Port Customer Meeting held at JNPT to discuss various strategic initiatives under way at the Port JN Port a ains 95% of cargo throughput as compared to September 2019 NAVI MUMBAI: Jawaharlal Nehru Port Trust (JNPT), handled a noteworthy 3,80,384 TEUs in September 2020 which is 95% of cargo handled in September 2019(400,365 TEUs). There has been increase of 7.8% in throughput as compared to August 2020 (352,735 TEUs), this steady surge in cargo handling month on month indicates early signs of recovery which is very significant during the ongoing pandemic that has affected business across India. JNPT handled 1,925,302 TEUs (1.92 million TEUs) and 797 vessels during the half year ending September 30, 2020, as against 2,572,810 TEUs (2.57 million TEUs) handled in the same period during the previous year. The overall traffic
handled in cur rent financial year (April-Sep) was 26.93 Million Tonnes as compared to 34.41 Million Tonnes handled in the same period during previous year. At the liquid Cargo Terminal, JNPT has been handling essential commodities like LPG, High speed diesel, Motorspirit Shri Sanjay Sethi, IAS and Edible oil which is further supplied to the states of Maharashtra, Gujarat, Karnataka, Goa, Madhya Pradesh and Delhi. In September 2020, JNPT handled discharge of 92786 MT of LPG in six vessels, by giving priority and timely berthing to the LPG vessels for fulfillment of Pradhan Mantri Ujjwala Yojna. Cont’d. Pg. 6
Transnational Shipping India (TNS Group) launches LCL Consolidation from Nhava Sheva MUMBAI: Transnational Shipping (I) Pvt Ltd, (TNS GROUP), a well know NVOCC & logistics ser vice provider for the last 5 years, commenced weekly LCL consolidation from Nhava Sheva to Jebel Ali & Persian Gulf ports effective 1st October 2020.
The first LCL container sailed on 4th October from Nhava Sheva for Jebel Ali. Presently TNS is accepting LCL bookings from Nhava Sheva to Singapore and entire South East Asian & Australian ports via Singapore. Sattva Logistics Group Launches ICD at Vemagal near Bengaluru BENGAL URU : Sattva Logistics Group, a pioneer and a major player in the field of 3PL Logistics in India, launched its seventh facility to the trade, an Inland container Depot at Vemgal, near Bengaluru on 1 October 2020. S , C h i e f Commissioner of Customs, Bengaluru Z o n e , i n a u g u r a t e d t h e f a c i l i t y, developed in 11 acres of the land with one lakh Sq.ft of warehouse area for public Bonded and non-bonded cargo storing facility, 100% power back up erected with 125 KV Genset, Eco friendly LED Fittings in Hi-mast lighting, in the presence of Mr. Ashok, I.R.S, Principal Commissioner of Customs, ACC & Airport, Bengaluru, and Mr. Baswaraj Nalegave, I.R.S, Commissioner of Customs, Bengaluru City, Sattva Group owns three Inland container Depot and three Container Freight Stations with one-million closed warehouse capacity. Addressing the gathering, Mr. Srinivas, I.R.S, Chief Commissioner of Customs, Bengaluru Zone, said, “I see that Sattva is in fact celebrating this year as a silver jubilee year having started their first CFS in 1995. Incidentally, the CFS started by Santhanam ji in 1995 was the first private CFS in the country. It’s a rare description, and today they have reached seventh milestone, the fourth ICD and in addition to three CFS. This is the seventh establishment logistics facility.” Mr. Srinivas stated: “over the years, in this 25 years, they have grown from strength to strength basically based on their very strong ethical values, very sound IT systems that is in place and various operational procedures, internal procedures, which they have, over the years they have graduated and kept them in place, and advanced technological features they have adopted like I see in the presentation the RFID put in the place apart from the CCTV and various other electronic sealing systems etc.” “All these systems in place certainly give confidence to importers and exporters because they normally see there would not be any pilferage and the systems integrated with the systems of Customs would certainly help in absolute promptness in clearance and zero pilferage. This is what an importer or exporters expects. In fact, this would

Speaking on “faceless assessment, Mr. Srinivas stated: “The best practices of various countries were studied and faceless assessment has been brought in place. And in the all India rollout, we are fortunate that Bangalore has been the forefront in implementation of faceless assessment. The first phase of all India roll out of the faceless assessment was commenced between Bangalore and Chennai on 8 June 2020. The second phase was on 3 August, the third phase commenced on 15 September. And today, incidentally, the fourth phase of all India roll out.

