DPA records highest ever cargo volume in Q1 FY23 : Chairman S. K. Mehta GANDHIDHAM: On the auspicious occasion of KU T C H I N E W Y E A R (ASHADHI BEEJ) Shri S.K. Mehta, IFS, Chairperson-DPA, Kandla wished the Kutchi brethren for a prosperous New Year. Coinciding with the new year celebration, Chairperson informed that DPA, Kandla has recorded the highest ever Cargo volume in a Quarter by handling 34.41 MMT cargo in the 1st Quarter of the current fiscal by surpassing the previous record of handling 33.51 MMT in the 3rd Quarter of the FY 2021-22. The cargo volume in the months of April to June, 2022 has also witnessed a growth over the corresponding period of the last financial year when 32.44 MMT cargo was handled. The increase in cargo volume is primarily attributable to the increase in the volume of WHEAT & SALT exported in bulk through DPA. Moreover, the volume of Coal handled during this quarter was also substantial. In the annals of DPA, the first ever consignment of Coal destined for Power Gencos was handled in the month of June, 2022. DPA is likely to receive continuous volumes of Coal consignments meant for Power Gencos which will be

subsequently evacuated by Rail. This will also increase the railway coefficient of DPA.

CMA CGM and ENGIE set to co-invest in the Salamander project, to produce second-generation biomethane • First concrete project under the strategic partnership that ENGIE and the CMA CGM Group signed in November 2021. • CMA CGM will acquire a stake in the Salamander project and the launch decision is expected to be made in late 2022. • Salamander plans to come on stream gradually in 2026 and produce 11,000 tons of secondgeneration biomethane annually, backed by a total investment of €150 million. • The project is the first milestone towards the companies' shared goal of producing up to 200,000 tons of renewable gas annually worldwide by 2028. MARSEILLE: The CMA CGM Group, a Global Player in Sea, Land, Air and Logistics solutions, and ENGIE, a Global Leader in low-carbon energy and services, announced plans to co-invest in the Salamander project -the first industrial and commercial unit for second-generation biomethane production - and their intention to produce up to 200,000 tons of renewable gas annually worldwide by 2028, to meet the needs of CMA CGM and the shipping industry. Majority-owned by ENGIE and the CMA CGM Group, the site is being considered to be located in Le Havre, backed by the support of the Havre Seine Metropole urban community via the investment program "Le Havre, Ville portuaire intelligente" (Le Havre, a smart port city). The unit will be fueled by dry biomass from local wood-waste sources, along with solid recovered fuel, and will produce the biomethane via pyrogasification process. The site will aim to produce 11,000 tons of biomethane annually, starting in 2026. The two groups plan to finalize their investment decision in late 2022. A funding request has been submitted to the European Commission's Innovation Fund. By developing the renewable gas industry and the Salamander project, both CMA CGM and ENGIE will help achieve the energy independence and energy transition goals set forth by the European Commission in the RepowerEU plan. An objective up to 200,000 tons of renewable gas annually worldwide by 2028 The CMA CGM Group and ENGIE have taken this opportunity to state their intention to produce together, up to 200,000 tons of annual production of renewable gas in Europe and worldwide by 2028, both to meet CMA CGM's needs and those of the shipping industry. The Salamander project will help reach that target. The CMA CGM Group, which aims to achieve net-zero carbon by 2050, already has a fleet of 30 dualfuel "e-methane ready" ships in operation - a figure that will rise to 77 by the end of 2026. The dual-fuel engine technology developed by CMA CGM, which currently runs on LNG, is already capable of using bioLNG, as well as synthetic methane. This fuel reduces greenhouse gas emissions by up to 67% compared with Very Low Sulphur Fuel Oil (VLSFO) from well to wake (the complete value chain). Against this backdrop, CMA CGM and ENGIE are pledging their commitment to promoting the development of the renewable gas sector at an industrial scale. Salamander: local renewable energy and a concrete commitment to the Le Havre region Salamander is the concrete translation of both
