Managing Director, Allcargo Logistics, has been appointed as the Managing Director of Gati-KWE which is a 70:30 joint venture between Gati Ltd. and Kintetsu World Express (KWE), Japan. MANSA deliberates issues on SCMTR implementation MUMBAI: Maritime Association of Nationwide Shipping Agencies (MANSA) has identified issues pertaining to the implementation of Sea Cargo Manifest and Transhipment Regulations (SCMTR) in its recent virtual meeting with its members. “A detailed submission has been made to CBIC (Central Board of Indirect-Taxes and Customs) and other authorities to facilitate in finding solutions for registration and updating the processes suitably, so that SCMTR can be smoothly implemented and become functional instantly,� said Hiren Ved, President, MANSA. SCMTR norms makes it mandatory for shipping lines, importers, exporters and other custodians of cargo to comply with the regulations by, strictly adhering to the defined timeline for submission of cargo details that will arrive at and depart from any Indian ports. The virtual meeting was an attempt to ascertain the preparedness of the members including mandatory registration process and it was observed that there were several gray areas to be addressed before the stakeholders could adopt the new regulations.
On their part, CBIC has been accommodative in extending the date for implementation of SCMTR in a phased manner commencing from November 1, 2020 till April 1, 2021 as a final stage and giving relief to the ship agents fraternity. MANSA members also suggested a helpdesk, who can be contacted promptly by all stakeholders for seeking help of the ICEGATE/SCMTR teams at least during initial stage to attend to the issues quickly. Unlike shipping lines, other vessel operators viz. liquid, bulk, break-bulk, Ro-Ro, ODS carriers, Tramp vessels, etc. have to submit documents for registration instantaneously, which is way away from their regular job profile. There should also be a provision to change the name of the appointed agents in the submitted / uploaded manifest, by principals (vessel owners) or by the agents appointed by Charterers / Importers as per the issues raised at the meeting. Whilst a great deal of work has been done, an enormous amount of work remains to be done to bring all stakeholders on board, per se MANSA members present for the meeting looked forward for a flawless introduction of SCMTR that will benefit the Export Import fraternity.

The event was attended online by Ministry officials, Directorate General of Shipping and officials, members of the press, retired employees. The phygital event showcased a blend of live and recorded cultural programs and an award distribution ceremony. The prizes were presented digitally by Hon'ble Minister and Secretary(Shipping). The star event of the evening was a live performance by seafarers from vessel SCI Sabarmati. This technological bridge from shore to vessels was the high point of the event as this was done for the first time in SCI. The event was historic as in addition to shore employees, for the first time the seafarers on board ships connected for the event. This brings a major change where seafarers the key workers are carried along in shore activities as well. The Hon'ble Minister lighted the lamp, unveiled the logo and virtually launched the SCI Diamond Jubilee Celebrations. He also launched the SCI Corporate Magazine - SCI EXPLORER and awarded the winners of various competitions as part of the celebrations.

Port Customer Meeting held at JNPT to discuss various strategic initiatives under way at the Port JN Port a ains 95% of cargo throughput as compared to September 2019 NAVI MUMBAI: Jawaharlal N e h r u P o r t Tr u s t ( J N P T ) , handled a noteworthy 3,80,384 TEUs in September 2020 which is 95% of cargo handled in September 2019(400,365 TEUs). There has been increase of 7.8% in throughput as compared to August 2020 (352,735 TEUs), this steady surge in cargo handling month on month indicates early signs of recovery which is very significant during the ongoing pandemic that has affected business across India. JNPT handled 1,925,302 TEUs (1.92 million TEUs) and 797 vessels during the half year ending September 30, 2020, as against 2,572,810 TEUs (2.57 million TEUs) handled in the same period during the previous year. The overall traffic handled in current financial year (April-Sep) was 26.93 Million Tonnes as compared to 34.41 Million Tonnes handled in the same period during previous year. At the liquid Cargo Terminal, JNPT has been handling essential commodities like LPG, High speed diesel, Motorspirit and Edible oil which is further supplied to the states of Maharashtra, Gujarat, Kar nataka, Goa, Madhya Pradesh and Delhi. In September 2020, JNPT handled discharge of 92786 MT of LPG in six vessels,by giving priority and timely berthing to the LPG vessels for fulfillment of Pradhan Mantri Ujjwala Yojna. Total LPG handled in the current financial year till September is 4, 59,283 MT as compared to 4, 19,562 MT handled in previous year which is an increase of 9.5 %.