Western Railway reports 290% surge in automobile loading; Moves 39 rakes in Sept MUMBAI : We ster n Railway announced that it has handled 39 rakes full of automobiles in September 2020, registering an increase of 290 percent compared to the same month last year. "Western Railway has registered best ever Auto Rake loading in September. WR is fast emerging as the preferred mode to transport cargo smoothly & efficiently," noted the tweet. To enhance freight operations, Indian Railways has recently developed a Freight Business Development portal.
It provides a channel to potential freight customers to seek assistance in transporting goods by rail.

HMM creates Milestone; All Twelve 24,000 TEUs Ship fully laden with Containers on their first voyage SEOUL: HMM announced that all of its twelve 24,000 TEU containerships have been entirely filled with cargoes on their first voyage. On 30 September, HMM St. Petersburg, the last of the 24K-class series, departed for Europe from the Port of Yantian, China with 19,529 TEUs loaded on board. Consequently, all 24,000 TEU ships delivered by HMM have made their maiden voyage with a full load of cargoes, starting with HMM Algeciras which carried a total of 19,621 TEUs last May. In particular, HMM Algeciras and its two sister ships, HMM Oslo and HMM Copenhagen, embarked on their second journey full of export shipments from Asia to Europe. Considering the safety of vessel operations and cargo weight, the maximum loadable capacity of each 24,000 TEU ship stands at around 19,300 TEUs on average. Jae-hoon Bae, President & CEO of HMM, said, “This is a major milestone for us to expand our presence in the global market in close cooperation with THE Alliance.” and added, “I am delighted that our efforts and dedication have come to fruition, which gave us a much needed uplift. We will take a big step forward to prove what we are capable of in the years ahead.” HMM has returned to profit in the second quarter of this year, achieving an operating profit of USD 115 million and a net profit of USD 23 million, despite high volatility due to the Covid19 pandemic. HMM will seek to enhance its profitability based on the seamless operation of 24,000 TEU ships, the realignment of service routes, and a string of cost-cutting measures. Meanwhile, HMM has led an effort to stabilise the logistics flow by deploying extra tonnage to the market where a swift delivery of cargo is required and fully operating its entire fleet without idle container vessels in the face of the recent surge in cargo demand. HMM committed to reinforcing its capabilities for decarbonisation and digitalisation As part of efforts to reduce carbon emissions, last August, HMM has signed a Memorandum of Understanding (MoU) concer ning the development of bio -heavy fuel with Korea Bio-energy Association (KBEA), Hyundai Heavy Industries (HHI), Korea Shipbuilding & Offshore Engineering (KSOE), and Korean Register (KR). This partnership aims to establish the quality standards; investigate the commercial viability; and develop a supply chain solution for the fuel. HMM is expected to test the use of bio-heavy

In line with digital transformation, in September, HMM unveiled its new Fleet Control Centre to enhance operational excellence and efficiency in its modern fleet including twe lve 2 4 , 0 0 0 TEU and e ig ht 1 6 , 0 0 0 TEU containerships equipped with the latest smart ship solutions. The centre provides real-time visibility into the location of ships, fuel consumption, weather conditions and cargo information etc. Furthermore, it enables to support the safety and efficiency of ships through a remote control system. HMM will continue to secure the latest technologies in the maritime sector through analysing the operational efficiency and exploring the commercial viability of autonomous ships based on big data collected from the Fleet Control Centre. Additionally, HMM has joined forces with Samsung Heavy Industries(SHI) and Daewoo Shipbuilding & Marine Engineering (DSME) in the field of smart ship solutions.
Deendayal Port operationalises 2 mobile harbour cranes; Cargo handling capability gets a boost GANDHIDHAM: Two Deendayal Port Trust (DPT) owned Liebherr LHM 550 mobile harbour cranes, having capacity of 124 tonnes each, have been put into traffic operation from September 30, 2020. They will cater to the cargo handling needs at Berths 13 to 16 in a highly efficient manner, thereby further enhancing the operational capabilities of the port, emphasised a release. The said assets were taken over from RAS Infraport in September 2017 and, after repairs, traffic load trial operation was carried out on September 13, 2020. Mr Susil Chandra Nahak, Deputy Chief Mechanical Engineer, Mr P. Srinivasu, Superintendent Engineer (Electrical), Mr Dana Manohar, Executive Engineer (Mechanical), Mr H. G. Makwana, Assistant Engineer (Mechanical), and Mr Niral R. Modi, Junior Engineer (Mechanical) helped in operationalising the cranes, the release added.

