GMB Ports’ grew by 3.16 % in FY 2020, handles 411.8 MT cargo GANDHINAGAR: At a time when the maritime sector is facing an unprecedented crisis due to the Covid-19 pandemic, Gujarat’s non-major ports have continued to outperform the major ports in terms of year-on-year growth. These non-major ports that are under the jurisdiction of Gujarat Maritime Board (GMB) cumulatively handled 411.8 million tonnes (MT) of cargo during the April-March period
of 2019-20, clocking a growth rate of 3.16% over the preceding year’s cargo volume of about 399.2 MT. This is almost 2.34 % higher than the growth rate registered by the major ports of India during the same period, said sources. The total traffic handled at major ports during the April-March period of 2019-20 was 704.63 MT as against 699.10 MT handled during the corresponding period of the previous year, showing an overall growth of 0.82%.

Shipping Ministry seeks intervention of Commerce Ministry for recognition of electronic trade documents NEW DELHI: To ensure smooth cargo operations at India’s ports amid the coronavirus pandemic, the shipping ministry has sought the commerce ministry’s intervention for issuing advisory for recognition of electronic trading documents instead of “manual trade documentation” still required by
many departments and financial institutions. Citing bottlenecks caused in handling export-import cargo on account of the current manual process, it sought the Commerce Ministry’s intervention for issuing advisory to departments, including customs, and

Reimagining Our Workplaces, Post Pandemic
C
oronavirus is not only a bad contagious virus for our health, it will also bend our minds. The fear of the unknown bends our collective mind - both in good and bad ways. Our minds would affect our habits in significant ways, when the dust settles. We would change the way we work, the way we socialise, the way we consume, and the way we unwind. This would change our culture in terms of work, money, health, politics, and technology. The depth of change would depend upon the enormity & duration of this pandemic. Deep psychological imprints would guide our thoughts & behaviours. This could be inferred from the aftereffects of Spanish Flu in 1918, whereupon the Japanese people adopted the mass usage of masks to stop transmitting viruses through breathing. The practice continues till today. Longer it lasts and harder it hits, the transformation would be proportionately deeper and wider. HIV virus reduced promiscuity and raised the usage of protectives. Similarly, Coronavirus would reduce human to human proximity and raise the use of face masks and sanitisers. We as a species depend heavily on close collaboration and closeness. However, the fear of this deadly virus would compel us to be physically apart while we would struggle hard to stay mentallly close to each other. Technology would help us in intimately connecting our minds, while maintaining a safe physical distance. And it’s already happening. Facebook and Whatsapp are so sticky because they connect us mentally. Therefore, in our professional lives, we would need a technological glue like Whatsapp. We would invent that. We would use that in conjunction with the currently available ones like Facebook or Instagram or Zoom. Every industry would invent its own mental glue. We would connect our minds through that glue to cowork, co-sell, and co-buy. At the same time, we should not underestimate the power of old habits. If the impetus is not strong enough, we would easily fall back to the old ways of hurdling together in the same physical space & time to work on the same lines like before. Looking at the enormity of this virus, we can say that this time, the habits would change. Technology would help us in the process. And to what extent, time would tell. One thing is for sure. Technology would be built to accommodate our minds rather than filling the gaps. We would see data in a form that we can easily grasp. We would ask questions to anyone responsible from that data or probably add more people to the problem solving process - on the activity points in the data flow. Technology architectures would be built not only to perform tasks, but also to bring in group collaboration at any point. Many of us are surprised by the fact that we can work from home comfortably. Probably as effectively and as productively as we do from the office little more or littles less - the debate would continue! We will surely figure it out. We have enormous time at hand now. Once we do that, we would wonder, how much time, energy, money, and ecology we have wasted in the past on commuting and subjecting ourselves to the monotony
