Yang Ming’s Latest Addition of its 9th 11,000 TEU Ship to the Trans-Pacic Service TAIWAN: Yang Ming Marine Transport Corp. (Yang Ming) announces the official completion and delivery of “YM Together,” a brand-new 11,000 TEU container vessel chartered from Shoei Kisen Kaisha, Ltd. and built by Imabari Shipbuilding Co., Ltd on Dec 1st. The ship will soon begin Yang Ming’s PN3 trans-pacific operation, providing highly efficient cargo delivery service between Asia and North America. To facilitate medium to long-term operation, Yang Ming has partnered with professional shipowners for the construction of 14 11,000 TEU container vessels. This newest ship, called “YM Together,” is the 9th vessel that was named by shipowners at a ceremony held at Imabari Hiroshima Shipyard on November 18. This ship has the capacity of 11,860 TEU and is equipped with 1,000 plugs for reefer containers. “YM Together” measures 333.9 meters in length and 48.4 meters in width. With a draft of 16 meters, the ship can travel at a speed of up to 23 knots. In addition, the ship is equipped with a range of environmental features including scrubbers, Water Ballast Treatment Plant (BWTS), and Alternative Marine Power system (AMP). The twin-island design is adopted to increase loading capacity and navigational visibility. The hull form is optimized to increase energy saving and reduce overall emissions. Also, the hulk’s shorter length and beam can increase efficiency in berthing or departure, allowing the ship to pass through the Panama Canal and call at major ports worldwide with greater agility and thereby facilitating greater flexibility in vessel deployment. “YM Together” is the 9th in a series of container vessels

that saw the first delivery in 2020. Construction and delivery of the remaining 5 ships will be completed consecutively by 2022. With the newest now joining the fleet, Yang Ming is able to rejuvenate its entire global fleet while also cutting down on energy consumption and unit cost. Over the past year, demands for maritime transport in the Americas and globally have seen a continuous uptick. With this newest member soon to be delivered and deployed in the Yang Ming global maritime fleet, the company will be able to achieve maximal capacity utilization, meet the needs of customers, enhance overall shipping operation, and optimize transport service to the highest quality. “YM Together” will begin its PN3 service between Asia and North America on December 5. The order port rotation on this route is as follows: Hong Kong - Yantian - Shanghai - Pusan - Vancouver – Seattle - Pusan - Kaohsiung - Hong Kong.

Global Trade in goods hits all-time quarterly high of $5.6 trillion in Q3 : UNCTAD UNCTAD es mates show that in the third quarter of 2021 world trade con nued its strong recovery from the COVID-19 pandemic – albeit unevenly across countries and sectors. Cont’d. from Pg. 1 It also warns that the forecast for 2022 remains very uncertain. Remarkable yet uneven Although the services sector picked up in line with the overall growth, trade in services, such as tourism, will remain slightly below prepandemic levels at $6 trillion in 2021. Among the manufacturing sectors, trade in energy-related products grew the most, buoyed by high demand for and increases in the price of fossil fuels. Meanwhile, trade was more muted during the third quarter of 2021 in some sectors affected by the global shortage of semiconductors, such as the automotive industry and electronics. From a regional perspective, trade growth also remained uneven in the third quarter of the 2021, even if the regional differences were less pronounced than in the first half of the year. Trade flows continued to increase more strongly for developing countries in comparison to developed economies, the report says, highlighting that this trend had become more general.

“While this trend was driven by strong trade growth in East Asian developing economies in previous quarters, it has become broader across developing countries in Q3 2021,” it says. “Furthermore, in Q3 2021 trade growth has been relatively lower for East Asian economies than for other developing countries.” The report noted that, for example, India’s trade growth had accelerated in third quarter for both in goods and ser vices, while China’s remained relatively constant, “albeit at already high levels.” Uncertainty ahead Among the factors contributing to uncertainty about next year, the report cites China’s “below expectations” growth in the third quarter of 2021. “Lower-than-expected economic growth rates are generally reflected in more downcast global trade trends,” it says, while pointing to “inflationary pressures” that may also negatively impact national economies and international trade flows. The UNCTAD Global Trade Outlook also noted that “many economies, including those in the European Union”,

