Exports doing well but Container shortage a cause of concern : FIEO NEW DELHI: Shortage of shipping containers triggered by massive congestion at Chinese ports is giving Indian exporters nightmares. Exporters across product categories are staring at a slump in exports as container charges reach record levels. Ajay Sahai, Director General & CEO of the Federation of Indian Export Organisations (FIEO), said, “Since the last few months we are seeing the shortage of container and it has aggravated now. The main problem is for the low-value high-volume cargos

because they are not in a position to get the container and also the freight has skyrocketed for them and we are seeing a huge decline in export of granite, marble and furniture. While India’s exports are doing extremely well, this is something which is a cause of concern for us.” He said the government needs to ensure that not many empty containers are exported out of India. “ We h a v e s u g g e s t e d t o t h e government to ensure that not many empty containers are exported out of India because in some ports we are seeing a large number of empty

containers going out of India and that also affects us. Also, a significant number of containers have been stuck up because either the boaters have not taken delivery of the container or they have disputes with the authorities. If we can quickly offload the cargo of the container in some public bonded warehouse then these containers can be added to the supply to soften some of the problems. We have also requested the government to get in touch with the shipping lines so that additional 1 lakh containers can be brought in India to ease it.”

V.O. Chidambaranar Port created a new record by handling a ship with highest parcel size TUTICORIN: V.O. Chidambaranar Po r t c r e a t e d a n e w r e c o r d o n 29.08.2021, for handling a vessel with highest parcel size. The Singapore flagged vessel ‘M V Ince Ankara’, arrived from the Port of Mina Saqr, UAE, with 93,719 Tonnes of Lime Stone, consigned for M/s. Chettinad cements, bettering the previous record for handling the highest parcel size by the vessel ‘MV Bastions', with 92,935 Tonnes of Coal handled at the Port on 14th May, 2021. The vessel berthed at Berth No.IX, on 26th August, 2021, commenced its discharge using 3 Harbour Mobile cranes capable of discharging more than 50,000 Tonnes per day. The entire consignment was

Cargo handling through VOC Port has shown upward trend during this financial year 2021-22. The Container handling through

VOC Port has also seen a remarkable improvement. The Port handled 2.69 Lakh TEUs during this Financial year upto July 2021, registering a growth of 21.07 %, when compared to the corresponding period of last financial year.

Ban of 50 year long on export of Fresh Apricots from Ladakh lifted JAMMU: Surviving nearly 50 years export ban, a consignment of 150 kg Raktsey Karpo, the sweetest apricot, was sent to an international market in Dubai. Apricot is the primary cash crop for the farmers of Kargil and its export to different states and foreign countries will provide a major boost to the local farmers, Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan said. According to the Ladakh Autonomous Hill Development Council (LAHDC), nearly 62 per cent of India’s apricots are produced in Ladakh. Khan flagged off the first-ever international export to Dubai recently in

presence of local entrepreneurs. Khan said the export of fresh apricot outside Ladakh was “banned” and the resumption of export marks an important milestone for Kargil apricot growers. Senior politician of Ladakh region Asgar Ali Karbali said the ban on the export of fresh fruit including apricot from the Ladakh region was imposed on an assumption that due to codling moth (Cydia pomonella) emerging on apricot, its export will pose danger to fresh fruit in J&K and outside. Experts say in India codling moth was restricted to the cold arid region of Ladakh and it was supposed to have entered Ladakh from North-Western

Frontier Provence of Pakistan and Afghanistan. In January this year Executive Councilor (EC) Agriculture, LAHDC Kargil Mohd Ali, met Director General Indian Council of Agricultural R e s e a r c h ( I C A R ) , D r Tr i l o c h a n Mohapatra, at Krishi Bhawan, New Delhi, and sought lifting of the ban on export fresh fruits from Ladakh to the rest of the country. He had said the export ban not only limits area expansion under temperate fruits but also makes them weaker economically, as, at present, the district Kargil is leading in the production of Apricot with 9033 MT annually from about 16 sq km cultivated area.

