Maritime Single Window - Advancing Digitalization in Shipping : IMO …IMO video highlights importance of the Maritime Single Window for Trade by Sea LONDON : This year 2024 marks a milestone in the acceleration of digitalization in shipping – the mandatory “Maritime Single Window”. The requirement under the C o n v e n t i o n o n Fa c i l i t a t i o n o f International Maritime Trafc (FAL), requires Governments to use a single digital platform or “Maritime Single Window” to share and exchange information with ships when they call at ports, since 1 January 2024. This will streamline procedures to clear the arrival, stay and departure of ships and greatly enhance the efficiency of shipping worldwide. IMO Secretary-General Arsenio Dominguez said: “Digitalization is critical for greater efficiency in shipping. The Maritime Single Window delivers information between ships, ports and government agencies quickly, reliably and smoothly.” More than 4.6 million port calls were recorded globally in 2022. Typically, ships spend at least one full day in port IMO has supported countries to implement the Maritime Single Window. In November 2023, a generic Maritime Single Window (MSW) platform was handed over to the Port of Lobito in Angola, following a Single Window for Facilitation of Trade (SWiFT) project which was supported by the Maritime and Port Authority of Singapore (MPA) and IMO. The initiative built upon an earlier successful project coordinated by IMO that saw successful delivery in 2019 of a Maritime Single Window system in Antigua and Barbuda. The Facilitation Committee of IMO has issued guidelines to assist
Member States to implement the MSW, including the revised guidelines for setting up a maritime single window and the guidelines on authentication, integrity and confidentiality of information exchanges via maritime single windows and related services. Facilitation Convention The Facilitation Convention was adopted in 1965 and contains Standards and Recommended Practices with rules and procedures for simplif ying formalities, documentary requirements & procedures on ships’ arrival, stay and departure. The Convention has been updated continuously, embracing digitalization and automation for procedures. The annex to the Convention makes it mandator y for public authorities to establish, maintain and use single window systems for the electronic exchange of information required on arrival, stay and departure of ships in ports. In addition, public authorities will have to combine or coordinate the electronic transmission of the data to ensure that information is submitted or provided only once and reused to the maximum extent possible. Other amendments to the Facilitation Convention, which entered into force on 1 January 2024, include those addressing lessons learnt from the COVID-19 pandemic and new & amended Recommended Practices to prevent corruption and illicit activities in the maritime sector. Lessons learned from the COVID-19 pandemic The updated annex to the FAL
Convention includes provisions derived from lessons learned during the course of the COVID -19 pandemic. Contracting Governments and their relevant public authorities are required to allow ships and ports to remain fully operational during a public health emergency of international concern (PHEIC), in order to maintain complete functionality of global supply chains to the greatest extent possible. Public authorities are also required to designate port workers and ships’ crew as key workers (or equivalent), regardless of their nationality or the flag of their ship, when in their territory. Best practice recommendations aim to prevent obstacles to crew movement for repatriation, crew change and travel, and encourage dissemination of information about public health matters and expected protection measures by ship operators. The amendments concerning arrival and departure of persons require public authorities to inform passengers about vaccination requirements sufficiently in advance of departure and vaccinators to use the International Certificate of Vaccination or Prophylaxis in order to assure uniform acceptance.

CULines launches CIX2 China-West India Service, add Direct Shipping from Tianjin and Kaohsiung to West India BEIJING: To further strengthen the China-India shipping network, CULines will commence CIX2 service from China to India starting February 24th. APM Terminals Pipavav : 1st ever private LPG rake loaded P I PAVAV: G P P L - A P M Te r m i n a l s P i p a v a v - c r e a t e d historical milestone by loading the first private LPG rake at the port on 22nd January 2024 along with terminal partner Aegis Vopak Terminal Limited [AVTL]. Bharat Petroleum Corporation Ltd. [BPCL], the importer operated the rake carrying appx 1100 MT of LPG from Port Pipavav to be distributed to the hinterland. With Indian Railway board permitting the other players to move LPG by rail from port Pipavav, the port is ready to capitalize on its excellent rail connectivity to import LPG and distributing it to the customers through the environment friendly rail route. GPPL, located on the Western India is well connected to the hinterland through rail and road. In fact, GPPL is the first Indian port connected with the environment friendly DFC [Dedicated Freight Corridor]. The port with LPG rail sidings right inside the port can accommodate a full LPG rake.