CIRCULAR NO.43/2020-CUSTOMS Sub. :Implementation of the Sea Cargo Manifest and Transhipment Regulations Kind reference is invited to Notification No.38/2018-Customs (N.T.) dated 11.05.2018 vide which the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018, were notified. The SCMTR seek to bring about transparency, predictability of movement, advance collection of information for expeditious clearance and supersedes the earlier regulations viz. Import Manifest (Vessels) Regulations, 1971 and Export Manifest (Vessels) Regulation, 1976. The new Regulations stipulate for advance notice by authorized carriers for goods arriving in or being exported out of India through gateway seaports and further movement between Customs stations. They stipulate the obligations, roles and responsibilities for the various stakeholders involved in movement of imported/export goods. Based on the feedbacks from the various stakeholders, the changes were incorporated and the said regulations was made effective from 1st of August, 2019 with transitional provisions under Regulation 15 till the 30th of September, 2020. 2. Considering the disruptions caused due to Covid-19 Pandemic and non-readiness of the stakeholders, Board has issued Notification No.94/2020-Customs(N.T.) dated 30.09.2020, vide which the transitional provisions under Regulation 15(2) have been extended from 1st October, 2020 till 31st March, 2021 to enable submission of manifests under erstwhile regulations. However, as per Regulation 15(1), mandatory filing of different declarations in new format in a phased manner is provided for as per the annexure A to this circular. Different timelines are prescribed so that trade has sufficient time to comply with the new regulations in a phased manner. Further, vide Regulation 15(2), the mandatory compliance requirements for submissions of declarations and manifests under the said regulations shall applied in full effect from 1st April, 2021. 3. Another procedural relaxation is that the amount of bond and bank guarantee or postal security or National Savings Certificate or fixed deposit, as required under Regulation 3(1A) has been reduced to Rs 5,00,000/- from Rs 10,00,000/. It is also informed that vide the above stated Notification No. 94/2020-Customs(N.T.) dated 30.09.2020, in addition to Authorised Economic Operators (AEOs), ‘Customs Brokers’ who are already licensed under the Customs Brokers Licensing Regulations, 2018, who are authorised to issue delivery orders, are also exempted from the requirement to furnish a fresh bank guarantee or postal security or National Savings Certificate or fixed deposit , under proviso to Regulation 3(1A) of the SCMTR. 4. It is informed that Directorate General of Systems has taken several measures for handholding the trade and all stakeholders for smooth transition to the SCMTR regime. Directorate General of Systems has issued various guidelines related to the registration process and filing requirements under the new Sea Cargo Manifest and Transhipment Regulations (SCMTR) for different stakeholders such as Shipping Lines, Freight Forwarders, Transhippers etc, who are integral to the implementation of the said regulations. The guidelines can be found at the following link (https://www.icegate.gov.in/SeaManifestRegulation.html). For the sake of guidance and clarity, the procedural compliance requirements of the said regulations is reiterated in the following paragraphs. Registration of Stakeholders : 5. The registration of different stakeholders stipulated in regulation (1) of the SCMTR is a completely automated process through ICEGATE Portal. The detailed guidelines available at https://icegate.gov.in/Download/ Advisory_for_users_on_SCMTR_v2.0.pdf may be referred to for more clarity on the registration process. It is noticed that while a sizeable number of stakeholders have registered successfully on ICEGATE, there remains a significant number who are yet to be onboarded due to lack of reciprocity, despite various advisories. Board urges all the stakeholders to immediately register on ICEGATE and apply from within their ICEGATE login to operate under the new SCMTR. The categories of stakeholders who are required to be registered are as follows: a. Authorised Sea Carrier (Including Shipping line) (ASC) b. Authorised Sea Agent (Steamer/ Shipping Agent) (ASA) c. Authorised Carrier (other notified carriers) (ANC) d. Authorised Carriers for Inland Movement – Transhippers (ATP) The applicant can edit or modify the details in already submitted application, if the same has not been approved by the officer concerned. In case officer has already approved the submitted application for registration, the applicant can submit amendment for the already approved details. Delivery of an Arrival Manifest in relation to a Vessel: 6. Regulation 4 of the SCMTR provides for the delivery of an arrival manifest in relation to the vessel by Authorised Sea Carrier. This document now replaces the `Import General Manifest` and is a legal requirement under Section 30 of the Customs Act, 1962, the details of which are outlined under Regulation 4(2) of the SCMTR. It is clarified that only the persons representing master of the vessel (i.e Vessel Operator) viz. the Authorised Sea Carriers (ASC)/ Authorised Sea Agents (ASA) are required to file the arrival manifest. The General declaration and Cargo declaration are made available together in ICEGATE as Sea Arrival Manifests (SAM) and other declarations in arrival manifest is made in ICEGATE as Sea Entry inwards (SEI). The timeline for the mandatory parallel filing of arrival manifest for different types of Vessel/Cargo is given in annexure A. 6.1 It is to be noted that the General declaration