Shipping Minister urges industry players to develop self-sufficiency in critical products manufacturing NEW DELHI: Union Shipping Minister Mansukh Mandaviya recently exhorted domestic companies to step up manufacturing of critical products like cranes for cargo handling at ports. Minister of State for Shipping, and Chemicals and Fertilisers Mandaviya said this while interacting with select CEOs from northern region organised by industry body CII over virtual platform.
“ To p u s h t h e P r i m e M i n i s t e r ’ s ‘Atmanirbhar Bharat Abhiyan‘ we have decided to procure ‘Made in India’ cranes for cargo handling at ports. “So far, India imports cranes worth abut Rs 1,000 crore annually. Indian industry should come forward in this area and can build it in joint venture. This will not only create employment but would also result in selfsufficiency,” Mandaviya said. Cont’d. Pg. 15

Western Railways introduces plethora of incentives to increase its freight loading AHMEDABAD: Western Railway has introduced various incentive schemes of Ministry of Railways, to boost the economic growth of the country by attracting freight transporters to tie up with Railways for transportation of their goods & parcels. Looking at the overall market scenario and based on the existing traffic pattern, such schemes results in win-win situation for the freight customers as well as for Railways. However, due to segregated rules available on Indian Railways Website, it becomes difficult for the stakeholder, especially for those who are presently not directly affiliated with Railways and even for the existing customers to know the various facilities available for them being provided by Railways. According to a press release issued by Western Railway, with a view to provide ease of business to the customers and to garner additional volume of traffic and revenue to the railways, Freight Incentive Schemes are in existence for transportation of freight through Railways. Except for Station to Station Rates and Long term Tariff Contract, all the incentives/ benefits are provided at the Goods shed itself based on the traffic offered and the scheme guidelines. Cont’d. Port of Antwerp sees first sign of recovery amid Covid Pandemic ANTWERP: Though the Port of Antwerp has reported a 4.9% drop in the total throughput of goods for the first half of 2020 compared to last year as a result of the coronavirus crisis – but added that it is ‘also seeing the first signs of recovery’. In a statement issued on 8th July, the Port Authority said: ‘After a strong first quarter, the port experienced a decline in the transhipment of all flows of goods, with the exception of the container sector. Despite the impact of the coronavirus crisis on global production and logistics chains and a pandemic-driven drop in demand, the port remained 100% operational.’ Over the past six months, 6,797 seagoing vessels called at Antwerp – which 5.6% down on last year. The gross tonnage of these vessels fell by 7.9% to 193 million. Looking ahead to the third quarter, the Port of Antwerp said it is ‘still expecting blank sailings’, but it is ‘also seeing the first signs of recovery and an upturn in the European economy’.
Jacques Vandermeiren, CEO Port of Antwerp, commented: ‘Port of Antwerp is a world port that follows the pace of the European and world economy. The impact of the shutdown of the global supply chain due to the coronavirus crisis has been felt from the second quarter onwards and will affect the total throughput of goods this year. The Port of Antwerp is holding up well in the Hamburg-Le Havre range because it is active in many sectors, it is not dependent on a single continent and because of its role as Europe's largest integrated chemical cluster.’ Annick De Ridder, Port Alderman, added: ‘As the port of Antwerp, we are an important link in the chain between producers and consumers, and as such a perfect barometer for the global economy. Much will depend on how quickly industry is able to start up again and consumer confidence to return. As Antwerp port community, we remained 100% operational during this global crisis and our knowledge and experience are well documented as a valued trademark all over the world.’
The CMA CGM Group commits to fight illicit trafficking in protected species and tightens its shipment control procedures MARSEILLE/MUMBAI: The CMA CGM Group, a world leader in shipping and logistics, is reinforcing its procedures for shipping protected species, the trade in which is regulated by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). As part of these tighter procedures, shippers must expressly state whether a species is covered by the CITES convention and, where appropriate, provide the requisite export permit whenever any animal or plant goods are carried. In parallel, the CMA CGM Group will draw up a black list of exporters suspected to be involved in illicit trafficking. We are also enhancing the training of our sales agents around the world and tightening up our “know-yourcustomer” audit procedures, in coordination with the CMA CGM Academy and the CITES.