Haryana amends policy to bring uniformity in MMLP CHANDIGARH : The Haryana Cabinet has amended the policy for setting up multi-modal logistics parks (MMLPs), integrated inland container depots, logistics parks, warehouses-cum-retail, truckers parks, cash and carry, warehouse, cold-chain facilities and gas godowns. An official spokesperson said that as per the amended policy, a minimum 20 acres will now be necessary for the establishment of integrated inland container depots or custom bounded areas, replacing the existing requirement of 50 acres. For agro-warehouses with retail facilities, a minimum area of two-acres will be required, while non-agro warehouses with retail facilities will require a minimum of five acres. In addition, developers must ensure a minimum
approach of 33 feet for agro-warehouses and 60 feet for nonagro warehouses. Cold-chain storage facilities will necessitate a minimum approach of 33 feet, the spokesperson said.These amendments are aimed at maintaining consistency in the minimum eligibility conditions and approach norms across policies of both the town and country planning and Industries and Commerce Departments. The proposal was approved with the decision that the Industries and Commerce department will appropriately amend the Haryana Logistics, Warehousing and Retail Policy, 2019, to align the policy with the current proposal of town and country planning department.

Highlights of the Interim Union Budget 2024-25 • Nirmala Sitharaman emphasises that Amrit Kaal should be Kartavya Kaal for realizing the vision of ‘Viksit Bharat’ • Every challenge of pre-2014 era overcome through Economic management and Good Governance: FM • Government to present a detailed roadmap for pursuit of ‘Viksit Bharat’ in the full budget in July • Rs. 75,000 crore worth 50-year interest free loan to states to realise vision of ‘Viksit Bharat’ NEW DELHI : While presenting the Interim Budget 2024-2025 in the Parliament today, the Union Minister for Finance & Corporate Affairs, Smt. Nirmala Sitharaman underscored the transformative leadership of Prime Minister, Shri Narendra Modi and its impact on India's progress and emphasised that Amrit Kaal should be Kartavya Kaal to realise the vision of ‘Viksit Bharat’. Amrit Kaal as Kartavya Kaal The Minister said that the Government stands committed to strengthen and expand the economy with high growth and to create conditions for people to realize their aspirations. Smt. Sitharaman quoted the Prime Minister from his Independence Day address to the nation, in the 75th year of our Republic, and said, “We commit ourselves to national development, with new inspirations, new consciousness, new resolutions, as the country opens up immense possibilities and opportunities”. She said that it is indeed our ‘Kartavya Kaal’. She highlighted that every challenge of the pre-2014 era was overcome through economic management and good governance. The Minister said, “These have placed the country on a resolute path of sustained high growth. This has been possible through our right policies, true intentions, and
appropriate decisions.” Smt. Sitharaman also said, “In the full budget in July, our Government will present a detailed roadmap for our pursuit of ‘Viksit Bharat’.” Reforms in the States for ‘Viksit Bharat’ The Minister noted that many growth and development enabling reforms are needed in the states for realizing the vision of ‘Viksit Bharat’. In this regard, she announced seventy-five thousand crore rupees as fifty-year interest free loan to support those milestone-linked reforms by the State Governments. H i g h - Po w e r e d C o m m i t t e e t o consider challenges arising from fast population growth Smt. Sitharaman stated that the Government will form a highpowered committee for an extensive consideration of the challenges arising from fast population growth and demographic changes. The committee will be mandated to make recommendations for addressing these challenges comprehensively in relation to the goal of ‘Viksit Bharat’, she added. Development of aspirational districts & blocks Smt. Nirmala Sitharaman said that through ‘Aspirational Districts Programme’ the Government stands ready to assist the states in faster development of aspirational districts
and blocks, including generation of ample economic opportunities. Development of East Stressing on the Government’s focus on the development of the East, Union Minister for Finance also said that the Government will pay utmost attention to make the eastern region and its people a powerful driver of India’s growth. Infrastructure • Capital expenditure outlay for Infrastructure development and employment generation to be increased by 11.1% to Rs. 11,11,111 crore, that will be 3.4% of the GDP. Railways • 3 major economic railway corridor programmes identified under the PM Gati Shakti to be implemented to improve logistics efficiency and reduce cost o Energy, mineral and cement corridors o Port connectivity corridors o High traffic density corridors • Forty thousand normal rail bogies to be converted to Vande Bharat standards. Aviation Sector • Number of airports in the country doubled to 149. • Five hundred and seventeen new routes are carrying 1.3 crore passengers. • Indian carriers have placed orders for over 1000 new aircrafts.
