NSBP, a Special Purpose Vehicle, is a co-developer for the Jawaharlal Nehru Port Trust (JNPT) SEZ. The company signed
a Lease Agreement with JNPT for the project. The FTZ is on a long-term Lease of 60 years, and is located 5 kms away from JNPT. Its strategic proximity – to the port, the upcoming Navi Mumbai International Airport, Western Dedicated Freight Corridor and National Highways – provides quick and direct access to domestic and global markets. MEIS not going anywhere, working on win-win solution for all: Piyush Goyal NEW DELHI: Commerce and Industry Minister Piyush Goyal has recently said the key incentive scheme for exports Merchandise Export from India Scheme (MEIS) is not going anywhere and that it is a cash flow issue for which the Government will find a solution that does not impact exports. “We are in dialogue with the requisite authorities. MEIS is not going anywhere. It is a cash flow issue,” Goyal said at a virtual event organised by the Confederation of Indian Industry. Stating that the Covid-19 pandemic has had an impact on Government finances, he said: “We are trying for an early solution which is a win-win for everyone”. His statement comes in the wake of the Department of Revenue having asked the Department of Commerce to review the coverage of MEIS tariff lines and rates, in order to bring down the incentive level to Rs 9,000 crore this year, as the Government faces a fiscal constraint due to the Covid-19 pandemic
and the limited resources have to be u s e d o p t i m a l l y. T h e c o m m e r c e department blocked the online system through which exporters could apply for tax incentives under the scheme, from July 23. The minister also said the finance ministry is looking at ways to promote finance for investments in the country, and the Government has already identified 20 sectors for the same. On the issue of economic revival, Goyal said India’s exports are almost 88% of the level in July 2019 while imports are almost 75% of the same period last year. Without petroleum products, exports are “almost at the same level” while imports are 80-85%. “Business is bouncing back,” he said and added that the export restrictions on ventilators will soon be done away with as final paperwork on the issue is on. At the same event, Guruprasad Mohapatra, secretary of the Department for Promotion of Industry and Internal Trade (DPIIT) said that
India is looking at a sinking GDP this year and efforts are on to reach level of the economic activity prior to the lockdown that was imposed in the third week of March. “That is not the growth rate we would dream of,” he said. Reform push Goyal said the Government is working on decriminalising laws and removing redundant laws. As per Mohapatra, the Government is keen to reduce the compliance burden of industry and DPIIT has sought input from various industry chambers on what can be done in various sectors. “We will do a soft launch of the land bank portal under which 500,000 hectares of land is being made available to industry,” Goyal said. As per the Minister, a labour law regulation for the country is in the works on the lines proposed by Uttar Pradesh and atleast 16 states have already sent proposals to the centre on labour reforms.
Adani Ports launches offshore bond offering, to raise $750 mn MUMBAI: The Gautam Adanicontrolled Adani Ports and Special Economic Zone Ltd on Wednesday launched an offshore bond offering to raise as much as $750 million. This is the third and the largest offshore bond deal launched by an Indian company since the covid-19 pandemic disrupted global markets in
March. State-owned REC Ltd and agrochemicals major UPL Ltd raised $500 million each in May and June, respectively. The Adani Ports bond sale comes after SoftBank-backed Indian renewable company SB Energy pulled back its maiden $600 million bond offering in mid July. According to the terms of the deal, seen by Mint, Adani Ports is raising the
capital through seven-year bonds, maturing in 2027, at a rate of 4.2%. Investment banks Barclays, Bank of America and Citigroup, among others, are advising Adani Ports on the bond sale. The capital raised will be used to repay existing loans of Adani Ports and its subsidiaries, which could include the debt of Krishnapatnam Port Co Ltd, which Adani entered into an agreement to acquire in January.
