The meeting was attended by the Office Bearers and 28 Member Association representative of FFFAI from across the country, there were many issues discussed and updates provided concerning customs, CBLR, EDI, Service Tax/GST, logistics, air cargo, sea cargo, skill development, importance of social media which FFFAI has expanded recently, Technology developments etc.

The special focus of the 6th EC meeting was the updates on forthcoming 24th Biennial Convention of FFFAI to be held from August 12 to 14, 2022 in Chennaiwith the theme LOGISTICS RESHAPE, EMBRACE AND SURGE IN THE DIGITAL ERA. At this EC meeting FFFAI also implemented Digital Learning platform for members and next generation for e-learning. It has been decided that FFFAI would initiate FIATA eFBL here in India to benefit the trade, which empowers Customs Brokers, Freight FFFAI OBs along with EC Members and Secretariat staﬀ at the 6th EC mee ng Forwarders and Logistics Service Providers clearance. Export rises 15.46% to $ 37.3 bn in May, recording highest ever exports NEW DELHI: India has achieved monthly value of merchandise export in May 2022 amounting USD 37.29 billion, an increase of 15.46% over USD 32.30 billion in May 2021. India’s merchandise export in April -May 2022-23 was USD 77.08 billion with an increase of 22.26% over USD 63.05 billion in April -May 2021-22. Value of non-petroleum exports in May 2022 was 29.18 USD billion, registering a positive growth of 8.13% over non-petroleum exports of USD 26.99 billion in May 2021. The cumulative value of non-petroleum exports in April May 2022-23 was USD 61.09 billion, an increase of 12.9% over USD 54.11 billion in April -May 2021-22. Value of non-petroleum and nongems and jewellery exports in May 2022 was USD 26.08 billion, registering a positive growth of 8.57% over nonpetroleum and non-gems and jewellery

exports of USD 24.02 billion in May 2021. The cumulative value of nonpetroleum and non-gems and jewellery exports in April -May 2022-23 was USD 54.52 billion, an increase of 14.15% over cumulative value of non-petroleum and non-gems and jewellery exports of USD 47.76 billion in April -May 2021-22. Petroleum products (52.71%), Electronic goods (41.46%) and RMG of all Textiles (22.94%) led the way in high increase in exports during May 2022. India’s merchandise import in May 2022 was USD 60.62 billion, an increase of 56.14% over USD 38.83 billion in May 2021. India’s merchandise imports in April -May 2022-23 was USD 120.81 billion with an increase of 42.35% over USD 84.87 billion in April -May 2021-22. Value of non-petroleum imports was USD 42.48 billion in May 2022 with a positive growth of 44.7% over non-

petroleum imports of USD 29.36 billion in May 2021. The cumulative value of non-petroleum imports in April -May 2022-23 was USD 82.55 billion, showing an increase of 27.72% compared to nonoil imports of USD 64.63 billion in April May 2021-22. Value of non-oil, non-GJ (gold, silver & Precious metals) imports was USD 33.61 billion in May 2022 with a positive growth of 27.2% over non-oil and non-GJ imports of USD 26.42 billion in May 2021. Non-oil, non-GJ (Gold, Silver & Precious Metals) imports in April -May 2022-23 was USD 69.25 billion, recording a positive growth of 30.71%, as compared to nonoil and non-GJ imports of USD 52.97 billion in April -May 2021-22. The trade deficit in May 2022 was USD 23.33 billion, while it was 43.73 billion USD during April -May 2022-23.

May exports figure impressive amidst geo-political uncertainties and logistics disruptions: FIEO President, Dr A Sakthivel NEW DELHI: Responding to the May 2022 Trade Data, FIEO President, Dr A Sakthivel said that the highest-ever exports of over USD 37 billion during May of a fiscal year, shows the continuous resilience of the exports sector amidst rising global uncertainties. FIEO President said that the top sectors, which have performed impressively during the month were Petroleum Products, Engineering Goods, Electronic Goods, RMG of all Textiles, Gems & Jewellery, Organic & Inorganic Chemicals, Drugs & Pharmaceuticals and Rice. Labour-intensive sectors also contributed to the exports basket, which itself is a good sign, further helping job creation in the country. FIEO Chief also reiterated that the benefits of the

