India to become pioneer in developing contactless human port call system for ships : DG Shipping NEW DELHI: Mr Amitabh Kumar, Director General of Shipping & Additional Secretary to the Government of India said that ship building is a high priority area for the Government and we are trying various methods to incentivize ship building in India. Addressing FICCI webinar ‘Business Continuity Plan For Indian Maritime Sector and Path To Recovery Post COVID-19’, Mr Kumar said, “Our long-term strategies include that we want more ships under Indian flag and we want to use cargo as an asset to build maritime industry including shipping, ship building, repairs and manning.” He further said, “We want to liberalize our registration regime, encourage more FDI in shipping and allow joint ventures in ship ownership. We want overseas Indian citizens to
invest in Indian shipping sector.” Highlighting the long-term vision of the Indian maritime industry, Mr Kumar said, “We are working to become a pioneer in ‘contact-less port call’, where any ship or port don’t engage in any human interaction whenever the ship calls the port. This is our three-year vision.” Elaborating on India’s excellence in small ship manufacturing, Mr Kumar said that Government is comingup with first Maritime Cluster in Goa and over 100 companies are already part of this. “We know that we have strength in building small ships, off-shore vessels. We need to concentrate on that and become better so that we not only get orders from Indian flag vessels but it becomes a hub for international ship building. Once we have gained this expertise, we can scale it up to large vessels,” he added. Cont’d. Pg. 2

Chabahar Port, a Game Changer – gaining momentum MUMBAI: India Ports Global Ltd ( IPGL) had commenced its operations at Shahid Beheshti Port of Chabahar on 25th December 2018 and has completed 18 months of smooth operations. During this period it not only handled container and Bulk cargo vessels, but also livestock and heavy lift cargo vessels. After initial struggle IPGL finally has some good news ! The integration of Chabahar port with the Free Zone was approved by the Iranian Guardian Council in February 2020. Subsequently a MOU has been signed between PMO and Free Zone Authorities on 9th June 2020 for implementation of laws and regulations
of the Free Zone in the port of Chabahar. The inclusion of the port in the Free Zone is expected to boost the cargo through the port. Transit of export consignment from Afghanistan thru Chabahar commenced in February 2019 as trickle and has now showing a healthy upward trend. On 30th June, the IPGL terminal loaded 76 TEUs (all refrigerated) for India. This is record single loading and is a mile stone in growth path of Shahid Behesti Port of Chabahar. Earlier on 28th June, the port also handled the fourth consignment (300 TEUs) of wheat aid cargo from India to Afghanistan. This is part of 75000 MT of India’s humanitarian aid from
Government of India to people of Afghanistan, The trade is also upbeat with the announcement that Ghazanfar Bank of Afghanistan will soon open a branch in Chabahar. It is understood that the bank has received requisite permit from Central Bank of Iran. IPGL now has a water front of over 1200 mts (with 70 Ha of back up area), where 4 nos post panama vessels can berth. With “exceptions” granted by USA to the port, Chabahar is all set to scale greater heights. We all Indians are proud at the success of our first ever port investment overseas.
