Boxco Logistics handles heavy-lift packages amid the COVID-19 Disruption Cont’d. from Pg. 3

These packages were moved on 16 axle and 12 axle lines respectively from the GR manufacturing facility in Tarapur to HMEL Bhatinda. This movement had to be stopped enroute when these packages were at the Sirsa bypass in Haryana due to the nationwide lockdown announced by the Central Government. Even though essential services and eventually all transport was permitted the instructions did not percolate down to the local state authorities immediately. The Boxco L ogistics and the J M BAXI GROUP completely supports the decision taken by the Indian Government to Lockdown the Country. The cargo however was critical for the HMEL Refinery expansion project and we were under immense pressure from the client to move. The Boxco Logistic team with support from GR Engineering and HMEL were eventually able to convince authorities to allow the movement. The balance distance of 100 kms to Bhatinda was completed in 6 hours time, thus adding another feather in the cap of Boxco Logistics. The safety of our operators was paramount for

Boxco Logistics and we ensured that we effected the movement with minimum number of staff. Our operators were also counselled on sanitization and social distancing before commencement of the movement. This adds to the long list of ODC's moved in challenging conditions by Boxco Logistics.

Port of Rotterdam’s throughput volume falls in an exceptional first quarter ROTTERDAM: The coronavirus pandemic led to highly exceptional conditions in the first quarter of 2020, with severe worldwide disruption of production processes and logistical chains. Closed factories, stricter border controls and restrictions on personal freedom of movement have disrupted society around the globe. This unprecedented situation and the consequences are affecting international trade hubs such as the port of Rotterdam. Throughput in the first quarter was 112.4 million tonnes, 9.3% down on the same period last year. It should be pointed out that volumes in container handling, LNG and biofuels during the first quarter of 2019 were at record highs. Allard Castelein, CEO of the Port of Rotterdam Authority: “We are facing unprecedented disruptions and the port of Rotterdam, as a vital process, intends to continue contributing to society. The impact of a decline in demand due to the corona crisis will become clear from April onwards. A 10 to 20% drop in throughput volume on an annual basis would seem to be very likely. This will depend on how long the measures remain in place and on how quickly production and world trade recover”. Positive notes There were also positive notes during the first quarter. Container throughput more or less matched the level in the same period last year. Biomass throughput also continued to grow. In the meantime, major investment projects are continuing as planned. They include the construction of the Container Exchange Route, the Theemsweg Route and port infrastructure for the production location of smoothie-maker Innocent. Vital links The Port of Rotterdam Authority, the Harbour Master division and all the companies operating in the port industrial complex have the same two priorities: people’s health and maintaining port operations. In order to keep Dutch society running, the Dutch government has identified the processes that are vital to achieve these priorities. The Port of Rotterdam Authority and the port business community are extremely grateful to the government in this respect. Shipping handling, the related logistical processes and industrial production are of vital importance. If any single link in this chain fails, the result will be congestion in the port and in the surrounding infrastructure, as well as scarcity on the market, leading to the disruption of industrial production, logistics and society as a whole. Throughput in the first quarter of 2020 In the first three months of 2020, throughput in the port of Rotterdam amounted to 112.4 million tonnes. That is 9.3% less than in the first quarter of 2019. Falling throughput was seen mainly in the coal, crude oil and oil products segments. There was an increase in the throughput of iron ore, biomass, LNG and other liquid bulk. Dry bulk The throughput of dry bulk in the first quarter amounted to 16.7 million tonnes. That is 14% less than in the same quarter in 2019. There was a substantial decrease of almost 3 million tonnes in the throughput of coal (-39.6%). The main reason for this was that less power was generated from coal in Germany and the Netherlands. More electricity was generated from gas and wind because of the low gas price and large amounts of wind energy due to favourable weather conditions. Ore throughput rose by 15.7% (920K tonnes). Steel companies purchased more stocks in the past quarter than last year, while production did not increase. Other dry bulk decreased by 21% (-694K tonnes) due to postponed construction projects and the supplies of sand and building materials needed for those projects. There was also a decline in the flow of minerals in the first quarter due to declining industrial production in Germany. Biomass throughput rose by 106%. This doubling was caused by the increase in the use of biomass in the Amer 9 power station in Geertruidenberg to between 80 and 90%. Liquid bulk In wet bulk, the throughput of oil products fell by 32.8%. Once again, there was a sharp fall in the trading of fuel oil between Russia and Singapore, for which Rotterdam has been the throughput location in recent years. Instead, much of the fuel oil went directly from Russia to the United States for refining. The throughput of diesel fuels also declined.

