CBIC gives flexibility in paperwork to Importers from 5 neighbouring countries NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has restored flexibility in paperwork to those importing goods from five neighbouring countries. This came after the industry pointed out that a change introduced in Finance Act 2021 was hard to comply with. CBIC had in a circular earlier this week said that importers have given the feedback that it was difficult to do the necessary paperwork within the revised timeframe—filing of bill of entry on the day before arrival of goods at an Indian port. The Finance Act 2021 introduced this revised timeframe with the intent of ensuring that disclosure of import details is completed a day before, so that processing of paperwork could be completed quickly

and delays may be avoided. India’s customs procedures, often flagged by the World Bank as an area needing refor ms to improve the country ’s ease of doing business ranking, has in recent years received close attention from policy makers to simplify paperwork and reduce the processing time. However, the “ground reality” of logistics has prompted the authorities to offer exemption to short haul flights and vessels. Using a flexibility granted under the law, CBIC has given exemption to shipments from neighbouring c o u n t r i e s , n a m e l y, B a n g l a d e s h , Sri Lanka, Maldives, Myanmar and Pakistan, as the importers will not be in a position to do the paperwork the day before. In the case of these shipments,

importers have been given the flexibility to file the bills of entry by the end of the day on which the shipment arrives. The change has been incorporated in the regulations regarding declaration of imported goods, CBIC said. In the last one year, CBIC has taken several steps to reduce documentation and to do more of the paperwork digitally and in an automated way to avoid physical interface between the authorities and importers. It has brought in a host of measures to do away with the requirement of signing and examining physical documents before imported goods are cleared. Instead, imports are being processed with electronic documentation. The idea is also to improve governance and reduce compliance cost of businesses.

VPT targets 80 million tonnes cargo handling in FY 2021-22 V I S A K H A PAT N A M : T h e Visakhapatnam Port Trust (VPT) is targeting to handle 80 million tonnes of cargo in the 2021-22 fiscal. Despite Covid-19, VPT stood third among Major Ports in India for the second consecutive year with 69.84 million tonnes. This is the second highest annual cargo throughput in the history of VPT. Fighting against supply chain disruptions and economic downturn due to the pandemic, VPT stood just short of last year’s performance of 72.72 million tonnes. The VPT’s decline in cargo handling is only 4% whereas the decline recorded in other major ports is about 7%.

A major decline in cargo was imports of coking coal (27% decline) and steam coal (45%) but it was offset by an increase in iron ore and pellets handling (31%) and other cargo (22%). VPT Chairman K Rama Mohana Rao said there was an increase in exports of iron ore and finished steel to China and an increase in iron pellets movement to Gujarat. “We improved the average wait time of a ship to 1.15 hours as against 1.22 hours. A total of 2,040 ships were handled this fiscal as against 2,099 in 2019-20,” he said. The port has recorded an operating surplus of Rs 698 crore. “Installation of electronic route relay interlocking system to do away with manual

inter vention in railway signalling operation would be completed. Extension of existing container terminal with an additional capacity to handle 5.4 lakh TEU would be completed by the end of December this year,” Rama Mohana Rao said. The chairman also pointed out that ambient air quality levels are under control. “The port alone is not causing pollution in the city. Even during the lockdown, VPT handled cargo and there was no pollution. Pollution levels dropped during the lockdown as all industries were shut at that time. I request the public to be aware that the port is not causing pollution in the city,” he said.

Shipping & Ports Ministry drafting Township policy for leasing land owned by Major Ports NEW DELHI: The Ministry of Ports, Shipping and Waterways is drafting a township policy that will lay down rules for commercial exploitation of land other than those needed for port and related activities at major ports. The move is aimed at raising funds for port development and meeting expenses, including pension fund liabilities, by leasing land owned by ports such as Mumbai, Kolkata and Deendayal (in Kandla) outside the Custom bonded areas for as much as 99

years to develop real estate including multi-storied buildings, commercial and residential complexes, officials said. Mumbai, Kolkata and Deendayal ports own huge tracts of land in the township areas which have been occupied by tenants for decades. “The ports are not getting market rent from the tenants and attempts to get them vacated have not been successful,” the official stated. The township policy is expected to

bring clarity on leasing land located in the port’s township areas as well as resolve long pending disputes between port trusts and tenants. The 12 ports owned by the Centre follows the land management policy approved by the Cabinet in 2014 for leasing land for port and related operational activities in Custom bonded areas. These ports own 2,57,616.65 acres of land of which some 50,000 acres are in surplus or not in use.

