Higher exports & attracting investment on Prime Minister’s radar NEW DELHI: Prime Minister Narendra Modi on Saturday, 20th June met with the Ministers and top officials from Infrastructure and Commerce Ministries, to discuss ways to boost local manufacturing and exports amid continuing tensions with China, officials familiar with the matter said. “Various presentations were made in the meeting where issues discussed were primarily around improving ease of doing business, an export-focused manufacturing policy and
how to encourage states to compete with each other to attract investment,” according to one sources. “The meeting was a continuation of the series of meetings which have been chaired by the PM in the last several days,” another Senior Government Official said. As India tries to reassess its trade ties with China, the government is reassessing ways and means to encourage substitution of goods imported from the neighbour. Cont’d. Pg. 15
Safeen Feeders & BTL announce new weekly UAE-Indian Subcontinent Gulf service from June 29 To call at Kandla, Mundra & Nhava Sheva FEEDERS ABU DHABI/SINGAPORE: Safeen Feeders, a newly established feeder services company of Abu Dhabi Ports, and Bengal Tiger Line (BTL), one of the world’s leading feeder service operators, have announced the launch of the UA E - I n d i a n S u b c o n t i n e n t G u l f S e r v i c e ( U I G ) , a new weekly ser vice connecting the UAE,
Indian Subcontinent and Middle East Gulf. The Pendulum Service is scheduled to commence on Monday, June 29, 2020 at Kandla and thereafter call Mundra & Nhava Sheva. It has the following port rotation: Khalifa Port – Jebel Ali – Karachi – Kandla –Mundra – Nhava Sheva – Khalifa Port – Jebel Ali –Bahrain – Dammam – Jubail – Khalifa Port. CBIC enables end to end paperless exports under Turant Customs NEW DELHI: Shri Ajit Kumar, Chairman, Central Board of Indirect Taxes and Customs (CBIC) has unveiled a Secure QR coded Shipping Bill that would be electronically sent to exporters after the Customs allows export. This eliminates in one stroke the requirement of the exporters having to approach the Customs officers for proof of export. This also makes the end to end Customs export process fully electronic, from the filing of the Shipping Bill to the final order to allow export. Today’s initiative in yet another step taken by CBIC for fulfilling its commitment to a Faceless, Paperless, and Contactless Customs under the umbrella of its “Turant Customs” programme. These reforms are based on enhanced use of digital technology to reduce the time and costs for the importers, exporters and other stakeholders, thereby improving India’s ranking in the World Bank’s Trading Across Borders parameter of its Doing Business Report. Milaha partners with Major Indian NGOs in their fight against COVID-19 QATAR: As part of its social commitment towards Qatar’s strategic trade partners, Milaha – Qatar’s oldest and diversified maritime & logistics conglomerate, has collaborated with Indian non-profit organizations – Akshaypatra and Goonj to provide relief to the most vulnerable and needy sections of Indian society, who have been adversely affected by the pandemic. The contributions from Milaha will be utilized primarily to provide daily meals, grocery packets, sanitary pads, masks and other essentials. Commenting on the initiatives, Milaha’s President & CEO Abdulrahman Essa Al Mannai said, “Milaha is pleased to support the efforts of its strategic trade partner – India as its government works in collaboration with Akshaya Patra, Goonj and other NGO’s to alleviate the plight of the most vulnerable sections of the society. This aligns with our commitment to enhance our community outreach programs, especially during the current circumstances, and we are already coordinating with the Indian Embassy in Doha to plan further welfare contributions. In addition, we have continued to operate direct liner services between India and Qatar despite the multitude of challenges that have cropped up due to COVID 19 and are exploring avenues for expanding our service coverage in the subcontinent”. The Akshaya Patra Foundation, founded in 2000, is based in
B a n g a l o r e , Karnataka, and is one of India’s largest non-profit organizations. Based on a public-privatepartnership model. Wi t h t h e m a n t r a : “No child shall be deprived of education due to hunger” and a mission to feed five million people by 2025, the work of the NGO continues to transform rural villagers’ lives. Founded in 1999 by Anshu Gupta, Delhi-based Goonj is one of India’s largest non-profit NGOs that works across India. It aims to enable poorer citizens to create their own solutions to the problem of building better livelihoods by creating new uses for old clothing and other materials. Goonj also provides disaster relief and rehabilitation resources, such as clothing and clean water, during natural disasters. During the current pandemic, the organization has been saving lives and bringing relief to the poorest and most vulnerable communities across the country, by supplying them with daily meals and groceries, masks, and other essentials through its Rahat COVID initiative.