Interim Budget : India-Middle East-Europe Economic Corridor is a Strategic & Economic Game Changer For India & Others NEW DELHI: Union Minister for Finance & Corporate Affairs, Smt. Nirmala Sitharaman said that the recently announced India-Middle East-Europe Economic Corridor is a strategic and economic game changer for India and others. While presenting the Interim Budget 2024-25 in Parliament, the Minister quoted the Prime Minister, Shri Narendra Modi saying that the corridor “will become the basis of world trade for hundreds of years to come, and history will remember that this corridor was initiated on Indian soil”. Highlighting the global context, Smt. Nirmala Sitharaman said that geopolitically, global affairs are becoming more complex and challenging with wars and conflicts. She noted that globalization is being redefined with reshoring and friend-shoring, disruption and fragmentation of supply chains, and competition for critical minerals and technologies. A new world order is emerging after the COVID-19 pandemic, she added. The Minister stated that India assumed
G20 Presidency during very difficult times for the world. She highlighted that the global economy was going through high inflation, high interest rates, low growth, very high public debt, low trade growth, and climate challenges. She said that the pandemic had led to a crisis of food, fertilizer, fuel and finances for the world, while India successfully navigated its way. Smt. Sitharaman said that the country showed the way forward and built consensus on solutions for those global problems. Promoting Investments The Minister said that the Foreign Direct Investment (FDI) inflow during 2014-23 was USD 596 billion marking a golden era. She highlighted that it is twice the inflow during 2005-14. While presenting the Interim Budget 2024-25, the Minister further said, “For encouraging sustained foreign investment, we are negotiating bilateral investment treaties with our foreign partners, in the spirit of ‘first develop India’.”

Interim budget proposes to retain tax rates for direct & indirect taxes NEW DELHI : “Keeping with the convention, I do not propose to make any changes relating to taxation and propose to retain the same tax rates for direct taxes and indirect taxes including import duties,” said the Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman, while presenting the Interim Budget 2024-25 in the Parliament.
To ensure continuity in taxation, the Union Finance Minister proposed to extend certain tax benefits to start-ups and investments made by sovereign wealth or pension funds and tax exemption on certain income of some IFSC units till 31.03.2025. In line with the Government’s vision to improve ease of living and ease of doing business, and to provide a relief to a large number of petty,
non-verified, non-reconciled or disputed direct tax demands, many of them dating as far back as the year 1962, Smt. Sitharaman proposed to withdraw such outstanding direct tax demands up to ₹25,000 pertaining to the period up to financial year 2009-10 and up to ₹10,000 for financial years 2010-11 to 2014-15. This is expected to benefit about one crore tax-payers.
Higher capacity utilization of ICDs to push exports from Madhya Pradesh : Customs INDORE : Higher capacity utilization of Inland Container Depots (ICDs) of Madhya Pradesh may further push exports from the State, said a Senior Official from the Customs department recently. Exports from Madhya Pradesh in the financial year 2022-23 was around Rs 66,000 crore of which close to Rs 30,000 crore was from Indore and nearby areas. Sameer Chitkara, Commissioner Customs, Indore said, “Exports from Madhya Pradesh may grow in double digits in the new fiscal amid the conducive environment and availability of resources, mainly agriculture products.The growth in exports may see a sharp hike if exporters make full use of the ICD’s in the state.”
