Railways to fine freight clients for delay in freeing trains NEW DELHI: The Railways has decided to fine its freight clients for “undue delay” in loading and unloading their goods as it wants more rakes to be available for moving essential items across the Country during the lockdown period. The Railways had earlier waived off the two types of charges for such delays -- Demurrage and Wharfage -- for the duration of the lockdown. Demurrage is levied on freight clients for detention of any rolling stock after the expiry of free time, while Wharfage is for
not removing goods from railway premises after the expiry of the free time. “The problem was that with the absence of these charges, clients are in no hurry to unload because they don't lose m o n e y, u n l i k e i n n o r m a l t i m e s . So we have no choice but to levy these charges on them if they do not clear our rakes,” said an official. "These are needed for transportation of essential items during this crisis," he said. Sources said cement and steel customers are major offenders, with
delays in both loading and unloading remaining an issue during the lockdown period either owing to the non-availability of labour or the dip in demand for these items due to the pandemic. "As the Railways needs to continue efficient transportation of essential services, it is critical to load and unload in due time, and make the stock available for next loading, the guidelines regarding free time and penalty charges have been reviewed," an order from Railway Board issued said recently.

Sanjeev Ranjan appointed as the new Shipping Secretary NEW DELHI: Senior IAS Officer Mr. Sanjeev Ranjan has been named Secretary, Ministry of Shipping (MoS), as part of a top-level bureaucratic reshuffle effected by the Central Government, according to a Personnel Ministry order. He will replace Mr. Gopal Krishna, IAS, who is retiring on April 30. Ranjan, a 1985-batch IAS officer of Tripura cadre is at present secretary, Ministry of Road Transport and Highways (MoRTH) till date from April 2019. Prior to this he was Chairman, National Highways Authority of India, Ministry of
Road Transport and Highways, Government of India from Oct 2018 – Mar 2019. He was also Additional Secretary and Financial Adviser in Ministry of Road Transport and Highways, Ministry of Shipping, Ministry of Tourism, Govt. of India from Aug 2015 – Jan 2017. He help positions of Director, Shipping Corporation of India Ltd., Director, Indian Tourism Development Corporation Ltd. Director, Dredging Corporation of India Ltd., Director, Indian Port Rail Corporation Ltd. and Mr. Sanjeev Ranjan, IAS Member, Inland Waterways Authority of India.

