Deendayal Port issues 1st E-Pass in India for Seafarers
GANDHIDHAM: Deendayal Port has become the first port in India to issue an E Pass facility for Seafarers. In fact on the very first day of Ramzan, a Gift was given by the Deendayal Port Trust to Mr. Mohammed K. who had signed off at Deendayal Port and was waiting to go to Hyderabad. Mansukh Mandaviya discusses Business Continuity Plan and Path to Recovery Post COVID-19 with Maritime Sector representatives Cont’d. from Pg. 3 Industry leaders appreciated the proactive and timely interventions of the Ministry of Shipping in this critical time and ensuring smooth running of the ports. They also lauded many reliefs and extensions granted to the industry which inter-alia included not charging any port charges, demurrages, penalties for the lockdown period as it has proven to be great relief for the industries at large. Interaction with industry leaders provided the quick overview for the covid-19 s i t u a t i o n i n t h e m a r i t i m e s e c t o r. Stakeholders highlighted the challenges like supply chain issues- the movement of cargo and trucks, requested the policy interventions. They also made suggestions for increasing the Coastal Shipping and increasing the India's share in global shipbuilding.. Shri Mansukh Mandaviya assured the Maritime sector industry stakeholders that the Indian Ports are ready in the full capacity to start the operation as usual but there are a few challenges due to COVID-19 which will be solved with policy decisions and their sincere
implementation. Shri Mandaviya r e q u e s t e d industry leaders to convert this C OV I D - 1 9 i n t o opportunity by charting out new strategies in the maritime sector. He told the stakeholders that the Ministry of Shipping is w o r k i n g continuously and tirelessly to ease out the problems. He requested for the suggestions so that the ports and industries in this COVID-19 situation could flourish. Stakeholders and representatives of the Shipping Lines, Ports and Terminal operators, Inland waterways, Supply chain logistics, Ship owners, Vessel manufacturers and owners, custom agents participated in the video conference organised by the FICCI.
FIEO shares feedback of Exporters with Commerce Secretary on partial lifting of lockdown, cites difficulties faced NEW DELHI: The FIEO has shared in a letter to the Commerce Secretary that, the partial lifting of lockdown is being allowed in a phased manner and thus its effect will be visible only after a few days. Many states have hitherto not issued the SOP based on which industry will evaluate its preparedness before applying for per mission. Few states like Delhi, Karnataka, Tamil Nadu and Telangana have not provided any relaxation as enumerated by MHA in its revised guideline of 15th April 2020. Many important industrial townships continue to be in the Red zone like Mumbai, Pune, Hyderabad, Ahmedabad, Bhopal, Indore, Kanpur, Agra , Varanasi etc . “At a few places in green or rural areas, manufacturing has not started as ancillaries providing important part/ components are in the red zone, thus continuous manufacturing is not viable. In some cases, the industry already has sufficient stock of the manufactured products which should first be put into distribution before commencing production. Similarly, for many auto clusters, the manufacturing hasn’t started as the distribution channels have not been opened yet. A lot of MSMEs are unable to open their factories as they lack the liquidity to purchase the raw materials and other inputs. In many cases, the manufacturing units are unable to procure raw materials as factories producing them are in the Red zone and thus are unable to supply the materials. Some of the food processing units have reported that they are not getting the raw material as the village panchayats do not allow anyone to enter the village to procure such raw materials. For cashew
industry, the raw material is procured through APMC but since APMC isn’t functioning, the cashew units are finding it difficult to get raw materials to start production. The labor shortage is across industries and even affecting the transportation sector very badly, which is also deterring units from opening. Lack of consistency in allowing units to open and then shut is also creating problems for the industries. In Karnataka, industries were all set to open but at the eleventh hour, the state government withdrew the permission. Similarly, in Mandideep industrial area in Madhya Pradesh, the permission was granted but withdrawn today. Such inconsistencies lead to uncertainty which affects the operation of the industries. “The industry is concerned with many restrictions and responsibilities imposed by the Revised