JNPT lauds the efforts of Stakeholders in keeping the Port Operational N AV I M U M B A I : Jawaharlal Nehru Port Trust (JNPT), India’s premier container port continues to remain operational to maintain the supply chain link within the country. There have been reports that due to nonoperation of factories in hinterland, the evacuation of imports from Port is very
slow and similarly there is drop in exports received by the Port for the same reasons. The likely congestion has been considered and analysed by the Port and a plan for storage of the imports received i n t h e Po r t h a s b e e n p r e p a r e d . Accordingly, a scenario analysis has been done considering the zero evacuation
from the Port to CFS or hinterland and the port is well prepared and has adequate space to store the containers for at least a month. Also considering the current rate of evacuation, we are confident that there would be no congestion issue at the Port for over a Contd. Pg. 6 month too.

JNPT lauds the efforts of Stakeholders in keeping the Port Operational Contd. from Pg. 3
A video conference call was arranged with the Container Fright Stations (CFSs) and Custom House Agents (CHAs). During the conference call with the stakeholders, Shri Sanjay Sethi, IA S, Chairman, JNPT said, “I thank the CFSs and CHAs for their dedication and commitment and for coming together and supporting the Port in this challenging time.” The stakeholders also appreciated all the efforts taken by the Port in keeping the logistics supply chain active. They suggested few more measures for the seamless movement of the cargo, which were positively accepted by the Port management. Last month, JNPT took some proactive measures at JNPCT and extended reliefs to the trade in order to support Port users and end users like - Waiver of dwell time charges
for all import containers moved by road (CFS/DPD/Empty) which were discharged from 22.03.2020 till 14.04.2020; Waiver of shifting charges for import containers for change of mode activity from truck to rail to facilitate movement of CFS/DPD containers by Rail and allowing delivery of DPD containers from Terminals beyond the 48 hour period. JNPT have also set up a control room in the port administrative building for resolving issues faced by Port customers and also as a provision to facilitate hassle-free operations, the port is issuing an ‘Essential Service Duty Pass’ for all stakeholders entering the port premises. In order to get a pass issued, or raise any concern one can mail their requests to controlroom@jnport.gov.in or contact 022-27244077/67814022 between 8am to 8pm. The port is also constantly in touch with the ministry and is monitoring the dynamic environment, and adapting its approach based on the situation on ground.

HMM has joined The Alliance, largest Shipping Alliance in World SEOUL: HMM has joined The Alliance, one of the world’s three largest shipping alliances, the Korean shipping company announced on April 6. HMM is the new name of Hyundai Merchant Marine. Sales from the European route, which account for 15 percent of HMM’s total container service sales, are expected to increase. From April onwards, HMM has significantly increased its fleet on the European route in cooperation with the three members of The Alliance — Hapag-Lloyd of Germany, OEN of Japan, and Yangming of Taiwan. HMM plans to put all of its 12 24,000-TEU vessels, which were ordered in 2018, on the European route. The service is scheduled to depart from Qingdao, China later this month on the Far East Europe 4 (FE4) route. Accordingly, HMM is expected to improve its cost structure on the European route, which has thus far been inaccessible. As HMM has become a member of The Alliance, it now can share its vessels on all routes with The Alliance members. This is why HMM withdrew from its disadvantageous partnership with 2M, the world’s largest shipping alliance, which has been maintained for three years since April 2017. In the partnership with 2M, HMM could not put its ships into service as they were relatively smaller than those of the two regular members Maersk and MSC. HMM had to purchase hold spaces from these member
companies to transport cargoes to Europe. The problem was that even if HMM did not secure enough cargoes to fill the purchased hold spaces, it had to pay lease fees to the member companies. But now, HMM is a full member of The Alliance and can use all routes and port networks run by ships of the alliance members on an equal footing without any burden. In addition to the European route, HMM has decided to launch services on five new routes to the Americas and two new routes to the Middle East in April and ramp up weekly hold volume to about 43,000 TEUs. HMM’s Alliance membership will last for 10 years until March 2030. Nevertheless, HMM is facing unfavorable external conditions and are pulling out all the stops to put an end to deficits, which have been continuing for eight consecutive years. Global cargo volume has plummeted in the aftermaths of the COVID-19 outbreak. HMM plans to overcome the recession by sharing new routes and increasing the size of its fleet. HMM’s container ship capacity is currently 450,000 TEUs, but it will go up to about 900,000 TEUs when 20 large ships (420,000 TEUs) are delivered one by one. This means that its cargo capacity will more than double. HMM plans to increase its shipping capacity to 1.1 million TEUs by 2022 through additional orders and charter ships. It is seeking to make a turnaround in the third quarter.

