Family members of Port workers, school children were also present.

The Contingent of Central Industrial Security Force, Kandla (CISF) and Fire brigade participated in the function, by maintaining all necessary protocol for Covid-19. After completion of the programme, Under-19 Cricket Match was organised between Cricket team of DPT Employees “DPT Boys V/S M-Bilal Cricket Academy” at Sports Complex, DPT Township. The Chief Guest and other dignitaries motivated the children. Chairman Shri S. K. Mehta inaugurated the Match by tossing the coin. Shri Mehta, Chairman addressed the gathering at Sports Complex, DPT Township. He apprised the gathering about various initiatives taken by the Deendayal Port Administration which has been instrumental to this success, in all spheres like efficiency, productivity, cost-effectiveness, transparency and Port User satisfaction. Shri Mehta, Chairman congratulated to Port Users, Board of Trustees (DPT), Officers, Employees, Workers, Unions for their support and cooperation for facilitating and endeavouring towards crossing the significant landmark of 117 MMT during 2020-21 (No.1 Major Port since last 14 Years) and social responsibilities carried out by DPT in the crisis of Covid-19. He also appreciated the work done by Frontline Warriors during the pandemic. He gave a clarion call to be in readiness to make Deendayal Port a MEGA PORT.

to known and unknown freedom fighter who directly or indirectly gave their contribution for freedom of India. Tax play important role in the development of country & Customs department deals with collection of indirect tax & we should play

our role properly and punctually”. He further assured to the staff officers as well as trade representative that all genuine issue will be solved timely & for any genuine grievance they may contact to him or Sh. T.V. Ravi , Commissioner Custom House Kandla. Social distance protocol was strictly followed as per Govt. guidelines.

APM Terminals – 20 Years of lifting Global Trade THE HAGUE: In 2021, A P M Te r m i n a l s c e l e b r a t e s i t s 20th anniversary as an independent business within A.P. Moller - Maersk. While reflecting on those eventful two decades under its own brand, the company looks into the future and makes bold steps on its transformation journey. On February 1st, 2001, an independent business unit was formed within A.P. Moller - Maersk to solely focus on terminal operations and have the ability to service third-party carriers. On June 25th the same year, the APM Terminals brand came into existence, marking the birth of an organisation that one year into its operations would already have a stake in 30 ports and terminals, annual throughput of 15 million TEU and employ 7,000 people. Fast forward to 2021, APM Terminals is the third largest terminal operator globally, playing a key role in ensuring undisrupted supply chains, with continuous focus on safety, operational performance and productivity to better serve its shipping and landside customers. Present in 42 countries with 75 terminals and with 22,000 employees around the world, the company is also embracing technology and new digital solutions in an industry often perceived as analogue and traditional. Safer, Better, Bigger It is with customers – and how best to serve them in the years to come – in mind, that APM Terminals embarked a few years ago on its transformation journey to safeguard and strengthen its position and to prepare for the future. “Back in 2017, we launched the strategy of being the best-inclass terminal operator to strengthen our foundation, improve performance in the short term and lay the groundwork for our longterm aspirations,” explains Morten Engelstoft, APM Terminals CEO. “This work has certainly set us on the right path, and we are now well-positioned to refine our strategy by introducing the idea of ‘Safer, Better, Bigger’.” The “Safer” component reflects APM Terminals’ commitment to protecting its people from harm, while creating a safety culture where leaders and frontline staff are deeply involved in understanding the work done and the risks involved, but more importantly – what they can do together to make it safer. As such, it is an area where no compromise is allowed. “Better” means that APM Terminals will continue to build on the way it serves its customers and focus on improving financial performance, with the Way of Working playing a key role as a “machine” of continuous improvement in all aspects. Some other key elements of this pillar include a step-change in the approach to terminal automation, better asset management and additional technology and digital-enabled solutions for customers. Finally, “Bigger” is APM Terminals’ licence to grow its business again, but in a way that allows it to successfully execute on its plans and do so with attractive returns. 2020 already marked some milestone developments aimed at future growth, like formal steps towards port expansion in Poti (Georgia), ramping up the terminal in Tema, Ghana, additional berths in Yokohama (Japan) and a ground-breaking ceremony for the new joint venture terminal in Cote d’Ivoire, expected to be

