cargo-partner starts weekly-twice Ludhiana - Europe LCL service via Slovenian Port Koper
Recent addition is the service from Ludhiana via Nhava Sheva and Koper to Europe AUSTRIA : The international logistics firm cargo-partner has started a new weekly-twice less-than-container-load (LCL) service from Ludhiana via Nhava Sheva and Slovenian Port of Koper in the Mediterranean to Europe. This is in addition to weekly or more frequent LCL services from Delhi, Ahmedabad, Bangalore and Mumbai.
Goods coming from these regions are consolidated in Nhava Sheva and shipped directly to Koper. From there, cargopartner handles transport to the container freight station in Ljubljana, capital of Slovenia, as well as further distribution to numerous countries in Central and South-eastern Europe. CIRCULAR NO. 38/2020-CUSTOMS Sub.: Guidelines regarding implementation of section 28DA of the Customs Act, 1962 and CAROTAR, 2020 in respect of Rules of Origin under Trade Agreements (FTA/PTA/CECA/CEPA) and verification of Certificates of Origin- reg. Reference is drawn to Chapter VAA and section 28DA of the Customs Act, 1962, which has been inserted vide clause 110 of Finance Act, 2020, and to Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020 (hereafter referred to as the CAROTAR, 2020) issued vide Notification No. 81/2020-Customs (N.T.) dated 21st August, 2020. 1.1 The aforementioned section and rules aim to supplement the operational certification procedures related to implementation of the Rules of Origin, as prescribed under the respective trade agreements (FTA/PTA/CECA/ CEPA) and notified under the customs notifications issued in terms of section 5 of the Customs Tariff Act, 1975 for each agreement. 1.2 The CAROTAR 2020 shall come into force on 21st September, 2020, to provide sufficient time for transition and to ensure that the prescribed conditions in terms of rule 4 are compiled with. Necessary modifications in bill of entry format are being made to allow declaration in terms of rule 3(a) and 3(d) of CAROTAR, 2020. 1.3 This circular aims to provide procedure for sending verification request to the Verification Authorities in exporting countries in terms of trade agreements, section 28DA and CAROTAR, 2020, and further guidelines for implementation of aforementioned section and rules. 2. The CAROTAR, 2020 and Rules of Origin notified for a trade agreement in terms of sub-section (1) of section 5 of the Customs Tariff Act, 1975, broadly provide the following grounds for verification: a) In case of a doubt regarding the genuineness of the Certificate of Origin (CoO) such as any deficiency in the format of the certificate or mismatch of signatures or seal when compared with specimens on record. b) In case of a doubt on the accuracy of information regarding origin, i.e. where a doubt arises on whether the product qualifies as an originating good under the relevant Rules of Origin. In other words, these are cases where there is a reasonable belief that a product is not grown or not produced/manufactured in a particular country or required value addition/change in CTH/PSR etc., as the case may be, has not been achieved for the goods to qualify as originating. c) Verification could also be undertaken on random basis as a measure of due diligence. For this purpose, factors such as the quantum of duty being foregone, the nature of goods vis-à -vis the country of origin, commodities that are prone to mis-declaration of country of origin, compliance record of the importer etc., may be given regard while selecting Certificates of Origin for random verification. 3. The Rules of Origin, by virtue of which a good attains origin of a country, have evolved with subsequent reviews of trade agreements. Most trade agreements have moved from single general rule to specific rule for most of the tariff lines, with inclusion of vast array of processes which can confer origin. Section 28DA makes it incumbent upon an importer to possess sufficient information as regards the manner in which country of origin criteria, including the regional value content and product specific criteria, specified in the Rules of Origin in the trade agreement, are satisfied. For this purpose, CAROTAR, 2020 has provided a form, containing list of basic minimum information which an importer is required to obtain while importing goods under claim of preferential rate of duty. Therefore, in case there is a doubt with regard to origin of goods, information should be first called upon from the importer of the goods, in terms of rule 5 read with rule 4 of CAROTAR, 2020, before initiating verification with the partner country in terms of rule 6. 3.1 Section 28DA of the Act further states that mere submission of a certificate of origin shall not absolve the importer of the responsibility to exercise reasonable care to the accuracy and truthfulness of the information supplied. In case an importer fails to provide information in terms of section 28DA(1) (iii) of the Act and as prescribed under CAROTAR, 2020, or does not exercise reasonable care to ensure the accuracy and truthfulness of the information furnished, this fact should be informed to Risk Management Centre of Customs (RMCC) through written communication for the purposes of enabling compulsory verification of assessment of all subsequent import consignments in terms of rule 8(1) of CAROTAR, 2020. However, the compulsory verification of assessment should be discontinued once the importer demonstrates that he has established adequate system of controls