continue to face COVID-19-related disruptions that could affect consumer demand next year. In addition, the report war ns that the large and unpredictable swings in demand that marked 2021 and led to increased stress on supply chains and spiralling shipping costs could continue into the next year. “In particular,” it says, “the backlogs across major supply chain hubs that have characterized most of 2021 could continue into 2022 and therefore negatively affect trade and reshape trade flows across the world.” Geopolitical factors could play a role in changing trade patterns, as regional trade within Africa and within the AsiaPacific area increase, “diverting trade away from other routes”. The report also highlights the risk of a continued shortage of semiconductors. “Since the onset of the COVID-19 pandemic, the semiconductor industry has been facing headwinds due to unanticipated surges in demand and persisting supply constraints...If persistent, this shortage could continue to negatively affect production and trade in many manufacturing sectors.”

Exports rise for 12th month, up 26.49% in November, trade gap at all time high Cont’d. from Pg. 1 Exports of gems and jewellery fell 11% while those of pharmaceuticals dropped 7%. Imports were $53.15 billion last month and gold imports rose 39.67% at $4.2 billion. In the first eight months of the fiscal, exports increased 50.71% at $262.46 billion while imports rose 75.39% at

$384.44 billion. Value of non-petroleum exports in November was $26.06 billion, registering a growth of 18.1% over the same period in 2020 and a growth of 18.69% at $21.95 billion in November 2019, the Commerce and Industry Ministry said in a statement. Value of non-petroleum imports was $38.47 billion, up 39.9% year-on-year and

40.12% higher than November 2019. “We are cautiously optimistic that the exports momentum will revive, although the uncertainty engendered by the Omicron variant poses a concern regarding the immediate outlook,” said Nayar. Non-oil, non-gems and jewellery imports, an indicator of the strength of domestic demand, rose 49.52% on-year.

Continuous growth in exports showcase the resilience of exports sector, further giving boost to the economic growth: FIEO President N E W D E L H I : Responding to November 2021, FIEO President, Dr A Sakthivel said that the monthly exports performance of USD 29.88 billion with a high double-digit growth of more than 26.49 percent, showcases the continuous resilience of India's exports sector. The enthusiasm with which the Export Import community has impressively performed during the year has further given a boost to the sector, thereby helping the economy move towards recovery following the second wave of Covid-19 earlier this year. The recent GDP numbers also showcases the positive impact of exports, which has contributed in a big way to growth of the economy as a whole, added FIEO Chief. Praising the efforts and hard work of the exporters, Dr Sakthivel also welcomed the steps taken by the

government under the able and dynamic leadership of Prime Minister, Shri Narendra Modi and also the Union Finance Minister and the Union Commerce & Industry and Textiles Minister for showing confidence and trust on the exporters. The FIEO President said that the top sectors, which performed impressively during the month were E n g i n e e r i n g G o o d s , Pe t r o l e u m Products, Organic & Inorganic Chemicals, Electronic Goods, Cotton Yarn/Fabrics/Made-ups, Handloom Products etc., Marine Products, Plastic & Linoleum and RMG of All Textiles. Out of these, many of them were labourintensive sectors contributing majorly to the exports basket during the month, which itself is a good sign, further helping job creation in the country. However, imports yet again clocking over USD 53.15 billion during the month with a very high growth of over 57

percent, is a point of concern and should be analysed, said Dr A Sakthivel. The FIEO Chief is of the view that though the government has announced a slew of measures to support exports, the need of the hour is to soon announce extension of the interest equalisation scheme and allow transfer of MEIS, RoDTEP and RoSCTL. Some of the other major issues which requires the attention of the government are necessary steps with an option to support the sector in case of spread of new variant of Covid19, augmenting the flow of liquidity & empty containers and establishing a regulatory authority to seek justification of imposition of various charges by the shipping lines, which needs urgent inter vention of the government, besides freight support to all exports till 31st March 2022, as freight rates have skyrocketed and are not likely to come down in near future.

