Maersk revamps Europe to Middle East Govt forms panel to fix ceiling rates under duty reimbursement scheme for exporters & Indian Subcontinent network COPENHAGEN: A.P. Moller Maersk announces improvements to its network between Europe and the Middle East & Indian Subcontinent (West Central Asia). The aim is to enhance reliability while building a network that helps customers with more resilient and agile supply chains. The updated network will connect more cargo via the Maersk hub in Colombo (Sri Lanka), allowing customers to do consolidation from different origins and better connect their cargo from both Asia and West Central Asia. NEW DELHI: The Government has constituted a threemember committee for determination of ceiling rates under a scheme for reimbursement of taxes and duties to exporters. The reimbursement of taxes under the Remission of Duties and Taxes on Export Products (RoDTEP) such as duty on power charges, VAT on fuel in transportation, farm sector, captive power generation, mandi tax, stamp duty and central excise duty on fuel used in transportation would make Indian products competitive in global markets. It was decided that the sectors and products under the RoDTEP scheme would be notified in a phased manner and the MEIS (Merchandise Export from India Scheme) benefit for those sectors and items will be withdrawn. With over three decades in Government service as Maharashtra State Cadre IAS O f f i c e r, M r. S a n j a y B h a t i a , a mechanical engineer and a management graduated from S o u t h e r n C r o s s U n i v e r s i t y, Au s t r a l i a , w h o a l s o simultaneously steered the Indian Port Association as its chairman, was felicitated with a plaque on his last day in office as the Chairman of the Port by Officials of MANSA including Hiren Ved, Capt. Ram Iyer and Swamy. On behalf of MANSA, Hiren Ved coordinated the impending issues faced by the port users and constantly briefed the port administration. During his tenure as the Port Chair man, Mr. Sanjay Bhatia was instrumental in various milestones like removal of pinnacle which remained under water at BPX channel as a setback for ages, timely allotments of contracts and ensuring draughts availability in Port for deeper vessels, created environment for better functioning of ICTPL terminal. Furthermore, by linking Middle East stronger to Maersk key hubs in Europe, the changes provide customers additional flexibility and agility to move cargo between different markets. “To meet changing customer needs, we have reviewed our service network and identified opportunities to create new solutions for how we connect Europe and the Middle East & Indian Subcontinent region. Through increased flexibility and connectivity these changes will offer new, interesting ways for our customers to connect their supply chains both from an import and export perspective,” says Johan Sigsgaard, Head of Europe and Middle East Trades at A.P. Moller - Maersk. The North Europe and West Mediterranean regions will be served via Maersk’s AE1 and AE7 services which offer a direct connection with Salalah (Oman) and Colombo. As a result of the changes the ME1 service will be suspended without impacting the capacity in the network. This will also reduce the need for ad-hoc blankings in times of volatile demand, which will provide greater supply chain predictability on these routes going forward.

Moderate recovery for Sea and Road, Air Transport remains severely stressed : Rating Agency MUMBAI: Air freight has been downbeat in the country despite the easing of restrictions by the government even while other means of cargo such as roads logistics have picked up. “Ind-Ra opines a moderate recovery for sea and road transport post the easing of the lockdown restrictions, whereas air transport remains severely stressed,” a report by India Ratings and Research said recently. Further, India’s exports level has also reached pre-covid figures even while imports have been severely curtailed amid Prime Minister Narendra Modi’s call for boosting exports and cutting down on imports. “Imports have remained sluggish, while a rebound in export to pre-COVID level led to India’s import-export mix changing to 58:38 (4% for transhipment) in June 2020 from the normal split of 65:30,” the report said. The coronavirus pandemic took a heavy toll on outbound and inbound shipments as economies sealed off their borders. For instance, port volumes, reported a nosedive by over 20% on year during April and May 2020, during which, the country was

under a nationwide lockdown. However, volumes recovered to 80%-85% of the normal levels in June 2020. Road transport volumes may have recovered as well, as indicated by the e-way bill collection and diesel consumption numbers. Both diesel consumption and e-way bill collections have reached about 85% of the pre-coronavirus levels. Rail transport also gained market share over the five months ended June 2020 to around 25% from the pre-COVID levels of about 15%. The shortage of truck drivers and a significant reduction in railway haulage time as passenger trains were not running were the chief drivers behind the same. The same may start to slide down again as road cargo picks up again. On the other hand, air transport continues to remain under pressure with passenger traffic practically at nil levels and freight traffic at 60% of the normal levels in May 2020. An overall downbeat economy and lack of manpower has led to muted freight traffic at around 15% of the normal air freight volumes in May 2020.