FIEO urges Prime Minister to support the exports sector NEW DELHI: Corona virus has given a serious jolt to global economy and more so to the global trade. It is already evident that COVID-19 has triggered a deeper recession than that of the 2008-2009 Global Financial Crisis. Much of the developed world is now amid the greatest economic disruption since the Second World War. The Monetary authorities in various countries have undertaken unprecedented actions to support their exports in global markets. The US, UK, Canada, Japan, Germany and even Bangladesh has provided bail out/financial package to their industry to sail through difficult times. Our exports will take unprecedented hit in such challenging times. The exports sector is facing over 50% cancellation. The worst hit are the life style product like leather, carpets, handicrafts, apparels etc which are having over 75% cancellations. This will also put pressure on current account deficit as overseas remittance will decline so will be FDI/FIIs inflow in the Country. Speed is of the essence in mitigating any crisis. Therefore, we request immediate help through rapid policy decisions to mitigate the crisis and prevent further structural damage to both industry and economy. 1. Covid Interest free Working Capital Term Loan (Rs 1974 Cr) Government to allot Rs 30,000 Cr to exporting companies for easing their working capital liquidity issues. ➢ The loan amount should cover 6 months gross Salary and Wages, Rent and Electricity charges. ➢ No additional collateral or paperwork to all industrial units who have a clean record with the bank before lockdown. ➢ The repayment should be in 18 equal installments after 6 months initial moratorium. ➢ May be an extension of the NIRVIK scheme to Guarantee the banks. Cost to Government: Credit Cost 30,000 Cr @ Repo Rate@ 4.4% = Rs 1704 Cr (660 Cr + 1044 Cr) (6 months moratorium + 18 months reducing balance) Credit Guarantee Cost of NIRVIK @0.72% = 270 Cr (108 Cr + 162 Cr) (6 months moratorium + 18 months reducing balance) Total Cost to GOI = Rs 1974 Cr Sir, there is a high risk of large scale unemployment after Lockdown (especially in the labour intensive sectors), if they are not accorded fiscal
relief to ease their cash flow, said FIEO President in his letter to the Prime Minister. 2. EPF and ESIC waiver for 3 months (Rs 16200+ Rs 2700 = Rs.18900 Cr) Labour Intensive sectors are in extreme pressure to pay wages, but do not have liquidity or cash flow to even pay the EPF and ESIC. These sectors carry a huge cost of employment while facing over 75% order cancellations and may close. • Maximum Salary Eligibility to be limited to Rs 15,000. • Should be for 3 month period • Companies with minimum 50% export turnover maybe eligible Assuming 15 million workers @ 1 5 , 0 0 0 Ru p e e s P F @ 2 4 % f o r 3 months the cost would be 16200 Cr 15 million workers @15,000 Rupees ESIC @4% for 3 months the cost would be 2700 Cr Total Cost to GOI: Rs 18,900 Cr 3. Additional MEIS on Exports in 2020-21: Countries are providing huge financial support to their exporters. China has already provided 3% additional Export Tax Rebate on exports in March, 2020. Indian exporters should be given additional 2% MEIS and labour intensive sector to be provided additional 4% MEIS on exports upto 31st March 2021. The MEIS should be given without realization as realization will be delayed in such tight liquidity globally. This scrip should be used for payment of any statutory levy including GST, Income Tax etc 4. Extension of Interest Equalisation Scheme for all exports: Interest Equalisation Scheme, which lapse on 31st March, 2020, may be reintroduced immediately for all products upto 31st March 2021. 5. Implementation of RBI’s instructions: All Banks (including private/foreign banks) must implement RBI relief measures announced on 27th March in full and they should not treat is as mere advisory. RBI may also clarify that pre/post shipment credit for exports are in the nature of working capital and thus eligible for concession granted on working capital. 6. Reduction in GST rates particularly on Hotels, Aviation and Travel &Tour operators: GST rates for these sectors, which are going through the worst phase, to be reduced by 50% for the next 12 months to help these sectors.