The half yearly performance and the other on-going developments at the Port was shared with the JNPT stakeholders and customers in a virtual Port Customers Meeting conducted on 1st October where the suggestions, feedback and concerns of the stakeholders was deliberated upon. Shri Sanjay Sethi, IAS Speaking during the meet, Shri Sanjay Sethi, IAS, Chairman said, “The international maritime sector is evolving rapidly and the business demands are constantly changing and hence it is imperative that we also develop our capabilities to stay ahead in the competitive market. At JNPT, various initiatives like Direct Port Delivery, Direct Port Entry, ITRHO, ITT have helped in reducing the dwell time and with the installation of scanners and the Centralised Parking Plaza being fully operational by October 2020, will further improve the efficiency of the Port. The port customers and stakeholders thanked the JNPT Chairman and the team for all the efforts taken by the Port in keeping the logistics supply chain active during these testing times and the handholding provided by the JNPT management. They also suggested few measures, which were positively accepted by the Port management The Port customer meeting was attended by officials and representatives of Terminal Operators, BCBA, BPCL, FEDSAI, BMCTPL, CONCOR, Central Railway, CFSAI, CSLA, MANSA and Customs.
ICS calls on Sea Cargo Charter to be aligned with IMO requirements LONDON: The International Chamber of Shipping (ICS) has called for the Sea Cargo Charter initiative on emissions reporting to be aligned with requirements to be agreed by the IMO. Recently, 17 of the world’s largest ship operators, charterers and commodities traders committed to transparent reporting of shipping emissions. Commenting on the announcement Guy Platten, ICS Secretary General said: “We welcome any move that advances the agenda to decarbonise shipping and the supply chain. “The initiative has some interesting ideas but we believe that it would have a better chance of success if it was to aligned with the reporting requirements set out by governments (and even the Poseidon Principles), to be agreed at the IMO following significant consultation and
review, to ensure that the reporting requirements are as efficient as possible. We have offered to work with the companies to ensure that they can deliver on their stated objective and produce an even more effective initiative.” The companies said that the Sea Cargo Charter was consistent with the policies and ambitions adopted by member states of the IMO. There is growing fr ustration from both some governments and corporations over the length of time the IMO is taking to formulate and agree regulations for reducing GHG emissions from shipping and this is leading unilateral and regional measures. Last month the European Parliament voted to include both international and EU “domestic” shipping trades into their Emissions Trading System (ETS) by 1 January 2022.

CIRCULAR NO.43/2020-CUSTOMS Sub. :Implementation of the Sea Cargo Manifest and Transhipment Regulations Kind reference is invited to Notification No.38/2018-Customs (N.T.) dated 11.05.2018 vide which the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018, were notified. The SCMTR seek to bring about transparency, predictability of movement, advance collection of information for expeditious clearance and supersedes the earlier regulations viz. Import Manifest (Vessels) Regulations, 1971 and Export Manifest (Vessels) Regulation, 1976. The new Regulations stipulate for advance notice by authorized carriers for goods arriving in or being exported out of India through gateway seaports and further movement between Customs stations. They stipulate the obligations, roles and responsibilities for the various stakeholders involved in movement of imported/export goods. Based on the feedbacks from the various stakeholders, the changes were incorporated and the said regulations was made effective from 1st of August, 2019 with transitional provisions under Regulation 15 till the 30th of September, 2020. 2. Considering the disruptions caused due to Covid-19 Pandemic and non-readiness of the stakeholders, Board has issued Notification No.94/2020-Customs(N.T.) dated 30.09.2020, vide which the transitional provisions under Regulation 15(2) have been extended from 1st October, 2020 till 31st March, 2021 to enable submission of manifests under erstwhile regulations. However, as per Regulation 15(1), mandatory filing of different declarations in new format in a phased manner is provided for as per the annexure A to this circular. Different timelines are prescribed so that trade has sufficient time to comply with the new regulations in a phased manner. Further, vide Regulation 15(2), the mandatory compliance requirements for submissions of declarations and manifests under the said regulations shall applied in full effect from 1st April, 2021. 3. Another procedural relaxation is that the amount of bond and bank guarantee or postal security or National Savings Certificate or fixed deposit, as required under Regulation 3(1A) has been reduced to Rs 5,00,000/- from Rs 10,00,000/. It is also informed that vide the above stated Notification No. 94/2020-Customs(N.T.) dated 30.09.2020, in addition to Authorised Economic Operators (AEOs), ‘Customs Brokers’ who are already licensed under the Customs Brokers Licensing Regulations, 2018, who are authorised to issue delivery orders, are also exempted from the requirement to furnish a fresh bank guarantee or postal security or National Savings Certificate or fixed deposit , under proviso to Regulation 3(1A) of the SCMTR. 