SAL & Total Movements execute a successful voyage in challenging times MUMBAI: Negotiations were in full swing during early March 2020 between SAL Heavylift and Total Movements Pvt Ltd through SAL’s agents in India – Sai Maritime & Management P. Ltd. for the shipment of about 5100 freight tons from Dahej, Gujarat to Mina Zayed for Adnoc and Antwerp for Exxon Mobil when Lockdown was suddenly announced in India due to Covid-19. All manufacturing

facilities were shut down to curb the spread of Corona virus which indefinitely delayed the shipment of 1 Convertor of 25.3 x 5.17 x 5.05m / 415 mtons from Dahej to Mina Zayed and 6 Gofiner reactors of 167 mtons each alongwith accessories to Antwerp which was required urgently at the Refinery site. However, it was only in end April, when manufacturing was resumed at the s h i p p e r s f a c t o r y a t 3 0 % c a p a c i t y. The negotiations were enthusiastically resumed and a Charter Party contract was Cont’d. Pg. 3 signed for shipment in June.

Idle boxship fleet below 1m TEU for first time this year as charter market rises : Alphaliner LONDON: Some 90 containerships, equating to over 600,000 TEU of capacity, have found employment in the past month as carriers continue to reinstate blanked sailings and add extra loaders on routes. According to the latest survey by Alphaliner the idle containership fleet stood at 223 vessels, for 969,000 TEU, at 17 August, representing 4.1% of the global cellular fleet. Moreover, not all of these ships are actually open for employment, with 11 vessels of 12,500 TEU and over currently out of service due to scrubber installations. The consultant’s report on

20 July recorded 313 ships in lay-up, with a capacity of 1.56m TEU, 6.6% of the world’s fleet. At the end of May, during the peak of the pandemic, Alphaliner recorded an all-time high of 551 laid-up ships, for 2.72m TEU, representing 11.6% of the global fleet. “The inactive containership fleet dipped below the 1m teu mark for the first time in 2020, as carriers resumed several suspended services on the Far East-North America and Far EastEurope routes. Shipping lines also reduced the number of planned skipped

sailings and implemented summer peak season extra loops,” said Alphaliner. Compared with the 20 July report, all sizes have seen new employment, with for example the larger sector of vessels of over 12,500 TEU reducing by 17 ships to 16, with the number of idled 7,500-12,500 TEU vessels falling by 11 to 27. “The pool of large inactive ships continues to recede as carriers cater for high demand, especially in the transpacific trade where MSC will soon launch an additional peak season loop, marketed as Santana,” said Alphaliner.

To t a l M o v e m e n t s w h o w a s responsible for turnkey movement from EX-Works to Mina Zayed & Antwerp faced considerable challenges for the movement from Manufacturing works to port due to stringent lockdown conditions when even simple things like travelling into Gujarat and getting a hotel to stay was difficult. However, Total Movements and its team overcame this challenge to move all the cargo into the port well before the arrival of the vessel. All the transportation planning and engineering was car ried out by Total Movements. The nominated performing vessel mv FRAUKE (SAL Type 176 – geared 2x700 mts swl) faced rough weather enroute to Dahej due to Cyclone Nisarga and was greeted with heavy rains due to south west monsoons. Loading was quite a challenge due to swell and tidal range of

