Sarbananda Sonowal lays Foundation Stone for various capacity augmentation projects at Deendayal Port GANDHIDHAM: On the second day of his visit to Kandla, Shri Sarbananda Sonowal, Hon’ble Minister for Ports, Shipping & Waterways and AYUSH, Govt. of India, inaugurated the "Aayush Van" "आयुष वन" at DPT’s Rotary Forest for nurturing various ayurvedic plants. He inspected treeplantation being done on 30 acres of land allotted by DPT in Green-belt area to improve greenery in urban area and density of tree cover in the Kutch Region. Thereafter, Hon’ble Union Minister headed towards the Port and on the way inspected the progress of ongoing work Roadover-bridge at LC-236, Kandla being executed by IPRCL. Incidentally, the foundation stone of this prestigious ROB project was laid by Hon’ble Prime Minister. Cont’d. Pg. 19

A H M E DA B A D : S E AW I N G S GLOBAL LOGISTICS successfully executed the entire logistics spectrum on a Door – Port basis for a specialized project cargo export shipment from India to Saudi Arabia. The project cargo consignment comprised of Plastic Extrusion Plant and Machinery and shipped in Flat rack and High Cube containers. The project consignment comprising of Heavy Duty Machinery parts and Over Dimensional Cargo (ODC) was channelled through a rare modus-operandi of ON-WHEELS export clearance at the CONCOR Khodiyar ICD in Ahmedabad and subsequently shipped on MV THORSKY / 024W from Mundra Cont’d. Sarbananda Sonowal reviews performance of Deendayal Port
The Gati Shakti programme marks a paradigm shift in decision making to break the silos of departmentalism. In the proposed Plan, all the existing and proposed economic zones have been mapped along with the multimodal connectivity infrastr ucture in a single platfor m. Individual projects of different line Ministries would be examined and sanctioned in future within the parameters of the overall Plan, leading to synchronisation of efforts. Gati Shakti will bring synergy to create a world class, seamless multi-modal transport network in India. The National Master Plan will employ modern technology and the latest IT tools for coordinated planning of infrastr ucture. A GIS-based Enterprise Resource Planning system with 200+ layers for evidence-based decision-making is one example. The use of satellite imagery for monitoring is another. Digitisation will play a big role in ensuring timely clearances and flagging potential issues, and in project monitoring as well. An efficient logistics network is one necessary condition. Another one is achieving economies of scale in manufacturing. Industrial parks and logistics parks need to grow in size to be globally competitive. The National Industrial Corridor Development Corporation (NICDC),
formerly DMIDC will work in close coordination with state governments to develop these industrial corridors. The projects will be designed and executed with a common vision and will incorporate the infrastructure schemes of various ministries and state governments such as the Bharatmala road project, Sagarmala waterways plan, ports and the UDAN scheme. Shri Sonowal, further addressing to the various issues voiced by the trade, emphasised on the effective partnership between various agencies involved in the port operation as well as the other links of the logistics chain. The Hon’ble minister also highlighted the various endeavours taken by the Deendayal Port Trust to create infrastructure with a view to reduce Turn-Around Time (TAT) of ships under the Guidance of MoSPW and the various measures like implementation of projects like e-Drishti, a RFID based access control system, implementation of a cloud based ERP which have been initiated by DPT for achieving the goal of Ease of Doing Business (EoDB). APM Terminals Pipavav offers direct connectivity to ICD Jodhpur on electrified route • The train was operated by Pipavav Rail Corpora on Ltd. (PRCL), as associate company of Gujarat Pipavav Port Ltd (GPPC) • With the direct connec on to ICD Jodhpur, the port offers dedicated, cost compe ve and reliable supply chain op ons to the customers • APM Terminals Pipavav is the first port to be connected to the Dedicated Freight Corridor (DFC) by electrifying high rise overhead [OHE] PIPAVAV: APM Terminals Pipavav flagged off the first container train to Jodhpur ICD (Inland Container Depot) on electrified route. The container train was operated by Pipavav Rail Corporation Ltd (PRCL), a subsidiary of Gujarat Pipavav Port Ltd. (GPPL). With this movement, PRCL started as independent Container Train Operation in India. Jodhpur is known for the best of woodcraft, handicrafts & artistic furniture, guar gum for export. It imports the solar panels and white cement clinker. Recent surge in imports at Jodhpur has seen the trade experience congestion linked backlogs at various points of the supply chain. With customer centricity at the core of engagement and to ensure faster delivery of cargo and return of container; the Pipavav Rail Corporation Ltd. (PRCL), a joint venture between Gujarat Pipavav Port Ltd and Indian Railways sough to relieve the congestion. This connection will reduce cargo transit time and ensure quick turnaround of containers by utilizing PRCL CTO license to commence a weekly direct regular service from Pipavav Port to Bhagat Ki Kothi on electric traction. This service is primarily started to ensure the timely dispatch of import containers basis bill of lading for ease of clearance on arrival as well is a direct service, so to avoid the delays at the hub & spoke terminals. PRCL hopes that this niche product with regular