7. One Time Amnesty in Advance Authorisation/EPCG/EOU and other default in Customs duties: Amnesty for default in export obligations under Advance, EPCG Authorisation, EOUs by waiving interest and penalty and charging only basic customs duty. The same may be extended to any other dispute in Customs matter. 8. One time amnesty for filing MEIS applications (without any time limit) and transmission of shipping bill with No declaration for MEIS: DGFT must give one time amnesty to all who could not apply or get MEIS due to system failure or minor lapse in shipping bills. Similarly, all Shipping bill with “No” declaration for MEIS may be allowed to be transmitted by Customs to DGFT for claiming of MEIS to ease liquidity at exporters’ end. It is an established law that major benefit cannot be denied due to minor lapse. 9. RBI may extend the tenure of prepost shipment credit: All existing pre and post s h i p m e n t f i n a n c e i n Fo r e i g n Currency or Indian Rupee should be extended on maturity by additional 90-180 days on auto route irrespective of the tenure of contract and sanctioned limit. Moreover, no deposit of money be insisted by banks where limit granted in foreign currency is crossed due to Rupee depreciation. 10. Subsidy on air shipments and lowering of CONCOR charges: Provide 50% freight subsidy on air freight to encourage exporters to use air freight to compensate for time loss. CONCOR may also be asked to reduce charges in view of challenging times faced by exporters. 11. Time bound Exports Refund in 15 days: All exports related refund and statutory refunds like Duty Drawback, GST etc should be paid to exporters, including risky exporters , within 15 days so as to ease liquidity at their end. A Bond may be taken from risky exporters so as to recover it, if so warranted. Sir, we humbly request you to kindly announce a comprehensive package for exports covering the above issues so as to help exporters, many of whom are on the brink of closure. A helping hand may assist them to revive and bounce back once global situation improve, which is only a matter of time. However, the moot point is as to whether they will survive to see the revival? asked a FIEO release.

PUBLIC NOTICE In order to facilitate the trade, Jawaharlal Custom House vide PN No. 48/2020 and 51/2020, has designated ICD Mulund and ICD Tarapur (Boisar) as “Extended Port Gate� of JN Port for evacuation of all DPD DPD boxes from port. ICD Mulund is strategically located in Mumbai and best suited for the DPD containers destined for Mumbai, Thane, Bhiwandi, Nashik. Further ICD Tarapur (Boisar) is best suited for all DPD containers destined for Industries located in Boisar and South Gujarat. DPD containers will be moved in bulk from port terminals to the Extended gates by CONCOR RAIL services. Detailed procedure has been issued by customs in the above referred public notices. All Importers/Forwarders/Shipping Lines/CHA are requested to please avail this facility for seamless Logistics arrangements. The given facility of extended gate shall come in effect from 13.04.2020 as notified under the Public Notice of JNCH.

