G R V Prasada Rao appointed as Traffic Manager of Deendayal Port Trust

GANDHIDHAM: Shri Govada R a j e n d r a Va r a P r a s a d a R a o assumed the charge of post of Traffic Manager of DPT on 15th April, 2021. Before joining Deendayal Port Trust, he was Sr.Dy. Traffic Manager of Visakhapatnam Port Trust. Shri Prasada Rao did PG Degree in Industrial Relations and Personnel Management and BL from Andhra Shri GRV Prasada Rao University. He started his professional career in the Port Sector in the year 1993 as Personnel Officer (Class-I) in the Dock Labour Board of Visakhapatnam Port Trust and put in more than 27 years of service in various capacities so far. Shri Prasada Rao has wide knowledge and exposure in the areas of Cargo Handling Operations, Administration, IR/HRM and labour welfare. His vast experience and expertise in Port Sector will be highly gainful to DPT.

Govt mulls Road-Trains to revolutionize transportation & reduce logistic cost NEW DELHI: To revolutionize the transport of goods and reduce the overall logistic costs, the Automotive Industry Standards Committee has amended its AIS-113 Standard to include the safety requirements of Road-Trains and has hosted the draft on Ministry of Road Transport & Cont’d. Pg. 4 Highway’s website.

NEC, UN-Habitat and Peace Winds Japan provide thermography camera in Kenya to prevent the spread of COVID-19 MUMBAI: NEC Corporation (NEC; TSE: 6701) has announced a collaboration between NEC XON, the United Nations Human Settlements Programme (UN-Habitat), the United Nations programme that promotes better quality of life for all through sustainable urbanization, and Peace Winds Japan (PWJ), an NGO that provides emergency humanitarian assistance, reconstruction and development assistance. Together, the organizations are providing a thermography camera in the Kalobeyei Integrated Settlement in Turkana County, Kenya, as part of efforts to prevent the spread of COVID19. The camera is used to measure the surface body temperature of refugees and local residents living in the district and to detect persons with elevated body temperatures, thereby helping to prevent the spread of infectious diseases, such as COVID-19. Through the provision of this camera, NEC will contribute to the achievement of Goal 3 of the United Nations’ Sustainable Development Goals (SDGs), to "Ensure healthy lives and promote well-being for all at all ages." In northern Kenya, refugees have continued to flow in from neighboring countries, including South Sudan, for approximately thirty years, and it is difficult to predict if and when they will be able to return safely. In response to this situation, UN-Habitat, with the support of the Government of Japan since 2016, has been working with the United Nations High Commissioner for Refugees (UNHCR) and the Turkana County Government to develop the Kalobeyei Settlement, with a population of approximately 35,000 registered refugees and asylum-seekers. This settlement aims to become a sustainable residential area that promotes the economic independence of refugees and the social integration of refugees with local residents, rather than a conventional refugee camp that focuses only on refugees. Moreover, the PWJ is working in collaboration with United Nations agencies, such as UN-Habitat, to improve the living environment by constructing and repairing temporary housing, permanent housing, and sanitary facilities such as toilets.

Engineers from NEC XON train UN-Habitat, PWJ, refugees and local residents in the Kalobeyei settlement Against this backdrop, the Government of Kenya banned large gatherings and closed schools in response to the spread of COVID-19. As a result, the Kalobeyei Integrated Settlement was forced to close major facilities such as community centers, which had been used for events to build relationships among refugees, local residents, and stakeholders, as well as for vocational training. Accordingly, in February 2021, with the cooperation of UNHabitat and PWJ, NEC XON installed a thermography camera in the Kalobeyei Settlement and also conducted training on how to use it in order to resume community activities and restore operations at major facilities. The camera helps to prevent the spread of infections by measuring body surface temperatures to detect those who potentially have a fever, which enables further measures to be taken if necessary. Going forward, NEC will continue to capitalize on its technologies and services in order to promote the resolution of challenging social issues. These efforts will include cooperation with UN organizations and NGOs to support the realization of safe and secure conditions throughout Africa and the rest of the world, thereby contributing to the achievement of SDGs.