Suspension of all timber exports from the Gambia Following several suspicions that undeclared rosewood may have been part of cargo shipments from the Gambia, the Group has decided to halt its timber exports from the country until further notice. Rosewood is a protected species, and trade in it is regulated by the CITES. This highly sought-after wood is felled illegally in the region and then exported under various different guises. This illicit trade is heavily implicated in the deforestation of West Africa. A landmark decision and a responsible choice to protect biodiversity With these measures, the CMA CGM Group is again demonstrating its leadership within the shipping industry in the protection of the environment. This decision, which is part of the strengthening of the Group's CSR policy, illustrates CMA CGM’s resolve to help conserve global biodiversity and not to further imperil our planet’s future.
OOCL receives Gold Award from the HKAEE for the Fourth Time HONG KONG: As proof of OOCL’s long-term commitment and achievements in meeting environmental objectives, Hong Kong’s home carrier has once again received the gold trophy in the 2019 Hong Kong Awards for Environmental Excellence (HKAEE) presentation via an online broadcast on July 3, 2020. This is the fourth time that OOCL received this top honor in the Transport and Logistics sector category. The HKAEE is organized by the Environmental Campaign Committee (ECC), Environmental Protection Department of the HKSAR and in conjunction with nine local organizations including business chambers, industry bodies as well as social and environmental groups. As one of the most coveted environmental awards in Hong Kong, the HKAEE recognizes businesses and organizations that showcase leadership in environmental excellence and outstanding achievements. The awards program also fosters benchmarking of companies’ green management towards best practices within their respective sectors and encourage companies to reach higher in their environmental performance and green innovations. Over the years, OOCL has consistently been pushing forward with innovative and environmental initiatives while supporting the United Nations Sustainable Development Goals (UNSDGs) in various aspects of the company’s work. Some of these initiatives include the adoption and development of the latest technologies for operational efficiency, including OOCL’s green investments in the G-Class vessels that allows them to perform 48% better than the Energy Efficiency Design Index (EEDI) baseline requirement. Furthermore, in the vast global
supply chain network of data that needs to be processed, OOCL’s proprietary AI-facilitated Roboadvisor system can provide greater transparency and time-sensitive information to improve the quality of decisions being made for OOCL’s fleet operations, including the optimization of fuel consumption by taking the best routes as sailing and operational conditions change. In terms of emissions reduction, OOCL had successfully moved forward into 2020 to meet the new Sulphur cap requirements as stipulated by the International Maritime Organization (IMO) by primarily switching to the use of clean fuel for its fleet and exploring viable alternatives such as scrubber systems to reduce emissions. In this global initiative by the industry, it is estimated that 85% of Sulphur emissions can be reduced. Outlining his vision to make the Indian industry competitive, he said there is a need to reduce the logistics cost, which is quite high in India at 14 per cent as compared to 9 per cent in other countries. He said the Centre is building a network of Inland waterways in India, which will reduce the logistics cost for the industry. “Varanasi to Haldia 1,400 km of inland waterways has been made functional. More than 700 vessels
ply on this route now,” he said and added that about 4,000 km of waterways is ready, including other waterways. Shipping Ministry issues draft “Aids to Navigation Bill 2020” for public consultation Legisla on aims to replace over 90 year old Lighthouse Act,1927 NEW DELHI: In accordance with Prime Minister Shri Narendra Modi’s vision for augmenting people’s participation and transparency in the governance, Ministry of Shipping has issued the draft of Aids to Navigation Bill, 2020 for suggestions from the stakeholders and general public. The draft bill is proposed to replace the almost nine decades old Lighthouse Act, 1927, to incorporate the global best practices, technological developments and India's International obligations in the field of Aids to Marine Navigation. Union Minister of State of Shipping (I/C) Shri Mansukh Mandaviya said that this initiative is part of the proactive approach adopted by the Ministry of Shipping by repealing archaic colonial laws and replacing it with modern and contemporary needs of the maritime industry. Shri Mandaviya also added
