South Korea to give $1 billion to ailing shipping firms during COVID-19 SEOUL: South Korea plans to give $1 billion to ailing shipping firms during COVID-19. The measure was prepared by Minister Moon Seong-hyeok, the Countr y ’s Ministr y of Oceans and Fisheries (MOF), as the worldwide spread of COVID-19 has caused substantial damage to the shipping industry. According to the Minister, South Korean shipping companies are expected to suffer greater damage after the second quarter of this year, taking into account the
time lapse between the global economic deterioration and reduced sales. Under the plan, Korea Maritime Promotion Corporation (KMPC), a Government-backed organization that supports the country’s shipping sector, will provide ₩100 billion in subordinatedebt investments. As explained, the government plans to expand the collateral loan to value (LTV) ratio to up to 95 per cent in order to provide additional liquidity to ships with existing financing.
The current LTV ratio is set between 60 and 80 per cent. What is more, the Korea Development Bank (KDB) and Korea Ocean Business Corp. (KOBC) will provide ₩470 billion for the repayment of maturing debts of HMM (formerly Hyundai Merchant Marine), the Country’s largest shipping company. The coronavirus pandemic has added a major blow to the shipping industry which was already struggling to stay afloat. Hundreds of sailings have been

MOL launches MOL COILPORTER®, a differentiated product for NVOCC Business Next-generation Cradle in Steel Coil Container Transport TOKYO: Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) has announced the joint development of the MOL COILPORTER®-an innovative new way to secure steel coils during container transport-along with MOL Techno-Trade, Ltd. (MOL Tech; President: Hirokazu Hatta; Headquarters: Chuo-ku, Tokyo). The MOL COILPORTER® is the new cradle used to lash steel coils, an essential material for automobile manufacturing and other industries, to ensure safer containerized transport. Mitsui O.S.K. Kinkai, Ltd. (President: Kenichi Nagata; Headquarters: Minato-ku, Tokyo), which offers transport service for steel materials, Utoc Corporation (President: Masahiro Tanabe; Headquarters: Yokohama-shi, Kanagawa Prefecture), and MOL Logistics (Japan) Co., Ltd. (President: Shuhei Togo; Headquarters: Chiyoda-ku, Tokyo) shared customers' requests with the development team, and to creative approaches to address every detail during the development of the MOL COILPORTER®. The MOL COILPORTER® trademark has been registered in major countries. And it is already patented in Japan (Patent No. 665025), with several other patents pending (Note 1). Differences from the conventional lashing are as follows. Conventional lashing Assembly/Loading • About 1 hour by two skilled carpenters (measurement/ cutting/carpentry). • Manually car r y and construct with square timbers weighing from 150200kg. • Special equipment is required to load into the inner depths of the container. Disassembly/Unloading • Requires time-consuming dismantling work such as removal of nails from the lashing material. • Special equipment is required to unload the coils from deep inside the container. Resiliency • Square timbers are in direct contact with coils, subjecting the cargo to risk of damage.
Environmental impact • Timbers are discarded after dismantled at the unloading operation. MOL COILPORTER® Assembly/Loading • About 3 minutes per cradle even with inexperienced workers. • Maximum weight of Eperan® (Note 2) is about 3kg/part. • The cargo c a n b e p u s h e d into the container for loading, and no special equipment is required. Disassembly/Unloading • Easy to dismantle thanks to assembly kit. • The cargo can be pulled out for unloading, and no special equipment is required. Resiliency • High resiliency reduces risk of cargo damage. Environmental impact • Reusable and recyclable, ensuring more effective use of resources. Future Endeavors The MOL Group is striving to expand its NVOCC business under the group's unified brand MOL Worldwide Logistics (MWL). MOL Logistics engages in sales under MWL in Japan. To meet customer demand, starting in Japan, MOL Logistics will commence service using the MOL COILPORTER® as a differentiated product in May 2020 as part of its door-to-door NVOCC service. In addition, the MOL COILPORTER® has acquired the approval (Note 3) of Ocean Network Express Pte. Ltd. (ONE; MOL's investment ratio: 31%) for comprehensive transportation services, based on trial shipments with ONE. MOL will offer new value in containerized steel coil transport through MOL COILPORTER® and continually develops logistics products that offer stress-free services to customers.