4. It is informed that Directorate General of Systems has taken several measures for handholding the trade and all stakeholders for smooth transition to the SCMTR regime. Directorate General of Systems has issued various guidelines related to the registration process and filing requirements under the new Sea Cargo Manifest and Transhipment Regulations (SCMTR) for different stakeholders such as Shipping Lines, Freight Forwarders, Transhippers etc, who are integral to the implementation of the said regulations. The guidelines can be found at the following link (https://www.icegate.gov.in/SeaManifestRegulation.html). For the sake of guidance and clarity, the procedural compliance requirements of the said regulations is reiterated in the following paragraphs. Registration of Stakeholders : 5. The registration of different stakeholders stipulated in regulation (1) of the SCMTR is a completely automated process through ICEGATE Portal. The detailed guidelines available at https://icegate.gov.in/Download/ Advisory_for_users_on_SCMTR_v2.0.pdf may be referred to for more clarity on the registration process. It is noticed that while a sizeable number of stakeholders have registered successfully on ICEGATE, there remains a significant number who are yet to be onboarded due to lack of reciprocity, despite various advisories. Board urges all the stakeholders to immediately register on ICEGATE and apply from within their ICEGATE login to operate under the new SCMTR. The categories of stakeholders who are required to be registered are as follows: a. Authorised Sea Carrier (Including Shipping line) (ASC) b. Authorised Sea Agent (Steamer/ Shipping Agent) (ASA) c. Authorised Carrier (other notified carriers) (ANC) d. Authorised Carriers for Inland Movement – Transhippers (ATP) The applicant can edit or modify the details in already submitted application, if the same has not been approved by the officer concerned. In case officer has already approved the submitted application for registration, the applicant can submit amendment for the already approved details. Delivery of an Arrival Manifest in relation to a Vessel: 6. Regulation 4 of the SCMTR provides for the delivery of an arrival manifest in relation to the vessel by Authorised Sea Carrier. This document now replaces the `Import General Manifest` and is a legal requirement under Section 30 of the Customs Act, 1962, the details of which are outlined under Regulation 4(2) of the SCMTR. It is clarified that only the persons representing master of the vessel (i.e Vessel Operator) viz. the Authorised Sea Carriers (ASC)/ Authorised Sea Agents (ASA) are required to file the arrival manifest. The General declaration and Cargo declaration are made available together in ICEGATE as Sea Arrival Manifests (SAM) and other declarations in arrival manifest is made in ICEGATE as Sea Entry inwards (SEI). The timeline for the mandatory parallel filing of arrival manifest for different types of Vessel/Cargo is given in annexure A. 6.1 It is to be noted that the General declaration and the Cargo declaration associated with the arrival manifest, are mandatorily required to be delivered before the vessel departs from the last port of call before arrival of vessel at the Indian port. However, for non-containerized cargo the arrival manifest can be filed at any point in time, but before arrival of vessel at the Indian port. In case of SAM, amendments will not require any approval by the Customs officer if filed within following timelines: i. Short Haul Voyage (expected arrival less than 48 hrs) – 6 hrs before expected arrival, ii. Medium Haul Voyage (expected arrival 48 – 96 hrs) – 24 hrs before expected arrival and iii. Long Haul Voyage (expected arrival after 96 Hrs) – 48 hrs before expected arrival. However, if the amendments are filed beyond the above timelines, they will require approval by the proper officer. Such amendment approval would also be given online. For filing a SAM, the vessel operator will have to give the details of the Container Bond registered in the Customs Automated System. For the purpose of SCMTR, a new national container bond has been introduced in the Customs System with the category name CG. This bond, once registered at a port can be used for filing SAM at any port across India. Cont’d Pg.5