groups' desire to promote production and distribution sectors for renewable gas in Europe - particularly in France. It is the application on an industrial scale of 10 years of research and development conducted by ENGIE1 within the framework of the GAYA project, which has demonstrated the technical, economic and environmental viability of producing renewable gas. The Salamander project also reflects CMA CGM's close-knit connection with the Le Havre region, where the site is being considered. CMA CGM is the largest local maritime company in terms of market share, operating in the region since 1994. Its roots can even be traced back to 1863 as CGM. 15 weekly connections serve the port of Le Havre - an illustration of its strategic importance to the CMA CGM Group - and the local office employs a staff of over 400 employees. Two French groups committed to the Coalition for the Energy of the Future to support sustainable mobility CMA CGM and ENGIE have also been working together for several months within the Coalition for the Energy of the Future, launched at the end of 2019 during the "Assises de I'Economie de la Mer" by Rodolphe Saade and supported by President of the French Republic, Emmanuel Macron. The two companies continue to work within the Coalition to ramp up the development of the energies and technologies of the future, to support new models of sustainable mobility and reduce the climate impact of transport and logistics. Christine Cabau Woehrel, Executive Vice President Assets and Operations at CMA CGM said: 'To reach our target of net-zero carbon by 2050, the CMA CGM Group is seeking to form solid industrial partnerships, led by this initiative with ENGIE that aims to produce up to 200,000 tons of renewable gas annually by 2028. Salamander is the first industrial ramp-up to emerge from the partnership, an advanced pilot helping to develop the renewable gas sector, in keeping with the goals of energy independence and the energy transition set forth by the European Commission in the RepowerEUplan." Edouard Sauvage, Executive Vice President Infrastructure at ENGIE, said: "ENGIE is innovating with a new local production method for secondgeneration biomethane using wood waste, underpinned by an energy production technology involving pyrogasification process. The scale of the project reflects our ambitions and accelerated development in renewable gas production. It demonstrates our ability to support leading companies in their transition to net zero. We are delighted and proud to be carrying out this initiative in partnership with CMA CGM, moving forward together in this important milestone in our efforts to promote the energies of the future".
DCSA releases Standards for Operational Vessel Schedules 3.0 Beta 1 with new universal service reference coding system AMSTERDAM: DCSA has published Standards for Operational Vessel Schedules 3.0 – Beta 1 to enable the digital exchange of operational vessel schedules (OVS). The standards are intended to be implemented by vessel operators, as well as their Vessel Sharing Agreement (VSA) partners and operational service providers, to enable automatic sharing of schedules and exception-related information. The release also contains a proposed coding system carriers can use to create globally consistent references for three key operational identifiers. This release of the DCSA Standards for Operational Vessel Schedules covers the following aspects of vessel schedules for interregional, intraregional, and feeder services: • Long Term Schedule & Coastal Schedule • Deep-sea (interregional services) • Intraregional & Feeder Services • Changes and Exceptions- Port Omission, Blank Sailing, Inducement, Phase In/Out, Slide • Universal References • Universal Service Reference • Universal Voyage Reference • Universal Port Call Reference
The Universal Service, Voyage, and Port Call References provide a way for carriers to standardise how they refer to services using a common naming convention that follows a set pattern. Once the test period with DCSA carrier members is complete, DCSA will make the Universal Service Reference available for other carriers to adopt. Open for feedback As with all DCSA beta release standards, DCSA Standards for OVS 3.0 – Beta 1 is open to public review and feedback for a three-month period beginning June 30. Interested parties can download and provide feedback at www.dcsa.org/feedback. Once the review period is ended, DCSA will revise the standards based on input and publish the official release of DCSA Standards for OVS 3.0 within a three-month timeframe. Drewry: World Container Index down 3% last week LONDON: Drewry’s composite World Container Index decreased by 3% to $7,066.03 per 40ft container last week. Drewry’s detailed assessment for Thursday, 30 June 2022 The composite index decreased by 3% last week, and, 16% lower than a year ago. The average composite index of the WCI, assessed by Drewry for year-to-date, is $8,421 per 40ft container, which is $4,930 higher than the five-year average of $3,490 per 40ft container. Drewry’s World Container Index composite index
decreased by 3% to $7,066.03 per 40ft container, and is 16% lower than the same week in 2021. Freight rates on Shanghai – Los Angeles dropped 4% or $300 to $7,652 per feu. Spot rates on Shanghai – Rotterdam fell 4% or $358 to $9,240 per 40ft box. Similarly, Spot rates on Shanghai – Genoa and Shanghai – New York sank 2% each to reach $10,884 and $10,154 per 40ft container respectively. Rates on Los Angeles – Shanghai dipped 2% or $27 to $1,238 per feu. Rates on Rotterdam – Shanghai, New York – Rotterdam and Rotterdam – New York declined 1% each per 40ft container. Drewry expects the index to decrease in the next few weeks.