There are 6 ICDs in Madhya Pradesh.Chitkara was speaking at the celebration of the Inter national Customs Day organized by the Tax Practitioners Association. The International Customs Day fall on January 26 and the theme for the year 2024 is ‘Customs engaging traditional and new partners with purpose’.“We have rolled out several schemes and policies to facilitate exports from the state. Exporters and importers should make use of these facilities for better revenue and ease of doing business,” said Chitkara.More than 5,000 items are exported from MP like pharmaceuticals, cereals, machinery, cotton, textiles, plastic articles, automobiles, edible vegetables and among others.
The faceless assessment, contactless customs, paperless customs, risk management system among other facilities by the Central Board of Indirect Taxes and Customs (CBIC) will further aid in smooth overseas movement, said Customs officials. Customs department is facilitating trade by Risk Management Systems (RMS) and clearing more 90 percent consignment without interventions of Assessment and Examination, said Dinesh Bisen, Additional Commissioner of Customs, Indore. He said, faceless assessment has reduced the manual interventions and e-governance initiatives such as RMS, e-sanchit, egate pass, e-out of charge and e- let export order.
Vizhinjam Port’s 1st phase to be completed by Dec : Kerala Port Minister T H I R U VA N A N T H A P U R A M : Ports Minister Shri V N Vasavan told the Kerala Assembly that the first phase constr uction of Vizhinjam International Transshipment Terminal will be completed by Dec this year. At present, 72% of the total works expected to be finished in the first phase has been completed, said the Minister. The original schedule was to complete the first phase by Dec 2019. However, due to the shortage of rocks for the construction of breakwater delayed the work. It had become difficult to source the rocks and hence the first phase of the project could not be completed on time, said the Minister. The Minister said 73.72% of the
dredging and reclamation work has been completed so far. Similarly, 68% of the breakwater construction, 87.75% of berth, 81% of the building construction, 52% of the construction of the container yard, 73% of the work for the installation of cranes and tugs and 51.8% of the construction of the roads inside the port have been completed. The mother ships will start reaching the port after the completion of the first phase. At present four ships carrying containers have reached the port, and the installation of the cranes are being carried out at the port. It is estimated that in the first phase, the port will be able to handle one lakh containers. This capacity will be increased corresponding to the
completion of the projects in subsequent phases, the Minister said. As part of developing the basic infrastructural facilities for the port, work for the road and rail connectivity are progressing at a rapid pace. With the completion of these two along with the first phase completion of the port, we can ensure a smooth movement of containers to different places, he said.The construction of the skill park is nearing completion. The skill park is intended to provide a work force for the port activities. The National Highway Authority of India has begun the tender process for the outer ring road connecting the industrial corridor planned between Vizhinjam and Navaikulam.