Low-grade imports: DPIIT mulls quality control curbs for 45 more products NEW DELHI: The Commerce and Industry Ministry is considering quality control orders (QCOs) for 45 more products, ranging from electronics to industrial machinery, as it intends to harden a crackdown on imports of sub-standard products. The move is part of the ministry’s drive to formulate standards/technical regulations or put in place QCOs for 371 key products in the first phase. Imports of these products were

to the tune of $128 billion, or a fourth of the total purchases from overseas, in FY19, well before the pandemic struck. “Of the 371 products identified by the commerce ministry, 71 have been allocated to the department for the promotion of industry and internal trade (DPIIT) for the issuance of QCOs. Of these, the DPIIT has notified QCOs for 26 items and the remaining 45 are under consideration,” an official source told. Cont’’d. Pg. 5

Government to set up 2 divisions to boost Services Exports NEW DELHI: In order to attain the annual services exports target of $1 trillion, the ministry of commerce and industry is planning to set up two separate divisions that will focus purely on services exports by the end to this year. The ministry is also considering to dole out incentives on the lines of Remission of Duties and Taxes on Export Products (RoDTEP) scheme. “Service exports is doing well and this is the sunrise sector, as well as employment generating sector.The announcement for two separate divisions is already done. We expect it to be functional in full strength by the

year end. The ministry is already working with export councils on that,” a senior official said. In a meeting with the export promotion councils, on August 19, commerce minister Piyush Goyal had asked the export community to target $2 trillion exports by 2030, comprising $1 trillion of merchandise exports and services exports, respectively. He had announced that two separate divisions are being set up in the department of commerce in order to achieve the $1trillion services exports target. The overall ser vices exports increased by 16% in June, highest ever in the last four years. India’s total

services exports contracted by 3% on year to $206 billion in 2020-21.Officials claimed that the government is also considering a scheme similar to RoTDEP to boost services export after the representation from the service exporters. In the meeting ahead of the Foreign Trade Policy on October 1, the service industry had requested for incentives similar to those given under RoDTEP. “We are considering it. The quantum will depend af ter review of the recommendation… there will be several others measures in the upcoming trade policy, to promote exports,” the official added.

However, keeping with the principle of free and fair trade and to ensure domestic consumers have access to quality products, both Indian manufacturers and foreign suppliers will have to conform to the same standard specifications. Importantly, concerned about protectionism by stealth adopted by some nations, Commerce and Industry Minister Piyush Goyal last week asked industry associations to flag non-tariff barriers faced by Indian exporters in various countries so that New Delhi can firm up appropriate responses wherever feasible. Industry sources say the responses could be in the form of subjecting imports to strict quality parameters. So far, QCOs have been issued for a total of 100 products under the BIS Act, the source said. These include air conditioner, toys, footwears, pressure cooker and microwave. Separately, the QCOs for another 15 products, including gas cylinders, valves and regulators, have been notified under the Indian Explosives Act. The QCOs issued by the government are in sync with the WTO Agreement on Technical

Barriers to Trade, said the source. Apart from the QCOs, the government has already firmed up standards as well as technical regulations for hundreds of products across sectors, including consumer electronics, steel, heavy machinery, telecom goods, chemicals, phar maceuticals, paper, r ubber articles, glass, industrial machinery, some metal products, fur niture, fertiliser, food and textiles. Though the move isn’t Beijingspecific, it could hurt China, as the second-largest economy is the biggest supplier of low-grade products to India. Government officials maintain that the idea behind the move to enforce standards is not just to curtail low-grade imports but to improve the domestic output of quality products as well. This will, in turn, help boost exports and substitute low-grade imports, in sync with Prime Minister Narendra Modi’s push for Atmanirbhar Bharat. Interestingly, India’s move to develop technical specifications for products in recent years marks a shift in its approach to curb the inflows of substandard products (Its earlier approach was to raise tariffs).

