Indian Exports crossed US$ 34 billion in March 2021, First time ever in a month NEW DELHI: India’s merchandise exports in March 2021 were USD 34.0 billion as compared to USD 21.49 billion in March 2020, an increase of 58.23%.Exports during April-March2020-21 were USD 290.18 billion, as compared to USD 313.36 billion during the same period of last year, exhibiting a negative growth of 7.40%. India’s merchandise imports in March 2021were USD 48.12 billion as compared to USD 31.47 billion in March 2020, an increase of 52.89%. Cont’d. Pg. 7

Deendayal Port Trust retains Numero Uno position during FY 21 in Cargo handling

GANDHIDHAM: Deendayal Port Trust retains Numero Uno position while handling more than 117.5 MMT cargo during FY 2020-21 Backed by support from Port Users and the shipping fraternity and the efforts by Port staff, DPT has handled more than 117.5 MMT cargo during FY 2020-21, despite low demand supply situation prevailing on account of the Corona pandemic and two cargo berths spared for maintenance for the major part of the financial year. The port had handled cargo of 122.61 MMT during FY 2019-20, thus resulting in a decrease of only 5 MMT or 4.12%. The port handled dry cargo (including containers) at Kandla to the tune of 536.30 lakh MTs in FY 2020-21 as compared to 486.40 lakh MTs in FY 2019-20 with an increase of 10%. Liquids at Kandla were 148.16 lakh MTs as compared to 157.84 lakh MTs, a decrease of 6%. At Vadinar the port handled 480.33 lakh MTs as against 558.09 lakh MTs with a decrease of 14%. Transhipment cargo was 10.79 lakh MTs as compared to 23.74 lakh MTs, resulting in a decrease of 4%.

Notably, despite the tough situation globally at KICT, the Container Terminal handled around 5.15 lakh TEU in FY 20-21 as compared to 4.47 lakh TEU last fiscal, which is commendable. This is the first time in the history of DPT that the Port has crossed 5 lakh TEU in container handling. Concerted efforts and a series of positive initiatives taken by the Deendayal Port Administration have led to this success, in all spheres like efficiency, productivity, cost-effectiveness, transparency and Port User satisfaction under the able leadership of the Chairman, Shri S.K. Mehta IFS, and Shri Nandeesh Shukla, IRTS, Deputy Chairman. Port administration congratulated to Port Users, Board of Trustees (DPT), Officers, Employees, Unions for their support and cooperation for crossing the significant landmark of 117 MMT.

CONCOR initiates First Door to Door Containerised Service SECUNDERABAD: In a novel initiative of bringing the Railways to the doorstep of customer, the CONCOR in association with Secunderabad Division have started the 1st rake of Door-to-Door Containerised movement of Cement. The 1st rake started from Jaggayyapet Station in Andhra Pradesh to Shalimar in West Bengal. The benefits of this new initiative include: • Avoidance of multiple handling of the commodities • One stop transport solution to the supplier as well as customer. • Reduction of any enroute pilferages/damages.

JNPT handles 4.7 Million TEUs in FY21, overpowering COVID-19 and other challenges • JNPT handles highest Container volume of 527,792 TEUs during March 2021. • JNPT BPCL Liquid Terminal handled highest LPG during FY 2020-21. Cont’d. from Pg. 3 The total container traffic handled in March 2021 stood at 527,792 TEUs, which is the highest container volume handled in a month, since inception. The total traffic handled at JNPT during the month of March-2021 is 7.33 million tons as against 5.93 million tons in March-2020, which is 23.53% higher than the total traffic over the same month of last year. Major improvement in Avg. Turn-round Time of all vessels by 2.62% i.e from 29.42 hrs to 28.64 hrs as well as for container vessels by 2.01% i.e from 25.82 hrs to 25.30 hrs from Pilot Boarding to De-boarding in FY 2020-21 in comparison with FY 2019-20. JNPT has five container terminals, taking an overview of the numbers terminal wise, APM Terminals Mumbai (GTI) handled 1.66 million TEUs, DP World NSIGT with 0.78 million TEUs, DP World NSICT with 0.75 million TEUs and the Port owned JNPCT with 0.54 million TEUs. The Newly developed BMCT handled around 0.93 million TEUs during the FY 2021. NSICT and BMCTPL have recorded 41.33% and 15.36% growth in FY 2020-21 in comparison with FY 2019-20 respectively. JNPT BPCL Liquid Cargo Terminal handled highest LPG during FY 2020-21 of 1.04 million tonnes from 70 vessels which is 22.35% higher as compared previous highest of 0.85 million tonnes from 57 vessels in FY 2019-20. JNPT also handled 6,097 Rakes during FY 2020-21 and the

Rail-Coefficient in FY 2020-21 (Apr. to Mar.) is 19.73% as compared to 16.14% in FY 2019-20 with 5,127 rakes. Along with the operational excellence, JNPT has been constantly working towards facilitating ease in doing business for the Trade. Under this JNPT took a major step by facilitating new Inter Terminal Route connecting BMCT Terminal with all the other four Container Terminals of JNPT. Also during the month, railways undertook a successful trial run of double stacked dwarf container train from Mehsana (Gujarat) to JN Port. During the financial year, the port also received the operational status for India’s First Port based Special Economic Zone, JNPT SEZ. Also, JNPT completed the construction of a coastal berth with the capacity to handle 2.5 million tons of coastal cargo including liquid cargo. JNPT strives to further transform and upgrade the services to match the growing demand & global trends of the maritime sector.