Sub : Procedure in respect of en bloc Rail movement of Import containers from Port Terminals Jawaharlal Nehru Port (JNPT) to Container Corporation of India Ltd. (CONCOR), Inland Container Depot (ICD), Mulund and clearance thereof-Reg. Importers, Customs Brokers, Custodians including CFSs, Trade, Jawaharlal Nehru Port Trust (JNPT), Terminal Operators at JNPT, Shipping Lines/Shipping Agents and other stakeholders are aware of the circumstance arising out of the COVID 19 situation. In this regard the request of JNPT to consider the procedure on the captioned subject so as to keep speedy evacuation of DPD /DPD-CFS / CFS containers with rail facility and last mile connectivity by road, has been considered with the aim of the CONCOR, ICD, Mulund acting as an extended gate for the JN Ports, for which CONCOR has consented. For this purpose the following is specified. 2. ICD Mulund at Nanepada Village, near New Good Shed Mulund, Mulund (East), Mumbai-400081 is hereby declared as an "Extended Port Gate" of JNPT in respect of clearances of DPD-DPD containers. 3. CONCOR shall also act as a Service Provider in trans shipping and handling Containers and supply of rakes for carriage of containers with the objective of evacuating containers en bloc by Rail. CONCOR shall move the DPD-DPD containers from all the Terminals of JNPT to ICD Mulund for the purpose of deliery to the Improter. The delivery shall be made to the importers at ICD Mulund only after Out of Charge is given at JNCH. JNPT shall also coordinate with Terminal Operators in effectively utilizing the Extended Port Gate. 4. Specified Customs officers of ICD Mulund in Mumbai Customs Zone-I shall be assigned the roles of JNCH in ICES to perform the function of Gate - in and Gate-Out office. In the event examination / inspection is to be conducted because the container is selected for this purpose, the specified officers will perform this function and grant Out of Charge (OOC). Such OOC is an exception to para 3 above where it is specified that OOC shall be given at JNCH. 5. Procedure to be followed for Entry of Import Containers into ICD Mulund 5.1 Port Terminals / JNPT Port, immediately upon completion of the wagon loading of import containers shall email the Train Loading Summary to the ICD Mulund duly mentioning all the relevant details as are required for carriage of such containers by Rail. A copy of Train Summary shall be submitted to the trans-shipment section of JNCH by CONCOR. All Import containers shall enter into the ICD Mulund in the Notified Area for such containers along with all the details in the Inward Train Summary. 5.2 The Gate officer shall verify Inward Train Loading Summary and check Container number, Seal number and integrity of seal while permitting the entry of the Container into ICD Mulund. In case, the Officer finds that the Container/ Seal has been tampered with, the mandatory examination would be carried out by the Customs. 5.3 If an Import container is selected for inspection /examination by the Risk Management System, then RMS instructions shall be executed by the Customs Officers and such container shall be inspected / examined at ICD Mulund. Thereafter, such inspected / examined containers shall be re-sealed by the Customs Officer using bottle seal (OTL) immediately in the presence of Examination Officers and Importer / CHA. 5.4 On completion of inspection or examination, as the case may be the specified officer assigned the role of JNCH shall give OOC int he System as the exception mentioned in Para 4 above. 5.5 Once OOC is granted, three copies of the Bill of Entry will be generated. The OOC granted container(s) shall be delivered to the Consignee/Importer with the OOC copy (custodian Copy) of the Bill of Entry as well as the gate-pass issued by the ICD Mulund. 6. Procedure to be followed for delivery of Import containers form ICD Mulund : 6.1 For taking delivery of the container, importer shall obtain OOC from RMS Facilitation Centre at JNCH. 6.2 The Importer will take delivery of container from ICD Mulund by producing copy of Bill of Entry and gate pass, upon which the Gate officer shall allow the clearance with an endorsement on the OOC duly mentioning the cross reference number of the Gate-out order of ICD Mulund. 7. Responsibility of CONCOR in handling /delivering of import containers in addition to those stated elsewhere in this PN: 7.1 Trans-shipment of DPD-DPD containers form JN Ports / Terminals to ICD Mulund by rail shall be the responsibility of CONCOR 7.2 In respect of containers received at the Extended Port Gate at ICD Mulund, the Custodian shall be CONCOR. 7.3 CONCOR to issue advisory for Importers prescribing timeline for obtaining the deliveries for Import containers. 