Finance Minister's economic package for MSME sector will energise the indigenous industry : Nitin Gadkari NEW DELHI: Union Minister for MSMEs and Road Transport & Highways Shri Nitin Gadkari has welcomed the relief package for MSME sector announced by the Finance Minister. In a video message from Nagpur, he said, this package will energize the local indigenous industry with new life. Shri Gadkari said, the turnover of the village industry has been around Rs 88 thousand crore, which we aspire to take forward to Rs 5 lakh crore in next two years. He said, the stimulus package
announced, will help achieve this target in a big way. The Khadi sector will play a big role in this as it is entering into exports also. The Minister was very upbeat over the change of definition of the MSME sector. Raising of investment limit in this sector to Rs 100 crore will give great boost to the industry, which will now get easy finance from banks. The sector was demanding this revision for long, he said. The Fund of Funds, which has a corpus of Rs 10 thousand crore, will benefit over 25 lakh
MSMEs under stress. Similarly, easing of global tendering norm is a remarkable step, he said. Shri Gadkari expressed hope that now new orders will be received from Defence and Police for uniforms, etc. He said, economic support to this sector which gives employment to over 11 crore people and contributes by nearly 29 per cent of GDP, can never be forgotten by the stake holders of this sector. He expressed confidence that the MSME, village and cottage industry sector will grow to new heights with the support of this package.
Liquidity relief to MSMEs, low-income groups & Infra sector by FM: Sharad Kumar Saraf, President, FIEO N E W D E L H I : We l c o m i n g t h e measures announced by the Finance Minister, Mr Sharad Kumar Saraf, President, FIEO said that both fiscal and non-fiscal measures besides various reform measures announced are muchneeded booster dose for the economy during such difficult and testing times when global economies are facing the brunt with major disruptions in supplychains across the world. FIEO Chief said that an announcement of 3 lakh crores collateral free automatic loans has been provided to the MSME units with 100 crores tur nover for 4 year ter m with a moratorium of 12 months will benefit 45 lakh units across the country. Besides provisioning of Rs 20,000 crores as subordinate debt for stressed MSMEs will benefit 2 lakh units and expansion of MSME definition based on turnover and investment has also been provided in this package. Further infusion of Rs 50,000 crore equity into MSMEs as fund of funds along with non allowance of global tenders upto Rs 200 crores are some of the steps towards self reliance, which will also help the MSMEs to increase their
business. All these initiatives will help in making these MSME units not only competitive but will also support them in becoming global brands, added Mr Sharad Kumar Saraf. FIEO President also reiterated that the support measures announced in the form of extension of EPF contribution by another 3 months till August 2020 and reduction in EPF contribution from 12 percent to 10 percent by private sector organisation and its employees will pave the way for more money in the hands of such employers. Special Liquidity Measures of Rs 30,000 crores for NBFCs/HFCs/MFIs besides Rs 45,000 crores Partial Credit Guarantee Scheme 2.0 for NBFCs will provide liquidity support and create confidence in the market. Further support to DISCOMS, relief to contractors from power and road, transport, highways, central public works deptt etc. respectively and extension of registration and completion date of real estate projects will further provide a boost to these sectors in these challenging times. Apart from these, Rs 50,000 crores liquidity through TDS/TCS
rate reduction and other direct tax measures will further help in releasing liquidity into the system, said Mr Saraf. FIEO Chief is also of the view that the details of the economic package will not only help in spurring growth but will also help in building self reliant India in the long-r un resting on the five important pillars as announced by the Prime Minister in the form of quantum jump in the economy, infrastructure that became the identity of modern India, system driven by technology, vibrant demography and the strength of our demand & supply chain. Focus on factors of production is also the vision of the government through 4Ls (Land, L a b o u r, L i q u i d i t y a n d L a w s ) a s announced by the government which will help the overall trade and industry in ease of doing business in a big way, added Mr Saraf. P resident FIEO said that the revised definition of MSME should ensure that none of the existing MSMEs lose their status. Therefore, if one of the twin criteria is breached, the unit should continue as a MSME.