India can be among top-5 agri goods exporters with effective policies: Report NEW DELHI: By shifting its focus on cultivation and effectively handholding farmers, the country can be among the top-five exporters of agro commodities, according to a report by the World Trade Centre. The report comes at a time when the Government has announced some reforms in the farm sector by allowing farmers to sell produce outside the regulated APMC markets, and relaxing the Essential Commodities Act, among others, which can help boost exports. With an annual agro exports of USD 39 billion in 2019, the country is ranked eighth, after the EU (USD 181 billion), the US (USD 172 billion), Brazil (USD 93 billion), China (USD 83 billion), Canada (USD 69 billion), Indonesia (USD 46 billion) and Thailand (USD 44 billion), the WTC report said quoting the 2019 WTO data. "Through focused intervention in capacity-building, we can enhance our agro exports to surpass Thailand and Indonesia, and become the fifth-largest
exporter according to the report. To attain this, as a first step, the study said, the Government should reorient the role of its extension centres the 715 krishi vigyan kendras across the country - to handhold farmers in growing those varieties of crops that have demand in the global markets. Many a time, Indian consignments are rejected because of the presence of pesticides above the prescribed maximum residual limits, the study noted and said "krishi vigyan kendras should guide farmers on prudential use of pesticides and other chemicals so that they conform to the global quality standards". "Having attained self-sufficiency in agriculture, we need to re-orient our extension services system, which was developed in the days of the green revolution that focused on attaining selfsufficiency in farm production," the report said. The report added that it is time we move towards growing quality food for
the global markets rather than quantity. One key focus area could be cultivating horticulture crops that conform to the quality, colour, shape and chemical contents acceptable in foreign countries or which are fit for further processing. Despite being the second-largest producer of fruits and vegetables, India's share in global exports is under 1.8 per cent. In spite of being the largest producer of papayas, lemons and limes, we meet hardly 3.2 per cent of the world papaya demand, 0.5 per cent for lemons and limes, according to data from the Food and Agriculture Organization. In the past decade, India made remarkable progress in exports of niche items like capsicum chilly, castor oil, tobacco extracts and sweet biscuits, apart from basmati rice, meat and marine products. "These success stories should be and can be replicated in other potential food items," the report concluded.

MoU signed at MPA’s Maritime Perspectives series to discuss new normal in maritime SINGAPORE: The Maritime and Port Authority of Singapore (MPA) signed a memorandum of understanding (MoU) with five international partners today, to develop and adopt common data standards and Application Programming Interface (API) specifications, which will facilitate data exchange for port and maritime services transactions. These partners are CargoSmart (solution provider for the Global Shipping Business Network), GTD Solutions (representing TradeLens), GeTS and PSA International (jointly representing CALISTA), and the Port of Rotterdam Authority. The signing was witnessed by MPA’s Chairman, Mr Niam Chiang Meng and the International Maritime Organization (IMO)’s SecretaryGeneral, Mr Kitack Lim. The MoU to drive interoperability is timely as port authorities have developed or are developing maritime single windows to implement IMO’s C o n v e n t i o n o n Fa c i l i t a t i o n o f International Maritime Traffic to facilitate the electronic exchange of
information for port clearance. This collaboration will also support MPA’s digitalOCEANSTM initiative, where individual data platforms of port authorities, port operators, shipping lines, logistics companies and platform providers can exchange data and interoperate through a common set of APIs. MPA and its partners will also hold a series of technical workshops to design, test and publish the API specifications. Mr Niam said, “The maritime sector is a global business. Different players in the maritime ecosystem are pursuing digitalisation at varying paces. To truly reap the benefits of effective information exchange, we need to move beyond digitising single nodes in the maritime supply chain. MPA and our partners have taken the first step with this MoU. Prologue: Digital Connectivity & Data Standards, the first webinar organised b y M PA u n d e r t h e M a r i t i m e Perspectives series. The series, comprising four webinars to be conducted from 28 July to 8 October 2020, will bring together experts and industry leaders to share insights on digitalisation, decarbonisation and trade in the new normal post COVID-19. Mr Lim delivered the keynote speech at the webinar to an audience of more than 250 from the port, shipping and technology sectors. Mr Niam said, “COVID -19 has exposed vulnerabilities in global supply chains on a scale never seen before. As the backbone of global trade, the maritime sector has to evolve to meet the challenges of a new nor mal e c o n o m y. D i g i t a l i s a t i o n , decarbonisation and adaptation to new global trade order are issues that have to be addressed by the industry. We hope the Maritime Perspectives series will be a useful platform to gather insights on these issues, exchange ideas and pave the way for collaborative solutions.”