to exercise reasonable care as required under the Act. 4. Verification request should be forwarded to the Board based upon following standard operating procedures: (i) In case several certificates pertaining to identical item are under review or scrutiny, only representative certificates should be forwarded to the Board to cause verification along with list of all CoOs to which the field formation aims to apply the result of such verification. Representative CoOs may be selected in such a manner to ensure that they cover each of the exporters, importers and the prescribed originating criteria. For instance, if there are several CoOs issued to a single exporter, but originating criteria are different, then CoOs covering each of the originating criteria may be considered to be forwarded for verification, with specific queries. Gujarat Government to
restart ship-breaking yard at Sachana GANDHINAGAR: The Gujarat Government has decided to restart the state’s second ship-breaking yard at Sachana in Jamnagar district after having resolved issues pertaining to its environmental clearances, an official said. As per a release issued by the state Government, the ship-breaking yard in Sachana will be modelled on the one in Alang, which is the world’s largest ship-breaking yard. The yard in Sachana was shut in 2012 following a dispute on whether a portion of it falls under the marine national park or Gujarat Maritime Board (GMB). The decision to restart the ship-breaking yard comes after a high-power committee appointed on the direction of the Gujarat High Court gave its recommendations, the release said. Following hearings in the matter, the panel had decided that the disputed land was outside the marine national park, it was stated.

CIRCULAR NO. 38/2020-CUSTOMS (ii) The verification proposal should be complete, keeping in mind all components of the prescribed format of CoO and all relevant aspects of the Rules of Origin, in order to avoid multiple queries to the Verification Authority/exporting country. For instance, in case a CoO has been issued retrospectively, it needs to be seen whether there are provisions in the Rules of Origin to issue retroactive CoO and whether reasons for retroactive issuance need to be provided by the Verification Authority. Similarly, should the proper officer feel the need to verify documents to establish compliance of ‘direct consignment’ or third-party invoicing, if provided for in the Rules of Origin, then the same should be included in the verification proposal. (iii) Requests for verification must be sent to the Board with the approval of the jurisdictional Principal Commissioner/Commissioner. The reference for verification must contain legible copies of the Certificate of Origin, invoice and the Bill of Lading/Airway Bill. The request should also contain the information listed in the Annex. (iv) Where verification is being considered for goods not cleared or cleared provisionally on grounds of verification of origin, such requests should be communicated immediately to the Board in case requests are in terms of rule 6(1)(a) or 6(1)(c) of CROTAR 2020; and within 10 days from the date of receipt of requisite information and documents from the importer in case the request is being considered in terms of rule 6(1)(b). (v) Mechanism should be devised to monitor the requests which have been forwarded for verification, with special focus on cases where the timeline for response from the Verification Authorities is about to expire. 5. For ascertaining correctness of a claim of preferential rate of duty under a trade agreement, information may be sought from the importer during the course of customs clearance or thereafter (e.g. during subsequent investigations or post-clearance audit). Likewise, a verification request may be made to an exporting country during the course of customs clearance of imported goods or thereafter. While the Act provides that information may be sought within a period of five years from the date of claim of preferential rate of duty by the importer, this time limit is subject to any other time limit as may be specified for this purpose under the trade agreement. 6. The Rules of Origin under various trade agreements lay down the format of the certificate of origin, the period of validity, manner of obtaining the certificate and the procedure for verification of origin. One of the usual conditions for accepting the certificate is that it should be signed by the authorized signatories whose name, signature and seal have been communicated by the partner country through agreed channels. At present, the signatures and seals are received by the Board, either directly from the government of the partner country or through the Department of Commerce. 6.1 The Directorate General of Systems has built an online repository on ICES for storing the signatures/seals to facilitate comparison by the assessing officers. DRI has been tasked with uploading the data in the database. 6.2 For the benefit of non-EDI customs locations, copies of specimen signatures and seals will be circulated by DRI. For other locations, the ICES online repository may be utilized. 6.3 In case the specimen seal/signature is not available in the ICES online repository, the issue may be referred to the Board for verification. 