Analysts have said India seems to have taken a cue from major developed and developing nations that have effectively employed various non-tariff measures to target non-essential and substandard imports. For instance, the US put in place as many as 8,453 nontariff measures, followed by the EU (3,119), China (2,971), South Korea (1,929) and Japan (1,881), according to a commerce ministry analysis last year. In contrast, India has imposed only 504 of them. Of course, non-tariff measures are not always aimed at curbing imports (for instance, safety, quality and environmental standards are put in place by all countries for imported products). But what have often worried analysts is that they can be abused for trade protectionism. Since substandard products are usually imported at much cheaper rates, they not just pose risks to consumer health and environment but also hit domestic manufacturing because of the price-competitiveness. Many countries, especially the big economies, therefore, subject their imports to rigorous technical standards and sanitary and phytosanitary measures.

Exports from SEZs up 41.5 per cent to Rs 2.15 lakh crore during Apr-June 2021 NEW DELHI: Exports from special economic zones (SEZs) grew by about 41.5 per cent to Rs 2.15 lakh crore during the April-June quarter of the current fiscal on account of healthy growth in pharmaceuticals, engineering, and gems and jewellery sectors, as per official data. SEZs are key export hubs which contribute about one-fourth of the country's total outbound shipments. According to commerce ministry data, exports from these zones dipped

to Rs 7.56 lakh crore in 2020-21 as against Rs 7.97 lakh crore in 2019-20. In the first quarter of the current financial year, SEZ exports rose about 41.5 per cent to Rs 2.15 lakh crore. As many as 427 such zones have been approved by the government, out of which 267 are operational as on June 30. The data showed that till June 30, Rs 6.25 lakh crore have been invested in these zones and a total of 24.47 lakh people are employed there. Export Promotion Council for EoUs

and SEZs (EPCES) is the nodal body, set up by the commerce ministry, to promote shipments from these zones. The council has announced Bhuvnesh Seth as its new chairman and Srikanth Badiga as the new vicechairman. Seth said the council would work on taking the country's exports to USD 400 billion during the current fiscal. The major export destinations include the United Arab Emirates, US, UK, Australia and Singapore.

He was warmly welcomed and was escorted by the team where he was felicitated and briefed by the management about Globicon Terminals and its operations. Mr Tarun Bajaj was accompanied by Chief Commissioner Rajiv Talwar, Commissioner V N Kulkarni and Additional Commissioner D Tripathi. The visit was marked by an overview of the facility from the terrace of the Admin building from where Mr. Bajaj observed the complete facility and examined the Green Map to get an architectural insights of India’s First Green CFS. Immediately after, Mr. Bajaj was taken through an overview of Globicon through a presentation by Mr. Jacob and salient features of the CFS facility was shared with him. The initiatives of the

Globicon towards reducing the carbon footprint by using the solar energy was admired by Mr. Tarun Bajaj. Shri Tarun Bajaj also came with a clear agenda and he swiftly visited the entire Globicon Terminals including warehouses, temperature control room, Export warehouse, LCL warehouse, FCL container yard and the Entry and Exit points and witnessed all the facets of operations. At all these locations he reviewed all the documents, examined stuffing and destuffing and other CFS functioning. He examined the CFS, it’s functioning and interacted with the ground operations staff to understand the gamut of operational activities. He was very impressed with the overall planning and operations of the facility with whatever he witnessed. He also briefed the management with insights for development. The management and the entire team of Globicon Terminals paid their gratitude and were overwhelmed by Shri Tarun Bajaj’s visit. Mr. Jacob Thomas shared that it was a matter of extreme pride to welcome and host Mr. Tarun Bajaj, Hon’ble Revenue Secretary and the esteemed delegates from Customs. Hapag-Lloyd orders another 75,000 TEU standard containers HAMBURG: To further ease the scarcity of empty containers, Hapag-Lloyd has ordered another 75,000 TEU dry boxes. The containers will be manufactured in China and delivered to Hapag-Lloyd within the fourth quarter of 2021. Adding up all investments into containers since beginning of 2020, Hapag-Lloyd has ordered 625.000 TEU. “While the normal turnaround time for our containers lies at 50 days, we currently need up to 60 days and more

