Gujarat Logistics emerges as the National Winner in the 'Logistics Company of the Year' at Leaders of Tomorrow Awards Piyush Goyal, Hon'ble Minister of Commerce and Industry, Consumer Aﬀairs, Food and Public Distribu on, Tex les delivered the keynote address at the event on 'Innova on as a Catalyst for Growth' and felicitated the winners. Maersk to add 2nd Service connecting Middle East, India with West Africa COPENHAGEN: Maersk has announced that it is launching a new ser vice connecting the Middle East and Central West Africa. Called MEWA, with a rotation of Tanjung Pelepas Colombo - Nhava Sheva – Mundra – Colombo – Tema – Lome – Abidjan – Tanjung Pelepas. Service frequency will be weekly and operated by WAFMAX vessels. The first expected westbound departure will be the Maersk Aras from Tanjung Pelepas, M a l a y s i a o n 0 9 Fe b r u a r y 2 0 2 4 , a n d t h e f i r s t expected eastbound departure from Tema, Ghana, will be 02 March 2024 with the Rhine Maersk.

PSA INTERNATIONAL : 2023 - Record Breaking Year SINGAPORE: PSA International Pte Ltd (PSA) enjoyed a record-breaking year as it handled container volumes amounting to 94.8 million Twenty-foot Equivalent Units (TEUs) across its port terminals around the world for the year ended 31 December 2023. Of which, PSA’s flagship terminal in Singapore contributed 38.8 million TEUs (+4.8%) and PSA terminals outside Singapore handled 56 million TEUs (+3.9%). Compared to the same period in 2022, the Group’s volume increased by 4.3%. M r Ta n C h o n g M e n g , G r o u p C E O o f PSA International, shared, “Though there was a concerted push for economic recovery in many developed countries, the global economy remained fraught with turbulence in 2023 and the world continued to experience inflation, rising interest rates, tight labour markets, geopolitical tensions and ongoing wars, all of which destabilised the outlook for recovery and disrupted supply chains.” “For exceeding expectations in the face of these challenges, I am extremely proud of our management, staff and unions who have worked tirelessly alongside our customers across PSA’s ports, cargo solutions, marine and digital businesses, to honour our commitment to service and operational excellence.

I am equally grateful for the unwavering trust our customers and partners placed in us as we work closely together to keep cargo moving and trade flowing.” Mr Tan added, “Looking ahead to 2024, the outlook for recovery of the global economy remains unclear, and the world braces itself for further potential geopolitical volatility. Furthermore, exported containers under Mawani reached 2,586,722 TEU, representing a 15.56% increase compared to 2,238,390 TEU in 2022. Imported containers reached 2,619,534 TEU, recording a 12.68% increase compared to 2,324,684 TEU in 2022. Transshipment containers also experienced an 8.96% increase in volume, with 3,237,490 TEU transshipped in 2023 compared to 2,971,233 TEU in 2022. In terms of the Kingdom's total ports, exported containers saw a 13.88% increase, reaching 2,744,332 TEU compared to 2,409,767 TEU in 2022. Imported containers witnessed a 10.51% increase, reaching 2,737,910 TEU compared to 2,477,555 TEU in 2022. Transshipment containers recorded a 6.23% increase, reaching 5,896,060 TEU in 2023 compared to 5,552,298 TEU in 2022. This positive growth in container handling validates the Kingdom's successful role in developing the maritime sector and logistics services, aiming to enhance operational efficiency in Saudi ports. It aligns with the objectives of the National Transport and Logistics Strategy (NTLS) to establish the Kingdom as a global logistics center and a hub connecting three continents. Furthermore, statistics regarding vehicles imported through ports under Mawani witnessed a significant increase of 40.54%, with 2,483,331 cars imported in 2023

compared to 1,767,016 in 2022. The number of ar riving and departing passengers also surged by 41.30%, reaching 1,008,856 passengers compared to 713,960 passengers in 2022. Maritime traffic recorded a 7.16% increase, with 12,130 vessels in 2023 compared to 11,320 vessels in 2022. In an effort to enhance the food security system and address local market demands, ports under Mawani reported a livestock unloading rate of 8,124,842 heads in 2023, marking a remarkable 110.46% increase compared to 3,860,557 in 2022. However, the handled tonnage experienced a decrease of 5.06%, reaching 300,542,872 tons compared to 316,570,515 tons in the previous year. General cargo volumes reached 7,624,913 tons, with 49,060,740 tons of dry bulk cargo and 152,577,817 tons of liquid bulk cargo. Notably, Mawani achieved its highest-ever monthly container handling statistics in May 2023, with an 18.80% increase in the number of handled containers. Additionally, Jeddah Islamic Port recorded its highest monthly handling statistics in October 2023, with a total of 511,348 TEU handled, while King Abdulaziz Port in Dammam also achieved a record number with 211,202 TEU handled in a single month in July 2023.