APM Terminals Pipavav celebrates International Day of Yoga P I PAVAV: APM Terminals P i p a v a v celebrated the International Day of Yoga on June 21, 2020. In keeping with the current social distancing norms, it was conducted through online platform. The program highlighting the health benefits of performing Yoga, was viewed across 30 villages around the port. The online demonstration was conducted by Ms. Manju Jha, Founder, Mritunjay Yoga Institute, Raipur. The youngsters from the villages around the port were encouraged to practice yoga and explain the benefits of yoga to their family and friends. School students were engaged through online video sessions and they posted photograph of them in different asanas. The emphasis was on practicing yogic breathing exercises to calm down the body that will help in the prevention of COVID 19.
More than 1,000 people took part and were happy to learn the benefits of yoga. Volunteers were mobilised to popularise the Yoga Day celebrations keeping social distancing in mind. This year marked the fifth edition of the International Day of Yoga and it is celebrated annually on June 21st as it is the longest day of the year in the Northern Hemisphere.
Maersk Special Project Logistics Navigates COVID-19 Crisis Response WASHINGTON: Maersk Special Project Logistics (SPL) has assisted with the import of 53.3 million N95 facial masks from Asia to North America between April-May 2020. A total of 45 million N95 protective facial masks were delivered to Canadian healthcare service providers in Alberta, Canada and 8.3 million masks to a large, private healthcare provider in the USA. “This pandemic has created challenges in logistics as well as healthcare and we had to create new solutions to bring the necessary equipment to healthcare providers in NAM in record time” said Rob Townley, Head of Maersk SPL. “From the Asian factory to NAM healthcare facilities, we were able to create a direct logistics solution for this highly time sensitive material. Reliable supply chains enable hospitals to concentrate on their mission rather than on the increasingly complex logistics and manufacturing conditions surrounding PPE,” added Mr. Townley. Since the onset of the COVID-19 pandemic crisis, Maersk SPL has partnered with healthcare providers and state hospitals in the US and Canada to enable major health systems to meet critical PPE supply needs. Since April 2020, the company delivered multiple full 747-400F and Antonov-124 air charters of PPE and other pandemic-
Gelated supplies to healthcare facilities in California and to the Government of Alberta, Canada using a factory-to-hospital direct model. This delivery is likely to be followed by further air charters on behalf of the Canadian government and major healthcare providers in the United States in the weeks ahead. Maersk SPL is also A.P. This recent meeting came after an informal group of Ministers comprising Textiles Minister Smriti Irani, Minister of State for Shipping and Chemicals Mansukh Mandaviya and Power Minister RK Singh met with the industry recently to take feedback on non-fiscal measures that could be undertaken to give an impetus to manufacturing and exports, including reducing turnaround time at ports, roping states to improve infrastr ucture, self-certification and power, among others.
“There is a broader emphasis to reach out to people at the grass-roots level through official and informal groups such as this and to listen to everyone as the country finalises its manufacturing and industrial policy,” a third official said. Among the non-fiscal measures being discussed right now are labour, ease of doing business, cost of doing business and coordinating the efforts of the Centre and states in a bid to attract more investment.
The industry has highlighted that as the government tries to make India a global manufacturing and exports hub, logistical and infrastructure bottlenecks remain, and hold back India’s progress. “Turnaround time at ports is a major issue, especially for industries such as textiles, but the recent Covid-crisis has given a major fillip to the process of digitisation and has helped reduce the face time between people, showing us how to save on time,” the third official said.