newly signed FTAs and the PLI Scheme will further help us in building as we continue to move ahead during the fiscal. Imports growth is of little concern and may be looked into. However, he added that rising imports of gold may lead to impressive gems & jewellery exports in next 1-2 months with lead time. FIEO President is also of the view that though the government has announced a slew of measures to support exports, however, there is a need to rationalise exports of raw materials to push value-added exports, augment container manufacturing, developing an Indian Shipping Line of global repute, increase the validity of RoSCTL and RoDTEP scrips to 24 months and link transferability with realisation, extend RoDTEP to EOUs, SEZ and Advance Authorisation, expand usages of RoDTEP and RoSCTL scrips and logistics support for the sector looking at the higher freight cost.

Sagarmala Young Professional Scheme for engagement of Young Professionals in MoPSW NEW DELHI: Ministry of Ports, Shipping and Waterways has formulated scheme to engage talented, forward-thinking and dynamic young professionals in various divisions of the Ministry. This scheme focuses on active on-the-ground learning for young professionals. The professionals will have the opportunity to learn about the functioning of the Government as well as developmental policy concerns. Professionals will be required to deliver high-quality inputs in areas such as infrastructure, data analysis, project management, start-up, innovation, skill development, digital transformation and the environment, among others, in order to meet Ministry’s needs. The scheme will foster active involvement of young people in decision-making. This will further contribute to

social wellness at an individual level, by boosting self-esteem and a sense of empowerment, and bring about crucial benefits for societies such as an enhanced awareness for common concerns and a joint resolve to identify solutions that work in the long term. Initially, more than 25 young professionals will be hired under this scheme. Professionals will be required to have qualification in B.E/ B.Tech, B. Planning and/or MBA or equivalent degree in relevant subject/ field and minimum three year of relevant work experience. Professionals in Accountancy, Finance, Legal, Statistics, Economics/Commerce, Data Analytics will also be engaged based on requirement of the Ministry. The initial period of engagement shall be 2 years which can be extended to additional 2 years on the basis of performance

Due to delays, 10.5% of Containership fleet Remains unavailable : Sea-Intelligence COPENHAGEN - The number of containerships delayed at ports has started to improve, however 10.5% of the global fleet capacity remains unavailable. As global supply chain disruption continues there has been a significant improvement in the number of containerships waiting at port for berths according to analysis by Sea-Intelligence. Since between January and April the percentage of the global fleet

unavailable due to delays fell from 13.8% to 10.5%. “This means that 3.3% of the global fleet has been released back into operation from January to April,” commented Alan Murphy, CEO of Sea-Intelligence. While a marked improvement it still equates to effective 10% cut in global capacity at time when demand remains extremely high. Looking to the landside a terminal congestion index calculated by

Sea-Intelligence shows considerable improvement. The index has fallen from 95% earlier in the year to under 50%, although much of the improvement has been seen in the Med rather the largest ports in North Europe. “On a port level, distinct improvements are seen in Spain, Italy, and Greece, whereas at the other end of the scale there is not much improvement in Rotterdam and Hamburg,” Murphy said.

More Container vessels waiting outside Shanghai Port, as business gets back to normal SHANGHAI - Queuing time off the Port of Shanghai, the world’s largest port, has kept dropping even as more ships make calls, which experts see as a healthy sign, as the Chinese economic hub is getting back on its feet after a two-month lockdown. Shipping experts said as the port is getting back to normal, with a full recovery likely before October, more exports bound for the US are expected to get onboard, posing a challenge to the handling capacity of US operators. Comparing research notes sent to the Global Times by Elane Inc, a wellknown shipping data company, dated end-April, mid-May and end-May, the congestion situation at the Port of Shanghai recovered as the average time for vessels waiting to anchor increased from 28 hours at end-April to 71 hours in mid-May, then fell to 29 hours at end-May.Thirty-four vessels were waiting in mid-May compared with 30 at end-May, both up from end-April’s 23, suggesting ships now wait for shorter periods as port efficiency improves. Shipping experts said the shortened waiting time and recovered port calls could be a sign of more business getting back to the port, as the city declares that it will officially emerge from its “static management” recently. The world’s No.1 port by container throughput underwent ups