OOCL reports 24% Volume growth in Q1 CY 2021 (YoY) HONG KONG: For the first quarter ended 31st March 2021, OOCL’s total volumes were 23.8% up from the same period last year. Total revenues

increased by 96.0% to US Dollars 3,018.4 million. Loadable capacity increased by 15.0%. The overall load factor was 6.2% higher than the same period in 2020. Overall average revenue per TEU increased by 58.3% compared to the first quarter of last year.

These standards shall pave the way for a breakthrough intervention for fast and efficient movement of goods along the long-distance freight corridors.

Road-Train is a motor vehicle wherein the traction is provided by the puller, which is connected to a serial combination of trailers or semi- trailers. These shall ply on select stretches to reduce congestion, save fuel and reduce noise & air-pollution.

The Automotive Industry Standards Committee has representatives from the relevant Ministries, Testing Agencies, Industry stakeholders, BIS etc. The amended standard AIS-113 (Code of Practice for Type Approval of Trailers / Semi-trailers of categories T2, T3 and T4 being towed by Motor Vehicles of categories N2 and N3) has been published for invitation of public comments, after which it shall be notified in due course.

Lift & Shift delivers Critical Equipment for IOCL Paradip HAZIRA: Lift and Shift India Pvt. Ltd, (LSPL) a leading Heavy-lift operator and P roject L ogistics company in India operating over 7 decades, have delivered another milestone by transporting safely 15 Heavy-lift & Over-Dimensional equipment from L&T Hazira for Indian Oil Corporation Ltd (IOCL), Paradip Refinery, one of prestigious projects of Government of India. Larsen & Toubro Hydrocarbon Engineering (LTHE) was the EPC company for the project and was awarded the contract for expansion of Mono Ethylene Glycol (MEG) plant and Ethylene Recovery unit (ERU) which included critical Heavy lift & ODC equipment from their yard in Hazira, Gujarat. Lift & Shift India was contracted by All Cargo Logistics Ltd for movement of 15 Heavy lift & ODC equipment from the fabrication facility in Hazira to Adani Hazira Port.

The cargo was shipped in two lots which involved Land and Marine transport using LSPL 250 class barge in 3 voyages from Larsen & Toubro Jetty to Adani Port Hazira. The Critical and Challenging equipment was transporting of the EO Reactor weighing 1200 MT and 2 Columns of 100 m length. The length of the 2 column required the RORO jetty at L&T Hazira facility to be modified and levelled to meet “zero” degree elevation against the actual jetty which is inclined and suited shorter equipment. The EO Reactor was transported on 3 side by side axles using a total 66 SPMT axles. The Barge AF 250 loaded 2 Nos 100 m columns were flagged off by Mr. Dharmendra Pradhan the Cabinet Minister for Petroleum & Natural Gas in the Government of India. Lift & Shift’s expertise team was involved in meticulous planning from beginning to optimise the road and marine movement from Larsen & Toubro fabrication facility to Hazira port which is one of the keys for successful execution of the project.

Port volumes stabilise, fresh challenges arise for Airlines : India Ratings MUMBAI: India Ratings and Research (Ind-Ra) has published the February 2021 edition of its credit news digest on India’s logistics sector. It highlights the key volume and realisation trends across three logistics sub-sectors – sea logistics (global and domestic), surface logistics (rail and road) and air logistics (passenger and freight). Port Volumes Growth Moderates, Suez Canal Blockage may have Temporary Impact: Overall volumes continued grew 2% yoy in February 2021, backed by robust growth in iron ore & containers (up 21% and 16% yoy, respectively). The overall volume declined 7% yoy in 11MFY21, much lower than earlier anticipated 12%-14%. Most of the volume decline was from major ports, with non-major ports showing resilient volume growth. During February 2021, petroleum oil and lubricants (POL) volumes fell 9% yoy, while fertiliser and thermal coal volumes declined by 21% yoy and 17% yoy, respectively. The decline in the volume was partially offset by growth of iron ore (up 21% yoy), containers (16% yoy) and other commodities (23% yoy). The 193km water way Suez Canal connecting Asia and Europe in which the container ship ‘Ever Given’ got twisted diagonally, remains important for global trade as about 12% of the world trade passes through this canal. Also, as the canal was cleared in a short time frame, Ind-Ra believes this is unlikely to create any further pressure on the shipping freight rates. Airlines Face Fresh Challenge amid Rising Covid Cases in metro