operational at the end of 2021. APM Terminals also attracted new shipping lines and their liner ser vices to its facilities and continued to upgrade its equipment fleet and increase operational capabilities around the world. In early 2021 the new terminal in Kalundborg, Denmark became operational and in June 2021, APM terminals, together with its local Croatian partner Enna, was awarded the concession for a new container terminal in Rijeka, Croatia (pending regulatory approvals). At the heart of Global Trade “APM Terminals plays a vital role, not only in the global supply chain, but also in local economies where we operate. Ports enable trade and thereby the lives of the millions of people who make and use the products that pass through our 75 ports and terminals,” shares Keith Svendsen, Chief Operating Officer at APM Terminals. This has become ever more apparent since the beginning of the COVID-19 pandemic in early 2020, when social activity around the world slowed down, while the need for undisrupted cargo flows did not stop. To meet those needs, tens of thousands of people at APM Terminals show up at work every day, pick up their uniforms and protective gears and do their jobs with passion, commitment and enthusiasm. “We are exceptionally proud of all these colleagues around the world, as we keep the world moving and deliver on our promises to our customers and the society,” comments Morten Engelstoft. Powered by technology “Technology will play a big part in our transformation going forward, as it will help us create better value for our customers and improve efficiency in our terminals”, says Keith Svendsen. This is coupled with a new, modular approach to automation, as a way to create a safer workplace and better use the large amount of data that becomes increasingly available. The modular approach will mean a move away from an end-to-end automation to targeting specific pieces of automation to operational areas and processes where there is greatest potential for terminal efficiency, positive customer outcomes, increased safety for the people and other improvement opportunities. In addition, smart use of technology and automation also helps make terminals more environmentally friendly. “Every brain in the game” All these milestones are enabled by an ongoing cultural transformation, with strong focus on agility, empowerment, datadriven decision making and the continuous improvement mindset, embodied by the APM Terminals Way of Working. “Essentially, we are a people’s company and we have only been able to achieve such great milestones thanks to great passion, dedication and commitment of our colleagues. It is to them that we dedicate this fantastic 20th anniversary celebration this year”, concludes Morten Engelstoft.

CBIC announces De-notification process of Inland Container Depots, Container Freight Stations and Air Freight Stations • De-no ﬁca on shall be completed within a maximum of 4 months • Yet another trade facilita on ini a ve by CBIC NEW DELHI: Providing relief to custodians of Inland Container Depots (ICDs) and Container Freight Stations (CFSs) across the country, the CBIC on 17th August, streamlined the procedure of closure of these facilities in maximum of four months only. No timeline was specified earlier. ICDs and CFS play a vital role in the export-import trade as they store and clear import and export goods. These facilities are notified under the Customs Act, 1962 and are administered by the Customs

authorities. However, at times a custodian may like to close (de-notify) the facility. The disposal of un-cleared, seized and confiscated goods import/export are prerequisites for the de-notification. The CBIC noted that this process was taking a long time which caused difficulties for the custodians. The newly issued Circular No. 20/2021Customs dated 16.08.2021 requires a custodian intending to wind up the operation to submit an application to jurisdictional Principal Commissioner / Commissioner of

Customs for de-notifying the ICD/CFS. A Nodal Officer at the level of Deputy/Assistant Commissioner of Customs would then facilitate the de-notification by coordinating the disposal of the goods lying at the facility in a time bound manner. The new procedure would ensure undue cost and time over runs are avoided. Importantly, the de-notification shall be completed within a maximum of four months from the date of receipt of complete application. This is yet another trade facilitation initiative by CBIC.

GST: E-way bill generation gathers pace in August NEW DELHI: Daily e-way bill generation for goods transportation under the goods and services tax (GST) system came in at 20.5 lakh in the week ended August 15, 5% higher than the daily average for the first eight days of the month, indicating a spurt in business transactions. The daily average e-way bills for the first 15 days of August were marginally lower (about 1%) than the daily average for

the full month of July. Going by the trend, the daily average is expected to pick up further in August. Average daily e-way bill generation was 19.24 lakh in the first 11 days of July, 20.4 lakh in the week ended July 18, 20.2 lakh in the week ended July 25 and 24.3 lakh in the last six days of July. Between August 1 and 15, as many as 3.07 crore e-way bills were generated.