and downs during the past two months as COVID -19 flare-ups snarled supply chains. In early April, the port was r umored to have witnessed serious congestion with some 300 vessels waiting off its waters. The rumors, which were proved wrong, reflected the port’s difficulties amid the epidemic. Indeed, its standing as No.1 was facing a close challenge from competitors such as Singapore. However, the port, as part of the core function of the Chinese economic hub, banked on closed-loop management and innovative ways to transfer cargoes to nearby ports with ship-to-ship relocations to maintain its operations. Zhang Yongfeng, Director of the Shipping Market Analysis Department of the Shanghai International Shipping Institute, said there has been anticipation in the industry that in June, a deluge of goods headed for the US, previously stalled in the logistics chain, may be flowing to the Port of Shanghai as the metropolis reopens. However, Zhang warned that there is uncertainty, since US consumption of Chinese products is declining due to the country’s tightening monetary policy and high inflation. It’s possible that more shipments from China will add pressure to congested US ports, experts said.

The Port of Shanghai told the Global Times in a statement that the port “never stopped for a single day during the entire time span of this round of epidemic flare-ups” and held its Global No.1 position in the first four months of this year, having handled 15.35 million standard containers at an annual growth rate of 1.9 percent. In closed-loop management, more than 20,000 employees have been stationed at the port since mid-March, and it has issued over 800,000 green passes for tr uck drivers moving containers in and out of the port. The port also said that infrastructure expansion projects, including automation, are on schedule. As of end-May, daily throughput stood at 120,000 TEUs, returning to 95.3 percent of normal, the port said. On a year- on-year basis, container throughput stood at 84 percent of operations in April 2021. Wu Minghua, a shipping expert based in Shanghai, said the surge this summer will test US ports’ ability to handle the jam, and cause delays and price hikes. The Port of Shanghai will regain lost ground and could return to levels seen in the first quarter before the fourth quarter, said Wu.

Forex reserves up by USD 3.854 bn to USD 601.363 bn MUMBAI - The country’s foreign exchange reserves increased by USD 3.854 billion to USD 601.363 billion in the week ended May 27, according to RBI data. In the previous week, the reserves rose by USD 4.230 billion to USD 597.509 billion. During the reporting week, the rise in forex reserves was due to an increase in the Foreign Currency

Assets (FCA) and the gold reserves, according to the Weekly Statistical Supplement released by the Reserve Bank of India (RBI). FCA increased by USD 3.61 billion to USD 536.988 billion in the week ended May 27. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in

the foreign exchange reserves. Gold reserves increased by USD 94 million to USD 40.917 billion. The Special Drawing Rights (SDRs) with the International Monetary Fund (IMF) rose by USD 132 million to USD 18.438 billion. The country’s reserve position with the IMF also increased by USD 18 million to USD 5.019 billion in the reporting week, the data showed.

BIMCO: How Carriers benefit from the Future International Trade Alliance AMSTERDAM/ OSLO - The DCSA, BIMCO, FIATA, the ICC and SWIFT r e c e n t l y f o r m e d t h e Fu t u r e International Trade (FIT) Alliance and signed a memorandum of understanding to help standardise the digitalisation of international trade. In a series of articles, we are speaking to the FIT Alliance members to uncover what the Alliance means to them and how it will benefit international shipping. You can read the thoughts of Thomas Bagge, DCSA CEO and here, we get the carriers’ view from Grant Hunter, Director for Standards, Innovation and Research at BIMCO. We began by asking Grant: Why did BIMCO join the FIT Alliance? Grant (G): We joined primarily because we believe that unity is strength, and we can see the benefit of working together with other large organisations. We are a member organisation of ship owners and people working in the shipping industry including ship brokers and agents, and so we know the benefits of strong membership. By partnering with other organisations, we believe we can deliver a st r o ng e r m e s s a g e a n d m o v e electronic bills of lading ahead in a way that hasn’t been possible in the past quarter century or so. I like to call it a ‘coalition of the willing,’ as big industry bodies and associations are driving this issue for ward now with some considerable momentum. We believe that BIMCO has an important role to play in assisting with the digital transformation of the shipping industry. What top three benefits do you see the FIT Alliance bringing? G: Managing risk, making the whole