approx. 8-9 metres during low tide at Dahej Port . The Master and crew worked hard inorder to complete loading in the fastest possible time. The cargo was delivered timely alongside the vessels hook by Total Movements, which facilitated a fast turnaround. The voyage was successfully completed in the committed transit time of 35 days despite 6 port calls enroute, delay in the Suez canal crossing and COVID -19 related restrictions at every port. A s u c c e ssful voyage despite challenging circumstances was possible only due to excellent teamwork and open communication between all parties involved. Daily vessel status updates and excellent co - ordination on the shoreside at ports of discharge ensured that there were no delays or detention to vessel and trailers. PUBLIC NOTICE NO. 103-2020 Sub.: Revised guidelines for conduct of personal hearings in virtual mode under CGST Act, 2017, IGST Act, 2017, Customs Act, 1962, Central Excise Act, 1944 and Chapter V of Finance Act, 1994- reg. Attention of all the Importers, Exporters, Custom Brokers, Shipping Lines/Agents, Logistics Service Providers, passengers, advocates, tax practitioners and authorized representatives and all other stakeholders is invited to Board’s instruction dated 21.08.2020 issued vide F. No. 390/Misc/3/2019-JC on the above mentioned subject. 2. It may be recalled that keeping in view the challenges presented because of Covid-19 pandemic, Board had issued Instruction dated 27.04.2020 issued vide F. No. 390/Misc/3/2019-JC for conduct of personal hearings in virtual mode by all adjudicators and appellate authorities in regard to proceedings under the Customs Act, 1962, Central Excise Act, 1944 and Chapter V of Finance Act, 1994. The corresponding JNCH Public Notice No. 62/2020 dared 28.04.2020 may also be referred to. 3. Board has reviewed the outcome of the subject instruction. As seen, the feedback received from trade and field formations indicates that this initiative has helped in speeding up the passing of adjudication and appellate proceedings, saving cost of travel and time, and critically ensuring social distancing in these challenging times. This initiative would facilitate all stake holders such as suppliers under GST, importers, exporters, passengers, advocates, tax practitioners and authorized representatives. 4. Accordingly, Board has now decided to make it mandatory for various authorities, such as Commissioner (Appeals), original adjudicating authorities and Compounding Authority to conduct personal hearing, in respect of any proceeding under the Customs Act 1962, Central Excise Act, 1944 and Chapter V of Finance Act, 1994 through video conferencing facility. This facility shall also be extended to proceedings under the CGST Act, 2017 and the IGST Act, 2017. 5. Broad guidelines to conduct such virtual hearing are being provided so that ongoing work of appeals and adjudications are completed expeditiously for quick delivery of justice through quasi-judicial proceedings. These guidelines are in compliance of the directions given by Hon’ble Supreme Court under Article 142 of the Constitution of India in Suo Moto Writ (Civil) No. 5/2020. The guidelines for the conduct of virtual mode of personal hearing through video conferencing facility are as under: i. In any proceedings before appellate or adjudicating authority, the authority shall mandatorily indicate that the personal hearing would take place through video conferencing facility. For this purpose he/she shall also indicate the email address for correspondence etc. ii. The date and time of hearing along with link for the video conference shall be informed to the appellant/ respondent or their authorized representative and the concerned Commissioner representing revenue through the official email, giving the details of officer-in-charge who would provide assistance to the party, for conducting the virtual hearing. This link should not be shared with any other person without the approval of the adjudicating/appellate authority. iii. The assessee or authorized representative appearing in virtual hearing, should file his vokalatnama or authorization letter along with a copy of his photo ID card and contact details to the adjudicating/appellate authority through official e-mail address of the concerned authority after scanning the same. iv. All persons participating in the video conference should be appropriately dressed and maintain the decorum required for such an occasion. v. Virtual hearing through video conference shall be held from the office of adjudicating/appellate authority or any official video conference facility set up in the office of the adjudicating/appellate authority. vi. The virtual hearing through video conference will be conducted through available applications like VIDYO, or other secured computer network. The assessee should download such application in their computer system/ laptop/mobile phone beforehand for ready connectivity during virtual hearing, and