Impact of corona on Port of Antwerp ANTWERP: The current pandemic is causing disruptions to production and supply chains around the world. Port of Antwerp is an international hub for the transport of goods and so will inevitably feel the effects of this. The impact of the crisis during the first quarter has remained fairly limited, but it will become apparent in the second quarter with cancelled departures, large sectors of industry such as the car industry in western Europe being shut down, and changing patterns of consumer behaviour. At the moment, however, it is impossible to predict the final impact on the global economy and thus also the volume of freight passing through the port of Antwerp. Much will depend on how quickly industry is able to start up again and consumer confidence to return. Port of Antwerp together with Alfaport-Voka will continue to monitor the situation among port companies and to take any measures that may be necessary. Port of Antwerp CEO Jacques Vandermeiren declared: "Thanks to its worldwide connectivity and the diversity of its trade, Port of Antwerp is less dependent on
specific markets. Moreover the port has enormous storage capacity that can act as a buffer for the economy, which will per mit faster restarting of industry and recovery of consumption in Belgium and part of Europe." Port alderman Annick De Ridder: "Port of Antwerp remains 100% operational despite the far-reaching Mr. Jacques Vandermeiren social consequences of the corona pandemic. Freight handling and industrial production are continuing unabated, thanks to the efforts of the entire port community of employees and employers. All partners in the chain of production and supply are constantly monitoring the situation and making adjustments where necessary, thus enabling Port of Antwerp to react to the varying demand from the market. I cannot emphasise strongly enough how grateful I am to all those who are helping to keep the port operating."

Inland logistics players’ volume may fall 10-15% in current financial year : India Ratings MUMBAI: Even as the government has announced some relief in the lockdown, inland logistics companies’ volume is likely to fall 10-15 per cent in the financial year 2020-21 as the consumption demand could take a longer time for recovery, according to India Ratings. According to the agency, operational recovery for logistics players will be gradual and prolonged over 2020-21, as against a sharp V-shaped recovery. While the volume of inland logistics players is expected to be down by 10-15 per cent year-on-year in 2020-21, the first quarter of the year is likely to see a 40-60 per fall as the lockdown has been extended till May 3. “The volume decline will be asymmetric across the value chain, with standalone truck operators showing the highest stress, followed by inland logistics players, ports and warehouses,” the agency said. It added that even if the government announces some relief in the lockdown, India’s export-import trade may remain subdued in the current financial year, “as consumption demand could take even longer to recover, while exports volumes remain muted amid a weak global growth outlook”. Also, the impact on profitability and cash flows is uncertain due to lack of clarity over realisations, cost reduction initiatives taken by players, and Government support, it said.
The agency further noted that the disruption caused by the COVID-19 outbreak will certainly necessitate meaningful revisions to India Rating’s base case assumptions for 2020-21. For 2021-22, Ind-Ra expects almost the entire value chain to recover above the pre- COVID -19 levels, except standalone freight operators, who will continue to struggle amid low volumes and high debt. “Despite logistics being categorised as essential services, we expect volumes to decline, given the first-mile (cargo evacuation from port) and the last-mile (supply-chain between inland container depots to company warehouses) challenges. Severe shortage of labour and drivers along with health safety environment (HSE) checks at ports for foreign vessels may lead to congestion at ports/depots, which may impact their efficiencies,” it said. While the arrivals of vessels were normal in March 2020, the agency e x p e c t s p o rt volumes to reduce materially between May and June 2020 as global trade volumes shrink. “China and the US have a market share of 18-22 per cent together in India’s total trade volumes, thereby putting India’s overall port volumes at risk. We expect almost the entire value chain to recover to the pre-COVID levels in FY22. However, standalone freight operators may continue to struggle amid possible higher
delinquencies resulting from high debt levels and poor capacity utilisations,” the agency said. The agency pointed out that between 2016-17 and 2018-19, the logistics space in India experienced a large amount of consolidation and the share of integrated logistics players increased substantially, which has led to a rise in leverage levels across the sector. It further said invocation of force majeure clause may increase contingent liability risk. “In an economic downturn, logistics players not only face a lower demand for their services but also are exposed to the risk of a fall in market tariffs/rentals. Even in cases where revenues are backed by medium- to long-term contracts, unprecedented events such as a global pandemic, often allows the counterparty to invoke force majeure provisions. “The likelihood of such an event and its impact varies significantly across issuers depending on the credit profile of their counterparty, performance of the industry and the nature of services provided by them,” Ind-Ra added. As the overall level of economic activity remains subdued, the rating agency expects continued muted freight rates over the next 6-9 months. Additionally, the overall demand for freight transportation ser vices is expected to contract in 2020-21.