process faster and more efficient, and reducing costs. We’re focused on electronic bills of lading (eBLs) because the bill of lading (B/L) plays a vital role in international trade. This document, which provides evidence of title to goods shipped, has been just a piece of paper for hundreds of years. To this day, it is still a piece of paper in 99% of world trade, and that’s an insecure way of doing something. Handling and processing pieces of paper is time consuming and labour intensive and paper bills can be lost and can be subject to fraud. That creates unnecessary risk in the industry which can be resolved by digitalising the whole process. Digitalisation will also make the process much faster because, at the moment, quite often a ship will arrive at the port where the cargo is to be unloaded before the paper B/L arrives. If the person who is there to receive the cargo cannot hand over the B/L, so what happens? Invariably some sort of letter of indemnity is issued to the shipowners, which essentially means them accepting a risk. A risk which is unnecessary if the genuine B/L can be there, delivered electronically. What, in your view, does the Alliance mean for international shipping and trade as a whole? G: It’s important for the industry to know that all stakeholders involved in this digitalisation process are behind it, so it’s not, for example, just because the people who provide platforms or BIMCO say it’s a good idea. It’s everyone, the banks and the finance houses and the commodity traders as well as the owners and charterers of ships. That cohesive approach is only going to come through a big alliance like this – one that learns from other sectors that have already digitalised. Together, we can do it, but individually we may

struggle. Is that united front also important when it comes to regulation? G: There is a lot of regulatory work going on to give legal recognition to eBLs in jurisdictions around the world. That is a long-term goal, but it will take time to change laws, and it will cost money, so it won’t happen unless businesses can demonstrate they’re using or are prepared to use eBLs. Currently, something like less than 1% of world trade relies on eBLs. We must substantially increase that amount to help persuade governments to make the push to change legislation. We, as an industry, can’t sit back and wait for it to happen, we have to show that we want this now. The shipping landscape is complex, with many stakeholders, how can the FIT Alliance bring about change? G: Open standards are key. Closed “proprietary” systems aren’t going to move the industry forward, so we need to come out as an Alliance and all agree on open standards. Open standards for B/Ls and interoperability standards as well. Right now, private platforms p r o v i d i n g e B L s o l u t i o n s c a n’ t communicate with each other so you can’t start a B/L on one platform and transfer it to another one. That means banks, handling eBLs for finance purposes, are faced with subscribing to multiple systems and training their staff to use each of them. We often get asked if we’re favouring one particular technology over another and we’re not. We’re technology-agnostic. As long as the standards are good, and we have interoperability, we don’t need to focus on the technology. The market will decide what system best suits their needs.

Sector wise exports strategy will help to reduce trade deficit: PHD Chamber NEW DELHI : India’s trade deficit widened to a record $23.33 billion in May 2022 as imports grew at a faster pace compared to exports amid high commodity prices owing to the Russia-Ukraine conflict. India’s merchandise exports grew 15.46 per cent YoY to $37.29 billion in May. However, export growth fell by 7.2 per cent compared to last month, after witnessing record outbound shipments of over $40 billion in March and April, said Shri Pradeep Multani, President, PHDCCI Imports surged 56.14 percent to $60.62 billion in May on the back of a sharp jump in petroleum products amid rising global crude oil prices. Gold imports followed by the electronic goods and coal imports increased drastically in May 2022 due to reduction in price and resumption of mining and exporting activities, said Shri Multani.

At this crucial juncture, India should strengthen the Global Value Chains to capture emerging opportunities in the global arena. India’s export performance will depend upon diversification across destinations, products and services to scale up exports volume. India should develop a sector wide strategy to accomplish sectoral growth, said Shri Multani. Going ahead, at the structural front, the Government should continuously be focusing on ease of doing exports and reduced cost of doing business. Structural improvements in export and logistics infrastructure, developing supply chains and value chains of Micro, Small & Medium Enterprises (MSMEs) and enhancing the overall ease of doing exports would go a long way to push the growth trajectory of exports to the next level, said Shri Multani.