Vallarpadam rail link gets a new life due to increase activity BANGALORE: The rail link, constructed exclusively for transporting containers to and from the International Container Transshipment Terminal (ICTT), is suddenly seeing a spurt in activities for the past three months. While the Covid-19 outbreak came as a blow to many, for ICTT it has turned a boon, with it witnessing steady traffic with around eight to nine rakes arriving every month. According to Rejo Peter, terminal manager, Concor, the numbers were high during April and May. “This was when the states had closed their borders and road transport came to a screeching halt, due to Covid,” he said. With the lifting of the lockdown restrictions, the number has come
down to two to four, he added. “However, that is not low compared to the traffic that ICTT saw in the previous years,” said Reji. According to him, in April and May, the rakes were coming from other states carrying the civil supplies cargo, including grains. “They were being brought in from all over the country. We believe that with the Prime Minister announcing the extension of free food grains scheme, more rakes will start coming in. We believe that there will be an increase in the traffic,” he said. At present, the rakes are coming and going to Bengaluru. According to a railway official, times are looking good for the Vallarpadam station. “In the
entire fiscal year of 2019-20, ICTT saw only eight rakes coming. However, between April and June, the number of rakes that arrived at ICTT was 25. The number of wagons was 1,025 and the freight charges Rs 1,37,46,557,” said the official. The Kerala Civil Supplies Corporation had used the container traffic for movement of pulses and edible oils. “Further, the decision to not levy haulage charges for the movement of empty containers had also boosted traffic movement,” he said. Inward traffic to Vallarpadam ICTT in 2019-2020 was just 7 rakes while between April and June 2020, the number of rakes that arrived here is 21.
Digitalization of Shipping – more important than ever SINGAPORE: Digitalization, big data, and new technologies such as artificial intelligence are key in enabling the post-COVID recovery, IMO Secretary-General Kitack Lim told a a webinar (28 July) on Digital C o n n e c t i vit y a nd D a t a S t a nda r ds. “Cooperation between shipping, ports and logistics will be vital for enhancing the efficiency and sustainability of shipping and therefore facilitating trade and fostering economic recovery and prosperity,” Mr. Lim said. He highlighted IMO’s key role in ensuring shipping can embrace the digital revolution – while ensuring safety, environmental protection as well as cyber s e c u r i t y. “ D i g i t a l i z a t i o n a n d n e w technologies will also be the key to allowing standardization and therefore enhancing the efficiency of shipping,” Mr. Lim said.
The need for standardization was also highlighted by IMO’s Facilitation Head, Julian Abril, who noted the mandatory requirement for electronic d a t a e x c h a n g e i n t h e Fa c i l i t a t i o n Convention, effective since April 2019. Discussions are currently underway towards making a single maritime window mandatory – so that all data for arrival and departure of ships is submitted through a single point and transmitted to the relevant agencies involved. The standardization and harmonization needed for this to happen is captured in the IMO Compendium on Facilitation and Electronic Business, a tool for software developers that harmonises the data elements required for regulatory purposes during a port call and standardises electronic messages, reducing the administrative burden for ships linked to formalities in ports. The
goal is to make it easier for companies involved in maritime trade or transport to create software that can communicate, no matter which standard they are based on. Cooperation, communication and collaboration between the various stakeholders to maintain and further develop the compendium, as well as looking into expanding its data set and data model to areas beyond the FAL Convention, has been formalised in a partnership agreement signed in March 2020 between IMO, the World Customs Organization, the United Nations Economic Commission for Europe and the Inter national Organization for Standardization . The webinar (28 July) on Digital Connectivity and Data Standards was organized by the Maritime and Port Authority of Singapore, the first in a maritime perspectives webinar series.

