The one-day session was held on 18th July 2022 at Hotel Tr i d e n t , M u m b a i a n d witnessed participation from various industry leaders and eminent media personnel. The conference was organised with an objective to provide a platform to discuss, network and explore ideas to develop the two upcoming Mega Projects at the port. The two Mega Cargo Handling Terminals will be developed on a BOT basis under PPP Mode at an estimated cost of Rs. 5963 crores. Shri S. K. Mehta, IFS, Chairperson, Deendayal Port Authority, addressed the conference and showcased various features and benefits of the upcoming Mega Projects. While promoting the Public Private Partnership (PPP) in developmental projects of Deendayal Port the Chairman said, “DPA offers immense opportunities and possibilities of growth. I invite the business fraternity here and the interested entrepreneurs who are actively involved in the Maritime Sector, to participate in the tender for the two Mega Projects and join hands with DPA in the mutual interest for the overall benefit of the trade and nation at large. I also request all the interested investors and stakeholders of the maritime sector to put forth your suggestions and ideas in this regard. A robust response was witnessed and as many as 150 entrepreneurs have participated in the conference with intensive inputs and healthy discussions. Apart from this about 07 international players from abroad and two from Ambassy have also joined the conference virtually

and appreciated the dynamic intiatives of DPA . Through these major projects, DPA looks forward to achieving its ambitious target of handling 200 million metric tonnes per annum, informed the DPA release.

Til unveils 700m Investment for the Cargo Terminal at Le Havre This ambi ous plan will make Port 2000 a major hub for the Northern European range, with the crea on of over 1,000 jobs. LE HAVRE: Terminal Investment Limited (TiL), which is now the sole shareholder of the TPO/TNMSC container terminals at Le Havre, has announced a major investment programme that will strengthen the port’s role as a gateway to North-western Europe. This 700 million investment will lead to the creation over the next six years of 900 jobs for dockers and 200 for maintenance workers. It will also prepare the port for the highly efficient processing of the world’s biggest cargo ships, including the new generation of 24,000 TEU vessels. These ambitious modernisation plans are the result of a historic agreement between the dock workers' union, TiL and the TPO/TNMSC terminals. TiL is MSC’s terminal business and its main shareholdersare US Global Infrastructure Partners (GIP) and Singapore Government Sovereign Wealth Fund (GIC). On the occasion of a visit by Christophe Béchu, Minister for the Ecological Transition and Territorial Cohesion and in the presence of Edouard Philippe, Mayor of Le Havre, Ammar Kanaan, CEO of TiL, highlighted three key elements that have come together to enable TiL’s investment: “Thanks to the assurance of cargo volumes from the world’s No. 1 container line MSC, to the local labour force’s agreement to provide people to support the growth and productivity of the port, and thanks also to TiL’s financial commitment to such a significant investment, this extraordinary endeavour has come to fruition.” Ammar Kanaan, CEO TiL continued: “By implementing this initiative we will be able to grow and densify our capacity to help Le Havre become an even more significant access point for the French cargo market, and beyond. In order to realise Le Havre’s full potential as a gateway to Europe we are counting on the French government’s support for the development of the related intermodal rail infrastructure that will further enhance the link between our container terminals and European supply chains.” “As a cargo port, Le Havre has a long and distinguished history with its roots in the sixteenth century. It is already in an ideal position geographically to provide import and export facilities for continental Europe. We consider that the development of new rail and waterway links will make it even