UP Govt gives Industry Status to Warehousing and Logistics sector LUCKNOW: Close on the heels of suspending labour reforms and providing ample legroom to existing and new industrial units in the state to help alleviate post Covid-19 distress, the Uttar Pradesh government has decided to accord industry status to warehousing and logistics sector, thereby, reducing the cost of setting up of such units. Stating that Chief Minister Yogi Adityanath has given his consent for the new incentive for warehousing and logistics sector, industrial development minister Satish Mahana said that this sector had immense potential to create enormous job opportunities that are required to address the unemployment crisis faced by migrants who are forced to return to their home states. “By granting industry status to the sector, the state is on its way to establish itself as a favourable destination for investments in the sector in northern India,” the minister said, adding that operations of warehousing & logistics sector will now be considered as industrial activities by all state development
authorities in the context of land-use. Infrastructure and industrial development commissioner Alok Tandon said that this will drastically lower the cost of setting up units in Uttar Pradesh. “From now on, industrial land-use charges will be applicable to warehousing & logistics sector units and parks in the state. Presently, change of land use is charged at 150% of circle rate from agriculture to commercial land use, which will be only 35% of circle rate as agriculture to industrial land-use change will be applicable,” he said. Elaborating on the new initiative, principal secretary, Infrastructure and Industrial Development, Alok Kumar, informed that henceforth, activities of warehousing and logistics parks and units will be allowed for land-use of ‘industrial land’ in all industrial development authorities of the state in accordance with the provision of ‘UP Warehousing & Logistics Policy-2018’. “Now warehousing and logistics units will pay 1.5 times of the industrial rate to industrial development authorities for
allotment and land use of areas reserved for industrial activity, which will enable substantial cost saving compared to existing costs of establishing units in the sector as land costs will be reduced to almost one-third; for instance, at present the land available to warehousing and logistics sector costs an average of Rs 4060,000 per sqm, which will be reduced to around Rs 15-20,000 per sqm only after this provision ”, he added. Orders have been issued to all industrial development authorities, including Noida, Greater Noida, UP State Industrial Development Authority (UPSIDA), Lucknow Industrial Development Authority (LIDA), Satharia Industrial Development Authority (SIDA), Ya m u n a E x p r e s s w a y I n d u s t r i a l Development Authority (YEIDA), Gorakhpur Industrial Development Authority (GIDA) and upcoming Integrated Industrial Township Greater Noida on Delhi-Mumbai Industrial Corridor (DMIC-IITGNL) to adopt this provision by amending their master plans and building by-laws immediately.
COVID-19 triggers marked decline in global trade, new data shows PARIS: The coronavirus pandemic led to a 3% drop in global trade values in the first quarter of 2020. The downturn is expected to accelerate in the second quarter, according to UNCTAD forecasts, which project a quarter- on-quarter decline of 27%. • Global trade values fell 3% in the first quarter of 2020 • An estimated quarter-on-quarter decline of 27% is expected in the second quarter • Commodity prices fell by a record 20% in March, driven by steep drops in oil prices The coronavirus pandemic cut global trade values by 3% in the first quarter of this year, according to the latest UNCTAD data published in a joint report by 36 international organizations. The downturn is expected to accelerate in the second quarter, with global trade projected to record a quarteron-quarter decline of 27%, according to the report by the Committee for the Coordination of Statistical Activities (CCSA). The report is a product of cooperation between the international statistics community and national statistical offices and systems around the world, coordinated by UNCTAD. “Everywhere governments are pressed to make post-COVID-19 recovery
