Relief package for different sectors & new MSME definition will give huge boost to industry: Nitin Gadkari Nitin Gadkari calls for exploring rating and effective implementation of Fund of Funds announced for MSMEs NEW DELHI: Union Minister for MSME and Road Transport and Highways Shri Nitin Gadkari has said that the relief package announced by the Union Government for different stakeholders/sectors including MSME, labour, agriculture etc. and the new definition of MSMEs will give huge boost to industry. He called for exploring the rating of MSMEs and asked the participants to give suggestions for effective implementation of Fund of Funds announced as part of the package for MSMEs. Shri Gadkari said this while addressing meetings with the representatives of Business Network International and MM Activ Sci-Tech Communications via video conferencing on “Impact of COVID-19 on MSMEs” and
“Future of Indian Industry after 20 lakh crore package” respectively. Shri Nitin Gadkari also said that there is need to explore Agro MSME and Fishing MSME sector. The Minister stated that all the stakeholders including government are facing challenges due to COVID -19. He urged the industry to maintain a positive attitude during these difficult times to tide over the present crisis as negativity is not in anybody's interest. Recalling that Government of Japan has offered special package to its industries for taking out Japanese investments from China and move elsewhere, he opined that it is an good opportunity for India which should be grabbed. The Union Minister emphasized that
special focus towards export enhancement is the need of the hour and necessary practices shall be adopted to reduce power cost, logistics cost and production cost to become competitive in the global market. He cited an example that by introducing vehicle scrap page policy production cost can be reduced. Further, he mentioned that there is also need to focus on import substitution to replace foreign imports with domestic production. The Minister shared that the Ministry of MSME is working on two booklets to cover details about last three year’s export and import. Shri Gadkari mentioned that industry should focus more on innovation, entrepreneurship, science and technology, research skill and experiences to convert the knowledge into wealth.
Chabahar Port witnessing historic shipment boom TEHRAN: Docking operations were carried out simultaneously for eight ships at Iran’s Chabahar Port, for the first time in the port’s history, deputy head of SistanBaluchestan Province’s Ports and Maritime Department said. “Since last week, eight docking operations, with a total length of more than 200 meters, were carried out in one day in this port,” ILAN quoted Hossein Ebrahimi as saying. According to Ebrahimi, the boom in Chabahar Port’s maritime traffic is an
indication of a bright future for sustainable development in this oceanic port. For the second consecutive week, all five berths of Shahid Beheshti Port have been occupied, the official said, adding “This shows that Chabahar Port is gaining a significant place among the ports of the country and the region.” Chabahar Port is one of the modern ports in the country in terms of equipment, benefiting from 30 strategic loading and unloading devices, according to the official.
“This equipment has played a significant role in the growth of unloading and loading operations, exports, and imports in this port,” he said. As Iran’s only oceanic port, Chabahar consists of two separate ports named Shahid Kalantari and Shahid Beheshti, each of which has five berths. Iran has awarded the development project of this port to India, and the South Asian country committed $500 million to build two new berths in this port.

DP World and Mastercard collaborate on Digitising Port Payments SANTO DOMINGO: DP World has partnered with Mastercard to digitise port ecosystem payment flows, aiming to enable cargo owners and small businesses to pay for their freight-related costs more efficiently and remotely, facilitating their ability to participate in global trade. The programme has been launched through the co-branded Trade Card in the Dominican Republic and will be rolled out in Latin America and then across DP World’s global port operations. It is hoped that the launch of the port payments digitisation project will accelerate the digital transformation of the global supply chain and support local economies during the current challenging times. Morten Johansen, Executive Director of DP World Caucedo, said: “This will help SMEs and cargo owners in general in the Dominican Republic to gain better access to the global economy and be an engine of economic growth. “Our plan is to use the learnings from this pilot project to expand this partnership to other parts of the world.” The partnership leverages Mastercard’s leading digital payments technology, banking network and SME payments products with DP World’s role as a port and logistics operator to
facilitate access of SMEs to global trade. Besides better access to responsible credit, the project will provide cargo owners and SMEs with a new digital application that allows them to view invoices and make payments electronically, significantly reducing paperwork for port users. Access to financing and logistics payments solutions is a key challenge for SMEs, when their import and export business creates a time lag between goods being ordered and delivered for sale. SMEs make up around 95% of all firms in Latin America generating two-thirds of all jobs although their participation in global trade as a proportion of the total for Latin America is less than 13%. This collaboration, which is a world first in the freight industry, is the latest phase in DP World’s diversification strategy from port operator to global trade enabler by extending its core business to play a wider role in the supply chain and enabling a broader range of services and capabilities to owners of cargo and aggregators of demand. Carlos Menendez, President – Enterprise Partnerships, Mastercard, stated: “By harnessing Mastercard’s recent expertise in building more inclusive local supply chains and combining our expertise in payments, data analytics and global trade facilitation with DP World’s leadership in freight and port operations, together we can advance inclusive trade growth.”