NEW DELHI: The Central Board of Indirect Taxes (CBIC) has cleared over Rs 10,700 crore worth refunds in GST and customs duty between April 8-23. In the 'Special Refund and Drawback Disposal Drive', the CBIC officers have cleared over 1.07 lakh Goods and Services Tax and IGST refund claims worth Rs 9,818.12 crore. Over 1.86 lakh customs and duty drawback refund was processed totalling Rs 915.56 crore, the CBIC said in a tweet. "CBIC is committed to help GST Taxpayers/Export Import Trade during #COVID19. Expeditious sanction of refunds during Special Refund Drive provide relief to trade, especially MSMEs," it said. The Finance Ministry had on April 8 said that to provide relief during COVID-19, it has been decided to issue all pending GST and custom refunds which would benefit around 1 lakh business entities, including MSME. Govt to chart out evacuation plan for stranded seafarers in international waters: Shipping Minister NEW DELHI: The Government will chart out a plan for evacuation of seafarers stuck on international waters amid COVID -19 pandemic, Union Minister Mansukh L Mandaviya said recently. Thousands of Indian seafarers are currently stuck aboard cruise ships and cargo vessels in far off waters, and maritime bodies have been demanding from the government strategies for bringing them home fearing that delays might result in disruption in supply chain. “I am trying to get the details of stranded seafarers. Based on it, the Shipping Ministry will chart out a plan for evacuation of stuck seafarers,”
Shipping Minister Mansukh L Mandaviya said. He further said: “I am concerned about the challenges faced by Indian seafarers in these testing times and I appreciate their work for moving the supply chain in the world.” The minister said the evacuation will be done when the situation eases and added that the process for signingoff on Indian ports will be fastened. The minister has asked the shipliners and maritime bodies to provide the details of stranded Indian seafarers in the international waters. Mandaviya said the Shipping Ministry is also drawing a standard operating procedure (SOP) for easing
out sign-on and sign-off process at the Indian ports. It was earlier reported that maritime bodies had sought the PMO and Shipping Ministry’s intervention for bringing back stuck seafarers. With the Indian airspace remaining closed for domestic and international passenger flights, the maritime bodies have sought government intervention for devising a strategy to bring back such “essential supply workers”. India is the second largest supplier of seafarers, after the Philippines. As per industry estimates, about one lakh seafarers are engaged in Indian and foreign flag cargo vessels across the globe.
COVID-19: WCO and ICC calls for increased action on Customs and Trade Facilitation BRUSSELS: The heads of the World Customs Organization (WCO) and the International Chamber of Commerce (ICC) Secretariats issued a joint statement recently and called for increased action on Customs and trade facilitation to ensure an effective response to the COVID-19 pandemic, and agreed to coordinate efforts. WCO Secretary General Kunio Mikuriya and ICC Secretary General John W.H. Denton AO said the two Organizations would work closely together to minimize the impact of COVID19 and would explore potential opportunities to increase the coordination of efforts so as to keep trade flows open around the world and support a strong recovery of the global economy. ‘Effective trade facilitation – based on international standards – will play a central role in supporting businesses, including Micro, Small and Medium Sized Enterprises, towards enabling business resumption and renewed economic growth in the months and years to come’, they declared. Tea exports to China can be enhanced - North Eastern Tea Association GUWAHATI: Tea planters said that there are no leftover stocks with tea traders spread across India as there was no supply of tea in March and very small quantity of tea will move out of Assam in April. North Eastern Tea Association (NETA) stated that there is a possibility of increasing exports to China. North Eastern Tea Association
(NETA) has done a SWOT (StrenghtsWeakness- Opportunities-Threats) analysis of Assam tea industry due to impact of Covid-19 lockdown. Mr. Bidyananda Barkakoty Adviser, North Eastern Tea Association (NETA) stated, “We will be able to harvest the second flush teas – harvesting months are May and June. Every year second flush
teas fetch better price. There are no leftover stocks with tea traders spread across India because there was no supply of tea in March and very small quantity of tea will move out of Assam in April. In Assam, tea is seasonal in nature. Peak plucking months are July, August, September and October – about 60% teas are harvested in these four months.”

CBIC clears Rs 10,700 cr GST, Customs duty refund between April 08 - 23rd, 2020 Cont’d. from Pg. 3
The total refund granted will be approximately Rs 18,000 crore, it had said. The CBIC had earlier asked its field officers to avoid asking for physical submission of documents from entities
who are claiming GST and customs refunds and instead use official email for all communication. The CBIC had said that the decision to process pending refund claims has been taken with a view to provide immediate
relief to taxpayers in these difficult times even though the GST Law provides 15 days for issuing acknowledgement or deficiency memo and total 60 days for disposing off refund claims without any liability to pay interest.
FIEO organise interactive session with Maharashtra Industries Minister to flag exporters’ issues of state MUMBAI: FIEO had recently organised an Interactive session with Shri Subhash Desai, H o n’ b l e M i n i s t e r o f Industries, Maharashtra Govt. with leading exporters from the state over web conference. The session was hosted & moderated by Shri Khalid M Khan, Chairman, FIEO Western Region. During the session the Minister said that baring Mumbai (MMR) & Pune region which are in Red Zone, in other districts where the COVID-19 outbreak is under control the Govt. of Maharashtra is allowing permissions to open up the industries through MIDC. He also categorically said that at the moment operation of industries in red zone cannot be allowed at any cost. The Minster appreciated & assured that he will discuss in High Power
Committee on C O V I D - 1 9 regarding the suggestion given by FIEO to allow 2-3 Accounts Dept people to v i s i t t h e i r respective offices for couple of days to process the salary of their employees. Shri Subhash D e s a i a l s o acknowledged the concerns of few factory owners where their machinery requires mandatory maintenance after every few days even when not in operation. He assured to flag the issue in High Power Committee for special permission.