Home Ministry issues SOP to streamline change of crew at Indian ports NEW DELHI: The Ministry of Home Affairs (MHA) on Monday issued Standard Operating Procedure (SoP) to streamline sign-on/sign-off of Indian Seafarers at Indian Ports for merchant shipping vessels. In the case of signing-on to the ship, the ship owner or the Recruitment and Placement Service (RPS) agency will identify the Indian seafarers for joining a vessel. Alongside, the seafarers will intimate their travel and contact history for last 28 days to the ship owner or the RPS agency by email, as per procedure laid down by Director General of Shipping (DGS). Following this, the seafarer would be examined by a DGS-approved medical examiner, as per prescribed guidelines. Po s t e x a m i n a t i o n , t h e l o c a l
authority in the area where the seafarer resides would be intimated about his clearance for sign-on and for issue of a transit pass from the place of residence to the place of embarkation on the shipping vessel, said the notification. A transit pass for the seafarer and one driver for movement by road will issued by the Government of the State/Union Ter ritor y where the seafarer resides. This pass will issued for fixed route with time validity specified. During transportation, social distancing and other hygiene norms would have to be followed by the vehicle transporting the seafarer to the destination. At the port of embarkation, the seafarer shall be tested for Covid-19 and would be ready for sign-on only if the
Covid-19 test is negative, failing which, action as per guidelines of Ministry of Health and Family Welfare would be taken. Alongside, a similar procedure has been chalked out at the time of signingoff from the vessel, which has arrived on any of Indian ports where the master of the vessel will be providing all the needed details of the seafarers looking to disembark to port authorities. However, from the time the seafarer undergoes the Covid-19 test to until the time test reports of the individual are received the seafarer would be kept in the quarantine facility by the Port or State Heath Authorities. Here too, a transit pass would be provided with specified route for a particular time line to ensure safe transportation of the seafearer.
Railway offers incentives to freight customers NEW DELHI: Considering the pandemic Covid-19, Indian Railways has further announced a slew of incentives for freight customers. The incentives will make customers register their demands for goods
electronically instead of going to goodsshed physically, thus making it a convenient, speedier and transparent process. These incentives are expected to boost the economy by aiding the Country’s export, said a
press statement from the Railways. Also, several additional charges will not be levied effectively permitting stationing of cargo for longer duration without paying penalties. Smaller size trains can be moved for longer distances.

Apparel exporters seek complete waiver of demurrage on shipments NEW DELHI: Apparel exporters has demanded the government for waiver of demurrage on import and export shipments of the sector for the period starting March 1 till the time lockdown continues. The Government has waived 50 per cent of demurrage charges on import shipments, Apparel Export Promotion Council (AEPC) Chairman A Sakthivel said. In a letter to Civil Aviation Minister Hardeep Singh Puri, he said the council members could not clear the shipments on time because of lack of documents, "therefore, demurrage waiver may
please be granted starting from March 1 till the time lockdown continues". Highlighting the rule that cargo has to be cleared within one day of lockdown closure, he said the CHA (customs house agents), freight forwarders or consignees will face huge difficulty to clear the goods in one day, as it is "neither practical, nor possible". Besides, he said there are a lot of export shipments lying at various Indian airports as all international flights have been stopped and the airlines are not ready to pay the huge demurrage to the terminal operator.
"The airlines want the agents/ shippers to take back their shipments after paying demurrage to the terminal operators. Therefore, demurrage waiver should be allowed to all export shipments as well," he added. Sakthivel also flagged the issue that freighters and carriers continued to charge 4-5 times of the existing rates and this needed to be stopped immediately. "It is an emergency-like situation and everyone has to contribute to ensure normalcy in international trade," he added.