DG Shipping advises stakeholders to “strictly comply” with IMDG Code while handling dangerous goods MUMBAI: India’s maritime administration has advised ports, ships, Customs, warehouses, master of vessels, seafarers, stevedores and transporters to “strictly comply” with the provisions of the International Maritime Dangerous Goods Code (IMDG Code) while handling dangerous goods or hazardous materials. The advisory follows the August 4 explosion at the Port of Beirut in Lebanon that was reportedly caused by the detonation of dangerous goods (ammonium nitrate) which had been stored at the dock since it was offloaded from a cargo ship, leaving more than 70 dead and thousands injured. Incidents involving dangerous goods may not remain limited to a small area and can have wide ranging impact including on vessels, ports and its surrounding areas. To avoid such occurrences during the preparation, storage, handling and shipment of

dangerous goods, all stake holders including ships, ports, customs, warehouses, master of vessels, seafarers, stevedores and transporters are advised to strictly comply with the provisions of the IMDG Code including its supplement containing the EmS Guide and Medical First Aid Guide for all cargoes listed as dangerous goods, the Directorate General of Shipping said in an advisory. The International Convention for the Safety of Life at Sea (SOLAS) provide for the carriage of dangerous goods in packaged form and in bulk on ships. The detailed provisions and guidelines for the safe preparation, storage, and handling of transportation and shipment of dangerous goods or hazardous materials are outlined in IMDG Code. International regulations prohibit the handling of dangerous goods except in accordance with the provisions of the

IMDG Code. Also, the provisions of the SOLAS and IMDG Code requires the issuance of instructions on emergency response procedures and medical first aid relevant to incidents involving dangerous goods taking into account the guidelines developed by the International Maritime Organization (IMO). “The provisions of the IMDG Code for the safe preparation, storage, handling and shipment of dangerous goods needs to be strictly adhered to by all stakeholders (ships, ports, shippers, stevedores and transport operators) in order to ensure no incidents occur while dealing with dangerous goods on board ships and in ports,” the DG Shipping wrote in the advisory issued on Friday. Non-compliance with the provisions of IMDG Code on board ships or ashore including at warehouses could lead to devastating consequences on ships, ports and to its vicinity, it said.

Chairman, CBIC outlines recent changes brought in by the Government on the Customs Side NEW DELHI: Union Minister of State for Finance & Corporate Affairs Shri Anurag Singh Thakur presided over a WebEx event on “In Bond Manufacture & Other Operations” in Customs recently. The event was conducted by the Central Board of Indirect Taxes and Customs (CBIC), in association with US-India Strategic Partnership Forum (USISPF) and Manufacturers Association for Information Technology (MAIT). Shri Thakur highlighted the significance of the “Atma Nirbhar Bharat Abhiyan” and “Make in India” programme in the context and explained to participants how Section 65 Scheme (In Bond Manufacture and Other Operations) of the Customs represents a very good option for businesses looking to build and manage resilient supply chains. The Minister noted that this modified new scheme was launched last year, and the initial interest shown by the trade and industry is encouraging. He indicated that the scheme is a welcome addition to the bouquet of schemes that promote investments in India and the ‘Make in India’ programme, while enhancing Ease of Doing Business and can potentially help in converting India into a global manufacturing hub in many sectors such as electronics, chemicals and pharmaceuticals, and even ancillary