In the area of the throughput of diesel for export, this was caused by the increase in local use for seagoing vessels in response to the new IMO rules on emissions from ship engines. The incoming flow of crude oil declined by 8% in the past quarter. Stocks built up last year were used for production in the past quarter. The throughput of crude oil increased by 18% to more than 2 million tonnes with, in particular, more LNG going to the European gas network. More gas was used for electricity production because of the low gas price. The throughput of other wet bulk rose by 710K tonnes (9.3%). This consisted primarily of an increase in chemical products and biodiesels. The port of Rotterdam is increasingly becoming a central logistical location in Europe for these products, with both imports and exports to other European countries. Containers Container throughput in tonnes was almost the same (-0.3% in tonnes, -4.7% in TEUs) as in the same period last year – which was a record quarter for containers at the time (+5.9% in tonnes, +7.3% in TEUs). There was a rise in deep-sea and feeder containers, while short sea fell off by 4.5%. The underlying causes were the weaker economy in Europe during the last six months and stagnating world trade due to trade conflicts. The impact of the corona crisis was apparent to only a limited extent in late March as a fall in goods flows from China after the partial lockdown there in February. Seagoing vessels take four to five weeks to complete the journey, which means that the effect in Rotterdam is not felt until later. The volume of containers from Asia was 2.8% lower than in the first quarter of 2019. Break bulk RoRo throughput was 7.3% down on the first quarter of last year. As a result of the coronavirus outbreak, fewer people and goods were transported between the United Kingdom and Rotterdam in March 2020. It should also be noted that throughput in March 2019 was at a record level due to hoarding in the run-up to Brexit, which seemed imminent at the time. The throughput of other break bulk was slightly lower (-3.2%) as a result of the economic downturn. Impact analysis and outlook The sharp downturn in the global economy caused by the corona pandemic will also have a major impact on the port of Rotterdam. The impact of a decline in demand due to the corona crisis will become clear from April onwards. A 10 to 20% drop in throughput volume on an annual basis would seem to be very likely. This will depend on how long the measures remain in place and on how quickly production and world trade recover. In the container segment, capacity between Asia and Europe is being cut by approximately 25% in response to the reduction in demand for transport. This will also be clearly seen in the port of Rotterdam in the coming quarter. RoRo traffic is directly affected by a decline in economic activity in Europe and volumes will be significantly lower in this segment has long as the lockdown in various countries continues. The flow of iron ore and coal to the German steel industry will decrease in response to falling demand from the automotive and construction industries. The decline in the use of oil products for transport will reduce the need for crude oil supplies. However, volatility in the oil market can lead to higher trade flows.

RBI Governor expects a V-shaped recovery for India in 2021-22 Reduces the reverse repo by 25 basis points to 3.75 per cent MUMB A I : T h e R e s e r v e B a n k Governor Shaktikanta Das expects a sharp V-shaped recovery for India as projected by the IMF in 2021-22. Quoting IMF's projection of 1.9% growth for India in current fiscal, Das said that India is among the handful of countries that will cling on to positive growth. This is the highest in G20 countries as is estimated by the IMF. The RBI Governor said that the inflation is also expected to fall within

