Deendayal Port to develop 3 new Oil Jetties : Chairman This move will double Liquid cargo handling capacity GANDHIDHAM: The Deendayal Port Trust (DPT) will develop three new oil jetties at a cost of over Rs 550 crore, which will help double its present liquid cargo handling capacity at Kandla in Gujarat. DPT, one of the 12 major ports in India, operates six oil jetties at Kandla which can handle 12 million metric tonne of liquid cargo per annum. “We have a lot of oil jetties coming up at Kandla. We already have six. Two are under construction and tenders for three more have been floated,” said Mr. Sanjay Mehta, IFS, Chairman of DPT, which floated three tenders for constructing oil jetties number 9, 10 and 11 recently. “At present, liquid cargo forms 60 per cent of the total cargo volumes handled by DPT. With new jetties coming up, this capacity will go up,” he added. The liquid cargo handled
by DPT at Kandla includes petroleum, oil and lubricant products, edible oil, phosphoric acid and LPG. While jetty number 9 & 10 w i l l c o s t a r o u n d Rs 100-150 crore each, oil jetty number 11 will cost over Rs 356 crore. Two more jetties with 5 million metric tonne capacity are under constr uction. With the addition of these five jetties that are proposed and under construction, the total liquid cargo handling capacity at Kandla will go up to 24.5 million metric tonne per annum.

Customs for faster clearances
NEW DELHI: Shri M. Ajit Kumar, Chair man, Central Board of Indirect Taxes & Customs (CBIC) has unveiled several new and modern testing equipment inducted into the Central Revenues Control Laboratory (CRCL) which would significantly enhance the in-house testing capability of the Customs leading to faster import and export clearances. Chennai Port increases concession for Coastal vessels CHENNAI: In a bid to boost coastal shipping and have an competitive edge over private ports of Kattupalli and Krishnapatnam, the Chennai Port Trust (ChPT) has increased concessions for coastal vessels carrying trans-shipment containers that call at Chennai in bigger ships from Singapore or Colombo and go out of the city in smaller feeder vessels to save cost. Coastal shipping is cost-effective compared with road and rail. In road transport, the cost is Rs. 2-3 per tonne/km, in rail it is Rs. 1.2-1.5 per tonne/km, while in sea transport it is Rs. 0.2-0.3/tonne/km, said industry sources. From July 1, the ChPT has modified the concession offered on vessel-related
charges (VRC) for coastal vessels carrying coastal trans-shipment and Export and Import laden trans-shipment cargo. An upfront concession of 70 per cent in VRC will be offered to coastal vessels carrying 100 twenty foot equivalent units (TEUs), or more, of Export Import transshipment containers per voyage. An upfront concession of 50 per cent in VRC will be offered to coastal vessels carrying either 100 TEUs of coastal laden trans-shipment containers or 100 TEUs of combined Export-Import and coastalladen trans-shipment containers. Coastal container ships carrying laden trans-shipment containers can claim any one of the above concessions; no other
concessions for coastal vessels can be claimed along with this concession, says a trade notice issued by ChPT. Earlier, a flat 70 per cent concession in VRC was offered to coastal vessels exclusively plying between coastal destinations in India and car r ying 100 TEUs or more of Exim trans-shipment containers per voyage. Further, there was a 70 per cent concession on VRC of ChPT Scale of Rates (SoR) for the first 25 voyages per year and a flat 80 per cent concession on VRC of ChPT’s SoR per year from the 26th voyage onwards. A senior ChPT official said the concession, which will be valid for a year, was in line with the Centre’s plans to boost coastal shipping.

Mansukh Mandaviya calls for developing lighthouse tourism opportunities in India NEW DELHI: Union Minister of State(I/C) for Shipping Shri Mansukh Mandaviya held a high level meeting, for developing around 194 existing lighthouses across India as Major tourist attractions. Shri Mandaviya said it will boost the tourism activities in lighthouses surrounding areas and give an opportunity to know about the enriched history of lighthouses. The officials presented a detailed action plan to develop lighthouses as tourism spots. Shri Mandaviya advised officials to identify the lighthouses which are more than 100 years old. He put impetus on creating museums to showcase the history and working of lighthouses, equipment used in lighthouse operation etc. As per the master development plan of lighthouses, some key attractions are museums, aquarium, children playarea and gardens, along with water bodies. The Minister also took stock of the progress for developing tourist activities at Gopnath, Dwarka and Veraval lighthouses of Gujarat.
The Minister instructed the official to prepare a detailed presentation on the project at the earliest. The meeting was attended by the Secretary, Shipping Ministry and DG, Directorate General of Lighthouses and Lightships along with the other stakeholders.