6.2 Apart from ASC/ASA above, other persons such as Freight forwarders, NVOCC, consolidator or by whatever name they are called, who are party to Transport Document (viz. Bill of Lading) and issue delivery order may also file their part of cargo declaration directly with Customs as Cargo Summary Notification (CSN), instead of giving it to the vessel operator. The CSN is a declaration filed with Customs regarding the details of cargo covered under a Transport Document (viz. Bill of Lading). On successful submission of this declaration, a unique CSN number would be generated that will act as a reference number for the next declaration by the consolidator or the vessel operator (VOA). It is clarified that ASC/ASA can also prepare the arrival manifest by aggregating Cargo Summary Notification (CSN) filed separately by other Authorised Carrier. Further, a CSN can be filed not just by the other notified parties but also by the vessel operator. A vessel operator can file CSNs for every transport document if it has the necessary details and just refer the CIN numbers in the final arrival manifest. Similarly, in case of Arrival or Departure Manifests filed for subsequent movements, the CIN details may be referred, rather than filing the details afresh. The timeline for the mandatory parallel filing of cargo declaration for different types of goods is given in annexure A. Delivery of a Departure Manifest in Relation to a Vessel: 7. Similar to the procedural requirements as in para 6 on the import side, the same requirements are laid down on the export side under Regulation 5 of the SCMTR. For delivery of a Departure manifest, the concerned stake-holders, viz. the Authorised Sea Carriers (ASC)/ Authorised Sea Agents (ASA) would now be required to file Sea Departure Manifests (SDM) and Sea Departure Notification (SDN). SDM is the manifest required to be filed by Authorised Sea Carrier before departure of the vessel from any Indian sea port. The SDM, can be updated any time before SDN is filed without the approval of the officer. 7.1 SDN is the declaration having final reconciliation summary of the cargo actually carried by the vessel. SDN is filed by the Authorised Sea Carrier after the departure of the vessel within 24 hrs of the departure of the vessel for containerized cargo and 72 hrs for other cargo, which otherwise may attract late filing penalty. These documents would comprehensively subsume and replace the `Export General Manifests` and are expected to greatly reduce the various errors associated with exports on payment of IGST refunds. As in para 6.2, the other persons notified in this regard may file the Cargo Summary Notification (CSN). As in the case of arrival manifest, it is clarified that ASC/ASA can also prepare the departure manifest by aggregating Cargo Summary Notification (CSN) filed separately by other Authorised Carrier. The timeline for the mandatory parallel filing of departure manifest for different types of Vessel/Cargo is given in annexure A. Transhipment of Goods within India by Train/Truck: 8. Transhipment under the Regulation 7 of the SCMTR refers to any movement of Customs cargo between two Customs stations inside the country. The person responsible for the movement of the import/export goods within India is a Transhipper. There would be only one authorized Transhipper responsible throughout the movement of the transhipped cargo, irrespective of the modes of transport. The Transhipment Bond is also required to be executed by the authorized Transhipper. For filing declarations under the SCMTR, a transhipper should get registered in the category of Authorised Transhipper (ATP), who is also a stakeholder who requires registration as narrated in para 5 of this circular. Like a CG Bond, even for the purpose of transhipment under the SCMTR, a new national Transhipment Bond with category code `TG` has been made available in the Customs System to avoid the necessity of registering different bonds at different ports. The authorized transshipper is required to file arrival and departure manifests for every stage of the inland movement of the cargo. The manifests pertaining to the transhipment are made available in ICEGATE as `Customs Inland Manifest (CIM) – Arrival (AR)/ Departure (DP)`. The manifests will have to be filed for every vehicle (truck/train) carrying the cargo upto and between inland Customs stations. The authorized carrier (i.e Transhipper) is required to file CIM – DP/AR manifests before departure and upon arrival of the conveyance at the respective Customs stations. However, while a declaration will have to be filed before departure and upon arrival of the conveyance at the respective Customs stations, the declarant will be able to link the declarations made in the previous manifests for every cargo using the cargo identification number (CIN) assigned to the cargo. Thus, the process would be considerably eased to that extent. The ATP would also require to file the Allowed for Shipment Request (ASR) for every shipping bill when ready for departure at the port of export. Amendment of Arrival and Departure Manifests: 9. The declarant can submit amendment for the already submitted declarations, as provided for under Regulation 8 of the SCMTR. It may also be noted that both SAM and SDM can be amended after filing. Cargo Identification Number: 10. To uniquely identify the cargo and simplify the filing process, a system of CIN is introduced in Customs Automated system. CIN is a unique identification number assigned by Customs System to every cargo declared. In order to account for every consolidation and segregation of cargo seamlessly, two types of CIN would get generated: I. PCIN – Primary Cargo Identification Number: It is the identification number assigned by Customs automated System to uniquely identify a cargo contained in single Transport Document (like Bill of Lading) mentioning Actual Buyer and Seller in imports. In exports, a PCIN would correspond to cargo covered under a single Shipping Bill. Having a PCIN for every cargo facilitates smooth filing of different declarations and removes duplicate filing effort, thereby simplifying the processes. II. MCIN- Master Cargo Identification Number: Since multiple cargoes can get consolidated under a consolidated Bill of Lading (BL), MCIN is the identification number assigned by Customs automated System for all the cargo covered under a consolidated BL. Each MCIN will be an aggregation of multiple PCINs. Referring to an MCIN in any subsequent manifest would mean reference to all the underlying PCINs. Mandatory Filing Requirements on Parallel Basis: 11. Optional test filing for all messages are available from October, 2020 and all the stakeholders are hereby requested to start filing the messages as per the guidelines issued by DG Systems. 