Maersk updates its Far East Asia to Indian Subcontinent service network - FI2 and FI3 MUMBAI: In order to make the supply chain more efficient both in terms of cost and time, day-in and day-out, Maersk has introduced the new FI3, Far East-Indian subcontinent service. The new FI3 is commencing November 5th, 2020 out of Qingdao. The rotation will be: Qingdao - Xingang – Gwangyang – Busan - Tanjung Pelepas – Colombo - JNPT - Pipavav – Colombo - Singapore. With the introduction of these, existing FI2 and FI3 will be terminated.

The last westbound sailing of FI2 will be APL COLUMBUS (voyage 201D), estimated to depart from Shanghai October 20th. While the last eastbound sailing will be APL COLUMBUS (voyage 201E), estimated to depart from Jawaharlal Nehru Port, November 10th. The last westbound sailing of FI3 will be MAERSK SHAMS (voyage 043W), estimated to depart from Dalian October 23rd. Major Ports’ cargo trafc falls for 6th straight month in September; logs 14% drop in H1 FY21 NEW DELHI: Hit by the COVID-19 pandemic, India’s top 12 ports continue to witness considerable decline in cargo traffic registering a 14 per cent dip in the first half of the current fiscal to 298.55 million tonnes (MT), according to ports’ apex body IPA. Cargo volumes at these 12 major ports under the control of the Centre that had handled 348.23 MT during AprilSeptember of the last fiscal has declined for the sixth straight month in September 2020. Shipping Minister Mansukh Mandaviya last month said the cargo traffic at 12 Major Ports declined considerably March onwards, adversely impacted by the COVID-19 pandemic. The 12 Major Ports handled 298.55 MT of cargo between April and September this fiscal, according to the Indian Ports Association (IPA) which said that the “percentage variation against previous year traffic during April to September 2020

vis-a-vis April to September 2019” has been 14.27 per cent. Impacted by disruptions caused due to COVID-19, all ports barring Mormugao saw a negative growth. Cargo handling at Kamrajar Port (Ennore) nosedived 31.63 per cent during April-September, while ports like Chennai, Cochin and JNPT saw their cargo volumes drop over 20 per cent during the said period. Kolkata and Mumbai ports suffered a sharp decline of over 15 per cent. India has 12 Major Ports under the control of the central government — Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier E n n o r e ) , V O C h i d a m b a r n a r, Visakhapatnam, Paradip and Kolkata (including Haldia). While Kamarajar port saw 31.63 per cent decline in cargo handling to 10.77 MT, Chennai port suffered a drop of

25.71 per cent to 18.38 MT in AprilSeptember, as per IPA data. Cochin Port saw a dip of 24.42 per cent to 12.58 MT during the period. Cargo handling at JNPT slipped 21.71 per cent to 26.94 MT, while the same at Kolkata declined 18.78 per cent to 25.56 MT. Mumbai port logged a fall of 18.74 per cent to 24.45 MT. In the wake of the COVID-19 outbreak, sharp declines were witnessed in handling of containers, coal and POL (petroleum, oil and lubricant) among other commodities. These ports handle about 61 per cent of the country’s total cargo traffic. They handled 705 MT of cargo last fiscal. Last month, Mandaviya told Parliament: “There was a considerable decline in the total traffic, containers traffic and other than containers traffic in March, April, May, June, July and August, 2020 as compared to the corresponding months in 2019.”

Exports of ‘core’ items pick up pace MUMBAI: Defying external headwinds and a Covid-induced gloom, India’s ‘core’ exports that reflect the economy ’s competitiveness, grew at their fastest pace in 18 months in September. This suggests a gradual return towards normalcy and brightening of the prospect of an early recovery. The outbound shipment of core products — goods excluding petroleum and gems & jewellery — grew 11.1%, yearon-year, in September to $21.1 billion, reversing a 3.2% decline in the previous month, according to a preliminar y estimate of the commerce ministry. This was double the pace of expansion recorded in February, when Covid-19 was yet to take roots in India. Meanwhile, overall goods exports grew just 5.3% in September to $27.4 billion, against a 12.7% contraction in Au g u s t , a s p e r t h e d a t a f r o m t h e Directorate General of Commercial