join the video conference at the time allotted to them. vii. In case where the appellant/ respondent wishes to participate in the virtual hearing proceeding along with their advocate, they should do so under proper intimation to the adjudicating/ appellate authority. They may participate in virtual hearing along with their advocate/ authorized representative or join the proceedings from their own office. viii. The submissions made by the appellant or their representative through the video conference will be reduced in writing and a statement of the same will be prepared, which shall be known as "record of personal hearing". A soft copy of such record of personal hearing in PDF format will be sent to the appellant through email ID provided by appellant/ respondent/ authorized representative, within one day of such hearing. ix. If the assessee or their representative wants to modify the contents of emailed record of personal hearing, they can do so and sign the modified record, scan and send back the signed record of personal hearing to the adjudicating/appellate authority within 3 days of receipt of such e-mail or else it will be presumed that they agree with the contents of e-mailed record of personal hearing. No modification in e-mailed record of personal hearing will be entertained after 3 days of its receipt by appellant/their authorized representative. The date of receipt of the email by the appellate/adjudicating authority will not be counted for this purpose. x. The record of personal hearing submitted in this manner shall be deemed to be a document for the purpose of the relevant statute read with Section 4 of the Information Technology Act, 2000. xi. If the assessee or their authorized representative prefers to submit any document including additional submissions during the virtual hearing, he may do so by self-attesting such document and a scanned copy of the same may be emailed to the adjudicating/appellate authority immediately after virtual hearing and in no case after 3 days of virtual hearing. The date of the hearing will be excluded for this purpose. xii. Any official representing the Department’s side can also participate in the virtual hearing through video conferencing. The Commissionerate concerned shall inform the details in advance regarding such participation, on receipt of intimation as mentioned at point (ii) above. 6. While the conduct of personal hearing through video conferencing is being made mandatory, there may yet be rare and accentuating circumstances on the part of the assessee or his authorized representative on account of which this cannot be done. Each such request shall be approved by the adjudicating/appellate authority and the reasons for the same recorded in writing. 7. The Instruction dated 27.04.2020 of CBIC is superseded by the above mentioned Instruction dated 21.08.2020. 8. Accordingly, Public Notice No. 62/2020 dated 28.04.2020 is hereby superseded by this public notice. 9. Difficulty, if any, faced in implementation of this public notice may be brought to the notice of the Addl. /Joint Commissioner (Appraising Main (Import)) through email at appraisingmain.jnch@gov.in. 10. Ministry of Shipping facilitated more than 1 lakh crew change in Indian Ports • India is the only Country with highest crew change in the world • Mansukh Mandaviya lauds the efforts to facilitate stranded seafarers during the pandemic NEW DELHI: Ministry of Shipping has facilitated more than 1,00,000 crew change on Indian ports and through charter flights. It is the highest number of crew changes in the world. Crew change consists of replacing one of the ship’s crew members with another one and involves sign-on the ships and sign-off the ships procedures. Maritime sector is among the worst hit sectors due to Corona pandemic. Despite that, all the Indian Ports were operational and providing essential services throughout the pandemic and main pillar for the smooth supply chain for India and world were the seafarers. Seafarers had to suffer due to closing of Sign on & Sign-off and lockdowns and movement restrictions imposed by the various countries worldwide. Union Minister of State (I/C) for Shipping, Shri Mansukh Mandaviya has appreciated the continued efforts done by the DG, Shipping during the briefing, especially for facilitating the stranded seafarer during this difficult time. Minister instructed DG Shipping to come up with robust grievances redress mechanism to facilitate the seafarers. He has strongly emphasized to ensure that seafarers should be able to approach the ministry during the difficult time and no seafarer should suffer due to poor grievance redress system. To sustain the maritime transportation during the pandemic situation, DG Shipping has taken various initiatives like extensions of various certificates required for sailing, Online Epass facility for travel etc. “An online utility has been created for verification of seafarers for charted flights and for uploading