more attractive, driving up the volume of cargo we expect to handle in the coming decades.” For Edouard Philippe, Mayor of Le Havre and Chair of the Le Havre Seine Métropole city and district council: “An investment of 700m in the port of Le Havre: TiL and the dock workers’ union have reached a historic agreement that will create a thousand jobs and growth that is even more environmentally friendly. This decision confirms and consolidates the attractiveness of Le Havre, offering an opportunity for the competitiveness and attractiveness of the country as a whole.” TiL is installing gantry cranes, doubling the number at the terminal to 20. TiL will also be tripling the terminal’s storage capacity with the installation of fleet gantries at six berths. The conversion project will be completed by 2028. The new gantries will be electrically powered and the port will provide shore power for ships. This project, led by HAROPA Port du Havre, will mean ships will not need to use their engines while docked. Stephane Raison, HAROPA’s CEO and Chair of the Management Board, commented: “We are proud to have worked in confidence with TiL to make HAROPA PORT, France's leading port, a reference container hub in Northern Europe for MSC and its customers. HAROPA PORT enters a new dimension on the North Europe row as the first port for imports from France and Europe, and the last port for exports at the service of shipper and shipowner customers.” This investment is in line with the MSC Group’s constant goal of proposing high-performance, multimodal services connected to maritime services. MSC’s market offer now includes river and rail services in order to expand its geographical port customer base and promote an effective alternative to road transport in the present context. The investment programme includes a key training and security component. MSC is working with the professions to agree on the school and vocational training required, to ensure the right skills are in place to meet the challenges of this exacting project. Deendayal Port Authority to Further Strengthen its Position as the Number 1 Cargo Handling Major Port Plans to increase handling capacity through projects worth Rs. 5963 crores

Cont’d. from Pg. 2 To cater to the future requirement of the hinterland and further benefit the downstream industries around the Gujarat and allied States, the Authority has decided to develop a Container Terminal and a Multipurpose Cargo Berth at Tuna-Tekra in the Kutch District. The Container terminal plans to handle next-generation vessels/deeper draught vessels up to 6000 TEUs to 21000 TEUs with a draught of 14m to 18m, respectively. The Estimated Cost & Optimal handling Capacity of the Terminal is Rs. 4243.64 Crores and 2.19 million TEU, respectively. Furthermore, the Multipurpose Cargo Berth plans to handle vessels up to 1,00,000 DWT to 2,10,000 with Vessels of Draught of 15m to 18m. The proposed facility shall be used for handling Multipurpose cargo, viz., food grains, fertilizers, coal, ores and minerals, steel cargo etc. The Estimated Cost & Optimal handling Capacity of the Terminal is Rs. 1719.22 Crores and 18.33 MMTPA, respectively. Once fully operational, the port is envisaged to shift the existing handling of Coal from Kandla to Tuna Tekra and cater to the future growth in Multipurpose Cargo (other than container/liquid) traffic. Deendayal Port Authority will develop these projects on a PPP model with a Concession Period of 30 years which and renewed/extended for another 20 years. The projects offer flexibility to construct, handle more than the estimated capacity and provision for change of scope. The Concessionaire can fix tariffs based on market conditions. The License Fee will be Re. 1/payable from the date of award of concession. While addressing the conference, Shri S. K. Mehta, IFS, Chairman, Deendayal Port Authority, said, “At Deendayal Port, we are focusing on six major strategic areas which include cargo and productivity improvement; landlord port development; port-led industrialization; coastal shipping and Ro -Ro; Ro -pax expansion;

Improvement in ease of doing business and cost of doing business and Green, Sustainable and Safe Port development. To further aid the handling capacity, these two Mega cargo handling projects will decongest the port and reduce waiting time for handling containers and cargo. Considering the immense opportunities available for growth, I invite the business fraternity here and the interested entrepreneurs who are keenly involved in the Maritime Sector, to participate in the tender for the two Mega Projects and join hands with DPA in the mutual interest for the overall benefit of the trade and nation at large.” The projects provide commercial flexibility as there will be excellent Road Connectivity up to Backup Area (to be constructed and maintained by DPA) with Railway Line up to the take-off point. Additionally, it provides a common access channel dredged for design vessel of 14m Draft for CT & 15m for MCB. The berthingdeberthing and pilotage of a ship & approval of the Collector of Customs for commercial operation will be the obligation of DPA. DPA handled 127.1 Million Metric Ton of cargo with an impressive growth rate of 8.11 % in the previous year. With the capacity addition through these mega projects, DPA will be able to fulfill its vision of handling more than 200 Million Metric Ton per annum by 2030 and place itself as the number one port in cargo handling, informed the DPA release.