Thanks to easing of lockdowns, e-way bill generation by businesses rose to 6.42 crore in July from 5.5 crore in June and 4 crore in May. GST collections came in at an impressive Rs 1.16 lakh crore in July (largely June transactions), up a third on year and a quarter on month, reflecting a smart economic recovery after the second Covid-19 wave.

SpiceJet to pursue separate AOC for Cargo unit NEW DELHI: Minister of Civil Aviation VK Singh has said that SpiceXpress & Logistics, the cargo division of SpiceJet (SG, Delhi Int’l), is among four companies that have applied for noobjection certificates to launch scheduled air operations. Singh underlined during a hearing in the Lok Sabha, the Indian parliament, that the application was necessary to proceed with the launch of a scheduled airline. However, non-scheduled operations can be permitted without such a document. While he did not go into any further details, the application indicates that SpiceJet’s cargo subsidiary, in addition to being a

company separate to its mainline parent, will also have its own Air Operator Certificate (AOC). Currently, the LCC operates three B737700(BDSF)s and two B737-800(BCF)s under its own AOC alongside its passenger aircraft, even though they are branded separately. The other two companies in the process of obtaining their noobjection certificates are ultra-low-cost-carrier start-up Akasa Air, which plans to launch by the end of 2021, and TruJet, which is seeking to alter the terms of its certificate following the announcement of a multi-million investment deal with US-based fund Interups.

Centre Notifies RoDTEP Scheme Guidelines and Rates • Scheme to boost our exports & compe veness • Sectors like Marine, Agriculture, Leather, Gems & Jewellery, Automobile, Plas cs, Electrical / Electronics, Machinery get the beneﬁts of Scheme • Rates of RoDTEP to cover 8555 tariﬀ lines NEW DELHI: Centre recently notified RoDTEP Scheme Guidelines and Rates (Remission of Duties and Taxes on Exported Products). The scheme for zero rating of exports will boost our exports & competitiveness in the global markets .The rates of RoDTEP will cover 8555 tariff lines. It may be noted that Government is leaving no stone unturned to support domestic industry and make it more competitive in the inter national markets. Export centric industries are being reformed and introduced to better mechanisms so as to increase their competitiveness, boost exports, generate employment and contribute to the overall economy. This will go a long way in achieving our vision of building an Aatmanirbhar Bharat. Remission of Duties and Taxes on Exported Products (RoDTEP) is one such reform, based on the globally accepted principle that taxes and duties should not be exported, and taxes and

levies borne on the exported products should be either exempted or remitted to exporters. Scheme’s objective is to refund, currently un-refunded: • Duties/ taxes/ levies, at the Central, State & local level, borne on the exported product, including prior stage cumulative indirect taxes on goods & services used in production of the exported product, and • Such indirect Duties/ taxes/ levies in respect of distribution of exported products. It may be noted that rebate under the Scheme shall not be available in respect of duties and taxes already exempted or remitted or credited. RoDTEP is going to give a boost to Indian exports by providing a level playing field to domestic industry abroad. RoDTEP support will be available to eligible exporters at a notified rate as a percentage of Freight On Board (FOB)

value. Rebate on certain export products will also be subject to value cap per unit of the exported product. Scheme is to be implemented by Customs through a simplified IT System. Rebate will be issued in the form of a transferable duty credit/ electronic scrip (e-scrip) which will be maintained in an electronic ledger by the Central Board of Indirect Taxes & Customs (CBIC). Identified export sectors and rates under RoDTEP cover 8555 tariff lines in addition to similar support being extended to apparel and made-ups exports under RoSCTL scheme of Ministry of Textiles. Employment Oriented Sectors like Marine, Agriculture, Leather, Gems & Jewellery etc. are covered under the Scheme. Other sectors like Automobile, Plastics, Electrical / Electronics, Machinery etc. also get support. The entire valve chain of textiles also gets covered through RoDTEP & RoSCTL.