details of stranded seafarers along with online ship registrations and online charter licensing”, DG, Shipping Shri Amitabh Kumar added while briefing the Minister. DG Shipping received communications via e-mails, tweets, and letters from more than 2000 Maritime Stakeholders and took immediate responsive action to facilitate their needs. Elearning for module courses and online virtual course have also been conducted by DG shipping and more than 35,000 students enrolled for e-learning. Online Exit Exam is being conducted for the seafarers after completing online courses and they can now appear in the exam from the comfort of their homes in this unprecedented time of COVID-19 pandemic.

Operation Clean Sweep© expands further at Port of Antwerp ANTWERP: Following production and logistics companies, BDP International and countless transport companies have now signed the Operation Clean Sweep© charter too. With the addition of the transport sector, a further link in the polymer supply chain is now getting behind the Zero Pellet Loss project. The Port of Antwerp is one of the most important production and logistics centres for plastics in Europe. Unfortunately, small plastic balls – known as pellets – can sometimes end up in nature during production, storage, transport or processing. In order to combat this, Port of Antwerp, along with Plastics Europe, essenscia and Voka Alfaport, launched the Zero Pellet Loss

platform. Among other things, the platform serves to support clean-up actions in the port area, the exchange of best practices and the implementation of the practical action plan to combat pallet loss. The four partners are aiming for an initiative that involves the entire supply chain. They are therefore delighted that BDP International has now endorsed the project too. Besides ten transport companies, the sectoral organisations Febetra and Transport & Logistics Flanders had also signed the charter earlier.

CBIC extends Deferred Duty Payment Scheme to authorised PSUs The scheme of deferred payment of customs duties was rst introduced in November 2016 for top importers, certied as Authorized Economic Operators (AEOs) NEW DELHI: In an effort to expedite the clearance of imports by public sector undertakings, the government has extended the deferred customs duty payments facility to them. The PSUs will be allowed to pay customs duty within 14 days of imports. “This measure is expected to result in speedier clearance of goods imported by the PSUs, thereby helping them in their activities. In general, the duty payment is deferred by 15 days,” the Central Board of Indirect Taxes and Customs (CBIC) said in a recent release. The scheme of deferred payment of customs duties was first introduced in November 2016 for top importers, certified as Authorized Economic Operators (AEOs). These importers are

approved by the Customs on the basis of certain compliance parameters such as proper maintenance of records, secure internal controls, a good track record of legal compliance, etc. These AEOs are allowed to clear their imported goods immediately and pay the admissible customs duties within 15 days. In order to avail the deferred duty payment facility, the PSUs will require to register with the CBIC on the basis of a recommendation letter from a joint secretary-level officer of their administrative ministry/department, added CBIC. The CBIC further said that as an additional facilitation exercise, it has done away with the earlier requirement of the approved AEOs having to

intimate every Customs Port of their entitlement to avail the facility of deferred payment of customs duties. “This would now be handled centrally, which is expected to ease the compliance requirement of the eligible importers. This will also apply to the approved PSUs,” CBIC said. The facility of deferred payment of customs duties is a part of CBIC’s r e f o r m ‘ Tu r a n t C u s t o m s ’ w h i c h envisages a faceless, contactless and paperless customs environment. “The objective is to enhance the ease of doing business and bring in more efficiency and improvement in turnaround time, ultimately leading to a reduction in the time and costs associated with the Customs clearance processes,” said CBIC.

Containership orderbook drops below 10% threshold for the 1st time in 20 years LONDON: The global containership orderbook, seen as a percentage of the world fleet, has dropped to a historic low in July 2020, standing at only 9.4% or 2.21 million TEU, data from Alphaliner shows. This was the first time in more than 20 years, the global newbuilding pipeline fell below the 10% threshold. The figures are a culmination of the continuing declining trend of the past four years. In the aftermath of the 2008-2009 recession, container ship orders kept coming in and the vessel pipeline remained stable in absolute terms, lingering around the 4 million TEU mark as owners were bullish on the prompt recovery of the global economy and wanted to avail of attractive newbuilding prices. Ever since however, the orderbook has declined from 3.55 million TEU in July 2016 to 2.84 million TEU in July 2018, and it has eroded further to today’s low of just 2.21 million TEU, Alpjaliner’s data further shows. The ripple effect of the COVID-19 pandemic has definitely impacted the trend, however, the slowing down of new ordering has been attributed to the lingering overhang of unemployed tonnage that served as a deterrent to new orders. “With the exception of some short peak-season weeks, there was hardly a moment in the last ten years when there was not at least some inactive container tonnage,” Alphaliner said. “Seasonal unemployment