Major Ports’ cargo handling rise from 1560.61 MTPA in FY ‘21 to 1597.59 MTPA in FY ’22 : MoPSW NEW DELHI: The Union Minister for Ports Shipping and Waterways Shri Sarbananda Sonowal recently informed that there has been an increase in the cargo handling capacity of Major Ports from 1560.61 MTPA in 2020-21 to 1597.59 MTPA in 2021-22. The capacity at Non-Major Ports remains the same in the last two years, i.e. 1002.24 MTPA, which is adequate to handle the movement of cargo, given that the capacity utilisation was 59.73% in 2021-22. Infrastructure development and capacity augmentation of Major Ports is a continuous process. It involves construction of new berths and terminals, mechanization of existing berths and terminals, capital dredging for deepening of drafts for attracting larger vessels, development of road and rail connectivity etc. A number of projects have been awarded in the last five years on upgradation and capacity enhancement of the Major Ports.

Development work began on 13 of 26 National Waterways identified for Cargo movement : Sarbananda Sonowal NEW DELHI: Development work has started on 13 of the 26 National Waterways that have been found feasible for cargo and passenger movement, Parliament was informed recently. To promote water transport in the Country, 111 Inland Waterways have been declared as National Waterways (NWs) under the National Waterways Act, 20l6. “Based on the outcome of techno-economic feasibility and detailed project reports of the NWs completed, action plan has been formulated for 26 NWs which have been found viable for cargo/passenger movement,” Ports, Shipping and Waterways Minister Sarbananda Sonowal said in Rajya Sabha. Civilian travel through inland waterways implies passenger transportation utilising inland vessels on any waterway, including National Waterways.

Central Government through Inland Waterways A u t h o r i t y o f I n d i a ( l WA l ) , a n a u t o n o m o u s organisation under the Ministry of Ports, Shipping and Waterways, regulates development of inland waterways which have been declared as National Waterways under the National Waterways Act, 20l6 for shipping and navigation. The infrastructure developed on NWs like channels with navigational facilities and terminals/jetties may also be used by ferry/tourist vessels. Also, financial assistance for construction of passenger jetties and infrastructure facilities on waterways in Karnataka has been approved under Sagarmala scheme. Cargo movement of 108.79 million metric tonne (MMT) by inland water transport through NWs has been recorded during 2021-22.

DFCCIL to kick-off vehicle transportation service with a Startup partner NEW DELHI: DFCCIL, in its constant endeavour to improve green logistics and provide an expeditious freight transportation solution, has tied up with a startup – CARDROP India Pvt Limited, to provide vehicle transportation services between the Western Dedicated Freight Corridor’s New Rewari station in Haryana to Kalamboli (Navi Mumbai) and other cities. The service envisages the transport of New and Used vehicles from various cities in India in vehicle transportation carriages called New Modified Goods (NMG) coaches which will offer protection from the vagaries of weather and human intervention by providing a safe and secure mode of transport in approximately 2 days from the present more than 5 days. It is envisaged that this service will run approximately 150 rakes on DFCCIL alignment in a year offering huge benefits to the customer. Approximately 100 vehicles can be transported in each rake of 25 carriages with each carriage equipped to transport 4 vehicles. Currently, to transport 100 vehicles approximately 13 huge trucks are required which would consume precious fossil fuels thereby increasing CO2 emissions and causing road congestion. The vehicle transportation service will help decongest roads, increase fuel savings, reduce wear and tear and slash

CO2 emissions. DFCCIL has offered all assistance to the logistics partners at New Rewari station of DFC, Kalamboli (Navi Mumbai) station of Central Railway and other stations of IR. DFCCIL envisages overall reduction of 457 million tonnes of CO2 emissions over a 30-year period and by adopting such innovative transport solutions will be aiming for higher savings in CO2 towards ‘Net Zero’ emissions by 2070 in line with nation’s objective of bringing in a good climate.