Coal import declines to 209 MT in FY-22 against 248 MT in FY-20 NEW DELHI - India has a balanced energy basket and coal sector is an important contributor in fulfilling nation’s energy needs. The sector is not only committed to meet coal demand in the country but also sensitive towards building a sustainable ecosystem. Coal is a critical input for power, fertilizer, iron & steel and cement sector. Coal imports, which had reached a peak of 248 Million Tonnes (MT) in 2019-20, declined continuously during the next two years to 215 MT in 2020-21 and further to 209 MT in 2021-22. Despite steep rise in actual demand of coal from 956 MT in 2019-20 to 1027 MT in 2021-22, coal imports have not increased. Coal import grew at a compound annual growth rate (CAGR) of 22.86% during the period 2009-10 to 2013-14. At this CAGR, coal imports would have reached 705 MT in 2020-21 and further to 866 MT in 202122. The import of coal could be checked only by sustaining increased

domestic supply over the years. All India coal production has increased from 716 MT in 2020-21 to 777 MT in 2021-22 resulting in an increase of 61 MT. Therefore, despite a steep rise in actual demand for coal from 906 MT in 2020-21 to 1027 MT in 2021-22, coal imports could be contained due to increased domestic dispatch from 691 MT in 2020-21 to 818 MT in 202122. Domestic dispatch has not only increased to the power sector but also to non-power sector by 101 MT in 2020-21 to 104 MT in 2021-22. The decline in coal import during 2021-22 is largely due to decrease in import by Power Sector which came down from 45 MT in 2020-21 to 27 MT in 2021-22, decline of almost 40%. The decline is more steep if we compare coal imports by power sector in 2021-22 to pre-covid year of 2019-20 when such import was 69 MT. This is despite the fact that total thermal power generation in the country increased to 1115 BU in

2021-22 from 1032 BU in 2020-21, an increase of 83 BU in absolute terms and almost 8 % in percentage terms. Coking Coal import was 57 MT with a growth of 11.65% during 2021-22 which is largely used in the Steel Sector. However, as compared to pre-covid year of 2019-20, the growth in coking coal import is around 10 %. Coal imported by Non-regulated Sector (Cement, Sponge Iron & Paper etc) increased to 125 MT in 2021-22 from 119 MT in 2020-21 an increase of 5.23 %. Compared to the pre covid year of 2019-22, when imports by non-regulated sector was 127 MT, imports by this sector has actually declined in 2021-22. Thus, increase in import of coal by non-power sector during 2021-22 is largely on account of growth in import of coking coal and import of coal by non-regulated sector which largely import high grade thermal coal. Supply of both these categories of coal are limited in the Country.

High Container freight rates due to Market Dynamics: US FMC report WASHINGTON - The US Federal Maritime Commission (FMC) fact-finding report into Container Liner Shipping during in the pandemic concludes that despite customer perceptions of collusion and lack of competition as freight rates soared neither was actually the case. The FMC is the US overseer of matters related to liner shipping has finally released a report two years in the making, a Fact-Finding investigation, overseen by Commissioner Rebecca Dye, with the snappy title “Effects of the Covid-19 Pandemic on the U.S. International Ocean Supply Chain: Stakeholder Engagement and Possible Violations of 46 U.S.C. &41102-c”. Shortly after the Covid-19 pandemic reached crisis proportions in the States, the FMC was tasked with identifying solutions to supply chain problems. At that time, the agency created a Task Force, with the mission of coming up with specific proposals to investigate problems in the ocean carrier marketplace. With a barrage of complaints coming from cargo owners, the main items were the high costs of moving boxes, partly attributed to the “blanked” sailings of Summer, 2020, as well as issues surrounding demurrage and detention practices - with terminals overflowing with containers unable to move being a very visible symptom. Importantly for the carriers, the report contains a conclusion that: “using established antitrust analytical tools also used by our sister competition agencies, the Department of