12. The implementation plan and timelines for mandatory compliance pertaining to various stakeholders, and the documents to be filed by them are as per annexure A to this Circular. The different stakeholders would be required to adhere to the timelines as laid down in column 4 of the annexure A. Any stakeholder not adhering to the implementation plan as per the time-lines of filing schedule shall be liable to penalty as authorised under Regulation 13 of the SCMTR, 2018. 13. The detailed guidelines and FAQs for different categories of stakeholders are available on ICEGATE (https://www.icegate.gov.in/SeaManifestRegulation.html) and may be kindly referred to. 14. The Principal Chief/Chief Commissioners of Customs are requested to issue Public Notices and guide the trade suitably to ensure smooth implementation of the Sea Cargo Manifest and Transhipment Regulations. 15. NOTIFICATION NO.35/2015-20 Sub. : Extending scheme of Duty Drawback on supply of steel by steel manufacturers through their Service Centers/ Distributors/ Dealers/ Stock yards -regarding. S.0(E): In exercise of powers conferred under Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Paragraph 2.01 of the Foreign Trade Policy, 2015-20, as amended from time to time, the Central Government hereby add the following after sub-para7.07(iii) in Chapter 7 of the above-said Foreign Trade Policy, with immediate effect: (iv): Steel manufacturers supplying steel against Advance Authorization under Para 7.02 (a), through their Service Centers/ Distributors/ Dealers/ Stock yards, shall also be eligible to claim duty drawback provided such supplies are made in accordance with Ministry of Steel O.M. No. S-21016/3/2020-TRADE-TAX-Part (1) dated 27.5.2020 read with O.M. dated 24.6.2020, as amended from time to time. However, the invoice against such supplies would be raised by the manufacturer on the Advance Authorization holder. Delivery of such supplies can be made through their Service Centers/ Distributors/ Dealers/ Stock yards, who in turn will raise the tax invoice on the steel manufacturer bearing a cross reference for such supplies. Effect of Notification: Steel manufacturers can also claim Duty Drawback on steel supplied through their Service Centers/ Distributors/ Dealers/ Stock yards. Export growth can be boosted by addressing policy constraints and glitches: Export-Import Bank of India Cont’d. from Pg. 1 The effects of immediate refund of GST on individual sectors are much larger with exports from the six identified sectors expected to register double-digit growth, it said. “While the Government has been working to identify policies to promote exports and build a better operational environment, there is need for greater focus on monitoring and addressing glitches which prevent the successful implementation of these policies,” said the study titled ‘Domestic Constraints for Exports in Select Sectors’. It also provides certain specific priority areas to focus for each of the identified sectors which are low-hanging fruits for improving the operational efficiency of exporters. Medium to long term interventions for improving the policy landscape for manufacturing and exports have also been recommended. The study analyses current domestic policy constraints faced by Indian exporters in select sectors — gems and jewellery, auto and auto-components, electronics with a focus on mobile phones, textiles and clothing, and pharmaceuticals. It highlights common areas of concern for exporters across various sectors, including the need for direct Government
intervention to reduce costs at ports; attractive production-oriented incentives, particularly in light of the imminent phase-out of Merchandise Exports from India Scheme (MEIS); addressing procedural delays in approvals and refunds as well as custom clearances; expediting GST refunds and duty drawback refunds to improve the manufacturing landscape. The study was released by Minister of Commerce and Industry Piyush Goyal during an interactive webinar organised by Bank on October 3. He highlighted the efforts taken by the Government for incentivising exports, boosting domestic manufacturing and enhancing the competitiveness of Indian exporters. Mr. David Rasquinha, Managing Director of India Export-Import Bank of India said while the pandemic has significantly impacted international trade, it has also brought forth opportunities for countries like India to enhance global value chain integration as major economies seek alternative suppliers to build resilient supply chains. He said the strategies recommended in the study can help encourage foreign investments for global value chain integration and build a competitive and resilient exports sector.