7. In terms of rule 6(5) of CAROTAR, 2020, Board has designated Director (ICD), CBIC as the nodal point for taking up verification of origin with partner countries. Email: ftaroo-cbic@gov.in 7.1 To help reduce time taken in communication of requests for verification of preferential country of Origin, it is advised to email all verification related correspondence to Board on ftaroo-cbic@gov.in. It may be noted that request through nic/icegate email ids will only be accepted. Such emails should include signed copy of the office letter and legible scanned copies of all relevant documents. 7.2 Where the information requested in terms of rule 6 is received, the proper officer should within the prescribed timelines either restore preferential claim or issue notice for denying the claim in terms of section 28DA, read with section 28 of the Act where required, in order to conclude the verification. 7.3 Where a claim for preferential rate of duty is denied, the CoO should be forwarded to the nodal point in the Board for record and onward communication to the exporting country, where required. 8. It is requested to conduct frequent training sessions in the zones to familiarize the officers with provisions of Rules of Origin prescribed under various trade agreements. Verification may also be sought based on data analysis, keeping in mind any change in import trend of a commodity, exporter, importer or any amendments to duty rates. Attention may also be drawn to the fact that where originating criteria claimed is as per product specific rules (PSRs), the HSN (harmonised system of nomenclature) version prescribed in the trade agreement shall apply. The preferential tariff treatment should be extended only in terms of the extant notification. For instance, provision for issuance of Back-to-Back CoO is presently available only under ASEAN-India FTA, and hence Back-to-Back CoO should not be accepted for goods imported under any other trade agreement. 8.1 It is also requested to share policy related feedback with the Board, through International Customs Division, to help analyse provisions of trade agreements which may require policy review. 9. Instruction no. 31/2016 – Customs dated 12.09.2016 stands superseded with the issue of this Circular. 10. Suitable Standing Order may be issued. Difficulties faced, if any, in implementation of this circular, may be immediately brought to the notice of the Board. Emerging trends in the Logistics industry due to Covid-19 pandemic : IFC WA S H I N G T O N : C O V I D - 1 9 pandemic has caused direct or indirect effects on every industry. Many grappled their way through the lockdown and unlocking phases. Perhaps, the case before and postCOVID-19 has declared a pandemic was different globally. Logistic enterprises impacting movement, storage and flow of goods have been directly impacted by the pandemic. As a critical part of supply chain, disruptions in operations will impact competitiveness, economic growth and job creation alongside facilitating trade and commerce. Thirty per cent of the product cost is held by the last mile hence optimizing it is necessary. Deliveries have become safe for agents and customers by creating contactless last-mile delivery arrangements post lockdown phases. Sheltered, easy, contactless deliveries and pickups are preferred by many regions globally through utilizing lockers and other storages. Drones have become popular as a source to deliver but are dependent on adaptability and domestic laws. As B2B suffered and came to a halt, B2C emerged as winners during the pandemic, up surging the online
sales of commodities of daily use or costlier ones. Leading brands and small businesses to open seven days a week for the convenience of the population at large. As the demand changed, supply became heavy online as compared to retail causing the logistics market to change their techniques. An upsurge for essential living supplies as compared to consumable merchandise has been visible during COVID times. Economies have felt virtually backward as supply chains experience a shift. Luxury and leisure supply between countries will be decreased for time to come to make up for the losses incurred during the pandemic. There has been a global demand for health and FMCG supplies like hospital supplies, gloves, sanitizers, vaccinations, perishable food items, especially in financially weak economies. For buyers investing inland to create large warehouses, this is the time to reconsider the old ways. Instead of smaller and numerous warehouses and storage facilities will be required to strategically distribute and survive amongst the population if an area comes under a
lockdown situation. There will not be a high investment in the logistics sector, in fact, more in the technology segment. As the situation mellows down there will be investment opportunities to completely utilize the potential of emerging trends. “The pandemic has exposed the vulnerability of extended and complex value chains to production disruptions, particularly in the East Asia Pacific region. As a reaction, many of these supply chains may shorten or diversify through reliance on alternative partners (for example, near shoring) or intensified efforts to bring home (such as reshoring) strategic value chains. The shortening of supply chains may benefit countries with capable manufacturing sectors and beneficial exports’ policy (for example, Colombia, India, and Mexico) to partially substitute China over the medium term. There may also be a trend towards placing additional warehousing capacity or dry ports near demand centres to shorten the time to get goods to market.’’ Says the International Finance Corporation in its report on The Impact of COVID -19 on Logistics.