Delegates from National Security Council Secretariat (NSCS) visits JNPT

NAVI MUMBAI: A study group delegation from National Security Council Secretariat (NSCS), visited JNPT, as part of an exercise by NSCS to examine the issue of maritime security, including coastal and offshore security.

The delegation had an interactive session chaired by Deputy Chairman Shri Unmesh Sharad Wagh, IRS, JNPT, where the delegation was apprised about the overall port operations and the initiatives undertaken by the Port for the maritime security.

Essar Vizag Terminals Ltd (EVTL) achieves yet another milestone, handles record Bulk cargo MUMBAI: Essar Vizag Terminals Ltd (EVTL), part of Essar Ports, has achieved yet another milestone by handing a record quantity of dry bulk cargo capsize vessel at the terminal. This is for the very first time that a fully laden cape vessel has been loaded at the terminal. The vessel MV Aqua Diva was berthed successfully and loaded of 1,53,000 metric tonnes of iron ore fines by the terminal operations team for client M/s Euro Pratik Ispat India Private Ltd, while the agent was Bothra Shipping Services Private Ltd. EVTL was able to achieve this fantastic feat thanks to excellent team work, a deep draft, efficiently managed receiving and shipping systems. In fact, this is just another feather in EVTL’s cap as the company has executed such tough challenges

in the past, and achieved similar milestones which redefine the entire operational standards at the terminal. EVTL operates a 24 million tonnes bulk cargo handling terminal which is India’s largest integrated iron ore handling complex located on the outer harbour of Visakhapatnam Port. It enjoys a definite competitive advantage through its high degree of mechanisation at the terminal and the state-of-the-art cargo handling equipment that helps ensure rapid turnaround times have been the key drivers for attracting new clients. Essar Ports is one of India’s largest private sector port and terminal developers and operators. It has developed five worldclass terminals in three Indian states. Its current operations span four terminals with a combined capacity of 110 MTPA, which is roughly 5 percent of India’s port capacity. The Company is a leader in the non-containerised bulk cargo space.

Indian Exports crossed US$ 34 billion in March 2021, First time ever in a month Cont’d. from Pg. 3 Merchandise imports during AprilMarch 2020-21 were USD 388.92 billion, as compared to USD 474.71 billion during the same period of last year, exhibiting a negative growth of 18.07%. India is thus a net importer in March 2021, with a trade deficit of USD 14.11 billion, as compared to trade deficit of USD 9.98 billion, improvement by 41.4%. In March 2021, the value of nonpetroleum exports was USD 30.79 billionas compared to USD 18.97 billion in March 2020, registering a positive growth of 62.3%. The value of non-petroleum and non-gems and jewellery exports in March 2021 was USD 27.25 billion, as compared to USD 16.95 billion in March 2020, registering a positivegrowth of 60.72%. The cumulative value of non-petroleum and non-gems and jewellery exports in April-March2020-21 was USD 238.54billion, as compared to USD 236.17 billion for the corresponding period in 2019-20, exhibiting a growth of 1.0%. In March 2021, Oil imports were USD 10.17 billion, as compared to USD 10.05 billion in March 2020, a growth of1.22%. Oil imports in April-March2020-21 were USD 82.25 billion, as compared to USD 130.55 billion, showing a decline of 37.0%. Non-oil imports in March 2021are estimated at USD 37.95 billion, as compared to USD 21.42 billion in March 2020, showing an increase of 77.12%. Nonoil imports in April-March2020-21 were USD 306.67 billion, as compared to USD 344.16 billion, registering a decline of 10.89% during the same period of the last year.