Coronavirus spread to impact domestic ports feel Analysts MUMBAI: The spread of Covid-19 has made business tougher for domestic ports and logistics firms, which were already grappling with slow earnings growth. At present, sectors like warehousing, trucking, and last-mile delivery, are facing several challenges. Labour shortage has turned out to be the biggest one, across segments. A longer turnaround time in case of ports, demand shock impacting volumes, and supply chain disruption impacting last-mile delivery, are other challenges, said Analysts covering this sector. “In our view, bigger and multi-cargo ports are better off during a downtrend.
Most ports of Adani are multi-cargo and bigger, which give it better control on traffic by offering discounts. Hence, we expect it to continue to outgrow the industry,” said Edelweiss. Cargo-wise, India’s rapidly growing container trade (25 per cent mix) is likely to take a bigger knock on account of strong g l o b a l i n t e r- l i n k a g e s i n c o n t a i n e r movement. In FY20, cargo handling at major ports grew a meagre 0.82 per cent, against 2.9 per cent achieved in the previous financial year. Container traffic is likely to face a slowdown from the automotive industry, and other container cargoes like
white goods imports and granite exports segments in FY21, due to weak demand, said CARE Ratings. In the logistics sector, rail freight services are on, but partial permanent demand loss is expected, given bookings are likely to reduce in April, said the latest Dolat Capital report. Road freight operations, on the other hand, will see permanent demand loss on account of the disruption, it said. Players such as Mahindra Logistics, Future Supply Chain, and Rivigo have witnessed no cargo movement except for essentials and the segment is expected to take a revenue hit during this time period.
Fresh export orders for tea, basmati from Iran, China and Russia KOLKATA: Iran, China and Russia have placed fresh orders for Indian black tea in the midst of the Covid-19 outbreak, a boost for the domestic industry which has incurred losses of about 100 million kg of teas owing to the lockdown. West Asian nations led by Iran have also placed orders for basmati rice, but traders are likely to miss the crucial Ramzan period, April 23-May 23, as it takes 40-45 days to ship the
consignments. Mohit Agarwal, Director, Asian Tea, said: “There is good demand from Iran for orthodox teas. Their banks have opened and payments for the earlier consignments are coming. Exporters are buying privately since the auction centres are yet to open.” Prices of tea have firmed up by 7-8% compared from that a year ago, to Rs 280-300 per kg, he said.

Commerce Ministry cuts import quota for green peas NEW DELHI: The commerce ministry has reduced the import quota for green peas to 75,000 tonne for 2020-21 and has laid down a procedure for its inbound shipments. Last year, the quota for import of yellow and green peas was 1.5 lakh tonne. According to a trade public notice of the Directorate General of Foreign Trade (DGFT), there is no quota for
import of yellow peas for the current fiscal. It said the import would be allowed only to the millers/refiners. The ministry has invited online applications from millers and refiners who have their own units. "For each refining/processing unit, applicants shall provide self certified copy of a document issued by central/state/district authorities,
indicating its refining/processing capacity," DGFT has said. It said the applications will be received between April 21 to May 8. "Successful applicants will have to ensure that the import consignments of allocated quota reach the Indian ports on or before March 31, 2020. Request for extension of time will not be entertained," it added.
Covid-19 impact: 36 per cent drop in Railways cargo in early April NEW DELHI: The national lockdown prompted by Covid-19, which ate away part of the Indian Railways’ business in March, has shown its full blown impact in April. In the first 10 days of April this year, when the otherwise busy tracks of Indian Railways were free to move only goods, Railways registered a 36 per cent drop in year-on-year cargo loading, which is an indication of the impact that
the national lockdown is having on goods moved by Indian Railways, as per provisional estimates of the Railways. The total goods earnings of Indian Railways, at Rs. 1,865 crore, were down 41 per cent, against the same time last year on account of the unprecedented pandemic. During the month, loading of coal to steel plants, thermal power plants and various other users was down by
24 per cent on a year-on-year basis and raw material for steel plants loading for steel plants was 24 per cent lower. Cement and clinker loading was down 25 per cent. Almost 29 per cent less foograins were loaded in March on a year-on-year basis, fertiliser loading dropped 30 per cent and container movement was down 21 per cent, according to estimates of Indian Railways.