and rigour of a fixed office with fixed time slots in a place like Mumbai or Bangalore. Commuting in a place like Mumbai is no cake walk. It’s daunting. Crammed up local trains, the potholes, and the ubiquitous bottlenecks gave us an experience of time travel, where 10 Kms seemed like a 100 Kms cross-country! The heat, dust, sweat, monsoon rains, bumps, and the stench sapped most of our energy before we could even set our first foot in the office. Returning home was also equally or probably more exhausting and stressful. So much of our energy and creativity was lost to the potholes and crammed up trains. Now we are harnessing part of that otherwise wasted energy. And it is going to be a revelation to harvest most of that energy. Therefore, in future, we could look at working from home as a nor m - rather than an exception. Only physical meetings & training sessions would be scheduled in offices or even interesting venues to kill monotony and add fun. ‘9 to 5’ work by clock work will be redundant. We would not measure time & attendance. We would measure productivity. We would look at work from a different angle - from an angle of getting things done on time and being done well, rather than filling up humans into slots of bundled tasks. Responsibility would be a priority and not simply ticking checkboxes and looking up to the seniors for the final call. That would be a big shift in the way we would quantise work. Working spaces would shrink and meeting places would increase. And that's good news for Starbucks and the CCDs! Some companies may go for 50% attendance while others may opt for more or less. Working from home is going to stay. However there is a downside as well for the HR. There would be two types of people to deal with. Those who are responsible, sincere, and independent. Let’s call them ‘A’. And the others, who find faults outside of themselves for all their own setbacks, who need constant supervision, and given a chance would skip their work and hide behind excuses. Let’s call them ‘B’. The ‘A’ guys would do phenomenally well working from home. They will have more time and more energy. Independence would give them a phillip to their work. Then we would have the ‘B’ guys. They will be difficult to manage. Over a period of time they would block the flow of work and the HR will have no option but to ask them to leave or keep them in office under supervision. And the latter is going to be very costly in the future, where seating arrangements will mandate a 3 metres space gap between any two persons with additional blockage arrangements for the virus. Keeping ‘B’ guys under super vision with close proximity to others physically, will not only be very costly, but would also carry the extra risk to health, life, and reputation. Therefore, in the new world, the ‘A’ guys will be the rock stars at work. They will earn more money, respect, and acceptance. With the economy on a tailspin and job losses mounting everywhere, the ‘B’ guys will be the rebels on the streets or the TV screens. They will be the noise in a shrunk economy.
The Governments would change their fetish for paper documents and rubber stamps. This could go two ways. Badly advised Governments like ours, would go for digital signatures with archaic third party authentications. That would be ver y inconvenient, time consuming, and painful. While the better advised ones, would go for simpler online systems with multi level security or blockchain technology for approvals and authentications. Governments would also push for digital money. Some even may have their own crypto money in conjunction with their traditional paper money. All our interactions with the authorities would be online. Any physical verification would be done on online cameras. We would be forced into a fully digital world overseen by a top heavy Government.
Human to human physical closeness is ideal for the virus to jump from one host to another. We know that.

We have internalized the concept. Therefore, we would invent new ideas and systems to overcome this difficulty. Some work places would work in shifts. Some would work in multiple places. Some would push hard for their people to work from home, while maintaining a skeletal p r e s e n c e i n a n o f f i c e o r f a c t o r y. Companies would invest heavily in technology to make work from home easy & smooth. We have the technology and know-how to do that now. Companies would make it mandatory for their people to use face masks and other protections while travelling and even while working. There could be regulations asking work places to enforce social distancing in areas of activities. The minimum distance between two seating places would be defined. Meeting rooms would be larger with fewer seats. Handshakes would be replaced with simple verbal greetings. Sanitizers would be ubiquitous. Working spaces would be regularly sanitised. Communal lunches and coffee times would be banned. There would be highly stricter norms for the visitors. Companies would be forced to provide safe transportation systems. Public mass transportation would not be trusted. Sales people have to reinvent themselves. Customers would not prefer face to face meetings. So, all meetings would take place virtually online. Bringing customers to an online meeting like Zoom will be a tough act.