Non-oil, non-GJ (gold, silver &Precious metals) imports were USD 27.01 billion in March 2021, recording a positive growth of 44.45%, as compared to non-oil and non-GJ imports of USD 18.70 billion in March 2020. Non-oil and non- GJ imports were USD 252.50 billion in April-March 2020-21, recording a negative growth of 13.15%, as compared to non-oil and non-GJ imports of USD 290.74 billion in AprilMarch 2019-20. Major commodities of export which have recorded positive growth during March 2021 vis-à-vis March 2020 are: Other cereals (323.65%), Oil meals (228.40%), Iron ore (194.98%), Jute mfg. Including floor covering (105.19%),Carpet (89.86%), Electronic Goods (88.69%), Gems and Jewellery (75.57%), Engineering goods (70.28%), Cereal preparations and miscellaneous processed item (67.08%), Rice (65.23%), Spices (59.04%), Cotton yarn/fabrics/made-ups, handloom products etc. (55.43%), Meat, dairy and poultr y products (52.84%),Ceramic products and glassware (52.57%), Drugs and pharmaceuticals (47.37%), Organic and Inorganic Chemicals (45.18%), Plastic and linoleum (45.12%), Handicrafts excl. Hand-made carpet (42.59%),Marine products (40.80%),Man-made yarn/fabrics/made-ups etc. (30.69%), Mica, coal and other ores, minerals including process (30.29%),Petroleum products (27.49%), RMG of All Textiles (27.35%), Coffee (23.31%), Fruits and vegetables (22.98%), Leather and leather manufactures (18.27%), Tobacco (15.5%),

and Tea (7.73%). Remaining two commodities of which export have recorded negative growth during March 2021 vis-à-vis March 2020 are Oil Seeds (-6.6%), and Cashew (-1.95%). Major commodity groups of import showing positive growth in March 2021 over the corresponding month of last year are: Gold (584.21%), Sulphur & Unroasted Iron P yrites (464.22%), Dyeing/tanning/colouring materials (106.87%), Textile yarn Fabric, made-up articles (92.11%), Chemical material & products (82.62%), Artificial resins, plastic materials, etc. (81.66%),Pearls, precious & Semi-precious stones (80.25%), Electronic goods (76.66%), Metaliferrous ores & other minerals (72.03%), Non-ferrous metals (71.32%), Wood & Wood products (70.43%), Professional instrument, Optical goods, etc. (61.66%), Machinery, electrical & nonelectrical (59.92%), Vegetable Oil (58.02%), Iron & Steel (55.28%), Organic & Inorganic Chemicals (55.07%), Medcnl. & Phar maceutical products (52.32%), Machine tools (43.12%), Leather & leather products (33.52%), Pulp and Waste paper (32.78%), Fruits & vegetables (22.29%), Coal, Coke & Briquettes, etc. (7.22%), Cotton Raw & Waste (3.79%), Petroleum, Crude & products (1.22%). Major commodity groups of import showing negative growth in March 2021 over the corresponding month of last year are: Silver (-90.22%), Newsprint (-50.66%), Transport equipment (-32.73%), Project Goods (-32.56%), and Pulses (-13.38%), and Fertilizers, Cr ude & manufactured (-5.57%).

March exports showed a whooping double digit growth of almost 58.50 percent clocking USD 34 billion compared to March 2020 : FIEO Showing not only impressive signs of further revival for the sector but for overall economy as well: Sharad Kumar Saraf, President, FIEO NEW DELHI: Reacting to March 2021 export figures, FIEO President, Mr Sharad Kumar Saraf said that the monthly exports showed a whooping double digit growth of almost 58.50 percent clocking USD 34 billion compared to March 2020, showing not only impressive signs of further revival for the sector but for overall economy as well. This has been mainly on account of 28 out of 30 major product group of exports showing either a very impressive high positive growth starting with triple digit and almost all ending with a very high double digit growth defying all the odds during these difficult times. FIEO P resident added that the exports of Other cereals, Oil meals, Iron ore, Jute mfg. Including floor covering, Carpet, Electronic Goods, Gems and Jewellery, Engineering goods, Cereal preparations and miscellaneous processed item, Rice, Spices, Cotton yarn/fabrics/made-ups, handloom products etc., Meat, dairy and poultry products, Ceramic products and glassware, Drugs and pharmaceuticals, Organic and Inorganic Chemicals, Plastic and linoleum, Handicrafts excl. Hand-

made carpet, Marine products, Man-made yarn/fabrics/made-ups etc., Mica, coal and other ores, minerals including process, Petroleum products, RMG of All Textiles, Coffee, Fruits and vegetables, Leather and leather manufactures, Tobacco, and Tea were the sectors, which contributed towards showing such a whooping performance by the exports sector during the month. Such a whooping growth in exports during the month also helped in taking the merchandise exports to over USD 290 billion during such difficult and torrid times, which was well forecasted by FIEO said Mr Saraf. FIEO Chief also reiterated that the support and help provided by the Government especially the Union Finance Minister and Union Commerce and Industry Minister during these challenging times has been commendable. Mr Saraf also thanked overall exporting community for achieving such figures even during these times. Further an increase in March 2021 imports by about 53 percent to USD 48.12 billion compared to the same period during the previous fiscal led to a trade deficit of USD 14.11 billion, which is an increase of 41.40 percent during the month is definitely a concern, which

should be looked into. FIEO President urges the government to soon notify the RoDTEP rates to remove uncertainty from the minds of the trade and industry thereby forging new contracts with the foreigner buyers. Mr Saraf also reiterated that the government must address some of the key issues including announcement of the new FTP soon after September, 2021, adequate availability of containers, release of the required funds for RoDTEP, MEIS and clarity on SEIS benefits, softening of freight charges, resolving risky exporters' issues and continuance of seamless refund of IGST. Besides long pending demand for the creation of an Export Development Fund for marketing of Brand India products and various other infrastructure bottlenecks also needs to be looked into to bring back exports on the double-digit growth trajectory. Further since we have momentum with us, we should aim at exports of USD 350 billion in this financial year so that we not only cover the lost ground but also help the economy to move to much needed double digit growth, added President FIEO.