Adani’s Haifa Port acquisition gives fillip to the development of India-Arab Mediterranean Corridor AHMEDABAD : The purchase of Israel’s Port of Haifa by Adani Ports and Special Economic Zone Ltd along with local partner Gadot Group, is not merely a significant commercial acquisition by one of India’s largest conglomerates, but also represents a big stride in India’s geo-economic ambitions. The acquisition by an Indian company gives fillip to the development of the multi-modal India-ArabMediterranean Corridor to Europe which aims at creating a new economictrade route to Europe via the Middle East. “The deal is the first significant step in implementing India’s ArabMediterranean multi-modal connectivity corridor. Ports in Israel and the UAE (United Arab Emirates) are two significant components of it,” said Constantino Xavier, research fellow at think tank Centre for Social and Economic Progress, who specialises in regional connectivity. “This gives Adani Ports a critical hub to access western markets, in line with India’s ambition to play a more integrated role in supply chains between Europe and Asia. The Haifa port deal would benefit massively from trade deals that India is now negotiating with the UK (United Kingdom) and EU (European Union),” he added. Adani Ports outlined that with the acquisition of Port of Haifa, the company will expand its footprint i n t o t h e E u r o p e a n p o r t s e c t o r, which includes the lucrative Mediterranean region. The cur rent infrastr ucture at

Port of Haifa includes two container terminals and two multi-cargo terminals. In 2021 the port handled 1.46 million TEUs (twenty-foot equivalent units) of containers and 2.56 million tonnes of general and bulk cargo. INDIA-ARAB-MEDITERRANEAN CORRIDOR The corridor will connect major Indian ports with those located in the UAE and from there onwards via rail route to Haifa crossing Saudi Arabia and Jordan. Both Israel and UAE are seeking to connect Dubai and Haifa with rail connectivity as part of strategic regional infrastructure projects, which both nations have agreed to develop under the Abraham Accords Peace Agreement of 2020. M i c h a ë l Ta n c h u m , a s e n i o r associate fellow at the Austrian Institute for European and Security Policy and an associate senior policy fellow at the European Council on Foreign Relations in a research paper titled ‘India’s Arab-Mediterranean Corridor: A Paradigm Shift in Strategic Connectivity to Europe’ outlined that the corridor can create an arc of commercial connectivity from India’s Arabian Sea coast to Greece’s eastern Mediterranean coast. “ T h e Tr a n s - M e d i t e r r a n e a n maritime link from Haifa to the European mainland at the massive transhipment port in Piraeus, Greece, means Indian goods shipped to the UAE’s ports will be able to reach major markets and manufacturing centres of Europe,” he stated in his research paper published in August 2021. From Mumbai, Indian goods shipped via this multi-modal route could

arrive on the European mainland in as little as 10 days, 40% faster than via the Suez Canal maritime route,” he added. INDIA-ARAB-ISRAEL & I2U2 Geopolitics has been in play in the past few years which is aiming to bring the corridor into reality. The normalization of the relationship between Israel and UAE under the Abraham Accords of 2020 has paved the way for enhanced economic cooperation between the two countries. Additionally, the regional grouping of India, Israel, UAE, and US, known as I2U2 and informally referred to as Western Quad established in 2021, has become a regional platform for enhancing India’s economic connectivity with the Middle East. It was probably no coincidence that the announcement by Adani Ports on their acquisition of Haifa Port last week came a day after the first meeting of the leaders of the four countries of I2U2 Grouping. In a joint statement released by the White House, it was disclosed that UAE will invest $2 billion to develop a series of integrated food parks across India. The India-Arab-Mediterranean connectivity corridor will be a key component for complementing the India-UAE Food Security Corridor. Double-digit slide in Ocean freight rates out of India to Europe MUMBAI : Average contract rates of major container carriers for Westbound bookings from India to Europe have dropped by double digits this month from the levels reported in June. According sources, the cost of shipping a 20ft container from Nhava Sheva/JNPT or Mundra to London Gateway is now $5,240, 13% less than $6,009 a month ago. For a 40ft box, rates are down to $5,940, from $7,141 – a decrease of almost 17%. Fo r We s t I n d i a - R o t t e r d a m , 20ft bookings are being made at the same level as for London Gateway, $5,240, against $6,000 in June, but rates for 40ft movements have seen declines in the single-digit range, at $5,740, down from $6,300 last month. The pricing trend is a clearer sign that exports out of India have slowed down in the wake of inflation hitting major global markets, market sources noted. Rates have also dropped by single-digit percentages eastbound: average contract rates for London