Ports, CFSs/ICDs & Truckers playing crucial role in maintaining global supply chain amidst COVID 19
M
UMBAI: Thousands of Imports containers arrive every day in seaports and unless promptly evacuated by Importers or Container Freight Stations (CFSs), the ports will choke. The current National crisis arising out of outbreak of Pandemic COVID 19, with early and prompt regular MHA advisories to States and UTs and further facilitated by the authorities ensured that the basic and minimum essential export-import goods like Pulses, Fruits, edible oil, Pharma products, chemicals and scores of other related imported goods movement did not come to a grinding halt even for a single day. Sensing the urgency, most of the Authorities across India got into action & pushed CFSs to perform in this hour of need despite scores of challenges and hurdles. Few of the hurdles were resolved with the inter ventions of MHA (Ministry of Home Affair) advisories explicitly covering Ports, Transporters, CFSs/ICDs Custom House Agents as part of “essential services” and were in the exemption list during the lockdown. The advisory exempted all export-import movements of goods whether essential or non-essential across the country. The authorities like Ports, Customs, Police, District Collector offered facilitation and assistance including issuances of cur few passes etc. However during this period of COVID 19 pandemic the challenges for Ports, CFSs & ICDs were almost similar to those of any other essential service providers. In such a situation, to muster even bare essential staff i.e. drivers, surveyors, labour and reach stacker, RTG operators was like a mammoth task, said one industry source. However these were managed by paying additional & incentivising that lead to burgeoning cost. Another source said, “with owned equipment’s operating at less than 30% due to driver, operator & labour shortages, the CFSs went to hire other than paying higher price, provided food & stay to ensure the operations were kept on.” Despite these extraordinar y efforts by the Ports, CFS & ICD terminals & high degree of push by the Government, very few importers came for ward to take deliveries during of lockdown leading to all CFSs getting full. In the meanwhile, the Government kept pushing the CFSs to offer free days, for which the CFSs came forward and waived charges for the
first few days in the anticipation that the importers will come forward & evacuate. Despite these offers very few Importers came forward to evacuate. While others under the guise of difficulties went on pressing for demurrage or ground rent waivers from the custodians. On one hand for custodians like CFSs the costs are mounting up exponentially to service the trade and they are saddled with request for waivers. The moot question arises now is, when 20 to 25 % of the importers with full facilitation for export-import movement across the country can clear their imported containers, why not the others ? In actuality the advisories from various authorities are turning out to be counterproductive. CFSs are being pressurized to offer waivers despite huge increase in costs are in a dilemma. Following facts have to be borne in mind according to experts in the industry :• CFSs are full to the brim and further movement is hampered. Evacuations from terminals will stop and Port ground rent will be passed on to CFSs by the Lines. Many terminals have not offered any waiver • Most of the Importers work with CFSs on bilateral contracts enjoy huge discounts on the printed tariff. This is market driven as CFS capacity across India exceeds the demand • Majority of the trade already enjoys substantial number of free days from CFSs in line with what Shipping Lines offer. • CFSs being high capex infra projects have invested hundreds of crores in infrastructure development and many of them continue to service the debt incurred. They have huge operating and fixed costs. • CFSs are labour oriented industry and each facility engages 100 to 200 (or even more) direct and indirect labour. They have to be paid irrespective of quantum of work. Pan India, CFSs would be engaging collectively over 1.5 Lac workers. If CFSs have to forego their legitimate dues by ranting forcible waivers, they will be compelled to think of retrenchment of labour in in large numbers • During COVID 19, all personnel coming to the CFS during the lockdown period are induced with additional wages and welfare including meals and pick up and drop services, to reduce exposure of staff to the pandemic. • CFSs consistently evacuate the volumes from the terminals even
at higher costs of Handling and transportation charges with special emphasis on driver’s welfare at this point so as to to ensure that nothing impedes the Customs activities. • CFSs have ensured that all the facilities are up and running and are available for deliveries to importers and their agents. • CFSs continue to absorb volumes from the terminals even though the current levels of inventory have increased the shifting of the containers by 3 to 4 times compared to normal periods. This cost needs recovery as the CFS was ready to deliver containers, but delivery was not taken. • CFSs ramped up the protocol for health screening to ensure no compromise to health of all personnel visiting the CFSs. This includes tr uckers, clerks and all parties permitted access. This has a cost component that is nowhere incorporated in the pricing and is being done purely for welfare. Most of the CFSs despite above additional costs being saddled on them due to importers / CHAs, have already given 10 days waiver on ground rent waiver and when the Importers come for delivery, on case to case basis and bilaterally, some additional concessions are still being given by them. Majority of the Importers are being facilitated by CFSs, however one segment of Importers who are making no efforts to take deliveries but are approaching authorities for blanket waivers. The industry experts feels that any blanket waiver, if under consideration will encourage them not to come forward. They will choke the CFSs and then Ports’ and bring the trade probably to standstill. This will erode all the efforts taken by authorities to keep the Global supply chain going. The benefit of the mutually agreed final waiver between CFS and Importer for late clearance by Importers should go directly to the Importer through a credit note from the CFS to Importers account directly, felt one of the industry veteran. “Having known the above fact that the Ports, CFS & ICD terminals have stood shoulder to shoulder with the Government in ensuring evacuation & to keep the ports functional, surprisingly some authorities are blaming & threating to penalise if waivers are not provided to the importers,” said the above veteran. Hazira port is the first one to stop, more will follow if corrective steps & actions are not taken, he felt.