Logistics sector demands industry status from Andhra Pradesh Govt HYDERABAD: In a bid to boost growth, the logistics sector is seeking industry status from the Andhra Pradesh government. This will not only help logistics players grow their business but also lead to generation of higher local employment as it’s a labour intensive sector, said experts. “The Government has to give the logistics sector industry status. The Uttar Pradesh government has already given it. If we are granted industry status, it will offer many advantages such as in the area of land conversion, warehouse construction and property taxes, among others. Railways freight traffic improves amid economy revival hopes NEW DELHI: The Ministry of Railways recently said its freight traffic on July 27 was marginally more than that on the same day last year and also doubled the speed of its freight trains “in spite of Covid-19 related challenges.” The national carrier increased the average speed of its freight trains on July 27 was 46.16 kmph which is more than double, the 22.52 kmph of July 27 last year. According to the ministry, average speed in July was 45 kmph compared to 23.2 last year. The speed may be because of a clearer network. The suspension of passenger trains since March 22 has led to decongestion of a bulk of the national transporter’s network. At present only 230 special passengers are plying while cargo and parcel trains have continued
to operate through the lockdown and after it. “In the month of July the average speed of freight trains is 45.03 kmph which is around double as compare to last year for the same month (23.22 kmph). West Central Railway with the average speed of 54.23 kmph, Northeast Frontier Railway with the speed of 51 kmph, East Central Railway 50.24 kmph, East Cost Railway 41.78 kmph, South East Central Railway 42.83 kmph, South Eastern Railway 43.24 kmph and Western Railway with the speed of 44.4 kmph are the leading Railway Zones in the average speed of freight train in Indian Railways,” the Ministry said. Despite the higher freight loading on July 27, overall loading of freight trains remains 18.18% less than last year.
Frieght loading is a proxy for the economy. In general, as the economy revives and grows, the volume of freight increases. On July 27, a total 1039 rakes loaded with freight were ferried by Indian Railways, including 76 rakes of foodgrain, 67 rakes of fertilizer, 49 rakes of steel, 113 rakes of cement, 113 rakes of iron ore and 363 rakes of coal. “Railways has achieved record loading of foodgrains this fiscal which is 80%more than last year, and has also introduced time-tabled (scheduled) parcel services , 4541 services and transported 2.41 lakh tonnes cargo generating a revenue of Rs 86.88 crore (From March 22 till July 27),” Railway Board Chairman VK Yadav said at a press conference.
Railway carries mini trucks to Bangladesh for first time New Delhi - The first consignment of 51 TATA Ace Vehicles ar rived at Benapole in Bangladesh recently. Confir ming the ar rival, Railway Advisor to the High Commision of India Anita Barik told Prasar Bharti Special Correspondent at Dhaka that the trucks arrived in Bangladesh loaded on 15 parcel vans. It covered a distance of more than 1400 kilometres from India after starting on Sunday. Railway Minister Piyush Goyal had commended the activities of the railways through a tweet recently saying that railways is at the forefront in promoting exports. Earlier, on 13 July a parcel train carrying chilli from Andhra Pradesh had arrived in Bangladesh. The first container train carrying FMCG products and other items in 50 containers had arrived at the Benapole railways station of Bangladesh on Sunday, 26 July. India handed over 10 diesel locomotives
to Bangladesh for use in its passenger and cargo services in the country. These steps have contributed significantly in upgrading the railway cooperation between the two countries and keeping the supply chain between India and Bangladesh working at a time when transport services between the two countries were disrupted due to
restrictions imposed in the wake of the Corona pandemic. Railway cooperation between India and Bangladesh has grown substantially over the years. India has extended a Line of Credit (LoC) worth over 2.4 billion dollars for 17 railway projects out of which 9 have been completed.

Jindal Stainless ties up with Maersk for Logistics upgrade
MUMBAI: India’s largest stainless steel producing company, Jindal Stainless Ltd (JSL), and the integrated container logistics company, Maersk, have joined hands to ease and optimise the flow of containerized exports and imports between JSL, Jajpur and Vizag Container Terminal (VCTPL). As per the terms of the contract, Maersk shall facilitate to and fro rail movement of containers between Vizag and Jindal Stainless Logistics Park (JSLP), a newly commissioned Inland Container Depot (ICD) located at Jajpur, Odisha. The first rake was flagged off on July 24. Commenting on this association, MD, Jindal Stainless Ltd, Mr Abhyuday Jindal said, “Jindal Stainless Ltd is India’s largest importer of containerised stainless steel scrap. Our collaboration with Maersk is a mutual win-win solution as it harnesses volumes on our side and expertise
on theirs. This arrangement shall help us strengthen our supply chain and expedite container movement, besides saving costs for us.” Managing Director, Maersk South Asia, Mr Steve Felder added, “At Maersk, we are ensuring that our customers have access to products and solutions that meet their end-to-end supply chain needs. It is now possible to directly move container trains from Vishakhapatnam Container Terminal Private Ltd (VCTPL) to Jindal Stainless Private Freight Terminal (PFT), thereby saving time as well as costs.