DGFT imposes restrictions on exports of fuel NEW DELHI: The Government has imposed export restrictions on petrol and diesel by directing exporters to supply a specified quantity in the domestic market, a move aimed at ensuring adequate availability within the Country. According to a notification of the Directorate General of Foreign Trade (DGFT), motor gasoline (petrol) exporter is “required to submit a self-
declaration to the concerned customs authority at the time of export confirming that 50 per cent of quantity mentioned in the shipping bill has been/will be supplied in the domestic market during the current financial year”. For gas oil or automotive diesel exporters, the quantity has been fixed at 30 per cent. However, exports to Bhutan and
Nepal are exempted from this condition. The limit is also not applicable to 100 per cent Export Oriented Units (EoUs) and units in SEZs (Special Economic Zones). EoUs and SEZs are developed primarily for exports. The notification said that the exporters will have to file a quarterly return to the Ministry of Petroleum and Natural Gas regarding the same.

DGFT extends deadline for exporters to submit application for pending dues NEW DELHI: The Commerce Ministry notifies the last date for exporters to submit online applications to claim their pending dues under export promotion scheme MEIS has been extended till August 31 this year. Last September, the Government announced release of Rs 56,027 crore against pending tax refunds of exporters under different export
incentive schemes. “The last date for submitting applications under MEIS (merchandise exports from India scheme), for exports made in the period September 1, 2020 to December 31, 2020 has been extended up to August 31, 2022,” the Directorate General of Foreign Trade (DGFT) said in a notification. Earlier, the deadline was April this year.
DGFT said no MEIS applications would be accepted after the last date. The Country’s exports during April-May 2022-23 rose about 25 per cent to USD 78.72 billion. Imports during the period increased 45.42 per cent to USD 123.41 billion. The trade deficit during the first two months of this fiscal year widened to USD 44.69 billion from USD 21.82 billion in the year-ago period.
Sarbananda Sonowal asks NMPA, Karnataka Govt to develop a Satellite Port NEW DELHI : Union Shipping Minister Shri Sarbananda Sonowal has asked the New Mangalore Port Authority (NMPA) and the Karnataka Government to finalise a location along the Northern Karnataka coast to construct a satellite port. A statement by the NMPA said that the Chintan Baithak, which was organised by the Union Ministry of Ports, Shipping and Waterways at
Madikeri in Kodagu district recently, discussed the issue of constructing a satellite port at Belekeri or any suitable location in the northern Karnataka coast. Participating in the discussion, Sarbananda Sonowal, Union Shipping Minister, asked the Chief Executive Officer of the Karnataka Maritime Board and Additional Chief Secretary to the Karnataka Government, and
the Chairman of NMPA to examine and finalise the location and the feasibility of developing a satellite port jointly by the Karnataka Government and NMPA. Dakshina Kannada, Udupi and Uttara Kannada are the three coastal districts in the State. New Mangalore Port, which is located in Dakshina Kannada district, is the only Major Port in Karnataka.
