Vikram Singh, appointed as Arunjay Kumar Singh takes Joint Secretary in Shipping Ministry charge as CEO of GTI NEW DELHI: The Centre recently curtailed the tenure of Mr. Vikram Singh, Private Secretary (PS) to President Ram Nath Kovind, and appointed him as the Joint Secretary in the Ministry of Shipping, according to a Personnel Ministry order. Mr. Singh, a 1997-batch Mr. Vikram Singh officer of Indian Railway Traffic Service (IRTS), was appointed as the PS to the President in October 2017. The Appointments Committee of the Cabinet has approved the curtailment of tenure of Singh, the order said. Mr. Vikram Singh, a 1997-batch officer of the Indian Railway Traffic Service (IRTS), was currently serving as Private Secretary to President Ramnath Kovind. Prior to his appointment as PS to the President, Singh was posted as a Senior Director in the Traffic Commercial directorate in the Indian Railways. In the Railways, Singh was working in the vertical responsible for increasing revenues from the passenger segment and creating policies for commercial earnings within the passenger-amenities ecosystem.
CMA CGM to reorganize its AS1 Service connecting Asia with Indian Subcontinent MARSEILLE: C M A C G M announces the reorganization of its AS1 service now connecting North & Central China with the Indian Subcontinent, effective in August 2020. AS1 new features are the following: Comprehensive weekly service linking North/Central China to Nhava Sheva, Mundra, QICT and SAPT. Revised port rotation: Qingdao – Shanghai – Ningbo – Singapore – Nhava Sheva – Mundra – Port Qasim – Karachi – Singapore – Qingdao. Enhanced connections with CMA CGM’s extensive network from Southeast Asia via Singapore to Indian Subcontinent ports. These changes will be effective as of m/v “BALTIC BRIDGE” ETD Qingdao on August 18th, 2020.
N E W D E L H I / NAVI MUMBAI: Within the purview of MAERSK –CONCOR agreement for GTIL Venture, The management of the Container Corporation of India (CONCOR) has nominated Mr. Arunjay Kumar Singh Mr Arunjay Kumar Singh as CEO of Gateway Terminals India Ltd (GTIL), Mumbai operated by APM Terminals at Jawaharlal Nehru Port. Mr Singh took charge from Dr Alok Badkul earlier this month. Mr A. K. Singh holds a Bachelor ’s Degree in Electronics & Communication Engineering and a Post Graduate Diploma in Materials Management. Mr. Singh is with CONCOR since last about 13 years & earlier served as Chief Manager at CONCOR’s Dronagiri Rail terminal CFS in JN Port area. Presently he is also holding a charge of GM (Commercial & Operations) / Western Region, Mumbai in addition to the charge of CEO / GTIL. Mr Singh has more than 28 years of diverse experience in the ports and logistics industry and is well acquainted with JN Port as a result to his stint of 15 years with JNPT as a Class I officer, highlighted a communiqué.

Union Shipping Minister flags off first Container Ship from Kolkata Port to Agartala via Chattogram port It’s a historic move in Indian maritime sector and economic development of North East Region: Shri Mandaviya
NEW DELHI: Union Minister of State for Shipping (I/C) Shri Mansukh Mandaviya today flagged off the first trial container ship from Kolkata to Agartala through Chattogram Port of Bangladesh, in a virtual ceremony. This has been done under the Agreement on use of Chattogram and Mongla Ports for movement of India’s transit cargo through Bangladesh. Speaking on the occasion, Shri Mansukh Mandaviya said that the route will open doors of new opportunities for both the countries. It will provide the alternative and shorter route to connect the North East Region through Bangladesh. Shri Mandaviya said that this is a historic move to utilize Chattogram and Mongla Port for movement of India’s transit cargo. It will be a new chapter in India-Bangladesh maritime relations, he added.
