CBIC frames rules for allowing import of goods in sealed Containers by Rail from Bangladesh NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has set the rules for allowing import of goods in sealed containers by rail from Bangladesh in a move aimed at boosting trade between the two nations. Railway lines are being opened up for import on the bases of a request made by Bangladesh, as well as those made by central ministries in the Indian government and merchants, according to an order from the tax authority. At present, India only exports goods by rail to the neighbouring nation.
The new framework will allow the logistics infrastructure, which is being used solely for exports now, to be used more productively by employing the same for imports, too. Containers going from India to Bangladesh by rail are returning empty after delivering India’s export goods in that country, the finance ministry said, quoting the Bangladesh High Commissioner to India. Bangladeshi companies want to use such empty containers to send their products to India, it said. Also, using the same containers for imports will help
lower India’s export logistics cost, the CBIC said. Use of returning empty containers for import of goods into India will apply to units of the Container Corporation of India carried on trains operated by Indian Railways. The movement of the train will be monitored through the government’s electronic tracking system. The Container Corporation of India has to ensure that the import consignments go directly to the customs depots, according to the framework set by CBIC.
India shipped 61,500 tonnes of wheat to Egypt NEW DELHI: India has shipped 61,500 tonnes of wheat to Egypt, clearing its largest overseas consignment after the country imposed a ban on the staple’s export. At least a dozen countries have sent diplomatic requests for more shipments, an official aware of the development said. Of the total shipment bound for Egypt, 17,160 tonnes of wheat were cleared by customs post the ban. However, mandator y for malities, including credit guarantees for the entire shipment, officially called letters of credit, were secured before India’s export ban took effect, the official said. The shipper of the consignment bound for Egypt, Mera International Private Ltd, was promptly given custom clearances for a portion of wheat that
was loaded after the ban took effect and left Gujarat’s Deendayal Port on May 17. India, the world’s second-largest wheat grower, on May 13 said it was suspending all private export of wheat to manage its food security which is “at risk”, keeping a window open for overseas shipments on the specific request of a Foreign Government to “meet their foodsecurity needs”. Only traders who had secured credit guarantees on or before May 13 are now allowed to export wheat. The official quoted above said India would consider shipment requests by foreign government which face a dire food crisis and fulfil its “global commitments”, but declined to name which countries had put in diplomatic requests to the external affairs ministry for wheat imports. Officials are due to
meet to review the requests, he said. India is set to see a decline in output of the staple for the first time after five straight years of record harvests, from an estimated 111 million tonne forecast in February to 106 million, a drop of least 4%, according to government estimates. The government’s export ban was prompted by a sharp rise in consumer inflation, which surged to an eight-year high of 7.79%, while food inflation touched 8.38%. Cereal inflation was fairly high at nearly 6%, quickened by rising exports before the ban. In April 2022, the country’s traders sold 1.4 million tonne overseas, taking advantage of high global demand and prices. India exported a record 7.85 million tonne in the fiscal year to March, up 275% from a year ago.

