclusive cell to facilitate Exports C H E N N A I : T h e Ta m i l N a d u government has established an exclusive cell to facilitate exports, Neeraj Mittal, MD and Chief Executive Officer, GUIDANCE, said. At a virtual conference organised by the Confederation of Indian Industry (CII) on ‘Explore Export 2020’, he said GUIDANCE has now export promotion as a mandate with dedicated resources. The cell would answer questions from exporters, match trade partners, incentivise exporters and address export issues. The government had taken sector-specific measures to promote exports, he said. T h o o t h u k u d i V O C P o r t Tr u s t chairman T.K. Ramachandran said the

VOC Port could be a major attraction for investors to establish industries in southern districts. The port, which has well-trained personnel and state-of-theart gadgets, could handle large volumes of cargo. It has a plenty of land for industrial development, he said, inviting entrepreneurs to set up shop here. CII Tamil Nadu Chairman Hari K. Thiagarajan said exporters should utilise government schemes, especially those under ‘Make in India’. Exporters from this region should aim not only for job creation but also a higher share in India’s exports on a higher gross value. By producing higher volumes, local consumption could improve and products would be visible in

global markets, he said. Since the lockdown due to COVID-19, the exports had declined to 35% between March and May, but the situation was promising from mid-June, said Dinesh Dua, CII (North India) and chairman, Pharmexcil. The next three months looked positive for exports as the industry, especially the health sector, had made face masks and personal protective equipment t o t a c k l e t h e C OV I D - 1 9 p a n d e m i c worldwide. Event chairman V. Krishna Shankar said the objective of the conference was to prompt exporters to achieve a 5% share in world merchandise trade and services trade by 2025.

Sugar exporters eye deals with China NEW DELHI: Sugar traders are eyeing export deals with China, which they say are viable despite customs duty of 50%, but are afraid that the border tensions between India and China may cast a shadow on the trade. “We can export 300,000 tonnes of sugar to China in next two to three months,” said Praful Vithalani, chairman, All India Sugar Trade Association. India will be

competing with Brazil, Cuba and Thailand to meet China’s demand of 4 mt sugar, exporters said. Vithalani said there might be a shortterm delay in business dealings, but in the long term exporters see China as a major market for Indian sugar.

An official of a global trading company based out of Mumbai said considering the prevailing price of sugar in China at $730 a tonne, there was a good opportunity of Indian exporters. “We are sceptical on whether to export at this stage,” the person said on condition of anonymity. “There is risk of undue scrutiny at destination ports, leading to delays and hold-ups.”

Southern Railway sets up biz unit to boost freight traffic CHENNAI: A business development unit (BDU) has been set up here by the Southern Railway to strengthen its ties with trade and industry besides an increase in freight traffic. As per the directions of the Railway Board, the Southern Railway on Sunday said BDUs were established at zonal and divisionallevels of the railways with focus on bringing it closer to industry and trade. The move would also give an

opportunity to increase the share of railways in transportation of non-bulk goods, among others, a press release said. A BDU would comprise a chief freight transportation manager and three members who would initiate steps to attract new streams of traffic by interacting with industry and also explore the possibility of attracting additional freight traffic, the release said. Like the BDU in Chennai, five such

units were being planned in other divisions of the Southern Railway, it said. Southern Railway serves six ports and several cement plants apart from major thermal power stations, steel plants and industries. The railways has introduced a slew of policy initiatives to attract rail freight traffic and it was committed to work with the industry in formulating policies that can be more tailored to suit specific industry needs, the release said.

Railways in talks with states to bring back Dedicated Freight Corridor workers; 7000 return to worksites NEW DELHI: The Railways is in talks with state governments to get labourers back at worksites of its largest infrastructure project, the Dedicated Freight Corridor, after its workforce reduced to 15,000 from 40,000 due to the COVID-19 lockdown. The Dedicated Freight Corridor Corporation Limited (DFCCIL), the implementing agency of the project, has till now managed to get back 7,000 labourers, taking the number of

workers at sites to 22,000 from 15,000. It brought them back by arranging buses and getting bulk bookings on trains. To facilitate their movement, the agency also submitted letters to district administration and arranged for e-passes for contractors. Of the 7,000 labourers, who have returned, around 3,250 are highly skilled workers needed for technical works like electrification, mast casting, track works, operating high-end machines, which cannot

be done by local workers, officials said. "Before the (COVID-19) lockdown we had around 40,000 workers and within 15 days of the Shramik Special trains starting, we were reduced to around 15,000 workers. We are now facilitating the return of around 20,000 more on special trains through bulk bookings or by buses. We now have around 22,000 workers at our sites, but we need to get the full workforce back," DFCCIL managing director Anurag Sachan told .