TRADE NOTICE NO. 01/2021-2022 Sub. : Electronic filing and Issuance of Preferential Certificate of Origin (CoO) for India’s Exports under India-Mauritius Comprehensive Economic Cooperation and Partnership Agreement(IMCECPA) w.e.f. 01st April 2021 In continuation to the earlier Trade Notice(s) 34/2015-2020 dated 19.09.2019, 41/2019-2020 dated 12.12.2020, 53/2019-2020 dated 02.03.2020, 01/2020-2021 dated 07.04.2020, 30/2020-2021 dated 13.10.2020 and 43/2015-2020 dated 23.02.2021, it is informed that the electronic platform for Preferential Certificate of Origin(CoO) is being expanded further to facilitate electronic application of Preferential Certificates of Origin under the India Mauritius Comprehensive Economic Cooperation and Partnership Agreement (IMCECPA) 2. The Preferential Certificate of Origin for exports to Mauritius under India-Mauritius CECPA shall be applied and issued from the CoO e-platform with effect from 01st April 2021. 3. It is informed that for the applications under the above mentioned Trade Agreement, the e-CoO system shall generate three (3) copies i.e. Original, Duplicate and triplicate along-with an additional copy i.e. electronic copy. The electronic copy shall bear the image signature of the officer and stamp of the issuing agency. The exporter may however get the remaining (3) copies duly signed in wet-ink by the issuing officer along with the stamp of the issuing office. The paper copies of the CoOs so issued may be collected by post or in person, for any submission to the Trade Partner Country’s authorities. 4. The concerned Indian Exporters may please take note of the following points with regard to the process being notified herewith: • Digital Signature Certificate (DSC) would be required for the purpose of electronic submission. The digital signature would be the same as used in other DGFT applications; • The digital signature may be Class III and should have the Importer Exporter Code (IEC) of the firm embedded in the DSC; • Any new applicant exporter would be required to initially register at the portal. The password would be sent on the email and mobile number of the IEC holder. In case the IEC holder desires to update their email on which communication is to be sent, the same may be done by using the ‘IEC Profile Management’ service on the DGFT website https://dgft.gov.in • Once registration is completed, the IEC details would be auto-populated as per the DGFT-IEC database. Applicant is required to ensure that updated IEC details are available in the DGFT system. Necessary steps may be taken to modify the IEC details online, whenever required. 5. Foreign Trade Policy 2015-2020 extended for 6 months till Sept 2021 NEW DELHI: The Union Commerce and Industry Ministry today announced extension of the Foreign Trade Policy (FTP) of Government of India. The present Policy which came into force on 1st April 2015, was for 5 years and was extended thereafter upto 31st March, 2021. In view of the unprecedented situation arising out of the pandemic Novel COVID-19, which is persisting, the Government has decided to continue

benefits under various export promotion schemes by extending existing Foreign Trade Policy by another six months i.e. up to 30th September, 2021 which will provide continuity in the policy regime. Similar extension is made in the related procedures, by extending validity of HandBook of Procedures. Exemption from payment of IGST and Compensation Cess on the imports made under Advance/EPCG Authorisations and

by EOUs etc. has also been extended up to 30.09.2021. Similarly, validity period of the Status Holder Certificates is also extended. This will enable the Status Holders to continue to avail the specified facilities/benefits. A notification for extending the Foreign Trade Policy 2015-20 and a Public Notice for extending the validity of the existing Handbook of Procedures 2015-20 has been issued recently.

Paradip Port handles record 114.55 mmt of cargo in FY21; PBT up by 6 % PARADIP: Overcoming the COVID-19 challenges and problems arising out of cyclone Amphan, the Paradip port in Odisha has achieved a record of 114.55 million metric tonne of cargo handling in the 2020-21 fiscal, an official said. Its profit before tax (PBT) stood at Rs 722 crore in FY21, up by 6.02 per cent from Rs 681 crore in the previous year, he said. The facility on the East Coast registered a 1.65 per cent growth in cargo handling in FY21, Paradip Port Trust Chairman Vinit Kumar told reporters.