cities: As the fresh wave of COVID cases is gripping key metro cities, Ind-Ra believes challenges for the airlines sector have risen substantially. The top six metros account for a substantial proportion of the total domestic passenger traffic in the country. During January to mid-April 2021, covid cases in key metros have risen multifold. The sharp spike in cases is leading to fresh restrictions on travel, economic and business activities in the form of lockdowns or reduced market hours. Ind-Ra believes both corporate and leisure travel, which was showing the first signs of revival, could receive a strong temporary setback till active cases subside to manageable levels. The top six metros account for 52%-56% of the total domestic passenger traffic in India, with Mumbai and Pune together accounting for 12%-15% of the total passenger traffic. While the central government is unlikely to close down airline operations or impose severe restrictions, passenger enthusiasm to undertake travel will be adversely impacted. This is partly offset by continued progress on mass vaccinations with around 90 million doses (first dose: 79 million, second dose: 11 million) of the vaccine already administered by 7 April 2021. However, even after accounting for the planned ramp-up in India’s COVID vaccine production and delivery capabilities, substantial coverage is likely a few quarters away. Challenges for airlines are aggravated by a continued rise of crude oil prices with Brent crude breaching the USD63/bbl mark recently.

Note that fuel prices form around 39% of operating expenses for key airlines in India. Surface Transport: Freight Rates Rise amid Increasing Diesel Rates: Truck freight rates witnessed a healthy increase during February 2021 in line with the increase in diesel prices. Average freight rates increased by over 6% in February 2021 similar to the increase in diesel prices witnessed during the month. Diesel prices increased to about INR81.5/litre from about INR76.5/litre (an increase of 6%). E-way bill generation increased 12% yoy to 64 million in February 2021 (February 2020: 57 million) while it increased marginally by 2% mom (January 2021: 63 million). Diesel consumption declined 5% yoy in February 2021 (January 2021: down 2% yoy) though increased 7% mom in February 2021 (January 2021: down 5% mom). Railway volumes grew by 5.5% during February 2021 while it remained at a similar level on yoy basis during April 2020-February 2021. Railway volume growth moderated from the growth of 8.3% yoy in Januar y 2021 and 8.7% yoy in December 2020. The market share of rail stood at 23% in February 2021 (January 2021: 26%) for export containers while it increased substantially for import containers to 18% during February 2021 from 6% in January 2021. Better import volumes and the waiver of haulage charges for moving empty containers by Indian Railways are likely to have resulted in the market share gains for import containers.

Global supply chains are struggling to keep pace with spiking orders volumes : Tradeshift data LONDON: Business to business t r a d e activity grew by 10% in the first quarter of 2021, but a recent surge in order volumes is creating fresh challenges for suppliers after a year of intense disruption, new transaction data from Tradeshift can reveal. According to Tradeshift’s latest Index of Global Trade Health, order volumes jumped 16.9% in Q1 and one in five suppliers are concerned about their ability to keep pace with demand. The strain on supply chains is particularly acute among manufacturers. Order volumes across the sector were up by 80% year on year in March, but invoice volumes grew by just 20% over the same period. The emerging delta between orders and invoices suggests that working capital is failing to flow through to suppliers to support the sudden rampup in customer demand. In a survey of suppliers, Tradeshift found that nearly a

third of respondents had seen their cash flow position deteriorate over the past six months. Nearly half said that they’ve seen an increase in the number of late customer payments since the beginning of the year. “The pattern we’re seeing in our data suggests supply chain activity is beginning to find its level and that level is currently set at one hundred miles per hour,” said Christian Lanng, CEO, Tradeshift. “A lot of suppliers have been left beaten up by events of the past year. Now they’re being asked to run a marathon without any fuel in the tank. It’s no wonder cracks are starting to a p p e a r, p a r t i c u l a r l y i n t h e manufacturing sector.” Recent data suggests factories in the Eurozone’s manufacturing heartlands have been running at a record pace in 2021. Tradeshift’s own analysis shows that total transaction volumes across the region’s supply chains grew by 14.5% in Q1. U.S. transaction volumes, which leapt 29% in Q4, fell back into line with global

averages in Q1, rising 10.2% during the period. In the UK, transaction volumes have been running at a significant deficit since the pandemic, but there are signs that trade activity may be turning a corner. A 6% rise in transaction volumes during the first three months of 2021 brought supply chain activity up to parity with the pre-pandemic level in Q1 2020. Christian Lanng commented: “A year ago, an unprecedented event caused havoc among global supply chains. Today, an unprecedented recovery is creating further disruption. The lack of transparency in supply chains makes them extremely vulnerable to volatility. Digitalization is seen as a way of building more resilient, collaborative supply chains. But we need to take the conversation beyond simply delivering transparency for buyers and look at whether the systems we are deploying are also delivering equivalent value and support to suppliers.”

