India looks to continue Chabahar Port development; industry awaits more clarity NEW DELHI : With new administration taking over in the US, India may have signalled its intent to continue with the development of Iran’s Chabahar Port after it formally handed over two mobile cranes to Tehran last week. However, Indian industry representatives say they are wary of making any commitments to the port development or sending cargo through Chabahar. Industry representatives added that they will wait for clear signs that US President Joe Biden’s administration is ready to reengage Iran and removes all sanctions on entities doing business with Tehran. ONE has second quarter of ‘significantly increased’ profit Ocean Network Express’ net profit escalates by eye-popping $939 million LONDON: Ocean Network Express’ announcement that its quarterly profit “significantly increased” could be the understatement of understatements. ONE’s third-quarter aftertax profit skyrocketed by something along the lines of 18,800% — from $5 million in 2019 to $944 million in 2020. ONE’s fiscal year r uns from April 1 to March 31. The Singapore-headquartered ocean carrier, which launched service in April 2018, has been steadily gaining steam, turning the ship around from a fiscal-year loss of $585 million in 2018 to report Cont’d. CEVA Logistics completes full charter project of RO-RO vessel to deliver thousands of cars MARSEILLE: CEVA Logistics has successfully completed a full RORO charter for almost 4,000 cars between South Korea and Libya, working in close cooperation with its parent company, the CMA CGM Group. The two companies chartered a specialist car-carrying RORO vessel as part of a cross-selling initiative.
CEVA Logistics and CMA CGM teams worked in tandem to source and charter a specialist vessel along with contracting and loading. The January 2021 movement follows on from a similar successful charter in December 2019 where an equivalent number of cars were also moved from Incheon Port in South Korea to Misurata in Libya. India’s overall exports during Apr-Nov 2020 at US$ 304.53 billion : Commerce Minister NEW DELHI : The value of India’s overall exports (merchandise and services) during first eight months of the current financial year, April-November 2020, was US$ 304.53 billion as compared to US$ 351.83 billion during same period of the previous year, showing a negative growth of 13.45%. During this period, India’s overall exports were US$ 44.87 billion in September 2020 as compared to US$ 43.56 billion in September 2019, showing a positive growth of 3%. Merchandise exports were US$ 27.1 billion in December 2020, showing a positive growth of 0.14 % as compared to the corresponding month of the previous year. Policy making is an ongoing exercise and steps are taken based on the prevailing economic scenario. The following are some of the key steps taken by Government to increase exports:
Fo r e i g n Tr a d e Po l i c y ( 2 0 1 5 - 2 0 ) extended by one year i.e. upto 31-3-2021 due to the COVID-19 pandemic situation. Interest Equalization Scheme on pre and post shipment rupee export credit has also been extended by one year i.e. upto 313-2021. A new Scheme, Remission of Duties a n d Ta x e s o n E x p o r t e d P r o d u c t s (RoDTEP), has been launched with effect from 01.01.2021. Common Digital Platform for Certificate of Origin has been launched to f a c i l i t a t e t r a d e a n d i n c r e a s e F TA utilization by exporters. A comprehensive “Agriculture Export Po l i c y ” t o p r o v i d e a n i m p e t u s t o agricultural exports related to agriculture, horticulture, animal husbandry, fisheries and food processing sectors is under implementation. Promoting and diversifying services
exports by pursuing specific action plans for the 12 Champion Services Sectors. Promoting districts as export hubs by identifying products with export potential in each district, addressing bottlenecks for exporting these products and supporting local exporters/ manufacturers to generate employment in the district. Active role of Indian missions abroad towards promoting India’s trade, tourism, technology and investment goals has been enhanced. Package announced in light of the covid pandemic to support domestic industry through various banking and financial sector relief measures, especially for MSMEs, which constitute a major share in exports. This information was given by the Minister of State in the Ministry of Commerce and Industry, Shri Hardeep Singh Puri, in a written reply in the Lok Sabha.