that suggestions from the public and stakeholders will strengthen the provisions of the legislation. He further added that the bill aims to regulate state-of-the-art technologies of marine navigation which was earlier used to tangle in statutor y provisions of Lighthouse Act, 1927. The draft bill provides for empowering Directorate General of Lighthouses and Lightships (DGLL) with additional power and functions such as Vessel Traffic Service, Wreck flagging, training and certification, implementation of other obligations under International Conventions, where India is a signatory. It also provides for identification and development of heritage lighthouses. The draft bill comprises a new schedule of offences, along with commensurate penalties for
obstructing and damaging the aids to navigation, and non-compliance with directives issued by the Central Government and other bodies under the draft bill. With the advent of moder n technologically improved aids to maritime navigation, the role of authorities regulating and operating maritime navigation has changed drastically. Therefore the new law encompasses a major shif t from lighthouses to modern aids of navigation. India plans to enhance trade with Bangladesh NEW DELHI: India is adopting a multi-pronged strategy to enhance trade and business partnership with Bangladesh amid Beijing's recent efforts to woo Dhaka with duty-free access to its products. While Chinese trade concessions can push Bangladesh into a “dual deficit and debt trap”, India is activating various connectivity initiatives for seamless movement of Bangladeshi products to the landlocked northeastern states and other parts of India. There is a major push to connectivity initiatives via sea ports, inland water transport, rail and highways that will enable Bangladesh to connect with Bhutan and Nepal markets too along with India, according to experts who focus on cross-border trade and connectivity issues. Both India and Bangladesh are
undertaking various measures to restore the pre-1965 rail and other connectivity links. Last week’s decision to resume border trade via West Bengal despite opposition from the Mamata Banerjee government will help increase Bangladeshi exports to India after a hiatus, said sources. Foreign minister S Jaishankar recently wrote to his Bangladeshi counterpart reinforcing special ties. India had offered duty-free access to several Bangladeshi products a decade before the Chinese decision and that step helped reduce deficit in Dhaka’s trade with New Delhi, said a source while stating that India’s terms and conditions from trade concessions to loans are more favourable. Beijing has mulled over years before giving trade concessions to Dhaka and the step can push it towards a debt
trap, said the above mentioned source. Bangladesh should ideally tap into south and southeast Asia markets for favourable return. Bangladesh is India’s biggest trade partner in South Asia. Bilateral trade between India and Bangladesh has grown steadily over the last decade. India ’ s e x po r t s t o B a ng la de sh in FY 2018-19 stood at $9.21 billion and imports during the same period was at $1.04 billion. In comparison, Bangladesh’s trade deficit with China is hugely tilted in Beijing’s favour. China exported goods worth $1, 3638 million to Bangladesh in 2018-19 but Bangladesh’s exports stood at $568 million. One-fourth of Bangladesh’s total import basket comprises Chinese goods and the bilateral trade deficit has seen a 16-fold increase over the last two decades.
At $513.25 billion, India's Forex Reserves hit fresh all-time high MUMBAI: India's foreign exchange reser ves surged by a massive $6.47 billion to touch an all-time high of $513.25 billion in the week ended July 3, the latest data from the Reserve Bank of India (RBI) showed. In the previous week ended
Jun 26, the reserves had increased by $1.27 billion to $506.84 billion. The reser ves had crossed the half-atrillion dollar mark for the first time in the week ended June 5 after it had increased $8.22 billion and reached $501.70 billion. In the week ended July
3, the reserves rose due to an increase in foreign currency assets (FCA), which is the major component of the overall reserves. The gold reser ves were up by $495 million in the reporting week to $34.02 billion, the RBI data showed.