The consignment of the trial movement includes two TEUs carrying TMT steel bars destined for West Tripura district and two TEUs carrying pulses destined for
Karimganj, Assam. After reaching Chattogram, the consignment will move to Agartala on Bangladeshi trucks. The trial runs highlight the efforts that both sides have undertaken to strengthen the connectivity between Bangladesh and the North Eastern states of India, as per the understanding reached between the two countries at the highest level, during the visit of Prime Minister Sheikh Hasina to India in October 2019, when the Standard Operating Procedures for the use of Chattogram and Mongla ports for movement of goods to and from India, were concluded. This movement further strengthens long standing partnership between India and Bangladesh. It will reduce distance and time taken in transportation of goods for India and is a win-win for both the economies. Job creation, investment in the logistical sector, enhanced business services and revenue generation are advantages that will accrue to Bangladesh. Bangladeshi vessels and trucks will be utilized to move the Indian cargo. India and Bangladesh have enhanced cooperation in shipping and inland water trade in the recent years. Under the Protocol on Inland Water Transit and Trade, in addition to the six existing Ports of Call, five more in each country have been added recently. Dredging of inland waterway routes is ongoing under an MoU, signed by the two countries on development of fairway in selected stretches of Bangladesh waterways with the Government of India bearing 80% of the project expenditure and the balance being borne by the Government of Bangladesh. Cruise services have also commenced between the two countries promoting tourism and people to people contacts.

Several exporters' in risky category not traceable in principal place of business : Government NEW DELHI: Over 1,300 exporters who had claimed GST tax refunds of Rs 1,875 crore were untraceable at their principal place of business in a massive verification exercise the Government initiated after identifying 7,516 'risky exporters', an official said. "As many as 1,377 exporters who have fraudulently claimed IGST refund amounting to Rs 1,875 crore have been found untraceable at their principal place of business," the official said, adding this includes seven accredited 'star exporters'. As on date, 7,516 exporters are in the 'risky exporter' list. Out of them, for 2,830 exporters' IGST refund /drawback worth Rs 1,363 crore is suspended. The official further said the Government has received adverse reports in respect of 2,197 risky exporters and as many as 10 'star exporters' have claimed Integrated Goods and Services Tax (IGST) refunds
amounting to Rs 28.9 crore deceitfully. "The field formations of the Central Board of Indirect Taxes and Customs (CBIC) have detected offence cases amounting to Rs 115 crore against identified risky exporters. "Also, out of the 234 suppliers' verification received so far, 82 suppliers have been found non-existing at their principal place of business," the official said. Exporters are identified as 'risky' on the basis of specific risk indicators based on customs, GST, income tax and DGF T data. The identified risky exporters' information is shared with the CGST formations for physical and financial verification. The supply chain analysis conducted by CBIC's investigation arm DGARM has found that suppliers have availed ineligible Input Tax Credit (ITC) in 695 cases. Out of these, in 461 cases
IGST refund / drawback amounting to Rs 273 crore is under suspension. Information on these risky suppliers has been shared with jurisdictional field formations for their physical/financial verification and to verify the ineligible ITC availed by them, the official added. Last year, the CBIC had detected several cases of firms availing credit fraudulently through refund of IGST on export of goods. To mitigate the risk, the CBIC has taken measures to apply stringent risk parameters-based checks, and the consignment of exporters in the risky category are subject to 100 per cent customs examinations and their refunds have been kept in abeyance. In May, the CBIC had asked the GST risk management wing to conduct supply chain analysis to identify the major suppliers to these exporters and share it with jurisdictional field officers.