and the Cargo declaration associated with the arrival manifest, are mandatorily required to be delivered before the vessel departs from the last port of call before arrival of vessel at the Indian port. However, for non-containerized cargo the arrival manifest can be filed at any point in time, but before arrival of vessel at the Indian port. In case of SAM, amendments will not require any approval by the Customs officer if filed within following timelines: i. Short Haul Voyage (expected arrival less than 48 hrs) – 6 hrs before expected arrival, ii. Medium Haul Voyage (expected arrival 48 – 96 hrs) – 24 hrs before expected arrival and iii. Long Haul Voyage (expected arrival after 96 Hrs) – 48 hrs before expected arrival. However, if the amendments are filed beyond the above timelines, they will require approval by the proper officer. Such amendment approval would also be given online. For filing a SAM, the vessel operator will have to give the details of the Container Bond registered in the Customs Automated System. For the purpose of SCMTR, a new national container bond has been introduced in the Customs System with the category name CG. This bond, once registered at a port can be used for filing SAM at any port across India. Cont’d Pg.16

6.2 Apart from ASC/ASA above, other persons such as Freight forwarders, NVOCC, consolidator or by whatever name they are called, who are party to Transport Document (viz. Bill of Lading) and issue delivery order may also file their part of cargo declaration directly with Customs as Cargo Summary Notification (CSN), instead of giving it to the vessel operator. The CSN is a declaration filed with Customs regarding the details of cargo covered under a Transport Document (viz. Bill of Lading). On successful submission of this declaration, a unique CSN number would be generated that will act as a reference number for the next declaration by the consolidator or the vessel operator (VOA). It is clarified that ASC/ASA can also prepare the arrival manifest by aggregating Cargo Summary Notification (CSN) filed separately by other Authorised Carrier. Further, a CSN can be filed not just by the other notified parties but also by the vessel operator. A vessel operator can file CSNs for every transport document if it has the necessary details and just refer the CIN numbers in the final arrival manifest. Similarly, in case of Arrival or Departure Manifests filed for subsequent movements, the CIN details may be referred, rather than filing the details afresh. The timeline for the mandatory parallel filing of cargo declaration for different types of goods is given in annexure A. Delivery of a Departure Manifest in Relation to a Vessel: 7. Similar to the procedural requirements as in para 6 on the import side, the same requirements are laid down on the export side under Regulation 5 of the SCMTR. For delivery of a Departure manifest, the concerned stake-holders, viz. the Authorised Sea Carriers (ASC)/ Authorised Sea Agents (ASA) would now be required to file Sea Departure Manifests (SDM) and Sea Departure Notification (SDN). SDM is the manifest required to be filed by Authorised Sea Carrier before departure of the vessel from any Indian sea port. The SDM, can be updated any time before SDN is filed without the approval of the officer. 7.1 SDN is the declaration having final reconciliation summary of the cargo actually carried by the vessel. SDN is filed by the Authorised Sea Carrier after the departure of the vessel within 24 hrs of the departure of the vessel for containerized cargo and 72 hrs for other cargo, which otherwise may attract late filing penalty. These documents would comprehensively subsume and replace the `Export General Manifests` and are expected to greatly reduce the various errors associated with exports on payment of IGST refunds. As in para 6.2, the other persons notified in this regard may file the Cargo Summary Notification (CSN). As in the case of arrival manifest, it is clarified that ASC/ASA can also prepare the departure manifest by aggregating Cargo Summary Notification (CSN) filed separately by other Authorised Carrier. The timeline for the mandatory parallel filing of departure manifest for different types of Vessel/Cargo is given in annexure A. Transhipment of Goods within India by Train/Truck: 8. Transhipment under the Regulation 7 of the SCMTR refers to any movement of Customs cargo between two Customs stations inside the country. The person responsible for the movement of the import/export goods within India is a Transhipper. There would be only one authorized Transhipper responsible throughout the movement of the transhipped cargo, irrespective of the modes of transport. The Transhipment Bond is also required to be executed by the authorized Transhipper. For filing declarations under the SCMTR, a transhipper should get registered in the category of Authorised Transhipper (ATP), who is also a stakeholder who requires registration as narrated in para 5 of this circular. Like a CG Bond, even for the purpose of transhipment under the SCMTR, a new national Transhipment Bond with category code `TG` has been made available in the Customs System to avoid the necessity of registering different bonds at different ports. The authorized transshipper is required to file arrival and departure manifests for every stage of the inland movement of the cargo. The manifests pertaining to the transhipment are made available in ICEGATE as `Customs Inland Manifest (CIM) – Arrival (AR)/ Departure (DP)`. The manifests will have to be filed for every vehicle (truck/train) carrying the cargo upto and between inland Customs stations. The authorized carrier (i.e Transhipper) is required to file CIM – DP/AR