guidelines/ SOP which are also coming in the way of starting the unit: a) Clause 15.2 of the Revised guidelines require the stay of workers to be within the premises or in the adjacent building or requires their transportation in a dedicated vehicle: Many units, particularly MSMEs, neither keep workers within the premises nor can quickly arrange to put them in an adjacent building. Since the private transport is not available and wherever available, its charges have skyrocketed, units prefer to wait till the lockdown is over. If workers are allowed to use their cycles/2 wheelers it can solve the problem of many units. Since state buses are not generally plying, such buses may be given to manufacturers for transportation on reasonable charges. It will be a win-win situation for both sides. b) Point No 5 of SOP: Requires medical insurance of workers which creates a problem since workers are
supplied by the contractor as many industries do not have workers on their pay roll. Since workers on payroll have ESI facility and contract worker may be covered by “Ayushmaan Bharat “ scheme, this requirement may be relooked into. c) Point No 6 of SOP: Provision of hand wash and sanitizer preferably with touch-free machine at entry, exit and a common area. states are interpreting the word “preferably” as mandatory asking industry to provide only touch-free machines, which are very costly and in short supply. d) Section 58 of the Disaster Management Act (Annexure III): The said section is interpreted differently by the states. Some of the functionaries of the states are explaining that if any Covid-19 case is found, FIR will be filed against the owner(s) which requires suitable clarification from MHA. It is better if the responsibility of the owners(s) / management is detailed by the MHA / States. e) The detailed guidelines also talk about sealing of the factory if any Covid-19 case is detected. The sealing process is quite complicated and it may take 3-6 months’ time for any industry to get permission to unseal it. Many units are therefore reluctant to open as such a situation is not ruled out. The industry is apprehensive as Covid-19 cases are on the rise and if the factory is sealed suddenly, the industry will be saddled with the cost of inputs as well as output, in addition to the fixed costs. “These are some of the challenges reported to us. We shall be updating you further in the matter after a couple of days as many units are waiting to get permission while many are preparing to comply with the SOP, said a FIEO letter to Commerce Secretary.

With this E-pass, this crew member will be able to travel by road by a special taxi from Kandla to his home at Hyderabad, which is nearly 1500 KMs away from Kandla. Mr Bharat Gupta got the first E- pass generated by DG Shipping Mumbai, after which the Deendayal Port Authorities’ Senior Official Mr OP Dadlani
(PRO) took this issue on priority with Deputy Conservator Capt Srinivas. They issued a letter to Sub Divisional Magistrate, Anjar for processing of Transit Road permit. Mr Vimal K. Joshi SDM, took it as an urgent task and issued permission without delaying. The DPT Chairman Shri S K Mehta, IFS, appreciated efforts of Aqua Shipping, Mr. Bharat Gupta who didn’t charged any fees for this service from the Crew/Ship Owners.
Bahri’s net profit soars 134% in first quarter despite COVID-19 challenges RIYADH: Bahri, a global leader in logistics and transportation, has reported a strong growth in net profit during the first quarter of 2020 despite challenges posed by the global COVID-19 pandemic. The increase in quarterly earnings was driven by a significant improvement in the performance of the company’s business units resulting from a rise in freight rates and strong demand for oil transportation. Bahri’s net profit after zakat and tax for the three months ended March 31, 2020, jumped by a huge 133.77 percent to SAR 419.22 million from SAR 179.33 million recorded in the same period in 2019. The growth also represents a quarter-to-quarter increase of 68.3 percent from SAR 249.08 million. Total revenue for the quarter under review rose to SAR 2.08 billion, up 22.06 percent from SAR 1.7 billion a year ago, and 7.36 percent from SAR 1.94 billion in the fourth quarter of 2019. Total shareholders’ equity stood at SAR 9.63 billion and profit per share at SAR 1.06. Commenting on the quarterly results, Abdullah Aldubaikhi, CEO, Bahri, said: “We are extremely pleased to report strong earnings for the first quarter as a result of a

This is the beginning of the process for the seafarers in Indian ports. The next step is to get all our
seafarers who are awaiting repatriation in foreign countries at the earliest to join their families back home in India.