The port had handled 112.68 mmt of cargo in the 2019- 20 financial year. The achievement in the 2020-21 fiscal was noteworthy as two of its berths were not available due to mechanisation work, he said, adding that the port handled over 100 mmt of cargo for the fourth consecutive year. Speaking on the operational parameters, Kumar said the Paradip port’s berth occupancy has marginally improved to 74 per cent, while the average pre-berthing detention time fell to around

six hours from over 15 hours in the last year. Projects worth over Rs 2,000 crore are under implementation to modernise its existing infrastructure, he said. According to the official, the Centre has approved a Rs 3,005 crore project for the development of the western dock with a capacity of 25 metric million tonne per annum. “This will transform the port with facilities to handle large vessels,” he added.

PLI for food processing sector to boost domestic mfg, exports: TPCI NEW DELHI: The production linked incentive scheme for the food processing sector will boost domestic manufacturing and exports in the sector and lead the country to be a credible player in the global value chain soon, trade body TPCI said on Thursday. Trade Promotion Council of India (TPCI) founder Chairman Mohit Singla said that the scheme will go a long way and prove to be a milestone in Indian brands reaching global shelves quickly. “It will boost the manufacturing activity and boost exports in the Food and Beverage sector and lead the country to be

a credible player in the global value chain soon,” he said in a statement. He added that the Rs 10,900 crore PLI scheme will be a game changer for India as it will incite a large number of young entrepreneurs and experts to join the food processing domain, giving India an edge. “India will surely replicate the China and Taiwan model in the sector and emerge as a global leader. Additionally, this scheme will also create huge employment opportunities for nearly 3 lakh people in the next six years,” Singla said. The value added exports will get a leg

up with expansion of processing capacity in the country and branding abroad to incentivise emergence of strong Indian brands. He said that the SMEs in the food processing sector will get a major push by enhancing the manufacturing capabilities and enhanced exports. India’s share of organic products in the world is less than 1 per cent, while the exports is only USD 700 million currently, according to TPCI. The government on March 31 approved a production-linked incentive scheme for the food processing sector, entailing an outlay of Rs 10,900 crore.

Logistics sector resilience holds key to revive the economy post Covid-19 Era MUMBAI: What began as a health scare in China turned into a pandemic that has spread across every country in the world. MoRTH achieves record-breaking milestone of Constructing 37 Kilometres per day of Highways in FY 2020-21 NEW DELHI: Tremendous progress has been achieved in building of National Highways across the country in the last few years by the Ministry of Road Transport and Highways. The Ministry has achieved the record-breaking milestone of constructing 37 kilometres highways per day in year 2020-21, which is unprecedented. Minister for Road Transport & Highways and MSME, Shri Nitin Gadkari last evening felicitated the officials of RTH and presented the letters of appreciation. The Minister said that this would not have been possible without dedication and team work of the officials and other stakeholders. He said that these

achievements are unprecedented and have no parallel in any other country in the world. Placed below, in brief, are the major achievements: • Over the last 7 years, length of National Highways has gone up by 50% from 91,287 km (as of April 2014) to 1,37,625 km (as on 20 March 2021); • Total budgetary outlay increased by 5.5 times, from INR 33,414 Cr in Financial Year 2015 to INR 1,83,101 Cr in Financial Year 2022; • Sanctioned amount has increased by 126% in Financial Year 2021 over Financial Year 2020 despite Covid-19 related impact. Sanctioned length in

kilometers has also increased by 9% in Financial Year 2021 over Financial Year 2020; • Average annual project award (annual average award length) during Financial Year 2015 to Financial Year 2021 has increased by 85% compared to FY10 to Fy14 • Average annual construction (average annual construction length) during FY2015 to FY2021 has increased by 83% compared to FY2010 to Fy2014 • Cumulative cost of ongoing project works has increased by 54% at the end of Financial Year 2021 compared to Financial Year 2020 (as on March 31st).

Adani Ports emerges as sole bidder for Varanasi Multi-Modal River Terminal NEW DELHI: Adani Ports and Special Economic Zone Ltd (APSEZ) is the sole entity to place a price bid on a tender floated by waterways authority to privatise the multi-modal river terminal at Varanasi. This has avoided a potential embarrassment for the government on a much-publicised project built with World Bank funding which falls under the Prime Minister Narendra Modi’s parliamentary constituency. APSEZ is also one of the four bidders

to file qualification documents for privatising the multi-modal terminal at Haldia. The other bidders are Hindustan Infralog Pvt Ltd, Orissa Stevedores Ltd and IRC Natural Resource Pvt Ltd. The Inland Waterways Authority of India (IWAI) has received one initial bid for the privatisation of the multi-modal terminal at Sahibganj in Jharkhand when the tender closed on March 30, sources in the ministry of ports, shipping and waterways said. The three multi-modal terminals were built by the waterways development

agency as part of the Jal Marg Vikas Project (JVMP), the 1,390 km long Varanasi to Haldia stretch along river Ganga with a $375 million loan from the World Bank. For the last two years, the IWAI has been seeking bidders’ interest for running the three terminals and had even changed the tender terms. Operating models as bidders stayed away due to concerns over ship availability, scheduled and reliable services, availability of cargo as well as higher GST on cargo movement through waterways compared to road, sources said.