MoPSW constitutes Task force to oversee establishment of Indian Maritime Centre NEW DELHI: The Ministry of Ports, Shipping, and Waterways (MoPSW) has constituted a high-level task force to oversee the establishment of the Indian Maritime Centre (IMC), in a bid to build global credibility for the Indian maritime sector. The main objective of the task force is to provide policy direction for the formation of IMC for smooth and sustainable operationalisation, the Ministry said in an office memorandum. The task force has been constituted under the chairmanship of Additional Secretary MoPSW, with representation

from the domestic maritime ecosystem. This would help in formation of advisory groups on key topics involving member representatives and independent experts. The funding and secretariat support of setting up of IMC will be provided by the Indian Ports Association (IPA). According to the office memorandum, IMC Secretariat shall be built as a world-class facility, including equipped conference area, meeting rooms. The broad terms of reference of the task force will include — deliberate

upon functioning, scope and best structure of the Indian Maritime Centre (IMC) as well as its membership/ constitution and standard operating procedures (SOPs), decide the by-laws and internal procedures for IMC, including role of expert committees. India represents one of the largest and complex maritime industries and the country needs a unified approach to maritime policy across different subsectors. Countries like South Korea and Japan have a unified approach to maritime policy across different sub-sectors.

Piyush Goyal announces commencement of work on Trade Connect ePlatform

New Delhi: Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal chaired the second meeting of the reconstituted B o a r d o f Tr a d e h e l d a t B h a r a t Mandapam, New Delhi. Shri Goyal announced initiation of work on Trade Connect ePlatform, an intermediary platform providing the facility to connect Indian exporters and entrepreneurs with various stakeholders in international trade will commence shortly. The ePlatfor m is expected to provide facilitation for new and aspiring exporters, information on various regulations to access markets, sectors, export trends, easy access of benefits under Free Trade Agreements, access to sector specific events along with a facility to address trade related queries to officials in Government of India and associated entities to get expert advice. The platform is likely to be ready in 3-4 months’ time period. In his opening remarks, Shri Goyal said that the Board of Trade meeting is an opportunity to deliberate on the key issues including how to leverage the FTAs for our benefit, how to encourage the Startups/MSMEs to go beyond our borders and start exporting, boosting exports also from the services sector which remains a key driver of export growth from the country. Shri Goyal stressed on the need to internationalise the goods and services to help in improving the quality of the products and also to have economies of scale. He further emphasied on making exports a people’s movement with the States, Centre and the Industry, all

playing an equal role in accelerating Indian exports. The Minister emphasised on the pro-active role to be played by the States/UTs to achieve higher exports and contribute to the nation building process. He further assured that all the issues raised by the participants will be addressed and the suggestions made by them in the meeting today will be considered by the concerned. The reconstituted Board of Trade provides an opportunity to have regular discussions and consultations with trade and industry and advises the Gover nment on policy measures connected with the Foreign Trade Policy in order to achieve the objectives of boosting India’s trade. It provides a platform to the State governments and UTs for sharing Stateoriented perspectives on exports. It also acts as a platform for the Government of India for appraising State and UTs about international developments affecting India’s trade and the role States and UTs can play in promotiong exports. It remains an important mechanism for deliberations on trade

and expansion of Government e-Marketplace, reforms in Indian patent system, Intervention to boost Pharma exports etc. Ministers from the States made interventions in the meeting, giving their State-specific suggestions, and also expressed their commitment to creating a favorable ecosystem in promoting the external trade. Govt not considering any proposal to lift export curbs on wheat, rice, sugar: Piyush Goyal NEW DELHI: The Government of India (GOI) is not considering any proposal to lift the export curbs on wheat, rice, and sugar, Union Minister for Commerce Shri P iyush Goyal said recently. The Minister underlined that there is “no plan or need” to import wheat and sugar. The remarks come as the Government imposed a ban on the exports of essential commodities to control their price in the domestic market. India implemented restrictive measures, including the prohibition of wheat exports in May 2022, the cessation of nonbasmati rice exports starting from July 2023, and the continuation of restrictions on sugar exports beyond October 2023. “There is no proposal as of now to remove export