India looks to continue Chabahar Port development; industry awaits more clarity Cont’d. from Pg. 3 Recently, India handed over two cranes to be used for handling cargo at the strategic Shahid Beheshti port at Chabahar in Iran, that New Delhi is developing as a counter to the China-built Gwadar port in Pakistan. The handover of the equipment took place during a visit to Iran by a senior Indian foreign ministry official J.P. Singh, in charge of the Pakistan-Afghanistan-Iran desk in New Delhi. Another two cranes are expected to reach Chabahar port in a couple of months. In its budget for 2021-22, the Indian government has set aside ?100 crores for the development of the port against the backdrop of the Trump administration giving way to the Biden administration. Former US president Donald Trump had adopted a “maximum pressure policy” against Tehran in its bid to re-negotiate the 2015 Iran nuclear pact. With the US targeting oil exports from Iran, India’s bilateral trade with Tehran during 2019-20 fell to $4.77 billion from $17.03 billion 201819, a contraction of 71.99%. Chabahar is the only Iranian port with direct access to the Indian Ocean. India
views Chabahar as gateway to access landlocked Central Asia and Afghanistan. To make the port a success, New Delhi needs the private sector to pitch in with investments i.e. for building infrastructure at the port besides make the port viable by using it to send and receive cargo. The port can support ships with draughts of up to 16 metres, according to Indian officials, which means large container vessels can berth easily. The alternative land route to the region is through Pakistan with which India has hostile relations. Sending cargo by air is unviable due to the prohibitive costs involved. Indian firms have been reluctant to engage in construction or commerce vis a vis Chabahar given the high degree of unpredictability associated with the Trump administration, said one industry representative, who did not want to be named. “There was no saying what sanction Trump would announce and when,” said the industry representative. “In our interactions with our government, we were told that Chabahar was out of the ambit of US sanctions. But
we were not sure about this because we found it very difficult to understand the fine print. The wording of the sanctions, the different clauses were always open to interpretation. We discussed it with some of our partners in Europe and they too did not have any clarity on some of the issues we raised about insurance for sea cargo,” said the person cited above. “Now there is interest from freight forwarding companies and some others. But till we hear that the oil sanctions are lifted, we would prefer caution. That will be the indicator that life is returning to normal,” the person said. So far, the uncertainty was still high, a second Indian industry representative said, given that the US and Iran were insisting that the other take the first step to come back to 2015 Iran nuclear deal that the Trump administration pulled out of. “Let us see how things develop,” the second industry representative cited above said. “But we have started getting calls from the Iranian side, seeking contacts and appointments with our industry partners. There is interest on both sides to re-engage,” the person said.
Plan to privatise Major Ports, Trade Union opposed VISAKHAPATNAM : A protest was organised by trade unions, owing allegiance to the Centre of Indian Trade Unions (CITU), at the Visakhapatnam Port Trust here demanding withdrawal of the proposal to privatise major ports in the countr y and against the proposed privatisation of Visakhapatnam Steel Plant (VSP). United Port and Dock Employees Union secretar y B. Jagan told the gathering that the NDA government seemed to be in a great hurry to implement new economic policies. “Finance Minister Nirmala Sitharaman had proposed to raise ?1.75 lakh crore through the sale of Public Sector Undertakings and to sell one of the major ports, which was earning high profits, to private entities. A proposal was
also made to raise ?2,000 crore through the sale of the assets of major ports,” Mr. Jagan alleged. He alleged that the Centre was planning to divest 79% stake in the Life Insurance Corporation apart from trying to hand over Air India, BSNL, steel plants, BPCL, SCI Container Corporation, HICL, SAIL, Railways and 10 airports to corporate firms. Mr. Jagan said that the BJP-led NDA was planning to introduce the Major Ports Bill in the ensuing Budget session, ignoring the recommendations made by the Parliamentary Standing Committee in 2019. If the Bill was approved by Parliament, it would pave the way for handing over the major ports to corporates, he alleged. The Bill would also enable the major
ports to park their surplus funds and pension funds in Indian and foreign private corporate banks apart from selling their lands at throwaway prices. The trust boards of the major ports have to function under the directions of the Central government as per Sub-Section 1 and 2 of Section 50, he said. The IPA Chairman had assured the port federations of discussing the issue with them and assured them there was no cause for worry, when they met him on December 5, 2019. But the Finance Minister had announced in the Budget that one of the major ports would be privatised during the present fiscal. He alleged that the implementation of four Labour Codes would turn the workers into ‘slaves’ and called for opposing them till they were withdrawn.

