Quantum leap towards Digitization as the long awaited Customs API goes live on PCS1X MUMBAI: India is a nation that has been working for many years now on its digital infrastructure and enabling of e-Governance. Indian Ports Association, an autonomous body under MoS, GoI, recently confirmed that API of its maritime platform PCS1X with Indian Customs Platform - Icegate is now live. The first message live is - VCN (Vessel Call Number Message). Vessel Call Number (VCN) is an important data field generated after a voyage registration is accepted in PCS1X. The field becomes the critical link for a series of successive
data transactions from rotation number alotted by Customs to advance manifest and load plan filed by Shipping Agents with ports to bills of entry; shipping bills and arrival, departure manifests filed with customs. PCS1X has grown in scope and penetration over the last year and a half with significantly better utilisation than its predecessor, which was deployed on premise at major ports in 2006. Since going live in December 2018, the new PCS1X has tripled the user base and reduced the turnaround time of (Customs) batch mode of EDI Exchange from 30 minutes to under 4 minutes. Cont’d. Back Pg.
Digitalization, Big Data, and new technologies key in enabling post-COVID recovery : IMO Secretary General SINGAPORE: Digitalization, big data, and new technologies such as artificial intelligence are key in enabling the post-COVID recovery, IMO Secretar y- General Mr. Kitack Lim told a webinar on Digital Connectivity and Data Standards. Lim added that the pandemic has affected us all, both socially and economically, and has had an unprecedented impact on shipping business and seafarers. The pandemic has shown that shipping, the most efficient and cost-effective method of international transportation that carries more than 80 per cent of global trade, remains the leading facilitator of global trade. Therefore, Shipping and
Panel proposes a $10 billion State-led export plan to boost Agriculture exports NEW DELHI: A panel under the 15th Finance Commission (FC) proposed a state Government-led export plan to boost agricultural exports that would involve investments of $10 billion, said a release. The plan focused on 22 crops that would add value to the international value chain, and would follow a demand-driven approach with anchoring investments from the private sector, while the Government played an enabling role. The funding for inputs, infrastructure and processing could come from a convergence of existing Government schemes, allocations by the FC and private investment, according to the report by the FC’s High Level Group on agricultural exports. The private sector would bring in a focus on value addition to agriculture while ensuring projects are feasible, according to the group. It would also result in increased funds for technology in the sector and bring in urgency and discipline in project implementation, the release said. Members of the group included Sanjiv Puri, Chairman of ITC, Radha Singh, Former Agriculture Secretary, Manoj Joshi, representing the Ministry of Food Processing Industries, Diwakar Nath Misra, Chairman of the Agricultural and Processed Food Products Export Development Authority (APEDA). Others included Paban Kumar Borthakur, former Chairman of APEDA, Suresh Narayanan, Chairman of Nestle India, Jai Shroff, CEO of United Phosphorus Ltd, Sanjay Sacheti, Country Head, Olam Agro India and Sachin Chaturvedi, Director General of Research and Information System for Developing Countries. According to the group, India’s agricultural exports could grow for $40 billion now to $70 billion in a few years. The proposed plan could result in 10 million additional agriculture sector jobs and increased farm productivity and farmer income, the release said.