Global Trade to stabilise further as major economies re-open DOHA: A cautious optimism has continuously marched ahead over the last few months, as several advanced economies gradually “re-opened” their activities, hopefully leaving the peak of the pandemic shock behind. The stabilisation of the COVID-19 spread and aggressive policy stimulus produced a significant reversal of economic trends, from a rapid but deep depression to what so far appears to be a recovery to close to previous levels in the medium term. At the time of writing, a broad based stabilisation is taking place globally, igniting not only the badly hit service sector but also manufacturing, as expressed by the bounce in surveys with purchasing managers (Purchasing Managers Indices or PMIs). Several months into the tentative rebound, this analysis delves into the figures of one of the most reliable gauges of real activity, i.e., global trade. Exports of early-reporting and highly open economies of East Asia, which are a key coincident indicator of overall trade dynamics, are so far down 11% y/y in July 2020. While this represents a significant downturn, it is far off from the collapse experienced in April, when y/y exports crumbled by more than 19%. Moreover, a smoother trend-line of 3-month average y/y
figures point to the beginning of a turning point for exports, with the trend gradually moving upwards after the sharp crash. Most importantly, however, four reasons point to promising signs that the turning point in global trade will gain momentum. First, last month (July), exports of early reporting East Asian economies expanded on a month-on-month basis for the first time since January 2020. After 5 months of decline, USD export values from key Asian economies increased by 6% from June to July. Exports for Asia and Europe, in particular, have picked up substantially, suggesting a quick “re-opening” rebound. Second, transportation activity, a key leading indicator for incoming demand and exports, had also started to point to additional strength. The Dow Jones Transportation Average, an equity index comprised of airlines, tr ucking, marine transportation, railroad and delivery companies, whose performance traditionally leads exports by 3 months, are not only signalling for the beginning of a recovery but for a significant acceleration over the next few months. Third, a backlog of new orders is set to reach producers globally, after several months of supply-side
disruption and inventory drawdowns. The COVID-19 shock affected the export-intensive manufacturing sector after 19 months of steep industrial deceleration, when the manufacturing cycle was ripe to turn into expansive mode. The build-up of inventories related to preventive measures against disruption in US-China trade relations in 2018 were gradually drawn down over 2019, requiring new orders and an increase in trade flows. The pandemic did not completely wipe out the need for those new orders. Fo u r t h , t h e p a n d e m i c h a s accelerated secular or long-term consumption trends that are traditionally export-intensive, such as software, electronics and communication equipment. Working from home requirements are propping up the demand for hardware and electronics. The adoption of 5G technology and the required IT infrastructure for its proper functioning is boosting demand for the semiconductor industry. All in all, trade is so far reinforcing other positive signs of an early recovery from the global recession. Should the pandemic stabilize further and extraordinary policy support continue, activity and trade will likely accelerate even more.

Govt frames norms for enforcement of “Rules of Origin” for imports under FTAs NEW DELHI: The Government has come out with norms for the enforcement of ”r ules of origin” provisions for allowing preferential rate of customs duties on products imported under free trade agreements. The new norms have been framed with a view to checking inbound shipments of low quality products and dumping of goods by a third country routed through an FTA partner country. The Department of Revenue has notified the ”Customs (Administration o f Ru l e s o f O r i g i n u n d e r Tr a d e Agreements) Rules, 2020” which would “come into force on September 21, 2020”. These rules “shall apply to import of goods into India where the importer makes a claim of preferential rate of duty in terms of a trade agreement,” it said. The ”rules of origin” provision prescribes for the minimal processing that should happen in the FTA country so that the final manufactured product may be called originating goods in that Country. Under this provision, a country that has inked an FTA with India cannot dump goods from some third country in the Indian market by just putting a label on it. It has to undertake a prescribed value addition in that product to export to India. Rules of origin norms help contain dumping of goods. India has inked FTAs with several countries, including Japan, South Korea, Singapore, and ASEAN members. Under such agreements, two trading partners significantly reduce or eliminate import/customs duties on the maximum number of goods traded between them. According to the notification, to claim preferential rate of duty under a trade agreement, the importer or his
agent, at the time of filing bill of entry, has to make a declaration in the bill that the imported products qualify as originating goods for preferential rate of duty under that agreement; and produce certificate of origin. The claim of preferential rate of duty may be denied by the proper officer without verification if the certificate of origin is incomplete or has any alteration not authenticated by the issuing authority or the certificate is produced after its validity period has expired, it said. The importer, it said, also has to possess all relevant information related to country of origin criteria, including the regional value content and submit the same to the proper officer on request. It also said that an officer may, during the course of customs clearance or thereafter, request for verification of certificate of origin from verification authority where there is a doubt regarding genuineness or authenticity of the certificate for reasons such as mismatch of signatures or seal when compared with specimens of seals and signatures received from the exporting country. Finance Minister Nirmala Sitharaman in her Budget speech had stated that the Government would review ”rules of origin” requirements, particularly for certain sensitive items, “so as to ensure that FTAs are aligned to the conscious direction of our policy”. She had also said that it has been observed that imports under FTAs are on the rise and undue claims of FTA benefits have posed threat to the domestic industry and such imports require stringent checks. Commenting on the notification, AMRG & Associates Senior Partner Rajat Mohan said that under the Aatmanirbhar Bharat call, it was
i m p o r t a n t t o e s t a b l i s h c l e a r, transparent, and fair administration of Rules of Origin under various bilateral trade agreements signed by India with world economies. “These rules would make it clear for the businesses in India and abroad to know the exact procedures that would be adopted by the proper officer while evaluating the preferential rate of duty under trade agreements and the process for verification of certificate of origin,” he said. He added that these rules would make it practically impossible for importers to use the preferential rate of duty in case goods are not imported from the target countries under the said trade agreement. “Rules of Origin are the criteria needed to determine the national origin of a product. Countries which offer zero or reduced duty access to imports from certain trade partners often apply a set of preferential r ules of origin to determine the eligibility of products to receive preferential access. “The role of preferential rules of origin is to ensure that only goods originating in participating countries enjoy tariff or other preferences,” Mohan explained. He also said that as per the notification, origin related information like country of origin criteria, regional value content and product specific criteria etc. must be possessed by the importer. EY Tax Partner Abhishek Jain said that the regulations have been framed to check the wrong practice of availing concessional customs duty by routing exports to India through preferential trade countries. “However, practically it may be very difficult for genuine importers to comply with these requirements to avail the benefits,” Jain said.