frequently peaked at between 1.00 and 1.50 million TEU of capacity, not to mention this year’s 2.50 million TEU peak that was initially caused by IMO2020-related scrubber conversions until COVID-19 took over to wreak havoc on the shipping market.” Data from the shipping consultancy also points to a gap in the 15-18 K TEU as well as zero orders in the 4-9.9 K TEU, while the orderbook for ships larger than 10K TEU exceeds 2 million TEU. The expected influx of ULCSs will continue to exert pressure on the mid-size sector as larger ships are cascaded into smaller services. Some orders in the mid-size sector are expected, but most likely would be tailored for specific trades. For the time being, liner majors that had big orders in plan,

like Hapag-Lloyd and Japanese Ocean Network Express (ONE), who allegedly asked the shipyards to come up with offers for a series of 23,000+ TEU ships last year, have shelved their plans. Furthermore Alphaliner believes there might well be a small overhang of zombie orders in the official newbuilding pipeline, meaning orders that have been signed and announced (or at least reported) only to be quietly dropped, renegotiated or deferred at a later stage. “This could mean that the real-world orderbook is actually still a bit smaller than the one on paper. Since many shipyards are slowly and surely running out of work, lead times for standard container vessels have come down a lot and plenty of relatively near term building slots are available,” the shipping consultancy said in a weekly newsletter.

Vessel carrying Indian sugar for Afghanistan arrives in Chabahar TEHRAN: The first cargo ship carrying Indian sugar arrived in Iran’s s o u t h e a s t e r n C h a b a h a r Po r t , a provincial official said recently. The vessel carrying 1,890 tons of Indian private sector’s sugar in 70 containers docked at Shahid Beheshti port in Chabahar, Behrouz Aqaei, the director-general of Ports and Maritime Department of Sistan-Baluchestan Province, where the strategic Chabahar Port lies, stated. Last week, the seventh cargo ship carrying Indian donated wheat for Afghanistan with 352 containers had also arrived at Shahid Beheshti Port, Aqaei announced at the time. He said that the consignment weighs about 8,800 tons, adding that some 1,700 containers weighing 43,000 tons of India’s wheat for Afghanistan

have so far arrived in Chabahar Port. The shipment has been sent to Afghanistan through the Milak border in the southern part of SistanBaluchestan. India aims to donate some 75,000 tons of wheat to Afghanistan via the Iranian port city of Chabahar. Refereeing to the arrival of other humanitarian wheat from India to Afghanistan in the upcoming months of the current year, Aqaei said, “While the world economy is affected by the coronavirus pandemic, we observe the development of exports and imports in Shahid Beheshti port.” Earlier, Union Minister of State for Shipping and Union Minister of State for Chemical and Fertilizers of India Mansukh Mandaviya said his country will save 20 percent logistic costs by using Chabahar Port for transporting

to Commonwealth of Independent States (CIS). “In a strategic development, loading and unloading of cargo have started at Chabahar Port. Container transport logistic costs to CIS countries will be reduced by 20 percent through Chabahar. So far, cargo to CIS countries from India could be sent only via China or Europe,” he added. “If we want to send containers to CIS countries we can only send via Europe or China. There was no other connectivity with CIS countries. Now, we have developed Chabahar Port and there is direct connectivity to these countries via Afghanistan,” the Indian Shipping Minister had noted. In 2016, Iran, India, and Afghanistan decided to jointly establish a trade route for land-locked Central Asian countries.

Shipping activity continued despite Trade disruption during Covid finds an Analysis NEW DELHI: Movement of container vessels and oil tankers in the Indian Ocean continued as usual during pandemic even though trade between nations was disrupted, finds a study by the Indian Navy’s Information Fusion Centre Indian Ocean Region (IFC-IOR). The centre has undertaken an independent analysis of shipping traffic in the Indian Ocean Region and has obser ved that the impact of the pandemic was seen on shore as cargo piled up in ports and turnaround times were affected. The report on the ‘Effect of Covid on shipping in IOR ’ is been written by Commander Vrat Baghel, who is serving as the analysis officer at the IFC-IOR. The report observes that the shipping activity in the Indian Ocean