activities such a s r e p a i r & refurbishment. It can also make India into a global e-commerce hub. Shri Thakur e x t e n d e d a n invitation to all eligible units to avail this scheme and also give suggestions to further improve it. On part of the Government, Shri Thakur extended an assurance to work collectively and resolutely to realise Prime Minister Shri Narendra Modi’s vision of an “Atma Nirbhar Bharat” that will occupy a pride of place among the comity of nations. Shri M. Ajit Kumar, Chairman, CBIC, outlined the recent changes that have been brought in by the Government on the Customs Side and indicated the ready resolve and commitment of CBIC to put Taxpayer issues at the core. Shri Kumar said that CBIC is moving towards an automated machine based, paperless and faceless clearance ecosystem. The results are already visible - the efficiency of our export-import clearance has been enhanced and India’s rankings in the global indices have improved significantly. Shri Kumar further emphasised upon the commitment of CBIC towards Ease of Doing Business

so as to give a boost to “Atma Nirbhar Bharat” and “Make in India” with an emphasis towards making India a manufacturing hub of the world. The scheme under “In Bond Manufacturing” offers deferred import duty on both capital goods as well as raw material or inputs used in bonded manufacturing. The import duty gets remitted if the finished goods are exported. However, if the finished goods are cleared in the domestic market, the import duty on raw material used becomes payable, but without any burden of interest. Unlike the other Schemes such as SEZ and EOU, which are largely export centric, the present scheme aims at providing for efficient capacity utilisation. The scheme also envisages a minimum physical interface with officials and the monitoring of units under this scheme is entirely record-based and riskbased and thus non-intrusive.

India's forex reserves rise by $11.9 billion to over $534 billion MUMBAI: With a rise of over $11.9 billion, India's foreign exchange reserves have swelled to over $534.5 billion in the week ending July 31, latest data released by the Reserve bank of India (RBI) indicated. The country's kitty had over $522 billion worth of forex in the weekended July 24. The reserves had crossed the half-a-

trillion dollar mark for the first time in the week-ended June 5, after it had risen by $8.22 billion to $501.70 billion. Foreign currency assets (FCA), a major component of the overall reserves, have increased by $10.34 billion to $490.8 billion. Expressed in dollar terms, the foreign currency assets include the effect of appreciation

or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. Gold reserves rose $1.5 billion to $37.6 billion in the reporting week. The special drawing rights with the International Monetary Fund (IMF) rose to $1.47 billion and the country's reserve position with the IMF also increased to $4.6 billion.

Gautam Ray (retd chief commissioner of custom and central excise). The terms of reference of the committee include interacting with the administrative ministries, export promotion councils, commodity boards, trade bodies and other stakeholders so

as to take their views on the ceiling rates under RoDTEP scheme. The committee will submit its main report to the Government within three months from identification and prioritisation of sectors/items by the Government.

Mansukh Mandaviya launches the Online Exit Examination system for seafarers NEW DELHI: Union Minister of State for Shipping (I/C) Shri Mansukh Mandaviya launched Online Exit Examination for the seafarers via virtual ceremony here today. Seafarers, who are getting training in different Maritime Training Institutes under Directorate General of Shipping, can now appear in the exam from the comfort of their homes in this unprecedented time of COVID -19 pandemic. In his inaugural address, Shri Mandaviya said that India is known for its skilled and quality seafarers. From 1.54 lakh seafarers in 2017,we have reached 2.34 lakh seafarers in 2019 and our target is to prepare 5 lakh seafarers to cater to the growing needs of Indian and global maritime industry. “It is Prime Minister Shri Narendra Modi’s vision that the Maritime sector can generate an enormous number of jobs for Indian youth and the Shipping ministry is putting all its effort to seize these employment opportunities and fulfilling the PM's vision”, the Minister added. The Minister expressed happiness that working of the training institutions is evolving with the changing times. Shri Mandaviya added that India is the only country in the world, which has