Maritime will be at the heart of the economic recovery, both at sea and ashore, Lim added. “In this respect shipping and seafarers need to be fully supported so they can fulfil their responsibilities.” “Cooperation between Shipping, Ports and Logistics will be vital for enhancing the efficiency and Mr. Kitack Lim sustainability of shipping and therefore facilitating trade and fostering economic recovery and prosperity,” Mr. Lim said. Coronavirus – Port of Antwerp Taskforce reconvened : The Port remains open and operational ANTWERP: The Port of Antwerp Covid-19 Taskforce convened again this afternoon. The port is part of Belgium’s essential infrastructure, playing a crucial role in supplying Belgium and Europe. The port will remain 100% operational during this second wave of the coronavirus. This is thanks to the daily efforts and commitment of all its staff. At the meeting of the reconvened taskforce, a number of focus points were set out regarding the additional measures imposed by the National Security Council and the province of Antwerp. Another meeting of the Port of Antwerp Covid-19 Taskforce took place today. The participants in the taskforce believe it remains essential to monitor the situation, and ensure that the port stays operational. At the meeting of the taskforce, it was once again stressed that keeping the port operational is a joint priority, to maintain our country’s supplies. Port platform operational The port platform is currently operating flawlessly. Up until now, only isolated cases of the virus have been confirmed. There has not been any rise in absenteeism due to illness, in comparison with last year. The taskforce is continuously monitoring the situation with a view to possible additional measures. As always, all incoming ships must present a Maritime Declaration of Health (MDH), whereby the captain must indicate 24 hours before entry into port whether there are any infected persons or suspicions of infected persons on
board, as well as a list of the last ten ports of call. The ship is then screened by Saniport (FPS Public Health). The existing measures have been reconfirmed and additional communication is envisaged in this regard: • Basic preventive hygiene measures • Providing sufficient disinfectants in machines • Exchanging documents digitally as much as possible, thereby minimising human contact • Crews of ships and quayside staff will primarily communicate remotely (by radio, telephone) • Applying the rules of social distancing, as far as possible and in particular keeping a distance of 1.5 meters between each person Economic impact Despite the impact of the coronavirus crisis on global production and logistics chains and a pandemic-driven drop in demand, the economic damage for the port remained limited. Total transhipments fell by 4.9% in the first half of the year compared to the same period in 2019. After a strong first quarter, the port witnessed an expected decline in the transhipment of all flows of goods, with the exception of the container sector. For the third quarter, while the Port of Antwerp is still expecting blank sailings, it is also seeing the first signs of recovery and an upturn in the European economy. Reduce, Reuse & Recycle: APM Terminals Pipavav observes World Nature Conservation Day PIPAVAV: As sustainability takes centre stage at APM Terminals Pipavav, the port observed ‘World Nature Conservation Day’ with host of activities. The objective is to create the awareness among youth about the conservation of natural resources for creating a healthy environment for present and future generations. World Nature Conservation Day is celebrated globally on July 28 with the objective of protecting the natural habitat and effectively utilise the resources in an optimum manner. For educating youth, a webinar on “Our Survival Depends on Nature Conservation” was organized by the port with focus on ‘Reduce, Reuse & Recycle’ approach in our daily lives. Over 100 youths participated in this webinar which was addressed by renowned Agriculture Scientist Dr. H.K. Sharma. Other activities included family and friends of the employees taking pledge for nature conservation, slogan writing competition, essay writing & plantation in schools and community. Along with World Nature Conservation Day, the port also celebrated International Tiger Day which is on July 29.
A special video session was arranged for the participants detailing about Project Tiger that was launched to save the animal from the face of extinction. APM Terminals was honoured with Gujarat State CSR Award 2019 by Gujarat CSR Authority, Govt of Gujarat for “Cohesive & Strategic CSR Partnership” in its natural resources management project, “Enhancing Water Resources Management through Micro Irrigation System based Lift Irrigation in Kotadi Cluster of Rajula Taluka. Sustainability is integral to all business operations of APM Terminals globally and initiatives and activities at Pipavav is in sync with this objective. The port has also launched an initiative ‘Gujarat Green Gateway’ that aims at reducing carbon footprints at the port. APM Terminals Pipavav has also planted more than 2.5 lakh plants, constructed nine check dams and have developed more than 60 roof rain water harvesting structures along with regular desilting of ponds & farm ponds in surrounding villages to conserve environment and ensure sustainable operations.