the comfort zone of the RBI and will provide policy space for further action. It expects India to record a sharp turnaround and resume its pre-Covid pre-slowdown trajectory by growing at 7.4 per cent in 2021-22. The RBI announced a slew of measures to boost liquidity to NBFCs and other financial institutions. It also reduced the reverse repo by 25 basis points to 3.75 per cent. The RBI governor said that the

promising IIP print should not mislead us as this does not capture the impact of Covid-19. "Yet, there are a few slivers of brightness amidst the encircling gloom," he said, and cited his March 27 statement on continuing resilience of agriculture and allied activities on the back of all-time highs in the production of food grains and horticulture, with huge buffer stocks of rice and wheat far in excess of the buffer norms.

RBI initiates to help economy but should be supplemented by a comprehensive economic package instantly : FIEO N E W D E L H I : Responding to RBI announcements made r e c e n t l y, M r S h a r a d Kumar Saraf, President, FIEO said that it will be having substantial positive impact on the financial system and the economy in this difficult time. Measures to maintain adequate liquidity in the system through TLTRO 2.0, lowering of Liquidity Coverage Ratio; incentivize the bank lending by cutting reverse repo rate to 3.75 percent and facilitating normal functioning of

markets are the most welcome initiatives. Refinancing of Rs 15,000 Cr to SIDBI and 90 days NPA norms to exclude moratorium or deferment period will give relief particularly to MSME units who are struggling to keep them alive with no business but saddled with fixed costs. The logistics sector needs a boost: Indian Chamber of Commerce NEW DELHI: The growing Logistics sector in India is looking at mounting losses. With the lockdown extended to May 3, the cumulative loss estimate is as high as Rs. 50,000 crores with the highest loss coming from the Aviation Sector, followed by the Roadways, in terms of lost Toll Taxes and Goods wasted on the road due to a sudden lockdown, grinding to a halt fully loaded trucks. Though Government has allowed movement of both essential and non-essential goods, the situation is not to so easy at the ground level. Container freight stations, inland container depots, warehouses and port terminals, which are all notified as essential services, are getting choked due to slow evacuation of containers and cargo. 2 weeks at high seas with delayed berthing is also adding to the chaos. Given the capital intensive nature of the industry, the standing cost of assets is very high, running into crores of rupees. VO Chidambaranar Port sets record of unloading 55,105 tonne coal in 24 hours T U T I C O R I N : VO Chidambaranar (VOC) Port, one of the 12 major ports of the Country, recently said it has created a record by unloading 55,105 tonne of coal in 24 hours. The unloading was done at Berth No 9 from the vessel ‘MV. Theoder Oldendroff ’ on April 10, surpassing the previous record of 55,020 tonne of coal handled at the same berth from the vessel ‘MV. Agio Sostis’ on February 3, 2020, the company said in a statement.

The vessel MV. Theoder Oldendroff consigned from Indonesia was berthed at the port on April 9 and has discharged 73,507 tonne of coal using three harbour mobile cranes capable of discharging 56,000 tonnes per day. VOC is a crucial link in the coal supply chain for power plants and other major industries in Tamil Nadu. Mostly, coal is being imported through VOC Port from abroad and also through Indian Ports like Dhamra, Haldia and Paradip. The port has handled 13.26 million tonne of coal during the last financial year

and has emerged as a major bulk cargo port in South India. “COVID-19 pandemic has affected all sectors of the world and the port is adhering to all directives given by the government and has adapted its functioning to maintain the productivity levels alongwith scrupulous measures to weed off infections in this extraordinary situation. For several weeks, the Port has been following the SOPs and taken necessary health measures to ensure the safety of our staff and Port users,” VOC Port Chairman T K Ramachandran said.