Cabinet approves continuation of Scheme for Rebate of State and Central Taxes and Levies for export of Apparel/Garments NEW DELHI : The Union Cabinet chaired by PM Shri Narendra Modi approved the continuation of Scheme for Rebate of State & Central Taxes & Levies (RoSCTL) for export of Apparel/ Garments and Made ups upto 31st March 2026. Continuation of Scheme for proposed duration of two (2) years will provide stable policy regime which is essential for long term trade planning, more so in the textiles sector where orders can be placed in advance for long term delivery. The continuation of RoSCTL will ensure predictability and stability in policy regime, help remove the burden of taxes and levies and provide level playing field on the principle that “goods are exported and not domestic taxes” The Union Cabinet had given approval of the scheme up to 31.03.2020 and further approval was given for continuation of RoSCTL till 31st March 2024. The present extension upto 31st March 2026 helps in enhancing export competitiveness of garments and madeups sectors. It makes apparel/garments
and Made ups products cost-competitive and adopt the principle of zero-rated export. The other textile products (excluding Chapter 61, 62 and 63) not covered under the RoSCTL, are eligible to avail the benefits under RoDTEP along with other products. The objective of the scheme is to compensate for the State and Central Taxes and Levies in addition to the Duty Drawback Scheme on export of apparel/ garments and Made-ups by way of rebate. It is based on an internationally acceptable principle that taxes and duties should not be exported, to enable a level playing field in the international market for exports. Hence, not only indirect taxes on inputs are to be rebated or reimbursed but also other unrefunded State & Central taxes and levies are to be rebated. Rebate of State Taxes and Levies c o m p r i s e s VAT o n f u e l u s e d i n transportation, captive power, farm sector, mandi tax, duty of electricity, stamp duty on export documents, embedded SGST paid on inputs such as
pesticides, fertilizers etc. used in production of raw cotton, purchases from unregistered dealers, coal used in production of electricity and inputs for transport sector. Rebate of Central Taxes and Levies comprises central excise duty on fuel used in transportation, embedded CGST paid on inputs such as pesticides, fertilizer etc. used in production of raw cotton, purchases from unregistered dealers, inputs for transport sector and embedded CGST and Compensation Cess on coal used in production of electricity. RoSCTL has been an important policy measure and has helped in enhancing competitiveness of Indian exports of apparel and made ups which are value added and labour intensive segments of the Textile Value Chain. Continuation of Scheme for further duration of two (2) years will provide stable policy regime which is essential for long term trade planning, more so in the textiles sector where orders can be placed in advance for long term delivery.

A H M E DA B A D : A d a n i Ports and Special Economic Zone Ltd ( “A P S E Z ” ) announced its results for the quarter and nine months ending 31 December, 2023. “In the year when our first port, Mundra, completed 25 years of operation, APSEZ recorded its strongest ever Q3 and 9M performance with the highest ever revenue, EBITDA, and cargo volumes, and is on course to overachieve its full year guidance provided at the start of the year. This is a testament to our continuous efforts to drive operating efficiencies and remain an industry leading port operator,” said Mr. Ashwani Gupta, CEO, APSEZ.
Operational Highlights • APSEZ achieved its highest-ever quarterly cargo volume of 108.6 MMT • Mundra, our flagship port, recorded highest-ever monthly volume at any Indian port in Oct’23 & AICTPL (CT-3) recorded India’s highest monthly container volume in Nov’23 • APSEZ achieved a key milestone of 300 MMT in 266 days vs 329 days in FY23; overall cargo volume was ~311 MMT in 9M (+23% YoY) • Domestic cargo growth was over 2.5x India’s growth rate, with nine of our domestic ports/terminals recording their highest ever cargo volumes in 9M • Quarterly rail volumes grew 17% Y-o-Y to 157,904 TEUs and GPWIS volumes jumped 53% Y-o-Y to 5.29 MMT • APSEZ recorded its highest-ever rail (+22%) and GPWIS (+46%) volumes in 9M Financial Highlights: • Increase in cargo volume during the quarter (+44% Y-o-Y) led to revenue growth of 45% Y-o-Y to Rs 6,920 Cr in Q3 FY24
• Domestic port EBITDA margin expansion by around 170 bps, along with improved efficiencies and capacity utilization, led to 59% Y-o-Y growth in EBITDA to Rs 4,293 Cr • Healthy cargo volume growth led to record PAT of Rs 2,208 Cr (+65% Y-o-Y) during the quarter • Bond buy-back of USD 325 million concluded during 9M FY24, leading to improvement in Net Debt to EBITDA (for TTM Dec’23) to 2.5x vs 3.1x for FY23. Business Highlights: • Strategic partnership with MSC by forming a JV for Ennore Container Terminal • Completed acquisition of Karaikal Port and sale of Myanmar asset • ALL added 23 rakes, Loni & Valvada ICD, and warehouses at NRC and Indore • Colombo terminal received financing commitment of USD 553 million from DFC ESG Targets and Performance • APSEZ is targeting Net Zero by 2040. During 9M FY24, the company improved its energy intensity by 4% and completed mangrove afforestation of 227 hectares. The company is on track to add 1,000 MW of new renewable capacity in 2024.