S&P forecasts 11% growth for India this scal, ags 'substantial' impact of broader lockdowns MUMBAI: S&P Global Ratings recently said the Indian economy is projected to grow at 11 per cent in the current fiscal, but flagged the "substantial" impact of broader lockdowns on the economy. In its report on Asia-Pacific Financial Institutions, S&P said the control of COVID-19 remains a key risk for the

economy. New infections have spiked in recent weeks and the country is in the middle of a second pandemic wave. "Our forecast growth of 11 per cent for India in 2021 is followed by a 6.1 per cent-6.4 per cent forecast increase for the next couple of years... Some targeted lockdowns have already been

implemented and more will likely be needed. The impact of broader lockdowns on the economy could be substantial, depending on their length and scope," it said. As per official estimates, the Indian economy contracted 8 per cent in 2020-21 fiscal, which ended March 31, 2021.

Processed food products exports rises 26.51% during April-Feb 2020-21 : Commerce Ministry NEW DELHI: Notwithstanding challenges faced by COVID19 pandemic, India’s export of processed food products has witnessed a growth of 26.51%in Rupee term during AprilFebruary (2020-21), compared to the same period during the previous year (2019-20). The total value of export of processed products was Rs. 43,798 crores during April-February 2021 as per the quick estimates. Major processed food products exported from India include pulses, processed vegetables, processed fruits and juices, groundnuts, guar gum, cereals preparations, milled products, alcoholic beverages, and oil meals. According to Dr. M. Angamuthu, Chairman, APEDA, this trend of increasing exports of processed food products is likely to continue in the next financial year (2021-22). Increase in demand of Pulses, Processed fruits and vegetables, Milled products, cereals preparations and other processed items is seen especially from Middle East, Far East, USA and UK markets. Steps taken to boost exports For boosting agricultural and processed food products exports, APEDA initiated series of measures including virtual buyer seller meet, product promotion meeting, webinars, creation of products specific export promotion forums, ensuring market access through organizing exports promotion activities, MOUs with key stakeholders, extending financial assistance for exports promotion and promotion of GI products

Virtual Buyer Seller Meet: To leverage on the opportunity arising out of COVD 19 pandemic situation, APEDA organized virtual buyer seller meets in association with Indian Missions abroad, promoting exports of APEDA mandated products. More than 25 BSMs were organized since March 2020 with Singapore, Russia, GCC Countries, Sweden & L atvia, UAE, Kuwait, Indonesia, Switzerland, Belgium, Iran, Canada, USA, Thailand, South Africa, Bhutan, Australia, Oman, Saudi Arab and Germany. The virtual buyer seller meets have generated interest among the importers and the exporters have informed that these interactions have generated trade enquiries from many countries. Product Promotion meetings & webinar: Regular interactions are organized with the trade to understand the difficulties faced at each level in supply chain of exports for taking up with the concerned organizations for resolving the issues. Meetings have been organized with the exporters, food processing industries, ICAR institutes, NPPO and state agriculture departments. Issues emerged have been taken up with the concerned agencies for early solutions Products Specic Export Promotion Forums: Products specific Export Promotion Forums (EPFs) were formed to facilitate export in association with stakeholders across the entire production and supply chain. Opening up market access & export promotion in International markets: APEDA has played an