ONE attributed the gigantic year-over-year Q3 gains to the “sharp recovery in cargo demand and increases in [the] shortterm freight market.”
If the full-year forecast comes to bear, ONE will achieve a more than $2 billion profit increase, from $105 million in 2019 to $2.52 billion in the 2020 fiscal year. Six ships on order ONE did say in its Q3 materials that it was taking a number of actions to “further competitiveness and differentiation.” Those actions included signing a letter of intent for the 15-year charter
of six 24,000-TEU ultra large container ships from Shoei Kisen Kaisha Ltd. The six 24,000-TEU-plus container ships “will help bring economies of scale and significantly lower carbon emissions through a state-of-the-art hull design that aims to maximize cargo intake and minimize fuel consumption. The vessels will be equipped with exhaust gas cleaning systems to meet the emissions regulations of IMO,” ONE said in its announcement in December. Through The Alliance, ONE said it will offer “greater capacity on trade lanes with greater cargo demand, realizing more frequency, improved transit time and a wider coverage of port pairs.” Other members of THE Alliance are Yang Ming, HMM and Hapag-Lloyd.

“K” Line to expand sharing of ship operation data to enhance utilization of big data in the maritime industry T O K Y O : Kawasaki Kisen Kaisha, Ltd. (“K ” LINE) and Ship Data Center Co., Ltd. (ShipDC) have agreed to share operation data of all “K” LINE fleet equipped with “Kawasaki Integrated Maritime Solutions”*1through IoS Open Platform (IoS-OP)*2, the ship IoT data sharing platform promoted by ShipDC. “K” LINE had so far stored operation data collected from several vessels equipped with Kawasaki Integrated Maritime Solutions to IoS-OP, and has now agreed to expand the sharing for all its owned fleet of about 140 vessels. Though the development of information and communication technology has made it possible to collect large and various data from ships in operation, approaches for data collection and analysis are still fragmented. For encouraging big data use in the maritime industry, ShipDCis working for the common platform for ship-related data. This data sharing significantly increases the amount of ship operation

We are fast achieving pre-Covid levels in Exports: Commerce Secy NEW DELHI : The country’s exports recorded a positive growth in January and the outbound shipments are fast moving towards pre-COVID-19 levels, a top government official said. Commerce Secretary Anup Wadhawan also said India is well on the way to breaking into new frontiers and exporting goods such as mobile phones and other electronic goods. “Exports are picking. We are fast reaching to pre-COVID-19 levels,” he told reporters here. The secretary said measures like production-linked incentive scheme would expand the manufacturing base and that will take exports to the true potential. For the second consecutive month, the country’s exports recorded a positive growth and rose 5.37 per cent year-on-year to USD 27.24 billion in January 2021, mainly driven by healthy growth in pharmaceuticals and engineering sectors. About roll-out of the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme, he said the ministry is in the process of determining the rates and identifying the product lines. “Work is in a very advanced stage,” he said. The scheme would refund to exporters the embedded central, state and local
duties and taxes that were so far not being rebated or refunded. When asked about concerns being raised by certain members of the World Trade Organization (WTO) about India’s raising customs duty on some goods, the secretary said all the duties are within “our bound rates”. The Bu dg e t 2 0 2 1 has pr o po se d rationalisation of customs duty structure with a thrust on both easy and competitive access to raw material and infant industry protection objectives to encourage exports, particularly of value-added products. The announcements included a reduction in duties on critical rawmaterial such as iron and steel, copper scrap, naptha, nylon fibre and yarn. Ta l k i n g a b o u t B u d g e t , h e s a i d measures like the development of modern fishing harbours and fish landing centres and scheme for mega investment textiles parks (MITRA) are expected to boost exports from the textiles and marine sector. Wadhawan said that the Budget allocation for schemes such as the Agriculture Export Policy (AEP) and the Transport and Marketing Assistance (TMA) has been enhanced and it will help in the implementation of AEP in states and