FFFAI urges for 100 per cent waiver of demurrage levied by Airports’ Cargo Terminals M U M BAI: In a representation to the S e c r e t a r y, M i n i s t r y o f Civil Aviation on April 7, the Federation of Freight Forwarders’ Associations in India (FFFAI) has recommended for 100 per cent waiver of demurrage charges levied by cargo terminals of airports/custodians across the Country. It is pertinent to mention that on 1st April 2020 the Ministry of Civil Aviation (MoCA), Government of India issued an Order on demurrage waiver for import and exports consignments due to outbreak of COVID 19. Demurrage is payable to the Airport Operator/ Cargo Terminal Operator by a Shipper or Consignee or Carrier or Agent for utilising storage facility at Cargo Terminal for storage of import cargo, goods, unaccompanied baggage, stores, courier bags, express parcels, postal mail, etc. for extended period beyond the stipulated free storage period. The MoCA’s directive was to adhere to the earlier Order of the Ministry of Home Affairs, Government of India issued on March 24, 2020 to impose a complete lockdown in India for a period of 21 days in view of the threat posed by the spread of COVID-I9 pandemic and the Guidelines annexed to the said Order, which provide for exception to enable the provision of essential air cargo movement and their related airport operations and those of other operational organizations. Observing that all the imported air cargo which had landed on or after March 20, 2020 at airports in India could not be cleared and removed from the airports thereby creating congestion at some of them for no fault of the air c a r g o c o m m u n i t y, a n d c a u s e d impediments to the swift clearance and removal from such congested airports of imported essential commodities and relief materials required for handling Covid-19 related issues across the Country. Therefore, during this critical hour of need for prioritising and facilitating necessary imports of essential commodities and relief materials, in order to maintain proper supply lines and strengthen the airport operations for their efficient handling, it is felt desirable to encourage the air cargo community to clear the backlog of imported cargo, goods, etc. and remove them from the congested major airports in India immediately. This would require airport operators/ cargo terminal operators to extend their support to the air cargo industry.

Therefore, for all Customs Airports, the following provisions for the treatment of demurrage charges are applicable on import air cargo: (a) Which had landed on or after March 20, 2020, but could not be cleared and removed from all the customs airports by 23:59 hours on the date of this Order, and for which Bill of Entries were filed with Customs and the imported cargo, goods, etc. are lying with or without Customs Out-of-Charge (OOC) in the Custodian Warehouses. (b) For any delay in clearance and removal from the airport caused by reasons attributable to the aforesaid lockdown measures for the period up to and until 14 April2020. B. Demurrage charges on such imports shall be waived at 50 per cent by the airport operator/cargo terminal operator, provided that the cargo, goods, etc. are cleared and removed from the airport by 23:59 hours on 16 April 2020 C. In case such imported cargo is not cleared and removed within these timelines, normal demurrage charges as applicable would be payable. D. During this period the airport operators/ cargo terminal operators/ concessionaires shall not impose any other or alternative charge by whatsoever name on the importer or trade agents concerned. H o w e v e r, F F FA I r a i s e d s o m e pertinent aspects especially on the judiciousness of granting waiver of demurrage charges only 50 per cent considering the prevailing scenario owing to lockdown/curfew across the country. “With the situation is beyond control of entire trade and impossibility of performance, charging trade for the demurrage is not rational. Our humble submission is for granting of 100% demurrage waiver. We should remember that the demurrage is deterrence and not the revenue, hence in such force majeure circumstances re-consideration is desirable,” said Mr AV Vijaykumar. He also pointed out that, meanwhile on the same ground, other major nodal agencies such as Customs and Shipping Lines have given full waiver of late submission fee, container detention charges charged by the Shipping Lines and in many areas full waiver of warehouse charges or ground rents. Underscoring the ground reality as far as cargo clearance is concerned Mr Vijaykumar stated that in spite of the efforts from importers and Customs Brokers, clearance have not happened beyond 10% at any locations. After the MHA directive for complete lockdown each of the States issued their own orders