Indian Railways to notify terminals surrendered by Concor as multi-user goods sheds NEW DELHI: Some 16 Terminals surrendered by Container Corporation of India Ltd (Concor) will be notified as goods sheds, a standard user facility which can be accessed by all on payment of an access charge, the Railway Ministry has said. Concor built these terminals on land leased from the Indian Railways. “In view of less business as well as a sudden abnormal increase in land license fee by Railways, these terminals have become unviable to run from a business point of view,” Concor said while handing over these facilities to Indian Railways. The Railway Ministry has also asked zonal railways to examine the prospect of
notifying these terminals as container rail terminals (CRTs), a move that could facilitate licensed container train operators to access these terminals for picking up and dropping cargo from containers. “All efforts must be made to advise potential customers of using these terminals and to attract maximum freight traffic,” Barjesh Dharmani, executive director, traffic commercial (rates), Railway Board, wrote in a July 6 circular. The terminals that were returned to the Indian Railways include four from the Western region (Chinchwad in Pune, Miraj, Ratlam and Nagpur), four from the
Northern region (DCT Okhla, Babarpur in Panipat, Rewari and Ballabhgarh), three from the South Central region (Desur in Belgaum, Raipur and Visakhapatnam CFCV), two from Eastern region (Tata Nagar in Jamshedpur and Rourkela) and one each from North Central region (Madhosingh in Mirzapur) and North Western region (Sabarmati), according to the official. CONCOR has also handed over the empty container parks at its Tughlakabad terminal – New Mineral Siding Okhla, Power Cabin and the New Power Cabin near Tughlakabad Railway Station – to the Indian Railways.

India cuts China imports by half in a year : SBI MUMBAI : While anti-China sentiments gain prevalence in the country, India has already cut its import dependence on China by half in the last financial year. However, it must avoid sudden decisions and must take a measured approach to slash import dependence further as Prime Minister Narendra Modi raises pitch for Make in India and ‘Vocal for Local’. As compared to FY19, there has been a drastic decline in the value of imports from China in FY20, a report authored by Soumya Kanti Ghosh, Group Chief Economic Adviser, State Bank of India, said recently. The value of import from China halved in FY20 compared to the previous financial year. In FY19, India’s import dependence on China
was between 50-60%. The country imports 823 products from China worth $3.9 billion. Most of these imports are organic chemicals, tools and products made from base metals, toys, furniture etc. The government recently banned 59 Chinese apps such as TikTok, ShareIt, Shein, etc citing “sovereignty and s e c u r i t y ” c o n c e r n s . H o w e v e r, t h e government must take a gauged response to reduce imports from China and must avoid knee-jerk reactions. “Clearly, China has slowly and steadily build a solid base in both high and low-value imports into India. We thus have to clearly take a calibrated call in reducing our import dependence from China and not through sudden stops,” the report said, adding that
restrictions must be placed on certain products where India has a competitive advantage. Historically, India’s dependence on Chinese imports has only risen up. While China’s exports accounted for 1.9% of the total Indian imports in FY1997, it rose to 13.8% in FY2020. However, there are many sectors where India has an advantage over China as its exports are more than the Dragon country in those sectors. This includes telecommunications, computer, and information services. “India, with its huge IT base can thus focus more on services while building capabilities in goods exports will take more time to improve its overall trade balance,” the report said.

Western Railways introduces plethora of incentives to increase its freight loading Cont’d. from Pg. 3 Hence, in order to educate the freight customers about the initiatives by Railways, some of the major schemes available for transportation of goods through Railways are outlined below: 1. Station To Station Rates (STS): This scheme was introduced in the year 2016 and is applicable to a specific stream of traffic of a particular commodity for movement between a specific pair of originating and destination stations/ points. Both incremental and New traffic gets a discount of maximum 30% and Container traffic can get up to 15% af ter crossing Benchmark Net Tonne Kilometres (NTKM), which is the average NTKM of the corresponding period of previous 24 months. The percentage discount is over the Normal Tariff Rate (NTR) and given on RR (Railway Receipt). The agreement should be for a maximum of three years and not less than one year and is admissible to block rake, two point/multi point and mini rakes. However, commodities with classification below Class 100, Coal and Coke, iron ore, Military traffic, POL and RMC are excluded under this scheme. To avail benefit under the scheme, the desirous customer will have to submit application to Divisional Railway Manager of the concerned Division with full details of traffic offered, pair of station between which traffic is offered along with details of previous year traffic if any. 2. Liberalised Automatic Freight Rebate Scheme on traffic booked in Traditional Empty Flow Direction (TEFD): This scheme has