remained comparable with levels seen in previous months. The report analysed the vessel movement in the Indian Ocean region between January and May to identify the effect of the global lockdown on trade activity. While all indicators point to a global industrial slowdown with overseas trade severely hit, the study of maritime traffic in the IOR indicated minimal change. For the study, the sea route below Sri Lanka has been taken as a sample area and no discernible change has been found in traffic density. A study of fortnight-wise traffic through Malacca from January to May also revealed no large variation. The pandemic effect on traffic does suggest that several vessels may have undertaken blank sailings, wherein

container vessels may have sailed without any cargo being loaded at some ports. “We have seen that the flow of oil has been uninterrupted, with only minor variations” states the report. Another interesting observation found that during the lockdown period vessels would be “hanging around” at sea before entering a port. The move could have been a strategy to spend 14 days at sea before entering a port in order to avoid quarantine. The report does point out that all major ports in the country reported congestion, piling up containers and longer turnaround times. However, a proper assessment of the Covid-19 impact could be ascertained only once the quarterly financial reports are released.

1st Ro-Ro service between Nelamangala in Bengaluru and Bale in Solapur on Aug 30th BENGALURU: Nearly five months after the trial runs were approved by the Railway Board, the first Roll On-Roll Off (RO-RO) service between Nelamangala in Bengaluru and Bale in Solapur district will make its debut this Sunday (August 30). This will be first such service in South Western Railway (SWR) and Chief Minister BS Yediyurappa and MoS Railways Suresh C Angadi will launch the train remotely from their respective locations. "A total of 1260 tonnes, comprising agricultural, chemical and industrial items have been loaded in its maiden run," Senior Divisional Commercial Manager (Bengaluru Division), AN Krishna Reddy said recently. Okayed by the Board on April 2, Angadi was keen on

launching it at the earliest to facilitate transport of essentials in bulk between States in the midst of the raging pandemic. However, the absence of a ramp to take the trucks onboard the train and a good connecting road at Solapur station delayed the launch of the service. The RO-RO train has a total of 43 open wagons and it can carry 43 or more trucks depending on the size of the vehicle. It will traverse 682 kms between Nelamangala and Bale and covering three railway zones - Central Railway, South Central Railway and the SWR, said another railway official. Each round trip will take six days a n d w i l l p a s s v i a Wa d i a n d Dharmavaram. Reddy said, "Our freight charges are Rs 2700 per tonne for each

round trip. A total of 30 tonnes is permitted per truck." Jitendra Realty and Infrastructure Private Limited, which built the ramp and the road in the midst of the Corona pandemic, is the freight aggregator for the service. Yogendra Sharma, who prepared the Detailed Project Report, said, "Reduction of road traffic and reduction in fuel consumption are major benefits. Since the train carries the truck, it is akin to door-to-door delivery of goods," he said. A driver and another individual can accompany the truck and they have to purchase second class tickets for the j o u r n e y. T h e K o n k a n R a i l w a y Corporation Limited (KRCL) has been running this Ro-Ro service between Suratkal and Kolad (143 km from Mumbai) for a few years.

Centre proactively engaging States to boost exports: Commerce Secretary NEW DELHI: The Department of Commerce is proactively engaging with State Governments to promote exports, Commerce Secretary Anup Wadhawan said recently. The Secretary also requested State Governments to extend their support to take forward the initiatives to boost country’s outbound shipments. “We have been proactively engaging with states in terms of encouraging them to create export policies, in terms of allocating the export function to a senior level, to a dedicated department and to a dedicated officer,” he said. Wadhawan was speaking at the release of the first edition of ‘Export Preparedness Index, 2020’. Gujarat has topped the chart, followed by Maharashtra and Tamil Nadu. “We are working with states to not only have a state export strategy

covering infrastructure, logistics, incentives, all other facilitation and promotional measures but also having a decentralised strategy covering each and every district,” he added. Talking about the index, he said the issues related to wrong attribution of export numbers of one state to other would be addressed. Those issues “we are trying to address” through exporter awareness by creating windows in the shipping bills and in the GSTN formats, “so that right at the ground level, the source of the exports, right to the district level is accurately captured and states do not have this grievance that exports originating from a district in their state is wrongly attributed to some other state,” he said. There has been a paradigm shift in the incentivisation regime for exports,