important role in opening up of new market for agricultural products in the recent past such as Canada, China, South Korea, Taiwan, Portugal, Indonesia, Iran etc. Export promotion in International markets such as Indonesia led to increase in quota for exports. MoUs with various stakeholders for enhancing agri exports: Memorandum of Understandings (MoUs) have been signed with NCUI, NCDC, NABARD, ASCI, QCI, IIT Delhi, ICFA, SFAC and TRIFED and AFC India Ltd. for mutual cooperation to address issues emerging in the AEP in respective States. MoUs are also being signed with agricultural universities and ICARs for enhancing quality exports from the country. Agriculture and Processed Foods Export Promotion Scheme: Financial assistance under Agriculture and Processed Foods Export Promotion Scheme of APEDA for the MediumTerm Expenditure Framework was provided under Scheme for infrastructure Development, Quality Development and Market Promotion. Export promotion of GI products: APEDA has taken initiative to promote exports of products which registered with Geographical Indications (GI) certification in India by organizing Virtual Buyer Seller Meets with UAE and USA in association with the Indian mission abroad. APEDA is continuing with the initiative of conducting Virtual Buyer Seller Meets (VBSM) with potential importing Countries to popularize the GI products of major Agri commodities potential for export.

Shipping industry should do more to Digitalise operations : IMO SINGAPORE: More than 200,000 seafarers worldwide are either still stranded on ships or waiting to board them as the coronavirus pandemic rages on, said International Maritime Organisation (IMO) Secretar yGeneral Kitack Lim.

While things have got better since the start of the year, these workers, who do not have the luxury of working from home, need to be recognised as key employees and be vaccinated so they can move across borders, he added. Mr Lim said their plight should also motivate the industry to do more to digitalise operations. This will make shipping more efficient and reduce

unnecessary wait time and emissions. “Seafarers cannot work from home, unlike many of us who have seen the benefits of technology or remote work. Shipping needs digitalisation,” he said. Mr Lim was speaking virtually at the opening of the IMO-Singapore Future of Shipping Conference where 450 registered delegates discussed ways to decarbonise the industry.

