As Goods exports crosses $400 bn, momentum likely to continue in FY23 feel experts Ukraine crisis not to hit too hard NEW DELHI: As India marches to achieve $410 billion worth of goods export in the fiscal year 2021-22 that just ended, exporters will likely continue to benefit from the momentum in the new fiscal year too, economists said. The ongoing RussiaUkraine war is hitting global supply and value chains, and could pose downside risks to India’s exports. However, the momentum achieved in FY22, elevated commodity prices, and changing global dynamics may help soften the downside, YuvikaSinghal, Economist at QuantEco Research said. Will the conict in Europe impede India’s trade momentum? “There are both downside and upside risks from the war. However, at a balance, India will be in advantage,” NR Bhanumurthy, economist and Vice Chancellor, Dr BR Ambedkar School of Economics University said recently. “The extent of downside risks, in terms of impact on growth, are in my view not substantial. Inflation will have an impact, for instance. I don’t think there will be a significant impact on trade. However, the upside is for sectors such as agriculture. India had a bumper crop this year, which in my assumption would have pushed down the prices, but with the war, and scarcity of agri produce, India is expected to benefit,” Bhanumurthy said. In the absence of domestic demand, external demand for India’s goods has been robust. India’s ser vices exports especially IT companies exports have also done really well. “This is a great opportunity for India and these numbers indicate that the Indian economy can re-experience the high growth India saw between 2003-2008 period, before the global downturn of
2008,” Bhanumurthy said. Can India be an export-led economy? India has no doubt done phenomenally well in ter ms of exports this year, and can do better in coming years given its comparative advantage in several sectors, however we would be jumping the gun if we say the Indian economy can become an export-led economy, Singhal said. “In the last two years, with the coronavirus pandemic, global trade has evolved dramatically, some countries have been averse to China and are looking at a China+1 strategy, supply disruptions have become persistent in some markets exacerbated by the ongoing RussiaUkraine crisis. Many global economies, much like India, are looking to be self-sufficient. So in order to say that exports can become the sole driver of the Indian economy in the coming years, that may not be the case,” she added. What is driving India’s exports growth? Russia is one of the largest exporters of oil and gas, and commodities such as wheat, cereals, aluminum, and steel and nickel. The conflict in the Black sea region has created gaps in the global supply chain. In addition, due to sanctions put against Russia by countries such as the US, other countries are looking elsewhere to meet their demands. India, for instance, is tapping this opportunity and increasing its surplus exports of wheat and other commodities. “India had a surplus season in terms of agricultural produce this season, and markets were expecting the price to fall, until the Russia-Ukraine war happened. This will help farmers fetch better
returns on their produce,” Bhanumurthy said. “India’s exports are also expected to benefit from supportive policies such as the Production Linked Incentive Scheme, for which FY 2022 was the first year of production. Some of the bigger global names such as Apple and Samsung have already set the ball rolling on contributing to domestic production and exports in Fy22,” Singhal said. $400 billion+ exports this year, what lies ahead? From Prime Minister NarendraModi to Minister of Commerce & Industry PiyushGoyal, leaders lauded exporters, manufacturers, micro small and medium enterprises (MSMEs), weavers, as well as the farmers, as India exported merchandise goods worth $400 billion for the first time this year, up 20% from FY19. Economists said these numbers are a significant indicator of India’s economic recover y especially post covid. “India’s export growth historically is seen to display a strong correlation of about 70% with global GDP growth, and FY22 was no exception on that front,” QuantEco’sSinghal said. Major rating agencies such as Fitch and S&P have cut their outlook for global growth citing the war in Eastern Europe. And thus, India, like much of the world, is expected to be hurt. “We expect import growth to slow down in FY23, though it is likely to remain higher than exports at ~17%. In addition to elevated global commodity prices, unlocking of the domestic economy post the Omicron wave along with improving vaccination cover are anticipated to support pent up and organic demand both,” Singhal said.