he added. “You see as a competing nation, competing with various countries including new entrants into the export arena like Vietnam, we have to match the global sought of package which is available to investors,” he said. He added that India has started moving in that direction in the recent past, and the entire approach to incentivising exports has seen a paradigm shift. “We are moving away from the MEIS (Merchandise Exports from India Scheme) type of incentive to production linked incentives, to improvement in the physical environment in which investors can start operating in a plug and play manner,” Wadhawan said. Export performance in quantitative and qualitative dimensions are key metrics for assessing the health and prospects of an economy, he added.

NITI Aayog releases report on export preparedness index 2020 Gujarat tops Export Preparedness Index MUMBAI: NITI Aayog in partnership with the Institute of Competitiveness recently released the Export P reparedness Index (EPI) 2020 to examine preparedness and performance of Indian states. The EPI intends to identify challenges and opportunities, enhance the effectiveness of Government policies and encourage a facilitative regulatory framework. “The Indian economy holds immense potential to become a strong exporter on the world stage. To realise this potential, it is crucial that India turns to its states and Union Territories and makes them active participants in the country’s export efforts,” said NITI Aayog Vice-Chairman Rajiv Kumar. “In an attempt to realise this vision, the EPI 2020 evaluates states’ potentials and capacities. It is hoped that the detailed insights from this Index will guide all stakeholders towards strengthening the export ecosystem at both the national and sub-national levels,” he said in a statement. Chief Executive Officer Amitabh Kant said the EPI is a data-driven effort to identify the core areas crucial for export promotion at the sub-national level. All the states and Union Territories have been assessed on crucial parameters that are critical for any typical economic unit to achieve sustainable export growth.

The index will be a helpful guide for the State Governments to benchmark regional performance with respect to export promotion and thus deliver key policy insights on how to improve and enhance the same, he said. This edition of EPI shows that most Indian states performed well on average across the sub-pillars of exports diversification, transport connectivity and infrastructure. The average score in these three sub-pillars was above 50 per cent. Also, given the low standard deviation in export diversification and transport connectivity, the averages are not skewed to the higher side by a few over-achievers. However, states should also focus on other key components in order to improve export competitiveness. Overall, most of the coastal states are the best performers. Gujarat, Maharashtra and Tamil Nadu occupy the top three ranks respectively. Six of eight coastal states feature in the top 10 rankings, indicating the presence of strong enabling and facilitating factors to promote exports. In the landlocked states, Rajasthan has performed the best followed by Telangana and Haryana. Among the Himalayan states, Uttarakhand is the highest followed by Tripura and Himachal Pradesh. Across the Union Territories, Delhi has performed the best followed by Goa and Chandigarh.

The report also highlights that export orientation and preparedness are not just restricted to prosperous states. Even emerging states can undertake dynamic export policy measures, have functioning promotional councils and synchronise with national logistical plans to grow their exports. Based on the findings of the report, export promotion in India faces three fundamental challenges: intra- and interregional disparities in export infrastructure, poor trade support and growth orientation among states and poor R&D infrastructure to promote complex and unique exports. “There is a need to emphasise on key strategies to address these challenges: a joint development of export infrastructure, strengthening industry-academia linkages and creating state-level engagements for economic diplomacy.” These strategies could be supported by revamped designs and standards for local products and by harnessing the innovating tendencies to provide new use cases for such products with adequate support from the Centre. To achieve the target of making India a developed economy by focusing on ‘Atmanirbhar Bharat,’ there is a need to increase exports from all the states and Union Territories. The EPI provides invaluable insights on how states can attain this goal.