due to massive congestion at ports, terminals and inland operations worldwide. This means that today about 20 percent more containers are bound in shipment while transporting the same amount of cargo before the crisis. With our recent container orders, HapagLloyd is further contributing to ease the challenging situation for our customers worldwide”, says Rolf Habben Jansen, CEO of Hapag-Lloyd. Hapag-Lloyd now has a container fleet of more than 2.8 million TEU, among them 250,000 TEU reefer containers for refrigerated cargo.

PIL meeting demands for Sea Transportation of goods SINGAPORE: One of Pacific International Lines' (PIL) magnificent 11,800 TEU P Class, built in 2019 and among the largest vessels in PIL's fleet, called at Singapore in July 2021, en route to Brazil from China. On this particular voyage, the ship was fully loaded, reflecting PIL’s capability in meeting the current demand for sea transportation around the world. It also shows the importance of shipping lines like PIL contributing to the fight against Covid-19. Among the cargo carried by the vessel were containers of Covidrelated products, including disinfectants, sanitising and cleaning products, as well as medical supplies. The vessel also carried a large shipment of solar panels, destined for Brazil for use as the country’s renewable sources of energy. PIL’s commitment to meet customers’ needs has always been central to its business philosophy. This is especially crucial with the ongoing disruptions in the global supply chain caused by congestion at ports around the world. The pandemic has

Sohar Port and Freezone & FICCI organised seminar to boost Trade N E W D E L H I : S o h a r Po r t a n d Freezone recently held the second webinar in its series with the Federation of Indian Chambers of Commerce & Industry (FICCI) designed to increase visibility in the Indian market and highlight trade opportunities between Sohar and Indian businesses. Conducted online, the webinar explored opportunities in Sohar’s rapidly growing food cluster, an industry that has already yielded mutual benefits for Indian exporters and Omani distributors. It also featured three local success stories from Sohar Flour Mills, Oman Oilseeds Crushing Company SAOC and Al-Hosn Logistics and Warehousing Services. Omar Al Mahrizi, CEO of Sohar Freezone, said, “India is one of the Sultanate’s strongest trade partners in this cluster. The variety of high-quality produce and close proximity of producers in India to Oman makes this a sector where we can generate significant increases in traffic. There are already a large number of Indian companies in Sohar Freezone, 35% of which are Indian, and while there is a strong will to become self-sufficient, the need for produce outstrips growth in Omani produce which stands at 6% per annum. We still have a

huge trade deficit, importing 10 times the amount exported, which creates the potential for service providers to enter the market and for more employment opportunities to be created within the sector.” India is the third largest partner country for food imports by value, behind Saudi Arabia and the Netherlands, however the volume of the imports suggest India is likely to become the largest exporter. Supplies of fr uit, vegetables, cereals, rice, tea, coffee, spices, dairy, eggs and meat can be found throughout the country. In 2020, India exported almost 16,000 TEU of food products to Oman – 53% of which were fruits and vegetables. Rice, Basmati and non-Basmati varieties, accounted for a further 19% of imports. India also exports a large volume of – mostly frozen – meat to Oman, mainly poultry, buffalo, sheep and goat meat. Food imports to the GCC region are projected to grow to over USD 53 Billion with a surrounding market of 2.2 Billion people as Oman relies on imports for up to 70% of all food produce. Sohar Port and Freezone’s location offers functional connectivity and global market access. The container terminal, managed by Hutchinson Ports Sohar, now has a 24/7 customs clearing service, specifically for agricultural products. The Port operates a customs clearing service available 24 hours a day, seven days a week, and a bonded transport corridor between Port and Freezone which allows goods to reach their destination in under 14 minutes. The Freezone is equipped with warehousing and cold storage, logistic service providers and is a vital logistics hub to move goods within the Gulf region. Sohar offers access to raw materials as well as attractive incentives for downstream food processing and packaging. This potentially includes processing of cereals, bakery products, beverages, edible oils, confectionary, etc. The food packaging industry could benefit from the existing aluminium and plastic producers operating in Sohar.