departures will give competitive edge in supply chain planning to the end customers Commenting on this momentous occasion, Mr. Jakob Friis Sørensen, MD, APM Terminals Pipavav said, “Flagging off the train to Jodhpur from our port via electrified route is a significant step towards offering safe, reliable, cost effective and environment friendly EXIM cargo movement. For 1st time in Major Ports, Ship-to-Ship operation of LPG undertaken at Syama Prasad Mookerjee Port KOLKATA: The restricted draft in the river channel necessitates offloading of part cargo at neighbouring ports before calling at Haldia Dock Complex (HDC) or Kolkata Dock System (KDS) of Sysma Prasad Mookerjee Port Kolkata (erstwhile Kolkata Port Trust). Consequent to two port discharge, vessels incur dead freight and additional steaming time. To obviate the inherent channel constraints, SMP Kolkata has endeavoured to open up opportunity for importers to bring in Cape Size or Baby Cape vessels at the deep drafted anchorages located at Sagar, Sandheads and X Point and enable handling of fully laden dry bulk vessels through deployment of Floating Cranes or ship cranes. Over the years good number of dry bulk vessels have been handled at the lighterage points. Due to the strategically advantageous location, HDC has witnessed incremental demand from trade in terms of catering to LPG, imported POL products and other liquid cargo. The gradual increase in the volumes of LPG imports at HDC is placed below: Quantity of LPG imports at HDC in MT : FY 2016-17 : 20,22,520 FY 2017-18 : 24,90,374 FY 2018-19: 34,61,547 FY 2019-20: 40,16,894 FY 2020-21: 48,48,193 Several discussions with the senior management of the Oil Manufacturing Companies like BPCL, IOCL, HPCL and other leading private importers of LPG and other liquid products pointed to the intrinsic benefits that can be harnessed through extending the facility of Ship–to-Ship Transfer (STS) of LPG/ Liquid Cargo at the Deep drafted anchorage points of SMP, Kolkata. The Single Port Handling would not only enable to overcome draft restriction at Haldia thereby negating dead freight but also help in mobilization of more cargo thereby reducing unit costs. HDC, SMP, Kolkata took a pioneering initiative to explore STS
Operations of LPG within its limits to handle fully laden vessels and requested Customs Authorities to allow such operations. Matter was pursued with Customs and they kindly considered the request and issued necessary permission on 26.04.2021 allowing such STS Operations. Further, to promote lighterage operations in general, SMP Kolkata extended substantial discount in terms of vessel and cargo related charges and an additional concession towards Tug Hire Charges was extended by the port specifically for STS Operation at Sandheads. As a result of this pioneering initiative, the first ever STS Operations of LPG in Indian Coast was undertaken by BPCL on 15th October, 2021. BPCL engaged service provider M/s Fendercare Marine to render the services at the offshore STS location. Fendercare Marine Omega, a renowned company in STS operation of Liquid Cargo is providing the logistics support. Tug for berthing the vessel at STS site and towing/placing of large size Yokohama fenders is being provided by SMP Kolkata. The Mother vessel MT YUSHAN with a parcel load of 44551 MT cargo carried out STS operation with Daughter Vessel MT HAMPSHIRE at Sandheads. The cargo operation commenced at 1248 hrs. on 15.10.20121 and completed at 0606 hrs. on 16.10.2021. Thus, within a short span of around 17 hrs., a quantity of 23051 MT of cargo was transferred to the daughter vessel. The STS Operation for BPCL was earlier done at Male and by doing STS Operation at HDC, BPCL will save valuable foreign exchange. This Operation at HDC reduces the time taken for a daughter vessel by 7-9 days from BPCL’s other location for STS operations which consequently entailing savings of around US $ 3,50,000 per voyage on account of BPCL. The instant STS operations is expected to open new business potential not only for the country’s oldest riverine Major Port but also benefit the trade and country as a whole in terms of saving substantial foreign exchange. Thus the STS operation at SMP, Kolkata is likely to emerge as a game changer in the overall economics in handling of imported LPG in the Indian Coast.