Summer peak season cargo surge even more chaotic in 2022 for Global Supply Chains than 2021 : Container xChange survey HAMBURG: This year’s summer peak season cargo surge will be even more chaotic for Global Supply Chains than the 2021 peak shipping season, according to forwarders, traders and shippers sur veyed by Container xChange, a marketplace and technology infrastructure provider for container logistics companies. The survey was positioned to approximately 200 players from the container logistics industry. The latest Container xChange survey titled ‘xChange Industry Pulse Survey’ found that 51% of respondents expect the 2022 iteration of the peak season to be “worse” than last year. 26% predicted this year’s peak season would be less chaotic than in 2021, while 22% expect the level of “chaos” to be the same. The peak container shipping season traditionally occurs in the third quarter of each year as retailers build up inventories ahead of the fourth quarter holiday and shopping season. Last year, cargo surges resulted in record container shipping freight rates, delivery delays, port congestion, and reliability of container shipping services. In terms of container sourcing strategy in 2022 when compared to prepandemic times, 56% said they had been “growing networks”, 38% said they had agreed to “long-term contracts” and 25% said they had followed a “multitender strategy” (Figure 1). 37.5% of respondents said they were
ensuring clients received enough inventory by “shipping early” in 2022. 25% were “using alternative shipment routes” and 18.8% were contracting long-term slot agreements with carriers. Surprisingly, 62.5% said they were still relying on the spot market or doing nothing specific to ensure shipments reach clients. Covid lockdowns in China weigh heavily on trade 58% of respondents also reported that Covid lockdowns in China had made it “hard to produce/ship as much product as planned”, suggesting that cargo backlogs and unsatisfied demand are building as China’s zero-Covid strategy limits exports to Europe and the US. “P redicting exactly what will happen in this year’s peak season is harder than normal because there are so many contradictory signs and intangibles,” said Christian Roeloffs, co-Founder and CEO, of Container xChange. “In terms of the supply of cargo, we’ve seen that Chinese Covid-19 lockdowns have affected the availability of cargo for export to key markets in Europe and North America. One big question is whether China is going to sacrifice its zero Covid-19 policy to get trade and its economy moving again. “If it does, then there’s every sign that we’ll see a substantial surge as
backlogs of exports is shipped. If lockdown rules are relaxed soon and truckers are allowed to get back to work, then those backlogs will be arriving at the same time as peak season orders which could cause a lot of supply chain blockages at ports in Europe and the US where congestion is already widespread. “However, there are ver y few indicators so far that President Xi is willing to compromise health policy to boost trade. Indeed, it might not be politically expedient for him to do so with the Communist Party National Congress set for later this year when he is expected to be endorsed for a third term. The container shipping demand conundrum “The other side of this coin is demand, of course. Whether it is GDP forecasts, Purchasing Managers’ Index (PMI) numbers, rising inflation or consumer confidence, multiple metrics suggest demand could be deflating. So that could help offset any sudden rush of cargo from China, especially when there are also signs that consumers are spending more on services instead of products.” Elsewhere in the sur vey, top challenges identified by respondents aside from China’s ongoing lockdowns were container availability, depots being full, inflation, the Russia/Ukraine crisis and rising prices.
Kattupalli Port makes history by installing On-Grid Solar Generation Plant of 15KWp CHENNAI: For the first time in the history of the Indian p o r t i n d u s t r y, Kattupalli Port has u t i l i z e d t h e breakwater rock area for the installation of an on-grid solar generation plant, with an installed capacity of 15KWp. The solar plant will generate around 20 MWH (Megawatt Hour) and avoid carbon emission of 16.4 tCO2 (Total Carbon Dioxide) per year. It has about 34 number of 450 watts capacity solar modules, each designed with mono PERC technology, which requires lesser area for installation. These solar modules fitted on elevated cantilever structure are designed to withstand adverse weather conditions and windstorms. The port plans to extend this project to a 700 Kwp (kilowatts peak) solar generation plant, which would cover the entire 2 Kms of North Break Water. The plant will generate around 900 MWH (Units) and avoid carbon emission of 738 tCO2 per year. The target is to complete this project by the end of July 2022. The plant marks an important milestone on a green path towards achieving zero carbon emissions. The green
energy generated from the on-grid solar generation plant will be used to charge the batteries of electric vehicles, which will be deployed at the port soon. The port is well positioned to do this because of its unique location–it is located 30 kilometers towards north of Chennai and has connectivity with the hinterland of North Tamilnadu, Chennai, Bangalore region and South Andhra Pradesh. All these locations are highly industrialized. There were many challenges in installing solar modules near a break water location. Solar modules and structures have a high impact of wind and corrosion due to the sea-shore environment. To overcome these challenges, the structures have been designed on the basis of cantilever principle and the structure materials are made up of hot-dip galvanized mild steel. The structures can withstand up to 150 to 200 KMPH of wind. Speaking on the development, SPOKESPERSON from Kattupalli Port said, “We have made histor y by installing an on-grid solar plant on the break water rock area. This is the first time that such a plant has been built in the country. The plant fits in with our larger and long-term plan of making Katupalli port, one of the most
sustainable ports in southern India. Combined with our superior infrastructure and efficient handling of cargo, we will be able to reduce logistics cost of industries in the region and be one of the key engines of growth.” Kattupalli Port, part of Adani Ports and Logistics, is one of the most modern ports in India, emerging as Chennai’s New Gateway for Export Import trade in the Chennai and Bangalore region. With a backup area of 322 acres, the port provides ample space for future expansion of port to facilitate trade requirements. Adani Ports and Special Economic Zone plans to transform Kattupalli into a multi commodity port to handle cargoes such as containers, automobiles, break bulk, general cargo, liquid cargo and project cargo. Presently the port has three berths with quay length of over 1000 meters, 7 Quay cranes, 18 RTG cranes, 5120 ground slots with the capacity to handle 1.4 million TEUs per annum.