Govt vetting Pillai panel’s report on refund rates on exported products NEW DELHI: The Department of Revenue is vetting the duty refund rates for exporters proposed by the GK Pillai Committee in its full report on the new Remission of Duties and Taxes on Exported Products (RoDTEP) scheme and will take a call on whether to go with the suggested rates or lower them to keep expenditure in check, sources tracking the development have said. “As long as the Department of Revenue sticks to the refund rates that have been proposed by the GK Pillai Committee, the Commerce Department should not have a problem in supporting and notifying them, as

these have been scientifically calculated. In that case, the exporters’ wait for the rates would soon be over,” an official source told. The RoDTEP rates have been calculated by the Pillai Committee based on all input taxes paid by exporters, including embedded taxes, that have not been refunded under any other scheme. However, if the Department of Revenue decides to lower the rates, there is a possibility that the Commerce Department may have issues with it, the official added. Increase funds Exporters body FIEO wants the

government to provide enough funds for RoDTEP and announce the rates soon. “RoDTEP is a scheme that is here to stay for some time. It is one of the few instr uments available to support exports. Under all pragmatism, one should look into that aspect,” said Ajay Sahai, Secretary General, FIEO. With exports of goods estimated to fall by 7.4 per cent (year-on-year) to $289.92 billion in fiscal year 2021, and outlook for the new fiscal still being uncertain due to the rising wave of the Covid-19 pandemic, exporters have been asking the government for more support.

GENEVA: Prospects for a quick recovery in world trade have improved as merchandise trade expanded more rapidly than expected in the second half of last year. According to new estimates from the WTO, the volume of world merchandise trade is expected to increase by 8.0% in 2021 after having fallen 5.3% in 2020, continuing its rebound from the pandemicinduced collapse that bottomed out in the second quarter of last year. Trade growth should then slow to 4.0% in 2022, and the effects of the pandemic will continue to be felt as this pace of expansion would still leave trade below its pre-pandemic trend. Cont’d. Pg. 4

Together with the 75% ownership acquired in October 2020, the acquisition implies an enterprise value of Rs. 13,675 cr implying an EV/ FY21 EBITDA multiple of 10.3x. Krishnapatnam Port is located on the east coast of India in Nellore district of Andhra Pradesh (~180 km from Chennai Ports) close to the border between Andhra Pradesh and Tamil Nadu. Krishnapatnam Port is an allweather, deep water port has multicargo facility with a current capacity of 64 MMTPA. With a waterfront of 20 km and 6,800 acres of land, Krishnapatnam Port has a master plan capacity of 300

MMTPA and a 50-year concession. The port is expected to have volumes of 38 MMT, revenues of Rs. 1,840 cr and EBITDA of Rs. 1,325 Cr in FY21. Since the acquisition, Krishnapatnam Port has focused on business process re-engineering which has resulted in EBITDA margins improving from 57% in FY20 to 72% in FY21. M r. The relatively positive short-ter m outlook for global trade is marred by regional disparities, continued weakness in services trade, and lagging vaccination timetables, particularly in poor countries. COVID -19 continues to pose the greatest threat to the outlook for trade, as new waves of infection could easily undermine any hoped-for recovery. "The strong rebound in global trade since the middle of last year has helped soften the blow of the pandemic for people, businesses, and economies," WTO Director-General Ngozi Okonjo Iweala said. "Keeping international markets open will be essential for economies to recover from this crisis and a rapid, global and equitable

vaccine roll-out is a prerequisite for the strong and sustained recovery we all need." "Ramping up production of vaccines will allow businesses and schools to reopen more quickly and help economies get back on their feet. But as long as large numbers of people and

countries are excluded from sufficient vaccine access, it will stifle growth, and risk reversing the health and economic recovery worldwide," she said. The Director-General added that trade through value chains has helped countries access food and essential medical supplies during the crisis. “Manufacturing vaccines requires inputs from many different countries. One leading COVID-19 vaccine includes 280 components sourced from 19 different countries," she said. "Trade restrictions make it harder to ramp up production. The WTO has helped keep trade flowing during the crisis. Now, the international community must leverage the power of trade to expand access to life-saving vaccines."