Intelligence and Statistics. Gems and jewellery exports have collpased this fiscal, as a pan-India lockdown and migration of workers from key cities like Surat disrupted operations of most jewellers. This hurt overall merchandise exports. Exports of rice jumped by more than 92% in September to $346 million, while those of drugs and pharmaceuticals surged by 24.4% to $439 million. These two were the best performing export segments last month. Even core imports were down by only 12.8%, year-on-year, in September to $21.8 billion, compared with a 19.6% fall in overall goods imports to $30.3 billion. While these are still early days, the rebound in core exports in September points at a potential pick-up in external demand in the build-up to the crucial Christmas season, when orders from the key western markets — the US and

the UK — flow in large volumes. Of course, some pent-up demand and despatches against orders firmed up before the pandemic may also have contributed to the decent rise. Nevertheless, these are encouraging signs, analysts concur. Aurodeep Nandi, India economist at Nomura, told Nomura’s leading index for exports in Asia (ex-Japan) has been rising in the past four consecutive months, indicative of improving global outlook. “Nevertheless some caution is warranted — new waves of Covid-19, eventual ebbing of pent-up demand, and uncertainty around global trade tensions, have the potential of materialising as stiff headwinds.” India’s exports had witnessed a record 61% crash in April in the wake of the lockdown, although the contraction subsequently narrowed to 12.7% in August.

Government may invite fresh bids for Concor, SCI next month NEW DELHI: The Finance Ministry has decided to speed up the divestment process from this month end, starting with fresh bids for Concor and Shipping Corporation of India. Plans for both strategic and nonstrategic divestment were put on hold in the wake of the outbreak of Covid-19

pandemic and amid volatile stock markets.“Recovery is happening and we expect things to improve with the upcoming festive season. So the process of divestment will be restarted in an aggressive way. We are expecting to start with Concor by the first week of November, followed by

SCI,” a senior official from the Department of Investment and Public Asset Management (DIPAM) said. The official added that the Ministry of Railways is in the advanced stage of framing a new land licensing fee policy and even out all other deadlocks which had halted the divestment process.

Agri-commodities export jumps 43% to Rs 53,626 cr during April-September 2020 from year-ago period NEW DELHI: Export of essential agri commodities for April-September, 2020 period has increased 43.4 per cent to Rs 53,626.6 crore vis-à-vis Rs 37,397.3 crore for the year-ago period, Ministry of Agriculture and Farmers Welfare said in a statement on Saturday. Groundnut with 35 per cent growth, refined sugar seeing 104 per cent growth, wheat with 206 per cent growth, basmati rice’s 13 per cent rise, non-basmati rice witnessing 105 per cent growth etc. were major commodity groups with positive export growth

during the said period from last year. Moreover, the balance of trade during the April-September 2020 period has been “significantly positive at Rs 9,002 crore as against trade deficit of Rs 2,133 during the same period in 2019,” the ministry added. India’s month-on-month agricultural export of essential agricultural commodities during September 2020 was Rs 9296 crore against Rs 5114 crore worth exports during September 2019 — increase81.7 per cent. The ministry noted

that government had announced Agriculture Export Policy in 2018 to boost agri exports “which inter-alia provides for a cluster-based approach for exportcentric farming of cash crops like fruits, vegetables, spices, etc. whereby clusters for specific agri products are identified across the country and focused interventions are carried out in these clusters.” The government had recently announced Agri Infra Fund of Rs 1 lakh crore to improve agribusiness scenario in India.

Shipping charter rates witness turbulence across segments; uncertain demand recovery : ICRA MUMBAI: Ship charter rates are likely to be exposed to volatility in the near-term, despite some segments seeing a recovery in pricing, as the demand outlook remains muted, rating agency ICRA said. However, the ratings agency, in a release on Monday, noted that the negative impact of COVID-19 on domestic shipping sector is milder than anticipated by market during the first half of the current fiscal. The shipping sector has been facing turbulence in the current year due to the COVID-19 pandemic and the impact of containment measures adopted by major economies, which has weighed down on demand, it said. Any sustained improvement will depend on recovery in global economic activity, and demand for commodities and container trade, it added. “Despite recovery in charter rates in some segments, Icra believes that the charter rates will be exposed to volatility in the near-term, as the demand outlook still remains muted. Any sustained improvement in charter rates will depend on stable recovery in

economic activity and trade,” Sai Krishna, Assistant Vice President and Associate Head, Corporate Ratings, ICRA Limited, said. According to ICRA, while demand contraction happened across major segments like dry bulk, tankers and containers, the charter rates have seen steep volatility. The tanker segment (crude as well as products) witnessed sharp increase during March and April due to increase in demand for storage amid contango situation in oil prices. However, with the weakening of contango situation, the storage play petered out and there has been steep decline in rates subsequently as the regular demand for transportation remains subdued, it said. On the other hand, with easing of containment measures and some pick up in economic activity and demand, especially from China, there has been recovery in dry bulk rates in the last three months. Fu r t h e r, d e s p i t e t h e d e m a n d remaining subdued for container segment, there has been a sharp increase in rates in the last two months,