Container freight rates rises by ve-fold in two years on supply shortage MUMBAI: In a major blow to world trade, global average container freight rates have risen more than five-fold in two years due to a massive supply shortage which emerged partly on account of clogging and detention of vessels at major European ports. Data compiled by the London-based supply chain advisory firm Drewry show, i t s b e n c h m a r k C o m p o s i t e Wo r l d Container Index jumped to trade currently at $9817 for a 40 feet container as against $1800 for the same size container in prepandemic August 2019. The index shows a rise of 361 per cent in a year and 2.1 per cent or $204 in a week ending August 26, 2021. A sharp spurt in the composite value of the Index indicates a worrying scenario for world trade as the increase in ocean freight rates make the transported goods proportionately costlier. Eventually, global consumers will have to bear the brunt of high shipping charges which is bound to escalate world inflation and thereby exert economic pressure on developing countries. “Shipment costs have gone up significantly in the last few months. The Chinese are driving the dry bulk transport market. If China goes into a lockdown with even half of its provinces, global transport of goods is going to get further impacted. Movement of ships come to a halt in case of any lockdown not only in China but also elsewhere across t h e w o r l d . M o r e o v e r, i n d u s t r i a l production comes down due to lower consumption of goods. Eventually, the movement of goods impacts all of global trade,” Mr. Rahul Bhargava, Chief Operating Ofcer, Essar Shipping was quoted as saying.

This is the 19th consecutive week of increases in freight rates. Freight rates on Eastbound Transpacific lanes surged 4 per cent or $393 to $11,362 from Shanghai to Los Angeles and 5 per cent or $631 to $14,136 from Shanghai to New York per 40ft container. Spot rates on Shanghai to Genoa gained $203 to reach $13,464 for a 40ft box, a change of 594 per cent year-on-year. Similarly, freight rates on Los Angeles to Shanghai jumped 3 per cent or $40 to $1,398 per feu (forth-feet equivalent unit). Freight rates on Shanghai to Rotterdam gained $89 to reach $13,787 for a 40ft box. H o w e v e r, r a t e s f r o m N e w Yo r k t o Rotterdam dropped 1 per cent or $12 to reach $1,142 per feu (forth-feet equivalent unit). Freight rates on Rotterdam to New York and Rotterdam to Shanghai remain stable at previous weeks level. Drewry expects rates to increase further in the coming weeks. A combination of factors have supported a sharp escalation in ocean freight rates that have shown a three-fold jump in the last six months. Since the Covid-19 hit in November 2019, the entire world went into lockdown mode. World trade came to standstill which continued for months until new vaccines got discovered. With the increase in vaccination doses, the government started relaxing lockdown norms which ramped up consumption of goods. Thus, the demand of containers have shot up suddenly. Experts estimate 95 per cent of world trade moves through water transportation route. With supply being restricted due to the paucity of fresh investments and most importantly since no corporate could have anticipated such a boom un container

demand, freight rates have been continuously going up. “One of the reasons for soaring container demand and its impact on global freight rates is the economic stimulus announced by a number of countries including India, China, Japan, United States to name a few. Such stimulus packages have increased purchasing power of an individual which has supported demand of consumer goods,” said a senior industry official. M o r e o v e r, a v a i l a b i l i t y o f p o r t infrastructure and handling staff has remained limited due to Covid restrictions. Many ports globally have only recently started to restore their workforce making it mandatory to restart only after a double dose of Covid vaccines. This delay has caused detention of vessels and delay in their downloading at ports in China and also in the western countries. “The container freight rates have gone up dramatically since the Covid pandemic started. For a 40ft container, we used to pay $200 in the pre-pandemic time. It has now gone up to $1400 due to the acute supply shortage. While large traders and corporates can easily pass on such a high freight rate to consumers, small and medium sized players face huge problems in absorbing the high cost. Nor can they pass it on to their customers. We, therefore, have decided to reduce export and import of goods till the situation normalizes,” Chintan Singhvi, Proprietor, Luckystar International, a city-based polymer importer said. Meanwhile, companies have turned their focus on local markets for procurement of raw materials and selling of finished products in an effort to transact business hassle-free.