Govt expects Rs 65,000 crore investment in over 200 Economic Zones NEW DELHI: The Government has prepared a plan to attract investment of nearly Rs 65,000 crore in more than 200 economic zones in the next five years, according to a proposal made under the National Master Plan for providing multi-modal connectivity to various economic zones. The Road, Railways, Shipping and Civil Aviation Ministries have prepared a detailed connectivity roadmap for these economic zones such as food and agro zones, fishing and defence clusters, electronic, textile and pharmaceutical parks. Prime Minister Narendra Modi had earlier held a review meeting on the preparation of the Master Plan and tweeted that the move will boost productivity, infrastructure, economic progress and opportunities for youngsters.
S o u r c e s s a i d s e v e n Infrastructure Ministries and seven others joined hands to prepare the National Master Plan with the view to align efforts of each ministry or department with a national perspective. The plan also aims to ensure that all missing gaps are removed for seamless movement of people, goods and services within a given time frame so far as connectivity is concerned. Understand that three big industrial areas at Krishnapatnam in Andhra Pradesh, Tumkur in Karnataka and Dadri in Uttar Pradesh have been identified under this plan as well. The Government has identified the industries that would come up at these three big industrial areas and these include food products, textiles, electronics, automobiles,
pharmaceuticals, chemicals and cold storage. “The main objective of preparing the Master Plan is to guide departments and ministries while they are planning individual projects. This will also ensure aligning the funding of projects by ministries as per the Master Plan. The logistics department will coordinate with the respective ministries to make the plan better,” said a source. Sources said to improve connectivity, the road transport ministry has said construction of more highways including economic corridors would cater to the needs for economic zones while Indian Railways has planned to increase cargo handling by at least 33% by 2024, which will ensure faster movement of raw and finished material and would also reduce logistics cost.

Piyush Goyal directs DFCCIL to speed up DFC project Dedicated Freight Corridors (DFC) is one of the largest rail infrastructure projects spanning a (total length of 3360 route km) undertaken by the Government of India. Cont’d. from Pg. 3
Shri Goyal directed the DFCCIL management team to necessary steps to speed up the project to compensate the loss of time due to lockdown during COVID. He also advised the officials to identify the most challenging area and come up with solution in a mission mode. He suggested that involving young fresh minds to suggest best solutions may be encouraged. During the meeting, it was decided that strict monitoring of work of all contractors to be done. Resolution of all issues, including coordination with the States to be done on a Mission mode. Innovative mechanisms to constantly monitor the weekly progress of the
project to be evolved. Dedicated Freight Corridors (DFC) is one of the largest rail infrastructure p r o j e c t s undertaken by the Government of India. The overall cost is pegged at Rs 81,459 crores. DFCCIL has been set up as a special purpose vehicle to undertake planning, development, mobilization of financial resources, construction, maintenance and operation of Dedicated Freight
Corridors. In the first phase the organisation is constr ucting the Western DFC (1504 Route km) and Eastern DFC (1856 route km) spanning a total length of 3360 route km.