Centre seeks product-wise details from industry to curb cheap, low quality imports from China NEW DELHI: The government has sought product-wise details of cheap imports, comparison with domestic prices and tax disadvantage, if any, from industry to curb low quality inbound shipments especially from China and boost domestic manufacturing, sources said. They said a high level meeting to discuss ways to promote Atma Nirbhar Bharat (Self-reliant India), including cut in import dependence from China, also took place recently in the Prime Minister’s office. Industry was asked to send comments and suggestions on certain number of goods and raw materials imported from China, which include
wrist watches, wall clocks, ampoules, glass rods and tubes, hair cream, hair shampoos, face powder, eye and lip make up preparations, printing ink, paints and varnishes, and some tobacco items, one of the sources said. The other details sought include import surge data between 2014-15 and 2018-19; domestic prices of similar goods that are made here, domestic capacity, imports under free trade agreements, and inverted duty issue, if any. An industry source said that they are preparing their views on all those products and would soon send to the commerce and industry ministry. The exercise to reduce and curb imports
from China assumes significance in the wake of border tensions between the two countries. China accounts for about 14 per cent of India’s imports and is a major supplier for sectors like cell phones, telecom, power, plastic toys and critical pharma ingredients. The government has recently put import restrictions on tyres, while also making its prior approval mandatory for foreign investments from countries that share land border with India to curb “opportunistic takeovers” of domestic firms, following COVID-19 pandemic, a move which will restrict FDI from China.
Ease of Doing Business is the Route to India’s Mission of Self-reliance: CII NEW DELHI: With more outcomeoriented action on Ease of Doing Business, huge momentum to India’s domestic and overseas investment can be imparted at a time when self-reliance is being strengthened, stated the Confederation of Indian Industry in a press release. It outlined 8 areas where strong measures in mission mode can help to boost the economy. “While many policies have been announced for a facilitative investment climate, effective translation into groundlevel outcomes will help investor perceptions and further boost confidence. We believe that taking the ease of doing business route can unlock huge potential at a time when the world is seeking new investment opportunities,” said Mr Chandrajit Banerjee, Director General, CII. Central and state governments have introduced a plethora of reforms across the various areas of doing business, which have contributed to India’s leap of 79 positions from the 142nd rank (out of 190 economies) in 2014 to the 63rd rank in the latest Doing Business Report of the World Bank. Sustaining this reform momentum can drive new investments including from overseas, stated CII. CII identified immediate and medium term measures in 8 areas for EODB that can reduce costs and time for making Indian industry competitive. CII prioritised effective implementation of Online Single Window System as the first step towards strengthening EODB. Regular monitoring
by the Chief Secretary of a state, time bound approvals and single interface should be implemented in all states. Currently, only 21 states have implemented this system. For a business entity, there should not be any other point of interface with the government, other than the SWS. Two, simplifying property registration and acquisition of land is critical. Industry should be permitted to buy land directly from farmers with deemed approval after 30 days. Digitization and integration of land records and single online portal with integrated information can help in titling. Three, compliances for labour regulations could be speeded up at lower costs. States can follow the example of Uttar Pradesh by exempting industry from select labour laws for 3 years. The applicable limits under Industrial Disputes Act 1947, Factories Act 1948 and Contract Labour (Regulation and Abolition) Act 1970 must be raised immediately by all states, stressed CII. Four, at a time when India is seeking deeper overseas engagement, it is critical to ensure a quick and low-cost trade facilitation mechanism. The SWIFT system needs to bring on board all Partner Group Agencies. The Risk Management System, Port Community System, and Authorized Economic Operators need to be strengthened, including through automation and digitization. Five, enforcing contracts is a challenge due to insufficient commercial courts and infrastructure. CII suggests major digital reforms such as virtual court
proceedings, e-filing, and work from home to speed up court deliberations. The Alternative Dispute Resolution institutions can be expanded in all parts of the country with arbitration and mediation centres. Over the medium term, judicial capacity must be enhanced with specialized commercial courts at High Courts and District Courts Six, synchronized joint inspections, computerized risk-based inspections, and differentiated inspection requirements for low-risk industries can reduce the inspection burden on companies, noted CII. Self-certification and third party certification can be extended, as in Telangana where companies with good track record in the medium-risk category are permitted self-certification. In the medium term, an online Central Inspection System for labour, fire, lift, electricity, boilers, etc is required. Seven, MSME need a special helping hand, according to CII, and should be exempted from approvals and inspections for 3 years under state laws while following all rules. Self certification route can be used for renewal and approvals for MSME with good track record. Eight, India’s high logistics costs impact its competitiveness. This will require medium term action such as increasing the share of railways and waterways in transport, improving firstmile and last-mile connectivity and reducing port dwell time. Cross subsidization of freight should be rationalised, said CII.