Supply chain pressure to persist through 2022, leading to permanent changes in Global Trade : ING Research Improvement in supply chains unlikely to last with the war and zero Covid-policy AMSTERDAM: Global merchandise trade faces many headwinds this year. Although global schedule reliability, tracked by Sea-Intelligence, continues to improve slowly, reaching 35.9% in March, compared to 34.4% the month before, it remains below 2021 levels. And don’t forget that while congestion data for March captures the early effects of the war in Ukraine, it does not reflect the lockdown in Shanghai. With traffic jams having increased significantly in Chinese ports due to the zero-Covid policy in China, and in the North Sea due to the war in Ukraine, we don’t expect global schedule reliability to improve much further from here just yet. As for the North Sea region, sanctions on Russia, as well as voluntary bans, are leading to new congestion, suggesting longer-lasting problems for supply chains as sailing and air freight schemes must be reorganised, resulting in longer
transportation times. Impact of long lockdown in largest global port and export area will be seen in other parts of the world later While congestion at the L.A. Longbeach bottleneck on the US West Coast improved noticeably in the first months of the year, we expect pressure to mount again in the next couple of months due to the increasing number of vessels waiting to berth outside Chinese ports, particularly in Shanghai. Container throughput dropped 25% month-on-month in Shanghai and total cargo dropped by 30%. Although a significant share of traffic was redirected to Ningbo, there is still a significant impact from the shutdowns. Data shows that container dwell times on the import side soared due to difficulties with inland connections and closed factories in the region. This creates production backlogs, leading to a wave of export traffic through the port later. Even if cargo can be cleared, it currently takes over one hundred days to get the goods from Chinese factories to the warehouses in the US and the UK. Consequently, shipping rates will remain supported at their high levels.
Shortages of inputs and labour add to the problem Material and labour shortages continue to hinder production and transport as well. This adds to existing material bottlenecks caused by the pandemic, while sharply increased prices make it difficult for manufacturers to calculate accurately for this year and to commit to prices for delivery to clients much later. Some 11% of goods are currently waiting on container ships globally, according to the Kiel Trade Indicator, with most of them in China. Scarcity continues in the current market environment, which leads to enduring pressures. As a consequence, average transport rates remain elevated, although spot rates have eased somewhat. This continues to contribute to higher prices for
producers and consumers on top of elevated energy prices. Overall, we are still facing a problem of undercapacity, mostly from the supply side. If we look at the latest global supply chain pressure index, pressures remain at historically high levels, and we don’t expect supply chain disruptions to ease substantially this year given the extremely volatile environment. Although softer demand from China, the EU and the US will ease the pressure on stretched supply chains, the current backlog is enough to keep supply chains strained throughout the year. We expect these headwinds to result in trade growth of somewhere between 1% and 2%, in our base case. Trade goods – permanent shifts likely due to the war in Ukraine As a result of the war in Ukraine, we believe that trade flows will be significantly reshaped as market players who previously purchased commodities and goods from Russia look for alternatives. That said, other countries may step in and benefit from discounts. On balance, this should lead to longer sailing routes in shipping. There is already some rerouting underway for grains and energy products, for example. India, the second-biggest wheat producer after China, but not a major exporter, has stepped up its exports. World food prices surged by 29.8% in April compared to the year before, according to the United Nations Food Price Index, making it lucrative for Indian producers – who usually sell to the government at higher guaranteed prices than overseas market prices – to export. And food inflation is continuing its ascent. However, it is not possible to compensate for everything and supply in other regions cannot always go up instantly. As our commodity experts point out, corn and soybean sowing in the US continues