Indian Railways confident to complete entire 2800 KM corridor projects by 2022: MD, DFCCIL High Speed Rail to revolutionize commuting by reducing travel time and transforming ticketing system NEW DELHI: Mr A K Sachan, M a n a g i n g D i r e c t o r, D e d i c a t e d Freight Corridor Corporation Indian Ltd (DFCCIL) said that being one of the most prestigious infrastructure project in the country, Dedicated Freight Corridor is a high priority area for the Government. Addressing FICCI webinar on 'Opportunities in Indian Railways: Fostering Infrastructure for Future', Mr Sachan said, "DFCCIL plans to connect the inland waterways from Varanasi to the eastern corridor to provide direct connectivity from Haldia Port to Ludhiana." We will also be allowing private players to operate on these corridors, he added. Elaborating on the project, Mr Sachan said, "Dedicated Freight Corridor project has created many employment opportunities and multiple industries are dependent on it. The constr uction industr y has highly benefited from this sector and once the operation starts, the logistics industry will be greatly impacted." Sheikh Hasina at helm, India-Bangladesh economic cooperation sets a new milestone DHAKA: The start of commercial goods shipments by rail container between India and Bangladesh over the last week is a game changer because it brings speed, scale and sustainability to the bilateral trade and economic relationship, which is all poised for a leap ahead, people familiar with the development said recently. The first container train rolled into the railway station in Bangladesh’s border town of Benapole last Sunday. The 50 electronically sealed containers are safer than goods trains; faster and cheaper than transporting goods in trucks. The Sunday train carried fast moving consumer goods
such as FMCG products likes soaps and shampoos, and textile fabric. According to diplomats based in Dhaka and New Delhi, container trains will not only help India’s export of essential commodities to Bangladesh, but also facilitate faster movement of Bangladeshi exports at significantly lower freight costs without the delays and overhead costs due to corruption and extortion rackets at the border that have seriously hurt movement of trucks at the Bengal border with Bangladesh. Indian officials said the importance of the breakthrough on Sunday, along with the proof of concept trans-shipment of
goods to Tripura through the port of Chittagong in July, is that it underscores that the partnership between India and Bangladesh is at a level above that of any other country in south Asia. Relations between India and Bangladesh have been on an upswing after Prime Minister Sheikh Hasina came back to power in 2009 and picked up pace after PM Narendra Modi was voted in 2014. The two leaders made history in 2015 when they signed the land swap pact during PM Modi’s maiden visit to Dhaka, resolving a 41-year-old land boundary dispute that had been a major irritant in bilateral ties.
Exporters body EEPC India urges Centre for restoration of incentive scheme benefits KOLKATA: Exporters body EEPC India has urged the Centre for restoration of benefits under the Merchandise Export from India Scheme (MEIS). An Engineering Export Promotion Council of India (EEPC) statement said that the scheme has been stopped by the Revenue Department. Accordingly, the exporters body approached the Commerce and Industry Minister P iyush Goyal seeking his inter vention for restoration of the benefits. “Exporters do factor in external volatility and can often sense such changes. What is difficult for them to factor in is sudden internal policy changes and especially those which have
retrospective effect,” EEPC India Chairman Mahesh K Desai stated in his letter to the Commerce and Industry Minister. “Exporters have priced in their MEIS benefit after the Government an nounced that MEIS benefit will be extended till December 31, 2020.” According to Desai, sudden stoppage of benefits will have an extremely adverse impact on exporters’ ability to “survive in these difficult conditions”. Besides, he pointed out that engineering exporters work on long term contracts and “such retrospective changes” have a debilitating impact particularly on MSME exporters. Furthermore, he said: “MEIS scheme
has played an invaluable part in not only maintaining our exports globally but also in diversifying our exports market. Furthermore, the MEIS scheme has neutralized some of the taxes and para taxes embedded in the production of exported goods and hence it is in some se nse a legitimate quasi refund of taxes”. He said the MEIS should not be stopped without replacing it with the alternative scheme of ‘RODTEP’. In addition, he said that MEIS benefit has significantly helped Indian engineering exporters maintain their competitiveness. This is more so, since over 90 per cent of the engineering exports are either low or medium value added products.