Exporters seek fast clearance of imports of intermediates from China at all ports NEW DELHI: Exporters have asked the Centre to allow consignments imported from China by manufacturing units to leave the ports without 100 per cent inspection, as these are inputs that go into producing final products and delays would lead to losses and give a further blow to units already suffering due to Covid-19 disruptions. “Exporters are discussing the matter of exempting imports by manufacturing companies from checks, with the Commerce and Industry Ministry and the Finance Ministry. Hopefully, the Reveue Department will be convinced to take appropriate steps. Some big Chinese companies have already been given clearance, we have learnt, and so extending the same to consignments imported by manufacturers should not be difficult,” a Delhi-based exporter of electronic items who imports components from China said. The Customs Department has been holding up import consignments from China, since last week, for 100 per cent checks following the border conflict
w i t h t h e n e i g h b o u r i n g c o u n t r y. Although there has been no formal order from the government, the idea could be to discourage imports from China. However, exporters are sure that the government would not want to hold up the import of raw materials and intermediates as they go into manufacture of finished products. “We would have loved it if we could differentiate between imported raw material, intermediate and finished products. But that would be a herculean exercise. However, it is obvious that manufacturers are not importing finished products. So, they can be exempted. Our discussions with the government are on,” said Ajay Sahai, Director-General, Federation of Indian Export Organisations. Benefit for all While the government is considering allowing fast clearance of imported consignments by authorised economic operators that will cover about 3,000 companies, exporters want all manufacturers to be extended the benefit. The Textiles Ministry, too, is in talks
with the Revenue Department to see how the problems being faced by exporters of apparels and textiles — due to imports from China being held up at Indian ports — could be sorted out. “We have approached the Textiles Ministry to take up the issue of speedy clearance of inputs imported by the apparels and textiles industry from China, as a large number of shipments of fabrics and accessories are awaiting clearance at ports. We had been given to understand that the matter will be sorted out by the middle of this week, but we are not sure,” said A Sakthivel, Chairman, Apparel Export Promotion Council (AEPC). AEPC had earlier written to CBIC (Central Board of Indirect Taxes and Customs) Chair man Ajit Kumar, pointing out that the delay in clearing consignments was affecting factory operations as inputs were held up at ports across the country including Mumbai, Delhi, Chennai, Bengaluru, Kolkata and Tuticorin, and exporters feared they would fail to meet their delivery schedules.

Trade Notice No. 17/2020-21 Sub. : Procedure and Criteria for submission and approval of applications for export of PPE Medical Coveralls for COVID -19 Reference is invited to the DGFT Notification No.15 dated 29-06-2020 restricting the export of PPE medical coveralls for COVID-19 and fixing the export quota of 50 Lakh PPE Coverall Units per month. 2. In this regard, the application procedure and criteria for export of PPE Medical Coveralls for COVID-19 is outlined as under: I. Export of only 50 Lakh units of PPE medical coveralls for Covid-19' will be allowed every month. II. Exporters may apply online through DGFT's ECOM system for Export authorisation (Non-SCOMET Restricted items) Please refer Trade Notice No.50 dated 18-03-2019. There is no need to send any hard copy of the application via mail or post III. Only applications for export of "PPE medical coveralls for Covid-19" filed from 1st to 3rd day of each month will be considered for the quota of that month. IV. All the applications will be examined as per the Para 2.72 of Handbook of procedures and all approvals/allocations will be done by 10th of every month. V. Validity of the export license will be for 3 months only. VI.The following requirements/eligibility criteria will be applicable for issuance of Export license : a. The firm applying should be a manufacturer of PPE Coveralls (Certificate of registration from the concerned Department/ Authority to be supplied) b. Copy of Testing/Accreditation of PPEs medical coveralls issued to the firm from the laboratories notified/recognized by the Ministry of Textiles for this purpose. c. Firm shall either submit a copy of importing country's PPEs medical coveralls Standards Certificate obtained by it or a Copy of Bureau of Indian Standards (BIS) Certificate obtained by it, if the importing country does not insist on a Standard Certificate. d. Firm shall submit a Chartered Engineer's certificate certifying that the fabrics used in the PPE medical coverall were manufactured in India. e. A copy of IEC of the firm f. Only one application per IEC will be considered during a month. g. A copy of Purchase Order/Invoice. h. All documents must be duly self - attested by the authorized person of the firm. VI. All the relevant documents as specified above must be submitted along with the online application to fulfill the eligibility criteria. Maximise use of aviation assets to lower logistics cost: Nitin Gadkari NEW DELHI: India needs to scale up use of its aviation assets such as grounded aircraf t and less-used airports for cargo handling so that logistics costs decline and export of resources such as fish, vegetables and fruits become viable, transport minister Nitin Gadkari said. In an online interaction with members of Domestic Air Cargo Agents Association of India, Gadkari said he will speak with his cabinet colleague and defence minister Rajnath Singh for using assets such as de-commissioned aircraft of Indian Air Force for cargo handling. This, he said, will make exports of certain Indian commodities more viable, enhance income of people and benefit the nation. “The government will support your efforts. The point is we
need to get maximum work done by our assets and elicit maximum utility to keep costs low,” the minister said, adding that the country needs to bring down its logistic cost from the currently estimated 13%. “I have many suggestions for air cargo movement. There is a lot to do, especially in the case of fr uits, vegetables and fish. Our marine economy is worth ₹one trillion. We want to scale it up to ₹6 trillion but our biggest problem is transportation,” the minister said. An efficient air cargo ecosystem will help in exporting items like prawns from cities like Nagpur to Dubai and Singapore, Gadkari said. The minister further said higher logistics cost has been one of the challenges for the industry, and in India
the cost is much higher than nations such as China and the US. Citing an example of the 12-lane Delhi-Mumbai expressway that is currently in the works, he said the project is expected to drastically cut down travel time between the two cities. “The number of trips taken by a truck will also increase and cost will go down,” Gadkari said. Construction has been initiated on some corridors, which will include the Delhi-Mumbai expressway, and is expected to be completed by 2023. Such projects are expected to provide alternate routes to diversify traffic, provide connectivity for major towns, thereby reducing distance and travel time, along with giving thr ust to backward regions in the country by improving infrastructure.