On completion, both businesses will merge into J M Baxi Heavy Pvt. Ltd., a wholly owned subsidiary of J M Baxi Ports & Logistics Limited. Lift & Shift brings with it, a specialization in engineered logistics services for the niche and growing category of superheavy lifting, shifting and multimodal transportation. It caters to sectors such as petrochemicals, hydrocarbon, fertilisers, renewable energy, power generation, civil construction, large scale manufacturing and prominently offshore oil & gas industry. Together, J M Baxi Heavy and Lift & Shift will have the largest fleet of specialty equipment for over-dimensional & heavy cargo logistics like Self Propelled Modular Trailers (SPMT), barges and lifting equipment. This will enable J M Baxi Heavy to reach a wider customer base, improve its service proposition and create synergies in efficiency building, while being able to mobilise equipment and personnel swiftly, anywhere within India. Allcargo's Project Forwarding and Logistics business will add to J M Baxi Heavy’s existing network with enhanced geographical presence in the Indian sub-continent and Africa, as well as diverse clientele in the Project Forwarding and Logistics sector. Additionally, backed by its excellence in customised lifting and transportation solutions, Allcargo's expertise in project forwarding and long-haul transportation of heavy/over-dimension cargo will further bolster J M Baxi Heavy’s existing strengths in this segment. India’s top ranked B-school NITIE to reduce academia-industry gap in supply chain logistics MUMBAI: One of India’s top-ranked B-School - National Institute of Industrial Engineering (NITIE) has embarked upon bridging the academia-industry gap in the field of supply chain and logistics as part of the endeavour to reduce logistics cost in Asia’s third largest economy. At a stakeholder meet held at NITIE campus on Thursday, industry experts spoke about the need for skill upgradation to address the last mile needs. Going beyond green ports and green shipping, stakeholders at the meeting aired their views on reducing carbon emission norms using new age tools like artificial intelligence and machine learning where shipping vessels can move around without waiting to change the fuel. Experts were also unanimous that the supply chain was the blood vessel in the entire ecosystem and called for a need to look at logistics as a process rather than a mere transport system keeping in mind the huge post pandemic opportunity that can be foreseen with the shift in manufacturing from China to India. To begin with the Mumbai-based B-school with its campus in Powai, will commence with a Certificate Program in Warehouse Management from April 23 that will be spread over six weeks and 30 hours, said Prof. Manoj Tiwari, Director, NITIE, that was ranked 12th among B-Schools of India
as per NIRF 2021 rankings. The certificate course will be held under auspices of the recently established Center of Excellence in Logistics & Supply Chain Management for capacity creation and skill development. The Center will carry out collaborative research projects with industries at national and international, joint diploma programs, short term certificate courses among many more, Prof. Tiwari added. The Center of Excellence will act as a driving force to train and launch top quality programs to disseminate advanced
knowledge and promote Digitisation, Analytics, and IoT Application and Decision Support Systems through Artificial Intelligence and Machine Learning applications and Digital Twin and Control towers, to strengthen the monitoring and analysis of complex logistics operations.