Yang Ming’s vessels to receive Smart Ship Notations from ABS, DNV GL, BV & CR Notations mean that Yang Ming holds the leading position on the path to marine digitalization and intelligence TAIWAN: Yang Ming Marine Transport Corporation’s (Yang Ming) ten 2,800 TEU class container vessels, currently being constructed by CSBC CORPORATION, TAIWAN (CSBC), are going to receive Smart Ship notations from international classification societies, American Bureau of Shipping (ABS), DNV GL, Bureau Veritas (BV) and Classification Society (CR). The notations mean that Yang Ming holds the leading position on the path to marine digitalization and intelligence. Five of the series vessels – “YM Celebrity”, “YM Continent”, “YM Certainty”, “YM Credibility” and “YM Continuity” will be the first batch of vessels to be awarded ABS Smart notations in the world. The notations include Smart INF (Data INFrastructure for Smart Function implementation) & Smart SHM (Structural Health Monitoring). The recognition denotes that these vessels are equipped with smart information infrastr ucture of big data acquisition and cloud transmission, which enable ship structure endurance monitoring and future structural health awareness through ABS’s customized analysis program to ensure sailing safety. “We are proud to lead the industry in the development of smart functionality, which tends to enable owners and operators to improve their operation,” said Bronson Hsieh, Chairman of Yang Ming. “By working with ABS we are demonstrating that the Yang Ming vessels are at the forefront of today’s vessel technology.” Three of the series vessels – “ YM Centennial”, Capacity” and “YM Cooperation” - will be the first vessels to receive DNV GL SmartShip notations in Taiwan. The notations, including SmartShip OE (Operating Enhancement) and
PE (Performance Enhancement), mean that these vessels are equipped with advanced technologies such as improving container load flexibility with route specific container stowage and fuel saving with trim optimization. The technologies will greatly enhance vessel performance and effectively reduce GHG (GreenHouse Gas). Two of the series vessels – “YM Credential” and “YM Constancy ”- will be the first vessels to receive BV SMARTSHIP (MACHINERY 1) notation, which indicates the ships are equipped with integrated computer based system for the controlling and monitoring of the automated installations of periodically unattended machinery spaces, and they are equipped with monitoring devices allowing reduced scope of tailshaft survey. Furthermore, seven of the series vessels including “YM Continent”, “YM Credential”, “YM Centennial”, “YM Capacity”, “YM Certainty”, “YM Credibility” and “YM Continuity” are also certified by CR with “Smartship H, Et, I” notations, featuring functions of smart hull-structural health estimation, smart energy efficiency-trim optimization, and smart integration platform. With constantly evolving technology, smart ships have become an inevitable trend in the field of shipbuilding and maritime. To keep up with the development, Yang Ming has studied to optimize the company’s competitiveness and meet its environmental goals. Starting this year, these awarded ships will be delivered and deployed to Yang Ming’s intra-Asia services. With these smart ships, Yang Ming will improve operational efficiency and deliver more innovative and professional services to customers worldwide.