Rupee depreciation to help boost Indian farm, textile and jewellery exports NEW DELHI: A depreciating rupee is set to improve India’s competitiveness in the world market and thus help boost exports of agricultural products, textiles and gems and jewellery, experts say. The rupee has depreciated 6 per cent in the first half of the ongoing calendar year to trade at 75.51 a dollar (as of Tuesday), as against 71.38 on January 1. In fact, the rupee had slid to 76.21 on June 16, but recovered following the Reserve Bank of India’s (RBI’s) intervention. With the Indian economy projected to contract this year, the rupee may slip to even 80 a dollar, according to experts. For several products like textiles, India is operating at a thin margin of 2-3 per cent, and hence, a 6 per cent depreciation in the rupee makes a big difference. “The three-month range of USD/INR is 75.50-77.50 and the six-month range is 74 - 80,” said IFA Global in its latest report. This means the rupee has room to depreciate by another 6 per cent in the second half of the current calendar year. The Agricultural and Processed Food Product Export Development Authority (Apeda) reported India’s exports of agriculture, allied and processed food items to the tune of $35.1 billion in FY20, as against $38.5 billion in the previous year. India’s agriculture exports had hit a record high $42.8 billion in Fy14. Apeda-registered products comprise around 50 per cent of India’s overall agricultural exports. “In basmati rice exports, we benefit from r u p e e d e p r e c i a t i o n . . . Ujjwal Lahoti, Chairman of Lahoti Overseas, a Mumbai-based manufacturer and exporter of kidswear, believes that the rupee depreciation will help improve India’s competitiveness in the world market and increase export of textiles. There is another issue, which may have to be seen in the context of rupee deprecation. In many areas, India has been the world leader, especially in commodities like basmati rice, guar gum and buffalo meat. India faces a tough competition from other countries in the export of cotton, soybean, sugar, non-basmati rice, textiles, and gems and jewellery, for which a depreciating rupee is positive. For gems and jewellery, around 95 per cent of the value of ornaments comes from raw materials, which are
generally imported into India. Hence, the value addition component of a mere 5 per cent of the worth of goods proves a real differentiator. “Rupee depreciation definitely helps. But we need to see in the context of movement in the currency of the country we are competing with. For example, if we consider Brazil as our competitor, its currency the ‘real’ has depreciated more than the ‘rupee’. Also, Turkish lira, the British pound, and Indonesia’s rupiah have depreciated sharply. In such a scenario, gains from a depreciating rupee get nullified,” said Ajay Sahai, Director- General, Fe d e r a t i o n o f I n d i a n E x p o r t Organisation (FIEO). “For marine products, Vietnam avails 6 per cent duty benefit in Europe due to the free trade agreement (FTA) signed between them. So, r upee depreciation to would certainly benefit India in marine exports to the European Union,” added Sahai.