been introduced in terms of the Rates Circular No. 08 of 2020 dated 22.4.20. Minimum traffic offered should be half rake of permitted stock. Rebate for certain commodities mentioned will be granted only after crossing the monthly benchmark. Discount in freight is offered from the first rake itself, except for certain specified commodities. The rebate is granted automatically on freight for notified streams of inter-zonal and intra-zonal traditional empty flow direction, subject to fulfilment of certain criteria. Freight shall be charged at Class LR1 for trainload and Class 100 for wagon load. Commodities such as all types of iron ore, coal and coke, Petroleum, Oil, Lubricants (POL), Railway Material Consignments (RMC), Military traffic and commodities under ClassLR2 and LR3 are restricted. Also, Short lead traffic of less than or equal to 200 kms are not eligible. 3. Long Term Tariff Contract (LTTC): This scheme was introduced vide Rates Circular No.14 of 2017 dated 30.03.2017. Customers assuring long term traffic get assurance of certainty in tariff rates as well as freight rebate on fulfilment of certain conditions. A Customer already loading/giving traffic of atleast 1 Million Tonnes per annum in the previous year (outward or both outward and inward) are eligible. New customer (first time to Railways) is also eligible, if commitment is given of loading traffic of more than 3 Million Tonnes over the entire agreement period of three years with atleast 1 Million Tonne during the first year. Customer availing rebate under STS, Freight Forwarder Scheme and short lead traffic as well as commodities with Class below 100, Coal and Coke, Iron Ore, Military traffic, POL, RMC, Container and Automobile traffic are not eligible. Net freight after rebate shall not be less than freight of Class-100. If both consignor and consignee are under LTTC, consignor will be given rebate. The agreement shall be for minimum 3 years and not more than 5 years. Rebate shall be granted as per the graded rebate structure given by Board either as refund immediately within 45 days after completion of each year or through freight
adjustment in freight during the next year. Graded discount on the entire traffic is granted based on the quantum of percentage increment over the accepted benchmark starting from more than 5% increment getting 1.5% rebate and more than 100% increment getting maximum 35% rebate. New Traffic shall be eligible for a flat 2.5% rebate on GFR. From second year rebates as per the rebate structure will be applicable. To enter into contract under this scheme, the desirous customer will have to submit application to Principal Chief Commercial Manager of the concerned Zonal Railway with full details of traffic to be offered along with details of previous year traffic if any. 4. Freight Forwarder Scheme: This scheme is covered under the Rates Master Circular for Freight Incentive Scheme dated 16-06-2015 in order to facilitate cargo aggregation and expand the commodity basket of Railways. A Freight Forwarder is permitted to load one/two commodities in any number of wagons for which Train Load rate would be charged at applicable Class rate. A customer is also allowed to load more than two commodities upto 10 wagons for which a Composite Class rate of 120 would be charged. The scheme benefit will not be available for lead less than 700 Kms. The restricted commodities include Coal & its variants, Coke & its variants, POL, RMC, Iron Ore, Traffic moved in privately owned wagons (including OYWS,WIS/ LWIS), traffic in ports, container traffic, Military traffic and Marine gypsum. 5. Relaxation for loading of Steel pipes through Railways: The Rates Master Circular for Permissible carrying capacity-2020 issued on 01.05.20 stipulates relaxation for loading of Steel pipe of diameter more than 16 inch, the charging which will be for 50 Tonnes only or actual whichever is more and for diameter less than or equal to 16 inch or mixed with both will be charged for 63 Tonnes (61 Tonnes for Excepted CC + 6 route) or actual weight whichever is more per wagon. This is permitted for loading in BOST wagons. Declaration regarding diameter of steel pipe has to be done by the customer in the forwarding note. 6.Relaxation for loading of Petcoke through Railways: The Rates Master Circular for Permissible carrying capacity – 2020 issued on 01.05.20 & corrigendum 2 to RMC issued on 25.06.20 deals with the charging of petcoke when loaded in these wagons will be for tonnage as mentioned under: Wagons: BOXN: 63 Tonnes BOXNHL: 68 Tonnes (66 Tonnes for Excepted CC + 6 route) BOXNHS : 63 Tonnes This scheme is permitted for loading in BOXN, BOXNH & BOXNHS wagons. 7.Freight Incentive Scheme for loading bagged consignment in open & flat wagons: This scheme was introduced vide Rates Circular No.27 of 2016 dated 20.10.2016 to garner additional volume of traffic and revenue. It is applicable only to trainload traffic. 20% discount on Normal Tariff Rate (NTR) for commodities mentioned in the circular and 30% discount on Urea. Minimum chargeable freight should not be less than NTR of Class - LR1. Commodities to be loaded in standard bags of size upto a maximum of 2.5 tonnes only in Open wagons. For Flat wagons commodities to be loaded in standard bags of upto a maximum of 100 kgs. Not applicable to traffic for less than or equal to 100km.Customer to give undertaking on F/Note giving consent for loading in Open and Flat wagons, and that they will bear the full risk of damage/pilferage of consignment.