RoDTEP rates to give predictability, stability and liquidity to Indian Exports: FIEO N E W D E L H I : We l c o m i n g t h e announcement of the Remission of Duties a n d Ta x e s o n E x p o r t e d P r o d u c t s (RoDTEP) rates for the merchandise sector, Dr A Sakthivel, President, FIEO said that the much-awaited rates will help in easing the liquidity of the exporters, ensuring predictability and stability thus helping competitiveness of exports over a long-time horizon. He said that he expects the rates are quickly uploaded in the system so that exporters may generate their scrips instantly for utilizing the same either for duty free imports or transferring it to increase their cash flow. FIEO said that RoDTEP rates, which provides zero rebating of exports, are WTO compatible and thus will continue for long time until all the products & services are brought within the ambit of GST and embedded incidence is completely neutralized. The RoDTEP coupled with GST refund and

Duty Drawback ensure that our export products do not contain any incidence of taxes and duties, added President, FIEO. Hailing the decision of the Government to extend the RoDTEP coverage to Advance Authorisation/DFIA holders, EOU and SEZ units from a date to be notified later, President FIEO urged the Government to also extend them the benefits from 1st January, 2021. He also pleaded for coverage of various sectors such as Pharma, Organic & Inorganic chemicals, Article of Iron & Steel and Iron & Steel under RoDTEP immediately with effect from 1st January, 2021. Explaining about the low rates for many sectors, Dr Sakthivel said that since the rates are fixed on the basis of the data furnished by the industry, which was also affected due to the pandemic, the rates may be reviewed if more comprehensive and updated data is furnished by the

industry. Moreover, there is a provision for an annual review of the rates factoring the changes in the taxes & duties in respect of parameters based on which such rates are fixed. Dr Sakthivel thanked the Hon'ble Prime Minister, Commerce & Industry and Textiles Minister and the Finance Minister for providing RoDTEP support to exporters so as to impart competitiveness to exports more so at a time when exports growth is moving in northward direction offsetting the pandemic. President, FIEO said that exports are on course to achieve US$ 400 Bn in the current fiscal but logistics challenges particularly unavailability of containers, shut out by shipping lines and high freights pose a serious challenge. He requested the Government to take suitable measures so that these hiccups can be overcome.

RoDTEP rates to give liquidity, boost exports: India Inc NEW DELHI: India Inc has said the Remission of Duties and Taxes on Exported Products rates will help in easing the liquidity and enhance the competitiveness of domestic exporters, and pitched for including other sectors like steel, chemicals and pharma in the scheme. Council for Leather Exports (CLE) Chairman Sanjay Leekha said that announcement of rates will boost export growth in the leather and footwear sector. “A target of USD 5.9 billion has been set for leather and leather manufactures for 2021-22. Going by the current export

trends, our industry is confident of achieving this target,” Leekha said. Tanushree Roy, Director- Indirect Tax, Nangia Andersen LLP, said that being a successor to the MEIS (merchandise export from India scheme), it is expected that the RoDTEP Scheme would help in boosting India’s exports significantly. Sharing similar views, Chandrajit Banerjee, Director General, CII said that this would help the exporters to factor in the rates while finalising new orders and contracts and would go a long way in further boosting the exports of the country.

“Going forward, this scheme will make the Indian exporters more costcompetitive and create a level playing field for them in the international market,” he said. PHDCCI President Sanjay Aggarwal expressed hope that in future these rates will be revised to reflect the actual duty and taxes suffered by the industry and more and more sectors would be covered. “Long-awaited RoDTEP rates and pending refunds were urgently needed as it will make it easier for exporters to calculate their costs and inputs,” he said.