PUBLIC NOTICE NO. 14/CCP/JMR/2021 Sub. : Change introduced through the Customs (Import of Goods at Concessional Rate of Duty) Amendment Rules, 2021 —regarding Kind attention of all Importers, Exporters and all other stakeholders is invited to the Customs (Import of Goods at Concessional Rate of Duty) Amendment Rules, 2021 notified vide Notification No. 09/2021-Customs (N.T.) dated 02.02.2021 issued by the CBIC, New Delhi on the above subject. 2. In this regard, reference is drawn to the Customs (Import of Goods at Concessional Rate of Duty) Amendment Rules, 2021 notified vide Notification No. 09/2021-Customs (N.T.) dated 02.02.2021 so as to make certain amendments in existing Customs (Import of Goods at Concessional Rate of Duty) Rules, 2017 (hereinafter referred to as "IGCR, rules 2017") that took effect from 2nd February, 2021 3. The aforementioned Amendment Rules have been introduced in view of the demands from the trade and industry and having regard to their changing needs as per prevalent global practices. The amendments are also an effort towards creating an enabling environment for the domestic industry to compete globally and making them selfreliant (Atma-Nirbhar). 4. The major changes brought in vide the Amendment Rules, 2021, are highlighted as below: 4.1 Job Work: Introducing Job work under the ambit of IGCR has been a persistent demand of trade. Accordingly, provisions on job work have been introduced in the Amendment Rules, 2021. 4.1.1 The mandate of the rules has now been extended to include job work of material imported under concessional rate of duty by an importer who is a manufacturer without complete manufacturing facility. The amendments take cognizance of the international best practices, such as in the electronics industry, where principal manufacturers (brand owners) completely outsource their manufacturing to the job workers. Thus, in order to promote manufacturing, the outsourcing of the entire manufacturing to a job worker has also been allowed under the IGCR Amendment Rules, 2021. Thus 100% out-sourcing for manufacture of goods on job-work basis has been permitted for the importers who do not have any manufacturing facility at all. However, sensitive sectors such as gold articles of jewellery and other precious metals or stones have been excluded from job work under the IGCR Amendment Rules, 2021 4.1.2 The procedure to be followed for allowing imported goods for job work has been detailed in the new Rule 6A. Responsibility for following the rules and procedures has been placed jointly and severally on the importer as well as the job worker. The same has been explained in clause 7 of rule 6A of the said rules. 4.1.3 In addition to the existing provisions for recovery of duty in Rule 8, penal provisions have been included in the form of Rule 8A wherein, any importer or the job worker who contravene the provisions of these rules shall be liable to a penalty as prescribed in the said rules. 4.2 Import and clearance of capital goods 4.2.1 In order to facilitate manufacturing in the country, an option has now been given to the importers to import capital goods for a specified purpose at a concessional rate of duty and after having put such capital goods to use for the said purpose, clear the same after payment of the differential duty and interest, at a depreciated value. 4.2.2 For the purpose of calculating the differential duty and interest thereon, the depreciated value of the imported capital goods shall be considered, calculated as prescribed in sub rule 3 of Rule 7. There is no upper limit fixed on the extent of depreciation in value of the imported goods. 5. Expanding of the scope of products under the IGCR Rule-2017 Currently, for importing goods at concessional rate of duty, there are a multitude of conditions prescribing various different procedures for compliance. With an intention to bring forth uniformity in the procedures for end-use based exemptions in notification No. 50/2017 - Customs, the condition of IGCR Rules is being provided for certain entries in the said notification. This is explained below 5.1.1 In the erstwhile scenario, in certain cases, the importer had to submit and undertaking to the Deputy Commissioner/ Assistant Commissioner of customs at the port of importation to the effect that he shall use the goods for the purpose specified and pay the differential duty in event of failure to comply with the same. With the prescription of the IGCR this requirement is now done away with. Accordingly, in notification 50/2017 as amended by notification 02/2021 dated 02.02.2021, in the conditions no.22, 24, 51,53 and 54, the requirement to furnish such an undertaking is now removed. Thus the importers claiming these exemptions are now mandated to follow the procedures of IGCR. 5.1.2 In the erstwhile scenario, in certain cases, after importing goods at concessional rate of duty, the importer had to furnish an end use/post compliance certificate from a Deputy or Assistant Commissioner of Central or State taxes. With the prescription of the IGCR rules, the requirement of such an end use certificate has been done away with. In addition, in cases where goods have already been imported before the prescription of these rules, the changed jurisdictional authority under IGCR, 2017 i.e. the Deputy Commissioner / Assistant Commissioner of Customs having jurisdiction over the premises where the imported goods shall be put to use for manufacture of goods or for rendering output service shall issue the end use certificate for the past period after due verification as per the rules. Accordingly, in Notification 50/2017, the conditions no.30, 38, 60 and 61 have been duly amended. 6. The Directorate General of Systems, CBIC, is in the process of automating and facilitating online submission of compliances prescribed in the rules through the ICEGATE portal, thereby obviating the need for furnishing paper based documents to the jurisdictional officer. In this regard, various forms for the intimations and permissions sought under the rules have been prescribed and the same are mentioned in para 7 below. 7. Meanwhile, in order to facilitate the trade, it is proposed to route all the intimations and other communications specified in the rules, as amended, vide e-mail to the officers overseeing the IGCR rules in the jurisdictional Commissionerate, in the forms prescribed. The details of such officers are provided in Annexure -A to this circular. The procedure to be followed is as prescribed below: 8. Procedure to be followed by an importer 8.1 In accordance with rule 4, the importer shall give the prior information of goods being imported at concessional rate of duty along with the particulars of the manufacturing to be undertaken, details of job work and final goods that are to be produced in form IGCR-I, to the jurisdictional customs officer 8.2 As per rule 5, the importer shall provide information to the jurisdictional customs officer regarding the estimated quantity and value of goods to be imported, exemption notification particulars and the port of import for a period not exceeding one year, in form IGCR-1A. The importer also submits a continuity bond, the details of which are also mentioned in IGCR-IA. He shall also give such information to the officer at the port of import, on the basis of which, the goods shall be allowed at a concessional rate of duty. Cont’d Pg. 29

Govt constitutes Jammu & Kashmir Logistic Coordination Committee JAMMU: The government recently constituted a 9-member L ogistic Coordination Committee for integrated development of the logistic sector in Jammu and Kashmir. Earlier, through a separate GAD order no 360, the Principal Secretary to the Government Industries and Commerce department Ranjan P Thakur has been appointed as the Nodal Officer for integrated development of logistic sector in the Union territory of Jammu and Kashmir. Ranjan, by virtue of his post, will also act as the chairman of the 9member Logistic Coordination Committee. As per the GAD order No 361, the government accorded sanction to the constitution of a Logistic Coordination Committee, comprising nine members for