Trade shows signs of rebound from COVID-19, recovery still uncertain Cont’d. from Pg. 1 Current data suggests a projected decline for the current year that is less severe than the 12.9% drop foreseen under the more optimistic of two scenarios outlined in the WTO’s April trade forecast. Strong trade performance in June and July have brought some signs of optimism for overall trade growth in 2020. Trade growth in COVID19 related products was particularly strong in these months, showing trade’s ability to help Governments obtain needed supplies. Conversely, the forecast for next year is more pessimistic than the previous estimate of 21.3% growth, leaving merchandise trade well below its pre-pandemic trend in 2021 (Chart 1). The performance of trade for the year to date exceeded expectations due to a surge in June and July as lockdowns were eased and economic activity accelerated. The pace of expansion could slow sharply once pent up demand is exhausted and business inventories have been replenished. More negative outcomes are possible if there is a resurgence of COVID 19 in the fourth quarter. In contrast to trade, GDP fell more than expected in the first half of 2020, causing forecasts for the year to be downgraded. Consensus estimates now put the decline in world market-weighted GDP in 2020 at -4.8% compared to 2.5% under the more optimistic scenario outlined in the WTO’s April forecast. GDP growth is expected to pick up to 4.9% in 2021, but this is highly dependent on policy measures and on the severity of the disease (Table 1). Chart 1 – World merchandise trade volume, 2000 2021
Note: Figures for 2020 and 2021 are projections. As previously noted in the forecast update of 22 June, a weak trade recovery that fails to return trade to the pre-pandemic trend was a distinct possibility. This would result in merchandise trade growth of around 5% next year, rather than 20% in the case of a rapid return to the previous trajectory. The current trade forecast of 7.2% for 2021 appears to be closer to the “weak recovery” scenario than to a “quick return to trend”. Although the trade decline during the COVID-19 pandemic is similar in magnitude to the global financial crisis of 2008-09, the economic context is very different. The contraction in GDP has been much stronger in the current recession while the fall in trade has been more moderate. As a result, the volume of world merchandise trade is only expected to decline around twice as much as world GDP at market exchange rates, rather than six times as much during the 2009 collapse. This divergent performance of trade during the COVID-19 outbreak has much to do with the nature of the pandemic and the policies used to combat it. Lockdowns and travel restrictions imposed significant supply-side constraints on national economies, drastically reducing output and employment in sectors that are usually resistant to business cycle fluctuations, particularly non-traded services. At the same time, robust monetary and fiscal policies have propped up
incomes, allowing consumption and imports to rebound once lockdowns were eased. Whether the recovery can be sustained over the medium term will depend on the strength of investment and employment. Both could be undermined if confidence is dented by new outbreaks of COVID-19, which might force governments to impose additional lockdowns. As a result, risks to the forecast are firmly on the downside. There is some limited upside potential if a vaccine or other medical treatments prove to be effective, but their impact would be less immediate. Ballooning public debt could also weigh on trade and GDP growth over the longer term. Although rich countries are unlikely to face sovereign debt crises as a result of fiscal expansion, poorer ones may find their increased debt burdens extremely onerous. Deficit spending could also influence trade balances, reducing national saving and swelling trade deficits in some countries. “The incidence of COVID-19 worldwide has fallen from its peak in the spring, but it remains stubbornly high in many areas. Trade has played a critical role in responding to the pandemic, allowing countries to secure access to vital food and medical supplies. Trade has also facilitated new ways of working during the crisis through the provision of traded IT products and services. One of the greatest risks for the global economy in the aftermath of the pandemic would be a descent into protectionism. International cooperation is essential as we move forward, and the WTO is the ideal forum to resolve any outstanding trade issues stemming from the crisis,” Deputy Director-General Yi Xiaozhun said. As Table 1 shows, all regions are expected to see big percentage increases in export and import volumes in 2021, but it should be noted that this growth will be off of a reduced base. Thus, even large percentage changes may not translate into better material conditions. For example, imports into Asia and South America are both expected to grow by 6.2% and 6.5% respectively next year, but Asia’s rise would follow on a modest 4.4% decline this year while South America’s would be on top of a steep 13.5% plunge in 2020. In this case Asia’s imports would have substantially recovered while South America’s trade would still be deeply depressed.

Container availability a challenge for Export sector currently: President FIEO NEW DELHI: Non-Availability of Containers for the Export Sector is posing a serious concern for meeting deliver y commitments of foreign buyers. This was stated by Mr Sharad Kumar Saraf, President, FIEO. He said that from the last couple of months, in spite of offering space for three to four weeks ahead, shipping lines are shutting out the containers abruptly giving reasons that the vessels are full. FIEO President further mentioned that the Sea freights have also started increasing gradually since July and all
the shipping lines have increased the freights by 20% to 40% depending on the destinations. He said that there is a need for a regulatory agency for the shipping sector and we expect that the proposed National Logistics Efficiency Advancement Predictability and Safety (NLEAPS) Act would be formulated and implemented soon to protect the Export Import sector from such sudden and abrupt changes. Mr Saraf further stated that exports have started picking up and our merchandise exports turned positive
for the first time in the last seven months registering a growth of about 5.3% in the month of September, 2020. Therefore, this important component of export logistics needs immediate attention else our exporters would not be able to capitalize on the new opportunities. FIEO Chief also advocated that the Government order to pay Terminal Handling Charges to Ports directly, may be implemented across ports as it will bring down logistics costs for the export sector and make them more competitive.