decisions with long-lasting consequences,” UNCTAD SecretaryGeneral Mukhisa Kituyi said. “Those decisions should be informed by the best available information and data. I’m proud that UNCTAD has played a central role in bringing so many international organizations together to compile valuable facts and figures to support the response to the pandemic.” Commodity prices falling too According to the report, the drop in global trade is accompanied by marked decreases in commodity prices, which have fallen precipitously since December last year. UNCTAD’s free market commodity price index (FMCPI), which measures the price movements of primary commodities exported by developing economies, lost 1.2% of its value in January, 8.5% in February and a whopping 20.4% in March. Plummeting fuel prices were the main driver of the steep decline, plunging 33.2% in March, while prices of minerals, ores, metals, food and agricultural raw materials tumbled by less than 4%. The more than 20% fall in commodity prices in March was a record in the history of the FMCPI. By comparison, during the global financial crisis of 2008, the maximum month-on-month decrease was 18.6%. At that time, the descent lasted six
months. Worryingly, the duration and overall strength of the current downward trend in commodity prices and global trade remain uncertain. Before the COVID-19 pandemic sent international commerce into a tailspin, global merchandise trade volumes and values were showing modest signs of recovery since late 2019. Situation changing rapidly The UNCTAD nowcasts featured in the report incorporate a wide variety of data sources, capturing diverse determinants and indicators of trade, but the situation is changing rapidly. “In this time of crisis, we are putting out the facts as we know them today. We’ll continue monitoring the global trade landscape as it evolves,” said UNCTAD’s chief statistician, Steve MacFeely. “I’m delighted the international statistical community could step up, mobilize quickly and publish such a useful and fascinating report. It was a great honour for UNCTAD to lead this endeavour.” Next, UNCTAD will release a new monthly trade nowcast, which will provide quarterly nowcasts for merchandise trade. It is also revamping its existing Tradein-Services bulletin that monitors the latest trends in global trade in services. Future editions will include a nowcast for the latest quarter.

In a media statement, Shri Raja M Shanmugam, President, TEA, also thanked for announcement of 15 different measures and out of this, 6 for MSMEs,
2 for Employee Provident Fund, and 3 for direct tax related. He appreciated collateral free automatic loan for standard MSMEs, Subordinate Debt for stressed MSMEs, Equity infusion for MSMEs through Fund of Funds and specifically thanked for revising the definition of MSMEs linking with additional criteria of sales annual turnover. He said continuance of Pradhan Mantri Garib Kalyan Package (PMGKP), payment of 12% of employer and 12%
employee contributions into EPF accounts of eligible establishments for another 3 months to salary months of June, July and August 2020 also. He lauded reduction of Employer as well as Employee EPF contribution for Business & Workers for 3 months from 12% to 10% to other than support received under Pradhan Mantri Garib Kalyan Package (PMGKP). He also appreciated other direct tax measures and extension of income tax return filing.

COVID-19 and the Port of Rotterdam ROTTERDAM: The Port of Rotterdam is continuing to do well. Operationally, everything is under control and continuity is guaranteed in the terminals as well as in the business sector. Now that the situation is stable, the frequency of the COVID-19 meetings at the port has been reduced to once a week. That way we can keep our finger on the pulse. Although we will continue to publish this newsletter if there is any news on COVID-19 that is relevant to the port business sector, we will no longer be doing so on a weekly basis, said a Port of Rotterdam Press Release.