manifests before departure and upon arrival of the conveyance at the respective Customs stations. However, while a declaration will have to be filed before departure and upon arrival of the conveyance at the respective Customs stations, the declarant will be able to link the declarations made in the previous manifests for every cargo using the cargo identification number (CIN) assigned to the cargo. Thus, the process would be considerably eased to that extent. The ATP would also require to file the Allowed for Shipment Request (ASR) for every shipping bill when ready for departure at the port of export. Amendment of Arrival and Departure Manifests: 9. The declarant can submit amendment for the already submitted declarations, as provided for under Regulation 8 of the SCMTR. It may also be noted that both SAM and SDM can be amended after filing. Cargo Identification Number: 10. To uniquely identify the cargo and simplify the filing process, a system of CIN is introduced in Customs Automated system. CIN is a unique identification number assigned by Customs System to every cargo declared. In order to account for every consolidation and segregation of cargo seamlessly, two types of CIN would get generated: I. PCIN – Primary Cargo Identification Number: It is the identification number assigned by Customs automated System to uniquely identify a cargo contained in single Transport Document (like Bill of Lading) mentioning Actual Buyer and Seller in imports. In exports, a PCIN would correspond to cargo covered under a single Shipping Bill. Having a PCIN for every cargo facilitates smooth filing of different declarations and removes duplicate filing effort, thereby simplifying the processes. II. MCIN- Master Cargo Identification Number: Since multiple cargoes can get consolidated under a consolidated Bill of Lading (BL), MCIN is the identification number assigned by Customs automated System for all the cargo covered under a consolidated BL. Each MCIN will be an aggregation of multiple PCINs. Referring to an MCIN in any subsequent manifest would mean reference to all the underlying PCINs. Mandatory Filing Requirements on Parallel Basis: 11. Optional test filing for all messages are available from October, 2020 and all the stakeholders are hereby requested to start filing the messages as per the guidelines issued by DG Systems. 12. The implementation plan and timelines for mandatory compliance pertaining to various stakeholders, and the documents to be filed by them are as per annexure A to this Circular. The different stakeholders would be required to adhere to the timelines as laid down in column 4 of the annexure A. Any stakeholder not adhering to the implementation plan as per the time-lines of filing schedule shall be liable to penalty as authorised under Regulation 13 of the SCMTR, 2018. 13. The detailed guidelines and FAQs for different categories of stakeholders are available on ICEGATE (https://www.icegate.gov.in/SeaManifestRegulation.html) and may be kindly referred to. 14. The Principal Chief/Chief Commissioners of Customs are requested to issue Public Notices and guide the trade suitably to ensure smooth implementation of the Sea Cargo Manifest and Transhipment Regulations. 15. APSEZ completes Rs. 12000 cr acquisition of Krishnapatnam Port AHMEDABAD: Adani Ports and Special Economic Zone Limited ( “A P S E Z ” ) , I n d i a ’ s l a r g e s t p o r t developer, operator and the logistics arm of the Adani Group announced the completion of the acquisition of Krishnapatnam Port Company Ltd., (KPCL) for an enterprise value of Rs. 12,000 cr. This will result in APSEZ having a controlling stake of 75% in KPCL from the CVR Group and other investors. In FY21, the port is expected to generate an EBITDA of approximately Rs. 1,200 cr, resulting in an acquisition EV/ EBITDA multiple of 10x. KPCL is a multi-cargo facility port situated in the souther n part of
Andhra Pradesh a state which has the second largest coastline in India. This acquisition will accelerate APSEZ’s stride towards 500 MMT by 2025 and is another step in implementing APSEZ’s stated strategy of cargo parity between west and east coasts of India. Quality and scale, not subsidies, to push Exports to $1 trn: Piyush Goyal NEW DELHI: Commerce and Industry Minister Piyush Goyal recently said quality, technology and scale of production -- not government subsidies -- will help India take its annual exports to $1 trillion. He exhorted exporters and the industry as a whole to target USD 1 trillion worth of shipments. "Why can't we aim for USD 1 trillion exports from India. We certainly can. I see no reason, (why) we cannot. For that we need to be clear on actionable items (and) subsidies are never going to get us there, I am very very clear about that," he said. "At least in my six years of engagement, I have not found subsidies to be the solution for India's problems. I think it's quality, technology, growth, scale; and sometimes for a short period
you may need to give a little thrust or support. But if they are looking at literally running a long term engagement with the world on subsidy, it is not going to work," he said. The Minister was speaking at a webinar on strategies for alleviating policy constraints for exports in select sectors. He said there is a need to identify areas where sensible policies can help take exports to USD 1 trillion. The Minister also released a study Domestic Constraints for Exports in Select Sectors - published by the Export-Import Bank of India. A c c o r d i n g t o t h e s t u d y, an immediate refund of GST could increase the overall GDP by 2 per cent, exports by 7 per cent, aggregate imports by 6 per cent, and overall employment by nearly 4 per cent.