Justice and the Federal Trade Commission, and not withstanding certain misconceptions, the current market for ocean liner services in the Trans-Pacific trade is not concentrated, and the Trans-Atlantic trade is minimally concentrated. Competition among ocean common carriers, among the three major alliances and among the members in each of the alliances is vigorous….” Further, the report recognises that high prices for moving containers are the results of market dynamics (and not collusion), with the report noting that: “The Fact Finding Officer concludes that although certain ocean transportation prices, especially spot prices, are disturbingly high by historical measures, those prices are exacerbated by the pandemic, an unexpected and unprecedented surge in consumer spending, particularly in the United States, and supply chain congestion, and are the product of the market forces of supply and demand.” In a continued discussion of market dynamics the report talks about the need for an improved process of contracting ocean freight. The report puts this conclusion into emphatic wording, saying: “The Fact Finding Officer further believes that the most productive path forward for shippers and ocean carriers alike would be to enter into mutually enforceable and binding service contracts- true ‘meeting of the minds’—that are enforceable commercial documents….Without enforceable contracts, shippers are unable to protect themselves from volatile shipping rates and ocean carriers have few forecasting tools to provide the shipping capacity necessary to serve their customers.”

Cont’d. from Pg. 2 It was chaired by the Special Secretary of the Logistics Division, DPIIT and witnessed a proactive participation from industry associations and organisations such as INSA, FFFAI, CFSAI AMTOI, IPA, FICCI, CBIC and FIEO. The forum also saw representation of senior officials from CBIC, DGFT, MoPSW and representatives from all Major Ports of India who were present together on a single platform to address concerns of industry associations. Since the launch of PM GatiShakti on 13 October 2021, the focus on resolving user issues by overcoming departmental silos has been an essential commitment of the Government. To achieve such improvement in regulatory inter faces and reduce gaps in regulator y architecture, the existing institutional mechanism of SCOPE is being utilised to overcome any procedural, policy, or performance bottlenecks that may hinder the export potential of the country. The forum not only marked its first session after the COVID-19 pandemic but also its first meeting after India had successfully surpassed the US$ 400 billion dollar target for exports in FY 2021-22. Acknowledging the importance of the shipping community towards realising India’s Export Import targets and the promotion of Make In India, the Chairperson highlighted the need for a ‘whole of Government’ approach to address the new-age concerns of trade in the Country. Furthermore, the role of technology in order to mediate, facilitate, and overcome procedural delays in shipping was also highlighted by the government. In accordance with the commitments made under PM GatiShakti, the Chairperson expressed a further need for government institutions to break their operational silos and work together with the private sector to create national infrastructure that can further improve shipping in India, and at the same time, reduce the cost of logistics for Indian goods. In the session, all issues received from the industry associations were categorised into three major cohorts - i) Procedural issues; ii) Issues impacting logistics costs; and, iii) Technology related issues to enhance Export-Import efficiency. Under procedural issues, the industry associations suggested several positive alterations in some key processes, such as allowing the efficient use of

existing Container Freight Stations (CFSs) by converting them into MMLP and increasing the date of filing departure manifests to expand the scope of transshipment through India. Receiving the suggestions on a positive note, the senior representatives from Department of Revenue and MoPSW assured industry associations to reexamine any procedural issues that may hinder India’s Export-Import efficiency and to further reach out to concerned industry associations and government stakeholders with workshops and video conferences to clarify any procedural ambiguities within the next quarter. Since logistics costs comprise a critical component of India’s trade competitiveness, issues such as port charges and charging of security deposits by private shipping companies to traders were mutually deliberated in the forum. Reiterating the commitment of PM GatiShakti, the Chairperson advised the shipping associations to implement uniform best practices across the country to make Indian exports more competitive in the global markets. Government agencies present in the forum also agreed to examine issues of trade associations on a case-to-case basis to further reduce logistics costs wherever feasible to make Indian exports more competitive globally. The forum was in broad agreement that wider adoption of technology solutions, such as the Port Community Systems, can reduce the turnaround time of Indian ports. It is also expected to further reduce logistics costs for Indian traders, and at the same time, improve India’s competitiveness globally. Capacity building workshops by concerned government stakeholders to promote the use of technology platforms in shipping were recommended by the for um. For efficient registration and monitoring of authorised stakeholder issues, along with seamless coordination among concerned Ministries/Departments, a user interaction dashboard is also under-development by the Logistics Division of DPIIT. Such a digital platform is expected to enable the industry to highlight points of discussion to the government through a single window system throughout the year in a transparent manner.