NYK’s Autonomous Ship framework gets ClassNK AiP TOKYO: Classification society ClassNK has granted approval in principle (AiP) to Japanese shipping major Nippon Yusen Kabushiki Kaisha (NYK Line) and its group company MTI Co., Ltd. for their joint project on the concept design of an autonomous ship framework being developed under the name of APExS. The Japan-based classification society reviewed the safety of the framework and certified the concept design on 20 February 2020 — the first time for an autonomous ship framework to be approved in Japan.
To develop an autonomous ship framework, NYK has been working with ClassNK to verify the safety of system usage conditions and fallback systems. With respect to communication concerns between humans and computers, risk can be mitigated to an acceptable level and human error significantly diminished through proper design, procedures, and training, according to NYK. Based on this framework, NYK aims to further deepen its cooperation with domestic and overseas partners for the development of autonomous ship technology that contributes to advanced safe operation.

CFSAI Trade Advisory 1) Whereas, after the outbreak of deadly global pandemic COVID-19, CFSAI vide a Trade Advisory issued on 2nd April 2020 CFSAI had informed all the concerned stakeholders in the EXIM Containerized trade that since the Ports and Terminals continue to function, in order to ensure that supply chain is not disrupted, all CFSAI Member CFSs, despite operational constraints & challenges kept their facilities open. 2) Whereas , even in subsequent Lockdowns 2.0 & 3.0 announced by the Government, since Export Import Trade was greatly facilitated by JNPT , Adani Port & SEZ, Custom Houses, Police, Distt. Collectotrs and other authorities, our Member CFSs kept evacuating the containers from Terminals at JNPT , Mundra and Hazira and effected laden and destuffed import deliveries from their facilities. This was achieved by incentivizing and paying additional costs to TTs, Drivers , labour , surveyors, equipment handlers and additionally providing them food and shelter under best hygienic conditions to combat the pandemic COVID-19. It is pertinent to note that these endeavours have ensured in evacuation of over 168,000 TEUs at JNPT & 59,000 TEUs at Mundra by CFSs and giving Import deliveries to the Importers in the range of 101,000 TEUs and 43,000 TEUs at JNPT and Mundra respectively during the lockdown period till date. 3) Above has been possible with tremendous cooperation and concerted efforts of all concerned stakeholders namely Customs, CFSs, CHAs & the Importers that for last 3 weeks, the average import evacuation from CFSs at JNPT reached over 4,000 TEUs and at Mundra about 1300 to 1400 TEUs per day. 4) For the information of the trade, our members continued relentlessly and managed to retain the drivers /labour / surveyors and others for 7 weeks of lockdown. However as known to all and widely covered by electronic media and news channels, a very large number of migrant labour including TT drivers and labour from JNPT, Mundra Surat and other industrial and Port hubs have begun a mass exodus to their hometowns in the last 6-7 days. Whilst the Government has facilitated the process by starting special “Shramik trains� and buses, the labour with present sentiments, sudden shortage of drivers and labour has adversely impacted CFSs functioning. Despite all out efforts by our members to retain them by offering additional remuneration and facilities, they are practically unstoppable and not willing to stay back at any cost. 5) Whereas we have also been informed that most of the Gram panchayat's especially in Raigad Distt. have put restrictions and ordered their residents to stay indoors due increase in pandemic COVID-19 cases. 6) In view of aforesaid, regrettably, you would come across some services delays in evacuation and deliveries of import containers from CFSs although our member CFSs have assured that even within limited resources, they will do their utmost to service the trade. 7) We sincerely regret the inconvenience caused, if any, arising out of disruption or delays in servicing conatiners to the Importers / Exporters and stakeholders of the Export Import Containerized trade. Adani Logistics still in talks to buy GDL’s 40% stake in Snowman: APSEZ AHMEDABAD: Adani Ports and Special Economic Zone (APSEZ) on recently said its subsidiary Adani Logistics is still in talks to buy Gateway Distripark Ltd”s (GDL) 40.25 per cent stake in Snowman Logistics. GDL earlier had said that the proposed sale of entire 40.25 per cent stake of Gateway Distriparks in cold chain operator S n o w m a n L o g i s t i c s t o Adani Logistics was called off due to repudiation of the agreement by the acquirer. As notified to the stock exchanges on April 1, 2020, Adani Logistics Ltd (ALL)
currently holds 26 per cent of the total voting equity share capital of Snowman, pursuant to an open offer and that parties are in discussion in relation to the purchase of its 40.25 per cent stake in Snowman pursuant to a share purchase agreement dated December 27, 2019 between ALL, GDL and Snowman (SPA), APSEZ said in a regulatory filing to the BSE. “ALL has received a letter issued by GDL in relation to a purported repudiation of the SPA and ALL has duly responded to the same. ALL has categorically denied the correctness and basis of the statements, assertions
and claims being made by GDL,” APSEZ said. Snowman Logistics is the cold chain unit of Gateway Distriparks Ltd. “The condition for completion of transaction by March 31, 2020 was not met by the acquirer, and the seller has notified the acquirer and the company that the agreement is not in force due to repudiation of the agreement by the acquirer,” Gateway Distriparks has earlier said in a BSE filing. Last year, Adani Logistics had announced signing of a definitive agreement to acquire 40.25 per cent stake in Snowman Logistics from Gateway Distriparks for Rs 296 crore.