8.Freight Incentive Scheme For Loading of Fly Ash: This scheme was Introduced vide Rates Circular No. 09 of 2020 dated 08.05.2020 inorder to generate additional loading of Fly Ash and to ensure improved utilization of rolling stock, which came into effect from 10.05.20. This scheme is applicable only on train load. 40% concession on Normal Tariff Rate of applicable class for fly ash loaded in Open & Flat wagons. Customer has to give undertaking on F/Note giving consent for loading in Open and Flat wagons, and that they will bear the full risk of damage/pilferage of consignment. Fly ash loaded in covered wagons will be charged at Class LR1. 9.Round Trip Traffic (RTT): This is a newly introduced scheme vide Rates Circular No.11 of 2020 dated 05.06.2020 to provide advantage to Rail transportation over Road and which cameinto effect from 01.07.2020. This scheme is also applicable only to block rakes. Customer commits to offer traffic in the retur n direction back to originating station from either the destination station or any point within 200kms of the destination station. No charging for rake movement from destination to point of return direction traffic within 200 Kms. Such traffic for outward and return will be charged at lower of the applicable class rates between the outward and return traffic. If the outward and return traffic both have same applicable class of charging then flat concession of 10% will be provided for return traffic. The rate benefit will be given on the Railway Receipt of the return direction. Applicable, only if the loading in return direction begins within 24hrs of the release of the outward rake at destination. All Port terminals and sidings are covered under this scheme. Minimum chargeable after all concession not to be below Class 100.Freight rebate under assisted siding policy, wagon investment policy, and terminal development scheme can be given concurrently with RTT. 10.Short Lead Traffic: This is another newly introduced scheme vide Rates Circular No. 16 of 2020 for granting slab wise concession in charging of freight. This is applicable for all traffic except “Coal & Coke, Iron Ore, Military Traffic, Rail Material Consignments (RMC) and Container Traffic” and for traffic booked upto 100 kms only. This scheme is Effective from 01.07.20 up to 30.06.2021. Concession on Normal Tariff Rate (NTR) Distance: - 0 to 50Kms – 50% - 51 to 75Kms – 25% - 76 to 90 Kms – 10% 11.Long Lead Traffic: This scheme is also introduced recently vide Rates Circular No. 15 of 2020 and Effective from 01.07.20. This scheme entails granting slab wise concession to attract additional traffic in certain long leads by offering competitive freight pricing. Commodity wise, distance wise extent of concession are defined. This is also applicable for Train Load traffic only and will be effective up to 30.06.2021. Concession on Normal Tariff Rate (NTR) - Coal & Coke – Above 1400 Kms – 20% - Iron & Steel – Above 1600 Kms – 20%. - Iron Ore – Above 700 upto 1500 Kms – 15% Above 1500 Kms – 20%. Port of Rotterdam to start trial with PIN-free Container handling ROTTERDAM: Recently various parties in Rotterdam will be launching a new pilot project, in which containers are handled and released without a PIN code: a widely used verification method in this transport segment. The project revolves around a new application, Secure Container Release, which replaces the PIN code with a digital signal: a solution that is significantly less susceptible to fraud. It is not only intended to make container handling more efficient, but also safer. Participants in the three-month trial include CMA-CGM, Hapag-Lloyd, MSC, ONE-Line, Hutchison Ports ECT Rotterdam, Rotterdam Fruit Wharf, Milestone Fresh, VTO, Portmade and the application developer T-Mining. Every year, millions of containers are unloaded in the port of Rotterdam, from where they are forwarded to destinations in the hinterland. Collecting these containers in the port is a complicated process, during which shipping companies, freight forwarders, transport firms and terminals need to work closely together to ensure the swift and safe release of this freight. And as a procedure, it also entails a number of risks. Emile Hoogsteden, Director of Commerce of the Port of Rotterdam Authority: ‘By taking advantage of new technologies, we can make our port operations smarter, swifter, more efficient and safer. The current pilot project is a good example. During this project, the different participants will be using a blockchain application that enables them to safely and efficiently organise the release procedure followed by the various parties in the chain.’ No PIN required Drivers who plan to collect a specific container at the terminal need to have a valid pick-up right. This authorisation is issued by a shipping company. The freight forwarder subsequently orders a transport firm to retrieve the container at the terminal. In the existing arrangement, the pick-up right is confirmed to the terminal by means of a PIN code. This procedure requires a range of manual