Commerce Ministry to get PMO approval on list of items for Chinese import cuts NEW DELHI: The Government is weighing the pros and cons of halting imports, including that from China, on India’s manufacturing sector and the Commerce Ministry will soon submit to the Prime Minister’s office a list of items of inward shipments that can be restricted in the near future without impacting domestic manufacturing. The Government has held various meetings in the past two weeks with sectoral experts and businesses and is now preparing an official list of commodities that can be locally manufactured, an official said, adding that ample caution will be maintained before taking any decision even as voices against Chinese goods have been gaining momentum. The Confederation of All India Traders (CAIT), the apex body of approximately of over six crore traders has been vociferously campaigning against Chinese products and in its latest call announced that it will not use Zoom video conferencing application as part of its
broader boycott of Chinese goods. Meanwhile, the Gover nment is preparing for a transformational shift in six big areas of ease of doing business, logistics, land bank, Special Economic Zones and power sector to give a tough competition to China, the official said. A new foreign direct investment (FDI) policy is expected to be released soon aiming to curb low grade imports. India had tightened its FDI policy in April to curb opportunistic takeovers of Indian companies, by stipulating that all such proposals from bordering nations would require Government clearance. The share of manufacturing in India’s GDP will be increased to $1 trillion or more than double from the existing $0.39 trillion. “The trade and economic fundamentals will be made stronger before a clamp down on imports,” the official said.
Container Terminals are feeling the pressure from Ultra Large Container Ships : WPSP-IAPH Study TOKYO: Container terminals are feeling the pressure from ultra large container ships (ULCS) calls during the COVID-19 crisis as the current situation sees them arrive laden with cargo. This has been revealed following the publication of the tenth World Ports Sustainability Program-International Association of Ports and Harbors (WPSP-IAPH) COVID-19 Port Economic Impact Barometer on 6 July. The results published on 6 July deal with the situation in week 27 (July 1, 2020). A total of 90 valid answers were received which is the second highest number since the survey began. Container trades are also set to continue to suffer from blank sailings, mainly on trade routes with the Far East, through the third quarter of 2020, however the number appears to be lower than the second quarter. About 35% of the ports are reporting that the number of container vessel calls fell by 5% to 25% compared to a normal situation. This figure is much lower than the 45% in weeks 21 and 25, and below the 38-39% in the first weeks of the survey in early April, details the report. With reference to ULCS, the report found that calls are less frequent in numbers but are filled up with more cargo. Major container ports in both Europe and North America
report that the average moves per ULCS per call have significantly increased, with some hubs reaching up to 10.000 TEU moves. This is creating peaks in both ship-to-ship operations and yard activity at the terminals and is starting to impact landside operations, especially on truck arrivals and departures. Some ports report that it takes days to return to a normal situation at the yard and gates and lost movements of cargo are on the rise. The workforce in some ports are under increasing pressure as these peaks impact resource on some days, followed by several days off duty with no activity at all. However, more ports than in any of the past surveys reported a return to ‘business as normal’ as regards the number of cargo vessels calls, according to the WSPS. While cargo vessel calls outside of container ships are returning to normal levels, container trades are set to continue to suffer from blank sailings as container lines continue to deploy crisis management tactics. Co-author of the report, Professor Theo Notteboom commented, “As reported, during the last week container ports experienced another wave of cancellations from many carriers for the third quarter, although they appear to be lower in numbers than the second quarter.”

Cargo volume at Major Ports dips 20% in April-June Quarter NEW DELHI: Cargo handled by the country’s major ports declined by 19.68 per cent to 141.92 million tonnes (MT) in the first quarter of this fiscal amid the coronavir us outbreak, as per industry body IPA. These 12 ports had together handled 176.69 MT of cargo during April-June period of 2018-19, the Indian Ports Association (IPA) said. Cargo volumes declined for the third straight month in June 2020. Ports like Chennai and Kamrajar saw their cargo volumes nosedive about 40 per cent during April-June, while Kolkata and JNPT suffered a drop of over 30 per cent.