Port sector witnesses early signs of recovery, although sustainability remains to be seen: ICRA • The cargo decline rate at Major and Non Major ports witnessed deceleration in July, after witnessing strong decline in Q1 Fy2021. • Non Major ports witnessed sharper improvement with only 4% Y-o-Y decline, compared to 13% Y-o-Y decline for Major Ports. However, in the month of July 2020, the rate of cargo decline decelerated with Major Ports witnessing Y-o-Y decline of 13% and Non Major ports witnessing sharper improvement with decline of just 4%. As per Ratings agency ICRA, the FY2021 outlook for the Port sector remains negative and although, there are early signs of recovery as witnessed by trends in July, the sustainability remains to be seen. Regarding the developments, Mr. Sai Krishna, Assistant Vice President and Associate-Head, ICRA Ratings added: “The contraction in Port cargo was driven by sharp fall in POL and coal volumes, due to decline in domestic demand and economic activity, while container segment was also impacted by
subdued exim trade. With the easing of containment measures and improved demand for petroleum products and power, the POL and coal segment should witness recovery. However, the recovery in segments like containers may be more prolonged due to dependence on both domestic economic activity and global demand trends. ICRA reiterates its expectation that while general cargo throughput may witness ~6-8% contraction for full year 2020-21, the container segment may witness a decline of 12-15% during the same period.” ICRA also notes that while some of the measures announced by the Ministry of Shipping (MOS), in the wake of Covid-19 pandemic to support various stakeholders, should help the liquidity profile of entities like PPP terminals
operating at Major Ports during the period of lockdown, however sustained slowdown in cargo volumes will put pressure on their liquidity profile. Commenting on the credit outlook, Mr. K. Ravichandran, Senior VP and Group Head, ICRA Ratings, mentioned: “The credit profile of port sector players, especially the companies which have incurred large debt funded capex or have commenced operations recently, is likely to remain under pressure in the near to medium term. However, for majority of ICRA rated entities in the port sector, the credit profile is expected to remain stable due to strong sponsors, high financial flexibility and comfortable coverage metrics enjoyed by them”.
British Ports eying up Autonomous Shipping possibilities LONDON: The B r i t i s h P o r t s Association has today launched a new initiative l o o k i n g a t t h e implications of autonomous shipping for UK ports, including a call for evidence from interested parties. Maritime Autonomous Surface Ships (MASS) involves the automation of vessel and onboard processes which could alter how ports and ships interface with each other. The BPA which represents the majority of UK port activity including 85% of the shipping movements in and out of the country, is keen to explore what the future developments of shipping will mean for the sector. As part of the initiative the BPA is creating a new Autonomous Shipping in Ports Network and today is opening a
call for evidence from the wider maritime community on what ports should consider to prepare for receiving autonomous ships in the future. This will feed into the BPA’s own MASS analysis as well as its discussion with industry partners through bodies such as the industry umbrella group Maritime UK. Commenting on the new programme Richard Ballantyne, the Chief Executive of the British Ports Association said: The prospect of seeing autonomous ships in UK ports is definitely on the horizon but there will be much to do to prepare ourselves. This includes the consideration for port and marine operations, regulatory frameworks, infrastructure and receptions facilities, land to vessel communications and vessel safety.
Although we are at the early stages, a lot of work is taking place across the maritime community. Many UK ports are now starting to ask what they should be considering as they develop their ports and recr uit the next generation. This will be an ongoing initiative for the BPA but initially we are inviting evidence from a cross section of maritime sector organisations. This will be in relation to issues that they see specific in to ports and harbours moving forward into autonomous maritime operations. It will also help us to support and participate in various government initiatives in the UK such as Maritime 2050, the work of the Maritime Skills Commission and other innovation, sustainability and infrastr ucture projects.

Historic Trial run on Indo-Bangladesh IW route starts in Sept AGARTALA: The trial run in the Sonamura-Daudkandi inland waterways protocol route is scheduled for the first week of September, Chief Minister of Tripura Shri Biplab Kumar Deb informed recently. The Bangladesh Inland Water Tr a n s p o r t A u t h o r i t y h a s g i v e n permission for the trial run of the voyage from Daundkandi (Cumilla) to Sonamura via river Gomti. The river was chosen for having sufficient water for movement of boats and small ships. “Historical moment of Tripura! Trial Run of Ship is to be conducted in first week of September. Water Transport Authority has given permission for trial run of voyage from Daundkandi (Cumilla) to Sonamura via river Gomti,” tweeted the Chief Minister. During the trial run, 50 MT cement will be transported in a barge from Dhaka to Sonamura. This is the first time any kind of goods will be reaching Tripura by ship, said the CM. He also expressed his gratitude towards Prime Minister Narendra Modi, Shipping Minister Mansukh Mandavia and Bangladesh government for their cooperation. The Sonamura-Daudkandi route was included in the Indo-Bangladesh
Protocol (IBP) routes that was signed by both High Commissioner of India in Bangladesh Riva Ganguly Das and shipping secretary of Bangladesh Mohammad Mezbah Uddin Chowdhury at Dhaka this May. According to a survey conducted by the Bangladesh authorities, 89.5 kilometres out of 90 kms of the Sonamura-Daudkandi protocol route falls in Bangladesh and 500 metres in India. Earlier last month, a floating jetty on Gomati river was launched as part of the Indo-Bangladesh international inland waterways project.