High exports can be achieved if domestic taxes don’t increase shipment cost : EEPC India KOLKATA: EEPC India has said that India can achieve a higher exports target only if domestic taxes do not get added to the costs of shipments. Lauding Commerce and Industry Minister Piyush Goyal for calling for an aspirational export target of $1 trillion, EEPC India Chairman Mahesh Desai said: “We would only need an enabling environment where domestic taxes are not exported and high costs of
transactions in the form of inadequate infrastructure are reduced.” He pointed out that exporters were only partly compensated for the domestic taxes, while they continue to incur high costs of infrastructure. Desai cited a recent study that stated that immediate refunds of the GST can itself add to exports by 7 percentage points and overall GDP by two percentage points.
Likewise, the same study underscored the need for reduction of costs and streamlining of procedures at the ports, along with quicker cargo clearances by the customs authorities. Desai said in a highly competitive international markets, quality and cost competitiveness would be an important differentiators. In addition, he called for greater government support, especially during the Covid-19 pandemic.
ICRA maintains Negative outlook on domestic road transportation sector; revenues expected to contract by 18-20% in FY2021 MUMBAI: The covid-19 pandemic i n d u c e d lockdown coupled with other restrictive measures to contain the disease have adversely impacted the prospects of the Indian logistics sector, especially the road freight transportation movement. The extended nation-wide lockdown for the major part of Q1 FY2021 paralyzed economic activity and thereby the freight availability also moderated significantly. This coupled with restrictions on cross-border movement, shortage in availability of drivers and manpower due to largescale migration and lack of availability of return load, significantly impacted the road logistics sector during the first quarter. Shamsher Dewan, VP, ICRA Ratings, “The aggregate revenues of ICRA’s sample of logistics companies contracted sharply by 35% during the quarter. The impact was more visible on players operating on an assetheavy model, due to high fixed costs for owned assets, while asset-light players fared relatively better. This decline was also corroborated by the generation of E-way bills, which contracted by 49% during the quarter. In addition to the impact on the road
logistics sector, the macroeconomic slowdown and lockdown also had a bearing on the rail and seaways freight traffic that primarily comprises of bulk commodities like coal, cement, iron ore and crude oil with volumes contracting by 21.3% and 19.7% Y-o-Y, respectively. With the economy gradually opening up during unlock phases and industrial, manufacturing and construction activities resuming, freight activity too has also been gradually reviving. The latest E-way bill and Fastag data indicates that freight volumes have recovered sequentially and improved to 87% of pre-covid levels (for E-way bills) and 95% of pre-covid levels (for Fastag) by August 2020. This has potential to increase further going forward as the country gears up for the upcoming festive season. As per ICRA note, growth over the near term is expected to be driven by specific segments like e-commerce, as the trend in online purchases and deliveries have picked up substantially post the lockdown. Similarly, the automotive sector has also been picking up. The rural uptick has also augured well for movement of agricultural and allied produce. However, other segments like capital goods continue to remain subdued though.
While the revenues and profitability in Q2 FY2021 would have revived from the troughs witnessed in Q1 FY2021, given ongoing intermittent lockdowns in various parts of the country and continued rapid spread of the pandemic constraining the pace of recovery in industrial activity, the logistic sector (including warehousing segment) is also likely to witness a gradual roadmap to recovery. For the full year, FY2021, ICRA expects the revenue of its sample to decline by 18-20% Y-o-Y, in the backdrop of 11.0% contraction in GDP. Over the medium term, the sector is likely to witness some consolidation trends, given the rising pressure on viability of small fleet operators. A d d i t i o n a l l y, p l a y e r s o f f e r i n g multimodal services have been better placed to service their customers during this period, given their flexibility to use modes like railways and coastal, which were relatively less impacted by the lockdown. Accordingly, multimodal offerings are expected to gain increased acceptance and traction going forward as well. Given these factors, and the relatively higher financial flexibility available to large organized players vis-à-vis their smaller counterparts, there is potential for increased formalization in the sector going forward.

NextGen District becomes a hotspot for the circular economy in Port of Antwerp New name and market consultation for former General Motors site ANTWERP: NextGen District is the new name for the former General Motors site in the port area. Port of Antwerp plans to make the 88ha site a hotspot for the circular economy and is therefore launching a new market consultation for potential concession holders. They are searching for players within the circular processing and manufacturing industry who intend to further develop the site in order to contribute to the transition to a climate-neutral society. Hotspot for the circular economy The 88 ha former General Motors site, equivalent to 110 football pitches, is currently being transformed into a new hotspot for the circular economy: NextGen District. This is the new name for the former Churchill Industrial Zone, one of the last remaining available large sites in the port which, thanks to its favourable location close to Europe's largest chemical cluster, offers various opportunities. Port of Antwerp consciously opted to set aside this large area for the circular economy, thereby taking a further step in the transition to a sustainable and climate neutral society. It will also provide opportunities to mayor players and start-ups. NextGen District will be an industrial site where 'end-of-life products' will be given a second or third life, circular carbon solutions will be researched, and experiments will be conducted with renewable energy. The district incorporates a testing ground where startups are given the space to grow further, as well as free-standing plots of various sizes aimed at chemical and industrial players. In order to develop the site as sustainably and optimally as possible, it is currently being examined which services and facilities can be organised collectively. Wanted: innovators in the circular economy For the development of the site, NextGen District is looking for players who want to give a boost to the circular economy. Port of Antwerp is therefore launching a new international market consultation to find investors for the site. This specifically concerns candidates with core activities within the circular processing industry (primarily chemical processes) and the manufacturing industry, with an interest in the energy transition.