FIEO offers all support to locate untraceable exporters and demand sternest actions against them N E W D E L H I : Responding to the media reports highlighting that 1377 exporters, who fraudulently claimed IGST refund worth Rs 1,875 Crore, are untraceable at their place of business, Mr Sharad Kumar Saraf, President, FIEO said that this has caused great anguish and setback to the exporting community as it indirectly reflects adversely on them as well. While the number of untraceable exporters as a percentage of total number of exporters is not much yet untraceability of such a large number of exporters requires concerted efforts by all of us to trace them and bring them to books. On behalf of export organisations, Mr Sharad Kumar Saraf extended full co-operation to the Government to
trace them. President FIEO said that every exporter has a PAN and a bank account before he applies for Importer Exporter Code. For opening the bank account, necessary KYC is done by banks also besides introduction of account by another customer. DGFT also keeps their email, telephone and bank details including the photograph of the person who applies for IEC. Exporters are also required to have GST registration providing email and m o b i l e n u m b e r, w h i c h i s c r o s s verified through electronic mode. The registration of exporters is also done at Customs and bank details are captured in which IGST amount is credited. These exporters may also be members of some Export Promotion Councils / Authorities / Commodity Boards / FIEO who can also help in
providing necessar y infor mation available with them. The Star exporters also submit Chartered Accountant Certificates, which are also at times verified by the licensing authorities. We need to pool the information available, with all the agencies, said Mr Saraf, to locate them as a few black sheep should not dent the image of genuine exporters of the country. Mr Saraf added that the Government should further proceed in the matter by immediately issuing them suitable show cause notices. If they do not respond, DGFT should initiate action to suspend/cancel their IEC making them ineligible for further exports/imports and authorities should initiate proceedings against them to recover Government money, added President, FIEO.
Railways’ freight-loading back to 92% of July 2019 level NEW DELHI: Freight-loading has bounced back to 92% this month as compared to July last year, the railway ministry said recently. While it said the focus will be more on increasing revenue from freight movement this year, the ministry has also set the target to improve infrastructure in the next five years in a
big way and to provide rail connectivity to five state capitals in North East — Shillong, Gangtok, Aizawl, Kohima and Imphal by March 2023. Speaking to reporters, Railway Board c h a i r m a n V K Ya d a v s a i d a b o u t Rs 13.6 lakh crore will be spent in the next five years for upgrading infrastructure.
This includes the big impact project of upgrading 11,295 km comprising seven high density corridors to allow passenger trains to run at 160 kmph by March 2025. These stretches are Delhi-Howrah, Howrah-Mumbai, MumbaiDelhi, DelhiGuwahati, Delhi-Chennai, ChennaiHowrah and Chennai-Mumbai.
Forex reserves climb $3.1 bn to record $516.362 bn MUMBAI: The country's foreign exchange reserves swelled by $3.108 billion to a record high of $516.362 billion in the week to July 10, RBI data showed. In the previous week ended July 3, the reserves had increased by $6.416 billion to $513.54 billion. The reserves had crossed the half-a-
trillion mark for the first time in the week ended June 5, after it had risen by $8.223 billion to reach $501.703 billion. In the week ended July 10, the forex kitty increased mainly due to a jump in foreign currency assets (FCA), which is a major component of the overall reserves.
Gold reserves were up by $712 million to $34.729 billion, as per the central bank data. The special drawing rights with the International Monetary Fund (IMF) rose $5 million to $1.453 billion. The country's reser ve position with the IMF also increased by $19 million to $4.545 billion during the reporting week.

Chabahar-Zahedan Rail Project awaits appointment by Iran of entity to finalise pending issues: MEA There has been signicant progress on the Chabahar Port project NEW DELHI: India has termed as “speculative” the media reports on its involvement in the Chabahar-Zahedan railway project, asserting that the Iranian side was to nominate an authorised entity to finalise the outstanding technical and financial issues related to the venture which was still awaited. Ministry of External Affairs Spokesperson Anurag Srivastava said that since 2016, despite the difficulties posed by the sanctions situation, there has been significant progress on the Chabahar port project. His remarks come after media reports claimed that India has been left out of the ChabaharZahedan railway project in Iran. “We have seen some speculative reports about Chabahar Port and the
Chabahar-Zahedan railway project,” he said. “With regard to the port, you are all aware that a longstanding commitment from 2003 was finally operationalised in 2016 during the Prime Minister’s visit to Iran. Since then, despite the difficulties posed by the sanctions situation, there has been significant progress on the port project,” he said. An Indian company has been operating the port since 2018 and has steadily scaled up the traffic there, Srivastava said. “Since December 2018, 82 vessels have been handled there including 52 in the last 12 months alone. The port handled 12 lakh tonnes of bulk cargo and 8,200 containers,” Srivastava said. “Insofar as the proposed railway line is concerned, IRCON was appointed by the Government of India to
assess the feasibility of the project. It was working with CDTIC, an Iranian company under their Ministry of Railways in that regard,” Srivastava said. IRCON has completed the site inspection and review of the feasibility report, he said. “Detailed discussions were thereafter held on other relevant aspects of the project, which had to take into account the financial challenges that Iran was facing. In December 2019, these issues were reviewed in detail at the 19th India-Iran Joint Commission Meeting in Tehran,” Srivastava said. “The Iranian side was to nominate an authorised entity to finalise outstanding technical and financial issues. This is still awaited,” he said.