FFFAI deliberates with NICDCL & NLDSL on Unied Logistics Interface Platform

Cont’d. from Pg. 3 ULIP is designed to enhance efficiency and reduce logistics cost in India by creating a transparent platform that can provide real time information to all stakeholders and remove all asymmetry information. ULIP is being developed as technology platform in the logistics sector which will provide real time information to all stakeholders and will converge visibility of multimodal transport across the existing systems of various Ministries/Departments working in silos. Once completed, one can see huge efficiencies in the logistics sector, and which will transform it by bringing down the logistics cost and enhancing India's competitiveness in the global trade. ULIP is also in line with the overall objective of PM GatiShakti which aims at breaking of individual silos, promote integration among various Ministries / Departments and promote real single window. It will bring more transparency and visibility to the whole trade making India logistically more efficient and competitive. In his opening remarks the FFFAI Chairman said that as of now the logistics industry stakeholders are working in silos. According to him, ULIP would be the muchdesired solution for the betterment of this industry. He congratulated NICDCL for their endeavour, which is mandated by NITI Aayog. “We really require sufficient and appropriate data integration among us on different areas of multimodal modes, challenging areas, etc to strengthen the logistics operations/industry in India toglobal standard,” he said. Earlier Mr Dushyant Mulani, while welcoming the speakers and participants stated that the topic of the meeting (Integration of ULIP with FFFAI) is very vital in today’s scenario where digitization would be the logical end of the core of the logistics activities, and ULIP is completely focused on this aspect. It would integrate all the said activities under a single platform through effective technologies. Accordingly, with a solid data base it would be able to recommend effective solutions to strengthen the logistics industry from all aspects. Mr Chaudhary elaborated on the activities of NICDCL as regard to integration of Logistics Data Bank (LDB) project which include RFID tagging for container on entering Indian territory till exit; Integration of all toll plaza tracking of cargo/ vehicle movements, Tracking of Vehicle movement through fast tag and other RFID / QR scan readers and Empty yards inventory of containers. He focussed his presentation on the following points: Potential role of digitalization; Utility of the LDB system and container tracking services; Understanding of the recent trends and emerging requirements in the Export
Import logistics egment; How infrastructure at CFS/ICD can be better utilized for the benefit of trade; Digitization of procedures, abandoned and detained containers and Cargo regulations and inspection procedures. According to Mr Chaudhary, ULIP is the further extension of the LDB project.“It is primarily the software intervention of PM GatiShakti that includes multimodal connectivity and physical infrastructure. ULIP is PM GatiShakti 2.0 bringing in different ministries and stakeholders including Customs ICEGATE under one technology platform,” he added. Mr Chaudhary pointed out that the logistics sector is the backbone of economic growth in India and is one of the most important accelerators of trade, which is also critical for fulfilling the objective of Aatma Nirbhar Bharat. India’s focus on Logistics connectivity have accelerated measures for infrastructure development and it would leverage logistics through technology implementation. ULIP phase I is focussed on data integration and Phase II would be focussing on single documentation for the benefit of the end-to-end logistics segment. Following ULIP benefits were unveiled in the Union Budget by the Finance Minister of India: • All mode of operators shall be brought under one Interface through API. • Ensure effective movement of goods, reducing logistics cost and time. • Assist Just in time inventory management and eliminate tedious documentation. • P rovide real time infor mation and improve international competitiveness. • The platform will be an open source technology stack. Presenting details of the function of ULIP he expressed optimism that with support from CBs/FFs collectively the logistics cost can be reduced and thereby f o r e i g n t r a d e c a n b e i n c r e a s e d s i g n i f i c a n t l y. Mr Choudhary invited private players to join ULIP and share more ideas. Meanwhile, the Government has launched Logistics Hackathon (“LogiXtics”) to crowd source ideas to benefit logistics industry. He also shared that the ULIP phase I will be formally implemented/will go liveby April 2022. The meeting was very interactive with Q-A session participated by FFFAI Office Bearers and Members. Mr Shinde and Mr Vijayakumar raised the issue of lack of data pertaining to time release study and dwell time which affects the overall logistics cost. Mr Chaudhary assured that this aspect would be taken care of in the Phase II of ULIP. Dedicated Freight Corridor 2nd phase gets Rs 7,517 crJICA loan NEW DELHI: The Japan International Cooperation Agency (Jica) has signed a loan agreement with the government to extend 1,16,520 million yen or around Rs 7,517 crore to the Western leg of the dedicated freight railway project. The agency on Thursday said the soft loan is being extended under the government of Japan's official development assistance window. The second phase involves building a new 550-km freight line connecting Dadri to Rewari and Vadodara to Mumbai. The project will help create the largest industrial belt in the Delhi-
Mumbai industrial corridor area by linking the industrial parks and harbors of these states between Delhi and Mumbai. The objective of the project is to cope with increase in freight transport demand by constructing a new dedicated freight railway system between New Delhi and Mumbai, thereby promoting comprehensive regional economic development along the corridor as the backbone of DelhiMumbai industrial corridor development plan. The project includes areas where outstanding economic and industrial
development have occurred recently, including both Delhi and Mumbai metropolitan areas, which have witnessed massive population growth, the statement said. The loan agreement was signed between Rajat Kumar Mishra, an additional secretary in the finance ministry, and Saito Mitsunori, the chief representative of Jica India. Speaking on this occasion, Mitsunori said the Western dedicated freight corridor runs between Delhi and Mumbai and covers the areas where significant commercial and industrial development is already seen.