Ministry of Shipping unveils relief package for coronavirus-hit cargo terminal operators at Major Ports NEW DELHI: The Shipping Ministry has allowed firms running cargo terminals at state-owned major ports on the public-private-partnership (PPP) mode to defer their April, May and June months’ revenue share, royalty and equipment hire charges without any interest. This is part of a relief package signed off by the Shipping Minister Mansukh Mandaviya to ease the burden on PPP operators, port users and other stake holders hit by the outbreak of the coronavirus. The revenue share, royalty and equipment hire charges deferred will have to be paid by the PPP operator after interest free period of three months (reckoned month to month – the charges due in April 2020 shall be paid in month of August 2020). Alternatively, the deferred amount can be paid through six monthly equated instalments at interest rate equal to RBI’s 91-days treasury bill (primary) yield rate (as on the due date of initially deferred amount) after expiry of interest free period, according to an order issued by the Ministry recently. The 12 ports have been permitted to waive lease rentals, licence fees and similar charges payable by the PPP operator for three months (April, May and June) to the extent of the reduction
in the volume of cargo handled at their facilities compared to the monthly average cargo volume of last calendar year – Jan 1, 2019 to Dec 31 2019. For example, if the average monthly volume is 10,000 twenty-foot equivalent units (TEUs) based on the cargo handled by the operator from Jan to Dec 2019, and if the cargo volume for the month of April 2020 is 6,000 TEUs (a drop of 40 per cent compared to last year’s average monthly volume), the ports shall waive off 40 per cent of the lease rentals, licence fees and similar charges for the month of April 2020. If such waived amount has already been received by the port, the same will be adjusted in future payments by the operator. The minimum guaranteed throughput (MGT) obligations (wherever prescribed in the concessionaire agreements) shall be computed, for the respective year, without considering the lockdown period and cargo volume handled during the said period. The Ministry has directed the ports not to levy penalty or charges for shortfall in performance standards such as gross berth output, transit storage dwell time, turnaround time for delivery, store, receipt operations and non-transhipment requirements for the lockdown period plus 30 days recovery period.
The port will provide additional storage area to PPP operators (if requisite additional area is available within the port), on temporary basis, without any charges, rentals, fee till June 30, on an ‘as is where is’ basis. Citing a February 19 Finance Ministry order permitting the outbreak of coronavirus to be treated as a ‘natural calamity’ that would entitle invocation of ‘force majeure’, the Shipping Ministry has allowed ports to extend the period for completion of projects under implementation in PPP mode or otherwise. The state-owned ports can permit waiver of all penal consequences for PPP projects under operation on a case-to-case basis along with deferment of performance obligations as per relevant provisions of the concession agreements. The period of force majeure starts from the date of order issued by the Finance Ministry and will end when the competent authority so orders. Due to the impact of COVID-19 and lockdown measures, there is a drop in cargo volume at several PPP berths/ter minals in major ports, making it difficult for the operators to fulfil their obligations to port authorities and banks/lenders. “Therefore, it is required that some relief measures are taken to support and rebuild the logistic chain,” the Ministry said.
Cochin Port Trust plans concession for export-import trade COCHIN: The Cochin Port Trust will extend all possible support to exportimport trade and exportimport community, which has been hit severely by the lockdown, said M Beena, the port Chairman. The port is considering concessions, including ground cargo rent/container rent, CFS charges, godown rental waiver / reduction, etc. The decision on the concessions will be taken in consultation with the Shipping Ministry. She was speaking at a webinar organised by the Federation of Indian Chambers of Commerce and Industry
(FICCI) on the problems being faced by the export-import sector in Kerala and the road ahead after the lockdown period. The Customs Commissioner PK Mohammed Yousuf said that the Customs House would be vigilant to get refunds and services for exporters expeditiously as possible. The interest waiver for delayed Customs duty remittance is also under consideration. KM Harilal, Joint Director General of Foreign Trade, assured that all concessions announced by the Commerce Ministry will be made available to the exporters without delay.