restrictions on wheat, rice, and sugar and India will not import wheat and sugar,” Shri Piyush Goyal told reporters. The Minister mentioned that the Government is helping the friendly nations with their food security needs and exported rice to countries like Indonesia, Senegal, and Gambia. The economists have been divided over the government’s move to curb the exports with some welcoming the move at a time when the central bank is struggling to keep the inflation below its tolerance band. The others called it a “knee-jerk” reaction and opined that the Government should formulate a rational trade policy keeping in mind both consumers and producers.

Rate of Rupee depreciation coming down : Piyush Goyal NEW DELHI: Commerce and Industry Minister Shri Piyush Goyal recently said that the rate of rupee depreciation has come down and expressed hope that after 8-10 years, it will start appreciating against US dollar, helping the Indian economy to grow at faster pace. Unlike in the past, Goyal said, the Reserve Bank of India and the Finance Ministr y are working together to push the growth of the country. The Government has taken a series of measures to boost economic growth and now India has become the fifth

largest economy of the world. Rupee has stabilised now, otherwise it used to depreciate at a rate of 3-3.5 per cent annually, he said. After the Modi-Government came to power in 2014, the rate of depreciation has come down to about 1.5 per cent. “In the next 10 years, this will reduce further to about 0.5-0.75 per cent. My personal belief is that after 8-10 years, the rupee will start appreciating and with that, the Indian economy will grow further at a faster rate,” he added.

CBIC announces exclusive Customs Duty Payments on New ICEGATE Portal NEW DELHI : As of January 14, 2024, the CBIC has implemented changes on the official ICEGATE website. Customs Duty and other payments can now be processed exclusively on https://www.icegate.gov.in/, with the discontinuation of these services on the older platform, https://old.icegate.gov.in/. Notably, modifications have been made solely to the E-payment User Interface, prompting the issuance of a new advisory. This update aims to provide users with clear step-by-step guidance for duty payments and

other functionalities on the redesigned e-payment portal at the specified new website.

No import restrictions on certain IT products like desktop computers : DGFT NEW DELHI: The Government has clarified that there are no import restrictions on certain IT hardware products such as desktop computers. In a circular to customs authorities and industry, the Commerce Ministry arm Directorate General of Foreign Trade (DGFT) has said only the import of laptops, tablets, all-in-one personal computers, ultra small form factor computers and servers is restricted and imports of these goods are allowed against a valid import authorisation. “The given import restriction does not apply to any other goods such as desktop computers, etc, under the tariff head 8471,” it said. In international trade parlance, every product is categorised under an HSN (Harmonised System of Nomenclature) code, or tariff heads. It helps in systematic classification of goods across the globe. HS Code 8471 includes products related to automatic data processing machines and units. It includes a mouse, printers, scanners, and CD drives.

In August 2023, the government imposed restrictions on certain IT hardware goods and later after domestic and foreign firms flagged their concerns, in October last year, it tweaked curbs on imports of laptops and computers and allowed importers to bring in shipments of these hardwares from overseas on a mere ‘authorisation’ upon detailing quantity and value. The new “import management system” is aimed at monitoring shipments of laptops, tablets and computers into the country without hurting market supply or creating a cumbersome licensing regime. The importers are allowed to apply for multiple authorisations and those authorisations would be valid up to September 30, 2024. When asked about the issue on desktop computers, an official said that certain companies approached the DGFT that the customs is not allowing imports of desktops, so a clarification is issued on that. In a desktop computer, CPU and monitor are separate, but in all-in-one personal computers, CPU is in-built.