Long-Term Ocean Freight rates up almost 100% YoY : Xeneta OSLO: Long-term contracted ocean freight rates climbed by 7% in March, pushing shipping prices up 96.7% yearon-year. The rise, revealed in the latest Xeneta Shipping Index (XSI®) Public Indices for the contract market, further boosts the coffers of leading carriers, with Evergreen the latest name to disclose record annual revenues of USD 17.67bn (a fourfold increase on 2020). However, as Xeneta CEO Patrik Berglund points out, the sustainability of such developments remains to be seen. Onwards and upwards Xeneta’s XSI®, compiled from the latest crowd-sourced ocean freight rate data aggregated worldwide, has painted a stark picture over the last 18 months, with 16 months of rates hikes against only two dips (December 21 and January 22). A combination of relentless demand, port congestion, equipment shortage and COVID disruption have driven the rates trendline to new heights – facilitating huge profits for carriers and worrying times for shippers. March 2022 proved true to form, as Berglund explains. “Yet again we saw another bumper month for the carrier community, with climbs across all major trade corridors, for both export and import indices,” he notes. “Long-term rates are reaching alltime highs, and carriers are undoubtedly sitting pretty in contract negotiations, but there are signs that future adjustments
may be edging onto the horizon.” Waves of change? Berglund points out that, for example, rates on key Far East-Europe trades are declining, with carriers such as Maersk and MSC announcing plans to void sailings to combat sluggish demand. A potential resurgence of C OV I D i n C h i n a , a n d r e s u l t a n t lockdowns, could add to a sense of increasing volatility and fluctuating demand. In addition, port congestion in the US has transferred from West Coast ports to East Coast ports, as shippers seek to avoid potential problems stemming from labor negotiations b e t w e e n t h e I LW U a n d P M A . Congestion in the East could, with this in mind, grow in the second quarter to match that previously experienced in the West. “It’s a very complex picture,” the Xeneta CEO notes. “What’s more, in the slightly longer-term we also have moves by the emboldened, cash rich carriers to consolidate market shares and boost fleet capacity. The most recent example of this is Evergreen, again, which could be looking to take delivery of more than 40 new vessels by the end of 2025, totalling more than 550,000 TEU. Will the market demand continue to develop to absorb this kind of capacity growth, or could we see the carriers go from boom to bust with weaker fundamentals?
“As ever, it’s impossible to forecast with any certainty, making it all the more essential for stakeholders to avail themselves of the very latest market intelligence before entering contract negotiations. Knowledge is the key to unlocking value in such a tough, dynamic market.” Universal strength Regardless of future performance, March 2022 saw the ‘golden age’ of the carriers continue. All regional trade cor ridors enjoyed positive rates developments, as illustrated by the XSI®. In Europe, the imports benchmark surged by 7.7% – climbing to a new alltime high – and now sits 87.1% up yearon-year. Exports advanced by 3.2%, equating to a 72.5% increase against March 2021. Meanwhile, Far East imports on the XSI® jumped by 4.7%, moving the index up 52.1% year-onyear, with exports showing their strength in a 7.9% surge. This latter benchmark currently stands 92% up compared to March 2021, with gains recorded in 18 of the last 24 months. The rates story in the US followed a similar plot, as imports rose by 6.9%, offsetting the slight decline reported in February. The index is now a towering 99.3% higher than the equivalent period of 2021. Growth on the exports measure failed to keep pace, but there was still a 1.4% appreciation, leaving the index up 35.2% year-on-year.
Diesel price hike may result in no immediate impact on truck rentals, says IFTRT NEW DELHI: There may be no immediate impact of more expensive diesel as truck freight charges are already inflated due to higher demand in the last three months. “There was robust demand in the last three months due to the marriage season and closing of the financial year. This has led to truck rentals rising from November 2021 levels despite the price of diesel being kept unchanged,” said S P Singh, Senior Fellow and Coordinator, Indian Fo u nda t io n o f Tr a nspo r t Research and Training (IFTRT).