boost agriculture exports. “Rs 1,000 crore have been provided for the welfare of tea workers, especially women and their children. This will benefit around 10.75 lakh tea workers, including 6.23 lakh women workers engaged in the big tea estates of Assam and West Bengal. In addition, around 1.47 lakh small tea growers are also likely to be benefitted,” he said. He added that streamlining of the antidumping duty (ADD)/countervailing duty (CVD) provisions, including measures aimed at enforcing anti-absorption, will potentially enable a level-playing for domestic industry through addressing unfair trade practices. About anti-absorption provisions, he said that if unfair trade practice is detected by DGTR (directorate general of trade remedies) and ADD or CVD is imposed, there should not be any further circumvention by absorbing it and affecting the price structure in the domestic market. All the countries use anti-absorption provisions include Europe and the US. In the Budget, it was proposed to make certain amendments in the provision related to ADD and CVD to provide for anti-absorption provisions.
Syama Prasad Mookerjee Port handles highest ever parcel of Nepal Fertilizer KOLKATA : Syama Prasad Mookerjee Port, Kolkata (formerly known as Kolkata Port Trust) has handled highest ever parcel load of Nepal Bound Fertilizer in a single vessel. The fully loaded bulk carrier vessel, MV Emelda (Length 190m, Beam: 32.5 m) carrying about 50000 Metric Tons of Urea has been discharging the Cargo at Port anchorages and is being transported to the Dock through barges. The cargo is then dispatched to Nepal by Rail. The entire cargo is for consumption by Nepal and has been imported from Oman.
Syama Prasad Mookerjee Port, Kolkata has been a gateway port for Nepal Traffic since long and handles more than 80% of Nepal Export Import cargo. In the last financial year the port has handled its highest ever Nepal traffic of 2.8 Million Metric Tons of which included containers, coal, food grains and fertilizer. Handling of such large parcel size vessels and then using barges to transport them to docks has demonstrated the capability of the Port
in giving cost effective solution to its customers. The Port envisages handling more such vessels not only of Nepal Cargo but for Indian consumption too.

MSC accelerates secondhand boxship buying spree L E H AV R E : S w i s s - h e a d q u a r t e r e d containerline Mediterranean Shipping Company (MSC) continues to snap up boxships in the secondhand market according to Alphaliner, acquiring eight vessels in the past three weeks as container shipping rates continue to surge. According to Alphaliner’s latest report, MSC has bought the 2001-built 2,764 teu Westermoor from German owner Hans Peterson which is currently on charter to Hapag-Lloyd. The company also acquired 2008-built 2,546 teu sister vessels BF Osprey and BF Mahia from German owner Foroohari. The vessels are on charter to ONE and MSC respectively. MSC is also reported to have bought the 2003-built 1,683 teu Borealis-controlled Bomar Vanquish and Bomar Valour. The Bomar Vanquish is already on charter to MSC while the Bomar Valour is operated by Maersk. Additionally, MSC is understood to have purchased the
1,730 teu 1998-built Miro and 2002-built Spero from Oslobased Atlantica Shipping and the 1996-built 1,122 teu Boundary from Jebsen Shipping Partners. VesselsValue data shows MSC acquired a total of 20 boxships in the year of 2020, and analysts Sea-Intelligence suggested in a recent report that MSC might soon overtake Maersk as the world’s largest carrier.