Back to work planning in updated WPSP COVID19 guidance document for ports T O K Y O : Active since March and with a d e d i c a t e d information portal since early April, the World Ports Sustainability Program’s COVID19 Task Force has just released its latest version of its guidance document for ports. It can be found under the frequently asked question : W H E R E D O I F I N D OPERATIONAL GUIDANCE AS A PORT BASED ON GLOBAL BEST PRACTICE? The Guidance draws on the expertise of WPSP COVID19 Task Force participants, who include specialists from the ports of Açu, Antwerp, Los Angeles, Felixstowe, London, Busan, Guangzhou, Mombasa, and Rotterdam. Additional valuable contributions have come from sixteen other port
authorities, several regional port associations and Maritime Street, a consultancy specialised in digital trade logistics. The latest version has added supplementary information sources on safe shipboard interface between shipand shore-based personnel developed by the International Chamber of Shipping (ICS) as well as a 12-step framework of protocols on crew changes also compiled by ICS in coordination with the maritime industry and supported and published by the IMO. In addition, a fourth section containing suggestions and best practices related to back to work planning has been based on input from various sources, including a guide prepared by the China Ports and Harbors Association based on their own
members’ experience. “We have endeavoured to create a short, practical guidance document for our IAPH members which draws on the experience of the Task Force members, whom we have been meeting online on a weekly basis since March”, commented WPSP Technical Director Antonis Michail. “It has been based on an original concept with content prepared by the Brazilian Port of Açu and has been elaborated upon with great inputs from the other Task Force members and our IAPH member colleagues.” As the latest IAPH-WPSP Port Economic Barometer indicates, regional variations are emerging in terms of the challenges being faced by ports and their stakeholders. The broad guidance available provides advice and suggestions based on experiences gained by ports during the current crisis.

WCO & IMO strengthen their partnership for Maritime Digitalization to support flow of trade by ship Cont’d. from Pg. 3
It is known that when ships enter and leave ports, vital information concerning cargo, dangerous goods, crews, vessel details and other pieces of information have to be exchanged with the authorities ashore. However, under the International Maritime Organization (IMO) Convention on Facilitation of International Maritime Traffic (FAL), public authorities are now required to set up systems for this all to happen digitally. With a view to sustaining the maintenance work of the Compendium and to allow more involvement of different stakeholders in the maritime supply chain, within the framework of
existing partnerships, the IMO, the WCO, the United Nations Economic Commission for Europe (UN/ECE) and the International Standards Organization (ISO) have come together to support this increased maritime digitalization. The renewed partnership paves the way for updating the IMO Reference Data Model and for its further development towards the harmonization of data standards in other areas, beyond the FAL Convention, such as exchanging operational data that could help facilitate the just-in-time operation of ships. Justin-time operations allow ships to optimise their speed, so they arrive at their destination port when their berth
is ready for them, thereby saving energy and cutting costs and emissions. The partners involved have been cooperating to develop the IMO Reference Data Model, which is a key element of the IMO Compendium on Facilitation and Electronic Business and covers the reporting requirements defined in the FAL Convention to support transmission, receipt, and response of information required for the arrival, stay, and departure of ships, persons, and cargo via electronic data exchange. This work ensures interoperability between the respective standards of each organization, such as the WCO Data Model.