Vladimir Putin pushes INSTC to connect India; describes it as a ‘truly ambitious project’ MOSCOW: Russian President Vladimir Putin has strongly pushed the International North South Transport Corridor (INSTC) as the key connectivity link between Russia and India via Iran by describing it as a truly ambitious project notwithstanding China hard pressing BRI as a mega connectivity initiative in the Eurasian region. Addressing the 6th Caspian Sea Summit recently in the presence of leaders from Central Asia and Iran, Putin made special reference to the INSTC that connects India with Russia within the shortest possible time. He described the project, which is 7,200-kilometre-long, as a “transport artery from St Petersburg to ports in Iran and India”. INSTC aims to connect Caspian Sea region countries, including Kazakhstan. Earlier this month, Russia sent consignments for India from St Petersburg via the Caspian Port of Astrakhan and the Iranian Port of Anzali and from there to
Bandar Abbas Port and thereafter to Western Indian ports to operationalise INSTC. The consignments are two 40 feet containers of wood laminates weighing 41 tonnes. The total journey will take less than 25 days cutting the nearly 40 days it currently takes to transport goods from Russia to India and vice-versa. Besides reducing time, INSTC is considered a viable option for IndoRussian trade amid current geopolitical challenges. In the long run, INSTC would be an alternative to the Suez Canal and Mediterranean dominated by some powers and the Bosporus, according to sources who did not wish to be identified. It will also provide an alternative to the BRI in the region. The BRI connectivity projects in the Eurasian region connects Europe to China via Central Asian states and Russia and gives Beijing access to resources of the Eurasian region. Beijing has plans to connect Turkey and Iran via BRI. In the SCO
documents, India in a deft diplomacy, has kept itself immune from endorsing BRI. The Chinese project, according to India, violates sovereignty as it passes through PoK. Besides, BRI has been pushing countries towards mega debt. Connectivity via Chabahar Port and INSTC topped the agenda of Iranian Foreign Minister’s visit to India in June. There has been a plan to link INSTC with Chabahar Port which India has assisted to expand and is being used for connectivity with Afghanistan and Central Asia. The INSTC is a multimodal transportation network encompassing sea, road, and rail routes. It links the Indian Ocean to the Caspian Sea via the Persian Gulf onwards into Russia and Northern Europe and offers the shortest connectivity route between them. Multimodal routes through sea, rail, and road under the INSTC aim to reduce the carriage cost between India and Russia by about 30%.

India, EU conclude 1st round of negotiations for FTA NEW DELHI: India and the European Union (EU) recently concluded the first round of talks for a comprehensive free trade agreement, a move aimed at further strengthening economic ties between the two sides, an official said. India and the 27-nation bloc resumed negotiations on June 17,
after a gap of over eight years, on the proposed agreements on trade, investments and Geographical Indications (GI). The first round of talks, which began on June 27, concluded on July 1, the official added. India had started negotiations for a trade pact with the EU in 2007, but
the talks stalled in 2013 as both sides failed to reach an agreement on key issues, including customs duties on automobiles and spirits, and the movement of professionals. India's merchandise exports to EU member countries stood at about USD 65 billion in 2021-22, while imports aggregated to USD 51.4 billion.

New Government in Maharashtra makes it easier for SCI privatisation process : Experts MUMBAI: A change of Government in Maharashtra with an alliance of Bharatiya Janata Party (BJP) and Eknath Shinde-led Shiv Sena faction coming to power will likely make it easier for the Centre to steam ahead with the privatisation of Shipping Corporation of India Ltd (SCI), feel experts. For months, the privatisation process of the national carrier has been stuck over the issue of separating the core and non-core assets of the company. A demerger scheme drafted for the separation process lacked clarity on whether it required approval from the Maharashtra Government as the land on which the firm’s headquarters is constructed and its maritime training
institute (MTI) operates in Mumbai were given by the State Government. A demerger scheme finalised in March said that the process of hiving off and alienation of MTI Powai and Shipping House (the headquarters of the firm) “will be subject to the approval of the state government” and the demerger “shall be made effective only af ter transfer of management control of SCI to the acquirer under the strategic disinvestment”. This is because the Shipping House is constructed on leasehold land and the transfer of such lease to the resulting company (Shipping Corporation of India Land and Assets Ltd or SCILAL) would require “no objection” from the Maharashtra Government.
The Maritime Training Institute (MTI) land and buildings are freehold property. But being an institutional property allotted by the Government of Maharashtra to SCI with the specific object of running the Maritime Training Institute, it has certain restrictions on transfer and hence the same can be transferred to the resulting company (Shipping Corporation of India Land and Assets Ltd) subject to the no objection of the government of Maharashtra”. However, these conditions were removed by the board of SCI on 6 May while approving a revised demerger scheme. The board also cleared a proposal to finalise the demerger scheme ahead of privatisation of the national carrier.
Forex reserves rise by USD 2.73 bn to USD 593.323 bn MUMBAI: The Country’s foreign exchange reserves increased by USD 2.734 billion to USD 593.323 billion for the week ended June 24 on the back of a surge in the core currency assets, the Reserve Bank of India (RBI) said. In the previous reporting week, the overall reserves had declined by USD 5.87 billion to USD 590.588 billion.