Gateway/Rotterdam to Nhava Sheva are hovering at $1,825/20ft and $1,950/40ft, compared with $1,923 and $2,046, respectively, in June. “There is a good chance of rates easing further if demand growth cools,” a Mumbai-based freight forward said. “That may not be a big worry for major carriers, as they have already locked-in substantial volumes in long-term contracts, which guarantees them predictable space utilisation and higher rates over an extended period.” However, rate levels on intra-Asia/Far East routings have trended up on June levels, as capacity tightened amid frequent sailing cancellations/delays out of Singapore and Colombo, along with the demand r ush driven by Shanghai’s post-lockdown rebound. F r o m N h a v a S h e v a t o Ya n t i a n (South China), rates have increased by a significant margin: to $550 from $450, for a 20ft box; and to $850 from $700 for a 40ft box. Nhava Sheva-Hong Kong rates are now at $505 and $750,

respectively, versus $405 and $610, a month earlier. West India-Shanghai rates have moved northwards, to $465 from $400 for a 20ft, and to $710 from $600 for a 40ft box. The return leg has seen similar upward rate movements of between 12% and 20% for these port pairs. “Space on intra-Asia connections is becoming a challenge as vessels are not there for India regularly,” a market observer said. However, export rates from India to the US east/west coasts have remained steady. At the same time, major liners have been able to push contract rates up on the return direction by an average of 15% for USEC shipments and 10% for USWC containers, data shows. According to industry sources, current rate trends on larger tradelanes out of India are somewhat at odds with carrier expectations. “It remains to be seen if liners will blank more sailings to counter continued pricing power erosion.”

generation, improve operation/logistics efficiencies and increase in revenue share. Several other allied businesses viz. ship chandlery-ship supplies, ship repair, crew change facility, logistics value added services, warehousing and bunkering also come up at the Transshipment Port. The Ministry of Ports, Shipping & Waterways is in receipt of suggestions from stakeholders to make Visakhapatnam as Transshipment Hub. Presently, however, these proposals namely developing Galathea Bay at Great Nicobar Islands, development of

Cochin Port into Transshipment facility have been taken up by the Government of India. This apart, the State Government of Kerala in association with Private Investor and partial financial support from the Ministry of Finance (Government of India) is also developing a Transshipment project at Vizhinjam in Kerala. Tariff Guidelines, 2021 provide the flexibility of fixing the market determined tariff to PPP Operators thereby creating a healthy competition leading to rationalization of logistics costs.

MSME share in exports declined to 45 % in FY ’22: MoS - MSME NEW DELHI: The share of micro, small and medium enterprise (MSME) sector in the Country ’s annual merchandise exports has declined even as the latter hit a record high level in the financial year 2021-22. MSME exports’ share dipped to 45.04 per cent in FY22 in comparison to 49.75 per cent during FY20 and 49.35 per cent during FY21 while India’s exports jumped 34.63 per cent from $313.3 billion in FY20 and 44.5 per cent from $291.8 billion in FY21 to record $421.8 billion in FY22. The data on the value of MSME exports and its share in overall exports was shared by the Minister of State for MSMEs Bhanu Pratap Singh Verma in Rajya Sabha. For the uninitiated, the share of MSME exports in India’s total export value hovered around 49 per cent till FY21. For FY19, the share stood at 48.10 per cent amounting to $158.76 billion, as per the data shared by Minister of State for Commerce and Industry Ministry Anupriya Patel in Rajya Sabha in December last year. “Commodity prices and commodity exports including petroleum, steel and other metals, and food grains have jumped record high recently. In these segments MSMEs are not the key players while non-MSME exporters account for exports of petroleum