It identifies sector specific policy initiatives that could improve operational conditions and efficiency of exporters gems and jewellery, auto and auto-components, electronics, textiles and clothing, and pharmaceuticals sectors. The study highlighted the need for direct government intervention to reduce costs at ports; attractive production oriented incentives; addressing procedural delays in approvals and refunds, as well as custom clearances by the Government; expediting GST refunds and duty drawback refunds to improve the manufacturing landscape, among others. "The effects of immediate refund of GST on individual sectors are much l a r g e r, w i t h e x p o r t s f r o m t h e six identified sectors expected to register double-digit growth," it added.
CBIC further postpones SCMTR go-live date to November 1 NEW DELHI : Central Board of I n d i r e c t Ta x e s a n d C u s t o m s (CBIC) further postponed the implementation and go-live date of Sea Cargo Manifest and Transhipment Regulations (SCMTR) to November 1, 2020, from the prior deadline September 30.
Earlier the same was deferred from August 1 to September 30. The regulation directs changes in timelines and requirements for advance notice by shipping lines (vessels) arriving in India and exports through shipping lines (vessels) out of India.

Kottayam Port starts domestic movement of cargo KOTTAYAM: In a major boost to the manufacturing and trading sectors in the Central Travancore region, the Kottayam port, the first multi-modal Inland Container Depot (ICD) in the country using inland water navigation, has begun moving domestic cargo. Marking the opening of coastal movement through the port here, a 40foot-long container was brought in from Gujarat the other day. According to port officials, the consignment containing raw material for the natural rubber-
based manufacturing units in ‘the Kottayam belt,’ was transported by road from Kochi. Abraham Varghese, Managing Director, Kottayam port, said the port was preparing to conduct the coastal movement on a regular basis, besides the export-import operations. Till now, the clients in the region used to take delivery of their cargo directly from the Kochi port. “This marks a shift from port-to-port service to a door-to door operation by
which cargo travels from a port in Gujarat all the way to Kottayam. Besides bringing down the cost of transportation, it will also help decongest the roads once we resume the barge operations,” he said. Port officials claimed that considering the difference in ground rent and other costs between the ports at Kochi and Kottayam, the customer could save at least Rs. 3,000 per container by opting for a point-to-point service.

An agreement was signed on 28 September. The investment will be allocated contractually and organisationally to HHLA International GmbH. With this investment, HHLA is positioning itself in a growing market on the Adriatic whose strategic position offers great opportunities for development. This will be HHLA’s third participation in a port outside Hamburg after Odessa (Ukraine) and Tallinn (Estonia). The capacity of the PLT terminal will then comprise a total of approximately 300,000 TEU (standard containers), 90,000 RoRo units and 700,000 tonnes of general cargo. There is also the option to significantly expand terminal capacity through additional adjacent areas. The strategically relevant position of the Port of Trieste on the Adriatic also allows for excellent development opportunities in hinterland transport. The PLT terminal has its own rail connection. The HHLA rail subsidiary Metrans already connects the Port of Trieste with its European intermodal network. The transaction is subject to various conditions precedent and is expected to close in January 2021.

Alang positioned to grab 50% share in global ship recycling: Mandaviya NEW DELHI : With the giant piece of Indian naval history INS Viraat becoming the first gigantic ship to beach at Gujarat shores for dismantling after enactment of recycling legislation, India aspires to raise its share in global ship recycling business to at least 50 per cent, Union Minister Mansukh Mandaviya said. Beaching of ships for dismantling at Alang ship-breaking yard, one of the biggest recycling yards in the world, is increasing post lockdown and fiscal 2020-21 is expected to be the best for business at Alang that witnesses 40 per cent of global ships coming here for scrapping, said Shipping Minister. There are 53,000 merchant ships globally, out of which 1,000 are recycled every year. Four hundred of these 1,000 ships are recycled in India at Alang in Bhavnagar district of Gujarat, which is 40 per cent of the global recycling. “Alang is blessed with natural opportunities with tides of 10-12 metres, which the Government of India and Gujarat government decided to cash on. It results in direct beaching of ships and also saw direct beaching of INS Viraat. “Globally, 1,000 ships are scrapped annually and of this 40 per cent are recycled here. It has the world”s biggest recycling industry. We are initiating several initiatives to raise its global share in ship recycling to 50 per cent,” he added. The Shipping Minister claimed that it was the result of the various initiatives that majority of the migrant workers preferred to stay at Alang during the lockdown. He said COVID-19 lockdown impact was less at Alang as his ministry has given exemptions for sign off and sign on exemption. “We gave permissions for sign off and sign on for ships coming here, facilitating immigration and as a result industry remained operational,” he said.