Exports jump to $15.13 bn during 1-14 October NEW DELHI: India’s exports during the first two weeks of October rose 40.54% year-on-year to $15.13 billion, tentative data released by the Commerce Ministry showed. In September, exports were at $33.79 billion during the full month. Imports during the first two weeks of October stood at $23.81 billion, rising 60.72% from the year-ago period, leading to a trade deficit of $8.68 billion in the period under review. Non-petroleum exports increased 29.56% during the first two weeks of
October while non-petroleum imports rose 55.95% during the same period. Government has set a target of $400 billion exports for FY22. During the first six months (April-September), exports touched worth $198 billion. Trade minister has asked export promotion councils to target $450-500 billion exports for FY23. The World Trade Organization earlier this month upgraded its forecast for global merchandise trade volume to an increase of 10.8% in 2021 from the 8% increase projected in March this year on the back of
last year’s slump, which bottomed out in the second quarter of 2020. “Due to a lower base, year-on-year growth in the second quarter of 2021 was 22%, but the figure is projected to fall to 10.9% in the third quarter and 6.6% in the fourth quarter, in part because of the rapid recovery in trade in the last two quarters of 2020. Reaching the forecast for 2021 only requires quarter-onquarter growth to average 0.8% per quarter in the second half of this year, equivalent to an annualized rate of 3.1%,” WTO said.

He said that PM GatiShakti is a national master plan for Multi-Model connectivity and extension of holistic governance which will give impetus to 21st century India. Talking about Gas pipeline in India, Shri Sonowal said that in last 7 years, work is going on for more than 16 thousand kilometre long gas pipeline across the country. Also talking about railway connectivity the minister said
that in last 7 years more than 9 thousand kilometre of railway line have been doubled and more than 24 thousand kilometre of railway tracks have been electrified. Mentioning about the mantra of 21st century India, Shri Sonowal said that today’s mantra is work for progress, wealth for progress, plan for progress and preference for progress and PM GatiShakti-National master plan will address all these issues. Piyush Goyal visits Pahalgam, meets delegation of PRIs and Industrialists JAMMU: Union Minister for Textiles, Commerce and Industries and Consumer Affairs, Food and Public Distribution, Shri Piyush Goyal visited Pahalgam recently. Shri Piyush Goyal, while interacting with various officials at the stalls, took a brief description of the various products on display. He also inquired regarding the production of these products. He specially laid emphasis on promoting products that can add up to the export potential of the UT. He gave directions to the district administration to extend all possible support to the local entrepreneurs and artisans for increasing productivity. Shri Piyush Goyal also met a delegation of Industrialists from the valley. The industrialists apprised the Minister of local issues being faced by the industry. There was thorough discussion on bottlenecks in export of Kashmiri shawls. There was also discussion regarding the new industrial package and need to extend the package to existing industrial units to ensure their growth. The minister assured the delegation of all possible support from the central government for promotion of local industries. Taking immediate action on bottlenecks faced in export of shawls and directed the authorities to setup testing facilities at Srinagar and Delhi airport while simultaneously upgrading the local testing facilities with state of the art machines. He also proposed the setting up of a carpet village that will act as a demonstration centre of the local craft to visiting tourists and also promote the local carpet industry globally. He laid stress on the fact that local industry players should play by their strengths and setup units where the UT has a comparative advantage to ensure sustenance of the industries being setup.