DP World Cochin Container Terminal not to levy storage charges during lockdown COCHIN: Container Terminal at Cochin Port has issued trade circular granting exemption from storage charges on all containers during the lockdown period. This was in compliance with the directions of the Ministry of Shipping issued on April 21. “We will be not levying storage charges on all containers from March 22, 2020 to May 3, 2020,” DP World”s India Gateway Terminal said in a statement here. The company, however, urged the trade fraternity to
intensify efforts to evacuate containers as soon as possible, to ensure sufficient space at the terminal to maintain productivity levels and continued handling of vessels. In view of the arising situation due to the COVID-19 pandemic, the Ministry of Shipping on April 21 announced relief measures to rebuild the logistic chain which is going through an unusual and massive shock from the disruptions on supply side as well as the demand side, they said. The decision brings great relief to the trade fraternity of Cochin Port, members of trade community said.
Around 19,000 containers to be ‘evacuated’ from two major ports in Chennai CHENNAI: The two major ports in Chennai have successfully evacuated most of the imported containers from their terminals via road and rakes post the COVID-19 lockdown. “Currently, Chennai Port Trust (ChPT) has 11,000 containers for transshipment and they are being evacuated on a regular basis,” said P. Raveendran, chairman, ChPT. “As inventories are at manageable levels, we don’t foresee traffic or container congestion in our port,” he said. Asserting Stating that more than 40,000 containers were lying in various container freight stations (CFSs), he said ports in Chennai cannot be blamed for it as these imported containers were already cleared for onward movement. The imported containers were lying in various CFSs for want of truck drivers, permission to move around and closure of companies, among other issues.
Since the lockdown, about 1,500 containers were being evacuated on a daily basis from ChPT through road and rakes. Prior to the lockdown, the port handled about 3,000 containers a day. Meanwhile, Kamarajar Port Ltd. (KPL) has close to 8,000 containers for evacuation. “The containers will be moved by road and some by rakes, We are also planning to bring in one more rake to move the containers to hinterland in Whitefield” said Sunil Paliwal, CMD, KPL. With regard to car exports, ChPT has about 2,000 cars belonging to Hyundai Motor and Kia Motors parked in its yard, Mr. Raveendran said they would be shipped on April 30 to Namibia. The inventory of cars meant for exports had come down by 50% in the last one month. About 800 cars, meant for export, are stuck in the parking yard of KPL for exports. The next RoRo vessel is expected to berth on May 6, Mr. Paliwal said.
Nearly 70% Highway projects resume after partial lifting of lockdown NEW DELHI: Work on about 70 per cent highway projects underway has resumed since 20th April onwards with the Government allowing partial lifting of the lock down for certain sectors amid the fight to contain the Covid-19 outbreak. Permissions to resume construction have not come in for the Delhi- National Capital Region (NCR) as it remains among cities with the highest number of positive cases, an official said. As the ministry of home affairs (MHA) made way for lifting curbs on certain sectors to get economic activity restarted, construction activity is still crawling, though it has started across
various districts. “There are different issues cropping up at different project sites,” a second official from the National Highways Authority of India (NHAI), said recently. Inter-state movement of new, additional labour is an issue where more labourers are needed, while at some project sites they are anticipating a shortage in inventory and raw materials, the official said. “In the next fifteen days or so, if the situation gets better, they should have the inventory in place,” the official added.
India's forex reserves up by $3.09 billion to $479.57 billion Mumbai - The Country's foreign exchange reserves surged by $3.09 billion to $479.57 billion in the week to April 17, due to an increase in foreign currency assets, according to the latest data from the Reserve Bank of India. In the previous week, the reserves had increased by $1.81 billion to $476.47 billion. The reserves had touched a life-time high of $487.23 billion in the week to March 6, after it rose by $5.69 billion. During 2020-21, the country's foreign exchange reserves had risen by almost
$62 billion. In the reporting week ended April 17, foreign currency assets (FCA), a major component of the overall reserves, rose $1.55 billion to $441.88 billion. The gold reserves increased $1.54 billion to $32.68 billion in the reporting week, the RBI data showed. Special drawing rights with the International Monetary Fund (IMF) were up by $3 million to $1.43 billion. The country's reserve position with the IMF remained stable at $3.58 billion during the reporting, the data showed.