Mandaviya, who was here to pay homage to Indian Navy”s warship INS Viraat to its last journey to Alang for dismantling, said post enactment of recycling legislation by Parliament, INS Viraat was one of the biggest ships for recycling. He exuded confidence that days were not far-off when recycling industry here will grow massively with Europe and other countries ready to send their ships for breaking here in view of Hong Kong convention ratification. India is looking to double its contribution from ship recycling to country”s GDP to over USD 2 billion post enactment of a law — Recycling of Ships Bill, 2019 for recycling of ships in December 2019. It also aims to take direct jobs from recycling sector to about 90,000. “Even during the lockdown period, 40 to 50 vessels came to Alang for recycling. Many ships bought during the period are still to reach here. We expect maximum vessels to come to India in 2020-21 for recycling,” the minister said. Currently, India recycles 70 lakh gross tonnage of ships per annum, while Bangladesh”s contribution is 68 lakh gross tonnage. Pakistan scraps ships worth 37 lakh gross tonnage, while China accounts for 34 lakh gross tonnage of recycling. “These four countries account for 90 per cent of the ships recycled globally. Post enactment of Recycle Act, India eyes 50 per cent of the global share as many countries will be sending ships here after India ratified the global convention,” Mandaviya said. Wi t h t h e e n a c t m e n t o f t h e legislation, India has set global standards for safe and sound environment-friendly recycling of ships, as well as ensure adequate safety of the yard workers. Hoping for increase in the business,
a large number of recycling plots at Alang are obtaining Statement o f Complianc e (SOC) with the Hong Kong Convention. The Minister also said that 10 per cent of country”s secondary steel needs, as an outcome of recycling of ships, will be met in an eco-friendly manner. H a r e s h P a r m a r, G e n e r a l Secretary, Ship Recycling Industrial Association (SRIA) here, said Alang is poised to raise its global share with significant changes during the last 10 years with world class safety environment. “Now European and other advanced nations are sending their ships for recycling here. Three million tonnes of steel is recycled here annually. Central government gets revenue to the tune of Rs 600 to Rs 700 crore from Alang while the State Government gets Rs 250 crore.” INS Viraat, the longest serving warship, has been beached at Alang for recycling three years after it was decommissioned by the Indian Navy. This Centaur-class aircraft carrier of Indian Navy that remained in service for almost 30 years and holds the Guinness record for world”s longest serving warship is being dismantled here by Shree Ram Group of Industries. “This historic warship has sailed almost 11 lakh kms, enough to travel the globe 27 times over and we pay homage to this pride of the nation while Alang is privileged to witness such a magnificent ship,” Mandaviya said.
Logistics sector: Covid-19 alters logistics of trade NEW DELHI : With e-commerce driving the logistics sector in the time of Covid-19, there has been a spike in demand for temporary warehouses, signalling a structural shift in the approach of companies and investors even as the overall sentiment remains positive. While industrial leasing in the top eight cities of India stood at 11 million sq feet in the first half of 2020, the pandemic has led to demand growing for warehouses with a lease tenure of 6-11 months. The investment of Rs 380 crore by global private equity (PE) giant Blackstone in the Mumbai-based AllCargo L ogistics and the PE company’s tie-up with the Hiranandani Group’s GreenBase to build industrial warehousing across India, entailing an investment of Rs 2,500 crore, illustrate this trend. Says Ramesh Nair, CEO and country head India, JLL, “while growth of the logistics sector in value terms is likely to slow down and there may be
yield contraction in some markets, investor confidence and capital values are expected to remain intact.” In fact, the growth of internet penetration rates, expansion of online grocery and omnichannel retailing and integration of technology with warehousing and storage which the pandemic has fuelled, augurs well for logistics real estate as an asset class. At $195 billion, industrial and logistics real estate is already the second largest asset class globally. According to a JLL report, the reimagination of the logistics sector is making occupiers embrace technology, innovative solutions, modern processes and digital transformation to meet evolving consumer habits. Its rapid growth in the coming years will push the creation of suburb warehouses, in-city warehouses, tier-1 and tier-2 city warehouses and multistoried warehouses, the report says. For instance, this trend is on ample display at Dulaghar in Howrah—which is growing fast as a global trading hub for readymade garments— with a number of multi-storied warehouses having come up and many more at the development stage.