to progress at a very slow pace due to unfavourable weather, while soybean exports from Brazil dropped 49% year-on-year to 8.3mt in April (down 33% monthon-month) pointing to tight supplies from the South American country. Also, don’t forget about quality issues. Replacement products might not be of the same standard. And while agricultural products can be redirected relatively easily, this might not be the case for certain industries or energy products given that the infrastructure is usually missing. Indeed, recent research shows that imports of primary goods are quite quickly substituted, but manufacturing supply chains and energy imports seem to be more hesitant to relocate, meaning that it might be more difficult to get substitutions here. Given the political pressure, however, energy imports from Russia will be replaced permanently. Overall, we expect trade flows from Russia to Western countries which have sanctioned Russia to be ceased permanently, with some Asian, African and Southern American countries compensating for the loss of Western exports. Regarding agricultural products, the overall impact of looking for alternatives will be small for most Western countries. However, Bulgaria (24%), Romania (9%) and Latvia (7%) are major sunflower seed importers, while Latvia (28%), Denmark (10%) and Italy (8%) are major oil-cake and other solid residue importers from Russia. Regarding energy products, we don’t need to re-state Europe’s energy dependence on Russia. Cont’d. Pg. 16

A phasing out of Russian oil would mean that European buyers have time to look for alternative sources, and so allowing for a more orderly change in trade flows. Whilst still supportive for prices, it should limit the upside in the market, compared to an immediate ban. However, it will still be a difficult task for EU countries to wean themselves off Russian oil. Firstly, there is the potential for logistical issues, given that some Central and Eastern European countries are heavily reliant on Russian pipeline oil supply, and countries would need to ensure they have the necessary infrastructure to switch to other sources of supply, particularly those countries which are landlocked. Secondly, EU refiners will want to source crude oil of similar quality to Urals (which is a medium sour oil) in order to minimise the impact on refinery output. This could make the change in trade flows more complicated. Then importantly, the global oil market is tight at the moment, and OPEC up until now has been unwilling to aggressively tap into its spare production capacity. Therefore, EU refiners will need to rely on a change in trade flows, where the likes of China and India increase their share of Russian oil purchases (the large discounts for Urals should provide enough of an incentive to do so), which would help to free up other supply for the EU. However, there are risks. We will need to see how much of an appetite these buyers have to increase their Russian oil
purchases. And even if they are willing, there is the risk that further down the road we see the US imposing secondary sanctions on Russian oil, which would make it difficult for any buyer to purchase Russian oil. Under this scenario, the market would be much tighter, given the potential for more significant Russian oil supply losses. The EU is also a significant importer of Russian refined products, which is included in the proposed oil ban. It would be more challenging for the EU to find alternative refined product supply, particularly when it comes to middle distillates, and this is likely the reason why the EU is proposing a longer wind-down period for refined products. The middle distillate market is extremely tight in most regions around the globe. Risks around Russian supply, lower Chinese exports, recovering demand following Covid, and the limited ability of refiners to respond have meant that inventories in the US, Europe and Asia are at multi-year lows. Trade routes – temporary bypass The Black Sea region is not only the ‘breadbasket’ region, but is also one of 14 global chokepoints, as identified by Chatham House, where exceptional amounts of global food pass through. With Ukrainian ports being closed to the war, it is currently extremely difficult to get grain exports through this route. Recently, accumulated small volumes of corn from Ukraine could be exported via Romania for the first time since Russia invaded Ukraine. But this is resulting in longer transportation times and higher costs. Attempts will also be made to shift part of the grain exports from Ukraine to Europe by rail, but this makes up only a fraction of grain transports.