COSCO SHIPPING, Dongfeng Corporation and China Mobile jointly release construction results for model project of 5G Smart Ports BEIJING: In the morning of May 11, an automated driverless truck for containers delivered the containers for loading the Vessel COSCO SHIPPING ROSE next to the shore bridge No. 102 and collected containers unloaded from the vessel under the shore bridge No. 101. Driving all the way from the front of the wharf to Jingyi Road, it automatically avoided obstacles on the road to enter the F1 yard, and completed a series of operations such as accurate positioning with the tire crane and unloading in the yard, smoothly completing the shiploading and unloading operation processes. This marked that the first customised platfor m port jointly developed by COSCO SHIPPING Ports Limited (“COSCO SHIPPING Ports”), Dongfeng Commercial Vehicle Co., Ltd. (“Dongfeng Commercial Vehicle”) and China Mobile (Shanghai) Infor mation Communication Technology Co., Ltd. (“China Mobile (Shanghai) ICT”) for driverless container truck has passed the trial run for actual production and operation, adding another constructive result to the construction of 5G smart ports! China COSCO SHIPPING Corporation Limited (“COSCO SHIPPING”), China Mobile Communications Group Co., Ltd. (“China Mobile”) and Dongfeng Motor Corporation (“Dongfeng Corporation”) jointly held the “5G+ Driverlessenabled Smart Ports” Online Conference in six cities, namely Beijing, Shanghai, Wuhan, Shiyan, Hong Kong and Xiamen, through China Mobile 5G+ online video conference system, witnessing the on-site operation of driverless container trucks for ports. Zhuang Jiahan, Deputy Secretary of Xiamen Municipal Party Committee and Mayor of Xiamen, Xu Lirong, Chairman of COSCO SHIPPING, Yang Jie, Chairman of China Mobile, and Zhu Yanfeng, Chairman of Dongfeng Corporation attended the conference and together witnessed the entering of implementation stage of the 5G smart port in Xiamen Ocean Gate Terminal from the experimental stage. COSCO SHIPPING Ports, COSCO SHIPPING Technology Co., Ltd. (“COSCO SHIPPING Technology”) and China Mobile (Shanghai) ICT jointly issued the Implementation Plan And Roadmap For 5G Smart Ports, which set out the definition and vision of 5G smart port construction, stipulated the general structure of the smart port as well as implemented the typical applications of 5G smart ports in stages. By 2025, the coastal container hub ports aim to initially establish an intelligent system with comprehensive perception, ubiquitous interconnection, and port-vehicle collaboration, as proposed in the Guiding Opinions on Building Word-class Ports . COSCO SHIPPING Ports, COSCO SHIPPING Technology, Xiamen Ocean Gate Container Terminal Co., Ltd., China Mobile (Shanghai) ICT, China Mobile Group Fujian Company Limited (Xiamen Branch), Dongfeng Commercial Vehicle, Huawei Technologies Co., Ltd., Shanghai Zhenhua Heavy Industries Co., Ltd., and Shenzhen Yuanrong Qixing Technology Co., Ltd. jointly released the “White Paper on All Business Scenarios of the 5G Smart Ports Implementation”, in which the industry partners have, with reference to the current situation of Xiamen Ocean Gate Terminal, built business scenarios of 5G smart port implementation based on the construction of 5G private network in the port area that combined with technologies such as edge computing, high-precision positioning, artificial intelligence and computer vision. The successful practice of the model project undertaken at Xiamen Ocean Gate Terminal has fully demonstrated that 5G technology would inject new vitality to the development of port automation, digitisation and informatisation,
and promote the intelligent upgrade and transformation of ports. COSCO SHIPPING Ports, Dongfeng Commercial Vehicle and China Mobile (Shanghai) ICT jointly issued the joint enterprise standard of Performance And Test Methods For Driverless Truck For Containers In The Ports, which is the first standard of performance and test methods for driverless truck for containers in the ports. The joint enterprise standard is divided into four sections, namely: driving scene and driving behavior requirements, wireless communication and information security requirements, vehicle function and performance technical requirements, vehicle testing and test methods. Each section contains scope of application of the standard, normal reference documents, terms and definitions of the standard and the specific technical performance requirements. Such standard is applicable to the development process of the intelligent network-connected automated system for driverless truck for containers in the ports, and has been approved by the Ministry of Communications and C-ITS Intelligent Transportation Industry Alliance for documentation. COSCO SHIPPING Ports, Dongfeng Commercial Vehicle and China Mobile (Shanghai) ICT signed a Letter of Intent for extending application at 5G+ smart port. The three parties of the cooperation actively responded to the development strategy of “National strength in transportation” by expanding “smart+” to enable the transformation and upgrading of the manufacturing industry, which further promoted the in- depth integration of 5G technology and the construction of smart ports. The research results presented at this conference provided an implementation plan for domestic and international 5G smart ports, which was a concrete action to accelerate the implementation of the “Broadband China” and “National strength in transportation” strategies and to promote the construction of new infrastructure. Especially with global efforts and measures to control the Coronavirus, it is important to promote industrial innovation through 5G and support the ports to fight against the Coronavirus, which is of practical significance and can serve as a reference to promote the resumption of work and manufacturing.