which can be attributed to supply management by liners, it said. Therefore, even though the demand outlook remains muted for the current year, the charter rates have been volatile, ICRA said. While factors like supply management and uptick in storage demand for crude and oil products can provide a spike in rates, the sustainability of the same remains uncertain, according to the ratings agency. However, any supply side correction in the form of increased scrapping should be beneficial for the sector during the recovery phase, it added. “…given the uncertainty regarding rates going for ward and demand outlook still being muted, the credit profile of Indian shipping companies may witness pressure during H2 FY2021, especially those which are highly leveraged,” said K Ravichandran, Senior VP & Group Head, Corporate Ratings, ICRA Ltd. Companies with diversified fleet and low leverage will be better placed to withstand the volatility, he added.

Delay in faceless assessment of Imports causing pile up of cargo at few Airports & ICDs AHMEDABAD: The Central Board of Indirect Taxes and Customs (CBIC) recently rolled out faceless assessment of imports across the country. However, the delay in assessment of imported material is causing cargo to pile up at air cargo and inland container depots, according to customs brokers and importers. As a consequence, the cost of cargo handling goes up because warehousing charges keep adding up till it is cleared. Moreover, businesses also get affected due to shortage of raw materials and manufacturing is unable to run smoothly. A representation on the matter was recently made before the CBIC and the Union Government by the Ahmedabad

based Custom Brokers’ Associations. “Examination orders for 100% of imports are raised, unlike earlier. Now queries about labelling are also raised which take time to clear. Moreover, there is no proper method or guidance for bills of entry or reassessment. Due to this and various other reasons, import clearance takes between four and nine days,” the representation says. “The system, even though it is aimed at making things simpler, has only made them more complicated, timeconsuming and expensive. This is not adding to the ease of doing business because clearance of imports has slowed down as clearance of imported goods is causing a pile up,” said an

Ahmedabad-based customs broker. “Closure of queries raised by customs officials takes time to get cleared and this is leading to piling up of cargo,” he added. Manufacturers are also adversely affected because their imports are getting stuck. “Business has barely come back on track after the pandemiccaused disruption and such delays have had a cascading effect on manufacturing because raw materials don’t reach factories in time. Moreover, the cost of doing business also increases because manufacturers are forced to pay warehousing charges because customs have not cleared the imports,” said another city-based customs broker.

SWR launches mobile app – SWIFT for Integrated Freight Transportation CHENNAI: The commercial department of Mysore division SWR has launched a mobile application named ‘SWIFT’ known as Single Window for Integrated Freight Transportation for the benefit of customers. This app will be a one-stop destination to access requisite details for customers. After its success with the weekly Kisan Rail to help farmers with timely transportation of their perishable goods from Mysuru, Mandya, Hassan and other districts to other regions in the country, South Western Railways Mysuru division on Saturday started to operate similar weekly freight trains to transport automobiles goods from the region. This new move aims at helping local industrialists to transport their automobile and industrial goods. Recently the first freight train carrying 1,000 TVS two-wheelers in new

modified goods (NMG) rake loaded from the city’s Kadakola and chugged off towards Changsari near Guwahati, which is about 3,000 km from Mysuru. It will reach its destination within 55 hours. Business Development Unit, which oversees the transportation of automobiles in freight trains, plans to operate weekly freight trains depending upon orders from Mysuru. It has received another order from TVS Company for transportation of another 1,000 two wheelers from its Kadakola plant till Howrah in West Bengal next week.

Shipping sector signicantly impacted by COVID-19, nds survey MANCHESTER: The majority of traders and operators in the shipping sector feel that C O V I D - 1 9 h a s negatively affected their revenue, employee headcount, and insurance premiums. However, their prospects for the future are bright, with only a third citing concerns about the sector’s ability to recover within the next two years, according to a new survey by DWF. The sur vey, of 200 traders and operators working in the shipping and commodities sector, found that 63 per cent of respondents felt that COVID-19 and the subsequent lockdowns had a negative impact on their revenues. 60.5 per cent said that there was also negative impact on employee headcount, and 46 per cent said that there was negative impact on insurance premiums. However, the outlook is more positive, with 42 per cent citing that they are not very concerned about the shipping and commodities sector’s ability to recover from the economic effects of COVID-19 within the next 2 years, as opposed to 36 per cent citing concerns.