Sustainable Rail vision for Port of Antwerp "Let's modal shi together!" Doubling Freight by Rail Cont’d. from Pg. 3 Let’s modal shift together! Almost three quarters of all freight in Belgium is transported by road. This puts a lot of pressure on our planet and our society. Air pollution, traffic deaths and hours of traffic jams are just a few examples. By 2030, transport will grow by almost a quarter. That is untenable, so things must change. The railway is a sustainable solution. A freight train takes an average of 50 trucks off the road. It also emits 9 times less CO2, causes 8 times less air pollution, is 6 times more energy efficient and reduces road congestion. This is also in the interests of the road transport sector. To put less pressure on our planet, economy and mobility, it is important to transport more freight by rail. That is the modal shift, but it can only be done by working together. All the players involved in the logistics chain, such as the terminals, companies wanting to transport their goods, forwarders as well as the government, have an important role to play in this. The modal shift is not the story of a few, but a story of everyone together. So: “Let's modal shift together!” Rail vision must generate “enthusiasm” for it In late 2019, the CEOs of Port of Antwerp, Railport (representing the companies active at the port) and Infrabel signed a collaboration agreement. The aim is to double the proportion of freight transported by rail from 7% to 15% by 2030, an ambition endorsed by the entire rail freight sector. For that to happen, the railway must be an attractive alternative. Business leaders therefore need to get "enthused" about rail. Important assets are that the railway is, even now, many times safer and more environmentally friendly than all other alternatives. Moreover, for the long distances, this form of transport is also very price-competitive. What should now convince companies even more is that rail traffic within the port will become even faster and more efficient. After signing the collaboration agreement, specialists from the three companies developed a joint railway vision for the port of Antwerp. This vision, presented today, focuses on seven pillars that aim to contribute to this: Pillar 1 – Optimum management of traffic flows at the port across the entire logistics chain Pillar 2 – High-performance parking policy for efficient use of available rail capacity Pillar 3 – Operating the Antwerp North marshalling yard in a neutral manner + combining volumes Pillar 4 – Targeted investments in a various port areas with the highest growth potential Pillar 5 – Efficient use of rail infrastructure Pillar 6 – Separate framework for regulation and portspecific rail policy Pillar 7 – Common digital platform for the mutual exchange of information in compliance with competition rules The shared vision from Port of Antwerp, Railport and Infrabel thus indicates the direction in which the three companies want to evolve. Its implementation is an ongoing project that can be adapted and adjusted, if necessary, in constructive consultation with all stakeholders. It is important that the three companies have agreed upon the priorities in which they wish to evolve in order to achieve this doubling of the proportion of freight transported by rail. Concrete achievements such as concentration of signal boxes and harbour unit The seven pillars contain projects aimed at the short, medium and longer term. A number of important issues, which are already beneficial to freight transport at the port of Antwerp, have already been dealt with. For example, on 28 March, the last signal box was taken over by the central signal box at Antwerp-North. This is a good thing for the safe and smooth running of freight trains. In addition, a special harbour unit was set up on 15 March. This includes various specialists