CEVA Logistics completes full charter project of RO-RO vessel to deliver thousands of cars Cont’d. from Pg. 3 Loading completed despite challenging weather conditions For this second automotive charter, the vessel Lake Wanaka arrived at Incheon in early January where CEVA Logistics Korea teams monitored and supervised loading operations to the port. Almost 4,000 cars, SUVs and small trucks were successfully loaded over a four-day period despite difficult weather conditions including snow. In 2019, South Korea exported some 460,000 used cars overseas– primarily to the Middle East and Africa. In recent months, many exporters in Korea have expressed concern about limited transport options. Thus, CEVA Logistics and CMA CGM worked in close collaboration to offer pure car exporters in the country a specialist vessel as well as a local guarantee insurance company
to eliminate any credit issues. Close liaison with port authorities in South Korea and Libya Both teams also worked very closely with the Incheon Port Authority and those in Libya to ensure smooth port operations including vessel berthing and car loading, stowing and lashing and then timely unloading operations at destination. Do Young Kim, Managing Director Korea, CEVA Logistics’ says: “Our extensive capabilities in the automotive industry were on full show with this RORO charter and the smooth collaboration with our colleagues at CMA CGM ensured both car movements ran like clockwork. Port of Antwerp installs smart bollards with sensors ANTWERP : Port of Antwerp and technology company Zensor are joining forces to increase safety at the quay walls. Zensor developed the Bollard Monitor, a digital sensor that measures the tension on a bollard. The first five Bollard Monitors have been installed at the North Sea Terminal, and five more are planned shortly. The port of Antwerp has some 120.6km of quay walls and 7,000 mooring posts and bollards. This is where ships attach their ropes when mooring up. This way, ships do not move about during loading and unloading. In windy or stormy conditions, the ropes of large seagoing vessels exert an enormous tractive force on the mooring posts and bollards. Bollards, with their bolt or anchor connections, are more sensitive than mooring masts in this respect. If such a bollard – 650kg of steel – were to come loose, there is a risk that a ship could drift away or that people would be injured. Regular inspection and maintenance are therefore required. Digital solution increases security In order to measure the tension in the bolt connection of bollards and to warn if a bollard is in danger of coming loose or breaking, Port of Antwerp launched a call in 2020 to devise a digital system for this purpose. Out of the five entries, the ‘Bollard Monitor’ by the Brussels technology company Zensor was chosen as the winner. The Bollard Monitor consists of two built-in sensors, which measure the tension and tension fluctuations on the mounting system. Every 15 minutes, the system sends the information, which is permanently recorded, via a wireless connection and visualises it via a dashboard. This data will help the operational department to optimise the preventative maintenance of the bollards. Tom Cornelissen (Sales Manager at Zensor): “Zensor makes the bollards at the port of Antwerp intelligent. Instead of

The technical services at the Antwerp Port Authority can view the actual load on the bollards live via the online Zensor platform. The system will send out an alert if a bolt comes loose. This is not only much more efficient for maintenance, it also increases safety. The measured data from the bollards is linked to operational data from the Port Authority. The intelligent processing of this combined data provides additional insights and context about the load on these bollards.” Erwin Verstraelen (PoA): As part of our vision to lay a digital nervous system over the physical port, we have installed sensors on a number of bollards. With this, we want to measure the impact of large pulls, which will help us to plan maintenance more efficiently. A great example of how we use innovation and partnerships to increase safety at our port.” Annick De Ridder, port alderman: “With this piece of innovation, we are not only making our port safer and more efficient, but we can also be a source of inspiration for other ports. By continuing to use our port as a testing ground for technological innovation, we will continue to play a pioneering role here.”