DFCCIL launches trial run on New Palanpur to Durai NEW DELHI: Another milestone has been created in Western Dedicated Freight Corridor (WDFC) as Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) completed laying of track beyond Madar and upto New Palanpur station (352.7 Km) as freight trains on Rewari in Haryana to Madar in Rajasthan of the WDFC section has been running on trial basis regularly since December 2019. First IR locomotive trial run in New Palanpur- Durai section of WDFC is being undertaken in two stretches – July 30, 2020, New Palanpur to Marwar (207.5 Km), July 31, 2020, New MarwarDurai (135 Km). This section falls in Rajasthan state (for approximately 67 Km in
Ajmer district, 196 Km in Pali district and approximately 70 Km in Sirohi district) and Gujarat state (for approximately 19 km in Banas Kantha district). The total cost of works in this section is approximately Rs 5980 crore, excluding land. The opening of this stretch will benefit various industries in Ajmer, Beawar, Swaroopganj, Abroad areas of Rajasthan and Haryana. In addition to this, the container depot of CONCOR at Swaroopganj will also come on the DFC map and get an advantage in terms of faster throughput. This section contains 98 number of major bridges (12 important bridges and 86 major bridges), 539 number of
minor bridges, two rail fly over and one road under bridges. There are 12 newly built DFC stations in this section including 09 crossing stations (i.e. Saradhana, Haripur, Chandawal, Jawali, Birolia, Keshavganj, Swaroopganj, Sri Amirgarh and Palanpur ) and two junction stations (i.e. Bangurgram and Marwar). DFCCIL will run freight train at the maximum speed of 100 km/per hour as against the current maximum speed of 75 kilometres per hour on Indian Railway tracks whereas the average speed of freight trains will also be increased from existing speed of 26 km/ph on Indian Railways lines to 70 km/ph on Dedicated Freight Corridors (DFC).
Uttar Pradesh ropes in PwC for identifying product categories for World Exports LUCKN OW: Uttar P rade sh is eyeing grabbing a major share in the world supply of select product categories totalling more than $260 billion in world exports, thus taking advantage of the "geo-politcal disturbances" that are disrupting the China-dominated supply chains of these products. The state has roped in PricewaterhouseCoopers and has identified seven such product categories including ceramics, woven fabrics, trunk, suitcases and allied products, footwear, among others, where it can carve a position in world supply in the short term. In the long
term, it continues to develop itself as a major force in the manufacturing and export of electronics, processed food and chemicals. "With its inherent strength in the manufacturing of products like ceramics, woven textiles, footwear, suitcases, among others, UP is strategically placed to occupy their global supply chains that are being disrupted due to geo-political disturbances," UP MSME and Export Promotion Minister Sidharth Nath Singh said. Citing an example, Singh said, Khurja, falling in the Bulandshahr district of the state specialises in making ceramics and has the potential
to become a world supplier in the category. Khurja's ceramic pottery also enjoys a Geographical Indicator (GI) tag. China controls 80% of the $10 billion world exports of ceramic bathware products, while 77% of the world's woven fabric exports worth $9 billion is dominated by the country. The UKbased firm will help the state make its products more competitive for the world market by presenting ways to optimise labour and land, as well as also focus on packaging and branding of the products, and looking for suitable foreign buyers that may be willing to disengage with China.
DGFT lays out procedure for exports of surgical masks, medical goggles, diagnostic kits NEW DELHI: As per the laid down procedure and criteria for submission and approval of applications for export of diagnostic kits, only manufacturer exporters can apply through DGFT’s online system. Online applications filed by exporters only from August 5 to 8 will be considered for getting licences or permission by the Directorate General of Foreign Trade (DGFT) for shipments of 2- and 3-ply surgical masks, medical goggles and diagnostic kits, according to trade notices of the DGFT. This is part of the procedure laid out by the Directorate for exporters to file
applications to seek licence for shipments of these goods. According to the directorate, exports of 20 lakh medical goggles per month and four crore 2- and 3-ply surgical masks per month are permitted. Similarly, the monthly export quota fixed for different diagnostic kits includes 238 lakh VTM kits, 149 lakh RNA extraction kits and 114 lakh RTPCR kits. As per the laid down procedure and criteria for submission and approval of applications for export of diagnostic kits, only manufacturer exporters can apply through DGFT’s online system.
Online applications for export of these items “filed from August 5 to 8, 2020, will only be considered”, according to the trade notices of the Directorate. It said the validity of the export licence will be for three months only. It added that only one application per import-export code (IEC) may be considered during the month. The exporter will have to submit certain documents that include copy of purchase order or invoice and a copy of IEC. Further, the masks and goggles can be exported by both manufacturer and merchant exporter.