Inaugural stopover of the mega container ship "HMM OSLO” LE HAVRE welcomes one of the largest and newest container ships in the world LE HAVRE: On its inaugural voyage, the container ship HMM OSLO will call at Po r t d u H a v r e t h i s June 30. Of type megamax 24 (24 bays and 24 rows), the new ship of Korean armaments HMM (partner of the THE consortium Alliance since April 2020) is the first built by Samsung Heavy lndustries and the second in its future fleet of twelve giants (after the HMM Algesiras released the previous month from the other Korean shipyard, Daewoo Shipping & Marine Engineering's Okpo), HMM Oslo is 400 meters long and 61.50 meters wide for a maximum draft of 16.50m. It has a capacity of 23,792 TEU, only 172 TEU less than its predecessor, the HMM ALGESIRAS (23,964 TEU) which remains to this day the largest container ship in the world. For Baptiste Maurand, Managing Director of HAROPA Port du Havre, the first container port at the service of French foreign trade is proud to welcome this new giant of the seas: "Port 2000 was designed to accommodate these larger vessels 24/7. This infrastructure is a strength for Le Havre which, at this day, is one of the rare large ports in Northern Europe to offer suitable nautical conditions for container ships in this category at full load ". This is one of the reasons for which the largest maritime alliances in the world choose to place Le Havre on the map of their rotations: "in the post-Covid context, he adds, this stopover is particularly symbolic and testifies to this renewed confidence of armaments in the port of Le Havre ". The HMM OSLO is assigned to the service operated within the framework of the THE Alliance consortium (HMM, Hapag Lloyd, ONE and Yang Ming) on the Asia-Europe FE2 service. HMM Oslo started its rotation on 8 May in Busan, and continued with stops in Shanghai, Ningbo, Yantian and Singapore, then set course on northern Europe. The Havre stopover is made at the Terminal de France which is operated by General of Port Handling (GMP). He will stay there until July 1. HAROPA, 5th port in the northern European range HAROPA is the leading port for containerized foreign trade in France. Its development in mass transport as well as in its logistics platforms testifies to the will of HAROPA to support and anticipate the needs of its customers as well as to conquer new markets, beyond its current hinterland.
PSA and DP World in line for Major Port projects as Chittagong expands CHITTAGONG: Tw o g l o b a l p o r t operators – PSA and Saudi Arabia’s Red Sea Gateway Terminal (RSGT) – have been shortlisted to construct Bay Terminal, a 12-metre draught facility near Chittagong port. At the same time, RSGT and DP World are on the priority list for operating the under-construction Patenga Container Terminal, which will raise Chittagong port’s container handling capacity significantly. The Bangladesh government is keen to enhance goods capacity of the country’s prime seaport, which frequently faces acute congestion. “We are in talks with these foreign companies. An agreement will be signed after the negotiation is completed,” a senior shipping ministry official said. Bay Terminal will be built nearly 10 miles north of the estuary and will comprise one 1,500-metre multipurpose terminal, one 1,225-metre container terminal and two 830-metre container terminals. It will have 13 jetties and accommodate vessels of up to the 280 metres long. The construction cost is estimated at $2.5bn.
Currently, vessels with a 9.5-metre draught can dock at Chittagong during high tide – Bay Terminal’s location nearer the sea will allow vessels to be able to berth independent of tides. Sources say the government’s Public-Private Partnership Authority is in talks with PSA Singapore on technical, financial, and legal issues. The Singaporean company may be involved in capital dredging, building a breakwater in the bay and constructing the container terminals, except the multipurpose facility. Several other companies, from China, India, Korea, and the Middle East, have expressed interest in investing in Bay Terminal construction, but until now PSA Singapore and RSGT are in pole position, confirmed an official. Meanwhile, the government has engaged the engineering corps of the Bangladesh Army for construction of the Patenga Container Terminal, a 600-metre long facility with a back-up area of 26 acres and three berths with 9.5 metres of depth alongside. The $235m terminal be able to handle 3.6m teu a year. With RSGT and DP World on the priority list, if successful would be the first foreign companies to operate ports and terminals in Bangladesh. Chittagong has a designed handling capacity of 1.7m TEU, but last year handled 3.1m TEU.