Praveen Thomas Joseph, CEO, DP World, said they are considering the waiver of ground rent and container detention charges at the Vallarpadam C o n t a i n e r Te r m i n a l . H e u r g e d exporters and importers and the exportimport community to cooperate in speeding up the delivery of containers from the terminal. Antony Thomas Kottaram, Chairman of the FICCI KESC Taxation Committee, was the moderator of the Session and also appraised the participants about the representations submitted by FICCI at the national level and with State Government in this regard.
Need to open Industry across zones amid Covid-19 lockdown: CII to Govt NEW DELHI: Industry should be allowed to operate across the country and not just outside ‘red zones', the Confederation of Indian Industry (CII) told the Government recently, a day after some segments were allowed to resume work. The Home Ministry order classifies areas of large outbreak, or clusters with a significant spread of the vir us, as 'hotspots' or red zones. The CII has pointed out the need to define hotspots clearly and publish the list on a real-time basis. CII also wants the government to allow industry to operate throughout red zones, barring the specific containment zones were very few activity is currently allowed.
The body also wants the government to review such hotspots regularly at the district and larger city level and If found safe, allow businesses. On the flipside, once an area becomes a hotspot, CII has questioned whether firms would need to close down suddenly. The body also drew the governments attention to the fact that small firms don't clearly know the process of restarting business. "It needs to be mentioned that no specific permission would be required from the State Government / local authorities to start manufacturing activities in the permitted list. The firm should be required to only inform the relevant
authorities through an email," CII told the government. Otherwise, it warned a flood of applications would create delay in kick-starting the economic activities. Need for detail The need for proper Home Ministry model guidelines separately for industrial areas, rural areas and micro, small and medium industries have also been flagged by CII. It has also sought permission for local transport like mini vans to ferry material at the small vendors scattered across markets without the resources to organize delivery. APM Terminals Mumbai steps up to combat Covid-19
M U M B A I : A P M Te r m i n a l s M u m b a i a l s o known as Gateway Terminals India (GTI), has taken several steps to ensure safety of the employees and visitors at the terminal. The terminal is one of the five container terminals operating at Nhava Sheva’s Jawaharlal Nehru Port (JNPT). APM Terminals Mumbai has begun temperature screening for all who are entering the port, be it employees or outsiders. All Port users are being sensitized about COVID-19 and precautions to be taken like social distancing, sanitising the hands regularly, wearing protective mask etc to contain the spread of pandemic. All public areas have been closed, packed food is being served at the canteen to ease the crowd and social distancing norms have been enforced in the canteen. A shoe sanitisation kiosk and a Disinfection Tunnel for full body disinfection have also been set up at the terminal. In view of the lockdown,
refreshments have been arranged for the drivers who are coming to the port from far off. The port is operating as per the stringent guidelines provided by the DG Shipping, Government of India and other statutory bodies/administration to ensure that all preventive health and safety checks are followed. Only business critical visits are permitted at the terminal on prior approval and visitors are undergoing health screening at port entry/exit to ensure the safety of the employees and the visitors. According to, Mr Girish Aggarwal, Chief Operating Officer, APM Terminals Mumbai, “Ports and terminals fall in essential service as they help handle essential goods and commodities. In order to maintain the supply chains, we continue to operate safely. The safety of the employees and visitors is our prime objective along with honouring our obligation to the customers. We are taking adequate precautions to ensure safe operations at the terminal.”
Hapag-Lloyd publishes 2019 sustainability report HAMBURG: Significant reductions in CO2 emissions per container transported, a successful conversion of the vessel fleet to operate using low-sulphur fuel oil, and considerable improvements in quality – these are the key advances that Hapag-Lloyd made in the 2019 financial year in terms of its sustainability strategy. “Sustainability is more than just climate protection, as it also comprises ecological, economic, social and qualitative
concerns at the same time. In 2019, we succeeded in making a lot of progress in all four dimensions. For example, we furthered reduced our specific CO2 emissions, strengthened our social commitment and made huge investments in the quality of our service,” says CEO Rolf Habben Jansen. “This year, as well – despite the adverse effects of the COVID-19 crisis – we will continue to focus on additional improvements, including technological and digital innovations as well as further reductions in the emissions of our fleet.”
