Govt taking steps to reduce Logistics cost to boost growth: Mansukh Mandaviya NEW DELHI: The Government has initiated multiple steps to reduce high logistics cost, including strengthening inland waterways, Shipping Minister Mansukh Mandaviya said recently, as he urged private players to join hands to propel India’s growth. Mandaviya, who was addressing a virtual event ”Creating Multimodal Transport Network Using Big Data” organised by PHDCCI, also expressed concern over the high logistics cost in the country, which was 30 per cent more than that in developed nations.

“The Government of India has taken a large number of steps to reduce logistics cost in the country in order to fuel growth. These include making a network of inland waterways to transport cargo in a cost-effective manner. We have made 1,400 km of waterways operational,” Mandaviya said. The Minister said the aim of creating a network of waterways is to reduce logistics costs, boost exports and make the country self-reliant, as per Prime Minister Narendra Modi’s Cont’d. Bharat Mumbai Container Terminals Indian Railways announces achieves new Rail Volumes record revised Freight Policy NEW DELHI: Indian Railways revises its Freight Policy in July 2020 during Unlock 3.0 to boost its freight traffic. The new policy MUMBAI: The PSA Global operated Bharat Mumbai Container Terminals (BMCT) achieved yet another mile stone in Rail volumes, handling around 16,065 TEUs in 107 Rakes during the month of July 2020 surpassing its own record of handling 13,601 TEUs in previous month. This latest milestone was achieved on the back of the July 2019 agreement for inter-terminal haulage of mixed train boxes within JNPT terminals, whereupon seamless transfers by BMCT contributed to a steady increase in rail volumes handled. More relaxations have been provided to the customers by a slew of incentives announced by Indian Railways. These incentives are expected to boost the economy. “It is time that private players join hands with Government in PPP (public private partnership) projects including ports to fuel economic growth,” the Minister said. He urged private sector companies to come forward for initiatives like indigenous building of cranes for ports which so far were being imported at an annual cost of about Rs 10,000 crore. He said the shipping ministry has taken initiatives like introducing the ”PCSIx” platform to reduce logistics costs.

Port community system ”PCS1x” is a cloud-based technology that offers ser vices like notification, work-flow and track and trace and it is estimated that this feature alone will reduce up to two days in the life of a transaction. Mandaviya further said interministerial consultations were on to boost multimodal transport in the country. Enhanced focus on waterways has resulted in higher cargo movement on inland water ways as well as the

Indo-Bangladesh protocol route which has enabled faster delivery of cargo to north eastern states, including Tripura, he added. The minister said only about 67 of the country’s 200 ports are functional at present and a number of steps have been initiated to develop all the ports. He also termed “Yoga, Ayurveda, Spirituality and Khadi” as India’s strength. Mandaviya also stressed on the need for enhancing Indian flag vessels to promote the Port and Shipping Sector.

Cargo volumes at Major Ports decline 18 per cent in April-July NEW D E L H I : C a r g o v o l u m e s handled at India’s dozen state-owned major ports fell 18.06 per cent during April- July period to 193.38 million tonnes (mt) from 236.01 mt a year ago as the coronavir us-induced demand contraction continue to roil global trade. With the exception of Mormugao Port Trust, the remaining 11 Major Ports reported volume declines in the April- July period compared to the same period last year, with Kamarajar Port Ltd posting the steepest fall of 35.64 per cent, according to the Shipping Ministry. Kamarajar Port Ltd, India’s only state-owned port that is run as a company, handled 7 mt from the 10.87 mt last year. Chennai Port Tr ust handled 11.08 mt in April-July FY21 from 16.43 mt last year, a drop of 32.53 per cent. The container volumes at Chennai dipped to 323,000 TEUs from 506,000 TEUs, a decline of about 36 per cent.

Cochin Port Trust handled 7.76 mt, 32.78 per cent lower than the 11.55 mt handled during the first four months of FY20. The container volumes at Cochin Port Trust declined about 17 per cent to 167,000 TEUs from 203,000 TEUs during the same period last year. Syama Prasad Mookherjee Port Trust (formerly Kolkata Port Trust) reported a volume drop of 26.09 per cent to 16.050 mt from 21.717 mt. Cargo traffic at Mumbai Port Trust fell 19.79 per cent to 15.858 mt from 19.771 mt. Deendayal Port Trust, India’s biggest state-owed port by volumes handled, reported a 16.78 per cent decline in volumes to 34.11 mt from 40.99 mt. V i s a k h a p a t n a m Po r t Tr u s t reported a 11.26 per cent decline in volumes to 21.034 mt from 23.704 mt. Cargo volumes handled by V O Chidambaranar Port Trust dropped 9.74 per cent to 10.57 mt from 11.71 mt.

Paradip Port Trust handled 34.64 mt, a drop of 9.07 per cent over the 38.09 mt handled last year. N e w M a n g a l o r e Po r t Tr u s t reported a 4.60 per cent decline, handling volume of 11.56 mt from 12.12 mt. Mormugao Port Trust handled 6.76 mt from 5.61 mt, a growth of 20.44 per cent. All the commodities except iron ore including pellets and raw fertilisers reported a decline in volumes. Crude oil, petroleum products, LPG and LNG declined 17.75 per cent to 63.66 mt, other liquids by 19.43 per cent to 7.98 mt, thermal and steam coal by 29.95 per cent to 23.19 mt, coking coal and others by 32.26 per cent to 13.51 mt and containers by 28 per cent (in twenty foot equivalent unit or TEU terms) to 2.49 million TEUs from 3.46 million TEUs. Iron ore including pellets posted a growth of 24.27 per cent to 21.690 mt.