Crude oil, containers, coal, petroleum, oil & lubricants (POL), liquefied natural gas (LNG) and iron ore constituted the major commodities handled by the ports. For the year 2018-19, the non-major ports of Gujarat posted 7.6% growth for the cargo handled by them as compared to the year previous. The 12 major ports of the country, controlled by the central government posted 2.95% growth in 2018-19 as compared to 2017-18 fiscal. Since the last five years, the traffic at GMB ports has steadily grown at a CAGR of exceeding 4%. The growth trajectory maintained by GMB is remarkable given the adverse scenarios prevalent in global
maritime sector with rising geopolitical tensions amidst protectionist policies of developed economies, muted domestic demand and weakened investor sentiments followed by the onset of the Covid-19 pandemic towards the end of 2019. The large-scale production shutdown in China owing to Covid-19 crisis, effected a tremendous disruption in cargo movement across the Indian ports. The subsequent 21-day national lockdown also caused lack of demand for cargo, cancellation of orders, congestion at ports owing to stranded vessels, shortage of labourers, movement of workers and truck drivers among other impediments for ports and shipping.

Shipping Ministry seeks intervention of Commerce Ministry for recognition of electronic trade documents Cont’d. from Pg. 2 India has 12 Major Ports — Deendayal (erstwhile Kandla), Mumbai, JNPT, Marmugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia) that handled nearly 705 million tonnes (MT) cargo in 2019-20. Citing challenges faced in handling of export-import cargo, Shipping Secretary Gopal Krishna in a letter to Commerce Secretary Anup Wadhawan said the inability of service providers such as courier agencies, general lockdown restrictions and the requirement of social distancing are causing severe impediment in issuance, delivery and despatch of physical format based trade documentation, which is directly impacting the release of import containers and cargo. Stating that the current manual process that requires surrender of original bill of lading (BL) at the shipping lines office, collection of paper invoice and payment by cash and collection of paper delivery order issued by then shipping line add up to 11.5 hours of person-to-person contact on an average, Krishna said it not only creates a high level of risk with the contagious nature of COVID-19 but results in considerable
delays in release of cargo. Considering the present circumstances on account of COVID-19, the Indian Ports Association (IPA) under the aegis of the Ministry of Shipping has taken steps towards digitising some of trade related process through implementation of Port Community System (PCS), the letter said. PCS was launched in December 2018 and has managed to digitise the major part in port related activities including einvoice, e-payment and and electronic delivery order (e-DO). Bill of lading (BL), a critical component, however is still missing and trade bodies under the umbrella of the Federation of Indian Logistics Association (FILA) have supported the IPA initiative of eBL and identified providers like CargoX, the letter mentions. “I would request you to consider issuing suitable guidelines and advisory consistent with international conventions on the subject to Departments as well as to Indian Bank Association for banks in India by accepting electronically generated trade documentation”. “Also, the stakeholders of the trade industry such as carriers, exporters and importers can also be issued mandate to adopt and us e s u c h p l a t f o r m s f o r
electronically generated trade documentation” including Bill of Lading (document of title) across stakeholders and across nations,” the shipping secretary said. “Such a measure shall help ease the economic and humanitarian challenges and also encourage continuity of trade and also enable trade revival in future. The Ministry also requested considering CargoX, a public block chain platform that provides the eBL solution and added that other solution providers of eBL like Tradelens, Wave, Bolero etc are explored for maritime export-import cargo. The number of vessels handled by ports during 2019-20 was around 20,837, whereas during 2018-19, number of vessels handled was 20,853. The vessel traffic declined slightly by 0.08 per cent in comparison to last year.