Rules of origin rejig may raise compliance burden for Indian businesses NEW DELHI: Indian businesses depending on imports under free trade agreements (FTAs) will now closely look into their supplier ’s manufacturing process and ensure that minimum threshold value addition is met as the country unveils new framework for rules of origin. “Trade will need to look at tariff shift and value addition, the two key elements of FTA, which are technical in nature, critically going forward to avail the benefit,” said Rahul Shukla, executive director-indirect tax at PwC.
All exporters may not have elaborate procedures and standard operating procedures to seek confirmations from their supplier, he added, which may lead to increased compliance burden. India has notified new rules of origin that aim to provide more teeth to revenue authorities to check misuse of trade agreements to route third country goods. India is reviewing its FTA strategy to prevent their abuse. Experts say the modified rules are set to increase dependence of importers on the suppliers.“These rules will
increase dependence on exporter who may not share manufacturing or value addition details to keep commercial information confidential,” said Harpreet Singh, partner-indirect tax at KPMG India. “Genuine importers may face difficult interpretation given that the onus to prove the country of origin is on the importer and elaborate documentation may be required in case processing/value addition on the product happens in multiple countries,” said Bipin Sapra, partner-indirect tax at EY India.

Cargogulf announces New Arabian Gulf – Asia (AGA) Service DUBAI: Global NVOCC (NonVessel Operating Common Carrier) CargoGulf is launching a new container liner service between the Arabian Gulf and southeast Asia. It has appointed Thailand-based LG Container Lines as its southeast Asian partner on the new Arabian Gulf – Asia (AGA) service. The alliance combines CargoGulf ’s muscle in the Middle East with the strength of LG Container Lines in South East Asia. LG also operates liner services to the Indian Subcontinent. CargoGulf is represented by Global Liner Agent GAC across the Arabian Gulf. The service, which commences on 7th September, will see fixed weekly sailings between South East Asia and the Arabian Gulf. It links the ports of Singapore, Port Klang (Malaysia), Bangkok / Laem Chabang (Thailand), Jakarta (Indonesia) with all major ports in the Arabian Gulf. The service has direct calls in Jebel Ali (United Arab Emirates),
Dammam (Saudi Arabia), and Hamad (Qatar). Other Gulf ports are serviced via Jebel Ali. This new dedicated service complements CargoGulf ’s existing trades of Europe - Arabian Gulf, and Arabian Gulf Indian Subcontinent. Hans-Henrik Nielsen, CargoGulf ’s Global Development Director says: “Not only does this represent a wonderful service addition for our clients, it also allows us to manage our container fleet even more effectively and reduce the shore to sea ratio down to very efficient levels.” “We are always on the lookout for new opportunities and port hubs to serve new trades more efficiently. Reefer Shipping to outpace Dry Cargo trade despite Container shortages LONDON: Growth in seaborne perishable cargo slowed in 2019 but is forecast to better weather the COVID-19 induced economic storm than the dry cargo trade given the broader resilience of the food supply chain. Meanwhile, availability of refrigerated container equipment is forecast to tighten as buoyant trade and continued modal shift boost expansion in reefer cargo carried by containerships, according to Drewry’s latest Reefer Shipping Annual Review and Forecast 2020/21 report. Worldwide seaborne reefer trade recorded growth of just 1.7% in 2019 to 130.5 million tonnes, its weakest rate of growth since 2015. Traffic growth was held back due to lower shipments of both deciduous and citrus fruits on the back of extreme weather conditions in Europe and drought in South Africa and Chile, though aided by soaring pork traffic into China following the outbreak of African swine fever. Drewry forecasts that seaborne reefer traffic will reach 156 tonnes by 2024, representing average annual expansion of 3.7% which is faster than the anticipated growth in the wider dry cargo trade. “Drewry expects the reefer trade to be more recession proof against the economic impacts of COVID-19,” said Drewry’s Head of Reefer Shipping Research Philip Gray. “And near term, it will continue to benefit from African swine fever induced protein demand into Asia. The continuing trade standoff between the US and China remains a threat to transpacific trade, but could provide opportunities on other routes through trade substitution, such as East Coast South America to Asia.” Meanwhile, reefer traffic continues to shift from the dwindling specialised vessel mode to fully cellular containerships. Drewry estimates that the former’s share slumped to 13% in 2019 and is projected to diminish further to just 8% by 2024, due to an ageing fleet and limited investment in newbuilds. Bananas and fish are the biggest commodities carried in specialised reefer ships and their largest trade route is West Coast of South America to Europe thanks to the