including promulgation of Sec 144 of I P C a n d curfew. Apart from shutdown of CBs offices and restrictions in c o m m u t i n g , Mr AV Vijaykumar. police on road was not adhering to MHA guidelines dated on 24-25-26th March, 2020. Transporters not being able to provide task since most of the truck drivers have gone to their native places. Most of the importers are not working hence unable to make the payment of Customs Duty. Dispatch of goods after Customs out of charge is also constrained due to non-working of Importers factory/ warehouse premises. In addition, Air Cargo Terminals are presently working with very minimum staff. Though issuance of essential service passes started only after March 31 to very few individuals, still larger sections were not able to carry out the work relating to clearance of import and export goods. Mr Vijaykumar also maintained that currently the situation remains the same, though with difficulty few vehicles are moving. As per the guidelines given by the Government, the manufacturing / production industries have to go through various requirements – including retaining the staff inside the factory, providing them with food / stay/ basic amenities, routine medical checks, etc., if the unit intends to commence their activities. Thus, the lockdown curtailed all nor mal activities and imposed restrictions that disabled routine actions. M r Vi j a y k u m a r a l s o u r g e d f o r clarifications on the MoCA’s Order concerning actual date and time of its implementation or applicability and time given for filing of Bills of Entry. “This needs to be clarified that the Order will apply on any import landed form the 20th March ‘20 to 14th April ‘20 irrespective of when the Bill of entry is filed. On the other hand the lockdown announce d by the Hon’b le P rime Minister is valid till midnight of 14th April 2020. As per the Order, if the cargo is not cleared by 23:59 Hrs of 16th April 2020, the waiver would not be applicable. We all know that clearance of all pending consignment of air cargo terminals is not possible within 2 days. It is huge task to clear thousands of tonnes of backlog of cargo and to load thousands of vehicles within 2 days,” Mr Vijaykumar raised the crucial point seeking re-consideration from the Ministry of Civil Aviation.

Forex reserves soar by $1.82 billion to $476.5 billion in a week MUMBAI: India's foreign exchange reserves gained by a healthy $1.815 billion to $476.475 billion for the week to April 10, as per the latest weekly data from the Reserve Bank of India (RBI) released recently.

The forex reserves had declined by $902 million to $474.660 billion in the previous week, due to the fall in foreign currency assets. And in the week before, the reserves had surged by $5.65 billion to $475.561 billion.

On a year-on-year basis, the forex reserves had rallied by a whopping $61.6 billion as of April 10, according to RBI data. In the financial year 2020-21 so far, the foreign exchange reserves have risen by almost $62 billion.

flourishing southern ports of Iran on the transit domain, which can play a vital role in regional trade connectivity.” Afghan Ambassador to Iran Abdol Ghafoor Liwal while expressing his “special thanks to both India and Iran as our friend and neighbouring country for helping transit of shipment” said, “port of Chabahar has very good potential and proper facilities to send Afghanistan cargoes to different destinations in the world” It must be kept in mind that in the past when India was keen to send aid to Afghanistan via land, Pakistan used to

block it. This changed in 2017 when New Delhi first sent wheat aid via Chabahar to Afghanistan, which now has become a norm. Located in southeastern Iran, on the Gulf of Oman, Chabahar is the home for Iran’s only oceanic port. The operation of the Shaheed Beheshti Port at Chabahar was taken over by India Ports Global Co in December 2018. Meanwhile, India has also send 100,000 paracetamol and 500,000 hydroxychloroquine tablets to Afghanistan via Ariana Airlines recently.

SEZ industry seeks relief package to boost exports NEW DELHI: Apex body for promotion of Special Economic Zones EPCES has sought intervention of Prime Minister Narendra Modi for an incentive package for the sector, which is facing challenges due to the lockdown on account of Covid-19 outbreak. In a letter to the Prime Minister, Export Promotion Council for SEZs and EOUs Vice Chairman Bhuvnesh Seth said the pandemic has severely impacted the sector with more than 50 per cent loss of export orders. He said that liquidity too is badly hit on account of recovery of receivables pertaining to the lockdown in exporting countries as those companies there have said they will delay the payments.