India has 12 Major Ports under the control of the Central Government — Deendayal (erstwhile Kandla), M u m b a i , J N P T, M o r m u g a o , New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia). These Ports handled 705 MT of cargo in the last fiscal. While Chennai port saw 39.91 per cent decline in cargo handling to 7.28 MT, Kamarajar (Ennore) port suffered a drop of 39.41 per cent to 5.16 MT in April-June, as per IPA data. Cargo handling at Cochin Port slipped 33.78 per cent to 5.63 MT, while the same
at JNPT declined 31.38 per cent to 12.09 MT. Kolkata Port logged a fall of 27.26 per cent to 11.72 MT. Container trade was severely hit as it recorded a decline of 32.28 per cent in terms of TEU (twenty foot equivalent unit), while thermal coal handling declined by 34.70 per cent. Ratings agency Icra had earlier said that while all cargo segments are vulnerable, container segment is expected to be more adversely impacted. While general cargo throughput may witness 5-8 per cent contraction for full year 2020-21, the container segment may drop 12-15 per cent, it had said.
Dedicated Freight Corridor project on track: Railway Board NEW DELHI: The Railways’ two big ticket projects — the Dedicated Freight Corridor and the bullet train project — aimed at a modal shift in rail operations in the country will not be delayed despite the coronavirus crisis, Railway Board Chairman VK Yadav said. His statement comes at a time when most infrastructure projects in the country are facing delays due to the lockdown, coupled with the paucity of labour and the economic slump. The Rs 81,000 crore Dedicated Freight Corridor, which is the Railways’ single-largest developmental project currently underway, consists of the Eastern DFC, a 1,839-km freight line from Ludhiana in Punjab to Dankuni near Kolkata, West Bengal, and the 1483-km WDFC or western corridor
connecting India’s capital Delhi and its economic hub Mumbai. According to latest data provided by DFCCIL recently, the agency has completed 56 per cent of its contractual work on WDFC and 60 per cent on EDFC. The agency said 99 percent of the required land has been acquired. The completion of the project, scheduled for December 2021, is set to decongest the Railway network by moving around 70 percent of goods trains to these corridors. “It was a very good decision on part of the DFCCIL (Dedicated Freight Corridor Corporation of India Limited) to keep their labourers in camps around the worksite and providing them with basic amenities thus ensuring that not
many of them returned home. This way the work has not stopped, only slowed down a bit, and since there is still time till December 2021 (the deadline), I expect we will not be delayed,” Mr Yadav said. According to the DFCCIL, they had around 40,000 workers at their worksites in Uttar P radesh and Maharashtra which primarily was reduced to around 15,000 workers during the lockdown leading to a slowdown in its work. Its managing director wrote to the states, requesting them to ensure that workers are allowed to move from the camps to the worksites, even arranging e passes for them. The agency also hired locals to supplement the workers available with them.

India may go beyond China to cut cheap shipments NEW DELHI: India is drawing up a strategy to curb cheap imports from any source and not just China in order to achieve its self-reliance goals, a senior government official said recently. Toward this end, the government is drawing up short-term, medium-term and long-term plans, he said. In the short term, it could opt for non-tariff barriers such as nominating a specific port for a category of goods or mandating prior approval for select products, such as licensing requirements. Tariffs could also be raised where possible to impose a comprehensive deterrent on the import of cheap or non-essentials. In the medium term, free trade agreements (FTAs) will be reviewed to bring about a balance in trade and put more effective rules of origin in place. Cost Analysis of Higher Tariffs “The whole idea is to boost local production and cut reliance on imports in general... Imports from no specific country are being targeted,” said the above person. The Government is also drawing up
a comprehensive list of non-essential imports as part of the exercise. Measures such as nominating specific ports for clearance of goods that India wants to curb can lower or even erode price advantages, bringing them on par with locally made items. Although higher tariffs remain on the agenda, these have not always been found to be helpful as importers then switch to the FTA route, the official said. The Government will carry out an in-depth study on the cost implications of such moves before any steps are taken to address fears that import restrictions could also be counterproductive, denying India access to crucial inputs or equipment. The government has sought feedback on measures needed to lower the reliance on imports and boost domestic demand. Detailed discussions have been initiated with industry to identify those areas in which domestic industry can scale up production and the kind of support that will be needed for this to replace imports, said another official. In the long term, the Government is
looking at providing incentives through schemes such as the production-linked subsidy scheme to multiple sectors to allow local industry to take root and eventually become globally competitive. Measures for sectors such as chemicals, auto components, food processing, leather are under examination, the official said. These specific steps are over and above labour reforms, easier credit availability, cheaper land and ease of doing business through single-window clearances included in the wider reforms programme. However, imports that are crucial to the economy will continue until the long-term plan to make India competitive kicks in as the government does not want industry to suffer any sudden supply shocks at this juncture. “It will need to be a steady process,” the second official said. The empowered group of secretaries set up by the government to facilitate investment has already held discussions on available land that can be readily offered to investors.