Textiles Ministry notifies extension of scheme to rebate taxes on garment exports NEW DELHI: The Ministry of Textiles has issued a notification extending the Scheme of Rebate of State and Central Taxes and Levies on Export of Garments and Made-ups (RoSCTL) which was in force up to March 31, 2020. The RoSCTL scheme provides rebate on all embedded taxes on exports. “The Government has decided to continue the said Scheme w.e.f. April 01, 2020 until such time that the RoSCTL Scheme is merged with Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme without any change in Scheme guidelines and rates as notified (earlier),” said the notification. Under the RoSCTL scheme, maximum rate of rebate for apparel is 6.05 per cent, while for made-ups, this goes up to 8.2 per cent. The made-ups segment
comprises home textiles products such as bed linen, curtains, pillows and carpets. Last month, the Union Cabinet had taken a decision regarding continuation of RoSCTL. While extending the scheme, the government had said the continuation of the RoSCTL scheme beyond March 31, 2020, is expected to make the textile sector competitive by rebating all taxes/levies which are currently not being rebated under any other mechanism. Exporters get rebate of state taxes and l e v i e s l i k e VAT o n f u e l u s e d i n transportation, and embedded State Goods and Services Tax (SGST) paid on inputs such as pesticides and fertilisers. Central taxes and levies on which rebate is given include, central excise duty on fuel used in transportation, embedded CGST paid on inputs and embedded CGST
and Compensation Cess on coal used in production of electricity. An exporter opting for the scheme makes claim for rebate on exports at itemlevel. Meanwhile, the textiles ministry has also decided to ease nor ms under Amended Technology Upgradation Fund Scheme (ATUFS) during post lockdown period of the COVID-19 outbreak. The government provides credit linked capital investment subsidy with aim of ‘Make in India’ and ‘Zero Defect and Zero Eect’ in manufacturing. Under ATUFS, capital investment subsidy (CIS) is provided to various segments of the textiles sector, including garmenting and technical textiles. Garmenting and technical textiles segments can get 15 per cent CIS, subject to an upper limit of Rs 30 crore.
Colombo Port hit by India, Bangladesh lockdowns COLOMBO: Container transshipment business at Sri Lanka’s Colombo port has been hit by lockdowns in India and Bangladesh over Coronavirus and vessel calls are expected to decline as lines try to balance demand, a logistics official said. “About 55 to 60 percent of our total volumes come from India and Bangladesh,” Romesh David, Chief Executive of South Asia Gateway Te r m i n a l s t o l d a n o n l i n e f o r u m organized by Advocata Institute, a Colombo based think tank. “With the closures of them now we see the trickle through in both ways. Imports
have fallen off and as have exports.” Though ports have been functioning throughout Coronavirus lockdowns and curfews, the industry is hit by demand drops and transport issues. “This is also reflected now in vessel calls as lines try to balance this demand drop through matching the supply through blanking out sailings,” David said. “We see an approximate 20 percent of sailings blanked out on a rolling basis. I think we will see more of that happening in the months ahead as well. “If the lines are unable to match this supply in order to keep rates reasonably
stable we are looking at about a 23 billion (dollar) loss which effectively takes away about eight to nine years of their earnings in one shot in this year alone.” “From a lines perspective, the forecast is indicative that over the next 12 weeks we will see a reduction in demand which the lines will correspondingly try to match with supply on anything in the order of 20 to 30 percent of historic capacity,” he said. He said that volumes were largely flat in the first quarter, with a minor drop of 2 percent. With thin the first 15 days of April, there was a 20 percent drop in volumes across the board.