COVID-19 to cut shipping container fleet and slow pricing recovery, feels Drewry LONDON: The outbreak of the coronavirus has disrupted container supply chains around the world and depressed the demand for vessels and boxes. It will lead to a contraction in the shipping container fleet and keep prices and lease rates under pressure in 2020, although better than in 2019. Drewry’s latest published Container Equipment Forecaster report shows that in 1Q20 newbuild prices and lease rates for all of the main categories of containers were up on 4Q19 and 2019 as a whole. Primarily, this was the result of improving levels of optimism regarding the outlook for world trade. The US and
China signed Phase One of a new trade agreement and the Brexit withdrawal deal was concluded. From the container manufacturing perspective, it appeared as if efforts by China’s main box builders to secure minimum prices for their equipment was having some success. Lease rates also hardened, rising between 15% and 20% compared with 4Q19 for dry freight (20ft, 40ft and 40ft high-cube) equipment. But these increases masked intense volatility in the market during the period. At the start of the year, the price of a 20ft standard container stood at about US$1,750. By the end of February, it had increased to as much as US$2,150,
before a sharp decline to approximately US$1,900 in late March. The severity of COVID-19 and the lockdown in China and subsequently in large parts of the rest of the world was the cause of the slump. Total box output (dry freight and reefer) in 1Q20 was one of the lowest in a quarterly period; 33% lower than 4Q19 and 35% below that of the corresponding period of 2019. The dry box sector was the worst affected with a year-on-year decline in production of 40%. This compared with a 4% increase in the output of reefer containers as the shift of cargo from specialised reefer and air freight services to liner services and containers continued.

DP World launches ‘Manasah’, to support Artisans and Small Businesses during Ramadan D U B A I : D P Wo r l d h a s announced the launch of a new online marketplace for Ramadan bazaars to support local artisans and small businesses in selling their products during the Holy Month of Ramadan. Launched in close partnership with the Department of Economic Development, and Dubai Festivals and Retail Establishment (DFRE), an agency of Dubai Department of Tourism and Commerce Marketing, the platform aims to keep trade flowing during Ramadan amid the social distancing in place to protect people from COVID-19. Built in just three weeks, Manasah.com will help small businesses, currently unable to trade in physical environments, sell their goods online during Ramadan. Sellers can now register on manasah.com for free. The site features a contactless delivery option to minimise the need for human interaction, DP World said. Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World said: “Ramadan Bazaars are an important part of what makes the Holy Month special in the United Arab Emirates. Many artisans and small traders have spent months making their products and we want to ensure they still have a marketplace. The purpose of manasah.com is to bring people together this Ramadan, even when they have to physically stay apart.” Sami Al Qamzi, Director General of Dubai Economy said: “Our partnership with DP World underlines our commitment to support young start-ups such as DED Trader licence holders to conduct business activities electronically. The launch of manasah.com will further add to the convenience of the community as they can stay home and shop during the Holy Month of Ramadan. The ‘DED Trader’ licence provides an added marketing channel and e-commerce platform to the business community in Dubai and reflects our
focus on enhancing ease of doing business as well as driving the overall competitiveness and sustainable growth of Dubai.” Ahmed Al Khaja, CEO of Dubai Festivals and Retail Establishment (DFRE) said: “This Ramadan will truly be unlike any we have experienced before and we know there is even more importance and emphasis on the spirit of our community, supporting our neighbours and coming together, while maintaining social distancing. Declaration by Port Authorities Roundtable members amid COVID-19 situation SINGAPORE: Members of the Port Authorities Roundtable (PAR) recognise the COVID-19 pandemic as a serious global crisis that has far-reaching impact on many fronts, including global trade. As more than 80% of goods are transported via sea-lanes, we recognise that the port and maritime sector play a crucial role in keeping trade flows open in our global fight against COVID-19. As a multilateral platform consisting of leading port authorities across Asia, Middle East, Europe and t h e A m e r i c a , m e m b e r s o f t h e PA R w o u l d l i k e t o declare a commitment to collaborate closely, through the sharing of best practices and implemented measures, such that the ports remain open to seaborne trade to help sustain the world and support the fight against COVID -19.
We therefore are committed to work together and strive to: • Keep global supply chain and trade/cargo going, and that merchant ships can continue to berth at terminals to carry out cargo operations. • Facilitate closer coordination by establishing an open communication channel so that like-minded port and maritime authorities can share experiences/exchange information in combating COVID-19 while safeguarding unimpeded maritime trade.