integrated development of the logistic sector in the Union territory of Jammu and Kashmir. ITF Executive Board Statement on the situation on board the MV Ever Given MUMBAI: At their meeting on 23 April 2021, the ITF Executive Board is calling on the Egyptian authorities for the 25 seafarers on board the MV Ever Given to be repatriated at the normal conclusion of their contracts, if the ship cannot leave Egypt any time soon. The incident of the Panamanianflagged Ever Given blocking the Suez Canal has drawn worldwide attention. However, while media reports focused on the significance of the Suez Canal for global trade routes, the essential role of the seafarers on board was widely neglected. The cargo vessel has since been re-floated and is currently anchored in Great Bitter Lake, in the Suez Canal system, as Egyptian authorities and the vessel’s insurer argue over damages claims. The ship has been seized on the orders of the

Egyptian Courts, and the 25 Indian crew and their families at home are going through tremendous anxiety and stress due to the uncertainty of the situation. The formal investigation report has still not been made official. T h e I n t e r n a t i o n a l Tr a n s p o r t Workers’ Federation (ITF) and its Indian seafarer affiliates are closely monitoring the situation in order to protect the seafarers’ rights and wellbeing while the legal battle is going on, and we offer the crew our full support. A visit by the Egyptian ITF affiliates was a strong act of international solidarity and much appreciated by the stranded seafarers. Shipping has not stopped at any stage during the Covid-19 pandemic. Seafarers have been at the forefront working under extremely challenging

circumstances, and they kept global trade going through this unprecedented health and economic crises. The 25 crew on the Ever Given, together with all seafarers working tirelessly to secure our global supply chains, are entitled to fair treatment. Their passion, commitment and sacrifices has been exceptional. Seafarers should not feel their profession is unfairly associated with an event that was clearly beyond their control. Each crewmember of the Ever Given has to be able to return to their families, which is their contractual and human right. The ITF and the 18 million transport workers worldwide stand united with the seafarers of the Ever Given. It is time to acknowledge seafarers as key workers and treat them with the respect they deserve.

Commerce Ministry recommends anti-dumping duty on certain Copper items from China and 5 others countries NEW DELHI: The Commerce Ministry’s investigative arm DGTR has recommended imposition of antidumping duty on the import of certain copper products, used in electrical industry, from China, Thailand, Korea and three other countries for five years to guard domestic manufacturers from cheap imports. The Directorate General of Trade Remedies (DGTR) has recommended the duty after concluding its probe that imports of “copper and copper alloy flat

rolled products” from China, Korea, Malaysia, Nepal, Sri Lanka and Thailand were below cost and have impacted the domestic industry. “The authority accordingly recommends imposition of antidumping duty…on all imports of goods…originating in or exported from China, Korea, Malaysia, Nepal, Sri Lanka and Thailand for a period of five years,” the DGTR said in a notification. The duty suggested is in the range of U S D 4 2 pe r to nne to U S D 1 , 0 7 7

per tonne. The finance ministry takes the final call to impose these duties and issues notification for the same. “The authority is of the view that imposition of antidumping duty is necessary to offset dumping and injury,” it added. The DGTR conducted the probe following a complaint by a domestic player, Agarwal Metal Works. Copper flat rolled products are used in power distribution, electrical and electronic switchgear, automotive electronics, and radiators.

billion. The reserves had touched a lifetime high of USD 590.185 billion in the week ended January 29, 2021. Gold reserves increased by USD 34 million to USD 35.354 billion in the reporting week, as per the data. The special drawing rights (SDRs) with the

International Monetary Fund (IMF) increased by USD 6 million to USD 1.498 billion. The country's reserve position with the IMF rose by USD 23 million to USD 4.969 billion in the reporting week, according to the central bank data.