US exporters continue to encounter significant barriers in India WA S H I N G T O N : T h e B i d e n administration has alleged that US exporters continued to encounter significant tariff and non-tariff barriers that impede the imports of its products into India. In its annual 2021 National Trade Estimate Report on Foreign Trade Barriers, the US Trade Representative (USTR) said recently that while the Indian government pursued ongoing economic reform efforts, it also continued to promote programmes like “Make in India” that favour domestic production over importation. “Additionally, in May 2020, Prime Minister Narendra Modi announced the “Self-Reliant India” (Atmanirbhar Bharat) initiative to increase selfsufficiency by promoting domestic industry and reducing reliance on foreign suppliers,” the USTR said in the India section of the voluminous report running into more than 570 pages. “The United States has actively sought bilateral and multilateral opportunities to increase access to India’s market,” it said. “Nevertheless, US exporters continue to encounter significant tariff and non-tariff barriers that impede imports of U.S. products into India.” According to the report, the US goods trade deficit with India was $23.8 billion in last year, a 1.7-per-cent increase ($389 million) over 2019. The

goods exports to India were $27.4 billion, down 20.1 per cent ($6.9 billion) from the previous year. Imports from India were $51.2 billion, down 11.3 per cent. India was the US’ 12th largest goods export market in 2020. Exports of services to India were an estimated $24.3 billion in 2019 and imports were $29.7 billion. Sales of services in India by majority US-owned affiliates were $33.1 billion in 2018, while sales of services in the US by majority India-owned firms were $18.3 billion, the report said. “US foreign direct investment in India (stock) was $45.9 billion in 2019, a 8.1 percent increase from 2018,” it said, adding that the country ’s direct investment in India was led by professional, scientific and technical services, manufacturing and wholesale trade. The annual report provides a detailed inventory of significant foreign barriers to US exports of goods and services, investment, and e-commerce. The first report of the Biden Administration said that since 2014, the Indian government promoted the “Make in India” campaign, a drive to build the countr y ’s manufacturing capacity in part by cutting barriers to foreign investment and introducing regulatory reforms. As part of the campaign to encourage domestic production, India has raised duties on two broad groups

— an assortment of labour-intensive products; and electronics and communication devices, including mobile phones, televisions, and associated parts and components, it said. The report alleged that India’s tariff regime was also characterised by large disparities between the World Trade Organization-bound rates and most-favoured-nation-applied rates. India’s WTO-bound tariff rate averaged 50.8 per cent, while its applied MFN tariff for 2019 averaged 17.6 per cent. “India’s bound tariff rates on agricultural products are among the highest in the world, averaging 113.1 percent and ranging as high as 300 percent. Applied agricultural tariff rates are also high, averaging 38.8 percent,” it said. “While India’s applied tariff rates for certain agricultural products are l o w e r, t h e r a t e s s t i l l p r e s e n t a significant barrier to trade in agricultural goods and processed foods (e.g., poultry, potatoes, citrus, almonds, apples, grapes, canned peaches, chocolate, cookies, frozen French fries and other prepared foods used in quickservice restaurants). “In addition, while India has bound all agricultural tariff lines in the WTO, nearly 30 percent of India’s nonagricultural tariffs remain unbound,” the report said.

Indian Railways registers Highest Freight figures in terms of loading and earnings in the FY2020-21 NEW DELHI: Despite the Covid challenges, Indian Railways closed the FY 2020-21 with record freight loading. In the closing month of this fiscal year 2020-21, Indian Railways surpassed the last year’s loading that is 1232.63 compared to last year’s 1209.32 which shows the growth of 1.93%. In this period, Indian Railways earned Rs. 117386.0 crores from freight loading. It is 3% higher than the last year’s earning from Freight which was Rs. 113897.20 Crores for the same period. Indian Railways has maintained the momentum of highest ever loading in consecutive 07 respective months from September, 2020 to March, 2021. On mission mode, Indian Railways' Freight loading for the month of March

2021 crossed last year’s loading and earnings for the same period. In the month of March 2021, Indian Railways loading was 130.38 million tonnes which is 27.33% higher compare to last year’s loading for the same period (103.05 million tonnes). Indian Railways loading was 130.38 million tonnes which includes 58.57 million tonnes of coal, 16.78 million tonnes of iron ore, 3.67 million tonnes of foodgrains, 2.57 million tonnes of fertilizers, 3.97 million tonnes of mineral oil and 9.56 million tonnes of cement (excluding clinker). In March, 2021, Indian Railways earned Rs. 12887.71 Crores from freight loading which is also 26.16% higher compared to last year’s earnings for the same month (Rs. 10215.08 crores).