Four steps to improve Ocean Bid & Procurement Outcomes in 2021-22 L O N D O N : Wi t h the ocean transport market facing prolonged and widespread structural disruptions, shippers must focus on bringing some order back to their procurement and carrier management processes. But what can they do? In the many interactions between Drewry consultants and shipper customers around the world, two issues in particular seem to surface time and again. “What can I do in this seller’s market?” and; “I’ve never seen a shipping market like this before in my career – are there any new rules or best practices we should follow [as we conduct business]?” Without doubt, for transport procurement and logistics operations professionals, managing the ocean transport requirements of a company today is tough and hugely frustrating. Having to explain excessive transport costs, chronic under-performance and delays to top management is certainly no easy task. Drewry supports both large and small Beneficial Cargo Owners (BCOs) throughout the bid process from procurement management and best practice advice to cost benchmarking and service performance management. Priority Step 1: Go to bid early and give the process more time The lesson from the 2021 round of transpacific contract negotiations is that BCOs who launched their bid early fared better in securing capacity and “tolerable” contract rates than BCOs who waited “to see how the early negotiations turn out” – and ended up being told, on some

occasions, that the market was “sold out”. Drewry research indicates the same level of bid completion risk and market dynamics in end-2021 bids (particularly those affecting Asia-Europe) and in early 2022 (for transpacific negotiations). Separately, when Drewry provided bid support to shippers, we found that starting the bid process early allowed BCOs to get better alignment on how the shipper and the carrier can work together under the new contracts, including looking at reciprocal commitments on volume, capacity and forecasting. This proved useful in an environment of under-supply. Also, allow more time at the end of forthcoming bids to make sure you can deal with any rejection by carriers of your awarded volume (a growing risk) and reallocate in the last days of the bid. Priority Step 2: Switch from spot rates back to contract rates as soon as possible Particularly for small shippers and for those working with NVOs, a huge pain point in recent months has been the inability to either obtain fixed annual contract rates or to get NVOs (most, not all NVOs) to adhere to their promised fixed annual rates. Many NVOs are openly saying that they cannot provide 12-month validity of rates. Reconsider your vendor base; exploit any opportunity to aggregate and leverage volume and how you then engage with vendors. The aim is to ensure that promised fixed rates do not become temporary rates subject to unpredicted GRIs and surcharges. [NB Drewry is considering a survey of its global shipper community to establish the “minimum volume” requirements to

enter into fixed annual rates]. When should you switch back to contract rates? If you are a small shipper, monitor Drewry’s rate benchmarking data to determine when the market softens on your main lanes, you may then find you have a better chance of getting back to favourable contract rates. Priority Step 3: High volume shippers should go for a 2-year contract with their core, preferred providers Drewry has analysed the benefits of longer contracts for both shippers and carriers in the current market and made the recommendation to some larger customers to adopt 2-year contract durations in their next bid. There is an emerging trend towards longer contracts – previously a rare practice. Several major carriers are proactively asking BCOs to move to multi-year contracts and Drewry believes 2-year-long contracts can be beneficial to some larger shippers, but only if they can satisfy some level of rate stability. As well as providing shippers with indices for their index linked contracts which are normally accepted by carriers, we also have considerable experience of defining index-linked contract clauses and indexing mechanisms, as longer contracts may require an indexing clause. For multi-year contracts, the indexing mechanism should also include an agreed, independent index. The new entity will operate under the CEVA Logistics name starting Sept. 1, 2021. WAC Logistic Pakistan has been CEVA’s partner in the country for the last three years, and Khurram Sheikh, former director with WAC Logistics will serve as CEVA’s country manager.