who combine all their rail knowledge at the port. Everyone, every customer, who has a rail-related question can go here for a quick answer. A pragmatic solution is being sought. And, a final example, signalmen at Infrabel are being trained to offer realtime train paths (track capacity) to customers at the port. A huge advantage for the port, where companies have to be on the ball and every second counts. Port of Antwerp railway vision as a step towards national policy With their joint rail vision, Port of Antwerp, Railport and Infrabel have taken a crucial step towards upgrading rail freight transport at the port. But this is not the end. The port of Antwerp is a huge logistics hub and one of the main engines of the Belgian economy. Freight traffic to and from this port accounts for about 50% of the freight transport by rail in this country. What works well here can also be applied elsewhere. The plan presented today could therefore be a stepping stone to an overall vision from the infrastructure manager for freight transport throughout Belgium. There is a need for a modal shift at other logistics hubs and industrial sites in this country too. 2021 is the European Year of Rail. No better moment to make a strong commitment to the modal shift. For example, a global plan is currently being worked on to double the share of goods transported by rail throughout Belgium. A broad group of companies and stakeholders inside and outside the sector are in close consultation with each other. This group includes the umbrella organisation for Belgian railway companies, the Belgian Rail Freight Forum (BRFF), Port of Antwerp and Infrabel. Specialists are working on an integrated proposal for achieving this modal shift across the country. All the parties want to make this a national priority. Because we'll make the modal shift... ALL TOGETHER. Hapag-Lloyd enhances Asia – East Africa connections with new service HAMBURG: The new East Africa Service 3 (EAS3) will offer direct weekly s a i l i n g s b e t w e e n China, SouthEast Asia, Kenya and Tanzania with very competitive transit times. It will be launched in late April enabling our customers to enjoy even better connectivity between Asia and East Africa. In addition, the EAS3 will offer excellent connections to Hapag-Lloyd’s global network via the hub ports of Singapore, Port Kelang and Shanghai. Seven 2,800 TEU vessels will be deployed in the service, including two provided by Hapag-Lloyd. Hapag-Lloyd entered the Sub-Sahara African market about 13 years ago and has seen steady and significant growth in transported volumes to and from Africa since then. In East Africa, the China Kenya Express Service (CKX) connects Kenya with some of the most important ports in Asia, such as Singapore and Shanghai, while the East Africa Service 2 (EAS2) connects the East African country with the west coast of India and Jebel Ali in Dubai. In March 2021, Hapag-Lloyd also opened its own new office in Kenya to better serve and be closer to its customers in this thriving economic hub of East Africa. While the main business will be managed from the port city of Mombasa, the company will also have an office in Nairobi, the country’s capital.

Hapag-Lloyd also serves landlocked East African countries – such as Uganda, Rwanda, Burundi and South Sudan – with regular inland connections to and from Mombasa. As part of its growth strategy, the shipping company will also endeavour to develop inland connections to Somalia, Southern Ethiopia and Northern Tanzania. “Hapag-Lloyd has been steadily expanding its business in East Africa in recent years as part of our strategic focus on selected growth markets worldwide,” said Dheeraj Bhatia, Senior Managing Director Region Middle East at HapagLloyd. “Our new EAS3 service will create a new option for our customers and help us to forge even stronger connections between this flourishing region and the rest of the world.” Hapag-Lloyd has also been strengthening its offerings and presence in West Africa in recent years. For example, in October 2019 the Middle East India Africa Express (MIAX) service has been launched, providing direct and fast connections between Middle East, India, South Africa and key markets in West Africa such as Ghana and Nigeria. In September 2020, a new office was opened in Lagos, Nigeria. And, in mid-March 2021, Hapag-Lloyd has signed a sale and purchase agreement with the Dutch

container shipping company NileDutch. The acquisition of NileDutch allows customers to benefit from an even denser network and a much higher frequency of sailings, particularly from and to locations in West and South Africa. Currently, the completion of the transaction is subject to the approval of the responsible antitrust authorities. Hapag-Lloyd now has five own offices on the continent: in South Africa, Egypt, Ghana, Nigeria and Kenya. In addition, it recently opened a Quality Service Center in Mauritius. The first westbound voyage of the EAS3 will start in Shanghai on 29 April 2021 with an estimated arrival in Mombasa on 23 May 2021. Further vessel and schedule details will be announced as soon as possible. World Logistics Passport announces expansion in India, adds Hyderabad as second hub DUBAI: World Logistics Passport (WLP), an initiative which aims at increasing trading opportunities between emerging markets, on Thursday announced its expansion in India, adding Hyderabad as its second hub and partnering with two GMR group's subsidiaries operating at the Hyderabad airport. WLP entered India this year in Fe b r u a r y, s i g n i n g w i t h M u m b a i International Airport, Nhava Sheva International Container Terminal and Emirates SkyCargo in India as partners.

Hyderabad is the second WLP hub registered in India, after Mumbai. The city is strategically important for the country's international exports of goods and services, totalling about USD 21 billion, according to a statement. With trade routes to Mumbai and New Delhi, as well as to WLP's global network, Hyderabad's trade infrastructure includes Rajiv Gandhi International Airport, it said. As one of the first countries to engage in the WLP, the expansion further consolidates India's standing in

the programme, it added. WLP Chief Executive Ofcer Mike Bhaskaran said, "India, as one of the first countries to engage in our programme, showed a clear commitment to thinking differently about how goods and services move round the world." He added that the latest announcement is yet another endorsement of this new approach to global trade. "We are eyeing additional expansion in the country as we look to widen our offering."