Jonathan Moss, Head of Marine and Trade at Global Legal Business, DWF said, “Traders’ and operators’ confidence demonstrates the resilience of the shipping sector. The shape of globalisation is changing and international trade is sufficiently flexible to carry out the necessary adjustments to ensure that the sector will continue to thrive in the long term.” The research went on to uncover the issues that the traders and operators felt would have an impact on the sector in the future. The respondents highlighted that the biggest issues facing the sector in the next two years were, new environmental regulations (42.5 per cent), geo-political tension (42 per cent) and autonomous ships (41.55 per cent). Cyber-attacks came in last with only 35.5 per cent saying it would have a big impact. That said, 43 per cent of respondents cited that with the advancement of technology, cyber security attacks would be a bigger threat to the industry over the next 5-10 years. Jonathan added, “Surprisingly those polled ranked new environmental regulations, geo-political tensions and autonomous shipping higher than cyberattacks in their list of concerns over the

next two years. This is despite the world’s largest shipping companies being hit by cyber-attacks, which have seriously affected data centres and container booking systems. That said, with the advancement of technology, cyber security attacks will likely be a bigger threat to the industry over the next 5-10 years.” As for regulation, in light of recent high-profile insolvencies in the shipping and commodities world, with the likes of Hin Leong and Agritrade facing troubles, 42 per cent of respondents highlighted that more regulation is required, as opposed to 31 per cent who cited less regulation was required. “The back and forth between regulation and deregulation is a feature of the shipping sector. Financial collapses and scandals often prompt demands for new regulation. Whilst those polled believe that new regulations will provide the necessary safeguards, there should be a concentration on making existing regulation more effective. Misunderstandings and misconceptions about the regulatory framework are key contributors to the current rise in litigation,” concluded Jonathan.

The government envisages building 34,800 km of highways at a cost of about Rs 5.35 lakh crore under the ambitious Bharatmala Pariyojna. "A total of 322 projects in a length of 12,413 km have been awarded under Bharatmala Pariyojana till August, 2020.

Further, 2,921 km has been constructed under the Project till the same date," the Ministry of Road Transport and Highways said in a statement. Of the 34,500 km of highways approved under Bharatmala Pariyojana, 10,000 km pertain to residual highway stretches under the National Highways Development Project (NHDP). Bharatmala Pariyojana focuses on optimising efficiency of freight

and passenger movement across the country by bridging critical infrastructure gaps through effective interventions like development of economic corridors, inter-cor ridors and feeder routes, national corridor efficiency improvement, border and international connectivity roads, coastal and port connectivity roads and greenfie l d expressways, the statement said.

Fitch: High freight rates to benefit Global Container Ship companies LONDON: The Spot container freight rates have increased in recent months, driven by shipping companies’ supply discipline, despite a decline in demand at the start of the coronavirus pandemic, Fitch Ratings says. Global shipping companies’ financial performance has been improving as a result. We expect healthy freight rates to continue in the short term, although potential pressures from trade protectionism and resulting localisation of supply chains, weak economic recovery and slipping supply discipline may affect rates in the longer term. Consolidation in the global container shipping industry in recent years is the key factor behind improved supply discipline in the sector. The three largest alliances now account for about 80% of the global market. The market participants have maintained low order-book levels of about 10% of the existing global fleet during the current crisis, compared with about 60% in 2007. The largest companies reduced available shipping capacity by more than 13% during 2Q20 to meet a 11% decline in global demand, according to Hapag Lloyd. As a result, freight rates have been growing since June 2020, accelerating in

August as demand improved and reaching record levels in October despite an initial decline in spot rates at the start of the pandemic. A sharp growth in transpacific rates, which almost tripled yoy, was the largest contributor to the composite global rates increase. Transpacific rates have benefited from increased volumes since June 2020, driven by re-stocking, increased demand for personal protective equipment, and the growth in inventories ahead of the holiday season to cover potential disruptions. Three of the largest container shipping companies – Maersk, CMA CGM and Hapag Lloyd – reported strong 1H20 results. Their EBITDA grew thanks to higher freight rates, despite lower revenues as transported volumes reduced. The industry’s profitability could be one of the highest in 2020 if container liners continue to maintain capacity discipline, given that order books are fairly small. We expect good levels of free cash flow generation this year, which shipping companies are likely

to use to reduce debt, which will improve their credit metrics. The container shipping industry has historically been among the most volatile sectors. Despite some recent structural improvements and less aggressive competition, there are still significant downside risks. A potential decline in shipping demand, particularly on transpacific routes due to US-China trade tensions and supply-chain localisation, growing ecommerce that often uses air transportation, weak global economic conditions, resistance to increased contracted freight rates and slipping shipping companies’ supply discipline may put the industry under pressure.