Ease of Doing Business (EoDB) for MSMEs steady, Digitization help signicantly : PHDCCI (EoDB) Survey Overall Ease of Doing Business for MSMEs at the scale of 100 is 64; manufacturing MSMEs at 67 and service MSMEs at 61 NEW DELHI: According to an extensive survey of more than 5,000 MSMEs, conducted by PHD Research Bureau of PHD Chamber of Commerce and Industry for Ease of Doing Business (EODB) for MSMEs, the overall EODB for MSMEs has been observe at 64 on the scale of 100, of which EODB for manufacturing MSMEs is at 67 and service MSMEs is at 61. The Industry Body PHD Chamber of Commerce and Industry, in collaboration with the Department of Commerce, Delhi School of Economics (DSE), Delhi University, has conducted a survey Study on ‘Ease of Doing Business for MSMEs in India: Percolating EODB Reforms at Factory Level’. The Study is based on a pan India stratified random sample survey of MSMEs from manufacturing and services sectors, through a structured questionnaire on 25 parameters of ease of doing business. The survey Study has been released at PHD House by Ms. SumitaDawra IAS, Additional Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce & Industry, Government of India.While unveiling the survey study, Ms. SumitaDawra appreciated the contribution of PHD Chamber for putting forward micro-level issues of the industry and practical suggestions to improve
ease of doing business. She emphasised on the current macroeconomic scenario of India, as the country is the fastest growing economies in G20. She highlighted that India is at the top in smartphone data consumption, ranks second in internet usage, third in startup ecosystem and energy consumption, among others. In all these sectors, there are huge opportunities for domestic and foreign investors. She highlighted that it is the opportune time for the investors of the world to make major investments in India as the Government has undertaken a significant step to boost road, rail and airport infrastructure. She mentioned that due to geopolitical disr uptions, opportunities lie in the collaboration with the other countries by matching and mapping of potential sectors. Ms. SumitaDawra urged all industry members to collaborate and build B2B relations with our trading partner countries specifically in the areas of green technology. She opined that PHD Chamber can play a critical role in bridging the gap to make foreign investors more aware and comfortable in investing in India. She urged the PHD Chamber to conduct more and more meetings, brainstorming sessions, and delegation visits abroad to attract foreign investors into India.
Forex reserves down by USD 2.676 bn to USD 593.279 bn MUMBAI: The country’s foreign exchange reserves declined by USD 2.676 billion to stand at USD 593.279 billion in the week ended May 13, RBI data showed. In the previous week, the reserves had declined by USD 1.774 billion to USD 595.954 billion. According to an article ‘State of the Economy’, published in the RBI’s Bulletin for May, foreign exchange reserves at USD 596 billion as on May 6 were equivalent to about
10 months of imports projected for 2022-23. During the reporting week, the fall in the reserves was mainly on account of a drop in foreign currency assets (FCA), a major component of the overall reserves, and gold reserves, as per weekly data by the Reserve Bank of India (RBI). FCAs declined by USD 1.302 billion to USD 529.554 billion in the week.

Sajjan Jindal's JSW Infrastructure plans public listing by March 2024 MUMBAI: JSW Infrastructure Ltd., a unit of tycoon Sajjan Jindal’s steel-tocement conglomerate, is planning an initial public offering by March 2024, according to a Bloomberg Report. The Mumbai-based company, which operates Seaports and Terminals, will soon start the process of engaging investment bankers and professional agencies to facilitate the listing, Joint Managing Director Mr. Arun Maheshwari was quoted in an interview by Bloomberg. The firm will take a “balanced view” on geopolitical risks and inflationary pressures among other factors while deciding on the timing for the listing, he said. He didn’t provide additional details on the possible size of the stake sale or the amount of funds it would seek to raise. Globally, there has been a slowdown in
fund-raising as Russia’s war in Ukraine and rising interest rates boost volatility, sapping investor appetite for equities. JSW Infrastructure aims to handle up to 100 million tonnes of cargo in the financial year that started April 1 and plans to focus on diversifying more into the Container business, Maheshwari said. JSW Infrastructure does not have high leverage ratios and that bolsters its acquisition plans, he said. “We will certainly be looking at acquisitions provided it matches our criteria of sustainability, cargo diversification and geographical diversification,” Maheshwari said. Sustainability will be the primary requirement for the company’s acquisition choices, he added. Earlier this year, JSW Infrastructure raised $400 million via sustainability-linked bonds to repay loans and for capital expenditure.