It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive. It may be noted that Freight trains’ speed has also registered significant increase in the existing network. Average speed for the freight trains in March 2021 was registered as 45.6 Km/hr which is 83% increase as compared to 24.93Km/hr in the same period. Also, improvements in freight movements will be institutionalized and incorporated in the upcoming zero based time table. COVID 19 has been used by Indian Railways an opportunity to improve all round efficiencies and performances.

East Coast Railway sets new record in freight loading, becomes most profitable railway zone KOLKATA: The East Coast Railway (ECoR) has created a new record in freight loading in the Indian Railways for the financial year 2020-21. It has loaded 205 million tonnes (MT) of freight breaking the earlier record of the highest freight loading set by erstwhile undivided South Eastern Railway (SER) in the year 2002-03 with 202.56 MT of goods. During the period, South East Central Railway (SECR) has loaded 186.51MT of freight and SER has loaded 175.79 MT of freight to get the second and third highest loading zonal

railway spots respectively. ECoR became the first railway zone to cross the milestone of 200 MT of loading for consecutively second time. It had loaded 200.95 MT of freight in the last financial year 201920. Even it surpassed the target 203.02MT set by the Railway Board for the outgoing financial year. Only Khurda Road division has loaded 131.37 MT. The ECoR had used 8,447 wagons per day during the period starting from April 1, 2020 to March 31, 2021. It has loaded 16.62 per cent share of total

loading by the Indian Railways (1232.64 MT in 2020-21). “Despite lockdown and closure and less workforce in industries, ECoR achieved this remarkable performance by utilizing its manpower and rolling stock items in a best possible way,” said the ECoR statement. With an operating ratio of 47.71 per cent, the ECoR has become the most profitable zone of Indian Railways. “Operating ratio is the term used to determine the profitability. For every rupee earned by the zone, it has to spend 0.47 paisa,” said the statement.

Forex reserves fall by USD 2.986 billion to USD 579.285 billion MUMBAI: The country ’s foreign exchange reserves declined by USD 2.986 billion to reach USD 579.285 billion in the week ended March 26, RBI data showed. In the previous week ended March 19, the forex kitty had increased by USD 233 million to USD 582.271 billion. It had touched a record high of USD 590.185

billion in the week ended January 29, 2021. In the reporting week ended March 26, 2021, the fall in reserves was on account of a decrease in foreign currency assets (FCA), a major component of the overall reserves. FCA declined by USD 3.226 billion to USD 537.953 billion, as per weekly data by

the Reserve Bank of India (RBI). The gold reserves increased by USD 276 million to USD 34.907 billion in the reporting week, the RBI data showed. The country’s reserve position with the IMF declined by USD 27 million to USD 4.935 billion in the reporting week, according to the data.

The new IT System amongst other improvements include process for managing the entire lifecycle of Advance Authorizations including its issuance, amendment and closure. 2. In this regard it is hereby informed that Authorisation Holders are required to make online submissions for fulfilment of Expor t Obligation to the DGFT Regional Authority(RA) as per Para 4.46 of Hand Book of Procedures 2015-20. The given facility may be utilized for Redemption, Surrender, Duty Paid Regularization, Bond Waiver or the Clubbing of Advance Authorizations. Authorization Holder can utilize the given facility by navigating online to DGFIT Website gSer vices g Advance Authorization/DFIA g Closure of Advance Authorization. 3. The related documents shall be available for the pcrusal of the concerned applicant expor ter under the DGFT Website g My Dashboard g Repositoriesg Bills Repositories. The EDI Shipping Bills/Bill of Entries are electronically and automatically fetched from the DGF T-Customs Electronic inter face. e-BRCs as uploaded by the banks are also automatically available under the Bills Repositorics. 4. The other related documents such as Non-EDI Shipping Bills, Non-EDI Bill of Entries, GST invoices, CA/CE/CS Cer tificates, TR Challans, BG/LUT which are not automatically available required to be uploaded by the applicants to their respective online repositories prior to preparing the online closure application. 5. The facility for on-boarding of cer tifying authorities such as CA/CE/CS and for them to digitally sign and submit cer tificates against the Expor ter’s IEC electronically has also been provided. However, the Authorisation Holder has option to upload the CA/CE/CS Cer tificate directly to the specific Repositor y. 6. The Authorization holder may create a licence closure application by linking to the documents as already added to the Repositories. While the Shipping Bills/Bill of Entries would be automatically linked to the closure application, the other details as required, may be added to complete the application prior to submission. In case complete details of Shipping Bills/Bill of Entries are not visible in the application, applicant may navigate online to DGFT Websiteg My Dashboard g Repositories g Bills Repositories g Select type of bill and proceed with following actions: i.