Alternate Goods shed Policy: Terminal Charge shall not be levied on traffic booked from alternate goods sheds, instead of identified busy goods shed. 2. Free time relaxation for covered wagons: Zonal Railways are empowered to relax the free time up to double of normal free time and/or nonlevy of demurrage/wharfage in case of covered stock during lean season i.e. up to 30.09.2020. 3. Permission to accept road weighbridge weighment to certain

goods sheds of South Central Railway for loading of Graniteall documents and data to be captured in the system. 4 . Te r m i n a l A c c e s s C h a r g e Concession @50% has been granted on container traffic handled at Group-III Container Rail Terminals. 5. Stabling Charge on container traffic: Not to be levied on container traffic from 18.05.2020 to 31.10.2020. 6. A discount of 5% on haulage charge per twenty-foot equivalent unit (TEU) rates is given on loaded containers from 04.08.2020 to 30.04.2021. 7. Industrial Salt: Classification has been lowered from class 120 to class 100A and loading is allowed in bulk/ loose in open wagons, so as to re-capture and gain additional traffic. 1 0 . Tw o - p o i n t l o a d i n g i n automobile: Operational flexibility given to the automobile sector with two-point loading.

Dhoraji onions from Rajkot take the train route to reach Bangladesh market RAJKOT: Onions from Rajkot’s Dhoraji town are hurtling down top speed to Bangladesh’s Darshana station. Western Railways, for the first time, is transporting goods to Bangladesh. A goods train carrying the stock has left Dhoraji recently. While the trade is not new, so long onion traders were traditionally exporting their stock to the neighbouring countr y via tr ucks through Malda of West Bengal. With the target to expand freight business, the Business Development Unit (BDU) of WR’s Bhavnagar division designed the road map to transport onion to Bangladesh and convinced Dhoraji, Upleta and Gondal traders to use the rail transport system.

Traders purchase onions from farmers of Rajkot, Junagadh and Porbandar districts and transport it to other parts of the country and also to Bangladesh via trucks. According to railway officials, the first such train to Bangladesh is transporting 2439.5 tonne onions and will travel a distance of 2,427km to reach its destination. The wagons are loaded at Dhoraji railway station and a railway statement said they are expecting to make 3 to 4 rakes this month after sending the first rake on Tuesday, 4th August. ICRA downgrades outlook on Indian road logistics from Stable to Negative NEW DELHI: The credit rating agency ICRA downgraded its outlook on Indian road logistics industr y to ‘Negative’ from ‘Stable’ citing the weakening of credit profile Covid-19 pandemic and nationwide lockdown. ICRA also anticipates the domestic freight transportation revenue to fall by 18-20 percent in fiscal 2020-21 in the backdrop of 9.5 percent contraction of GDP and compared to its April 2020 estimation of 8-10 percent. Going forward, ICRA’s expects asset-light players would be relatively better placed to tide over the near-term stress due to lower fixed costs while entities with the asset-heavy business model would

likely see a greater negative impact. Reasons for the negative outlook “The implementation of the 40-day nationwide lockdown aggravated the ongoing slowdown in the Indian economy with moderation in industrial activity and weak consumer demand resulting in subdued freight availability during Q1 FY2021. Freight movement, during the period, was also impacted by restrictions in cross-border movement, shortage in availability of drivers and manpower due to large-scale migration and lack of availability of return load. E-way bills generated in Q1 FY2021 declined by 52.7 percent YoY reflecting the subdued road freight movement.

Likewise, railway cargo and port traffic also contracted sharply by 21 percent and 20 percent, respectively,” said the report. Credit & debt of logistics companies Credit metrics of logistics companies are expected to moderate over the near term. However, deferment of near-term debt-funded capex/acquisition plans by major logistics players would help cushion the impact to some extent. ICRA expects the Debt/OPBITDA of its sample of logistics companies, to average at 4.1x and interest coverage to average at 2.6x in FY2021, as compared to 2.5x and 4.9x respectively in FY2020.

Immediate review of India-ASEAN Trade in Goods Agreement to help realise trade potential: MoS Commerce NEW DELHI: Union Minister Hardeep Singh Puri recently made a case for immediate review of the IndiaASEAN Trade in Goods Agreement and said it would help realise the true bilateral trade potential between India and the 10-member nation bloc of Southeast Asian countries. “The review of the India-ASEAN Trade in Goods Agreement is pending. “A n i m m e d i a t e r e v i e w o f t h e agreement and the effective utilisation o f t h e A S E A N - I n d i a F r e e Tr a d e Agreement will contribute to the realisation of our 2020 trade target of USD 200 billion set by both parties,” the Minister of State for Commerce and Industry said.

The minister added that he believes the FTA review will provide the partners the opportunity to further unlock potential. The proposed scope of the review of the free-trade agreement (F TA) between India and ASEAN could include issues like customs procedures, further liberalisation of trade in goods and exchange of data, Parliament was informed in November last year. The ASEAN-India Trade in Goods Agreement was signed on August 13, 2009, and came into force on January 1, 2010. The Association of Southeast Asian Nations (ASEAN) is a regional intergovernmental organisation

comprising 10 Southeast Asian countries. It aims to promote intergovernmental cooperation and facilitates economic, political, security, military, educational, and socio-cultural integration among its members and other Asian states. The ASEAN members are Indonesia, Thailand, Singapore, Malaysia, The Philippines, Vietnam, Myanmar, Cambodia, Brunei and Laos. According to the minister, both India and ASEAN need to redouble their efforts towards strengthening cooperation in services sectors such as e-commerce, IT-enabled ser vices, financial ser vices, banking and tourism.