According to data compiled by IFTRT, truck rentals had remained firm during November 2021 despite a softening of diesel prices during the month. The larger benefit of lowered diesel prices in November was absorbed by fleet owners. Diesel price was lowered to Rs 86.67 a litre from Rs 98.42 a litre on November 3, 2021. The price was kept unchanged at these levels till March 22 when diesel price was hiked by 80 paisa to Rs 87.47 a litre. But truck rental prices have risen 5
per cent from the beginning of the year despite no movement in diesel rates. “The flow of fruits and vegetables into the Agricultural Produce Market Committees (APMCs) during February 2022 has improved by 5 to 10 per cent and on the other hand the cargo offerings from factory gates, general merchandize, white goods/electrical items and general cargo had been brisk, as a consequence the truck rentals have consolidated during the month on trunk routes,” Singh said.

MoS - MSME highlights on Export Policy for MSMES NEW DELHI: The Minister of State for Micro Small and Medium Enterprises, ShriBhanuPratap Singh Vermarecently i n f o r m e d t h e Pa r l i a m e n t t h a t E Commerce is widely considered as a medium to reduce costs related to penetration and sustainability of exporters in international markets. Indian MSMEs stand to benefit from the enhanced visibility provided by e-commerce platforms. Improved infrastructure, competitive pricing and reduced costs associated with marketing and outreach of products over a digital platform contribute to promoting online sales. Government of India has taken several measures to enhance the exports by Micro, Small and Medium Enterprises (MSMEs). These include efforts made under Make in India P rogramme, Promotion of Ease of Doing Business, improved availability of credit through MUDRA, Stand up India. Further, Ministry of MSME has established 52 Export Facilitation Centers (EFCs) across the country with an aim to provide requisite mentoring and handholding support to MSEs in exporting their products and services to the foreign market; and 102 Enterprise Development Centers (EDCs) have been
setup with the aim to build a network of entrepreneurial leaders by providing professional mentoring and handholding support services to existing as well as aspiring MSMEs with special focus on rural enterprises on continuous basis. These EDCs act as “One-stop-shop” and provide services under components i n c l u d i n g Aw a r e n e s s , I n c u b a t i o n , Enterprise Facilitation etc. In addition to these, Ministry is also implementing International Cooperation Scheme for enhancing the marketability of products and services in the MSME sector by facilitating visit /participation of MSMEs in inter national exhibitions /trade fairs/buyer-seller meet etc. abroad and also holding International conferences/seminars/workshops in India, for technology infusion, exploring business opportunities, joint ventures etc. Also, Cluster Development Programme is being implemented by Office of Development Commissioner(MSME) for enhancing the productivity and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) to increase demand of domestic products in global markets. Ministry of Micro, Small & Medium Enterprises (MSME) has taken multiple
initiatives for enhancing participation of MSMEs in e-commerce, which include: • Procurement and Marketing Support (PMS) Scheme: Under this Scheme, the sub-component of “Adoption of e-Commerce by Micro Enterprises” has been introduced. This new component includes providing financial assistance for selling products or services by Micro Enterprises (up to 10 new products) through e-commerce portals. • Po r t a l o f N a t i o n a l S m a l l Industries Corporation (NSIC): NSIC, a PSU under the Ministry of MSME has launched MSME Global Mart Portal ( w w w. m s m e m a r t . c o m ) - a B 2 B e commerce marketing platform for Micro, Small and Medium Enterprises (MSMEs), which provides Global Trade Leads, Tender Information, Franchise Opportunities, Data on Used Machineries, etc. • E-commerce portal of Khadi and Village Industries Commission (KVIC): KVIC a statutory body under the Ministry of Micro, Small and Medium Enterprises has also launched a portal ekhadiindia.com for B2C outreach, which enables all businesses to have a global reach with Interactivity, Immediacy and Ease of Adaptation.