Solution on MEIS, SEIS export schemes arrears by Sept 1st week: Commerce Secretary NEW DELHI: The government will come out with a solution on pending dues of exporters under the two incentive schemes, MEIS and SEIS, by the first week of September, a top official said recently. Exporters of goods and services used to avail benefits under the Merchandise Export from India Scheme (MEIS), and the Services Export from India Scheme (SEIS). The MEIS ended last year. Commerce Secretary B V R Subrahmanyam said that the arrears are there for MEIS (two years), SEIS (one year) and target plus scheme. “It is a pretty large amount…We are working very closely with Finance (ministry). Give us 15 days. By first week of

September, we will come out with a solution to both the arrears of MEIS and SEIS,” he told reporters. He said that pending payments would probably be staggered, “but (we will) stagger it in away that people (exporters) can encash it early ”. Exporters have time and again demanded for early release of the pending dues under these schemes. The secretary also said that Remission of Duties and Taxes on Exported Products (RoDTEP) is going to be a flagship scheme for the ministry for promoting exports. “There will be one or two other schemes which are in the pipeline which will be supporting exports. In the

coming few weeks, we will be announcing them,” he said. Elaborating about the benefits under RoDTEP, he said that the MEIS at its peak was covering 7,900 products, but the RoDTEP is covering 8,555 lines plus three chapters under the RoSCTL of textiles. He added that the government is working to resolve all issues of exporters including related to logistics and others. “Systematically, the government is approaching to all the problems,” he said. When asked whether, third party opinion has been taken on the RoDTEP, Director General of Foreign Trade (DGFT) Amit Yadav said, “We have taken a legal opinion on this.”

India likely to withdraw sugar export subsidies from new season NEW DELHI: India is expected to withdraw sugar export subsidies from the new season beginning October as a sharp rise in global prices makes it easier for Indian mills to sell the sweetener on the world market, a top government official said recently. "The government is not considering any subsidy at the moment for next year," Sudhanshu Pandey, the most senior civil servant at the Ministry of Consumer Affairs, Food and Public Distribution, was quoted as saying.

"Under current circumstances, as we see the scenario, there appears to be no need to have the support of the subsidy. If exports can happen on their own, then it's also better for the global market that no subsidy is provided," he said. India, the world's biggest sugar producer after Brazil, incentivised overseas sales for three years in a row, helping New Delhi emerge as a significant, stable exporter of the commodity. Rival suppliers have often opposed

India's sugar export subsidies. After protests from Brazil, Australia, and G u a t e m a l a , t h e Wo r l d Tr a d e Organization (WTO) in 2019 decided to set up panels to rule on complaints against India's export subsidies for sugar. India has maintained that its sugar export subsidies do not violate WTO rules. "The demand for Indian sugar is going to be higher, so (global) prices are expected to firm up. There may be no requirement of subsidy," Pandey said.

Taliban takeover in Afghanistan to impact trade with India, says CAIT N E W D E L H I : T h e Ta l i b a n’ s takeover of Afghanistan will impact bilateral trade relations with India, said Praveen Khandelwal, secretary general of the Confederation of All India Traders (CAIT). Afghan exports to India include dried raisins, walnuts, almonds, figs, pine nuts, pistachios, dried apricot and fresh fruits such as apricot, cherry, watermelon, and a few medicinal herbs. On the other hand, India’s exports to Afghanistan include tea, coffee, pepper and cotton, toys, footwear and various other consumable items, according to BC Bhartia, CAIT National President.

The bilateral trade between India and Afghanistan was $1.4 billion in 202021, compared to $1.52 billion in 2019-20. Exports from India were valued at $826 million while imports amounted to $510 million in 2020-21. The top CAIT representatives said prices of some commodities imported from Afghanistan may go up in the Indian markets due to uncertainty over bilateral relations and trade. In fact, import and export shipments have also been stranded in the wake of the Taliban takeover. The CAIT representatives advised domestic exporters to remain alert and keep an eye on the developments. They noted that huge amount of payments are likely to be blocked,

putting traders in a vulnerable situation. The government must recognise the situation and help the traders in the event of facing a financial crisis, said CAIT’s top members. They stated there would be a complete standstill in trade with Afghanistan for a certain period as the situation could worsen in the wartorn country. “It is a landlocked country and the air route is the main medium of exports and that has been disrupted. Trade will resume only after the uncertainty eases. Private players will have to deal through third countries to export to Afghanistan, but it all depends on how the situation evolves,” CAIT said.