DP World, UAE Region, Jafza Partner with CII in The Auto Resurgence Summit 2020 DUBAI / NEW DELHI: DP World, UAE Region and Jafza joined hands with the Confederation of Indian Industry (CII) as event partners for the Auto Resurgence Summit 2020 that shed light on how the automotive sector can respond positively to the global pandemic. Speakers highlighted the significance of creating a selfreliant, sustainable and stable market, emphasising the need to adopt measures like increased localisation, use of technology, new-gen mobility and increased participation in the global value chain. Ahmad Al Haddad, Chief Operating
Officer, Parks and Zones – DP World, UAE Region participated in the ‘Emerging, Enabling Strategies and Technologies for Supply Chain’ session and explained how Jafza can facilitate India’s auto export operations. Jafza, the leading business and logistics hub in the Middle East, recorded business worth a total trade value of AED 38.8 billion and an increase of 5 per cent in its customer base year-on-year for 2018/2019 in the automotive sector. This sector plays an integral role in Jafza’s success story. Its outstanding performance and exceptional connectivity have cemented Dubai’s position as the preferred logistics and distribution centre for the automotive industry in the region. The automotive and spare parts sector boasts more than
600 companies, including key players from over 65 countries. The segment employs over 7,400 employees, working in a facility that spreads over an area of 1.37 million square meters. Some of the principal customers include the world’s biggest names like Toyota, General Motors, Ford, Volkswagen, Daimler, Honda, Nissan Mohammed Al Muallem Motor Corporation, among others. The Indian connection DP World’s network spans a wide range of ports in the Indian subcontinent. It is the first global operator with a panIndia license in Indian freight rail industry and has expansion plans to enhance market access across Indian cargo centres. DP World India boasts of six terminals, seven inland container depots/ private freight terminals, five container freight stations, 20 rail rakes, two upcoming free trade warehousing zones and 1.5 million square meters of warehousing facilities. It has also been growing its logistics operations through a series of recent acquisitions in India. Unifeeder — through its Unifeeder Indian subcontinent (ISC) arm, majorly owned by DP World — acquired Transworld Feeders and Avana Logistek. Record e-way bills generated in Sept, signal economic revival: Finance Secretary NEW DELHI: Finance Secretary A B Pandey on Thursday said that amid early signs of recovery, eway bills hit a record high in September. He also expressed hope that GST collections would show much better recovery in the festive season. More than 57.4 million e-way bills were generated in the month of September. "These are affirmative signs of economic growth as the
business activities are unlocking gradually and despite adverse impact of Covid-19. there are indicators of economic recovery," Pandey said. He said that almost 2.62 million e-way bills were generated on September 30, which was the highest ever count so far in a single day. GST collections touched Rs 95,480 crore, the highest receipt in 7 months.
Konkan Maritime Cluster seeks to empower MSMEs in shipbuilding MUMBAI: The Konkan Maritime Cluster seeks to empower MSMEs in shipbuilding sector by creating common facility centre wherein enterprises can outsource common production process and activities which would be unviable for them to undertake individually, said Suraj Dialani, chairman and managing director of KMC. The CFC established by Cluster members with support of GOI, will enhance capacity building of the enterprises and give them opportunity to standardize product quality, improve productivity and in turn achieve higher profitability, Dialani told. The cluster members build ships and boats of steel, FRP and aluminum. All types of coastal ships and offshore vessels to high speedboats and aluminum crew boats are being built for India and being exported to UAE, Maldives, Mauritius, Europe, Africa and Sri Lanka.
India has a miniscule share in global shipbuilding market but the share in quality-built ships is high. Goa will overcome the long impeding concern of infrastructure and access to affordable facilities. This will improve productivity through cluster development program and enhance their capacity thus generating more employment as they take up bigger jobs at higher profitability, Dialani stated. Goa is the shipbuilding capital of India and offers all services in maritime sector with the best brains in ship design, to quickest ship builders and strong network of equipment manufacturers along with most reliable technical service providers and most experienced shipping service providers. The competency is high and spectrum of ability is big. “It is the strongest force in Indian Maritime and the only one pioneering MSMEs to self-empowerment,” he added.