Exporters to Russia seek Centre, RBI's help to clear stuck payments NEW DELHI: Tea, steel, chemical and pharmaceutical exporters to Russia are seeking intervention by the government and the Reserve Bank of India (RBI) as millions of dollars in payments are stuck because of sanctions imposed by the West that isolated Russian banks from the global financial system, said people with knowledge of the matter. The disruption to Indian companies' cash flows could have a ripple effect with them delaying payments to workers and suppliers and possibly missing payments to lenders, they said. Russian entities have been excluded from the global Society for Worldwide Interbank Financial Telecommunication or SWIF T platfor m as part of the sanctions. Many tea exporters from south India haven't received payments from Russian buyers. "The rupee payment has come but the dollar payment has not yet come," said South India Tea Exporters Association chairman Dipak Shah. "We are clueless (about) when the exporters will get their payments."
Queries Sent to Russian Banks "We are writing to the Reserve Bank of India to intervene so that the estates do not face any operational difficulties," he said. India is the largest exporter of tea to Russia, amounting to 43-45 million kg annually. Of this, 20-25 million kg is exported from estates in south India. Companies have sent queries to Russian banks with presence in India which opened letters of credit (Lcs), an instr ument issued against export consignments, on behalf of Russian importers. "Those LCs are facing technical difficulties as transfer of consignment documents is stuck, leading to payment uncertainties for exporters," said a banker involved in the process. Some steel manufacturers are also planning to write to the central bank on payments being stuck. In 10 months of FY22, India's exports to Russia totalled $2.85 billion against $7.90 billion of imports, according to Bank of Baroda Economic Research data.
Large Russian banks with a presence in India include VTB, Sberbank and Gazprombank. Russia's state-owned development bank VEB is also engaged in such trades. VEB and the RBI have likely finalised an alternative transaction platform to facilitate bilateral trade after Western sanctions firewalled Moscow's access to SWIFT, ET reported on March 30. "It is not only tea which is facing the pain of delayed payments," said Ajay Sahai, director general of the Federation of Indian Export Organisations (FIEO). "Engineering, chemicals, plastics too are suffering as their payments have got stuck." Russia's invasion of Ukraine has sent freight rates surging again and worsened container shortage. "We have asked the government to provide some kind of trade subsidy to MSMEs," said Sahai. The ripple effect of the sanctions will especially hit low-value, high-volume cargo, impacting several Indian exporters, according to FIEO.
ITC sees 3-fold rise in India Wheat exports to 21 MT in FY23 PUNE: ITC, India's largest wheat exporter, expects a threefold increase in the country's wheat exports in FY23 and the domestic prices to reign at a higher level round the year. ITC's estimate of wheat export is higher than the government and trade estimate by over 40%. ITC is the largest buyer of Indian wheat after the Food Corporation of India (FCI). While the industr y and the gover nment have projected wheat exports to be around 12-15 million tonnes in FY 23, ITC is optimistic about much higher exports. RajnikantRai, DvisionalChief
Executive, AgriBusiness, ITC said, "In FY 21, India exported about 2.1 million tonnes of wheat, while in FY22 it rose up to 7 million tonnes. The current geo-political circumstances could create larger opportunities to boost wheat exports. In FY23, the country is setting up itself to triple its wheat exports to 21 million tonnes, by rapidly ramping up port infrastructure and export logistics to port location." ITC shipped out about 2 million tonnes of wheat and wheat products in FY 22. Indian wheat is discounted by $50 compared to Canadian or Ukrainian
wheat. "Therefore, the demand for Indian grain is more, adding to India's advantage. India has already committed 2-2.5MT for the first quarter of the current crop year for exports," said Rai. India has traditionally exported wheat majorly to Bangladesh, Oman, Qatar, Sri Lanka and other Middle Eastern countries. "However, with the RussiaUkraine war disrupting the global wheat supply chain, India is looking to gain markets that traditionally imported wheat from Russia and Ukraine. These countries include Nigeria, Turkey, Egypt, Vietnam, Tanzania, Morocco, etc," he said.