started online examination for the seafarers from the comfort of their home in this pandemic. He said that because of the online exam, accuracy of the exam and uniformity in assessment of candidates can be ensured. With the online exam, seafarers will get a chance to qualify the exit exam at the comfort of their homes. In a virtual inauguration ceremony, DG Shipping Shri Amitabh Kumar apprised the Minister with the entire online examination system. The Online Exit Examination designed with enhanced security features, enables candidates to take examination from home, with almost zero possibility of any misconduct during the exam, he said. JNPT crane insurance covers full replacement along with loss of business NAVI MUMBAI: The Jawaharlal Nehru Port Trust (JNPT) insurance survey team assessed the damaged ship-to-shore crane site recently along with port officials. “The insurance covers full replacement of damaged cranes alongside the loss of business that would occur due to absence of these cranes. The (insurance) plan has both aspects covered,” a Senior Official said recently. Strong winds coupled with heavy rains hit three out of nine ship-to-shore cranes of JNPT recently. All the three cranes that collapsed were of Jawaharlal Nehru Port Container Terminal (JNPCT), which is the port’s own terminal. A ship-to-shore crane, also known as container crane is found at container

terminals for loading and unloading intermodal containers from container ships. “Though three cranes—no 6,7 and 8 have collapsed, these have collapsed in a manner that the crane no 9 cannot be used. So currently, we are functioning with five cranes. This is manageable, as a vessel typically needs three to four cranes. So operations may not get affected to that extent,” informed the official. The cost of the three damaged cranes would be an estimated Rs 100 crore, said port consultants. Between April-July, the port handled a container traffic of 11,92,165 TEUs, about 80 percent of the total traffic it had handled in the same period last year. In July, JNPT handled 344,316 TEUs container traffic, about 19 percent up from previous month.

CBIC asks Customs to check within 48 hours explosives stored in Warehouses, Ports NEW DELHI: Customs Authorities and field formations have been directed to verify and confirm within 48 hours that any hazardous and explosive material lying in warehouses and ports across the country meets all safety standards. The urgent direction has been issued

by the Central Board of Indirect Taxes and Customs (CBIC) as a precautionary measure to ensure that storage of such materials does not pose any danger to life and property and strictly meets fire standards. “CBIC has urgently directed customs and field for mations to

immediately verify and confirm within 48 hours that any hazardous and explosive material lying in warehouses and ports across the country meets all safety and fire standards and presents no danger to life and property,” the Board said in a post on Twitter recently.

The officials to be appointed to look at Japanese investors’ problems would be from the Departments and Ministries of Commerce and I n d u s t r y, R a i l w a y s , S u r f a c e Transport and Customs. Based on what the specific problems of the investors were, officials from other Ministries such as Agriculture and Animal Husbandry would be roped in, the Minister said. Goyal said that investment facilitation should be from both sides, and he also asked Tokyo to work towards addressing the problem of India’s widening trade deficit with Japan.

Zonal Railways given free hand to provide concessions on Freight charges for limited distance NEW DELHI: In an effort to boost freight earnings, the Ministry of Railways has taken one more step in this direction by giving Zonal Railways a free hand to give concessions on freight charges for a limited distance. Railways would give concession on freight charges for the freight booked for up to a distance of 100 km, according to the new move. This decision was taken by the ministry and was put to force from 01.07.2020 to 30.06.2021, for the movement of all traffic except Iron Ore, coal and

coke, steel, military traffic, rail material consignments, and container traffic. The matter was reviewed by the Railway Board recently and the board has decided that the period of validity can be extended by Zonal Railways. “But this extension will be based on the condition that the Zonal Railway has to enter into a long term agreement, not exceeding 10 years with the customer for granting Short Lead concessions,” said the official statement. Further to this, the agreement shall also have a clause of enhanced loading

commitment that has to be supported with Bank Guarantee. In this new decision, Railways said that depending upon the commitment, Zonal Railway may decide on the percentage of concession. The Ministry has made clear that the responsibility will entirely lie upon the Zonal Railways to evaluate the fulfillment of traffic committed and revenue projections annually and realize the unmet revenue from the customer or from Bank Guarantee at the end of the year.