Moller Maersk is changing its full-year guidance for 2020 based on preliminary Q3 figures and the current outlook for Q4. Søren Skou, CEO of A.P. Moller - Maersk says: “A.P. Moller Maersk is on track to deliver a strong Q3 with solid earnings growth across all our businesses, in particular in Ocean and Logistics & Services. Volumes have rebounded faster than expected, our cost have remained well under control, freight rates have increased due to strong demand and we are growing earnings rapidly in Logistics & Services. The outlook for Q4 is solid for the same reasons, and we are therefore able to upgrade our expectations for the full year. The outlook for 2021 remains uncertain due to the ongoing pandemic. The positive impact from stimulus packages may be less strong in 2021, potential new lock downs will impact demand and the timing and effectiveness of a potential vaccine will impact 2021.” The company now reports an unaudited revenue of USD 9.9bn and an EBITDA before restructuring and integration costs of USD 2.4bn for Q3 2020, driven by a continued recovery in demand and our initiatives to improve cost. Volumes in Ocean declined by around 3 pct. in Q3 2020 compared to previous year, which is slightly better than the anticipated mid-single digit contraction.

A.P. Moller - Maersk expects to take a restructuring charge of around USD 100m in Q3 2020 related to the redundancies of approx. 2,000 employees as the consequence of the changes to the organisation in Ocean and Logistics & Services announced on 1 September 2020. Given the result in Q3 2020 and the current earnings momentum we see across the businesses, the full year 2020 EBITDA is now expected to be in the range of USD 7.5-8.0bn, before restructuring and integration costs (previously USD 6.0-7.0bn). All other parameters of our guidance released on August 19th remain unchanged. Trading conditions for the quarters ahead remain subject to a higher than normal uncertainty given the disruptions caused or potentially being caused by COVID-19.

APM Terminals’ Container Tracking platform receives Industry-leading upgrade THE HAGUE: As part of APM Terminals’ global roll-out of a standardised container tracking system for customers, the company has now made a personalisation option available. Among other things, this enables customers to save containers to a Container Watchlist and set up email notifications, to save time and optimise container flow. More than 22 of the company’s terminals provide access to container tracking, using the standard interface on www.apmterminals.com, known as Track & Trace (T&T). Over the coming months, this global solution will be rolled out to more terminals, including the company's terminals in Spain and Mumbai, which has a container throughput of more than 2m TEU. “This standardised approach not only offers convenience to customers working with multiple terminals but enables APM Terminals to focus its investment in just one industryleading platform instead of multiple, potentially less innovative solutions,” says Wiebe-Jan Kloosterman, Landside Digital Solution Manager at APM Terminals. Last quarter, the T&T platform saw the launch of a function that enables customers to save their import containers to a Container Watchlist. “This saves customers time and effort, continually copying and pasting their containers into the search to retrieve the latest status,” says Kloosterman. “Filtering options in the Container Watchlist allow customers, for example, to quickly identify containers that are ready for collection, missing appointments or have issues (e.g. Customs Holds) that need resolving.”

Email notications This week, the company introduced an email notification feature for containers in the Watchlist. Available for APM Terminals in Los Angeles, Port Elizabeth and Mobile in the United States, it will be rolled out in November to the remaining terminals on the T&T platform. Customers can choose to receive the email snapshot of their Watchlist once or twice per day and can specify which exact days based on their convenience. One central apmterminals.com customer account is used to access all T&T functions. Going forward, this account will be used to access a growing number of features available on the website. “We acknowledge that in the past customers needed to have multiple accounts for different systems at different terminals, in order to do business with us,” says Kloosterman. “This isn’t ideal and requires time and patience from our customers. Going forward, our goal is to provide access to all of our services from one place, and with just one account.” For example, customers who have already set up an account for Terminal Alerts on apmterminals.com – a system which sends customers urgent operational updates via SMS or email – use the same login for Container Watchlist Notifications. Over the coming months, APM Terminals plans to implement improved functionality and usability for live vessel schedules, which are currently available as part of T&T and to add live rail schedules, where relevant.