products, steel, food grains etc., who have probably done exceptionally well and hence the overall share of MSME exports has come down due to this,” Ajay Sahai, Director General & CEO, Fe d e r a t i o n o f I n d i a n E x p o r t Organisations said. “Now with commodity prices correcting along with the change in MSME definition and technology infusion into the sector, I’m sure MSMEs’ share in exports will bounce back and scale to more than 60 per cent in around five years,” he added. Meanwhile, MSME exports surged 21.8 per cent from $155.9 billion during FY20 and 31.9 per cent from $143.9 billion during FY21 to $190 billion during FY22. “Among the reasons for growth in MSME exports is the ‘China Plus One’ strategy by multinational companies that has certainly drawn a lot of buyers out of China to India. Most of these buyers have been attracted by small and medium enterprises in India which are getting a lot of orders. That’s why we see engineering goods exports doing well,” said Sahai. Exports of India’s engineering goods had jumped 13.5 per cent to $9.79 billion in May this year from $8.62 billion in May 2021, according to the data from the Engineering Export Promotion

Council of India’s monthly analysis of export trends. Among the top 10 export destinations for Indian MSMEs in FY22 have been the US ($54.7 billion), UAE ($13.4 billion), Hong Kong ($9.93 billion), the UK ($7.54 billion), Germany ($7.19 billion), China ($5.16 billion), Belgium ($4.73 billion) France ($4.20 billion), the Netherlands ($4.24 billion), and Italy ($3.84 billion). MSMEs’ share in exports assumes significance as the government has been targetting $1 trillion in exports by FY27. In accordance with the target, the government had added another scheme ‘Capacity Building of First-Time MSME Exporters’ (CBFTE) scheme to enhance the quality of MSME products globally and increase exports. “Whether it is about monetary support, certification-related support, etc., this initiative has been taken to ease the export process for first-time exporters. Irrespective of the size of your product, I would want maximum MSMEs to look at the global market. The work done by our missions in various countries abroad would be evaluated based on three Ts — trade, technology, and tourism,” P rime Minister Narendra Modi had said while launching the scheme in June this year.

ISMA seeks Food Ministry’s nod to export additional 1 MT of Sugar NEW DELHI: Industr y body Indian Sugar Mills Association (ISMA) has once again requested the Centre to allow sugar mills to export an additional 1 million tonne (MT) of sugar in the current season (2021-22) so that the sugar mills can fulfil their export commitments for this season itself and there are no repercussions in the next season. In a letter to the Food Secretary, ISMA President Aditya Jhunjhunwala said that based on the contracts already signed, the sugar mills had applied for an export of 1.7

MT, but export release orders (EROs) were issued for only 0.8 MT. “ Yo u w o u l d k n o w t h a t t h e current season has ended in almost all states and planning for production of raw sugar for exports is done in advance based on the export contracts. This would mean that almost 0.6-0.7 MT of raw sugar would be surplus and lying idle with the sugar mills or at the ports,” Jhunjhunwala has written. He adds that the mills, which have already manufactured raw sugar, now have no option as they cannot convert

the same into white sugar as their crushing operations have concluded for the season. Therefore the mills can neither process the same nor sell it in the market. “In the current situation, export is the only viable option left for raw sugar,” he said, adding that since export orders were issued for part contracts, it will also lead to further complications like litigation and loss due to hedging. The goodwill of sugar mills as also the country will be at stake due to the non-fulfilment of the contracts, he stated.