Sarbananda Sonowal lays Foundation Stone for various capacity augmentation projects at Deendayal Port
Cont’d. from Pg. 4 During his visit to the Deendayal Port-Kandla, as per protocol, the CISF Unit deployed at the Port, rendered the Guard of Honour to the Hon’ble Union Minister. Shri Sarbananda Sonowal, Hon'ble Minister for PSW and AYUSH, inspected the Navigational Channel, Waterfront and Port Facilities, Railway Sidings and visited the entire wharf area upto Cargo Jetty No. 16 in order to have an overview of the developmental works taken up by DPT. Shri Sarbananda Sonowal, Hon’ble Minister for Ports, Shipping & Waterways and AYUSH, Govt. of India laid the Foundation Stone for various capacity augmentation projects at DPT :• 2 Nos. Dome Shaped Godowns to be constructed within 12 months which will increase the covered storage capacity by 1.45 lakh metric tonnes at a cost of Rs.36 crores • Oil Jetty No.8 at Old Kandla at a cost of Rs.99 crores, which will be constructed in 18 months’ time and increase the optimal capacity of Port by 3.50 MMTPA and reduce the waiting period turnaround time of vessels. • Parking Plaza for Trucks/Vehicles with ancillary facilities like canteen, garage, rest shelter, etc. being developed for pregate verification of documents to ease congestion of vehicles at the gates corresponding with digital initiatives like EBS & RFID being installed at these gates at a cost of Rs.14.59 crores. • Modernization of existing Pipeline Network, at a cost of Rs.126.50 crores has also been taken up for operational efficiency and to improve handling capacity of edible oil and chemicals at the Port. The project will increase the optimal capacity from 8 MMTPA to 23.8 MMTPA. Hon’ble Minister for Ports, Shipping & Waterways and AYUSH held Meeting with the Members of Press, Print Media, Digital Media and briefed them about various development projects being taken-up by Deendayal Port Trust in line with Hon’ble Prime Minister’s vision of GATI SHAKTI and National Master Plan. He emphasized that DPT will continue to provide world class infrastructure facilities for the smooth and fast evacuation of Export Import Cargo for the benefit of Port &
Maritime Sector. He also held Meeting with the Trade Unions operating at DPT and assured them that all their genuine demands will be resolved in a time bound manner. The Hon’ble Minister also visited KICT Container Terminal at DPT’s Berth No.11 & 12 and witnessed the mechanized handling of containers and stacking yard. He also visited MCC, Kandla and inspected Operational Room and Tower of VTS-Gulf of Kutch during his interactive meeting with the officials of DGLL and Stakeholders. During the Minister’s visit to Salt Pan Lands, Shri S.K. Mehta, IFS, Chairman, DPT briefed the Hon’ble Minister on the Salt Manufacturing process, which largely contributes to the salt production in the country. Hon’ble Minister also interacted with local salt pan labourers “Agariya families”. During his visit to DPT’s Tuna Satellite Port, Hon'ble Minister inspected handling of country made vessels for export of “Live Stock”. Hon’ble Union Minister planted a sapling at M/s. AKBTPL’s Bulk Terminal and had interactive discussions during the presentation made by the officials of M/s.AKBTPL at the Multipurpose Cargo Bulk Terminal at Tuna-Tekra. Shri S.K. Mehta, IFS, Chairman, DPT also briefed the Hon’ble Minister regarding Mega Port Plan for handling of next generation vessels / deep draught vessels at Tuna owing to greater channel depth at Tuna and upcoming project of Mega Container Terminal at Tuna. All the gatherings were well attended by the members of Trade & Industry, DPT Employees, Port Users. Shri R. Muruganandam, Director General-DGLL, Shri T. Ravi, Custom Commissioner-Kandla, Shri Vinod Chavda-Hon’ble MP(Kutch), Smt. Maltiben Maheshwari-MLA(Gandhidham) and Smt. Ishita Tilwani-President, Gandhidham Municipality also graced the function. It is heartening to mention that Hon’ble Union Minister was warmly welcomed during his maiden trip to Kandla at all the places he visited, by the members of Shipping Fraternity, Salt Manufacturers, Trade Union Leaders by presenting them flowers, mementoes and shawls.