In the week ended June 24, the forex reserves swelled due to an increase in Foreign Currency Assets (FCAs), a major component of the overall reserves, and also in gold reserves, RBI said. FCA increased by USD 2.334 billion to USD 529.216 billion, according to the Weekly Statistical
Supplement released by RBI. Value of the gold reserves surged by USD 342 million to USD 40.926 billion. Special Drawing Rights (SDRs) with the International Monetary Fund (IMF) were up by USD 55 million to USD 18.21 billion for the week ended June 17, RBI said.

Freight rates eases as transport operators pass on excise duty cut on fuel: Crisil NEW DELHI: Freight rates across the Country eased in June after transport operators passed on the benefits of excise duty cut on fuel even though various sectors saw a decline in fleet utilisation during the month, a Crisil report said recently. Crisil’s pan-India freight index CRISFrex indicates that freight rates have dropped month-onmonth with free cash flow or preequated monthly installment going back to April 2022 level, largely due to a drop in fuel prices, CRSIL said. CRISFrex captures the changes in freight rates on a sequential
basis. Besides, it also tracks the Free Cash Flows (FCF) of transporters on an ongoing basis. Higher FCF would typically support demand for commercial vehicles. The transporters had in May partially passed on the benefit of lower fuel prices after Finance Minister Smt Nirmala Sitharaman on May 21 announced a cut in excise duty on petrol by a record Rs 8 per litre and that on diesel by Rs 6, helping the oil marketing companies lower the prices of the two automobile fuels. Mining applications (largely coal) saw a flattish movement in
freight rates over the past month, it said. On the other hand, freight rates f o r a g r i p r o d u c t s , c o n t a i n e r, cement, petroleum tankers, textiles and steel saw a mid-single-digit decline, as per Crisil. ”However, fleet utilisation also dropped (in June), which took place at a faster rate in agri products, auto carriers, FMCG/FMCD, petroleum tankers and textiles. The remaining segments such as market load, parcel/loose goods, mining (largely coal) and container saw slower decline in utilisation,” Crisil said in the report.
Railways records best ever Monthly Freight Loading of 125.50 MT in June • The incremental loading in the month of June has been 12.72 MT i.e. a growth of 11.28 % over the previous best June figures achieved in 2021 • With this, Indian Railways has had 22 straight months of best ever monthly freight loading NEW DELHI: Indian Railways has carried forward the momentum of the previous year in the year 2022-23 as well, and has recorded best ever Monthly freight loading of 125.50 MT in June’22. The incremental loading in the month of June has been 12.72 MT i.e. a growth of 11.28 % over the previous best June figures achieved in 2021.With this, Indian Railways has had 22 straight months of best ever monthly freight loading. This growth has been fuelled by incremental loading of 13.19 MT in Coal, followed by 1.68 MT in Cement & Clinker , 1.57 MT in Balance other goods and 0.64 MT in Food grains. The cumulative freight loading in the first quarter of the year has been 379.4 MT as against 339.3 MT achieved in 2021-22 i.e. an incremental loading of 40.09 MT, with a growth of 12% over same period last year. The freight NTKMs (Net tonne kilometers) have increased from 63.3 Billion in June ’21 to 75.8 Billion in June’22 registering a growth of 20 %. This is because of the fact that, apart from increase in Freight loading there has been an increase in Freight leads, which has increased by 7.4 %. The cumulative NTKMs in the first three months have also grown by 19.8 %.
The sustained efforts of Indian Railways to increase supply of Coal to Power houses, in close coordination with Ministry of Power and Coal, have been one of the key features of the freight performance in the month of June. The loading of Coal (both domestic and imported) to Power Houses has increased by 15.9 MT in June with 51.2MT Coal being moved to Power houses as against 35.3 MT last year, i.e. a growth of 45%. Cumulatively, in the first quarter of the year IR has loaded more than 34.7 MT extra coal to Power Houses as compared to same period of last year with a growth of more than 30%. In terms of number of rakes of
coal loaded per day for Power houses , Indian Railways has moved more than 420 rakes of domestic coal and more than 32 rakes of imported coal on a daily basis over longer distances. This is reflected in increased lead of Thermal coal from 457 Km to 565 Km. With these sustained efforts, the trend of reducing coal stocks at Power houses has been reversed and the coal stocks at the Power houses have again started improving on a regular basis. The commodity wise growth number show that IR has achieved impressive growth in almost all commodity segments with the following growth rates :