The launch of paperless documentation on exports is a sequel to a similar initiative that was begun for imports w.e.f. 15th April 2020. The electronic transmission of the Shipping Bill would do away with the present requirement to take paper printout of these documents thereby promoting Green Customs. Equally importantly exporters would not have to visit the Customs Houses for this purpose and can better utilize their time in promoting their business. Shri Ajit Kumar informed that the endeavour is to leverage technology to make the Customs clearance process more transparent and faster. Turant Customs, which has as its main component Faceless Assessment, would be implemented in phases across the entire country by 1st January 2021.
Exports improving, down by about 10-12% so far in June: Piyush Goyal NEW DELHI: India’s exports are showing signs of improvement as the contraction in outbound shipments in June so far has come down to about 10-12 per cent as compared with 60 per cent in April, Commerce and Industry Minister Piyush Goyal said recently. Declining for the third straight month, India’s exports dipped 36.47 per cent in May to USD 19.05 billion. “Currently we are about 10-12 per cent down in June. So in a sense, we have reached up to 88-90 per cent of the level of exports that we had in June 2019 in the current month in the first two weeks. I am awaiting the data for third week (of June),” Goyal said at a CII function.
The minister said that the focus is on sustainable growth and not on giving “handout” for exports. He said subsidies are never good for businesses and don’t help domestic exporters in engaging with the world from a position of strength and power. When asked about foreign direct investment (FDI), he said almost all sectors are open for overseas investors, but the ministry is open to other ideas. The minister also said that the government is giving special focus to high quality standard products. Talking about reforms in states, he said 15-17 states have done game changing labour reforms recently and a lot of it will come in the public domain in the next few days.
Govt to curb low-grade imports, opportunistic takeover of firms: Piyush Goyal NEW DELHI: The Commerce and Industry Minister Piyush Goyal has recently highlighted the government’s resolve to curb sub-standard imports and “opportunistic” takeover of domestic firms following a sharp drop in their valuation during the pandemic. While the minister didn’t name any country, China is the biggest source of sub-stabndard supplies to India. New Delhi also tightened its foreign direct investment (FDI) policy in April to curb “opportunistic takeovers/acquisitions” of Indian companies, mainly by cash-rich Chinese, by stipulating that all such proposals from bordering nations would require government clearance. Several FDI proposals from the Chinese investors are also reportedly awaiting the home ministry’s security clearance. Over 90% of the country’s FDI comes through the automatic route.
Speaking at a CII event, Goyal said the government has to balance its security concerns with liberalising the FDI regime. “FDI is welcome, but we certainly have to take precautions that we do not get the wrong type of capital which is opportunist and which is not really good for the nation.” The minister also said the government is giving special focus to high quality standard products. “I think a lot of people have not appreciated that our government is giving priority to high quality standards….(But) India has finally evolved and has made up its mind that we are going to only accept good quality products,” he said. He made a case for purchase of quality domestic products even if they are a bit more expensive than the low-grade imported ones. Else, in the long run, people have to pay a “terrible price” if they don’t buy quality Indian goods.
India initiates anti-dumping duty probe against aluminium foil imports from China, 3 others NEW DELHI: India has initiated anti-dumping duty probe against certain kinds of aluminium foil imported from China, Indonesia, Malaysia and Thailand. Hindalco Industries, Raviraj Foils and Jindal India Ltd have filed the application claiming injury resulting from the alleged dumping in the form of increased volume of dumped imports in absolute terms and in relation to production and consumption, price undercutting and price suppressing effect on the domestic industry.
The product under consideration is Aluminium Foil 80 micron and below such as cigarette foil and home foil, among others. The Directorate General of Trade Remedies (DGTR) said it has initiated an investigation to “determine the existence, degree and effect of any alleged dumping in respect of the subject goods originating in or exported from the subject countries and to recommend the amount of anti-dumping duty, which if levied, would be adequate to remove the injury to the domestic industry”.

Major Ports volumes at lowest since Feb 2015 : Report NEW DELHI: Major Port volumes came in at 45.4 mnt (-23% y-o-y) in May, sequentially the lowest s i n c e Fe b r u a r y 2 0 1 5 , according one Broking Firm. The volume decline was led by a sharp fall in coal (-39% y-o-y) and container v o l u m e s ( - 3 3 % y - o - y, in tonnage terms). While container volumes improved sequentially in May from the multi-year lows recorded in April, the decline rate was still a steep 36% y-o-y (in TEU terms).