Iran & India reach long-term agreement on Chabahar Port’s development TEHRAN: Iran and India have reached a “nal agreement” on the development of the southeastern Iranian port city of Chabahar, the official news agency IRNA reported recently. The agreement was reached during a meeting between Iranian Minister of Roads and Urban Development Mehrdad Bazrpash and Indian External Affairs Minister Shri S Jaishankar in Iran’s capital Tehran, the report said. In May 2016, Iran, India and Afghanistan signed a trilateral transit agreement in Tehran to open new routes of connection by turning Chabahar into a transit hub. Later, India agreed to install and operate modern loading and unloading equipment, including mobile harbor cranes, at Shahid Beheshti Terminalin Chabahar in accordance with a separate agreement with Iran. According to Mehr news agency,

the Indian side has been operating in Shahid Beheshti port under the terms of a build-operate-transfer (BOT) contract. This is the first time that such a contract has been implemented in one of Iran’s ports with 100 percent foreign investment. The new agreement is intended to replace the original contract, which only covers India’s operations at the Shahid Beheshti port in Chabahar and is renewed every year. The new agreement will be valid for 10 years and will be automatically extended, India’s Economic Times reported. Recently, Mehrdad Bazrpash proposed to set up a joint transportation committee to strengthen bilateral cooperation, stressing that the committee’s establishment would help activate the two countries’ transit capacities and contribute to their use of the International North-South Transport Corridor, which connects South Asia and Northern Europe.

The Indian minister, for his part, voiced his country’s readiness to make new investments in the Iranian transportation and transit sectors and invited the Iranian minister to pay a visit to India. Currently, the first phase of the Chabahar’s infrastructure development is now complete. Iran’s projects in the city include the development of the second phase of the Shahid Beheshti port and the delivery of strategic equipment to expand its cargo handling capacity, IRNA said.

Govt looks at more secure New Duty Refund plan for Exporters NEW DELHI: Hit by two antisubsidy actions in the US and the European Union, Government is looking to revamp the system for Remission of Duties and Taxes on Exported P roducts (RoDTEP), attempting to build a verification system for the refunds. The two cases are seen to be due to the fault of the exporter, who told authorities that the scheme was an “incentive”, something that the Government has dismissed. Officials revealed that the scheme put in place three years ago is simply to refund the taxes and levies that exporters pay and is completely in line with the global practice of shipping goods without duties. It had replaced Merchandise Exports from India Scheme (MEIS), which was found to be non-compliant with the World Trade Organization

(WTO) regime. The rate for refund, which varies according to a product, is based on the recommendations of a committee and the same payment is made to all beneficiaries. During their exchange with European and American authorities, the Indian Government has been told that exporters in some cases may be getting more duty than they would have paid and ideally the payment should be in line with the actual payment of taxes. As a result, the Government is discussing ways to verify the claims of the exporters and the payments made, while it is acutely aware of the need to ensure that the system does not turn into an exercise that puts burden on businesses and makes life difficult. Separately, officials have ruled out the introduction of a similar scheme

for services, at least immediately, something that was discussed when RoDTEP was announced by government. The scheme would have replaced Ser vice Exports from India Scheme, which was deemed WTO-compliant. In addition, Government’s assessment was that the benefit was cornered by a handful of service providers, such as large consulting firms, which outsource work to India. There were several other misuses that were reported by ser vice providers, which prompted the Commerce Department to work on a plan that ensures a fool proof system. Officials, however, said that given the nature of the services business, especially where overseas outfits of the same company or related parties are involved, it may be tough to administer it.

Commerce Ministry calls Stakeholders’ Meet on WTO issues on January 20 NEW DELHI: The Commerce Ministry has called a meeting of all stakeholders, including Government Officials and trade sector experts, on January 20 to discuss issues which are likely to figure in the WTO meeting, an official said. The 13th Ministerial Conference (MC) of World Trade Organization (WTO) is scheduled from February 26-29 in Abu Dhabi, the UAE. MC is the highest decision-making body of the 164-member WTO, which

monitors global exports and imports besides adjudicating disputes between member countries. India is the member of the organisation since 1995. The issues which would figure in the MC 13 include agriculture, food security, dispute settlement reform, e-commerce moratorium, and fisheries subsidies. “ We a r e m e e t i n g a l l t h e stakeholders on January 20,” the official said. On the food security issue, India

has called for finding a permanent solution to the issue of public stockholding for food security in the ministerial-level meeting. It has dismissed arguments for alternative food security solutions beyond PSH (public stock holding) and SSM (special safeguard mechanism). On the e-commerce sector, the WTO members have agreed not to impose customs duties on electronic transmissions since 1998. India opposes the continuation.