add non-EDI shipping bills manually using “Add Non-EDI Shipping Bills” tab

ii. Wherever required, the applicant may search the EDI shipping bill in repositor y and update the expor t serial number under par t E section in respective Shipping Bill to ensure that the Advance Authorization expor t item(s) to the shipping bill item(s) linkage is correlated correctly iii. If Bill of Entr y data is not automatically available, fetch Bill of Entr y for EDI por ts using “Get Bull of Entr y from Customs” feature iv. add non-EDI Bill of Entries manually using “Add Details” tab v. Wherever required, the applicant may search the EDI Bill of Entr y in repositor y and update the serial number in the respective Bill of Entr y to ensure that the Advance Authorization input item(s) to the Bill of Entr y item(s) linkage is correlated correctly 7. It may be noted that the following documents are required to be submitted physically to the Receipts counter at the RA i.

However, in cases of genuine dif ficulty, physical documents can be submitted to RA with the approval of the Head of the RA. An online application with or without suppor ting documents 1s still required to be filed for such applications. Any subsequent communication, clarification, deficiency letter or redemption, needs to be issued through the online module. 9. Any physical documents submitted need to be recorded as a correspondence receipt in the online system by the RA and linked to the related online application. 10. MSC says Black Carbon, Environmental Impacts Prohibit Arctic Passage for Cargo MSC reaffirms commitment to avoid arctic cargo routes, helping to limit black carbon and other environmental impacts GENEVA: In view of the recent public debate around container shipping in the Arctic, MSC Mediterranean Shipping Company has doubled down on its position to avoid considering the Northern Sea Route, including the Northeast and Northwest Passages on environmental grounds. An expansion of Arctic shipping could increase the emissions of so-called black carbon – physical particles of unburned carbon which can settle on land or ice, as well as compromising air quality and accelerating the shrinkage of Arctic sea ice. Risks such as navigation incidents, fuel spills, air quality and altering the ecological balance / biodiversity of the marine habitat beneath the surface of the sea also outweigh any commercial opportunities to make a short cut between North America or Europe and eastern Russia or Asia. “As a responsible company, this was an obvious decision for us,” commented MSC CEO Soren Toft. “MSC will not seek to cut through the melting ice of the Arctic to find a new route for commercial shipping and I consider this a position the whole shipping industry must adopt. Some of our peers have already made the same commitment to put the preservation of the Arctic environment ahead of profits. The Northern Sea Route is neither a quick fix for the current market challenges, nor a viable long-term strategy.” MSC first made this Arctic commitment in 2019. The company is also a leader in improving container shipping energy efficiency through the deployment of almost 24,000 TEU vessels in the sector’s

largest fleet investment programme and is actively exploring a range of new fuels and technologies to achieve a zero-carbon future and help mitigate climate change in the process. Minimising, and subsequently reducing, CO2 emissions is a key pillar of the company ’s approach to investing in sustainability. MSC also understands that a reduction in black carbon would not only help tackle climate change, but it could also have benefits for human health. MSC believes that these concerns should not be overlooked amid the current debate over the impact of the COVID pandemic and Suez Canal disruption on supply chains and regards Arctic route exploitation as an unwarranted step in the wrong direction. “Attempting to open new navigation routes which skim the polar ice cap sounds like the ignorant ambition of an 18th century explorer, when today we know that this would pose further risks to humans and many other species in that region, as well as worsen the impact of shipping upon climate change,” said Bud Darr, Executive Vice President Maritime Policy & Government Affairs at MSC Group. “MSC supports the decarbonisation targets of the UN International Maritime Organization, including complete decarbonisation of shipping, and sees no overall merit in using this potential trade route. The risks and impacts outweigh the benefits of the shorter transits. There are no shortcuts toward genuine decarbonisation of shipping and this is a shortcut that should definitely be avoided.”

Covid-19 pandemic had a detrimental impact on ferry and cruise operations across the globe. The pandemic has not only impacted the economy but hampered the travel. With the vaccination drive across the nation and nation coming out of almost a year of restricted travel. As the world learns to live with the pandemic, EBTL has made arrangements to launch the ferry s e r v i c e s a n d s h a l l f o l l o w Wo r l d H e a l t h O r g a n i z a t i o n recommended guidelines to ensure that the ferry operations are done in a safe and healthy environment. Spurred by the PM’s vision, Gujarat government gave its permission to EBTL to develop and operate a Passenger Ferry Terminal at Hazira, where the Company also operates a 50 MTPA dry bulk cargo terminal. EBTL took charge of designing and constructing the facility, which includes both marine structures, like landing platform, passenger walkway and floating pontoon, as well as shore-based facilities, like a terminal building, cafeteria and vehicle parking area. The project was completed in record time using Essar’s in-house expertise and resources. Essar’s own dredgers were used, for instance, to ensure the draft required for operating the terminal.