7.4 CONCOR shall provide facilities for verification of container number and seal by Customs Officers and facilitate proper on-wheel inspection of DPD containers by customs at the entry gate. If Bill of Entry is selected by RMS as open and examination, based on the request form the Customs, CONCOR have to facilitate open examination of the said container. 7.5 The Container Scanning Division (CSD), JNCH will share the list of containers selected for scanning with the Port/Terminals and CONCOR everyday at 12:00 Hrs. The JC in-charge of CSD, JNCH will ensure this. If any container is selected for scanning all containers of that Bill of Lading shall neither be handed over to CONCOR by JN Ports/Terminals nor CONCOR shall take up such containers for trans-shipment. 7.6 CONCOR shall facilitate expeditious handling / delivery of the containers by depoying adequate manpower and machinery. 7.7 CONOCR shall intimate the reasonable tariff for import containers and free time granted by them for storage taking into account the extant guidelines including those issued by various authorities relating the COVID 19 situation. 7.8 CONCOR will handover a copy of the Gate Pass to the Gate Officer at the ICD Mulund as a proof of delivery of the containers. 7.9 CONCOR shall comply with the provisions of the HCCA Regulations, 2009 as amended and also execute necessary Bond for the purpose of enabling this facility. 7.10 CONCOR shall submit a monthly report of importers availing enbloc Rail movement facility to Deputy / Assistant Commissioner in charge of ICD Mulund with a copy to Deputy / Assistant Commissioner (PG), NS-General, JNCH. 8. In terms of this Public Notice the DPD-DPD procedure as per FN No.63/2008 dated 01-09-2008 as amended stands temporarily revised. The movement of DPD-DPD containers from JN Port /Terminals to CFSs shall be stopped from the 00.00 hrs of 10-04-2020 except for containers referred in Para 7.5 above. From 00.00 hrs of 10-04-2020 till 00:00 hrs of 13-04-2020 the JN Ports / Terminals will allow delivery of DPD-DPD containers to importers at Port/Terminal gate. The PN shall come into effect in its entirety from 00:00 hrs of 13-04-2020. 9. In case of any difficulty in implementation, the specific issue may be brought to the notice of Additional Commissioner, CCSP Cell, JNCH, (email address : rajan.rrp@gov.in, Mobile-9769274477). Action to be taken in terms of decisions conveyed in this Public Notice should be considered as Standing Order for the purpose of officers. 10. In so for as the other types of import containers namely DPD-CFS or CFS Containers are concerned, the Importers, Trade, Customs Broker, Shipping Lines etc may also opt to carry out amendment in the Bill of Leading and IGM for ICD Mulund so that the Import Cargo can be cleared at ICD Mulund by following the SMTP procedure for movement of Containerized cargo from gateway ports to hinterland ports laid down vide Board's Circular No.46/2005-Cus dated 24-11-2005. Sub : Procedure in respect of en bloc Rail movement of Import containers from Port Terminals / Jawaharlal Nehru Port (JNPT) to ICD, Tarapur (Vaishno Container Terminal), Mahagaon, Boisar and clearance thereof- Reg. Importers, Customs Brokers, Custodians including CFSs, Trade, Jawaharlal Nehru Port Trust (JNPT), Terminal Operators at JNPT, Shipping Lines / Shipping Agents and other stakeholders are aware of the circumstances arising out of the COVID 19 situation. In this regard the request of JNPT to consider the procedure on the captioned subject so as to keep speedy evacuation of DPD / DPD-CFS / CFS containers with rail facility and last mile connectivity by road as proposed by CONCOR, has been considered. In terms of the above, PN No. 48/2020 dated 08.04.2020 was issued temporarily revising the DPD-DPD procedure as per FN No 63/2008 dated 01.09.2008 as amended. Vide this PN ICD Mulund was declared as Extended Port Gate of JNPT in respect of clearances of DPD-DPD containers. Consequently, in terms of Para 9 of PN 48/2020, the movement of DPDDPD containers from JN Ports / Terminals to CFSs shall be stopped from the 00.00 hrs of 10.04.2020 except for containers referred in Para 7.5 of PN 48/2020. Further, from 00.00 hrs of 10.04.2020 till 00:00 hrs of 13.04.2020 the JN Ports / Terminals would allow delivery of DPD-DPD containers to importers at Port / Terminal gate, and the procedure for further movement of such containers by CONCOR by rail would come into effect in its entirety from 00:00 hrs of 13.04.2020. The following modifications are made in PN No. 48/2020 dated 08.04.2020 – i. In Para 5.1, line 2, for “ICD Mulund” read “CONCOR” ii. In Para 5.1, line 4, for the words “JNCH” read “JNCH and ICD Mulund” iii. In Para 7.5, last line, for the words ending “containers for transshipment.” read “containers for transshipment to ICD Mulund. All such containers