DP World reaches milestone with Container High Bay Store Proof of Concept • Intelligent container stacking system “BoxBay” set to revolutionise global supply chains • A new container terminal operating mode takes shape will full automation powered by solar panels • First container high bay store constructed at Jebel Ali Port • Pilot phase operation to begin before September 2020 DUBAI: DP World, the Dubai-based provider of worldwide smart end-to-end supply chain logistics, has completed assembly of the world’s first container High Bay Store system (HBS) at Jebel Ali Port. BoxBay is a joint venture by DP World and German industrial engineering specialist SMS group GmbH. Real life test operations are due to start before September. The technology is set to dramatically change the way containers are handled in ports with smart innovation. The patented High Bay Store is an automated container handling system that stacks containers up to eleven stories high. It delivers more than three times the capacity of a conventional yard with enhanced performance, so the footprint of terminals can be reduced by up to 70 per cent, and enables any container to be accessed individually without moving any other. Traditionally containers are stacked one on top of the other, which means many containers have to be moved to access containers lower down in the stacks. This week, the final major component of the system, a truck crane, was assembled on site. The automated truck crane is used to lift containers on and off external trucks. Containers for the landside operations move in and out of BoxBay on underground conveyor belts before being lifted to their slot in the rack by stacker cranes. The HBS proof of concept provides 792 container slots. A full industrial HBS yard behind the two under construction berths of Jebel Ali Terminal 4 would be able to handle more than three million containers per year. The stacker cranes and truck handling cranes will be operated in full automation. The shuttle carrier will start testing with a driver at first during the pilot operation phase. BoxBay is designed to be fully electrified and will be the only container yard that can be powered by solar panels on its roof.

A.P. Moller - Maersk to acquire European specialist KGH Customs Services COPENHAGEN: A.P. Moller - Maersk announces that it has reached an agreement with Bridgepoint Development Capital to acquire KGH Customs Services (KGH), a Sweden-based specialist in trade and customs management services in Europe. This will further enhance Maersk’s capabilities as an integrated container logistics company, offering end-to-end supply chain solutions to its customers. With its specialised expertise across freight modes (air, ocean, land) and deep knowledge in selected industries, combined with innovative technology, KGH will significantly improve Maersk’s overall offering within customs services. KGH has a strategy focused on digital solutions and technology as an enabler for a more seamless customer experience, which also corresponds with Maersk’s own digital transformation journey. Vincent Clerc, CEO of Ocean & Logistics at A.P. Moller Maersk sees KGH as a perfect fit to Maersk offerings within logistics and services as well as another key building block in its strategic ambitions. “There are no end-to-end solutions without customs clearance. With KGH, we will not only be able to strengthen our capabilities within customs services and related consultancy, but also reach more of our customers in Europe through a larger geographical footprint and digital solutions that will enhance our ability to meet our customers´ end-to-end supply chain needs. KGH has in the past years achieved double-digit annual

growth resulting in a revenue of approximately SEK 890m in 2019 (USD 95.5m), recurring EBITDA of approximately SEK 160m (USD 17.2) and an EBITDA margin of approximately 18 percent. KGH has 775 employees and a yearly business of 1.98m clearances. “With Maersk, we will have a long-term home with a company that share our values. By joining forces, we will be able to continue to build on the great success our teams have achieved, and at the same time play a key role in a combined entity providing a range of different services within the transportation and logistics industry. Customs services is an essential part of our customers’ end-to-end needs which we in unison with Maersk will be able to provide with seamlessness and global reach,” says Lars Börjesson, CEO of KGH Customs Services. The acquisition of KGH makes Maersk an attractive partner for its customers operating in individual countries, as well as for those looking to combine several geographies under one service provider. With the acquisition of KGH, Maersk will have a solid platform for growth in customs services in Europe with own setups operating in 22 European countries with a total of 2.38m clearances on a yearly basis, 960 specialised employees and a combined turnover of SEK 1.02B (USD 109.4m). Maersk will acquire KGH for a consideration of SEK 2.6B (USD 279.0m) on a cash and debt free basis equivalent to a multiple of 16.3x 2019 EBITDA before synergies, excluding an earn-out component contingent on future Brexit performance. When ramped up, annual EBITDA synergies from the combination are expected to amount to approximately SEK 50m-75m (USD 5.4m-USD 8.0m). The closing of the acquisition is subject to customary regulatory approvals. Until then, Maersk and KGH remain two separate companies and thus will do their business as usual.