MoS Commerce highlights the status of Exporters’ dues NEW DELHI: Government has released Rs 56,027 crore in order to clear pending export incentive dues to exporters, which is for various Schemes namely: Merchandise Exports from India Scheme (MEIS) - Rs 33,010 crore, Service Exports from India Scheme (SEIS) - Rs 10,002 crore, Rebate of State a n d C e n t r a l Ta x e s a n d L e v i e s (RoSCTL) - Rs 5,286 crore, Rebate of State Levies (RoSL) - Rs 330 crore, Remission of Duties and Taxes on Exported Products (RoDTEP) - Rs 2,568 crore and other legacy Schemes like Target Plus Scheme (TPS), Focus Product Scheme (FPS) etc. - Rs 4,831 crore. This includes support for exports made under RoDTEP and RoSCTL Schemes during the 4th quarter of FY 2020-21. It is estimated that such benefits would be disbursed to more than 45,000 exporters, out of which around 98% may fall in the Micro, Small and Medium Enterprises (MSME) category. Clearance of dues under these Schemes is dependent on meeting the eligibility criteria by the applicant exporter, whose applications are scrutinized for any deficiency. The process of approval of complete applications under these Schemes varies. In certain Schemes, such as MEIS, ROSCTL and ROSL, online applications are largely system approved, whereas for SEIS, TPS, FPS online applications require manual scrutiny and examination of documents. Accordingly the detail of exporters’ dues state-wise is not maintained. To reach the target, some of the key schemes/interventions taken by the Government are:

i. The Foreign Trade Policy 201520 has been extended upto 31.03.2022 to provide a stable regime during the COVID-19 pandemic, wherein Schemes such as the Advance Authorization Scheme and the Export Promotion Capital Goods (EPCG) Scheme are being implemented to enable duty free import of raw materials and capital goods for export production. ii. Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme has been introduced with a budget of Rs 12,454 crore for FY 2021-22. iii. Rebate of State and Central Levies and Taxes (RoSCTL) Scheme for apparel and made-up exports has been extended till March 2024 with existing rates. iv. Transport and Marketing Assistance (TMA) scheme for specified agriculture products is being implemented to provide assistance for the international component of freight and marketing of agricultural produce and to promote brand recognition for Indian agricultural products in the specified overseas markets. v. A common digital platform for Certificate of Origin (CoO) has been launched to increase Free Trade A g r e e m e n t ( F TA ) u t i l i z a t i o n b y exporters. vi. Monthly monitoring of exports for 200 countries and 31 commodity groups is being done. vii. U n d e r t h e a e g i s o f “A z a d i K a A m r i t M a h o t s a v ” , VanijyaSaptah was celebrated during 21-26th September 2021 to reach out to members of industr y, exporters, association and State/Union Territory Gover nments for awareness and interaction on exports and various

export related issues. viii. In order to leverage full export potential, districts are being promoted as Exports Hubs by identifying products and services with export potential of each district. ix. Exports of services is being supported through negotiating meaningful market access through multilateral, regional and bilateral trade agreements and through participation in and organization of international fairs/exhibitions like the Global Exhibition on Services. x. An ‘Action Plan for Champion Sectors in Services’ to give focused attention to identified Champion Services Sectors through identified nodal Ministries/Departments is also in place. xi. Assistance is being extended to exporters under the Market Access Initiative (MAI) scheme for various activities such as export market research, product development, product registration, organizing / participating in fairs, exhibitions and Buyer Seller Meets (BSMs) abroad, Reverse Buyer Seller Meets etc. xii. In order to have a coordinated and focused attention on development of export infrastructure, a working group on infrastructure up-gradation has been constituted under National Committee on Trade Facilitation ( N C T F ) a n d a N a t i o n a l Tr a d e Facilitation Action Plan (NTFAP) has been formulated. This includes measures for improving road and rail connectivity to ports and smart gates at sea ports. This information was given by the Minister of State in the Ministry of Commerce and Industry, Smt. Anupriya Patel, in the Lok Sabha.