selected for scanning and all other pertaining to the same Bill of Lading will be treated as non-DPD and will be dealt as follows (a) CONCOR will be required to move these containers to DRT CFS (b) CONCOR will arrange for scanning of the selected container at Container Scanning Division (CSD), JNCH (c) From the DRT CFS, the Customs clearance of the container in case of scan clean report, along with other containers of same Bill of Lading will take place (d) If the selected container scan report is marked suspicious, then all the containers under the Bill of Lading shall be got subjected to all the necessary Customs control measures at DRT CFS.” iv. In Para 7.9, at the end add “CONCOR shall also comply with the provisions of the Goods Imported (Conditions of trans-shipment) Regulations, 1995 as amended and also execute necessary Bond for the purpose of enabling this facility”. 2. On considering the request of the JNPT and CONCOR for ICD Tarapur (Vaishno Container Terminal, Mahagaon, Boisar) to also act as an extended gate for the JN Ports, and taking into account the readiness conveyed by ICD Tarapur to participate and undertake this proposal of CONCOR, as a further facility to importers, the following is specified - The ICD, Tarapur (Vaishno Container Terminal), Mahagaon, Boisar, Maharashtra is hereby also declared as an “Extended Port Gate” of JNPT in respect of clearances of DPD-DPD containers. For the containers received in ICD, Tarapur, in terms of this Public Notice, ICD Tarapur will be the Custodian. 3. As in PN No. 48/2020, in the present case too CONCOR shall act as a Service Provider in transshipping and handling Containers and supply of rakes for carriage of containers with the objective of evacuating containers en bloc by Rail. CONCOR shall move the DPD-DPD containers from all the Terminals of JNPT to ICD Tarapur for the purpose of delivery to the Importer. The delivery shall be made to the importer only after Out of Charge is given at JNCH. JNPT shall also coordinate with Terminal Operators in effectively utilizing the Extended Port Gate. 4. Specified Customs officers of ICD Tarapur in Mumbai Customs Zone - III shall be assigned the roles of JNCH in ICES to perform the function of Gate-in and Gate-Out office. In the event examination / inspection is to be conducted because the container is selected for this purpose, the specified officers will perform this function and grant Out of Charge (OOC). Such OOC is an exception to para 3 above where it is specified that OOC shall be given at JNCH. 5. Procedure to be followed for Entry of Import containers into ICD Tarapur :5.1 Port Terminals / JNPT Port, immediately upon completion of the wagon loading of import containers, shall email the Train Loading Summary to CONCOR duly mentioning all the relevant details as are required for carriage of such containers by Rail. A copy of Train Summary shall be submitted to the trans-shipment section of JNCH and ICD Tarapur by CONCOR. All Import containers shall enter into the ICD Tarapur in the Notified Area for such containers along with all the details in the Inward Train Summary. 5.2 The Gate officer at ICD Tarapur shall verify Inward Train Loading Summary and check Container number, Seal number and integrity of seal while permitting the entry of the Container into ICD Tarapur. In case, the Officer finds that the Container / Seal has been tampered with, the mandatory examination would be carried out by the Customs. 5.3 If an Import container is selected for inspection / examination by the Risk Management System, then RMS instructions shall be executed by the Customs officers and such container shall be inspected / examined at ICD Tarapur. Thereafter, such inspected / examined containers shall be re-sealed by the Customs Officer using bottle seal (OTL) immediately in the presence of Examination Officers and Importer / CHA. 5.4 On completion of inspection or examination, as the case may be, the specified officer assigned the role of JNCH shall give OOC in the System as the exception mentioned in Para 4 above. 5.5 Once OOC is granted, three copies of the Bill of Entry will be generated. The OOC granted container(s) shall be delivered to the Consignee/Importer with the OOC copy (Custodian Copy) of the Bill of Entry as well as the gate-pass issued by the ICD Tarapur. 6. Procedure to be followed for delivery of Import Containers from ICD Tarapur :6.1 For taking delivery of the container, importer shall obtain OOC from RMS Facilitation Center at JNCH. 6.2 The Importer will take delivery of container from ICD Tarapur by producing copy of Bill of Entry and gate pass, upon which the Gate officer shall allow the clearance with an endorsement on the OOC duly mentioning the cross reference number of the Gate-out order of ICD Tarapur. 