Container volume at Major Chinese Ports up 3.4% in early July XIAMEN: Container volumes at eight major Chinese ports increased 3.4% year-on-year in early July. Looking at export container volumes Xiamen Port reported a 1.5% increase and Guangzhou port posted over 10% growth rate. Cr ude oil shipments at Major Coastal Ports increased 26.8% year-onyear, among which the growth rate of Rizhao port and Tianjin Port exceeded 50%, while the port inventories increased 28.2%. Metal ore shipments at major ports increased 18.3% year-on-year, among which the growth rate of Tianjin port exceeded 60%,
while inventory volume declined 4.9%. Cargo throughput at three major Ya n g t z e r i v e r p o r t s , N a n j i n g , Wuhan and Chongqing, declined 4.9% comparing to the same period of last year while the container volume slightly increased 0.2%. However, some of the terminals along Yangtze river had to shut down temporally due to recent floods.
Indian Govt to upgrade coal logistics infra with Rs 50k cr revamp NEW DELHI : Anil Kumar Jain, Secretary, Ministry of coal informed that the Indian Government is ready to spend Rs 50,000 crore to improve the coal evacuation infrastr ucture to support the industry which will further improve coal transportation. This comes in the context of Prime Minister Narendra Modi's June 18 announcement of auctioning 41 coal blocks in the country for commercial mining under the Aatma Nirbhar Bharat Abhiyan. Consultation on Auction of Coal Mines for Commercial Mining, organized by FICCI, Jain said, "The year 2020 is much different from 2008 or 2010 when old coal blocks were given. We would be making the additional investment in the eastern part of India including Jharkhand, Chhattisgarh and Odisha to ramp up coal evacuation in the country." “In order to support the industry and improve logistics in the coal sector, the ministry is also in touch with the Railways to enhance the network for coal transportation. We
don't expect you to buy mines and also build rail corridors. The Government is very alive to your issues. The Government will be willing to support the industry to provide new railway lines or loops," he continued. Dilip Chenoy, Secretary General, FICCI said, "We believe that the involvement of the private sector will increase production and make India self-sufficient in meeting its internal coal requirements. We are excited with the prospect of the opening up of the coal sector.”
Afghanistan sends 3rd transit consignment to India via Iran NEW DELHI : The third shipment of Afghanistan’s transit goods has been shipped to India via a port in southern Iran. Director General of Sistan and Baluchestan Ports and Maritime Organization, Behrouz Aghaei said r e c e n t l y, “ t h e v e s s e l c a r r y i n g 70 ordinary and refrigerated TEUs, set sail
from Shahid Beheshti port in Chabahar recently and is destined for the Indian ports of Mundra and Nhava Sheva.” The official noted that a total of 116 TEUs loaded with Afghanistan’s transit goods have been sent to India through the strategic Iranian port during the current calendar month (began June 21). The shipment of Afghanistan’s
commodities to India from Shahid Beheshti Port comes in line with the implementation of a trilateral deal between India, Afghanistan and Iran. New Delhi, Tehran and Kabul signed a trilateral deal in 2016 to develop the port of Shahid Beheshti and use it as a hub for the transit of goods from India to landlocked Afghanistan.