The Company had reported consolidated net profit of Rs. 550 million for the corresponding quarter of last year. Revenues for the first quarter stood at Rs. 1,590 million as against Rs. 1776 million, lower by 10% Earnings before Interest, Tax, Depreciation and Amortization (EBITDA) fell to Rs. 955 million as compared to Rs. 1024 million in Q1FY20. EBIDTA margin stood at 60% in Q1FY21 as against 58% in Q1FY20; while net profit margin was at 30% during

Apr- June quarter as compared to 31% in Q1FY20. Despite lockdown, the port has set new standards i n c a r g o handling for the quarter under review. From April to June 2020, t h e p o r t h a n d l e d 622 container trains against 556 trains last year. The port handled 1,86,000 TEUs (twenty-foot equivalent units) down from 2,21,000 TEUs in

Bharat Mumbai Container Terminals achieves new Rail Volumes record in July 2020 M U M B A I : The PSA Global operated Bharat Mumbai Container Terminals (BMCT) achieved yet another mile stone in Rail volumes, handling around 16,065 TEUs in 107 Rakes during the month of July 2020 surpassing its own record of handling 13,601 TEUs in previous month. This latest milestone was achieved on the back of the July 2019 agreement for inter-terminal haulage of mixed train boxes within JNPT terminals, whereupon seamless transfers by BMCT contributed to a steady increase in rail volumes handled. The increased rail volumes are also a testament to BMCT’s sustained efforts to develop and enhance new rail ser vice routes and products by working alongside customers and stakeholders. This includes opening up

Yang Ming Names New 2,800 TEU Vessel, YM Credential TAIWAN: Yang Ming Marine Transport Corp. (Yang Ming) held the naming ceremony for its 2,800 TEU class full container vessel ‘YM Credential’ at CSBC’s Kaohsiung shipyard on July 31st. The ceremony was officiated jointly by Yang Ming Chairman Bronson Hsieh and CSBC Chairman Cheng Wen-Lon. Mrs. Chen, Yu-Lin, wife of Yang Ming Chief Marine Technology Officer & Senior V. P. Jackie Ho, had the honor to officially name the ship during the ceremony. YM Credential is the third of its ten 2,800 TEU full container vessels constructed by CSBC. With a length of 209.75 meters and a width of 32.8 meters, YM Credential has a nominal capacity of 2,940 TEU. To comply with stricter environmental regulations, YM Credential is equipped with an advanced SOx Scrubber system; the newly-built vessel also adopts the energy-saving Sea Sword Bow technology to offer greater operational efficiency and eco -friendly advantages. Furthermore, YM Credential is equipped with integrated computer-based system for the controlling and monitoring of the automated installations of periodically unattended machinery spaces. Its monitoring devices also allow reduced scope of tail shaft survey. Both designs enable safer navigation at sea. In addition to being recognized with Smart Ship notation from Classification Society (CR), YM Credential will be the first vessel to receive Bureau Veritas (BV) SMARTSHIP (MACHINERY 1) notation. YM Credential will be deployed to Yang Ming’s intra-Asia service THX on August 7th and provide more efficient delivery service. The port rotation of THX is Cat Lai – Kaohsiung – Keelung – Hong Kong – Cat Lai – Kaohsiung – Taichung – Cat Lai.

Among the series of ten newbuildings, YM Celebrity and YM Continent were deployed to Yang Ming’s JTS service on May 27th and June 4th respectively this year. The remaining seven vessels are currently under construction and expected to join Yang Ming’s fleet by the second quarter of 2021. According to the company’s analysis on the operational performance of YM Celebrity and YM Continent, the two ships can significantly reduce the fuel consumption by about 33% in comparison with the previous vessels. These eco-friendly smart ships coupled with scrubber installations will enhance Yang Ming’s operating cost, optimize the service quality and competitiveness of its global fleet.