7. Responsibility of CONCOR in trans-shipment of import containers in addition to those stated elsewhere 7.1 Trans-shipment of DPD-DPD containers from JN Ports / Terminals to ICD Tarapur by rail shall be the responsibility of CONCOR. 7.2 CONCOR to issue advisory for Importers prescribing timeline for obtaining the deliveries for Import containers. 7.3 The Container Scanning Division (CSD), JNCH will share the list of containers selected for scanning with the Port/Terminals and CONCOR everyday at 12:00 Hrs. The JC incharge of CSD, JNCH will ensure this. If any DPD-DPD container is selected for scanning all containers of that Bill of Lading shall neither be handed over to CONCOR by JN Ports / Terminals nor CONCOR shall take up such containers for trans-shipment to ICD Tarapur. All such containers selected for scanning and all other pertaining to the same Bill of Lading will be treated as non-DPD and will be dealt as follows (a) CONCOR will be required to move these containers to DRT CFS (b) CONCOR will arrange for scanning of the selected container at Container Scanning Division (CSD), JNCH (c) From the DRT CFS, the Customs clearance of the container in case of scan clean report, along with other containers of same Bill of Lading will take place (d) If the selected container scan report is marked suspicious, then all the containers under the Bill of Lading shall be got subjected to all the necessar y Customs control measures at DRT CFS. Cargo handling at Indian ports to get impacted in current fiscal : Rating Agency MUMBAI: Cargo handling at the country’s ports may fall to 10 per cent-12 per cent of capacity this fiscal as the coronavirus pandemic forces countries to lock down and demand in India’s economy sinks. Cargo handling at major ports grew 2.8 per cent in FY19, but it grew just 1.4 per cent in FY20 till February end. Cargo volumes in FY21 will decline primarily because of flagging demand for cr ude oil during the pandemic. A study by CARE Ratings forecasts a dip of 5.1 per cent in India’s crude oil imports in FY21. Liquid cargo inclusive of crude oil and petroleum products accounted for 38 per cent share of the Major Ports’ traffic in last fiscal. Coal imports will fall too, as India’s power demand declines. Electricity demand will contract as a three-week national lockdown to prevent the spread of the coronavirus disrupts industrial and commercial establishments. The demand slump will in turn precipitate fall in coal imports. Also, demand for steel is poised to be subdued on account of temporary suspension in building and construction activities and sluggish production of
automobiles, thus affecting iron ore shipments. The outlook is unimpressive for container traffic too. “Container traffic is to be limited as well due to port congestion and increase in turnabout time which has resulted in problems in clearing import containers due to factory closures and migration of factory workers. This can potentially dissuade international container companies in order to avoid their carriers to be stuck at the Indian ports”, the report by CARE Ratings noted. The Covid-19 pandemic has triggered disruptions in logistics supply chains, leading to delays in clearing of goods from ports, prompting some cargo owners suspending their operations and detaining of containers. Following the 21-day lockdown, the Directorate General of Shipping (DGS) has imposed a14-day quarantine on shipping vessels arriving from any port in China and any nation affected by COVID-19. The vessels arriving after 14 days of departure from a Coronavirus-infected country are, however, not required to comply with the additional precautionary measures.
Stoppages of a vessel at any port of the affected countries only for refuelling will not be considered for the calculation of 14 days. Ports which are not able to comply with the specified requirements have been told not to allow berthing for vessels arrived within 14 days from the infected countries. In order to ensure delivery of essential goods and commodities like fuel, medical supplies and food grains shipping services are not suspended. The Ministry of Home Affairs has also ordered that each major port shall ensure that no penalties, demurrage, charges, fee, rentals are imposed on any port user for delay in berthing, loading or unloading operations, or evacuation or arrival of cargo caused by the reason attributable to lockdown measures from March 22 to April 14, 2020. Kolkata Port Trust has declared force majeure at its Haldia Dock Complex, becoming the first stateowned major port trust to invoke the clause in the wake of the outbreak of the Coronavirus. Most of the private ports and terminals operating in the Country too have invoked the force majeure clause as most of them are involved in end-to-end contracts.