Impact of Omicron on emerging economies to depend on restrictions, policy support: Moody's LONDON: The economic impact of the Omicron variant of COVID-19 on emerging economies will depend on a mix of government restrictions, public comfort with social interactions, and capacity of governments and central banks to provide additional policy support to the private sector, Moody's Investors Service said. The emergence of the new variant poses new risks to the global economic growth and inflation outlook, as concerns mount about the variant's health risks and several countries have imposed new travel restrictions in recent days. These restrictions will likely increase over the coming weeks until scientists learn more about the variant, it said. Continued progress in global vaccination efforts and public compliance with the use of tools such as masks and social distancing will be important factors in determining the economic impact of the new variant. "Countries with an assured supply of

effective vaccines and delivery systems, and high levels of vaccine acceptance by the public, will remain better positioned," Moody's said. The US-based agency said European countries including the UK, Germany, France, the Netherlands and Belgium have detected Omicron cases, prompting new travel curbs. Moreover, the restrictions imposed following a recent rise in Delta infections could now be further extended and expanded. China's zero-tolerance COVID-19 policy will further delay relaxation of rules surrounding international travel in the face of the Omicron variant. If the variant is discovered in the country, authorities likely will increase the severity of restrictions, it said. "The economic impact on other emerging market countries will differ, and will depend on a mix of government restrictions, public comfort with social interactions, and the capacity of governments and central banks to provide additional policy support to the

Until there is more clarity on the overall pandemic situation, fear of contracting COVID-19, more prolonged uncertainty surrounding schools and child care, and renewed restrictions on international travel will continue to curtail labor supply," Moody's said.

India-China trade deficit stands at $30 bn during April-September N E W D E L H I : Tr a d e d e f i c i t between India and China stood at USD 30.07 billion during AprilSeptember 2021, Parliament was informed recently. India's exports to China during the April-September 2021 period was USD 12.26 billion, while imports were aggregated at USD 42.33 billion, according to data given by Minister of State for Commerce and Industry Anupriya Patel in a written reply to

the Lok Sabha. She said the imports from China have increased from USD 60.41 billion in 2014-15 to USD 65.21 billion in 202021, exhibiting an increase of 7.94 per cent over six years. However, the imports were static between 2019-20 and 2020-21, she said. "The government has made sustained efforts to achieve a more balanced trade with China, including bilateral engagements to address the

non-tariff barriers on Indian exports to China," Patel said. Schemes like the productionlinked incentive scheme will help promote domestic manufacturing capacities and attract investment and reduce dependency on imports from China, the minister said. Major items of import from China include telecom instruments, computer hardware, fertiliser, electronic components, chemicals and drug intermediates.

S&P keeps India GDP growth forecast unchanged at 9.5% in FY22 LONDON: S&P Global Ratings on Tuesday kept India’s economic growth forecast in the fiscal year to March 2022 unchanged at 9.5 per cent but raised its predictions for the subsequent year on broadening out of the recovery. The Indian economy had shrunk by 7.3 per cent in 2020-21 fiscal (April 2020 to March 2021) as pandemic induced restrictions battered business activity. The gradual lifting of the restrictions has helped the economy to rebound from pandemic lows.

“India is learning to live with the virus. Following the peak in COVID-19 c a s e s a r o u n d m i d - y e a r, t h e stringency index has declined, mobility has recovered, and consumer and business confidence has improved,” S&P Global Ratings said in a report. Rising inflation is a pressure point, unlike elsewhere in emerging Asia. But external demand continues to support growth. Recent highfrequency indicators such as the October services purchasing

managers’ index reading of 58.4 suggest a strong recovery is underway. “We leave our growth forecast unchanged at 9.5 per cent for the fiscal year ending March 2022 and 7.8 per cent for the year ending March 2023. “The ongoing broadening out of the recovery suggests that permanent costs are likely to be lower, and as a result, we revise higher our growth forecast for the fiscal year ending March 2024 to 6.0 per cent from 5.7 per cent earlier,” it added.

E-way bill generation moderates in November NEW DELHI: Daily e-way bill generation for goods transportation under the Goods and Services Tax (GST) system came in at 19.9 lakh for the first 28 days of November, 12% lower than the daily average for the first 24 days of October, reflecting a moderation after festivities. The daily average for the week ended November 28 was 23.29 lakh. The daily average for the first 24 days of October was 22.68 lakh, 3.8% higher than that for the first 26 days of September.