actions from a number of different parties. Any hitches or errors in the release process can lead to a waste of time, complaints and aggravation among clients and partners, as well as possible opportunities for fraud. The application tested in this trial could replace PIN-based authorisation altogether. Safety throughout the chain The current pilot project will be testing how best to improve the safety of the container release process throughout the chain, from the shipping company to the end user. The application is based on blockchain technology. In terms of safety, it can be compared with banking applications – ensuring that the data involved remains exceptionally secure. Passing the baton During the pilot project, the pick-up rights for the import of containers will be converted from a PIN code into a digital token with the aid of a blockchain-based application. You could compare it to a relay race: the token is a kind of digital baton that smoothly passes from one party to the next. Blockchain technology prevents this authorisation from being stolen or copied along the way. This makes the release process safer for everyone in the chain who is involved in the process. Moreover, the terminal operator can rest assured that the container has been released to the correct driver. After all, there’s only one valid token. Another advantage to this procedure is that it doesn’t reveal who has previously processed the token – meaning that third parties don’t have access to potentially confidential information about commercial relationships. In fact, even T-Mining, the Antwerp-based start-up responsible for developing this solution, won’t be able to review this information. T-Mining was selected for participation in the PortXL accelerator programme earlier this year, and is currently working together with companies in Rotterdam and the Port of Rotterdam Authority on the practical execution of this pilot project.
Concor started moving coal for Karnataka Power Corporation for two-year contract NEW DELHI: State-run rail hauler Container Corporation of India Ltd (Concor) has started moving coal for Karnataka Power Corporation Ltd (KPCL) on a two-year contract, as it looks at diversification into newer revenue streams. The contract involves moving 13.24 lakh tons of coal a year from Mahanadi Coalfields in Sambalpur, Orissa to KPCL’s Raichur thermal power station. Since June, Concor has already moved 22 coal rakes transporting about 3,500 tons of cargo on the contract, company officials said. Concor is responsible for not only movement of coal but also quality and quantity assurances at both origin and destination points. The Navratna PSU is India’s biggest rail hauler of containers with a 78 per cent market share in the exportimport movement of containers. Karnataka Power Corporation Limited is owned by the Government of Karnataka.
The power utility had earlier outsourced coal movement to a private entity but shifted to Concor, saving as much as 30 per cent on coal logistics, an official said. Coal transportation is part of Concor’s diversification strategy into distribution logistics, coastal shipping and integrated logistics and manufacturing zones. The firm entered the coastal shipping business last year with two hired ships, linking Deendayal Port Trust in Kandla with V O Chidambaranar Port Trust in Tuticorin with stops at New Mangalore Port Trust and Cochin Port Trust by a weekly call. Concor has also identified 20 locations for setting up distribution logistics centres – a vertical integration of its core business – to provide end-to-end logistics solutions. It plans to develop around 50 million sq ft of warehousing in 4-5 years at these distribution logistics centres which will be structured on a public-privatepartnership model.