Saran to get International Waterways Terminal NEW DELHI: An international terminal will soon come up at Kalughat near Sonepur block under the Waterways Development Project on 1,400-km-long Varanasi-Haldia stretch. This terminal, after constr uction, would ser ve as a unified centre for repairing and maintenance of ships along with a differential positioning system and c o n s e r v a t i o n o f t h e r i v e r. Fo r t h i s purpose, acquisition of 13.17 acres of land

at Murthan and Parmanandpur villages is on the card. Saran DPRO G Prakash said that the main purpose of this project is to clear the water ways from Kolkata to Nepal for movement of ships to reduce overloading on roadways, railways and airways. The Saran DPRO further said that these waterways would also be utilized for the purpose of transportation of container cargo. In fact, Patna and upcoming IWAI

terminal at Kalughat will emerge as new hub for trade up to Nepal with river Gandak announced as National Water ways-37. Besides this, about 45.29 acres of land is to be acquired at Dumri Buzurg village under Sonepur block for the establishment SSB (Seema Surakasha Bal) Frontier. This project has been proposed by Saran commissioner in which about Rs 28 crore needs to be paid to affected landlords as compensation.

“A Humanitarian Ship for Lebanon” 2,500 tons of emergency humanitarian aid have left Marseille bound for Beirut onboard a CMA CGM Group vessel • A shipment of more than 70 donations from French companies, NGOs and institutions. • A relief operation led by the CMA CGM Foundation in partnership with the French Ministry for Europe and Foreign Affairs’ Crisis and Support Centre. • The CMA CGM Group is leveraging its shipping and logistics expertise for this humanitarian operation. MARSEILLE: The CMA CGM Group reacted swif tly a day af ter the devastating explosion that hit Beirut by making arrangements to send a team of first responders and emergency medical equipment. Rodolphe Saadé, Chairman and Chief Executive Officer of the CMA CGM Group, saw the extent of the damage on August 6, during his on-side trip alongside the French President. Through its Foundation, the CMA CGM Group decided to launch a relief operation and make one of its vessels available to transport goods and emergency products free of charge. The CMA CGM Foundation and all of the Group’s teams were immediately mobilized to coordinate donors and NGOs, take delivery in warehouses, containerize and then load the humanitarian aid onboard the CMA CGM Aknoul. The “Humanitarian Ship for Lebanon” leaves Marseille The vessel and its humanitarian cargo left Marseille on Tuesday August 25th for Beirut. Its departure was marked by a ceremony attended by Jean-Yves Le Drian, French Minister for Europe and Foreign Affairs, Rodolphe Saadé, Chairman and Chief Executive Officer of the CMA CGM Group, Tanya Saadé Zeenny, President of the CMA CGM Foundation, and representatives of local and national public institutions as well as the donors including companies (Saint-Gobain, Danone), NGOs and humanitarian aid specialists (UNICEF). 2,500 tons of humanitarian aid shipped from Marseille to Beirut The Aknoul, a CMA CGM ro-ro vessel, has been redeployed from its usual service and left Marseille for Beir ut carrying 2,500 tons of humanitarian relief supplies: • Medical and hygiene equipment: medicine and vaccines, face masks, gloves, hand sanitizer, hygiene products, ventilators, healthcare beds, Covid tests and swabs; • Vehicles: handling equipment and utility vehicles, ambulances, buses, fork-lift trucks; • Building materials and temporary housing: tents and

shelters, cement, glass, steel, timber, doors and false ceilings, power generators; • Food relief: drinking water, powdered milk and child nutrition products, carbohydrate products. A large-scale humanitarian operation In a remarkable demonstration of solidarity, more than 70 donations from French companies, individuals, NGOs, non-profits and French public-sector institutions (hospitals, firefighters, local authorities, Government) were received by the CMA CGM Group’s taskforce. An operation coordinated with the French Ministry for Europe and Foreign Affairs for the benefit of vetted Lebanese NGOs The relief operation led by the CMA CGM Foundation is being coordinated with the French Ministry for Europe and Foreign Affairs’ Crisis and Support Centre. A combined operations center has been set up in Marseille and Beirut to review requests, identify NGOs and beneficiary organizations, and to arrange transport as rapidly as possible. Each donation is carefully assessed in tandem with the French embassy in Lebanon, which reviews and approves the need and the beneficiary NGO in Beirut. The beneficiary of each donation is thus clearly established. The beneficiaries are well-known given their established activities in Lebanon.