Moody’s: Global shipping outlook remains negative LONDON: The outlook for the global shipping sector for the coming 12 to 18 months remains negative, according to Moody’s new report. The key drivers of the negative outlook are a combination of expectations that the global economy will shrink in 2020 due to the impact of the pandemic and the road to recovery will be long and bumpy. The outlook for the sector has been negative since March 2020. Moody’s expects the global economy to contract by around 11.9 percent this year due to coronavirus-induced drop in consumer demand and investments as well as supply chain disruptions due to the lockdowns. Continued restrictions on the movement of people, as well as some goods, also bode ill for the global shipping industry’s prospects. The rating agency believes the pandemic will complicate and possibly delay US-China “phase two” trade negotiations, and UK-EU and US-EU
negotiations. “We now expect the aggregate EBITDA of rated shipping companies to fall by around 16%-18% in 2020, nearly doubling from our previous projection of a drop of around 6%-10%,” said Maria Maslovsky, Vice President – Senior Analyst. The outlook for the dry bulk and container shipping segments remains negative with supply likely to exceed demand significantly. However, the outlook for the tanker segment is stable helped by a temporary dislocation in the oil market with high demand for floating storage pushing up tanker rates. One of the key factors impacting recovery is the oversupply of vessels exceeding the demand in key shipping segments, which is likely to extend into 2021. What is more, there is a shift toward more regional supply chains and domestic production of certain types of goods which would lead to a
reconfiguration of a number of shipping routes, according to Moody’s, although the ultimate effect on tonne-miles, a key revenue driver, is uncertain at this point. “The crisis has also laid bare the vulnerabilities of just-in-time supply chain management and could prompt companies to consider moving supply chains closer to their final markets and building redundancies,” Moody’s said. Consumer demand is expected to recover in the second half of the year. The rating agency said it would consider revising the outlook to stable if both the oversupply of vessels declines materially such that shipping supply growth does not exceed demand growth by more than 2% and year-over-year aggregate EBITDA growth appears likely to be between -5% and +10%. In order for the outlook to be revised to positive, year-over-year aggregate EBITDA growth would have to exceed 10%, and the vessel oversupply would have to be slashed.
Global economy to contract by 5.2 per cent in 2020 as coronavirus continues to spread: Dun & Bradstreet Report NEW DELHI: The global economy is likely to contract by 5.2 per cent in 2020 with the coronanvir us still spreading and the economic prospects of countries across the world looking muted, says a report. According to Dun and Bradstreet’s Country Risk and Global Outlook Report, that covered 132 countries, the wider global context remains sombre and the global economy will not reach pre-pandemic levels of activity again before 2022. “D&B is currently forecasting that the global economy will contract by
5.2 per cent in 2020 – the biggest decline since the Second World War and a far stronger contraction than the 1.7 per cent recorded in 2009 during the global financial crisis,” the report said. The Asia Pacific region is unlikely to shake off the economic effects before the end of 2020, it added. “Widespread quantitative easing means that financial asset prices globally are not reflecting the shock to fundamentals. But with many countries easing their lockdowns, a more varied picture of upgrades and downgrades has emerged,” Dun & Bradstreet
Chief Economist Arun Singh said. Singh further noted that “worryingly, a sharp recession is still forecast, and we expect that the world economy will not attain pre-pandemic levels of activity before 2022.” The report said any recovery into 2021 (even without a second bout of the pandemic) is going to be curtailed by several factors. Foremost will be the presence of degrees of social distancing (despite the easing of lockdowns) and higher levels of post-lockdown unemployment and poverty.

Also, the CRCL laboratories at New Delhi and Chennai are NABL accredited for forensic testing (testing of NDPS substances). The unveiled IT functionalities to promote Contactless Customs empower the exporters to self manage changes in their Bank Account and AD Code through ICEGATE as well as register on ICEGATE without having to approach a Customs officer. A major innovation that was announced is the automated
debit of Bonds in the ICES which will dispense with the need for importer to visit Custom Houses to get the debity made manually. It has also been decided that the balance in the Bond would henceforth be indicated in the import document, which would help importers plan their imports. Chairman has highlighted the relevance of these functionalities, which can minimise physical interface with Customs. Importantly, considering the benefits ushered in by providing single point interface set up in Bengaluru and Chennai Zones for 1st Phase of Faceless Assessment, CBIC would set up Turant Suvidha Kendra (TSKs) to all the Customs formations w.e.f 15.07.2020. TSKs will heneceforth be the sole physical interface point with Customs formations whenever physical submission of documents is required by Customs such as for defacement of Country of Origin Certificates. This is expected to further ease the Customs clearance process.