India needs greater access to US market to curb coronavirus-induced export contraction: IACC NEW DELHI: India needs greater access to the US market to tie down its export contraction, with the coronavirus pandemic causing massive supply disruptions that will have bearing on the contracts entered into between the governments and private sectors of both nations, the Indo-American Chamber of Commerce said recently. Lalit Bhasin, President of the IndoAmerican Chamber of Commerce, Northern Regional Council (IACCNIC), said India should extend all “possible help” to combat the spread of the virus since the US recovery and its economy bouncing back are critical to
an early global economic pick-up. The US, China, and India together contribute more than 70 per cent of the global trade. “The earliest recovery of these economies can spur global growth at a faster pace and in that process, all countries-developed, developing and least developed will be beneficiaries,” he added. Bhasin said India needs considerable accommodation from the US to come out of the COVID -19 backlash and to pep up its demand and supply side. “The World Bank’s assistance of USD 1 billion to India, which was
announced recently, can partly help bridge the resource gap. India needs greater market access to the US to tie down its export contraction,” he added. Bhasin said coronavirus has led to massive supply disruptions in both ways that will have bearing on the contract entered between the governments and private sectors. He said India and the US can be partners in evolving a cure for coronavir us. India has a strong indigenous healthcare system, that includes Yoga and Ayurveda, which can combine with advanced clinical practices of the US to develop a cure and preventive care for COVID-19.

APL: Wuhan lifts lockdown, reopens transport links SINGAPORE: As situation in Wuhan has improved greatly, the city officially lifted its lockdown. Port operations have already returned to normal, and all transport links – both intracity and intercity – have resumed. To better ser ve your shipping needs, starting from 13 April 2020, alternate teams of APL employees will be deployed at our Wuhan office at different work schedules. Employees working from home during designated hours will continue to provide services on remote basis.

Maersk’s first intercontinental train from Europe to Asia dispatched from St. Petersburg ST. PETERSBURG: The first Eastbound train on Maersk’s AE19 service was dispatched from St. Petersburg Port in the eastward direction, carrying goods from Europe to Asia on 28th March 2020. The overall transit time of the new intercontinental service from ports in North Europe to ports in Korea and Japan will be between 23 and 32 days, which is a reduction by half compared to 52-57 days via the traditional Ocean route. The train loaded with plywood and chemical products from North Europe left the FCT port terminal in St. Petersburg to the terminal VSC in the port of Vostochniy in the Russian Far East (both terminals are part of Global Ports group). Upon arrival to Vostochniy, containers will be loaded on Maersk’s short-sea vessels for delivery to Korea and Japan. Maersk launched the AE19 service in August 2019 in partnership with Russian partners Modul and Global Ports to offer a complementary product for more time-sensitive cargoes moving from Asia to Europe, connecting the ports of Vostochniy and St. Petersburg in Russia. “AE19 service provides our customers not only with a faster delivery solution, but also at a lower cost than airfreight. So far, the service has been used for westbound shipments from Asia to
E u r o p e o n l y, however as the service has been experiencing a steady growth since the beginning of 2020, it has further enabled shipments in the opposite direction from Europe to Asia as well. The customer demand to develop the Eastbound service, especially within the automotive, technology, chemicals and industrial verticals, has further led to the launch of this service”, shares Kasper Krog, Head of Intercontinental Rail at A.P. Moller – Maersk. Maersk provides its customers with flexible transport solutions, enabling them to find the most suitable options to transfer their goods. The customers can easily switch transport modes between Ocean and Rail solutions, which allows them to react quickly to changing market demands. The next eastbound shipment on AE19 from St. Petersburg will be made on 08.04, and thereafter will be provided on fortnightly basis.