Straits Orient Lines adds Asiatic Lloyd feeder boxship to expanding eet SINGAPORE: Straits Orient Lines of Singapore has revealed the identity of the second feeder containership that it acquired back in March. The company was quoted as saying that it took delivery of Asiatic Lloyd’s 1,155-TEU Asiatic Dawn (built 2006) in Singapore recently. The vessel has been renamed SOL Stride. It may be interested in buying more ships if potentially good deals become available. The SOL Stride is the second of two that Straits Orient previously revealed it had purchased for a combined investment of $15. Its identity has not been disclosed until now. The first vessel, Vroon’s 1,702-TEU Max Kudo (built 2008), was delivered to the company in early March and renamed SOL Promise. Both ships are being managed by Providence Ship Management. Both Straits Orient and Providence are part of the Mahesh Sivaswamy-led Transworld Group Singapore. The addition of the SOL Stride gives Straits Orient a fleet of 12 directly-owned

containerships. Additional ships are chartered in or provided by route partners. Asked whether it was actively searching for more ships to buy, a company executive said it was not ruling out the possibility. “We keep looking at the opportunities as they come, and if we find any such good opportunity to acquire another vessel, we will move,” the executive said, while noting that the company was committed to growth. Straits Orient was launched in 1999 and was rebranded from Orient Express Lines in July 2020. The company operates a sizeable route network between South East Asia, the Indian subcontinent and the Middle East.

DP World reports 10% volume growth in first quarter S H A R J A H : D P Wo r l d h a n d l e d 18.9 million TEU (twenty-foot equivalent units) across its global portfolio of container terminals in the first quarter of 2021, with gross container volumes increasing by 10.2% year-on-year on a reported basis and up 9.6% on a like-for-like basis. The first quarter witnessed a strong start to the year and all three regions delivered growth, especially its terminals in India and Australia. Encouragingly, the stabilisation in Jebel Ali (UAE) continues with the terminal handling 3.5 million TEU in 1Q2021, up 2.6% year-on-year. At a consolidated level, its terminals handled 11.2 million TEU during the first quarter of 2021, increasing 8.2% on a reported basis and up 7.0% year-on-year on a like-for-like basis. Group Chairman and Chief Executive Ofcer Sultan Ahmed Bin Sulayem commented: “We are delighted with the strong start to 2021 with our portfolio delivering 10.2% volume growth in 1Q21, which is onceagain ahead of industry estimated growth of 8.9%. Port of Antwerp holds its own in Q1 despite Brexit and corona crisis Slight growth in container throughput - strong quarter for Breakbulk ANTWERP: The total throughput of Port of Antwerp remained stable at 59,1 million metric tonnes compared with the same period last year. Despite the impact of the ongoing coronavirus crisis and Brexit, all goods flows except liquid bulk recorded growth. For the coming period, it remains to be seen what the impact will be of the incident in the Suez Canal. Port of Antwerp anticipates busy terminals where possible. First quarter record equalled despite ongoing corona crisis Container throughput grew by 0.6% (metric tonnes) and 2.3% (TEUs) in Q1 2021 compared with Q1 2020, which started strongly and then saw a downturn due to the initial effects of the pandemic in March 2020. January 2021 saw a continuation of the strong performance seen in autumn 2020, although a number of operational challenges hampered the operation of the container terminals. For example, there were long delays in arrivals of container ships as a result of the coronavirus crisis. The severe cold snap in February had an additional negative impact on container handling and the effects of this continued into March. The Suez Canal incident will cause further delays to container ship calls and operational challenges throughout Q2. The breakbulk segment had its best quarter since Q2 2019. The throughput of iron and steel, the most important goods group in this segment, increased by 18.2% due to a peak in the supply of steel, which can be explained amongst others by the new import quotas that took effect on 1 April. The RoRo throughput remained stable compared to Q1 2020, both in new and used vehicles. Dry bulk throughput increased by 6.7%. Apart from growth in the throughput of non-ferrous ores and scrap, this growth was found mainly in the throughput of fertilizers (+40.7%). The throughput of fertilizers within a single quarter is unprecedented in the last decade. Liquid bulk recorded a drop of 5%, mainly due to a sharp decline in the throughput of crude oil. Derivatives saw a slight decrease (-1%) compared with Q1 2020, while chemicals saw a modest increase of 4.4%. Impact of the Suez Canal Incident As a result of the incident in the Suez Canal, Port of Antwerp expects higher levels of traffic in the terminals in the coming

weeks. Port of Antwerp is keeping its finger on the pulse with the shipping companies and the container terminals to see where space can be created for c o n t a i n e r s . Fo r example, some terminals have already decided not to allow the arrival of containers for export at the terminal until a few days before they can be loaded. We are also looking at how we can optimise storage capacity inland and make even greater use of inland navigation and rail. It is important to work closely with the entire chain to make the best possible use of the available capacity.