Forex reserves rise by $5 bn to hit fresh high of $522 bn MUMBAI: The foreign exchange reserves rose by another $5 billion in the week-ended July 24 to hit a new high of $522 billion. With this, India has seen its forex reserves expand by $94 billion over the past 10 months. While the reserves have been driven by a rise in foreign portfolio investment
and foreign direct investment, and has been supported by lower crude oil prices and decline in imports on account of the pandemic, experts say that it has provided much needed relief to the economy. The RBI data released on Friday shows that in the week-ended July 3,
foreign currency assets expanded by $3.6 billion to $480.5 billion. Despite the Covid-19-related stress on the economy and the country going into a stringent lockdown towards the end of March, the first seven months of calendar 2020 have seen a rise of $65 billion in forex reserves.

China’s manufacturing improves in July, exports strengthen BEIJING: China’s manufacturing activity edged up in July and export orders strengthened despite weak US and European demand, a sur vey showed Friday, in fresh signs the world’s second-largest economy is gradually recovering from the coronavirus pandemic. The monthly purchasing managers’ index issued by the Chinese statistics bureau and an industry group rose to 51.1 from June’s 50.9 on a 100-point scale. Numbers above 50 show activity increasing. A measure of new orders improved
to 51.4 from 51.7, according to the National Bureau of Statistics and the China Federation of L ogistics & Purchasing. New export orders rose 5.8 points to 48.4. The results suggest “China’s economy continues to maintain a rebound trend,” the federation said in a statement. unexpectedly strong 3.2% over a year earlier in the three months ending in June, rebounding from a 6.8% contraction the previous quarter. Forecasters warn exports are likely to dip again later in the year once demand for masks, surgical gloves and other medical supplies eases. That will increase the burden on Chinese consumers and Government stimulus spending to keep a recovery on track.
Smaller Cities to see more demand for Warehousing space MUMBAI: The ongoing pandemic has severely impacted several sectors of the economy, including the real estate sector. At a time when the Indian real estate sector has been facing a slowdown, the warehousing segment has emerged as a promising investment opportunity for investors. The segment, since 2017, has garnered the second-highest share in equity investment after office and has exceeded investments in the retail asset by over three times. Office segments witnessed the equity investment at 9.3 billion dollars, followed by warehousing at 6.5 billion dollars and retail at 1.9 billion dollars in the said period. The momentum of investments has seen a minor setback this year due to the pandemic which has led many deals to be stuck in different stages of transactions and are likely to get completed at the onset of normality. Due to a dearth in projects of substantial size, which can enable funds to make more meaningful investments on a larger scale, investors preferred to go for creating such assets that can eventually become worthy for REITs or secondary sales.
Thus, 77 percent of investments in the sector have gone in greenfield/new development projects while 12 percent into a mix of ready and new development. Only 11 percent of the inflows went into the acquisition of ready projects. Since 2011, investors originating in countries like Singapore with 1,731 million dollars followed by UA E ( 1 , 6 0 0 m n d o l l a r s ) a n d Germany (1,000 mn dollars) have made substantial investments in the India warehousing market. Warehousing demand has seen strong growth in the last few years and has recorded a significant rise of 44 percent CAGR since 2017, mostly after the introduction of Goods and Services Tax (GST). The warehousing leasing activity saw healthy demand in Mumbai ( 8 % Yo Y ) , P u n e ( 4 2 % Yo Y ) a n d Ahmedabad (5% YoY) in FY2020. The need for fully compliant Grade A properties that increase the efficiency of the supply chain continues to gain momentum. Pune and Chennai have the highest concentrations of Grade A stock,
71 percent, and 69 percent respectively, due to their primary demand base of auto and auto ancillary occupiers. Due to an increase in demand for warehousing the cap rates have seen a significant decline from 13 percent to 15 percent in the year 2011 to 8.5 percent to 9.5 percent in the year 2019. This can be attributed to the supply of good warehousing, regulatory eco-system, and formalization of the segment. Despite the economic slowdown in FY- 2020, warehousing market of Pune registered 42 percent growth year-onyear (YoY) over FY- 2019. This growth was driven by third-party logistics (3PL), e-commerce, and manufacturing segments. Due to nationwide lockdown, delivering essential services to the masses became a necessity, which has resulted in a significant growth in the Tier 2 and Tier 3 warehousing markets. These markets are still at a nascent stage and are contributing around 13 percent to overall warehousing demand however recorded a tremendous growth rate of 20 percent in FY-2020.