Between November 1 and 28, as many as 5.58 crore e-way bills were generated. E-way bills stood at a record 7.35 crore for October, the highest monthly data since the indirect tax regime was rolled out in July 2017, reflecting an upswing in economic activities during the festival season and improved compliance. Usually, e-way bill generation slows down after the festival season. It had declined 11% to 5.77 crore in November 2020 compared to the

previous month. E-way bill generation by businesses had risen to 6.79 crore in September from 6.59 crore in August and 6.42 crore in July. It was 7.12 crore for March before the second wave of Covid-19 hit economic activities. Higher e-way bill generation is reflected in higher GST revenue. Gross GST collections came in at `1,31,526 crore in November (October sales), the second highest mop-up since the comprehensive indirect tax launched in July 2017.

Double-win for GAC at The Maritime Standard Awards 2021 Recogni on for COVID-19 response and excellence in transporta on & logis cs

DUBAI: GAC’s response to the C OV I D - 1 9 p a n d e m i c a n d i t s continuing excellence in transportation & logistics have earned it two wins at the eighth annual Maritime Standard Awards held at the Dubai World Trade Centre. The Awards recognises GAC’s significant contributions to the maritime industry in the Middle East and Indian Subcontinent. A special award for Exemplary Response to COVID-19 was presented to Johan Thuresson, General Manager – Shipping Ser vices at GAC Dubai, in recognition of the company’s efforts and innovative solutions to maintain operational excellence and ensure safety despite the challenges of the pandemic.

It is the second time that GAC had received the Award, following its first win in 2018. “It is an honour to be recognised with not one, but two accolades in The Maritime Standard Awards 2021,” says Fredrik Nyström, GAC’s Group Vice President – Middle East. “They are a vindication of our commitment to keep up the highest standards, whilst protecting both our staff and our customers, even when events beyond our control present challenges. More importantly, they are a recognition of the hard work and diligence of all our people who make that possible.”

Port of Antwerp invests in digitalisation of radar infrastructure Collabora on with Securitas ANTWERP: Radar infrastructure plays an important role in the guidance of shipping traffic. As part of this, a framework contract was recently awarded to Securitas to fully digitalise and further expand this infrastructure. Because of its location in the hinterland and the associated complex calls, the nautical chain operation is of crucial importance for smooth traffic in the port of Antwerp. In recent years, significant investments have been made in the digital interconnection of the chain partners, including more and better data exchange. At the port itself, Port of Antwerp began rolling out vessel traffic management in 2021, with the aim of upgrading the guidance of shipping traffic behind the locks. In that context, a milestone was reached recently with the award of a framework agreement to digitalise and further expand the entire radar infrastructure. 19 radars The 12 current analogue radars will be gradually replaced and, in addition, seven radar set-up points will be added. An IALA-compliant (International Association of Lighthouse Authorities) Vessel Traffic Service (VTS) is the final objective to be rolled out by the first quarter of 2022 and will have three sectors. The introduction of VTS is in full swing. Innovation platform The digitalisation of this radar infrastructure will further support and accelerate efforts on other innovation projects. This will simplify the connection with the digital twin APICA (Advanced Port Information and Communication Assistant). This digital twin allows various real-time data to be brought together and, via data science, translated into actionable information for a

diverse group of internal and external stakeholders. Ultimately, this allows for evolving from situational awareness about the port to predictive and steering behaviour. The connecgtion to detailed radar data is an important building block in this. Following a European tendering procedure, the framework agreement was awarded to the integrator Securitas, which will use products from the Italian radar manufacturer ICS. Port alderman Annick De Ridder: "Our ambition is to become a world port of the future where innovation and digitalisation are key. This new radar infrastructure will help us manage our port more efficiently and is an important step towards even safer and smoother traffic." BU Technology Director Aviation & Maritime Patrick Delanghe : "Securitas helps to make the world a safer place. We provide security services for the mainland as well as for the sea and inland waterways. We are therefore very pleased to be able to support a world reference such as Port of Antwerp with the integration of a VTS."