The Flemish Government, Port of Antwerp and SeReAnt together improve the water quality at the Port of Antwerp Sludge treatment plant AMORAS processes most polluted dredging sludge ANTWERP: The Flemish Government, Port of Antwerp and contractor SeReAnt (a partnership between the Jan De Nul GROUP and DEME environmental companies) will begin dredging and processing the most polluted dredging sludge at the port, the socalled TBT sludge, this month. “After years of research, there is now finally a solution to this historical pollution. This is a worldwide first and a milestone for Flanders and Port of Antwerp,” says Lydia Peeters, Flemish Minister of Mobility and Public Works. “We will remove the most contaminated sludge from the docks. As a result, water quality will improve substantially.” Pollution from ship paint The Flemish Government and Port of Antwerp are keeping the docks of the port of Antwerp accessible for contemporary shipping together. Every year, enormous quantities of sludge are dredged for this purpose and then processed by the AMORAS dewatering installation. “But there was one type of sludge we couldn't process yet: sludge with elevated organotin concentrations or Tributyltin, or TBT sludge for short,” says Yi-Bin Shan, Head of the Maritime Access Department at the Department of Mobility and Public Works. “TBT had been used worldwide in ship paint since the 1970s to prevent the growth of mussels and algae on hulls, but has been completely banned since 2003. After all, the product is enormously harmful to the environment and is also difficult to break down. The sludge has been storing TBT like a sponge all these years and is gradually releasing this contamination. This is disrupting the metabolism and hormone action of molluscs in particular, such as snails and mussels.” Only Port in the World “Along with the University of Antwerp, we have been investigating for several years how to get TBT out of the port,” says Jacques Vandermeiren, Port of Antwerp’s CEO. “We are proud that we can finally tackle this historical pollution. Currently, the water quality in the docks scores below the European standard. This project will greatly improve it. As a port authority, we believe it's important to take responsibility in respect of society. This makes us the only port in the world that not only removes polluted sludge, but also processes it sustainably.” The Flemish government and Port of Antwerp are jointly releasing the necessary resources for dredging and processing the most polluted dredging sludge. “Flanders makes 25 million euros available annually for the operation of AMORAS. We are now making an additional investment of 700,000 euros a year to dispose of TBT spoil in an ecologically responsible manner. This way, we can increase the accessibility of the port, an important task for

the Flemish government,” says Flemish Minister Lydia Peeters. “Port of Antwerp has invested 1 million euros in the preliminary phase of this project and will release 1.5 million euros a year for the effective processing of TBT spoil,” port alderman Annick De Ridder continues. "Port of Antwerp wants to be an inspiration for other ports and take a pioneering role in the field of sustainability". 800,000 m³ of sludge over the next five years Processing the total quantity of polluted sludge at the port of Antwerp is a long-term task. A pilot project was started in 2018 after obtaining the necessary permits and some modifications to the water treatment plant. “We have added an extra step to our processes and installed activated carbon filters. These filter the toxic substances out of the water after it passes through our treatment plant,” says Yi-Bin Shan, Head of Maritime Access. “During that pilot project, we had already dredged, transferred and processed 185,000 m³ of heavily contaminated sludge on AMORAS. In this way, we were able to properly map out the impact on the installation and all possible risks. Now, there is an agreement to remove 800,000 m³ of sludge from the harbour docks over the next five years and process it into 500,000 tonnes of filter cake. We'll first remove the sludge that obstructs nautical access and the worst TBT hotspots in the older, southern part of the port. Then we'll deal with the other areas.” How will this work? 1. The contaminated TBT spoil is dredged at the port. With a 15 m³ environmental grab, the spread of pollution in the surrounding water is avoided. 2. The dredging sludge is transported in 2,400 m³ transport containers to the AMORAS processing plant. 3. SeReAnt, the contractor operating the AMORAS plant, extracts the sludge from the transport containers and pumps it into the treatment plant. 4. Coarse dirt and sand are removed. 5. The waste water is purified via a water treatment plant. TBT sludge is also purified by activated carbon. Then the water flows back into the docks. 6. The sludge is processed into a dry end product: filter cakes that are safely stored on site. AMORAS: innovative cooperation between Government, port and dredging companies Through AMORAS, the Flemish Government and Port of Antwerp are working together on the sustainable and long-term storage and processing of maintenance dredging sludge from the Antwerp docks. AMORAS stands for Antwerp Mechanical Dewatering, Recycling and Application of Sludge. The Department of Mobility and Public Works provides 80% of the funds, while Port of Antwerp provides the other 20%.