IMF develops real-time intel on Container, Tanker, Bulker moves “World Seaborne Trade in Real Time: A Proof of Concept for Building AIS-based Nowcasts from Scratch” Research Paper released Cont’d. from Pg. 3
“With the current fast-changing developments, policymakers need to know what is happening to the economy in real time, but they often must settle for data telling them what happened many weeks ago,” wrote the team. The solution, they believe, is “daily monitoring of trade developments in real time [to] help provide a reliable early war ning regarding potential economic contagion effects amid the pandemic.” The IMF system estimates global trade volumes expressed as indexes of 30-day moving averages for 2020 versus comparable 2017-19 averages. The data is being used to develop the IMF Global Trade Intelligence Index. The first chart published recently covered Chinese export volume and clearly shows the extreme collapse in February as a result of the initial coronavirus shutdown in Wuhan. That supply-side shock was followed by a resurgence in activity through March and early April as China’s export network reopened. The IMF data then shows a downturn in export volumes as a consequence of a demand-side shock: European and U.S. imports falling in the wake of social-distancing measures. According to the IMF estimates, Chinese exports started the year around 10% higher than average, fell to 30% below average, rebounded to near average, then fell back to 10% below average. Global segment volumes The IMF team also published global import and export data broken down by cargo segment: dry bulk, oil and chemicals, containerized goods, and cars. The first important takeaway from
the segmented data is that bulk goods, whether liquid or dry, appear to be performing better than unitized goods, i.e., containerized goods and vehicles. Bulk goods are largely sold to industrial entities, unitized goods to consumerfocused businesses. Both tanker and dry bulk volumes remained average to above-average in relation to previous years, at least in the period covered by the IMF data. In the case of dry bulk, rates for larger bulkers collapsed this week, beyond the time frame of the IMF-published data (although that data does show dry bulk imports turning negative in late April and early May. On the tanker front, it has been widely reported that more laden ships are at sea, either because of floating–storage contracts or because of the inability to unload due to lack of land-based storage. The IMF data is consistent with this dynamic. The export and import trend lines diverge, with the export line continuing to rise since February and the import line on a slow decline since mid-March. The IMF team explained, “In the specific case of oil and related products, the recent export performance is especially strong but is not fully matched by an increase in world imports, in line with reports that crude oil is being stored.” Another key takeaway from the IMF data is that the global vehicle trade is performing dramatically worse than any other sector. Global vehicle export volumes plunged by more than a third during the month of April versus the 2017-19 average, which the IMF team attributed to “companies across the supply chain halting production.”
The IMF data also provides insight on container volumes, an important indicator for U.S. trucking and rail sectors, as well as ocean carriers. IMF methodology The IMF team authored a working p a p e r r e l e a s e d r e c e n t l y, “ Wo r l d Seaborne Trade in Real Time: A Proof of Concept for Building AIS-based Nowcasts from Scratch,” which details the methodology behind their system. The team used Automatic Identification System (AIS) shippositioning data from MarineTraffic sampled hourly since Jan. 1, 2015. Over a billion AIS signals have been inputted into the IMF system. The team used the AIS data to build a port dataset, machine learning to imply export versus import ports, and data on ship capacity and assumptions on whether ships were laden or in ballast to estimate volumes. The team then benchmarked its system’s output against official trade volume data; the benchmarking correlation was 0.88 for monthly global volumes. What’s next? “Our proof of concept clearly demonstrates it is possible to build a real-time global trade nowcasting system relying only on raw AIS data and off-the-shelf machine-lear ning algorithms,” said the team. It is a work in progress. The next steps: Refine the algorithms; improve forecasting properties by predicting ship destinations while ships are en route, as opposed to the current method, which counts them when they arrive; incorporate information beyond AIS data to improve cargo weight estimates; and bring shipping experts into the fold to prevent double counting and other errors.