dominance of the banana trade out of Ecuador. By contrast, buoyant trade growth and modal shift have enabled reefer container cargo growth to fast outstrip that of the wider container shipping market. As a consequence, the volume of reefer cargo carried by the world’s fleet of containerships expanded 3.4% in 2019 to 5.3 million feu. CBIC issue notification to set up ICT at Nashik Airport NASHIK: The Centre has decided to set up an international courier terminal (ICT) at Hindustan Aeronautics Ltd (HAL) managed Nashik airport. The Central Board of Indirect Taxes and Customs (CBIC) has issued the notification recently to set up the ICT at Nashik airport, which would be the second one in the state after Mumbai. The ICT facility will be set up at Halcon Cargo Complex jointly operated by HAL and
Container Corporation of India Ltd (Concor). ICT at Halcon will enable courier clearance facility for incoming and outgoing international courier shipments, including documents, e-commerce, industrial, pharmaceutical products, samples. Halcon, a business venture between HAL and Concor, is involved in facilitating export of various products from Nashik to other countries by sea and air.

RIYADH: H.E. Eng. Abdulrahman Al-Fadhli, Minister of Environment, Water and Agriculture sponsored the inauguration ceremony of National Grain Company, a strategic partnership between the Saudi Agricultural and Livestock Investment Company (SALIC) and the National Shipping Company of Saudi Arabia (Bahri). With an estimated total cost of SAR 412 million in Phase One, the project aims at meeting the future demand for major grains in the Kingdom of Saudi Arabia. The new company’s inauguration and name announcement ceremony was held at the headquarters of the Ministry of Environment, Water and Agriculture, under the patronage of H.E. Eng. Abdulrahman Al-Fadhli, Minister of Environment, Water and Agriculture and Chairman of SALIC, and in the presence of Eng. Ahmed AlFaris, Governor of the Saudi Grains Organization (SAGO), Mohammed Al-Sarhan, Chairman of Bahri, Eng. Sulaiman Al-Rumaih, CEO of SALIC, and Abdullah Aldubaikhi, CEO of Bahri. This partnership aims to oversee the trade, handling, and storage of grains between its sources in all regions of the Black Sea, Europe, South America, and the Red Sea region, contributing to the process of import, transportation, distribution, and storage. The project will start with a capacity of about 3 million tons per year by the year 2022, to gradually increase to 5 million tons per year. This project also reflects SALIC’s strategic objectives to achieve more than 50% of the import coverage rate for all commodities identified as strategic goods, in line with the Kingdom’s food security strategy.” Mohammed Al-Sarhan, Chairman of Bahri, said: “Our work at Bahri balances demand and supply, harnessing big data to efficiently manage and streamline our fleet operations. The Yanbu Commercial Port, overlooking the Red Sea, was chosen as the strategic location following a lease agreement between SALIC and the Saudi Ports Authority (MAWANI), reflecting the Kingdom’s objectives to maintain water security and limit the cultivation of fodder that consumes water in large quantities.” The Yanbu Commercial Port is the perfect maritime gateway for a grain handling terminal of this size and capacity, as most imported grains come from countries along the Black Sea, South America, and parts of North America. New shipments coming from Australia to the Red Sea will also find the terminal beneficial, thanks to its modern offloading, handling, and storage technologies.
India imposes anti-dumping duty on phosphoric acid from Korea for five years NEW DELHI: India on Friday imposed anti-dumping duty on phosphoric acid from Korea for five years with a view to guard domestic manufacturers from cheap imports. The duty was imposed after the Commerce Ministry's investigation arm Directorate General of Trade Remedies (DGTR) concluded in its probe that continued dumping of 'Phosphoric Acid of all grades and concentrations (excluding Agriculture or Fertilizer grade)' from Korea was impacting domestic industry.
"The anti-dumping duty (USD 137 per metric tonne) imposed under this notification shall be effective for a period of five years (unless revoked, superseded or amended earlier) from the date of publication of this notification...and shall be paid in Indian currency," the Department of Revenue said in a notification. In international trade parlance, dumping happens when a country or a firm exports an item at a price lower than the price of that product in its domestic market.