Global Feeder Shipping takes Nordic Hamburg boxship DUBAI: Global Feeder Shipping (GFS) has been revealed as the buyer of 2005-built panamax boxship Tim S. The Hanjin-built 3,398 teu boxship was reported as sold by Germany’s Nordic Hamburg Shipping in January for around $10.10m. Escalating

secondhand boxship prices now sees the ship valued at $15m by VesselsValue. GFS took delivery of the ship last week, a week after it took over 2007-built 3,450 teu boxship Uni Florida (renamed G F S Pe r f e c t ) f r o m H o n g Ko n g headquartered Japanese owner Uni Asia.

GFS has been on a buying spree since August last year, having added eight boxships to its fleet. The company took over the liner operations of Dubaibased Simatech in 2018, and mainly provides services in the Middle East Gulf and between the Middle East and the Indian sub-continent.

Consignees are requested to note that all FCL containers will be moved enbloc from the terminal to the nominated NEW MAERSK CFS (ANNEX CFS) from where the delivery will be effected. Separate IGM will be lodged with respective ICD's, Mumbai Customs for ICD's and Mumbai Port Delivery. Carrier or its agents will not be responsible for any delay in CY-CFS movement due to port congestion. Consignees are also requested to note that carrier and / or their agents are not bound to send individual Cargo Arrival Notice (CAN) regarding the arrival of the vessel or goods. Incase of Perishable goods, if not cleared within 72 hours the cargo may be listed for auction at the sole discretion of the Customs Authorities, with all costs, risks and responsibility on the consignee. As per Indian Customs Regulations any / all containers / lying uncleared for more than 30 days are listed for the auction under Sec. 48 of Indian Customs Act 1962 under notice to Consignee by the Custodian, as per address stated in their respective Bill of Lading. The same will be auctioned or destuffed without any further information / notice to the consignee. However the Line reserves their right to recover / claim all cost or charges on such shipments from the consignee. Our surveyor at the CFS is Master Marine Services Pvt. Ltd. Add : Gr. Floor Port User Building JNPT, Uran, Nhava Sheva Navi Mumbai - 400 707. All import payments are to be made via RTGS/NEFT/IMPS in favour of M/s. Hamburg Sud India Private Limited. Shadow of "Ever Given" on Container Shipping

he 22000 TEU Container Vessel 'Ever Given' got wedged in the Suez Canal. The Canal was blocked for 6 days. This could not have come at a worse time with the Covid induced disruption of tonnage and containers. Container Industry is reeling with a severe shortage of Vessels and Containers. Not so long ago, the excess in tonnage & containers was driving many lines to bankruptcy. This 6 days' blockage would add fuel to fire. All the European services from the east are further delayed by a week. There would be a crowding of Vessels in European Main ports. Blank calls would follow suit from the East, followed by bunching ups. This takes a few weeks to stabilise. But Maritime Law, Regulations - both National & International, Insurance, and National Pride would play out for a long while. It was clearly a Black Swan event. The chances of this happening again is extremely miniscule. However, the industry will prepare for the last war. The Titanic sank. We had exacting regulations on life-rafts and lifeboats. So, we can expect some more International Regulations. At the same time, it's a reputation issue for the Canal Authorities and the Egyptian Government. They would try to push the blame on the vessel and its crew and may push up the costs for larger vessels in the future. They would make multiple tugs mandatory or restrict timings etc. for vessels of certain length or draft. All these would add up to costs and hit the freight or give birth to a new surcharge. If the owners manage to successfully declare General Average,

the Shippers and receivers would go through hell. Insurance premiums could skyrocket. There is another question. How big will be considered too big? This could result in a situation where it would be very expensive for larger vessels to pass through the Suez Canal. Will the excessive costs of passage, Insurance, compliance (New regulations) and (probably) new design outstrip the cost of 3500 nautical miles of detour? Such a bottleneck may put an end to scaling up to bring costs down. Relatively smaller, and more fuel efficient ships could replace these goliaths connecting Asia and Europe. Another new idea is being pushed around as 'Nearshoring'. This means Governments would push hard to have the places of supply close to their shores. They will not prefer to look up to China to supply them with toilet papers or things like that. The US would look at Mexico. The EU would look at the Eastern-block Countries. India is already making it a political sloganeering to 'Make in India'. Globalisation may take a pause and be replaced with 'L ocalisation'. These changes would be slower and surer. And we are looking at an extended dry summer in our industry when those changes start taking roots.