In order to effectively realise the sustainable ambitions for the development of NextGen District, candidates will also be assessed on the forward-looking nature of their project, i.e. its innovative value, climate impact and agility. Certain conditions will also be added to the concession agreement of the selected candidates. Transition to a climate-neutral society The NextGen District falls within the sustainable ambition of Port of Antwerp, where the energy transition and the transition to a circular economy is at the top of the list of priorities. Together with industry, efforts will be made to reduce CO2 emissions and the transition to alternative energy sources through ambitious transition projects, such as generating renewable energy, using residual heat, and importing, storing and converting hydrogen into sustainable building blocks for the chemical sector. "If the corona crisis has made one thing clear to us, it is that we only have one choice and that is to build a resilient and sustainable port," explains Jacques Vandermeiren, CEO of Port of Antwerp. "That is why Port of Antwerp wants to continue to play a pioneering role in the transition to a climate-neutral society. The energy transition and the circular economy were at the top of the agenda before the pandemic, and still are today. Port of Antwerp is home to the largest integrated cluster in Europe. We intend to strengthen, anchor and support this cluster in the transition to a carbon-neutral and circular economy. The goal is for NextGen District to become a hub for innovation and cross-fertilization in the circular economy, giving a boost to the new generation". Port alderwoman Annick De Ridder concludes: "With the NextGen District, we are aiming to create numerous new jobs that will further contribute to the sustainable growth of our port. For us, it is essential that new concession holders share and uphold our future and sustainability ambition. This will help strengthen, synergise and diversify the port platform. Moreover, this is the ideal location to accelerate the transition in the Antwerp chemical cluster. As such, we are continuing to focus on the added value of the future and therefore also on our prosperity".

LTD. and Malaysian investors to set up a joint venture depot company named Jambatan Merah Formosa Depot Sdn. Bhd at Port Klang, Malaysia. The opening ceremony was held on October 1st, 2020. The new company will provide inland empty container depot and container maintenance and repair services. Malaysia is the one of largest economies in ASEAN. According to an International Monetary Fund (IMF) report released in June, despite Malaysia’s GDP is projected to contract by 3.8% this year due to COVID-19, however, its GDP growth is expected to resume pre-COVID-19 growth levels in 2021 at 6.3%. The steady economic growth in the country will accelerate local industrial development and further stimulate local demand. Transpacific Box capacity slated for ‘unprecedented’ increase in Golden Week period : Sea-Intelligence LONDON: Container shipping’s transpacific trade is seeing an “unprecedented” increase in capacity during the Golden Week period, according to analyst Sea-Intelligence. Alan Murphy, CEO of Sea-Intelligence, noted there was a “startling difference” in the offered capacity for the week 40-43 Golden Week period based on what was announced in week 37 (7 September) and in week 40 (28 September). On the Asia-North America West Coast, based on the schedules published in week 37, capacity in weeks 40-43 is slated to be up by 9.5% year-on-year, while based on the latest schedules published in week 40, capacity is slated to be up by a staggering 26.6%. This corresponds to a reduction in blanked capacity from 8.7% to 3.9%. On the Asia-North America East Coast, offered capacity is
expected to be up by 30.2% year-on-year, rising from 12.1% that was scheduled in week 37. This will reduce blanked capacity from 10.2% to 3%. Looking at the Asia-Europe trade, the difference was “relatively smaller but still significant”, Murphy noted. The offered capacity in week 40-43 on Asia-North Europe is now up from 5.8% year-on-year to 13.8% based on the week 40 schedules, and the Golden Week period capacity reduction now slated to be 18.9% instead of 23.1%. “On Asia-Mediterranean, offered capacity was slated to contract by 1.4% year-on-year based on schedules published in week 37, but is now slated to grow by 6.5%. In terms of capacity reductions, 19.6% is now slated to be removed instead of 20.8% as scheduled in week 37,” Murphy said.