"Sir, on behalf of EOUs (export oriented units) and SEZs (special economci zones), my humble submission for an immediate roll out of an economic relief package," Seth said in his letter. He said that EPCES sector is providing direct employment to more than 25 lakh persons with investment of more than Rs 5.50 lakh crore and contributing Rs 7.87 lakh crore to India's export basket. He also said that at present India being a most preferred Country, the government should consider a special package to Japanese companies to invest in here. "Presently, we have only one Act and

policy for exports that is SEZ Act. But, under this act any new company operating after 30th June will be deprived of income tax benefits whereas other countries like Vietnam, Cambodia, Philippines, Singapore, Malaysia and Sri Lanka are offering customised packages to investors. Unless Government of India consider a special policy or extend the SEZ Act, attracting investments will be a challenge. "...kindly consider a special package to infrastructure developers...either by extending the sunset clause of SEZ or by announcing some financial package so that new investments come forward in this sector," He said.

PE funds Blackstone, Warburg, NIIF join race to buy 30% in Concor, Adani, PSA International already in fray MUMBAI: Global investors Blackstone, Warburg Pincus and India’s sovereign fund National Investment and Infrastructure Fund (NIIF) have joined the race to buy 30% stake in Container Corporation of India (CONCOR); multiple people aware of the development said. Strategic investors including Adani Ports & SEZ and PSA International, which is wholly-owned by Temasek Holdings, were already in the fray. The bidding process, however, may get extended to the second quarter of the fiscal due to the Covid-19triggered economic shutdown, said a person aware of the development. Under its divestment programme, the central government had announced its

plan to sell minority stake in the state-run entity along with management control. The government’s shareholding in Concor is 54.8%. The government has appointed L&L Partners as the legal adviser for partial divestment of Concor, while Deloitte has been roped in as transaction adviser and RBSA Valuation Advisors as the asset valuer. The private equity funds, Blackstone and Warburg, plan to acquire stake in C o nc o r dir e c t l y t h o u g h t h e y h a v e portfolios in logistics space. Blackstone owns a significant stake in Allcargo Logistics’ warehousing business, while Warburg has exposure through its investment in Stellar Value Chain

Solutions, founded in 2016. Also, ESR Group, an Asian logistics real estate developer backed by Warburg Pincus, had set up a $1-billion platform along with Germany to invest in India’s logistics sector. NIIF plans to buy Concor stake through Hindustan Infralog, the joint venture logistics platform it created along with Dubai-based ports operator DP World in Januar y 2018. The platfo rm, which will invest up to $3 billion in ports, terminals, transportation and logistics businesses in India, made debut acquisition in March 2019, buying out 90% stake in Continental Warehousing Corporation (Nhava Seva) in March 2018.

Covid-19: Shipments worth USD 3 billion at stake for Indian apparel exporters, says survey NEW DELHI: Shipments worth USD 3 billion (about Rs 22,962 crore) are at stake for India's apparel exporters, following order cancellations and payment delays amid coronavirus pandemic, said a survey recently. The key findings of the survey, conducted by the Rajesh Bheda Consulting (RBC), are that the combined value of orders cancelled and on hold is USD 1.49 million per respondent factory; whereas for 56 per cent respondents said their payments were delayed, and in 19 per cent cases, customers refused to pay for the orders.

RBC said that in case of Bangladesh, the data on order cancellations and orders on hold was collected and publicised with promptness by the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), which helped stakeholders to communicate with international buyers on the numbers. As of April 13, orders worth USD 3.15 billion were cancelled or put on hold in that country, affecting the lives of 2.26 million workers. In absence of similar data in India, RBC decided to undertake a quick survey

to understand the gravity of the situation. The survey was announced on April 2. In all, 77 apparel exporting organisations from different manufacturing hubs of the country responded. Of these, 60 responses were usable. Though the results are based on a relatively small sample, these do provide some much-needed data reflecting the scale of the challenge, as experienced by the respondents and its potential impact on the industry, RBC said in a statement.