Ishwar Achanta elected President of FAS M U M B A I : T h e Fe d e r a t i o n o f Association of Stevedores has elected Mr. Ishwar Achanta as the President and Yogesh Mehta as the Vice President at the annual general meeting (AGM) held virtually on July 29. The AGM also elected Mr. A V Subba Rao as the Secretary and Mr. Jesiah Villavarayar as the Joint Secretary of the Apex Body of the Stevedoring Associations of the Major Ports in India except for JNPT (container Port) and Mumbai Port Trust (performs its own stevedoring). Mr. Shekhar Pujari has been e l e c t e d a s t h e Tr e a s u r e r o f t h e
Association, according to a statement from the FAS. FAS has played a key role, in over 25 years in 5 BWNC’s and is represented in the Ministry of Labour’s DGFASLI Advisory Committee for Dock Workers. “ T a k i n g o v e r f r o m M r. K K r i s h n a k u m a r, w h o h a s rendered yeoman service is both a great honour and challenge. Ve r y e m i n e n t s t e v e d o r e s h a v e occupied this Chair and I am humbled that I now have a chance to lead this extraordinary group of people. COVID 19 has changed the face of business and our members have
worked nonstop, as frontline Corona Wa r r i o r s , k e e p i n g the ships loaded and discharged. It will be my job Mr. Ishwar Achanta to change the way stevedores are perceived and work closely with Government, Port Managements and other stakeholders to bring back the efficiencies and economies of scale”, Mr. Ishwar Achanta said on being elected as President of FAS.

Indian customs has been in the news for all the right reasons with their recent drive for electronic documents and shift from paper vide recent circulars announcing that paper shipping bills
will no longer be accepted beyond the declared notice period. Readers may recall that IPA was also recently in the news for playing a pivotal role in enabling electronic bills of lading and other trade documents via globally ratified platforms such as Cargo X and Essdocs which are now being integrated with PCS1X. PCS1X statistics during lockdown show growing utilisation of the platform and increased adoption by even the private ports.
Digitalization, Big Data, and new technologies key in enabling post-COVID recovery : IMO Secretary General Cont’d. from Pg. 3 He highlighted IMO’s key role in ensuring shipping can embrace the digital revolution – while ensuring safety, environmental protection as well as cyber security. “Digitalization and new technologies will also be the key to allowing standardization and therefore enhancing the efficiency of shipping,” Lim said. “Knowing the many challenges awaiting shipping and international trade, IMO is working to ensure the adoption of technologies that increase the connectivity and efficiency of working practices in maritime transport and ship management – be it in marine communications or the exchange of information in the ship-to-ship as well as the ship-to-shore interfaces, including through the so called “single window” concept.
The need for standardization was also highlighted by IMO’s Facilitation Head, Julian Abril, who noted the mandatory requirement for electronic data exchange in the Facilitation Convention, effective since April 2019. Discussions are currently underway towards making a single maritime window mandatory – so that all data for arrival and departure of ships is submitted through a single point and transmitted to the relevant agencies involved. The standardization and harmonization needed for this to happen are captured in the IMO Compendium on Facilitation and Electronic Business, a tool for software developers that harmonises the data elements required for regulatory purposes during a port call and standardises electronic messages,
reducing the administrative burden for ships linked to formalities in ports. The goal is to make it easier for companies involved in maritime trade or transport to create software that can communicate, no matter which standard they are based on. Cooperation, communication and collaboration between the various stakeholders to maintain and further develop the compendium, as well as looking into expanding its data set and data model to areas beyond the FAL Convention, has been formalised in a partnership agreement signed in March 2020 between IMO, the World Customs Organization, the United Nations Economic Commission for Europe and the International Organization for Standardization.
